The textbook reveals the concept and meaning of digital technologies, the legal nature of information interaction in the implementation of control measures based on general theoretical concepts and regulatory legal acts. Special attention is paid to the types of information systems used in the control process in the financial and budgetary sphere. The necessity of creating information systems based on international experience, global indices and rules of the Organization for Economic Cooperation and Development (OECD) is justified. The article defines the specific characteristics of the state information systems used in the control (monitoring) in the financial and budgetary sphere, and also considers the subsystems that make up the state integrated information system "Electronic Budget" and other information systems in the information space of the Russian Federation. The article analyzes interdepartmental information interaction and digital methods that ensure the protection of information in the course of financial control. For graduate students, postgraduates and teachers of law and non-legal universities, as well as for practitioners.

Although brain and other nervous system tumors are relatively rare, constituting up to 4% of incident primary cancer diagnoses, they are often associated with high morbidity and mortality. Several etiologic factors have been examined in relation to nervous system tumors, with the majority of studies focusing on central nervous system tumors. Despite decades of research, the only established risk factors for brain tumors are family history and moderate to high levels of ionizing radiation exposure. Differences in study designs, case ascertainment, control selection, and accuracy of exposure assessment are challenges associated with studying risk factors for nervous system tumors, and may partly explain why the majority of risk for these tumors remains unexplained. There is now substantial evidence that gliomas are inversely associated with allergies and atopy and positively associated with taller height.

Abstract:
Rheumatic diseases and diseases of the gastrointestinal (GI) tract are connected in two ways. The extraintestinal manifestations of inflammatory GI diseases such as inflammatory bowel disease affect joints in up to one-third of patients. On the other hand, several rheumatic diseases such as vasculitis or systemic lupus erythematosus (SLE) induce a wide spectrum of gastrointestinal manifestations. The GI tract constitutes a huge area in contact with the environment. It is exposed to billions of food antigens, commensal bacteria, and potential pathogens. Some of those antigens are thought to play a role in the pathogenesis of rheumatic diseases. The intestinal barrier function and the gut immune system are tightly regulated, as on one hand tolerance for food antigens and the resident commensal flora needs to be maintained, and on the other hand pathogens need to be rapidly and effectively eliminated. Non-infectious, chronic inflammatory diseases of the small and large intestine with rheumatic manifestations have been well known for decades. Among the susceptibility genes for Crohn's disease and ulcerative colitis are some that also cause susceptibility to rheumatoid arthritis or SLE, indicating a shared susceptibility and overlapping pathological mechanisms. Subsequently, similar therapeutic principles have successfully been applied in autoimmune GI and rheumatological diseases such as steroids, immunosuppressants, and anti-TNF (tumour necrosis factor) antibodies.

Medieval philosophers presented Gettier-type objections to the commonly accepted view of knowledge as firmly held true belief, and formulated additional conditions that meet the objections or analyzed knowledge in a way that is immune to the Gettier-type objections. The proposed conditions can be divided into two kinds: backward-looking conditions and forward-looking conditions. The former concern an inquirer’s current belief system and the way the inquirer acquired her beliefs, the latter refer to what the inquirer may come to learn in the future and how she can respond to objections. Some conditions of knowledge proposed in late nineteenth- and twentieth-century epistemology can be regarded as variants of the conditions put forward by medieval authors.

This chapter develops an account of a Kantian system of constitutional justice based on a series of interlocking claims: (i) that the People have placed their freedom in trust, in the form of a charter of rights; (ii) that rights provisions instantiate the foundations on which the external freedom of all persons may be constructed; (iii) that public officials are under a duty to make and enforce law in ways that fulfill the rights of persons that come under their authority; (iv) that an omnilateral trustee, a constitutional court, supervises the lawmaking activities of officials, through the enforcement of the Universal Principle of Right (UPR); and (v) that the UPR, as operationalized through the proportionality principle, lays down the basic criterion for the legitimacy of all positive law. Insofar as these structural features combine to render rights protection more effective, they will also maximize a polity’s capacity to achieve a Rightful condition.

The nervous system is made up of neurons and glia that derive from neuroectoderm. Since neurons are terminally differentiated and do not divide, primary intracranial tumors do not arise from mature neurons. Tumors outside the nervous system may metastasize inside the brain or may release a substance that negatively affects brain function, termed paraneoplastic disease. Neurons receive information through synaptic inputs onto dendrites and soma and send information to other cells via a synaptic terminal. Most neurons send information to faraway locations and for this, an axon that connects the soma to synaptic terminals is required. Glial cells wrap axons in myelin, which speeds up information transfer. Axonal transport is necessary to maintain neuronal function and health across the long distances separating synaptic terminals and somata. A common mechanism of neurodegeneration arises from impairments in axonal transport that lead to protein aggregation and neuronal death.

In this chapter, the author summarizes the properties of the Solar System, and how these were uncovered. Over centuries, the arrangement and properties of the Solar System were determined. The distinctions between the terrestrial planets, the gas and ice giants, and their various moons are discussed. Whereas humans have walked only on the Moon, probes have visited all the planets and several moons, asteroids, and comets; samples have been returned to Earth only from our moon, a comet, and from interplanetary dust. For Earth and Moon, seismographs probed their interior, whereas for other planets insights come from spacecraft and meteorites. We learned that elements separated between planet cores and mantels because larger bodies in the Solar System were once liquid, and many still are. How water ended up where it is presents a complex puzzle. Will the characteristics of our Solar System hold true for planetary systems in general?

Mathematical models used in biology are generally adapted from physics and relate to specific local processes. Category theory helps developing global dynamic models account for the main specificities of living systems: (i) The system is evolutionary, with a tangled hierarchy of interacting components, which change over time. (ii) It develops a robust and flexible memory up to the emergence of components and processes of increasing complexity. (iii) It has a multi-agent, multi-temporality, self-organization. This chapter presents such a model, the Memory Evolutive Systems, which in particular characterizes the property at the root of emergence and flexibility. A main application is the model MENS for a neurocognitive system which proposes a physically based “theory of mind”, up to the emergence of higher cognitive processes such as consciousness, anticipation, and creativity.

The chapters in Part III take up the discussion of legal socialization across the spheres of childhood and adolescence. As they move through their early lives, children and adolescents pass through three spheres of authority: the family, the school, and the juvenile justice system. In each of these they can either experience coercive and consensual authority systems. Consensual systems promote the development of internal beliefs in the legitimacy of law and legal authority and because of such beliefs, encourage voluntary deference. Coercive systems lead to a risk orientation toward law, with people complying when the risk of being caught and punished is high.
