Abstract:
This study presents the significance of primary and secondary school funding in the State of New Hampshire and its related effects on the University System. Two main research questions are examined. Does the primary and secondary school funding structure impact University System of New Hampshire funding? What impact has the debate around the terms "adequate" and "equitable" had on educational funding? Comparisons between primary and secondary school funding and the University System of New Hampshire funding are examined.With New Hampshire's unique history and large Legislative body, educational funding at all levels can become an often discussed topic. A seventy-five person sample is analyzed and presented in the thesis; as are recommendations for further study.

Abstract:
For some years now, Indian Universities and Colleges have been deprived of access to journals and other professional literature. About two decades ago, University libraries were able to subscribe to a decent number of journals in various subjects. The subscriptions have steadily eroded since funds available to universities have not been able to cover the rising cost of the literature, and today access to journals is all but impossible, except from a handful of major university libraries. It is clear that this trend cannot be reversed in the conventional fashion by providing increased funding. The University Grants Commission (UGC) has recently undertaken a major new initiative called the UGC-INFONET, which seeks to provide high speed internet connections, electronic access to professional literature, and the development of multimedia content to supplement conventional learning and teaching. In the present paper we describe the part of this project which deals with the provision of electronic access to journals and other literature for the University sector. Major organizations like the CSIR, DAE, AICTE etc have set up consortia involving institutes under the aegis of the respective department to have electronic access. The arrangement here involves incremental payments to be made to publishers to supplement an already large print subscription base. This arrangement is not possible for the Universities, since the present subscription base is very poor, and therefore arrangements which involve electronic subscriptions only are being made with publishers. In our paper we will discuss details about the initiative, the novel aspects of the programme, the great benefits that it will bring to the University sector, its present and future relationship with other consortia, and the role of INFLIBNET in the planning and long term implementation of the scheme.

The rapid development of information technology in the recent years has added a range of new featuresto the traditional information environment, which has a profound impact on university library services and users. The Quality of Service parameter in library services has reached a broader consensus,which directly reflects customer satisfactions and loyalty. Exploring the evaluation frameworks for service quality in university libraries cannot be undermined in this context. Besides, existing evaluation frameworks of service quality of university library services are also facing numerous challenges due to their imperfections. Thus,there is an urgency and necessity to explore and enhance the efficiencies of the evaluation frameworks of service quality. To this end, this thesis conducts a systematic analysisof evaluation frameworks with a motivation of identifying the core components that needs enhancements for achieving effective service quality in Chinese university libraries through empirical methods. Furthermore, the inferences extracted from the analysis has been exploited to provide suitable recommendations for improving the service quality of university libraries.

Abstract:
This thesis reports on a study undertaken at the Dixson Library, University of New England. The purpose of the study was to develop an understanding of users of online public access catalogues (OPACs). The understanding gained from the study will assist in the development of improvements to the Library's OPAC, and increase user ability to access information from the OPAC. The study replicated the user questionnaire of the Online Patron Access Project, sponsored by the Council on Library Resources (CLR) in 1981/83. The questionnaire was modified slightly to suit conditions at the Dixson Library. The study addressed nine research questions relating to the users, their reactions, attitudes, experiences and problems. The user task and their suggestions for improvement were also addressed. The study formally tested three propositions between the variables user task, success and attitudes in relation to OPAC users. The findings show the analysis of the responses for the population as a whole, and, where relevant, for eight groups of student respondents based on their academic affiliation. The student population was of particular importance because of the preponderance of external students at the University of New England. The differences in the findings between the groups of students were discussed, and where possible, explained. The three formal propositions were tested by carrying out Chi square tests for the values of each variable. Nine significant relationships were found. Comparisons were made between the Dixson Library findings and those of the CLR study. Recommendations and conclusions were drawn from the study, including areas for further research.

Die über 100 Quadratmeter große Bleistiftzeichnung der ukrainischen Künstlerin wurde in dreimonatiger Arbeit erstellt und schmückt nun den vor zehn Jahren neu aufgebauten Alten Lesesaal. Die Stadt Leipzig ist unter den Sponsoren dieser Kunstaktion und hat den Neujahrsempfang zur festlichen Erinnerung an 50 Jahre Städtepartnerschaft zwischen Leipzig und Kiew genutzt.

