Abstract:
This research is designed to distinguish and describe or explain incubator practices that affect the performance of incubator clients of university technology incubator programs. The research focuses on understanding which practices significantly contribute to increasing job creation for the firms located in university based technology incubators. An increasing number of communities are embracing economic development strategies that target the high tech sector with high wage, high value jobs as a way to diversify their economies and boost local and regional economies. New economic development strategies include the notion of a creation strategy or "growing your own" instead of relying on recruiting of existing companies from other regions. In 1999-2000 (according to the most recent data), small businesses created three-quarters of U.S. net new jobs (2.5 million of the 3.4 million total). The small business percentage varies from year to year and reflects economic trends. Over the decade of the 1990s, small business net job creation fluctuated between 60 and 80 percent. Moreover, according to a Bureau of the Census working paper, start-ups in the first two years of operation accounted for virtually all of the net new jobs in the economy. The study is broken into three parts: (1) a review of the literature on incubation, focusing on its history, best practices, technology incubation, networking theory, and previous empirical studies (2) a review of previous data collected in a recent national survey and (3) case studies of the top performing incubators in the country based on employment growth of client firms contracted with case studies from non-top ten programs. The literature suggests that the study of incubation must be considered in the context of a larger enterprise development system of which the incubator will fill gaps in the larger regional enterprise development system. This notion is explored. In general, there is a great need for more empirical research into best practice of incubation. It is a non trivial task however as the nature of the industry limits the ability to obtain traditional, statistically defendable, measures.

Abstract:
University business incubators (UBIs) are organizations that provide new startup companies with a support environment. However, there are split opinions on the UBIs’ contributions to the startups and the regional economy and, consequently, there are also split opinions on  how to assess UBI performance. According to the resource-based view (RBV), a company’s competitive advantage results from the various resources the company has access to. The biotechnology industry is characterized by high research intensity, weak entrepreneurial and managerial skills of the entrepreneur, huge capital requirements, and long product  evelopment approval processes. Previous research has showed that these characteristics imply certain challenges for new biotech ventures. In this study, these industry specific characteristic and challenges were believed to affect what constitutes successful bioincubation and how bio-incubators’ performance should be assessed. The purpose of this report is, thus, to examine how bio-incubator performance can, and should be, assessed. An existing framework for assessing UBI performance is used as a basis for performing  emistructured interviews with 18 incubator managers in order to examine what performance indicators are perceived as robust for assessing bio-incubator performance. The findings show that the value contributions of bio-incubators mainly include space and network provision, support services, and coaching. The perceived value contributions, in combination with the perceived challenges, imply that it is particularly appropriate to assess bio-incubators performance in terms of Job Creation, Economy Enhancement, Access to Funds, and the Incubator Offer and Internal Environment. However, Job Creation and Economy Enhancement are closely related and are therefore suggested to be merged into a single performance indicator. Hardware and Services, on the other hand, seems to be less relevant for assessing bio-incubator performance as it depends on the incubator’s strategy. The study concludes that there are additional ways of assessing bio-incubator performance, such as shortened time to graduation, links with universities, and the flexibility of the incubator. Further research may include the entrepreneurs’ point of view or use the approach of this study to examine incubator performance in other high-technology industries.

