Abstract:
Desvendar processos espaciais e possibilidades de planejamento em áreas de transição rural-urbana é o objetivo deste trabalho. Partiu-se do pressuposto de que, embora essas áreas não tenham sido historicamente o foco central do planejamento urbano, expressam hoje forte convergência de interesses, processos e conflitos socioeconômicos, territoriais e ambientais. Portanto, não é possível promover a ocupação e o uso sustentável e socialmente justo de todo o território municipal, como define o Estatuto da Cidade (Lei nº 10.257/01), se não há descritores técnicos e instrumentos urbanísticos capazes de garantir efetivas possibilidades de planejamento nas áreas de transição rural-urbana. Pôde-se constatar que, apesar dos recentes avanços legais/institucionais no campo da reforma urbana, ainda há muitas limitações no que diz respeito ao enfrentamento dos graves problemas decorrentes do processo histórico de uso e ocupação do território, espraiado, incompleto, especulativo, e o seu consequente planejamento. Palavras-chave: planejamento urbano; política urbana; transição urbano-rural. Abstract: To investigate spatial processes and city planning possibilities for the rural-urban transition areas is the objective in this paper. Was anticipated that even if these areas have not been, historically, centered by urban planning focus, they express, currently, a strong convergence of interests, processes and conflicts on social-economic, territorial and environmental issues. So, it’s not possible to promote a sustainable and socially just occupation and land use of the whole municipality area – as it is defined by the Estatuto da Cidade (“City Statute”, a 2001 Brazilian Federal Law) – if we do not have urban policy instruments that could actually guarantee urban planning possibilities for the rural-urban transition areas. Was evident that although the recent legal and institutional advances for the Urban Reform ideals in Brazil, it stills many difficulties to face the serious problems that come from an historical process of spread, incomplete and speculative land use and occupation, and its consequent planning issues. <span lang="EN-US">In the contemporary urban order the rational connection between the physique of the city and its non-physical elements is a major concern. Whatever happens in the existence of a city like the social, cultural, economic and political interactions are the inevitable realities through which the qualification and quantification nature of the city are determined. All occurrences in these realities, the constituent elements, are subject to the structural process which can be regulated as one of the social organization (non-physical) in urban settings, namely the social organization of the city, economic organization of the city and the political organization of the city. These organizations have the ranking in importance according to the city scale. The objective here is to identify these organizations and their contributions in conceptual urban planning. The adopted method here is descriptive-analytic. In a comparative comparison between the physical and non-physical needs of human regarding an urban setting reveals that the non-physical aspect has priority with high importance since its effect on the citizens’ satisfaction is specific and direct.</span>

Abstract:
Climate change and accelerated development that threaten the survival of humankind require an urgent review of planning approaches to achieve sustainable development, including transport systems, since the quantity of motorised traffic and GHG emissions is increasing yearly. Urban planning of post-industrial cities, the digital age, climate change—all this requires that urban planning is not only the planning of settlements where residents will meet their functional needs, but also for cities to be leaders in the fight against climate change. The question arises as to which planning approach is the most suitable for planning sustainable cities in the 21st century. After a literature review and research of the authors, urban corridor planning is suggested as one of the possible planning strategies. When planning new or revitalising existing intra-city corridors within urban areas, to take into account their spatial, environmental, social and economic sustainability is necessary. After an analysis, indicators of urban corridor planning were extracted, and the article highlights the advantages and priorities. The contribution of the article is in determining the ten basic principles of urban corridor planning. It is concluded that implementation of urban corridor planning principles in the planning of intra-city corridors achieves the result of urban sustainability.

Abstract:
This article examines Advocacy Planning through the lens of political–economic urban governance theories—primarily Growth Machine. The first part of the article engages Advocacy Planning and Growth Machine in a conceptual dialogue to search for new insights into the causes of, and potential solutions to, planning’s hitherto inability to significantly mitigate urban social inequity and injustice. The analysis corroborates long-standing assertions of planning’s ineffectiveness in redressing inequitable urban planning outcomes as being resultant of the unequal—and dominant—power held by the governing growth coalition. The second part proffers three lessons that Growth Machine offers to Advocacy Planning, specifically, and urban planning, generally. These lessons constitute the axes of plannitizing urban politics by way of bridging planning’s long-standing power gap through an evolved normative planning education and praxis—a political urban planning.

