Esta dissertação trata da problemática que envolve a requalificação urbana de áreas centrais consolidadas e industrializadas em processo de degradação urbana e ambiental que perderam parte de sua população residente, mas que dispõem de infra-estrutura urbana básica instalada suficiente para suportar readensamento populacional controlado na reorganização da cidade. A requalificação urbana dessas áreas, aliada à sua localização estratégica próxima aos centros históricos ou novos das grandes metrópoles completos por sua diversidade de oferta de comércio, serviços, cultura e lazer, são um trunfo para o planejamento urbano na solução de problemas causados pelo constante deslocamento das populações entre seu local de moradia, local de trabalho, consumo, educação, cultura, esporte e lazer. Esta dissertação partiu da análise histórica do desenvolvimento urbano de dois bairros centrais e industrializados: os bairros históricos Brás e Mooca, localizados na metrópole de São Paulo, passando pela análise do tecido urbano, por um diagnóstico geral e finalizando com a proposição de um conjunto de diretrizes gerais e pontuais para a requalificação urbana da área-objeto de estudo.
The following dissertation discusses the problems involved in the urban requalification of consolidated and industrial central areas under urban and environmental degradation processes  ?   also known as brownfields. It outlines areas that have lost part of their original inhabitants, but which still possess the basic installed infrastructure necessary to endure controlled repopulation upon city reorganization. The urban requalification of these areas, together with their strategic placing within the city  ? near historical and newly formed centers, which are made complete by the wide diversity of commerce, services, culture and entertainment ? constitutes a great advantage in the context of urban planning and problem solving regarding commuters and other shopping, education, culture, sport and leisure journeys. This paper begins with the historical analysis of the urban development of two central and industrialized neighborhoods  ? the historical neighborhoods of Brás and Mooca, located at the city of São Paulo  ? going through the analysis of the urban network via a general diagnosis, and summing up with the proposition of a set of general directives, both general and specific, for the urban requalification of the area under study.

Abstract:
This submission for PhD by publication aims to capture, reflect upon, analyse and offer critical insights into how the use of land and exchange of property can help serve the search for sustainable urban development (SUD). This aim is subsequently met by: • hypothesising how the applicant's publications provide a representation of SUD able to get beyond the state-of-the-art and offer a conceptual framework capable of uncovering the positive role land and property can play in sustaining urban development; • reviewing the research undertaken by the applicant to define SUD and develop a framework for analysis, set of protocols and directory of assessment methods to evaluate the sustainability of urban development; • highlighting the possibility there is for the valuation methodologies and investment appraisal techniques underlying the use of land and exchange of property, to be constructive in terms of the relationship their corporate strategies and financial instruments have to the environment; • illustrating how it is possible to compute the informational basis of property management and draw upon the intelligence this offers cities to develop electronically-enhanced services underpinned by e-learning platforms, knowledge management systems and digital libraries, capable of supporting environmental improvements; • showing how the environmental improvements that surface from such developments in turn support the community-based approach to urban regeneration which underlies the UK government's socially-inclusive and participatory venture into ecological modernisation and democratic renewal; • providing examples of where the management of property by cities is intelligent, not only because the environmental improvement supporting their community-based approach to urban regeneration are socially-inclusive and participatory, but for the reason the ecological modernisation and process of democratic renewal underlying these developments meet the sustainability requirement; • reflecting on the contribution this representation of SUD as informational, intelligent, socially-inclusive, participatory, community-based, regenerative, ecological and democratic, makes to what is known and understood about the subject. Together these positive, analytical and constructive examinations of SUD augment into the informational basis of property management and surface as the corporate strategies and financial instruments of the electronically-enhanced service models needed for cities to be intelligent. In particular, the strategies, instruments and eGov(ernment) service models, cities need to be intelligent in valuing the environment and accounting for the socially-inclusive, participatory, community-based, regenerative, ecological and democratic qualities underlying their improvement programmes.

A partir de características socioeconômicas regionais e urbanas, descrevemos e analisamos o processo de evolução urbana de Sorocaba com o auxílio de croquis-síntese que ilustram o seu crescimento urbano.
This study aims to understand how the socioeconomic changes have brought out modifications in the road system - paths, railways, roads - and influenced the urban occupation -industries, subdivisions and condominiums - of the city of Sorocaba indifferent periods - since its foundation in 1661 until the year 2000. Taking into account urban and regional socioeconomic characteristics, this work describes and analyzes the process of Sorocaba\'s urban development based on sketches that illustrate its urban growth.