No contexto de universidade empreendedora, as incubadoras de empresas são um locus onde se acolhe empreendedores apoiando-os para que seus projetos tornem-se realidade através da constituição de pequenas empresas. Estar no ambiente de uma incubadora universitária de empresas significa estar próximo à universidade e tendo facilitado e estimulado o acesso e colaboração com a Academia. Se poderia questionar que efeitos o processo de incubação provoca na universidade que mantém uma incubadora de empresas e; por outro lado, que vantagens uma empresa nascente teria em estabelecer-se dentro de uma incubadora. Para subsidiar a análise dessas questões, o objetivo da presente pesquisa é analisar as interações universidade- empresa, em empresas incubadas e graduadas, que ocorrem no âmbito de uma incubadora universitária de empresas. Foi estudado o ambiente de incubação da Incubadora de Empresas de Base Tecnológica da UNISINOS, conhecida por UNITEC, através de coleta de dados via questionário submetido às empresas que estavam residentes na Incubadora no ano de 2009. Este estudo foi conduzido do ponto de vista da empresa que passa pelo processo de incubação, materializado na visão de seu empreendedor, sendo respondido por 15 empreendedores que representam 15 das empresas incubadas e graduadas residentes. Os resultados obtidos permitiram identificar: as parcerias, a receita mensal regular das empresas incubadas, o baixo nível de endividamento, e a troca de informações técnicas com outras empresas, como efeitos do processo de incubação nas empresas. Também pemitiram identificar as palestras em sala de aula, as visitas de alunos nas empresas e a consultoria prestada por alunos, como principais efeitos na Universidade. Além disso, se pode identificar que as percepções dos executivos das empresas graduadas e incubadas, divergem na maioria das questões.
Considering the entrepreneurship university context, the business incubators are a kind of locus that holds entrepreneurs, helping them to make their projects come true via the establishment of small companies. Being inside university business incubator means to have easy access and stimulated collaboration with the University. It could be asked which effects the incubation process brings to a university that holds a business incubator and, on the other hand, which advantages could be reached by a startup company settled inside an incubator. In order to support the analysis of these kinds of questions, the objective of this research is to analyze the interactions university-industry that occurs in a university business incubator. This study considers the incubation environment at UNISINOS University (located in the southern Brazil), called UNITEC, throw data collected using a questionnaire that was submitted to companies that were resident at UNITEC incubation environment at the year 2009. This whole study considers the point of view of 15 companies that were passed through incubation process, including incubated companies and also graduated ones. From the obtained results, it´s possible to indentify: the partnerships among resident companies, the recurring monthly income of incubated companies, the low level of indebtedness of all companies and, the technical information exchange among the companies, as effects from the incubation process in the resident companies. It´s also to indentify that the lectures by entrepreneurs at university classes, the students visits at companies and, consultancy services by students, as the main effects of the incubation process at the University. Besides that, it´s possible to realize that entrepreneurs from the incubated and graduated companies diverge in most questions.

The University of this interest and its library division is involved in a major transformation process, aiming to enhance the learning experience for students by modernizing learning spaces, enhancing the personalized learning, and extending support for faculty and student scholarship. One part of the transformation consist of rearranging the library space and its services and introducing a new media based faculty consisting media related career paths. During the investigation and analysis of the library, we have looked into a wide range of data including history of the library, strategic plan of the university academic technology blueprint, academic plan, the media program, reports on workshops and meeting held by the authority of library, etc. provided by the university. In order to encapsulate more information and insight, we have conducted a couple of meetings with the head of the library and the head of library IT. By considering the stakeholders’ interests, we examine the status quo and illustrate the situation in form of a Rich Picture. By means of the Soft Systems Methodology we try to identify potential relationships between the new media faculty and the library services and eventually finalized our examination by recommending additional value enhancing services. After rigorous analyzing all of the data, specifically strategic mission of the university and library, and the media program, we recommend to establish a Business Incubator, which will enhance core capabilities of a student including creativity , managerial, and analytical ability as well as provide essential guidance, supports, and tools to students to implement their idea. The suggested Business Incubator will act as a bridge between academic learning and the real world applications. Finally, we recommend specific services including market research and assistance, access to networking and funding information, center for research and development, and Entrepreneurship and innovating education forum, which will enhance digital capabilities of students/participants and fulfill some of the core strategic objectives of the library and the university as well.

In order to determine the effects of social capital in innovative contexts, Nahapiet and Ghoshal&rsquo
s (1998) three dimensions of social capital (structural, relational and cognitive) were investigated in a business incubator located in a university science park. This thesis tries to answer five questions for the incubator context: (1) What are the antecedents of the three dimensions of social capital? (2) What are the benefits of social capital for the tenant firms? (3) How are the dimensions of social capital related to the antecedents and benefits? (4) What are the effects of being located in a university on social capital development between the firms and the host university? and (5) What is the role of the incubator management/specialists on social capital creation? The research questions were investigated in two layers: (1) Social capital development among tenant firms, and (2) Social capital development between the tenant firms and the host university. The research was designed with a multi-method approach along four steps. In the first step, the selected incubator was observed for a day. In the second stage, a pilot interview was conducted with one of the tenant firms. Next the firms were asked to complete a questionnaire regarding their demographic characteristics. In the last stage, a theoretical sample of nine selected firms&rsquo
owners were interviewed. All the collected data were analyzed following the grounded theory approach (Strauss and Corbin, 1990) and seven propositions were developed to be investigated in further research.

