Abstract:
Abstract Any modern urban community has to overview the development strategy regarding the future development. The lack of such a vision may lead to missed development opportunities, resources which are irrationally consumed, urban chaotic development. The study has been conducted with the focus on the city of Cluj, Romania but the findings are very much applicable to developing city like Riyadh. A harmonious urban development can be achieved only through an integrated approach of all the factors that influence the dynamics of the urban life: economic, environmental, social, cultural etc. This type of approach is crucial in urban design considering the problems facing cities nowadays regarding demographic variations, various economic fluctuations, lack of jobs, climate changes. According to the design regulations, sustainable planning should be based on four principles: global, functional, prospective and democratic. Urban design at regional level means practically a close collaboration at the level of sectorial policies between all municipalities in order to function as a whole. The paper discusses the urban development strategies of the Cluj-Napoca metropolitan area (sectorial strategies, strategic directions, operational programs). The project focuses on the main development problems that have arisen in Cluj-Napoca in the past decades, trying to find solutions in order to improve the quality of life; such as different infrastructure projects, redesign of urban spaces, refurbishing old building situated in historical centre etc. One of the main focuses of the paper regards is the expansion of public transportation, special attention being paid to the persons with disabilities and elderly; development of reliable and sustainable infrastructure at regional level, urban, periurban and rural areas in order to support economic development of Cluj-Napoca city. Another focus of the paper discusses the design and renovation of green spaces around the city. The research aims to be a guideline offering valuable suggestions for further urban development guides in terms of sustainable design for cities that are rapidly developing. Furthermore, it is of great relevance for the Saudi Vision 2030 regarding the sustainable cities and communities, building resilient and sustainable infrastructure in order to support economic growth, focusing on retrofitting industry and increasing resource-use efficiency.

Abstract:
The relationship between urban form, as shaped through transit-oriented urban design, and transportation demand, as represented by regional travel demand forecasting model techniques, is investigated. The research from two studies is synthesized and, through development of travel demand forecasting model enhancements in the form of a subarea model and off-line estimation techniques, a link is sought between data analysis at the regional scale and urban design and land use strategies applied at the local and subregional scales. A methodology for aggregating individual transit-oriented development sites into a subregional growth scenario is described. Findings are reported from use of the subarea model to compare impacts of a transit-oriented growth scenario with a conventional growth scenario for a subregion of suburban communities.

Abstract:
Purpose – The purpose of this paper is to review sustainable planning literature and investigate a major development in an Australian regional city, looking for broad sustainable insights to improve urban growth management. Design/methodology/approach – First, the authors sketched the backdrop to Ipswich and looked for the drivers propelling its rapid growth. They then generated a sustainability framework from the urban regeneration literature. In the empirical phase, they analysed a major development – the Icon project. They evaluated three of five regeneration domains using secondary sources, site observations and interviews with stakeholders and experts. Findings – First, each city’s situation is unique, so the authors proffer no simplistic development formula. Internally, cities, including Ipswich, are spatially fragmented. Second, urban regeneration extends temporally and spatially beyond the project site boundaries or deadlines. Diminished property-driven regeneration neglects the social dimensions to sustainable housing or relegates it to an afterthought, but community participation is insufficient. Government needs to seed or drive (directly or via incentives) substantive social transformation. Projects supported with credible community social development are less risky, but, in competing for investment funds, local government can rush approve unsuitable projects. Research limitations/implications – The analysis focused on the planning and urban design aspects of the project. Only limited demographic, economic and social analyses were conducted, and the study would also benefit from interviews with a broader sample of experts. Practical implications – Sustainable urban regeneration needs to consider not only the unique mix of regional growth drivers and constraints, but also specific local precinct characteristics. Intelligently configured community consultation should inform but not dilute design leadership. Originality/value – This work investigates appropriate urban responses to growth pressure for sustainable outcomes in fast-growing regional cities.