Poucos conceitos têm sido tão amplamente utilizados como o de desenvolvimento sustentável, num aparente consenso revelador mais de imprecisão do que de clareza em torno de seu significado. Com base em uma revisão de abordagens recentes, argumenta-se que a noção de desenvolvimento urbano sustentável traz consigo conflitos teóricos de difícil, porém não impossível, reconciliação: a) entre as trajetórias da análise ambiental e da análise urbana que, originando-se em áreas do conhecimento diferentes, confluíram na proposta de desenvolvimento sustentável; b) entre formulações teóricas e propostas de intervenção, traduzindo-se no distanciamento entre análise social/urbana crítica e planejamento urbano. São examinadas propostas de planejamento que adotam o discurso e/ou pressupostos de sustentabilidade urbana, discutindo exemplos da literatura internacional — as cidades compactas européias, o movimento californiano por cidades sustentáveis — e, no caso brasileiro, a experiência recente de planejamento urbano em Belo Horizonte.Palavras-chave: planejamento urbano; desenvolvimento sustentável; meio ambiente; política urbana. Abstract: Few concepts have been so widely adopted as sustainable urban development, an apparent consensus revealing more imprecision than coherence of meaning. The paper discusses some aspects of such theoretical and conceptual fragility as a contribution to building an alternative for the future. The concept is considered to have been worn out by excessive fashionable repetition. The paper argues, however, based on a review of recent approaches ranging from political economy to the contributions of political ecology and post-structuralism, that the concept of sustainable urban development embodies conflicts that are difficult but not impossible to solve: a) the conflict between the different origins of and paths followed by environmental analysis and urban analysis, both converging on the proposition of sustainable development; b) the conflict between theory and practice represented by the growing distance between critical social/urban analysis and urban planning. Finally, some planning proposals are examined as examples of adoption of the discourse and assumptions of sustainable development. They are the European compact city proposal; the Californian sustainable cities movement; and, in the Brazilian case, the recent urban planning experience in Belo Horizonte.Keywords: urban planning; sustainable development; environment; urban policy.

Statement of the problem. New challenges of our time and the dynamics of socio-political and socio-economic factors in the development of Russia significantly affect the methodology of urban planning. The deteriorating environmental situation in many cities encourages a new approach to understanding and developing new principles of city life that regulate the biosphere compatibility of cities and the development of human capital as the main criteria for the effectiveness of territorial planning, construction and operation of urban facilities. Results. The article deals with a fundamentally new approach-urban planning, which should be understood as a system of fundamental provisions on life in the territories of cities and settlements and the principles of their spatial development and settlement. In practical terms, urban planning is an activity for the internal arrangement of the city's living environment, creating favorable conditions for the life of all categories and strata of the population without exception. The fundamental differences between the concept of urban development and urban planning are related to the need to understand the unity of the city and Nature, the symbiotic "embedding" of the city in the Biosphere. The Central element of the concept of urban development is the person, the conditions for its development in the urban environment.Conclusion. As part of the research, the practice of urban planning allows solving the problems of innovative development of the urban economy and increasing human potential, and in the long term -- transforming cities into biosphere-compatible and developing people as an alternative condition forthe survival of humanity and a priority for its development as an intellectual community.

As a high quality green belt in the city, a city's waterfront landscape is can be a liveable and comfortable place. For citizens, it is also an attractive place to live in. A good city waterfront landscape can be updated and maintained by itself. Therefore, we can not treat the urban waterfront area as just a beautiful landscape in aesthetic terms, but we should also understand it in deeper and broader dimensions. The urban waterfront landscape directly affects the urban structure, the urban ecological environment and the life quality of the urban residents. By analysizing the two cases, Western Harbor in Malmö and Jinji Lake in Suzhou China, we can draw some interesting conclusions about waterfront landscape. Through the discussion of this subject, I aim for an understanding of the urban waterfront landscape as a harmonious system with the artificial and natural landscapes working together, based on scientific and artistic aspects.