University managed technology-based business incubators evolved at major research institutions as a mechanism for university professors to pursue commercial applications of their research without having to resign their university positions. These incubators assisted the universities in retention of valuable faculty and also provided for the development of university intellectual property (IP) to a level where commercialization was probable. In addition to faculty retention and the potential for revenue from commercialization of IP, these incubators further developed the universities’ reputations in producing cutting edge research. The physical proximity of the incubators to the universities is crucial because this allows easy access to university intellectual capital, equipment and skilled technical labor that enable fledgling businesses to survive and flourish. Many regional universities are adding an emphasis on research and community economic development to their primary mission of teaching. As a result they are establishing business incubators. The goals for these incubators include creation of an environment and culture for the establishment of student driven companies, improvement of commercialization of university intellectual property, enhancement of the ability to attract technology-based businesses and provision of a living laboratory for student to work within the entrepreneurial environment. Just as is the case for the traditional research universities, business incubators at regional universities provide the supporting infrastructure that permits the university faculty to take advantage of SBIR and STTR programs to launch businesses and move university IP toward commercialization. In addition, the formation of a university-managed business incubator provides an excellent environment for non-university established technology businesses to benefit from the advantages of university faculty, personnel, students and graduates in both consulting and employee positions. Establishing a university managed technology-based business incubator at a regional university requires a strategic vision that integrates the universities core competencies, academic and research missions, senior administration concerns, capital and building campaigns and economic development concerns of the surrounding communities. This paper proposes a conceptual framework for building the strategic vision, developing the necessary infrastructure and mitigating risks when establishing the incubator. In addition, a discussion of lessons learned through the establishment of our university managed technology-based incubator at ETSU is presented through a mini-case study.

Abstract:
Purpose The purpose of this thesis is to identify performance outcome criteria for accelerator programs with university links. Hereby, the study aims to extend the knowledge about important evaluation criteria and influencing factors on performance outcome and to close the gap between incubator and accelerator literature. The objective of the study was to investigate, (1) how participating persons evaluate the performance outcome of the accelerator program, (2) how the evaluation between accelerator and incubator differs and (3) why the evaluation differs. Frame of references Literature about science and technology parks, incubators, accelerators and performance evaluation was used to create the theoretical foundation for this thesis. A research gap about the performance outcome evaluation of accelerators was found, due to the newness of the model. Method The study followed an inductive approach and was of exploratory nature. A qualitative case study was chosen to investigate an accelerator within a science and technology park environment. Semi-structured interviews were used to collect the primary data and the methods of coding and categorizing were used to structure and analyse the data. Due to the inductive approach, literature was used to discuss the findings in the end.  Findings Proposition 1: Accelerator performance outcome is mainly evaluated by subjective criteria: “goal realization”, “entrepreneurial motivation” and “entrepreneurial education”. Proposition 2: The performance outcome gets influenced by micro level criteria like “practical experience”, “network support”, “personal development”, “program structure” and “individualization”.

