Abstract:
Performance measures typically are used by transportation agencies to measure progress toward organizational goals. As cities have reoriented their transportation priorities toward people instead of cars and have put more emphasis on multimodal transportation options, relatively few studies have identified measures that capture the urban context and are sensitive to the multimodal nature of urban transportation systems. Moreover, some studies have focused only on the measures without fully considering the available resources needed to capture these measures and the limitations in data. This lack often hampers implementation of performance measures and prevents agencies from creating a sustainable and reliable performance measurement program. The research presented in this paper defined a data-driven framework for monitoring mobility performance for urban transportation systems through a case study in the District of Columbia, conducted as part of an overall study to understand better the state of the District's transportation system. The study identified multimodal measures that were repeatable and that were supported by readily available, attainable, and reliable data sources. Measures that were common and could be compared across modes were considered in the selection process. The initial list was then refined and prioritized according to the data inventory by considering the availability and quality of data sources. Twelve multimodal measures that can be supported by valid, usable, and reliable data sets are recommended in the final metric list for evaluating multimodal mobility in the District.

Abstract:
Urban China always plays important political role in contemporary Chinese history. Urban residents, especially in provincial capital cities, are better educated and live in political, economic and social centers in China. Their support is indispensable for the current government in China. Utilizing a large-scale survey data this study explores sources of subjective evaluation of local municipal government policy performance among Chinese urban residents in ten large Chinese cities. Descriptively, this study finds moderate satisfaction with city government performance among Chinese urbanites, which seems to lend support to Chinese government’s performance-based political legitimacy and explains relative political stability in China. Analytically, it is found that, while perceived public participation in municipal policy-making process, perceived government transparency, and personal life satisfaction increase Chinese urban residents’ positive evaluation of government performance, perceived official corruption, democratic orientation and level of political interest lead to negative evaluation of government performance among Chinese urbanites.

Abstract:
The objective of this work is to investigate how driving performance is varied in psychophysical phenomenon in urban tunnel. Twelve drivers participated in the real road experiments study, and they were classified into three groups according to age and gender. In experiments, by using the physiology recording instrument and Tobii Studio eye tracker system, the heart rate (HR) and eye movement, the pupillary change of the drivers at the entrance and exit of urban tunnel were separately investigated. Experimental results indicate that drivers’ performance while driving through an entrance and an exit are highly variable at speed, at HR increasing rate, and pupil diameter increasing rate. Middle-aged females and older-aged males are more sensitive to tunnel environment than middle-aged males. There is non-significant effect of tunnel zone on the visual scanning for all the drivers in this study.

Abstract:
Purpose – The article aims to describe the approach adopted within the framework of a multi-destination development project, the goal of which is to promote innovative technologies and methods to evaluate the environmental quality of an urban district under construction. Design/methodology/approach – The approach lies in the integration of methodologies usually applied on an urban scale (microclimate well-being and air quality, study of air quality), and/or to the individual building (acoustic comfort evaluation), never before adopted for assessment of plots or districts, especially in the dynamic evaluation of the variables identified, all objectively measurable. This method of analysis has been tested on an area of about 255,000 m2, located in the former historic district of the Fiera di Milano, where a series of typical urban functions (residential, commercial and trade) are inserted within a large public park. Findings – The success of the work is represented by indicators (air quality, acoustic performance and microclimate) that relate to the finished district and that can be compared with average values in the same city. The system may constitute a protocol capable of bringing benefits to local authorities. Research limitations/implications – The limit is the need of data that support the dynamic simulation (external factors as vehicular traffic, general neighbourhood activity, pollutant emissions) corresponding to the different seasons. These data are not always available by the municipalities. Practical implications – This type of assessment could be requested of developers/builders for complex projects, resulting in changes to the initial plan if the assessment identifies critical issues related to the design choices (orientation of buildings, quality and presence of green areas, traffic emissions inside the urban district, etc.), with the ultimate goal of creating neighbourhoods with better environmental conditions. Originality/value – The research produces solutions addressed to the Italian situation, but it identifies systems and methods used in other countries.