Abstract:
Along with the acceleration of Chinese urbanization, urban history degrades at a rapid rate, and development follows formalism. Based on architectural typology, this study introduces a methodology of concept mapping and discusses the urban complex design method from a perspective of regional cultural elements. The theoretical analysis shows that concept mapping represents an integrated solution that incorporates regional cultural elements into architectural planning. Through the concept mapping method, it not only protects the physical environment, but also strengthens modern urban residents’ psychological sense of belonging to their own living space. Meanwhile, distinct regional cultural elements can be efficiently combined in the overall layout, monomer building design, building details design, and landscape design of urban complex by using different architectural design methods. This design method is validated using an actual case in Guizhou. Therefore, it forms a complete set of design method with a three-step framework, namely positioning cultural areas, summarizing regional cultural elements, and selecting the mapping method and combination mode.

Abstract:
During the past decades, many computer tools have been developed to assist in the environmental design of individual buildings. Heat, light, sound and especially energy consumption can be analyzed in many different packages. This is not generally true for urban design, especially at the medium scale. Although it is widely assumed that urban texture – the pattern of streets, building heights, open spaces and so on – will determine environmental quality both in the buildings and outside, tools for investigating the connections are sparse. The need for medium-scale understanding is confirmed by Givoni (1989):‘The outdoor temperature, wind speed and solar radiation to which an individual building is exposed is not the regional “synoptic” climate, but the local microclimate as modified by the “structure” of the city, mainly of the neighbourhood where the building is located.’This paper describes how novel image-processing algorithms could be applied in urban areas to calculate a wide number of parameters. These parameters allow the construction of what we could call ‘urban infoscapes’: a layered collection of information on cities, that can be successfully used to inform urban design and planning.

Abstract:
Introduction. Territorial planning is a basic component of urban planning activities that can ensure a balanced development of the systems of localities. Traditional approaches assume the completeness and accuracy of the assessment of the existing state of the territory. They are poorly consistent with the new features and trends of their organization at the regional level. To improve the system of making urban planning decisions, it is important to determine the characteristics of the observed processes and phenomena, to determine the causes of their occurrence and to predict the consequences. These factors determine the specifics of changes in regional systems. Materials and methods. The study was conducted because of publicly available data: legislative and regulatory acts, open cartographic sources, documents of territorial planning of the subjects of the Russian Federation, materials of urban planning design practice, published works of foreign and domestic scientists. For their generalization and analysis, system analysis, methods of theoretical modeling, and prototyping were used. Results. Based on the systematization of the latest urban planning practice, local changes in regional systems are identified as one of the leading trends. They are determined by socio-economic conditions. The influence of a complex of factors causes the peculiarities of the location of local objects on the territory and the choice of functional programs for their development. Based on the classification and analysis of the identification features of the interaction of regional settlement systems and objects, a theoretical model of their reorganization is developed. Conclusions. The formation of local urbanized formations in Russia is influenced by global trends of regionalization. They are manifested in the polarization of space, the selectivity of the design location of special objects of urban development activities, corresponding to a comprehensive account of regional specifics. New principles of urban planning are being formed in the context of the adopted national strategies, concepts and programs. They combine both the maximum stability of existing systems of localities and their innovatization. This makes it possible to achieve a guaranteed improvement in the quality of life and the human environment in the process of reorganizing the systems of populated places.

Abstract:
This research study explores the Arabian Gulf region’s practice of city planning and design in response to the active forces of globalization. The focused scope of analysis is justified by the commonalities that unite the Arabian Gulf region, among them is the active response to globalization and the rapid urbanization process. Following the coverage of the regional context, an investigation of the city planning and design is presented in the study as a case study approach. Three coastal Arabian Gulf capitals -Abu Dhabi, Doha and Manama- are selected as primary units of analysis, investigating their urban evolution, the recent planning practice and urban development vision. The aim of the research study is to establish a theoretical connection between Gulf cities relying on their commonalities. The hypothesis assumes globalization to create a common urban planning practice based on (A) geopolitical facts, (B) historical evolution of urbanism and (C) the recent urban development trends that shape Gulf capital cities. The findings reveal that the urban practice in the Gulf region has been constantly altered in response to global challenges. New trends of megaprojects and international planning are dominating the urban development and growth of Gulf capital cities, where the knowledge of international expertise is flowing into the local planning practice. Therefore, the future of the urbanism is expected to focus on comprehensiveness, master-planning in the national scale, as well as establishing a regional interconnection as a strategic development vision unifying the whole Arabian Gulf region.