A presente tese tem por objetivo traçar um perfil dos empreendedores universitários atuantes em incubadoras de empresas e empresas juniores. Para tanto, realizamos uma pesquisa qualitativa junto a estudantes de engenharia, integrantes da POLI-Júnior, e empresários envolvidos em inovação tecnológica, incubados no CIETEC. Após uma breve apresentação, no primeiro capítulo, procuramos conceituar quem são os empreendedores. Exibiremos também, no primeiro capítulo, alguns dados acerca da recente expansão na criação de incubadoras de empresas e empresas juniores no Brasil. No segundo capítulo, fizemos uma revisão bibliográfica a partir das contribuições que a economia e a sociologia do conhecimento deram ao tema. Preferimos enquadrar o problema de pesquisa no bojo da teoria dos campos. No terceiro capítulo, o tema da tese é situado no quadro histórico das políticas públicas para C&T e da trajetória da comunidade de pesquisa brasileira. No quarto capítulo, apresentamos a amostra e o âmbito de pesquisa, os métodos e técnicas empregados no trabalho de campo. Lançamos ainda hipóteses conforme as quais o empreendedorismo representaria a nova face das recentes tentativas de reforma universitária e estreitamento das relações entre pesquisa e mercado. No quinto capítulo, apresentamos e analisamos os resultados das observações e das entrevistas, por meio das quais testamos nossas hipóteses. Por fim, fechamos com uma breve conclusão onde estão resumidas nossas contribuições e onde refletimos acerca das ampliações e limitações desta tese.
This thesis aims to draw a profile of university entrepreneurs today actives in business incubators and junior companies. Therefore, we conducted a qualitative research with engineering students (members of the POLI-Junior), and entrepreneurs engaged in technological innovation (incubated in CIETEC). After a brief introduction, in the first chapter, we try to conceptualize who are the entrepreneurs. Also, we display some data about the recent expansion in the creation of business incubators and junior companies in Brazil. In the second chapter, we made a review of the available literature from the contributions that the economy and the sociology of knowledge gave the theme. We prefer to frame the research problem in the field theory. In the third chapter, the topic of the thesis is situated in the historical framework of public policies for S&T and the trajectory of Brazilian research community. In the fourth chapter, we present the sample and the scope of research, the methods and techniques employed in the empirical research. We also launched hypothesis according to which entrepreneurship represent the new face of recent attempts to university reforms and closer relations between research and market. In the fifth chapter, we present and analyze the results of observations and interviews, through which we test our hypotheses. Finally, we close the work with a brief conclusion, where our contributions are summarized and where we reflect about the extensions and limitations of this thesis.

Abstract:
University managed technology-based business incubators (UMTIs) have become increasingly popular. Some universities are forming private corporations and are encouraging professors/researchers to commercialize intellectual property (IP) based upon research conducted in their laboratories. The UMTI provides the infrastructure, access to high-tech laboratories, libraries, students and faculty, and a coalition of like-minded entrepreneurs. Universities face uncertainties when establishing UMTIs and need to minimize risk while maximizing benefits. This paper discusses results of a benchmarking study of eleven technology incubators and their risk mitigation policies. Experience with technology transfer and use of the UMTI as a living laboratory for students is presented.

O Terceiro Setor no Brasil tem se reconfigurado de modo a se aproximar dos negócios de impacto social e de suas respectivas instituições de apoio. Essas organizações híbridas visam enfrentar problemas socioambientais a partir de modelos de negócios regidos sob a égide de mecanismos de mercado. Diferem de organizações não governamentais por não dependerem de recursos de filantropia ou doações; não se enquadram como empresas tradicionais por terem como medida principal de sucesso o impacto social de suas ações, e não o lucro; se distanciam das iniciativas de responsabilidade social empresarial pelo fato de que suas intervenções não são guiadas pela busca de mitigação de uma externalidade negativa ou de ações desassociadas do core business empresarial. A tese analisa as incubadoras universitárias que acolhem os negócios de impacto social. Elas são instituições burocráticas com natureza e interconexões com relevante complexidade e que podem conformar categorias tipológicas orientadas pela natureza de suas mantenedoras - privadas, públicas e comunitárias. A pesquisa é comparativa e multicasos cujo percurso metodológico agrega insumos históricos, teórico-conceituais, análise institucional e pesquisa de campo aplicada junto a gestores de incubadoras: oito inquiridos (representando quatro incubadoras) via interlocução direta e outros 26 por interlocução indireta com aplicação de formulário eletrônico à distância (25 incubadoras). Às de mantenedoras comunitárias demostraram melhor performance na execução de processos operacionais, gerenciais e estratégicos (manutenção e investimento de infraestrutura; despesas correntes, elaboração de documentos jurídicos, contratação de pessoal; mudança de posicionamento estratégico), dentre outros atributos associados a parâmetros internacionais de desempenho de incubadoras empresariais, cultura empreendedora universitária, e flexibilidade na elaboração de programas de incubação a novos nichos de mercado (inclusive negócios de impacto social).
Brazilian Third Sector has been reconfigured to approach the social businesses and their respective support institutions. Social entreprises are hybrid organizations that seek to address socio-environmental problems based on business models governed by market mechanisms. They differ from non-governmental organizations because they do not rely on philanthropic resources or donations; they do not fit as traditional companies because they have as main success measure the social impact of their actions, not only profit; they distance themselves from corporate social responsibility initiatives because of the fact that their positive results do not come from mitigating a negative externality or from actions that are core business disassociated. The thesis analyzes the university business incubators that host such startups social businesses. They are bureaucratic institutions with complex nature and interconnections, that can conform typological modalities guided by the nature of their maintainers - private, public and community. The research is comparative and multicases with a methodological route that aggregates historical, theoretical-conceptual inputs, institutional analysis and research with incubator managers: eight respondents (representing four incubators) as direct interlocutors and 26 others as indirect interlocutors that were reached by electronic form application at a distance (representing 25 incubators). The university business incubators with community maintainers demonstrated a better performance in the execution of operational, managerial and strategic processes (maintenance and investment of infrastructure; current expenses, preparation of legal documents, hiring of personnel; change of strategic positioning), among other attributes associated with international incubators performance parameters, entrepreneurial culture, flexibility of incubation of new market niches (including social entreprises).