Background: Safe, secure and healthy environment for children to learn better and face the challenges of future life can be achieved by school sanitation and hygiene education. The objective of the study was to study School health performance score and compare between rural and urban school performance.Methods: A cross sectional study was carried out. It included randomly selected 46 rural schools and 11 urban schools. Both the school was compared in terms of school health services parameters.Results: In our study, 33854 students in total were enrolled from 46 rural schools as compared 9904 students from 11 urban schools. Mean number of students per school was noted to be 735.95±303.72 in rural schools and 900.36±172.83 students in urban schools. From the 46 rural school teachers, 7 teachers had semi-English as their mode of teaching as compared to 39 teachers whose mode of teaching was Marathi; while all the 11 urban school teachers taught their students only in Marathi.Conclusions: It was found that the school performance score overall as well as on individual item studies was significantly better in urban schools than the rural schools.

As in many cities, congestion in Washington, D.C., is one of the top concerns of residents, businesses, travelers, and policy makers. Monitoring and communicating system performance from a mobility perspective is challenging, particularly when dealing with the multimodal nature of travel in urban areas. The District Department of Transportation has identified a set of performance measures for multimodal mobility—including congestion—that are based on available data and is making these metrics available to the public and to policy makers through an innovative visualization tool. The study’s approach, measures, and visualization component provide a model for other jurisdictions to consider adopting when seeking to better understand and convey the challenges, opportunities, and interdependencies of multimodal travel.

The design process of urban stormwater systems incorporating BMPs involves more complexity unlike the design of classic drainage systems for which just the technique of pipes is likely to be used. This paper presents a simple decision aid methodology and an associated software (AvDren) concerning urban stormwater systems, devoted to the evaluation and the comparison of drainage scenarios using BMPs according to different technical, sanitary, social environmental and economical aspects. Abstract:
O artigo traça crítica a indicadores urbanos usuais, baseados na intensidade de presença de características ou propriedades, e aponta a necessidade de indicadores de comportamento definidos pelo conhecimento do impacto da trama de propriedades espaciais sobre as dinâmicas da cidade – indicadores verdadeiramente de desempenho, aptos a avaliara cidade como fenômeno dinâmico e relacional, no qual seus componentes e dimensões têm efeitos uns sobre os outros. Indicadores capazes de capturar, por exemplo, os modos como diferentes padrões de morfologia podem impactar a vida microeconômica, a sociabilidade urbana ou o ambiente em níveis de influência sobre tendências de menor ou maior dependência veicular na movimentação intraurbana. Para tanto, lança os fundamentos teóricos e metodológicos para um novo sistema de indicadores arranjados em dois eixos: metaindicadores de desempenho(equidade, eficiência, qualidade espacial e sustentabilidade) e dimensões urbanas(morfologia, dinâmica socioeconômica, limiares urbanos e relações cidade–ambiente). Palavras-chave: desempenho e comportamento urbano; indicadores sistêmicos; planejamento. Abstract: The present work proposes concepts and indicators intended to grasp features and effects of urban form; in fact, systemic indicators defined to tackle cityscapes as relational processes whose constituents are pervaded by mutual effects. Firstly, it brings a critique of indicators found in the literature, asserting that most indicators are feature indicators rather than performance indicators. Secondly, it advances theoretical and methodological grounds for new indicators geared to assess the impacts of urban structure on aspects of social life, equity in the access to jobs and facilities, the efficiency of locational patterns in economic interactions, and the sustainability of urban reproduction. Thirdly, anew set of indicators is proposed and arranged in two major groups: (i) performance indicators (spatial quality, urban equity, efficiency and sustainability), and (ii) meta-indicators for urban dimensions (general indicators of urban morphology, socioeconomy, criticality, and city environment relations). Finally, the paper discusses possibilities of application and further development, and brings mathematical definitions of the systemic indicators.