Abstract:
The research deals with the development of participatory municipal democracy, with inter-communal relations, and with the relations between communities and the urban establishment regarding urban development in towns. The study analyses and examine the processes in which residents, members of a geographical community whose borders overlap the residential units in a town, and who are not elected or appointed by the authorities, can influence decisions relating to the policy, planning, and design of a town's urban space. Part I - Chapter 1 presents an overview of the paper. Chapter 2 positions the context of the research in the space and time in which Israeli society and its urban fabric have developed. Part II - presents the methodology and methods of the research. In Chapter 3, the theoretical framework of the study discusses issues like the geographical community, relation between civil society and the state, and new social, urban, and physical realities in a community. Chapter 4 presents the research objectives, the research questions, and the method of data collection applied in the study, such as the questionnaires administered to 73 heads of local authorities throughout Israel; questionnaires administered to 243 residents; interviews with some 20 experts and 11 players in the case-study analysis of 16 events of communal involvement that took place in 14 different local authorities; text analyses, and an analysis of urban plans. Part ill - presents in Chapter 5 a review of the field and general background of the Issue. Part IV - presents the current social context in Israel. Chapter 6 describes actual changes and events that influenced the issue, while Chapter 7 outlines the characteristics of community involvement. Part V - the case-study of Mevasseret Ziyyon is presented - displaying social action in urban development, with an analysis of community involvement and conflict in city planning. Chapter 8 provides the story of the place and the master-plan in conflict;Chapter 9 presents the context of the conflict. Chapter 10 presents the practical dimensions and dynamic of the conflict. Chapter 11 describes the dimension of human influence, and Chapter 12 shows the symbolic dimension of values, events, and interpretation of the community and establishment. Part VI - sets out the conclusions of the research. Chapter 13 presents the finding of the research, Chapter 14 the discussion while Chapter 15 the contribution of the study. The main fmdings show that, despite the importance attributed by the community and the establishment to communal involvement in urban development, there is a gap between the reality and what is aspired to. There is disparity between the declaration made by the mayors regarding the importance of community involvement, and what they actually do in this context. The civil culture of the community is not sufficiently developed and only a minority of the community residents (15%) is in fact involved. Community involvement takes place in two polar patterns of activity: conflict from 'below' when the community objects to the establishment, and cooperation from 'above' with the establishment. Cooperation was found to be the more successful optiol1.' At the community level, during a conflict about the master-plan of Mevasseret Ziyyon, the members of the elite the residing in the community appear to be at an advantage, due to their ability to recruit knowledge and information, and also because of their understanding of the 'language' of urban planning, in designing and planning space in a manner that accords with their values, beliefs and needs. The study can be seen from two points of view. The first, which relates to the construction of social reality, deals with the development of urban participatory democracy, and addresses issues such as education for democracy and active citizenship, and a fair dialogue with the community in terms of quality of life and the environment. The second relates to the construction of a physical reality, and deals with the design and plarming of the environment. It relates to issues such as learning and understanding interpretations of urban space, the design thereof, how the city will look, who will live in it and how, and what sense of place and quality of life those people will have.

Abstract:
Tackling urbanisation and climate change requires more sustainable and resilient cities, which in turn will require planners to develop a portfolio of measures to manage climate risks such as flooding, meet energy and greenhouse gas reduction targets, and prioritise development on brownfield sites to preserve greenspace. However, the policies, strategies and measures put in place to meet such objectives can frequently conflict with each other or deliver unintended consequences, hampering long-term sustainability. For example, the densification of cities in order to reduce transport energy use can increase urban heat island effects and surface water flooding from extreme rainfall events. In order to make coherent decisions in the presence of such complex multi-dimensional spatial conflicts, urban planners require sophisticated planning tools to identify and manage potential trade-offs between the spatial strategies necessary to deliver sustainability. To achieve this aim, this research has developed a multi-objective spatial optimisation framework for the spatial planning of new residential development within cities. The implemented framework develops spatial strategies of required new residential development that minimize conflicts between multiple sustainability objectives as a result of planning policy and climate change related hazards. Five key sustainability objectives have been investigated, namely; (i) minimizing risk from heat waves, (ii) minimizing the risk from flood events, (iii) minimizing travel costs in order to reduce transport emissions, (iv) minimizing urban sprawl and (v) preventing development on existing greenspace. A review identified two optimisation algorithms as suitable for this task. Simulated Annealing (SA) is a traditional optimisation algorithm that uses a probabilistic approach to seek out a global optima by iteratively assessing a wide range of spatial configurations against the objectives under consideration. Gradual ‘cooling’, or reducing the probability of jumping to a different region of the objective space, helps the SA to converge on globally optimal spatial patterns. Genetic Algorithms (GA) evolve successive generations of solutions, by both recombining attributes and randomly mutating previous generations of solutions, to search for and converge towards superior spatial strategies. The framework works towards, and outputs, a series of Pareto-optimal spatial plans that outperform all other plans in at least one objective. This approach allows for a range of best trade-off plans for planners to choose from. ii Both SA and GA were evaluated for an initial case study in Middlesbrough, in the North East of England, and were able to identify strategies which significantly improve upon the local authority’s development plan. For example, the GA approach is able to identify a spatial strategy that reduces the travel to work distance between new development and the central business district by 77.5% whilst nullifying the flood risk to the new development. A comparison of the two optimisation approaches for the Middlesbrough case study revealed that the GA is the more effective approach. The GA is more able to escape local optima and on average outperforms the SA by 56% in in the Pareto fronts discovered whilst discovering double the number of multi-objective Pareto-optimal spatial plans. On the basis of the initial Middlesbrough case study the GA approach was applied to the significantly larger, and more computationally complex, problem of optimising spatial development plans for London in the UK – a total area of 1,572km2. The framework identified optimal strategies in less than 400 generations. The analysis showed, for example, strategies that provide the lowest heat risk (compared to the feasible spatial plans found) can be achieved whilst also using 85% brownfield land to locate new development. The framework was further extended to investigate the impact of different development and density regulations. This enabled the identification of optimised strategies, albeit at lower building density, that completely prevent any increase in urban sprawl whilst also improving the heat risk objective by 60% against a business as usual development strategy. Conversely by restricting development to brownfield the ability of the spatial plan to optimise future heat risk is reduced by 55.6% against the business as usual development strategy. The results of both case studies demonstrate the potential of spatial optimisation to provide planners with optimal spatial plans in the presence of conflicting sustainability objectives. The resulting diagnostic information provides an analytical appreciation of the sensitivity between conflicts and therefore the overall robustness of a plan to uncertainty. With the inclusion of further objectives, and qualitative information unsuitable for this type of analysis, spatial optimization can constitute a powerful decision support tool to help planners to identify spatial development strategies that satisfy multiple sustainability objectives and provide an evidence base for better decision making.