Abstract:
Purpose The spatial development of urban areas affects the characteristics of landscape as well as people’s aesthetic perception of it. Specifically, sprawl results in an urban morphology which is diametrically opposed to the compact city model and which assumes several kinds of patterns: for example “striped”, “ribbon” or “leapfrogged” urban development. Assessing urban morphology in spatial terms is crucial to urban policy, while landscape metrics are the key to a comprehensive understanding of different urban development patterns. The purpose of this paper to design and test an urban morphology indicator (UMI) for the Lombardy Regional Landscape Plan. Design/methodology/approach The paper describes an UMI that can be used to identify the heterogeneity of built-up patterns according to urban porosity, fragmentation and patch shape. This UMI is a result of Esri ArcGIS 10.3 “grouping analysis” which works by applying a spatial statistical metric for clustering geometries in a given geographical area. Findings Morphological analysis was used in regional urban development policies with a view to minimising impact on surrounding ecosystems and preserving the natural environment and landscape. It defines 28 different urban morphology patterns in the region, which are divided into systems, polarities and urbanised units. Originality/value The proposed methodology differs from those traditionally used in qualitative/descriptive landscape planning and supports the identification of morphological features with quantitative statistical and spatial data, allowing a fine-scale assessment of complex metrics.

Abstract:
Truck flow plays a vital role in urban traffic congestion and has a significant influence on cities. In this study, we develop a novel model for solving regional logistics network (RLN) design problems considering the traffic status of the background transportation network. The models determine not only the facility location, initial distribution planning, roadway construction, and expansion decisions but also offer an optimal solution to the logistics network service level and truck-type selections. We first analyze the relationship between the urban transportation network and the RLN design problem using real truck data and traffic flow status in a typical city. Then, we develop the uncover degree function (UDF), which reflects the service degree of the RLN and formulates based on an impedance function. Subsequently, the integrated logistics network design models are proposed. We model the RLN design problem as a minimal cost problem and design double-layer Lagrangian relaxation heuristics algorithms to solve the model problems. Through experiments with data from the six-node problem and Sioux-Falls network, the effectiveness of the models and algorithms is verified. This study contributes to the planning of regional logistics networks while mitigating traffic congestion caused by truck flow.

Abstract:
In the past few years, the process of urban design has been criticized for its definitions, ideas, steps, and interactions with other fields. Local governments' plans for urban development often don't turn out the way people thought they would. This literature review study tried to figure out how the development of a city's identity is affected by the process of redesigning the city. Different studies from reputable journals and online data bases were looked at to find out how urban planning and urban design relate to each other and how this affects the process of re-designing a city or place for the development of the identity of a Local Government Regional Unit, with Kozani, Greece as a case study. The study found that the connection between urban planning and urban design is often misunderstood and seen as unclear. Even though urban design was made to connect urban planning and architecture, there may still be a gap between the two, especially on a theoretical level. From a practical point of view, the study wants to look into the criticisms that have been made about the theoretical goals of urban planning. It fills in the theoretical gap in the field of urban design, both in the process and in relation to urban planning. It looks at why such criticisms are made and what can be done to close the theoretical gap in urban planning.

Abstract:
Purpose – Policy makers are frequently challenged by the need to achieve sustainable development in cities and regions. Current decision-making processes are based on evaluation support systems which are unable to tackle the problem as they cannot take a holistic approach or a full account of actors. The purpose of this paper is to present a new generation of evaluation systems to support decision making in planning and regeneration processes which involve expert participation. These systems ensure network representation of the issues involved and visualization of multiple scenarios. Design/methodology/approach – A literature review is used for both revising existing evaluation tools in urban planning and the built environment and highlighting the need to give stakeholders (industry, cities, operators, etc.) new tools for collaborative or individual decisions and to facilitate scaling up solutions. An overview of the new generation of decision support systems, named Multicriteria Spatial Decision Support Systems (MC-SDSS) is provided and real case studies are analyzed to show their ability to tackle the problem. Findings – Recent research findings highlight that decisions in urban planning should be supported by collaborative and inclusive processes. Otherwise, they will fail. The case studies illustrated in this study highlight the usefulness of MC-SDSS for the successful resolution of complex problems, thanks to the visualization facilities and a network representation of the scenarios. Research limitations/implications – The case studies are limited to the Italian context. Practical implications – These SDSS are able to empower planners and decision makers to better understand the interaction between city design, social preferences, economic issues and policy incentives. Therefore, they have been employed in several case studies related to territorial planning and regeneration processes. Originality/value – This study provides three case studies and a review of the new MC-SDSS methodology which involve the Analytic Network Process technique to support decision-making in urban and regional planning.