Abstract:
In this dissertation we propose an objective method for updating traditional urban planning methodologies based on input from citizens regarding their current and future urban requirements. Specifically, our methodology is based on citizen web – based surveys regarding urban time use allocation and opinions concerning how to cover urban needs, and on the use of data mining tools to process the collected data. The Smart Urban Planning Method allows to obtain new planning values for urban land use design using an innovative conversion rule which transforms the daily distribution of urban time use into quantities of urban land use. We test our Method by experimenting with a case study on the specific urban subsystem of public facilities and services, and use Girona Province as a pilot area. Our novel Method obtains new, objective, and more accurate design values for the planning of facilities and services using citizens’ satisfaction thresholds.
En la present dissertació proposem un mètode objectiu per a l’actualització de les metodologies tradicionals de planificació urbanística basat en l’opinió dels ciutadans al respecte dels seus requeriments urbans presents i futurs. Específicament, la nostra metodologia està basada en enquestes web a la ciutadania per conèixer com distribueixen el seu temps urbà i en la opinió de com cobrir les seves necessitats urbanes. S’utilitzen eines de mineria de dades per al processat de les dades recollides. El Mètode Smart Urban Planning permet obtenir nous valors de planificació urbanística per al disseny dels usos del sòl amb la utilització d’una innovadora regla de conversió que transforma la distribució diària del temps urbà en quantitats d’usos del sòl urbà. Provem el nostre Mètode experimentant amb un cas d’estudi en el subsistema urbà dels equipaments i serveis públics, i emprem la província de Girona com a àrea pilot. El nostre Mètode innovador obté nous valors de disseny per a la planificació urbanística dels equipaments i serveis més objectius i acurats a partir d’índexs de satisfacció ciutadana.

Objetiva-se, com essa dissertação procurar a essência da produção e da reprodução da cidade, baseada na abordagem do consumo do e no espaço, tendo como alvo de investigação as ações do poder público, dos moradores e dos donos do capital, ponderando ainda o grau de influência de cada um, e verificando como o poder público tem intermediado esses conflitos, de forma a detectar quais os interesses envolvidos nessa forma de planejar a cidade. Na análise dessa problemática tomar-se-á como área de estudo a avenida Presidente Tancredo de Almeida Neves, na cidade de Rio Claro (SP), sendo que essa uma área foi conquistando uma significativa centralidade no decorrer dos anos. Espera-se com esse estudo contribuir para o entendimento dos processos e dinâmicas sócioespaciais, recentes na cidade de Rio Claro, interior de São Paulo.
My aim with this dissertation is to look for the city's production and reproduction essence, based on the approach for and in the space's consumption, taking as a target of investigation the actions of the public power, from the capital's owners residents, considering still the influence degree of each other and checking as the public power has been intermediating these conflicts about the form to detect which wrapped interests in this city's planning form. In this problematic analysis we'll take as the study's area the Presidente Tancredo de Almeida Neves Avenue, in Rio Claro City (SP), knowing that the area was conquering a centralized significant in the course of the years. It waits in spite of the fact that this study contributes to the understanding of the processes and dynamic spacepartner, recently at Rio Claro City, in the countryside of Sao Paulo State.

Resumo: Este trabalho aborda a formação das primeiras Estâncias no Estado de São Paulo, e os fatores que inicialmente determinaram a escolha de um município como Estância. As condições sociais que precederam a necessidade, por parte do Governo do Estado, de eleger determinados municípios, a fim de torná-los Estâncias Sanitárias (primeira forma de distinção). Serão abordados aspectos históricos, sociais, condições sanitárias bem como fatores econômicos, e como estes vetores influenciaram o desenvolvimento do conceito "Estância". A evolução dos critérios e formas de classificação. O cenário climático presente no Estado de São Paulo, e sua condição de transição dentro do panorama nacional será discutido, buscando entender como sua relevância e distinção pode ser questionada, enquanto fator determinante na classificação do município. Outros fatores que relacionam o desenvolvimento da indústria do turismo com o desenvolvimento municipal serão analisados de forma criteriosa. Abstract: This paper addresses the formation of the first resorts in the state of São Paulo, and the factors that initially led to the choice of a municipality as Estancia. The social conditions that preceded the need for the State Government, to elect certain municipalities in order to make them Resorts Sanitary (first form of distinction). Historic social aspects, health conditions and economic factors, and how these vectors influenced the development of the concept "Stanza" will be addressed. The development of criteria and forms of classification. The present climate scenario in the State of São Paulo, and its transition condition within the national scene will be discussed, seeking to understand how its relevance and distinction may be questioned, as the determining factor in the rating of the municipality. Other factors relate to the development of the tourism industry to municipal development will be carefully analyzed. The Master Plan proposed by Ruy Ohtake morungabense the public administration will be analyzed and discussed within the context of urban evolution of the city, which still faces difficulties in defining between industrial and tourism