Abstract:
This document includes three completed publications to represent Urban Agriculture as a ideal solution to meet the UN Sustainable Development Goals. The first publication (Weaver, 2017a) provided in Chapter Two examines the stormwater Best Management Practices (BMP) modelling parameters for the current EPA Stormwater Management Model (SWMM) as the first step to developing Urban Agriculture BMPs. The second publication (Weaver, 2015) provided in Chapter Three highlights how many high-rated scholars have identified agriculture as a critical driver for the planetary systems impacts we find with community development. The third publication (Weaver, 2017b) provided in Chapter Four breaks down a completely new definition for Urban Agriculture, as the foundational works disagree on meaning, resulting in an ambiguous definition. Together, these publications encourage engineers to model Sustainable Development options with green infrastructure (Weaver, 2017a), distinct from the Planetary Systems impacts of other contemporary options (Weaver, 2015), with a greater understanding of the social capital to engage stakeholders in meeting the UN Sustainable Development Goals (Weaver, 2017b).

Abstract:
The overall objective of the research was to evaluate the performance of the Chinese planning system on design, urban design in particular, and to search for ways to integrate urban design thinking with existing urban planning agendas to improve design control in China. The reason for undertaking this research was due to the general perception that urban design did not play the role that it deserved in China. Despite an increasing number of initiatives, the question of how to address urban design issues in planning and development control remains a source of controversy. Focusing on the Chinese planning system, the research examined the approaches, the procedures, and the general effectiveness of design control in China. The research emphasised more at a local level by taking Guangzhou as a case study. It also evaluated the strengths and weaknesses of the recent urban design initiatives, namely, the Urban Design Plans for specific districts and the Model Community Program. Moreover, the research has examined the British design experience and looked in more detail at the recent experience of Glasgow. The research revealed that the main defects were the incomprehensive design concerns in local policies and plans, the inability of current statutory plans to deal with design issues, the lack of appropriate design guidance, the poor understanding of the local character, and the lack of openness and co-ordination in the planning process. Recent urban design initiatives have generated interest but have achieved limited success due to the lack of strategic level thinking. The examination of the British design experience has offered some valuable lessons. These include the incorporation of urban design principles at all levels of planning, an emphasis on the quality of the public realm, careful and detailed analysis of the local context as the basis for the development of design policy and guidance, and an appreciation of the value of public participation and involvement. Combining this understanding of the inefficiencies of China's design control with the lessons drawn from the British experience, the thesis also makes a number of recommendations for improving China's planning and development control system.

Abstract:
This thesis explores the paradox that urban development continues down a cost minimisation approach resulting in low-density, car-orientated, energy-intensive urban form even though the social and environmental benefits of creating resilient residential communities through the adoption of collective sustainable urban designs and practices are well known. Fundamentally the thesis is concerned with exploring the barriers to creating resilient residential communities in order to establish pathways towards reducing cities’ vulnerability to peak oil and impacts on climate change To achieve this, the urban governance configurations and development practices at three ‘innovative’ residential development sites were investigated to understand the barriers to constructing sustainable residential communities. The first site was Wigram Skies, Christchurch, New Zealand which is being produced by an indigenous development corporation, Ngai tahu Property. The second is Kirimoko, Wanaka, New Zealand which is being produced by an environmental developer, and the third is Aurora, Melbourne Australia, which is being produced by a government development agency, VicUrban. There is a particular emphasis on developer values and actor interactions, as well as the political and institutional processes that influence the adoption of sustainable water management initiatives and energy efficient designs and concepts at these sites. This provides an understanding of New Zealand’s and Australia’s progress towards ‘urban resilience’. This is a concept that is increasingly being used to provide a longer-term, holistic view of sustainable urban development. Case study analysis was applied as the main method of enquiry to understanding and conducting this investigation. The case studies draw on data gathered from seventeen semi-structured interviews, two focus groups, two fieldtrips and document analysis. The case studies revealed power relations between actors during the development process resulting in internal and/or external ‘silo-thinking’ and design objective conflicts. Council planners’ and urban designers’ knowledge and experience, coupled with developers’ cost and risk minimisation mindset and potential home purchasers’ housing preferences are regarded as the main factors that influence the design and therefore end product of residential developments. The adoption of sustainable water management initiatives at the three development sites was influenced by council plans and developers’ desire to add amenity for marketing purposes. The complexities of design, maintenance and health concerns were the main factors that can influence the adoption of sustainable water management initiatives. There are no mandates that require energy efficient designs or concepts at the three sites and therefore such initiatives shown at two sites (Kirimoko and Aurora) were voluntary design approaches. The reluctance to incorporating such design approaches stems from a current market and psychological resistance to paying for and realising the benefits of active and passive solar design. This thesis suggests that greater political leadership, financial incentives and further research carried out on urban governance configurations, consumer preferences and the economic benefits of sustainable urban design are required to ensure progress towards urban resilience and reduce cities’ vulnerability to peak oil and impacts on climate change.