Abstract:
Abstract In order to realize the sustainable development of urban overall space, aiming at the increasingly serious environmental problems in the process of contemporary rapid urbanization, based on the relationship between urban and rural space and environmental capacity, a suitability evaluation method of urban and rural spatial planning based on artificial intelligence is proposed. This paper constructs the theoretical system of sustainable development evaluation of urban and rural spatial resources and uses artificial intelligence technology to reasonably select evaluation factors and standardize the evaluation indicators so as to achieve the research goal of accurately evaluating the suitability of urban and rural spatial planning. It analyzes the influencing factors of urban–rural spatial standard regional division, develops the design of the spatial planning suitability analysis system, and establishes the urban-rural spatial suitability evaluation. The scope of sustainability evaluation was extended to the level of urban and rural spatial planning and design, and the preliminary work was done to solve the problems of urban spatial structure and decision-making. The experimental results show that the planning method has high environmental adaptability and rationality.

Abstract:
The COVID-19 pandemic has made many urban policymakers, planners, and scholars, all around the globe, rethink conventional, neoliberal growth strategies of cities. The trend of rapid urbanization, particularly around capital cities, has been questioned, and alternative growth models and locations have been the subjects of countless discussions. This is particularly the case for the Australian context: The COVID-19 pandemic heightened the debates in urban circles on post-pandemic urban growth strategies and boosting the growth of towns and cities across regional Australia is a popular alternative strategy. While some scholars argue that regional Australia poses an invaluable opportunity for post-pandemic growth by ‘taking off the pressure from the capital cities’; others warn us about the risks of growing regional towns and cities without carefully designed national, regional, and local planning, design, and development strategies. Superimposing planning and development policies meant for metropolitan cities could simply result in transferring the ills of capital cities to regions and exacerbate unsustainable development and heightened socioeconomic inequalities. This opinion piece, by keeping both of these perspectives in mind, explores approaches to regional community and economic development of Australia’s towns and cities, along with identifying sustainable urban growth locations in the post-pandemic era. It also offers new insights that could help re-shape the policy debate on regional growth and development.

Abstract:
The article substantiates the relevance and expediency of studying the urban planning system of large urbanized territories of the Kingdom of Denmark. The European and world communities have long recognized its high efficiency. Today, Denmark has a three-level planning system covering the national, regional (sub-regional) and municipal levels of habitat development. At each level macro-regional and national features of the spatial organization of life processes are clearly manifested: paradigmatic, institutional, technological, typological and organizational-managerial. It is established that over the last century, the paradigm of flexible urban planning of typologically differentiated systemic forms of urbanization has been consistently implemented in the Kingdom of Denmark. It is proved that today, within the substantial framework of this paradigm, due to the coevolutionary reform of the elements of the administrative-territorial structure of the Scandinavian state, a consistent replacement of the trend of “planning regionalism” that prevailed at the turn of the XX-XXI centuries in the Danish urban formation with the trend of “new localism” took place. It is indicated that the identified paradigm transformation involves the transfer of authority in the field of planning, forecasting, design and regulation of urbanization processes from the national level. Thus, it bypasses the regional level, to the level of municipalities, implements, based on the principle of subordination to the trend of “new localism”, the trend of directive planning in relation to large urbanized territories. The results of the study can serve as information, theoretical and methodological support for the rationalization of the urban planning system of large forms of urbanized settlement within the boundaries of geostrategic and border territories of the Northwestern Federal District of Russia: the federal city of St. Petersburg and the agglomeration of the same name.