Zukunftsmodell Bibliothek? Man muss ganz sicher kein Prophet sein, um unserer Wissens- und Informationsgesellschaft auch in den nächsten Jahren eine dynamische Entwicklung vorherzusagen. Zumindest die Quantität des Faktenwissens wird mindestens ebenso rasch wie bisher zunehmen. Gleiches dürfte für die Menge und für die Vielfalt der Informationsangebote gelten, für die der technologische Fortschritt auch künftig neue elektronische Austauschformen stimulieren wird. Die bereits heute festzustellende Enträumlichung von Wissen und Informationen wird sich damit weiter fortsetzen und über veränderte Rezeptions- und Kommunikationsformen unser soziales Zusammenleben auch in Zukunft entscheidend prägen und beeinflussen – so wie wir dies seit dem „Phänomen Internet“ und in der „Digitalen Revolution“bereits täglich erleben.

Abstract:
This thesis examines the history of Commonwealth Government higher education policy in Australia between 1958 and 1997 and its impact on the development of two groups of academic librarians: the Association of Librarians in Colleges in Advanced Education (ALCAE) and the Committee of Australian University Librarians (CAUL). Although university librarians had met occasionally since the late 1920s, it was only in 1965 that a more formal organisation, known as CAUL, was established to facilitate the exchange of ideas and information. ALCAE was set up in 1969 and played an important role helping develop a special concept of library service peculiar to the newly formed College of Advanced Education (CAE) sector. As well as examining the impact of Commonwealth Government higher education policy on ALCAE and CAUL, the thesis also explores the influence of other factors on these two groups, including the range of personalities that comprised them, and their relationship with their parent institutions and with other professional groups and organisations. The study focuses on how higher education policy and these other external and internal factors shaped the functions, aspirations, and internal dynamics of these two groups and how this resulted in each group evolving differently. The author argues that, because of the greater attention given to the special educational role of libraries in the CAE curriculum, the group of college librarians had the opportunity to participate in, and have some influence on, Commonwealth Government statutory bodies responsible for the coordination of policy and the distribution of funding for the CAE sector. The link between ALCAE and formal policy-making processes resulted in a more dynamic group than CAUL, with the university librarians being discouraged by their Vice-Chancellors from having contact with university funding bodies because of the desire of the universities to maintain a greater level of control over their affairs and resist interference from government. The circumstances of each group underwent a reversal over time as ALCAE's effectiveness began to diminish as a result of changes to the CAE sector and as member interest was transferred to other groups and organisations. Conversely, CAUL gradually became a more active group during the 1980s and early 1990s as a result of changes to higher education, the efforts of some university librarians, and changes in membership. This study is based principally on primary source material, with the story of ALCAE and CAUL being told through the use of a combination of original documentation (including minutes of meetings and correspondence) and interviews with members of each group and other key figures.

Aujourd’hui, les bibliothèques universitaires (BU) en Syrie sont confrontées à une évolution de leur environnement liée en grande partie à la mutation de l’enseignement supérieur et l’arrivée de nouvelles technologies. Ainsi, les BU se trouvent dans l’obligation de s’interroger sur la pertinence de leurs offres de services. En effet, les besoins et les attentes des universitaires ne sont plus les mêmes qu’auparavant. Ces bibliothèques doivent, par conséquent, suivre cette évolution et répondre à leurs nouveaux besoins pour pouvoir survivre dans un contexte où elles ne sont plus la seule source d’information. L’objectif de cette thèse est de contribuer à la réflexion sur l’adéquation entre l’offre et les besoins. Pour y parvenir, des enquêtes quantitative et qualitative ont été menées auprès d’étudiants, d’enseignants, de dirigeants et de bibliothécaires dans cinq universités syriennes. Cette enquête a été réalisée dans le but de connaître la situation actuelle des BU et des besoins informationnels de leurs publics. Nous avons, ensuite, élargi et diversifié la gamme de services proposés aux universitaires tout en partant de leurs besoins tant exprimés qu’implicites
Today, in Syria, university libraries are facing an actual change in their environment. This change is largely due to the evolution of higher education and the advent of new technologies. In this context, university libraries have to question the relevance of their services. Indeed, information needs have evolved and are no longer the same as before hence libraries need to adapt to evolution by meeting new needs in a context where they are no longer the only source of information. This thesis aims at contributing to reflection on adequacy between supply and service needs. To achieve this goal, a quantitative and a qualitative survey was conducted among students, professors, managers and librarians in Syria to have a clear understanding of the current situation of university libraries and information needs of their publics. We then expanded and diversified the group of services and provided the academics with the basis of their stated and implied needs