Essa dissertação tem por objetivo analisar as relações entre os processos de industrialização e de urbanização no município de São Carlos, localizado no Centro- Oeste paulista, entre as décadas de 1930 e 1960. O recorte temporal enquadra-se na etapa de desenvolvimento industrial brasileiro marcado pela concentração da produção no estado de São Paulo. Nesse período, o nexo econômico da industrialização se impõe à dinâmica urbana. As relações entre industrialização e urbanização da área urbana em São Carlos, no período em tela, foram estudadas em três dimensões: em relação aos processos territoriais; em relação à atuação do poder público no controle e/ou incentivo à instalação de indústrias e em relação à participação dos industriais no processo de expansão urbana. Os objetivos acima expostos foram atingidos através de pesquisa bibliográfica, levantamento de dados estatísticos, dados secundários, bases cartográficas, entrevistas com empresários, pesquisa em jornais e pesquisa documental nos arquivos da Prefeitura de São Carlos, em especial na Fundação Pró-Memória de São Carlos.
This dissertation aims to examine the relationships between the processes of industrialization and urbanization in São Carlos, located in the Central West of the state of São Paulo, between the 1930s and the 1960s.The period in focus refers to Brazilian stage of industrial development, which is characterized by the concentrate of production in the state of São Paulo. In this period, the nexus of industrialization is imposed on urban dynamics. The relations between industrialization and urbanization in São Carlos, were be studied in three dimensions: in relation to territorial processes, in relation to the performance of the government in controlling and / or encouraging the installation of industries and in relation to the participation of the industrial agents in the urban expansion process. The objectives above were achieved through a bibliographical review, statistical and secondary data survey, cartographic databases, interviews with entrepreneurs and research in papers and documental research in the archives of the city of São Carlos, in particular at Fundação Pró-Memória de São Carlos.

Abstract:
Over the past few decades, South Korea has experienced economic development and urbanisation, the effects of which have included environmental degradation and social problems. The principles of sustainable development have gained support as an approach to dealing with these issues; and the compact city has been proposed as a means of delivering sustainable development without the sprawl of Western cities. This thesis examines the applicability of the compact city to South Korea, particularly to large-scale developments, through the perspective of sustainable development. The research questions, ‘How and why have urban developments in South Korea been accompanied by compactness?’ and, ‘What implications does this have for sustainable development?’ are examined through two case studies: Yong-in, a city developed by diverse methods; and Se-jong, a city developed as a single new project. The case studies demonstrate that new settlements by high-rise apartments in South Korea have achieved a high degree of compactness, and residents have appreciated their liveability and made them their popular housing choice. The thesis concludes that the compact city in South Korean urban development is not only feasible, but is acceptable to residents; and it suggests a compact city model and strategies applicable in the South Korean context.

The paper evaluates nature-based solutions for a retrofitting proposal for the combined regeneration, climate adaptation, and green space management of the industrial area Gåsebäck in Helsingborg, Sweden. The objective of this study was to evaluate options for how Gåsebäck could be sustainably regenerated and developed, while providing additional security against future negative effects of climate change, through the implementation of nature-based solutions. The methods used were unstructured interviews, literature study, thematic data analysis, and scoping review. Some urban societal challenges the area is facing were identified as Urban regeneration, Climate adaptation, and Green space management. The suggested NBSs to address these challenges are phytoremediation, mycoremediation, street trees and bushes, green walls, green roofs, flower beds, permeable surfaces, roadside greenery, rain gardens, de-culvertation and pocket parks. Examples of how the identified nature-based solutions can be retrofitted to block Italien are installing green walls on the old fire station for noise and pollution abatement, biodiversity increase, climate regulation, and enhancement of green elements; green roofs on various buildings for e.g. water management, increased biodiversity and green elements; street trees and bushes along the streets Södergatan and Malmöleden/Gåsebäcksvägen for noise and pollution abatement, water management, biodiversity increase, and enhancement of green elements; site specific installation or pocket park with phyto- or mycoremediation; flower beds and roadside traffic to increase attractiveness; and rain gardens and permeable surfaces for water management.

The city and the concept of public space has been evolved during the last centuries. Most of the successful public spaces of today are made, envisioned, designed, and realized not as sole entities, but as integrative components of an organism. The notion of what makes a successful public space is a topic worth investigating in the urban framework. What can this describe the present, even about future urban space? As architects we need to go beyond movement to think about what growth, expansion, and contraction can influence the urban tissue. According to Attoe and Logan, the notion of Urban Catalyst is an attempt to reopen the debate on strategies and tools to activate and rethink urban space and city development. This research would attempt to examine the significance of the urban catalyst as a means of urban revitalization. Bohannon, (Bohannon, 2004) states that the urban catalyst theory can be linked to place through the study of contextual factors in urban design. These factors include morphological, social, functional, perceptual, visual, and temporal points of view. For the urban catalyst to respond to its setting, it also must possess a strong sense of place and authenticity. The intent of this research is to serve as a prototype for demonstrating and testing the position and design process in the case of catalytic interventions. The methodology that will be applied has as an analysis point a serious of public spaces in the city.