Drawing on the scholarship of policy mobility and center-periphery relations, this article sheds light on the evolution of Russian urban planning and design since the new millennium and critically discusses recent trends. We do so through the lens of planning ideas and their circulation. In particular, the paper reconstructs how the comfortable city model emerged and unfolded in Russian urban planning and design. We identify three phases: the model’s emergence within the professional community in the early 2000s, its consolidation in the 2010s, and its recent rise into the epitome of contemporary Russian city making. The paper finds that over the last two decades the centers of innovations in the field of urban planning and design have shifted. While mainly the regional capitals and other large and medium-sized Russian cities provided important stimuli in the beginning of the new millennium, contemporary urban planning and design is marked by attempts to spread many of Moscow’s best practices throughout the country. Such attempts are enforced, inter alia, through federal programs and national modernization projects, educational initiatives, and the spread of the capital’s expertise and experts to the regions. The resulting reshuffling of center-periphery relations is marked by the recentralization of knowledge, expertise, and professional resources and by further peripheralization through the undermining of local autonomy, expertise, innovation, and knowledge.

The article substantiates the relevance and expediency of studying the specifics of urban planning of typologically differentiated forms of urban settlement in the Scandinavian countries, the results of project detailing and / or subject implementation of which are considered by the world community to be the standards of urban formation. It is shown that the basis for preserving and maintaining the long-established "Nordic" urban planning style, inherent in the urban culture of Denmark, Norway, Sweden and potentiating the "reference" of design models and/or spaces and habitats, is the purposeful regulation and optimization by the criterion of sustainable development of relevant interactions of all components of the sphere of urban planning: paradigm, institutional, regulatory, urban-typological, technological, organizational, etc. The results of studying the process of formation and development of the system of urban planning and design in the Kingdom of Sweden – the undisputed leader of urban development in Scandinavia: the specifics of its functioning due to national urban planning traditions are characterized, and modern trends of its transformation are identified, predetermined by pan-European innovations and regional innovations in the field of spatial organization of the population's living environment. The results of the research can serve as an analog basis for improving the system of urban planning of systemic forms of urbanization in our country and, thus, contribute to the successful implementation of the spatial development Strategy of the Russian Federation for the period up to 2025. Abstract:
Impacts from urban stormwater runoff on receiving environments have been well documented, particularly through specific regional scientific studies. Using various local government planning and management elements, urban developments in Brisbane City are now able to address stormwater management in an increasingly holistic context. One key initiative includes facilitating Water Sensitive Urban Design (WSUD) components within an Integrated Water Management Strategy that looks at policy formation, planning strategies, design option, community marketing and acceptance, maintenance programs and finally evaluation of various WSUD approaches. These can include the use of Natural Channel Designs, grassed swales, bio-filtration systems, porous pavements and roofwater tanks in several economic combinations. By linking with the Cooperative Research Centre for Catchment Hydrology, Brisbane City Council has influenced the design of WSUD planning tools and benefited the city with academic inputs into extensive evaluation programs. As well, it has also contributed to the Cooperative Research Centre's research outcomes. These evaluation programs are increasingly providing better understanding of various stormwater quality best management practices throughout Australia. As part of the overall implementation process, active involvement by a range of stakeholders has been crucial. These stakeholders have included internal planning, development assessment and design staff, external consultants, developers, and other local and state government agencies. The latter two groups are assisting in the important task of “regionalisation” of Brisbane City Council's policies and guidelines. Implementation of WSUD initiatives and stormwater re-use strategies under Council's new “Integrated Water Management” agenda are showing some excellent results, suggesting that sustainable urban development is no longer like the search for the Holy Grail.

Abstract:
To base urbanization on nature, inspiring ecologies are necessary. The concept of nature-based solutions (NBS) could be helpful in achieving this goal. State of the art urban planning starts from the aim to realize a (part of) a city, not to improve natural quality or increase biodiversity. The aim of this article is to introduce a planning approach that puts the ecological landscape first, before embedding urban development. This ambition is explored using three NBS frameworks as the input for a series of design workshops, which conceived a regional plan for the Western Sydney Parklands in Australia. From these frameworks, elements were derived at three abstraction levels as the input for the design process: envisioning a long-term future (scanning the opportunities), evaluating the benefits and disadvantages, and identifying a common direction for the design (determining directions), and implementing concrete spatial cross-cutting solutions (creating inspiring ecologies), ultimately resulting in a regional landscape-based plan. The findings of this research demonstrate that, at every abstraction, a specific outcome is found: a mapped ecological landscape showing the options for urbanization, formulating a food-forest strategy as the commonly found direction for the design, and a regional plan that builds from the landscape ecologies adding layers of productive ecologies and urban synergies. By using NBS-frameworks, the potentials of putting the ecological landscape first in the planning process is illuminated, and urbanization can become resilient and nature-inclusive. Future research should emphasize the balance that should be established between the NBS-frameworks and the design approach, as an overly technocratic and all-encompassing framework prevents the freedom of thought that is needed to come to fruitful design propositions.

