Abstract:
The article is devoted to the consideration of COVID-19 that is a dangerous pandemic in the world, broke out in late December 2019 in Wuhan, China. It is outlined that the prevention of the spread of COVID-19 greatly depends on the consciousness of population, including students studying in Universities in Hanoi. The aim of the study is to find out the characteristics of students’ reaction in Hanoi to the COVID-19 pandemic in three aspects: awareness, emotions and action. Methods. During the study the following methods were used: a survey method to determine the characteristics of students' copping with COVID-19. 395 University students were interviewed. Among them students studying at the National Academy for Educational Management; University of Social Sciences and Humanities; Hanoi Polytechnic University; Hanoi State Pedagogical University. The survey results are listed using the SPSS statistical program. The research results show that the students of universities in Hanoi have a proper awareness, appropriate response in disease conditions, expressed in cognitive, emotional and behavioral aspects. Besides, some students still have subjective expressions, excessive anxiety and negative response behaviors. The results of study show important psychological bases, establish meaningful experiences to develop effective prevention and control copping strategies for COVID-19 and the pandemics like COVID-19 in future.

Abstract:
Purpose The purpose of this paper is to investigate the roles of human resource development (HRD) in open universities. The study also intends to assess the current situation of HRD at Hanoi Open University (HOU) with an end view of proposing some suggested recommendations to enhance HRD to improve the training quality and effectiveness at HOU. Design/methodology/approach The study’s first two parts refer to HRD’s role in open universities. The third one summarizes the existing research literature on HRD used as theoretical base for the author to evaluate the current HRD at HOU in the fourth part. The fifth part involves the methodology to gather the data on HRD practices at HOU while the next two important parts deal with the study’s findings and recommendations for better HRD at HOU. The final part summaries the study’s main points. Referring methodology, the survey data were analyzed through frequency, percentage and weighted mean as statistical tools. Findings The study’s findings show that HRD practices at HOU are not as effective as expected in terms of human resource quality, human resource structure and human resource management. There is a shortage of full-time well-qualified employees, inadequate and imbalance working positions, and un-synchronous, fragmented personnel management. Originality/value The study’s values are not only useful for building policies on HRD but also for developing strategies to train and foster capable and adequate staff in open universities’ academic environment and in HOU as well.

Abstract:
A serological survey was performed using ELISA to estimate the prevalence of tissue and luminal helminthic infections among hospital patients in Hanoi region, Vietnam. An overall seroprevalence of tissue and luminal helminthiases was 64.0% (95% CI 61.2-66.8) among 1,120 patients who visited Hanoi Medical University Hospital, Vietnam in 2018. The highest seroprevalence was observed against Toxocara spp. (59.0%), followed by Strongyloides stercoralis (46.3%), Gnathostoma spp. (25.5%), cysticercus (12.8%), Angiostrongylus cantonensis (10.5%), Fasciola spp. (11.1%), and Clonorchis sinensis (8.7%). Mono-infection by one species (11.1%) was lower than multiple infections (53.0%) (P<0.05). The seroprevalence in males (59.3%) was lower than in females (66.2%) but not statistically significant (P>0.05). Children (<15 years) revealed lower seroprevalence (34.0%) than adults (68.4%), and the age group 51-70 years revealed the highest seroprevalence (76.0%). Among the seropositive patients, eosinophilia (≥8.0%) was noted in 80.2%. The present results suggested active transmission of various tissue and luminal helminths among people in Hanoi, Vietnam.

At present, there is a great demand for qualified interpreters in Vietnam, but the oral proficiency of the trainee interpreters graduating from the University of Hanoi is far from being satisfactory. This Field Study is an attempt to search for appropriate ways to improve the oral proficiency of final year interpreters at Hanoi University. As any language teacher's work is determined consciously and unconsciously by his/her view of language and language learning, the effective teaching of oral communicative skills requires a good understanding of the nature of language, communication and its process of learning. This field study attempts to review the major theories of language and language learning and their implications for language teaching; and tentatively suggests some guidelines for syllabus design, classroom procedures, and techniques for teaching oral communication skills for final year trainee interpreters at Hanoi University in the light of new developments in these theories of language teaching.

Résume : L’enseignement supérieur en Indochine à l’époque coloniale française fut marqué notamment par la création de l’Ecole de Médecine de Hanoi en 1902, puis par la création d’une université indochinoise en 1906 qui était une mesure. Cette décision fut avant tout politique, ce fut celle de Paul Beau pour faire à face aux changements en Extrême-Orient et aux exigences du peuple indigène. A partir de la réforme d’Albert Sarraut en 1917, l’enseignement supérieur devint une partie officielle du système de l’enseignement en Indochine. L’université indochinoise fut réorganisée et plusieurs écoles supérieures furent créées et formèrent à presque tous les domaines nécessaires au développement du pays : la médecine, le droit, les beaux-arts, le commerce, l’agriculture et la sylviculture, les travaux publics et la pédagogie. Jusqu’en 1945, le système d’enseignement supérieur en Indochine fut très complet et très bien organisé et Hanoi devint un centre éducatif dans tout l’empire colonial français. L’université indochinoise, bien que comportant des limites quant à la quantité et la qualité des enseignements propos, a participé au développement des pays de la péninsule indochinoise, pendant la période coloniale et après l’indépendance des trois pays. Elle était la seule université consacrée aux étudiants indigènes dans tout l’empire colonial français. Abstract : The higher education in Indochina in the French colonial period was highlighted by the creation of the School of Medecine of Hanoi in 1902 and by the creation of an Indochinese university in 1906. It was a temporary mesure as well as a political. Paul Beau created the Indochinese university in response to changing situation in the Far East and to match the requirement of indigenous people. From Albert Sarraut’s reform in 1917 onward, the higher education became an official part of the system of education in Indochina. The Indochinese university was reorganized and several colleges were created and trained people in almost every domains to meet the development of the country: the medicine, the law, the fine arts, the business, the agriculture and the forestry, the public works and the pedagogy. Until 1945, the system of higher education in Indochina was very well organized and offered a rather complete. Hanoi became an educational center in the whole French colonial empire. The Indochinese university, despite its limits about the quantity and the quality of lessons proposed, participated in the development of the Indochinese peninsula’s countries, during the colonial era and after independence the three countries. It was the only university dedicated to the native students in all the French colonial empire. The Indochinese university is considered as one of the most important works of the French colonialism in Indochina

Abstract:
In practical dentistry, dentists use their experience to examine dental X-ray images and to derive symptoms from patients for concluding possible diseases. This method is based solely on the own dentists' experience. Dental diagnosis from X-Ray images is proposed to support for dentists in their decision making. This paper presents an application of consultant system for dental diagnosis from X-Ray images based on fuzzy rule. Fuzzy rule was applied in many applications and has important role in computational intelligence, data mining, machine learning, etc. Based on a dental X-ray image dataset, we use Fuzzy C-Means to classify them into clusters and construct the rule set. Fuzzy Inference System is then used to evaluate the rules by three validity indices. These rules accompanied with symptoms from patients help dentists in diagnosing dental diseases. This method is implemented and experimentally validated on the real dataset of Hanoi Medical University Hospital, Vietnam against the related algorithms.