Quando a cidade se expande, o que veio primeiro, transporte ou desenvolvimento urbano? Transporte pode ser usado para promover mudanças urbanas? Que tipo de mudanças no ambiente construído podemos esperar dos investimentos em transporte? Transporte é um fator crítico ao se explicar a morfologia de uma área urbana. Ao mesmo tempo que aspectos históricos de transporte podem determinar a forma das cidades, novos investimentos também têm o potencial de alterar o ambiente construído ao redor. O estudo da forma urbana e do transporte urbano é um dos elementos que unem os dois ensaios empíricos que compõem esta tese. Outro aspecto que se repete entre os capítulos deste manuscrito é a análise empírica baseada em São Paulo. Na literatura sobre o desenvolvimento urbano da cidade São Paulo, faltam resultados empíricos que evidenciem a conexão entre o desenvolvimento do transporte rodoviário e da expansão urbana periférica na cidade. No Capítulo 1, usamos modelos de causalidade de Granger e dados históricos sobre transporte e desenvolvimento urbano para medir o co-desenvolvimento desses fatores na cidade entre 1881 e 2013. Os resultados confirmam a hipótese da literatura ao mostrar que a expansão urbana seguiu a implantação do transporte rodoviário, mas esse fenômeno também avançou na direção oposta, com expansão urbana puxando a construção de novas ruas e avenidas. Exploramos como as decisões tomadas na década de 1930 priorizaram o desenvolvimento rodoviário em vez do transporte de massa, que depois disso não foi mais capaz de acompanhar a expansão urbana de São Paulo. No entanto, encontramos evidências de que os investimentos em transporte de massa têm sido historicamente seguidos por significativo adensamento de edificações em áreas adjacentes. No Capítulo 2, desenvolvemos uma análise empírica de curto prazo usando uma gama mais ampla de variáveis para explorar como investimentos recentes em transporte de média e alta capacidade estão alterando regiões paulistanas, com atenção especial a áreas periféricas. Desde a década de 1980, a condição urbana de muitas áreas periféricas melhorou significativamente, e famílias de renda média estão mudando para algumas dessas “periferias melhoradas”. Usamos dados socioeconômicos altamente desagregados espacialmente para 2000 e 2010 e o método econométrico de diferenças-em-diferenças para avaliar o impacto de novos corredores de ônibus, linhas de metrô e estações de trem construídos no início dos anos 2000. Nossos resultados mostram que os ganhos de acessibilidade gerados por essas infraestruturas de transporte público atraíram novos projetos imobiliários, aumentaram o número de empregos per capita e levaram a uma melhor cobertura de alguns serviços públicos nas áreas periféricas vizinhas, contribuindo para sua consolidação urbana. Esse resultado, somado aos mencionados achados históricos, revela o potencial que investimentos em transportes têm para alterar o ambiente construído, seja estimulando a expansão urbana periférica, induzindo adensamento ou contribuindo para a consolidação urbana. O uso de investimentos em transporte público para induzir transformações urbanas recebe mais atenção na medida em que o conceito de desenvolvimento orientado ao transporte sustentável (DOTS) atrai mais adeptos e fica evidente que os planos de transporte e uso do solo urbano devem ser integrados. Os fatores estão inter-relacionados e intervenções públicas coordenadas têm o potencial de produzir resultados sinérgicos. No entanto, investimentos em transporte coletivo estão entre as políticas urbanas mais complexas e apresentam desafios específicos para estudos de políticas públicas, principalmente relacionados à coordenação intra e interfederativa em sua implementação.
When the city sprawls, what came first, transportation or urban development? Can transportation be used to promote urban changes? What kind of changes in the built environment can we expect from transportation investments? Transportation is a critical factor explaining the morphology of an urban area. While historical aspects of transportation can determine the form of cities, new investments may also affect and change the surrounding built environment. The study of urban form and urban transportation is one of the elements that unite the two empirical essays comprising this thesis. Another aspect that recurs among the chapters of this manuscript is empirical analysis based in São Paulo. There is a lack of empirical results evidencing the interconnected development of road transportation and peripheral urban sprawl in São Paulo. In Chapter 1, we used Granger causality models and historical data on transportation and urban development to measure the co-development of these factors in the city between 1881 and 2013. Our findings confirm the hypothesis in the literature by showing that urban sprawl followed road transportation deployment, but this phenomenon also moved in the opposite direction, with sprawl pulling construction of new roadways. We explore how critical juncture decisions made during the 1930’s have prioritized road development instead of mass transit, that after that was no more capable to follow São Paulo’s urban sprawl. Nonetheless, we found evidence that mass transit investments have historically been followed by significant building densification in surrounding areas. In Chapter 2, we developed a short-term empirical analysis using a wider range of variables to explore how recent mass transportation investment is currently changing São Paulo’s neighborhoods, with particular attention to peripheral areas. Since the 1980`s, the urban condition of many peripheral areas has improved significantly, and middle-income families are moving to some of this “upgraded peripheries.” We used highly spatial disaggregated socioeconomic data from 2000 and 2010 and a differences-in-differences econometric method to access the impact of new bus corridors, subway lines, and train stations built in the early 2000s. Our findings show that the accessibility gains generated by these public transportation facilities have attracted new real estate projects, increased the number of jobs per capita, and led to better provision of some public services in surrounding peripheral areas, contributing to their urban consolidation. This result, added to the mentioned historical findings, reveals the potential which transportation investment has to change the built environment, whether by stimulating peripheral urban sprawl, inducing densification, or contributing to urban consolidation. The use of transit investments to induce urban transformations is receiving new attention as the concept of transit oriented development (TOD) attracts more adepts and evident that transportation and urban land use plans must be integrated. The factors are interrelated, and coordinated public interventions therefore have the potential to produce synergistic results. However, mass transit investments are among the most complex urban policies and present specific challenges for public policy studies, primarily related to intra- and inter-federative coordination in their implementation.