Abstract:
In this thesis I present new insights into aspects of Peter Guthrie Tait's life and work, derived principally from largely-unexplored primary source material: Tait's scrapbook, the Tait–Maxwell school-book and Tait's pocket notebook. By way of associated historical insights, I also come to discuss the innovative and far-reaching mathematics of the elusive Frenchman, C.-V. Mourey. P. G. Tait (1831–1901) F.R.S.E., Professor of Mathematics at the Queen's College, Belfast (1854–1860) and of Natural Philosophy at the University of Edinburgh (1860–1901), was one of the leading physicists and mathematicians in Europe in the nineteenth century. His expertise encompassed the breadth of physical science and mathematics. However, since the nineteenth century he has been unfortunately overlooked—overshadowed, perhaps, by the brilliance of his personal friends, James Clerk Maxwell (1831–1879), Sir William Rowan Hamilton (1805–1865) and William Thomson (1824–1907), later Lord Kelvin. Here I present the results of extensive research into the Tait family history. I explore the spiritual aspect of Tait's life in connection with The Unseen Universe (1875) which Tait co-authored with Balfour Stewart (1828–1887). I also reveal Tait's surprising involvement in statistics and give an account of his introduction to complex numbers, as a schoolboy at the Edinburgh Academy. A highlight of the thesis is a re-evaluation of C.-V. Mourey's 1828 work, La Vraie Théorie des quantités négatives et des quantités prétendues imaginaires, which I consider from the perspective of algebraic reform. The thesis also contains: (i) a transcription of an unpublished paper by Hamilton on the fundamental theorem of algebra which was inspired by Mourey and (ii) new biographical information on Mourey.

Abstract:
This thesis examines the impacts of new technology on university library administration as reflected in a case study. The institution chosen for the study is the University of Tasmania Library, which has recently adopted a totally integrated automated library system based on the Library's own mini-computer. The opening chapter introduces the topic, and puts forward five propositions. These include propositions about the use of new technology to reinforce the organization's niche within the parent institution; the role of technology in environmental turbulence and uncertainty; the effects of new technology on routineness, standardization, formalization and flexibility; the structural impacts of new technology; and the human and social impacts upon organization members. The chapter continues with a review of relevant literature, and concludes with a description of the methodology employed. Subsequent chapters consider the University Library in the light of each of the propositions. Two chapters are devoted to the background and particular circumstances of the organization - one on its history, nature and technology, and another on its task environment. The nature of the technology employed by the University Library is then examined in more detail in an attempt to classify it. Perrow's scale of routineness is chosen as a suitable classification scheme, and the effects of automation on the level of routineness of the organization's technology are considered. A tendency towards increased routineness, standardization and formalization is observed, but there is little corresponding loss of flexibility. Rather, new opportunities for creativity and flexible services are noted. Structural impacts of the introduction of automated systems are examined. While the formal structure remains virtually unchanged, there are changes occurring in the informal organization. The results of a survey of organization members indicate that the human impacts of automation generally have been minor, although a small group of employees experiencing loss of job satisfaction and deteriorating social relationships is identified. Finally, the impacts observed in the case study are considered in the context of the particular circumstances of the University of Tasmania Library - its history, nature, technology, environment and management, as described in the earlier chapters - and concludes that these are all contributing factors to the nature of the impacts of the introduction of new automated systems in the particular organization.

The scope of this dissertation is not to provide an organization chart for the library system of Aristotle University of Thessaloniki, Greece but to define each unit in the system and its relation and interaction with other units and groups in order to apply a new way of organizing library staff. Reviewing the major theories of organization provides us with the basic knowledge on the function of organizing. Academic libraries in the United Kingdom and the United States have used various methods of organizing staff. This experience is analyzed in chapters three and four along with some alternative methods in chapter five. The use of computers in libraries has introduced many changes and we examine the extend of impact on the organization of library staff. Having analyzed the major aspects of library staff organization we suggest a different organization for the library staff of Aristotle University of Thessaloniki.

Abstract:
A critical mass of adopters, a majority of which are usually opinion leaders, is required for the diffusion of any innovation to become self-sustaining. All public wastewater facilities in Vermont and New Hampshire were surveyed to determine which facilities exchange information, which have adopted UV, and what characteristics are common among adopters, non-adopters, and opinion leaders. Two networks, based on the exchange of general information and information about disinfection technology, were constructed using UCINET; they indicate UV has likely been adopted by a critical mass. Opinion leader facilities' employees interact with consultants and vendors. Opinion leader facilities' managers work closely with their staff and are active in professional organizations. Non-adopter opinion leader facilities are fiscally conservative while innovative opinion leader facilities are shaped by decisions of the community's elected officials. Distance between facilities was mapped using GIS software and did not influence the type of disinfection technology adopted

Als erstes wird im Sommer 2009 der neue Ausstellungsraum eröffnet werden.