The article substantiates the relevance and expediency of prolonging the study of the processes of strategic, detailed and current planning of large, typologically differentiated forms of urbanization, as well as the implementation of urban planning documentation in the most developed countries of Northern Europe. The article presents the results of studying the specifics and trends of the formation, development and functioning of the system of spatial strategizing and urban planning and design in the Kingdom of Norway: its institutional, paradigm, technological and organizational components. It is shown that the significant differences between the Norwegian system of urban planning of large urbanized territories and its Danish, Swedish, and Finnish counterparts are due, on the one hand, to the national specifics of urban planning, and, on the other, to the relative independence of the spatial organization of the environment of Norway, a partner of the European Union, from the urban planning standards established for its members. It is noted that the basic trend of improving the system of long-term, medium-term, short-term and current planning in the Kingdom of Norway today is the achievement and approval of the parity of regional and municipal planning. It contributes to the "transparency"; predictability, humanistic socio-environmental orientation of urban planning policy implemented in this country, as well as initiates the search for various forms and increases the effectiveness of public participation in the processes of formation and implementation of urban planning decisions. Abstract:
This contribution looks at strategies for gender mainstreaming (GM) in planning practice applying gender/diversity design criteria. It offers a critical discussion of the ‘city of proximity’ (CoP) as a guiding principle for genderaware planning. Examples of guidelines and handbooks from different planning cultures show that the CoP is a widely adopted model, not only in gender mainstreaming, however it is seldom associated with its feminist origin. As planning professionals and researchers, we consider the role of urban and regional planning to change power relations and gendered norms. Taking two Austrian cities as examples, we illustrate the impact of GM on planning practice, revealing both the strength of the legislative framework and the limitations of Leitbilder that unintentionally reproduce gender stereotypes. The paper concludes with suggestions to move beyond the stage of pilot projects and handbooks, particularly in two fields: first, by looking at the attitudes and competences of professionals, and second, by dissociating the city of proximity from neighbourhoods while implementing gender criteria at a larger scale, e.g. in regional development plans.

Abstract:
<p class="Body1">The following paper presents an interdisciplinary design studio program at the School of Architecture and Built Environment, Deakin University, referred to as the ‘UrbanHeart Surgery’. This is a design based research forum that attempts to facilitate a landscape of decision-making that stimulates an integrated approach to design within the urban context.</p><p>The Urbanheart program has developed into a very successful teaching, research and public/community relations program. It has not only secured an ongoing relationship with various planning authorities, but its core of industrial partnerships has expanded to include four regional councils (Bendigo, Ballarat, Geelong, Surfcoast and Warrnambool), three metropolitan municipalities (Melbourne City, Port Phillip, Wyndham and Maribyrnong) and close links with various Victorian State government departments.</p><p>The program actively integrates postgraduate students from Architecture, Urban Design, Landscape Architecture and Planning. The different scales of resolution at which the unit operates would welcome further integration with students from Mechanical Engineering, Art and Design, Information Technology and Environmental Science.</p>

Abstract:
This study is based on innovative researches and combines technology, methodologies and means which are used in different sciences and processes such as informatics and computational processes, telegeoprocessing–telegeomonitoring technologies, survey science methodologies, urban and regional planning techniques in order to describe computational processes of innovative digital integrative design. This procedure refers to aspects of digital integrative design – modeling and simulation of a built-up architectural or urban area. These aspects concern a modeling process based on satellite images and specifically developed computational interfaces adapted to a CAD system, such as DTM’s mesh control points, conversion from geodetic to cartesian coordinates, bitmap adjustment to the buildings facades and surfaces normals handling, taking into account techniques that refer to other sciences such as survey, maths, astronomy and computer science. This modeling process is supported by an innovated proposed procedure that transfers remotely spatial data collected from the field (geographical coordinates and relative measurements taken in place) directly into a modeling system in order to model architectural entities and simulate simultaneously qualitative characteristics of an urban space (sound, temperature, humidity, etc) in real-time.