Abstract:
The emerging Information Communication Technologies (ICTs) provide the possibility of developing innovative approaches to replace the traditional approaches of using text, 2D-maps, images and graphs to facilitate better communication and collaboration. This thesis uses these emerging technologies to present an innovative collaborative virtual environment for multiple stakeholders to come together to visualise and analyse complex urban agendas and have an informed debate about the proposed plans, their inter-dependencies and intended outcome. The research has been driven by working closely with a group of stakeholders in the Black Country. The case study approach ensured the concerns of the majority of the stakeholders are addressed within an urban planning context involving a range of complex data sets. This research has designed and implemented a software framework that can create a VR-centred planning environment which can efficiently manage planning related datasets, support interactive visualisation and analysis, and enhance stakeholder engagement. The overall software system has been implemented within a co-located workspace comprised of a PowerWall, 3D input devices and conferencing facilities for 30 participants. The underlying unified urban model can integrate various geospatial data, demographic data and new urban plans to bring new developments to life. This model allows the users to reconfigure the urban space to suit the discussion points relevant to an urban scenario. Three types of evaluations have been conducted: performance evaluation, usability evaluation and business benefit evaluation. In this case the experiments have been conducted within an urban space of 350km2. The performance evaluation experiments have shown that the interactive response for rendering, navigation and interactive tasks are adequate for real-time performance. The human factors experiments show that the user interface is easy to learn and easy to use for typical interactive tasks. The proposed collaborative environment has been rated high by the stakeholders in terms of the value of this system for their urban tasks.

El objeto de estudio de esta investigación es hacer frente a las oportunidades y limitaciones de la planificación para orientar el crecimiento urbano hacia la equidad socio-espacial. El contexto del estudio es una capital regional (Córdoba) en un país de menor desarrollo (Argentina). La extensión física, la segregación socioeconómica y la fragmentación urbana son las principales dimensiones para entender los procesos en curso. Con base en la evidencia empírica, el objetivo final de la investigación es impartir conocimientos sobre el proceso de expansión impulsado en un contexto de enfoque más flexible para las regulaciones de crecimiento urbano.