Heritage is a constituent of the cultural tradition, and an important component of societal and community welfare. This comprehensive vision merges both tangible and intangible dimensions; architectural and historical values. As a result of globalisation, local communities of heritage sites have started to realise the significance of their influencing voices in shaping their lives and futures. Several rehabilitation and development initiatives have been selected for this study to review lessons learned from a variety of methodologies adopted for different historical districts of distinctive urban, political, and socio-economic contexts. Historic Cairo is home to the largest concentration of Islamic monuments in the world and was designated a world heritage site in 1979. Despite historic Cairo's international and national significance, it is highly vulnerable to negligence and deterioration as a consequence of modernisation and rapid changes in urban and cultural lifestyles. Historic Cairo has attracted numerous rehabilitation, preservation and restoration studies, proposals, and projects through governmental, national, and international efforts. These rehabilitation schemes however have lacked the sustainable urban development delivery in this heritage context. Moreover, most of the schemes neglected yet another significant dimension for sustainable urban development considered key to many successful schemes; community participation and involvement in the planning process. The study aims to fill the research gap identified to achieve sustainable urban development in historic Cairo. Thus, a thorough, evidence-based, and theoretically informed methodology has been proposed for developing a tailored intervention that attempts to tackle some of the most critical problems in historic Cairo. The present study adopts a mixed-method strategy with an in-depth case study to undertake a comprehensive analysis of the research problem. This mixed methodology has had the benefit of combining data collection techniques, interviews and questionnaire in order to explore more fully the context of the case study. The combination of methods has provided a basis for exploring how community participation plays a vital role in the success (or failure) of the delivery of a development intervention in historic Cairo. Results from questionnaires and interviews have provided a robust vision of how the bottom-up and top-down views complement each other to provide a foundation for the researcher to build the proposed intervention on. The analysed results are to provide recommendations to decision makers on how best to encourage and incorporate stakeholders' views in future interventions implemented within their rich historic context. Drawing from the survey results along with lessons learnt from other development initiatives in heritage sites, and complementing this with space syntax analysis techniques, a set of tailored design guidelines is generated for sustainable development in historic Cairo. The proposed design guidelines comprise recommendations that have dealt with the five main urban zones of historic Cairo based on the most critically required design principles for sustainable development; diversity and choice, distinctiveness/sense of place, users' needs, self sufficiency/participation, and pollution reduction. The proposed strategy has aimed to consider the development of the physical urban context of historic Cairo whilst enhancing the social, economic, and environmental aspects within the local community to guarantee the sustainable delivery and outcomes of the intervention.

This Thesis starts with a conceptual exploration of broad disciplines related to the emerging field of Knowledge-Based Urban Development (KBUD) , upon which it developed understanding of the holistic meaning of KBUD. It argues that the need for knowledge for KBUD should include all types of knowledge - the wisdom - and that KBUD, in particular knowledge city, is to enhance urban social, economic, cultural, and environmental sustainability in a balanced manner. The fundamental of knowledge city lies on its justice and inclusion, which is developed equally for all. Building upon the theoretical arguments it made, this research developed an analytical framework for analysing knowledge city. By applying the framework to both international KBUD initiatives and the Chinese case studies, it found that although there seems to be a general trend that suggests that the cities in developed countries have comparative advantages in transforming into knowledge city, the state of development is by no means the determining condition for a city to develop towards KBUD. Rather, the making of knowledge city relies on the ability to engage people of the whole community to establish an efficient institutional mechanism and develop an appropriate policy framework, which encourages and facilitates the creation of a cohesive knowledge environment, especially upgrading the city's knowledge base and fostering a cohering knowledge culture, to mobilise and apply all types of knowledge to serve and rule urban development behaviour so that it corresponds fully to the needs of enhancing the city's social, economic, cultural, and environmental sustainability. The empirical evidence from the Chinese case studies also suggests that the very recent change of China's development ideology, which calls for the development of a "harmonious society" following the "scientific development concept" approach, is meaningful, from the KBUD perspective, only if they are conducive to making connection with and adopted for coordinating localised knowledge creation, transmission and utilisation, which are regulated for the great collective interests, in other words, for people of the whole community, for social equity and inclusion. This thesis ends with offering some recommendations both for China's urban development policy and directions of future research.