Venture capital is associated with some of the most rapidly growing and influential technological companies. The strengths of the venture capital model have been effectively articulated by academics and policymakers. At the same time, venture capital financing became increasingly influential in the deep technology startup ecosystem, and there was a need to investigate the industry's growth impact of financing. Hence, this thesis focuses on the research area that is initiated by Industrifonden, an early-stage venture capital fund in Sweden. This study has chosen to investigate and answer the growth impact analysis in two key areas: timing (is timing of financing an independent factor for the growth of deep tech startups?) and sector based financing (Is Venture capital financing sector based?). The data comes from a cohort of startups (143 startups from 2010 to 2019) that are representative of deep-tech and non-deep-tech firms in Sweden, according to the Retriever Business Database in association with KTH Library. As the performance can be explained through the growth of the firms, the result shows that timing of funding has a statistically significant impact on the growth of the firm. The findings indicate a higher positive correlation between timing and startups’ growth, but sector based financing is statistically insignificant for deep tech startup growth.

Venture capital is associated with some of the most rapidly growing and influential technological companies. The strengths of the venture capital model have been effectively articulated by academics and policymakers. At the same time, venture capital financing became increasingly influential in the deep technology startup ecosystem, and there was a need to investigate the industry's growth impact of financing. Hence, this thesis focuses on the research area that is initiated by Industrifonden, an early-stage venture capital fund in Sweden. This study has chosen to investigate and answer the growth impact analysis in two key areas: timing (is timing of financing an independent factor for the growth of deep tech startups?) and sector based financing (Is Venture capital financing sector based?). Esta pesquisa estruturou-se a partir de três relevantes fenômenos da economia contemporânea: empreendedorismo, inovação e relações universidade-empresa, elementos convergentes no ambiente das incubadoras de empresas de base tecnológica. Considerando que a justificativa para a criação deste tipo de incubadora é o fomento ao seu próprio contexto, o problema que norteou a pesquisa questionou a efetividade da Incubadora Tecnológica de Caxias do Sul (ITEC) em seu cenário. A ITEC foi selecionada por sua relação com a Universidade de Caxias do Sul (UCS), uma de suas entidades mantenedoras, bem como por se tratar de uma iniciativa única na região Nordeste, uma das regiões economicamente mais importantes do estado do Rio Grande do Sul. A metodologia utilizada na pesquisa foi o estudo de caso que, tendo por base a pesquisa bibliográfica e documental, valeu-se de entrevistas semiestruturadas como principais fontes de dados. Foram entrevistados, além da gerência da incubadora, representantes de todas as empresas incubadas e de aproximadamente 80% das empresas graduadas em atividade. O estudo procurou delinear o contexto relativo ao empreendedorismo, à inovação e às relações universidade-empresa, no qual se insere a ITEC e paralelamente, procurou-se descrever o desempenho da ITEC na promoção destes elementos. Para tanto, aplicou-se uma perspectiva baseada na ensinagem e na aprendizagem, respectivamente, enquanto condições de desenvolvimento proporcionadas pela incubadora às empresas e às práticas gerenciais adotadas por estas. Os resultados sugerem que, notadamente no passado recente, a incubadora vem se constituindo como importante mecanismo de fomento ao contexto assinalado e paralelamente indica a existência de um amplo potencial a ser explorado, especialmente em termos de inovação e relações universidade-empresa.