Abstract:
Abandoned spaces and territories surrounding both cities and settlement systems of metropolitan areas, can play an important and central role in regeneration processes from the urban, social and ecological points of view. Starting from the recognition of the value and role that urban margins and “scraps” can assume in an both social and environmental key, it is possible to propose alternative approaches and intervention practices to the more established ones in order to reduce the growing social divide in urban field and counteract the phenomena of spatially based social segregation. In the case study of Lisbon, it was possible to highlight, through empirical social research, a correlation between morphological margins, infrastructural lines and places of urban and social disease. Their capillary diffusion allows to design a lattice of public spaces that, alongside the existing system of squares and parks, is of considerable support for human and ecological connection and integration. Abstract:
The regeneration of urban areas has entered the urban planning agenda of different cities, seeking to respond to scenarios of urban degradation and loss of functionality. In this sense, the urban regeneration of strategic areas of cities stands out, as the example of waterfronts. Based on this, the study aims to review the literature on the urban regeneration of waterfronts, seeking to understand how the theme has been addressed over the years and the existing gaps. The study was developed through a hybrid methodology, considering a systematic quantitative review, a semantic analysis, and a narrative analysis. The results demonstrate the actuality of the theme, the predominance of some countries – the UK, Italy, Australia, Portugal, and the USA - and the most recurrent areas of study - Social and Environmental Sciences. Finally, the main topics addressed are identified: policy, planning, projects, social aspects, cultural aspects, environmental aspects, economic aspects, and financial aspects. Abstract:
Bangladesh, once considered the Least Developed Country (LDC), became elevated to lower-middle income status in 2015. Dhaka is the capital of the country and central economic hub, ranked the sixth most populous city in the World, with a density of 23,234 people per square kilometer (Dhaka, Tribune, 2022). An influx of migrant people from different districts makes Dhaka a sprawling urban junction. Traffic congestion, air pollution, fire incidents, and other urban chaos are unbearable daily facts. Studies by Dhaka Urban Transport Project (DUTP) identified that adaptation of Transport Oriented Develop is essential to increase accessibility and to offer redevelopment opportunities around the station node. Mass Rapid Transit, one of the choices of TOD, was first conceived in 2005 in the Strategic Transport Plan for Dhaka, and the construction started in 2012. The initial route, MRT-6, will connect several residential and Central Business Districts areas like Motizeel. However, due to unmanaged traffic and unplanned mixed-used development, once vibrant CBD has lost its potential for commercial activities. This research will investigate the choice of Rail-based MRT for Dhaka and the additional improvement of spatial attributes (density, land use diversity, and pedestrian-friendly design) that will contribute to reviving the study station at Motizeel. Abstract:
Between 2011 and 2014, a process of urban and social regeneration took place in the historic neighborhood of Mouraria in Lisbon. This initiative embraced an interdisciplinary, systemic, participatory, and experimental approach. The regenerative process was guided by strategic choices, such as the centrality of public space, the integration of physical and social dimensions, and the involvement of local communities. Through a widespread, bottom-up, and place-based action, developed upon a few clear and simple strategic lines, extensive results were achieved. This approach overturned the intervention paradigm on existing structures, combining municipal and local interests and including residents in the co-elaboration of the urban and social space. This article aims to provide an overview by examining population engagement strategies, the key actors through which various forms of participation were activated, the new roles adopted by planning and architecture, and the possibilities for preserving sociocultural heritage in urban regeneration. Abstract:
In Semnan, there are several valuable historic buildings that, despite their diversity and innovative nature, have a standard and unbreakable identity. With their erosion and degradation, their architecture and construction are rapidly being destroyed and forgotten. Therefore, a multifaceted study of these buildings is essential to recognize the patterns of building homes as the primary focus of development, relying on valuable samples mostly dating back to the Qajar and Pahlavi dynasties. In this research, forty historic houses in Semnan have been studied and analyzed in terms of climate, culture, geometry, form, spatial communication, structure, and all architectural elements that are the basis of the formation of the patterns of these houses. It was realized that architectural designs and constructions of these houses had undergone fundamental changes over time based on changing social conditions and habits of life. Traditional houses were studied in three specified periods, including before the reign of Naser al-Din Shah Qajar, from the power of Naser al-Din Shah to the early reign, and Pahlavi. By reviewing all the details of historical houses and categorizing them we will achieve a guideline for providing conservation and restoration projects in the historical context of Semnan. Today public spaces have become fragile environments highlighting socio-spatial inequalities. This PhD research intends to investigate whether it is possible to define more inclusive urban programs, considering children as determinants of inclusive urban design. It will do so by measuring children’s right to the city and systematising an urban toolkit as a child participation assessment tool to make knowledge reproducible and adaptable. PAR - participatory action research - is the selected methodology. It was developed through implementing urban diagnostic workshops in two social housing neighbourhoods in Porto, Portugal, and through analysing three successful international policy programs that share common values and guidelines in Southern Europe. The research's scientific merit is to understand how to promote equitable, inclusive and caring neighbourhoods through urban and participatory design that enables residents to co-create alternatives targeted to children in contexts of social exclusion. Abstract:
The present paper proposes to settle comprehensive understanding about first's statements of architectural modernity established in Macau. The research line intends to present the historical modern framework of the region and classify a set of inaugural resettlement housing projects designed by Architect Manuel Vicente during the 1960s/1970s. The achievement of such goals is to be developed through a comparative analysis between the urban background of the 20th century, and the chosen case studies, in order to derives, in one hand, an amplitude equation of the theoretical matrix adopted; and in the other hand, to identify the variations between solutions of housing typologies, collective spaces, spatial distributions and technical systems. This classification needs to consider contextual factors, concentrating not only in the understanding of the proposed case studies, but also on problematics and potentialities, in order to recognize their role in the generational urban grow that characterized the Pearl River Delta. TMG’s Urban Food Futures programme closes its scoping phase with a series of reports summarising the main insights lying the foundation for the next phase of action research. This working paper, written in collaboration with partners African Centre for Cities (ACC), FACT and Muungano AMT, argues that for the progressive realization of the right to food in urban settings, food sensitive planning and urban design must be integrated into urban governance actions. Findings from Ouagadougou, Nairobi, and Cape Town indicate the necessary steps that need to be taken toward more food-sensitive planning: clearly defining the mandate to govern urban food systems by national and local governments; drawing from community knowledge and experience for strategic thinking around food systems, and politicising urban food system issues to create the momentum needed in holding relevant authorities accountable.

The Nordic countries share many cross-sectoral targets at the national level to meet ambitious environmental, social, sustainable, and innovative development goals and targets. However, in the context of spatial planning, central governments in the Nordic countries often have limited ability to influence local and regional level priorities. As the Nordic region seeks a greener, more competitive, and socially sustainable future, understanding the diversity of ongoing national interventions and mechanisms in local and regional land use and spatial planning is needed. The focus on Nordic national support initiatives is therefore to understand both the regulative and national support aspects (top-down) and the actual needs (bottom-up) to achieve national cross-sectoral targets as these relate to green and inclusive urban development. This policy brief presents a mapping of the relevant initiatives across the Nordic countries (Denmark, Finland, Iceland, Norway and Sweden).