Due to urbanisation and an increasing knowledge about the climate change and its potential impacts on the environment and human society, concepts like the Ecocity have become more relevant over time. Various sustainable urban development models and concepts focusing on planning and constructing sustainable communities and cities have been introduced. These models and concepts share some features but are also in many cases focusing on different aspects. This report aims to list models and concepts, used and referred to as tools for urban sustainable development. Further on, an evaluation will be made of six models and concepts based on the four criteria: holistic approach, interconnections of subsystems, adaptability and working procedure. Cases related to the models and concepts will be studied in order to make the analysis and comparison more profound. The evaluation of the final models provides information that all the models discuss sustainability, but with a substantial focus on the ecological aspect. Interconnections and achieving synergies within subsystems are central and guiding, even though case studies sometimes reveal difficulties making these to work as intended. What seem to be of significance, besides a well-formulated model, are how well expectations from local authorities and policymakers are consistent with the intentions from those behind the model.
I och med urbanisering och en ökad förståelse kring klimatförändringen, och dess negativa konsekvenser på miljön, har begrepp såsom ”The Ecocity” fått allt större spridning globalt. Detta har lett till att flertalet modeller och koncept har utvecklats inom området för hållbar utveckling i stadsområden. Dessa modeller delar samma ideologi, att skapa hållbara samhällen, men deras fokusområden skiljer sig i hur detta ska uppnås. Den här rapporten syftar först och främst till att finna modeller och koncept som används och refereras till som mallar för hållbar stadsutveckling. Slutligen kommer en djupare analys och utvärdering att göras på sex modeller och koncept utifrån fyra kriterier: helhetssyn, sammankopplingar av delsystem, anpassningsförmåga och tillvägagångssätt. Fallstudier som är relaterade till varje modell kommer även att studeras för att göra analysen och jämförelsen av modellerna mer djupgående. Utvärderingen av de utvalda modellerna visar på att alla diskuterar hållbarhet, men med ett betydande fokus mot den ekologiska aspekten. Sammankopplingar och strävan att uppnå synergier mellan delsystem är av stor vikt och oftast vägledande, dock visar fallstudierna på de svårigheter att få de teoretiska modellerna att fungera som avsett. Vad som verkar vara av stor betydelse, förutom en väl formulerad modell, är hur väl förväntningarna från lokala myndigheter och beslutsfattare stämmer överens med ändamålen som modellen vill uppnå.

Abstract:
The present study was performed in order to update available data on puberty in South African women gathered from studies among a variety of South African population groups and to compare our findings with these previous studies in order to identify any change. In addition, the children's social environment was evaluated to see if it had any influence on the timing of puberty. This study is important because a decrease in the age of onset of the various stages of puberty would be expected as the socio-economic status of the population increases. We would expect that once socio-economic and therefore nutritional equality between different communities exists, there would be little difference between the age at which children attain puberty. An absence in the trend toward a younger onset of puberty would be a cause for concern as this would imply that there has been no improvement in living conditions from the time of the original study. A relationship has also been shown to exist between an earlier age at menarche and an increased risk of breast cancer (Pike 1983), an increased risk of coronary heart disease (Colditz 1987), shorter adult height (Shangold 1989), earlier initiation of sexual activity (Soefer 1985), earlier first pregnancy, (Sandler 1984) and larger family size (Frisch 1978). This implies that as the age at which children pass through puberty decreases, it becomes increasingly important to introduce both sexual education and the availability of contraception at a correspondingly earlier age in order to avoid the tragedies of teenage pregnancies.

Abstract:
This thesis consists of four independent chapters on urban and development economics. Chapter 1 looks at the issue of distance and labour outcomes in urban areas of a developing country. It studies the effect of a housing relocation program on the labour supply and living conditions of low-income households across major cities in South Africa. For this, I use four waves of panel microdata collected between 2008 and 2014, and I exploit the arbitrary eligibility rules of the policy with a fuzzy regression discontinuity design to obtain causal estimates. In the short-term of two to four years following relocation, I find that the labour supply of recipient households decreases by one standard deviation, driven mostly by a decrease in female hours. I find evidence of a large increase in distance (km) to economic opportunities. This is likely to be an important factor behind the decline, directly or indirectly through within-family shifts in livelihood strategies. Evidence is limited regarding improvements in housing and neighbourhood quality. Chapter 2 examines how neighbourhoods where children grow up can play a significant part in shaping their opportunities later in life. It provides unique evidence in a developing country context by using the random allocation of households to ethnically segregated residential areas during apartheid in South Africa. The main observations come from a panel of young adults aged 14 to 22 at baseline and residing in the city of Cape Town. It covers 5 periods of their life between 2002 to 2009. I focus on black children in families living in former black-only residential areas. I find compelling evidence of neighbourhood effects on labour and educational outcomes in adulthood across deprived neighbourhoods. The differences are more marked for young women, suggesting a stronger hold of social norms and institutions for young men. Location, both in terms of access to jobs and access to higher quality public amenities (schools), social networks and the underlying human capital composition of the neighbourhood are positively correlated to having better socioeconomic outcomes in adulthood. Chapter 3 moves beyond socioeconomic outcomes, to study the relationship between extreme weather events and disease in developing cities. As climate change is making extreme weather events more frequent around the world, urban residents in developing countries have become more vulnerable to health shocks due to poor sanitation and infrastructure. The chapter empirically measures the relationship between weather and health shocks in the urban context of sub-Saharan Africa. Using unique high-frequency datasets of weekly cholera cases and accumulated precipitation for wards in Dar es Salaam, we find robust evidence that extreme rainfall has a significant positive impact on weekly cholera incidence. The effect is larger in wards that are more prone to flooding, have higher shares of informal housing and unpaved roads. We identify limited spatial spillovers. Time-dynamic effects suggest cumulated rainfall increases cholera occurrence immediately and with a lag of up to 5 weeks. Chapter 4 addresses questions related to the local impact of economic policies in developing countries. Specifically, I provide evidence on the local effect of a popular trade policy: export processing zones. The chapter examines the impact of their establishment on the levels of per capita expenditure across Nicaraguan municipalities for the period 1993 to 2009. Using the time and cross-section variation of park openings in a difference-in-differences framework, I find that on average consumption levels increased by 10% to 12% in treated municipalities. Yet, average effects mask significant disparities across the expenditure distribution. The results suggest that the policy benefited the upper-tail the most: expenditure levels increased by up to 25% at the 90th percentile. At the opposite end of the distribution, only the bottom decile registered a positive increase in expenditure levels of close to 10% across the period.