This research is structured on three relevant phenomena in the contemporary economy, entrepreneurship, innovation and university-industry relationships, converging elements in the environment of technology-based business incubators. Considering that the justify to the creation of this type of incubator is the endorsement to its own context, the problem which guided the research questions was the effectiveness of the Technology Incubator of Caxias do Sul (ITEC) in the promotion of these three factors of economical development. ITEC was selected due to its relationship with the University of Caxias do Sul (UCS), one of its supporting entities, and also due to the fact that it is a unique initiative in the northeastern region of Rio Grande do Sul, one of the economically most important regions of the state. The methodology applied in the research was the case study, based on the bibliographic and documental investigation, making use of semi-structured interviews as main sources of information. Besides the incubator s management staff, representatives of all companies currently incubated, and representatives of approximately 80% of the graduated companies in activity were interviewed. The study sought to delineate the context related to entrepreneurship, innovation and university-industry relationships, which insert ITEC and, at the same time, it sought to describe the performance of ITEC in the promotion of these elements. For this, it was made use of the teaching-learning perspective respectively, while the development conditions offered by the incubator to the companies and the management practices adopted by them. The results suggest that, particularly in the recent past, the incubator has become an important mechanism for the endorsement of the mentioned context, and at the same time, it indicates the existence of a great potential to be explored, mainly in terms of innovation and university-industry relationships.

The outcome was depicted in a model as a suggestion to aframework of the collaborative efforts between university-linked innovation organizations.Whereas there are a number of pre-identified elements for successful collaboration, it wasfound that five distinct elements played a bigger role than others. This thesis aims to analyze university extension projects, directed to solidarity popular economy. This way of doing economics has been expressed as an international movement, and that here, in Brazil, is mostly perceived in public universities since the mid-90s of last century, from the Technological Incubators of Popular Cooperatives (ITCPs), which are a university extension program and that encourage solidarity and popular projects, seeking to exercise self-management. The research sought to answer the following question: what educational components are present in the extension developed by incubators of solidarity popular enterprises? The basic hypothesis is that the university extension developed by popular incubators presents ethical, theoretical and methodological components which converge with basic elements to popular education. The research was qualitative in nature, based on the theory of historical materialism, assuming the materialist dialectics as a method of analysis, prioritizing the contradiction category. Based on Marxist analysis, however, this research emphasized the interpretation, setting up what is called a dialectical hermeneutics. It took part of the empirical field of the research four incubators, namely INCUBACOOP/ UFRPE, ITCP/COPPE/UFRJ, ITCP/USP and INCUBES/UFPB. It was used as a technique for data collection, documents produced by the incubators and semistructured interviews, strengthening the documentary analysis. The data showed that the incubators of solidarity popular projects present themselves as a new and rich proposal of extension, able to build concrete possibilities of a transformative praxis, based on the ethical principles of dialogue, appreciation of the cultures of others, participation and listening, this is, consideration of the speaking of others; and yet, based in the utopian principles of autonomy, self-management and human emancipation, present in popular education. Paradoxically, the implementation of these educational acts revealed professionals that although were already working in the solidarity economy, ignored the theoretical-methodological bases of the educational proposal of incubator, it also revealed a verticalized internal structure and consequent centralization of the power of decisions within it, besides the methodological sight of incubation simply summarized to techniques.
A presente tese tem como objetivo analisar projetos de extensão universitária, direcionados à economia popular solidária. Esse jeito de fazer economia tem se expressado como um movimento internacional, e que aqui no Brasil, passa pelas universidades públicas, desde meados da década de 90 do século passado, a partir de Incubadoras Tecnológicas de Cooperativas Populares (ITCPs), as quais se tratam de um programa de extensão universitária e que incentivam empreendimentos populares e solidários, buscando exercitar a autogestão. A pesquisa procurou responder a seguinte questão: que componentes educativos encontram-se presentes na extensão desenvolvida por incubadoras de empreendimentos solidários populares? A hipótese básica é que a extensão universitária desenvolvida pelas incubadoras populares apresenta componentes éticos e teórico-metodológicos convergentes com elementos que fundamentam a educação popular. A pesquisa foi de natureza qualitativa, tendo como caminho teórico o materialismo histórico, assumindo-se a dialética materialista como método de análise, priorizando a categoria contradição. Baseando-se na análise marxista, contudo, tal pesquisa enfatizou a interpretação, configurando-se o que se denomina de uma hermenêutica-dialética. Fizeram parte do campo empírico da pesquisa quatro incubadoras, a saber: INCUBACOOP/UFRPE, ITCP/COPPE/UFRJ, ITCP/USP e INCUBES/UFPB. Foram utilizadas como técnica de coleta de dados, documentos produzidos pelas incubadoras e a entrevista semiestruturada, fortalecendo a análise documental. Os dados evidenciaram que as incubadoras de empreendimentos populares solidários se apresentam como uma nova e rica proposta extensionista, capaz de construir possibilidades concretas de uma práxis transformadora, baseada nos princípios éticos do diálogo, da valorização da cultura do outro, da participação e da escuta; e, ainda, nos princípios utópicos da autonomia, da autogestão e da emancipação humana, presentes na educação popular. Contraditoriamente, a implementação dessas ações educativas revelou profissionais que, embora já estivessem atuando na economia solidária, desconheciam a fundamentação teórico-metodológica da proposta educativa da incubadora; revelou também estrutura interna verticalizada e consequente centralização do poder decisório no seu interior, além da visão metodológica de incubação simplesmente resumida a técnicas.