Abstract:
This study sought to unravel and explain the transport related challenges faced by low-income residents of Southlea Park in Harare, Zimbabwe, and the resultant social exclusion that these residents were facing. The study was therefore inspired by the common struggles, hurdles and challenges faced by the Southlea Park residents in their commuting life. A single case study research design focusing on the residents of Southlea Park was adopted for the research. The study was, therefore, qualitative. Key informants from the relevant line ministries and transport parastatals, including the Zimbabwe United Passenger Company, the National Railways of Zimbabwe, the Vehicle Inspection Department, and the City of Harare (CoH) were taken as the research participants. From the private sector, key informants from commuter omnibus (kombis) operators, private bus operators and the unregistered taxicab (Mushikashika) were also taken as study participants as these were key players in the provision of transport to residents of Southlea Park. Semi-structured interviews and non-participant observation were the main data collection techniques. This study revealed that the residents of Southlea Park in Harare were being socially excluded and marginalized from economic and social participation due to the numerous transport related challenges they were facing. These challenges emanated from the misuse of land and corruption in the suburb that led to the spaces meant for business activities, schools and hospitals being taken up by houses hence forcing the residents to look for these services elsewhere. The players in the provision of public transport in the city were also significantly contributing to the transport related challenges faced by residents as they themselves were failing to cope with the levels of congestion, transport shortages, lawlessness on the part of the transport providers and the commuters themselves, and the heightened transport related corruption bedeviling the city. This study had a lot of policy implications for the players in the provision of transport to this suburb, including the need for a transport strategy and an overall integrated policy and master plan for further development of Southlea Park and other residential areas in the city’s fringes

With the increasing number of Information and Communication Technology (ICT)-based initiatives addressing sustainability in urban areas, it is important to examine the possible contributions these initiatives can make when transitioning society as a whole towards sustainability. This thesis investigates CUD‟s potential as a supportive approach to move urban areas towards sustainability, and the adjustment needed in the current strategies for alignment to a goal of global sustainability. This was accomplished by working with CUD Pilot Cities, various experts in urban development, ICT authorities and sustainability researchers. A scientific approach to the understanding of sustainability concepts provides the basis of this evaluation of the CUD initiative, the benefits and challenges, including the role of connectivity and the applicability of ICT. Within this context, recommendations were made to further improve the CUD initiative‟s effectiveness in moving urban areas towards sustainability. An ideal initiative was envisioned in relation to system boundaries and components, strategic guidelines, actions and tools - “CUD Gold” - and steps were suggested for how to make CUD more strategic in its pioneering endeavors of global urban sustainability.
Med det ökande antalet informations-och kommunikationsteknik (IKT)-baserade initiativ som riktar sig mot hållbarhet i städerna, är det viktigt att undersöka de eventuella bidrag dessa initiativ kan ge när de stödjer samhällens hållbara utveckling. Denna uppsats undersöker Connected urban developments (CUD) potential som initiativ och dess stödjande strategi för städers hållbara utveckling. Förslag till justeringar av CUDs strategi studeras och rekommendationer för bättre anpassning av nuvarande strategier till CUDs nya mål ges. Orginalstrategierna skrevs utifrån orginalmålet, reducering av koldioxidutsläpp och behövde justeras för att bättre inriktas mot det nya målet, global hållbarhet. Detta uppnåddes genom att studera Connected Urban Development som organisation och genom att intervjua representanter från CUDs organisation, representanter för Pilotprojektsstäder, olika experter på stadsplanering, IT och hållbar utveckling (både forskare och praktiker). Ett vetenskapligt förhållningssätt till kunskap om hållbarhetsbegrepp utgör grunden för denna utvärdering av CUD-initiativet, dess fördelar och utmaningar, inklusive rollen för bredbandsuppkoppling och tillämpning av informations-och kommunikationsteknik. I detta sammanhang ges rekommendationer för att ytterligare förbättra CUD-initiativets effektivitet gällande städers hållbara utveckling. Gruppens forskning utgick från ett föreställt idealiskt initiativ i förhållande till systemets gränser och komponenter, strategiska riktlinjer, åtgärder och verktyg - "CUD Gold" och åtgärder föreslås för att göra CUD mer strategiska i sin banbrytande ansträngning för att stödja hållbara städer på global nivå.

Abstract:
The Voortrekker Road Corridor in Cape Town was recently identified as an Integration Zone according to National Treasury's Integrated City Development Grant (ICDG). Prior to this a number of private and public stakeholders founded the Greater Tygerberg Partnership, in response to the need for a coordinating body to champion inclusive regeneration and local economic development in the corridor and neighbouring northern suburbs. Funded wholly by the City of Cape Town for its first three years of operation, the Partnership had after two years in operation appeared to have made little progress in catalysing interest and tangible investment in the area, even on a micro level. This dissertation utilises the qualitative analysis method of process tracing for the period of 2012-2015 to explore themes of urban governance and conversely urban patronage. It firstly considers whether the apparent stasis is due to the Partnership being subjected to capture by strong private and political elites. Subsequently it examines whether incremental, micro-level governance initiatives and acts of public entrepreneurship, though seemingly small, have the potential to build momentum capable of overcoming such threatening predatory networks, and in so doing redirect the organisation towards achieving substantive inclusive and equitable regeneration.