Resumo: A ideia de transferência de conhecimento sempre esteve presente na relação entre universidade e sociedade. Ela está na origem do termo extensão e segue presente em toda a sua trajetória histórica. A partir dessa constatação, esta tese tem como objetivo central compreender as origens e as conseqüências da ideia de transferência de conhecimentos na atuação das ITCPs, compreendidas na trajetória histórica da extensão do país. Reconhecidamente, a primeira ITCP surge derivada da ideia das incubadoras de empresas, mas, em cada local, elas se conformam a partir da reorganização da extensão incentivada pelo processo de redemocratização que havia passado o país, da mobilização da universidade diante do desemprego e, por fim, do aumento do financiamento no governo Lula. Esses fatores levam parte da extensão a um novo caminho que tem como centro a geração de trabalho e renda e a utopia da autogestão. Com intuito de compreender a ideia de transferência de conhecimento, dois referenciais teórico-metodológicos foram utilizados de maneira complementar: a Educação e os Estudos Sociais da Ciência e da Tecnologia (ESCT). No campo da educação, foram abordadas as contribuições de educadores que partem de uma reflexão teórica sobre a relação entre universidade, trabalhadores e trabalhadoras combinada com a prática educativa no âmbito da extensão. Os autores são Paulo Freire, Michel Thiollent e Orlando Fals Borda. Buscou-se compreender, por meio deles, de que maneira a ideia de transferência de conhecimento se relaciona com um tipo específico de tutela, via conhecimento, entre educandos e educadores. A partir dos ESCT, campo acadêmico multidisciplinar que surge no contexto do pós-guerra, buscou-se compreender a relação entre conhecimento tecnocientífico e o setor produtivo, principalmente, a partir da negação do modelo ofertista de conhecimento. Tendo como fundamento a assertiva de que a ciência e a tecnologia são construções sociais, aprofundou-se a crítica à ideia de transferência de conhecimento por meio de três ideias-força: o conhecimento não é neutro, o conhecimento não gera apenas benefícios para a sociedade e o conhecimento não se transfere. Por fim, com intuito de contribuir com o processo de reflexão-ação das incubadoras, apontamos algumas reflexões e sugestões para tornar viável o potencial das mesmas como aglutinadoras do processo de politização da universidade. Nesse sentido, apontamos alguns caminhos do que acreditamos ser fazer ciência (e tecnologia) politizada, como almejava Oscar Varsavsky, ou Adequação Sociotécnica com o povo, como preconiza Renato Dagnino. Abstract: The idea of knowledge transfer has always been present in the relationship between universities and society. It is at the heart of the term 'extension' and has remained present since its inception. From this observation, this thesis aims to understand the origins and the consequences of the idea of knowledge transfer in the field of Technological Incubators of Popular Cooperatives (ITCPs) throughout the history of extension in the country. Admittedly, the first ITCP arose from the idea of enterprise incubators, but in each location, they were formed from the reorganization of the extension, encouraged by the process of democratization that Brazil had recently been through, the mobilization of universities against unemployment and, finally, the increase of funding during Lula's presidency. These factors took a part of extension in a new direction that has at its center the generation of work and income and the utopia of self-management. In order to understand the idea of knowledge transfer, two theoretical and methodological tools were used in a complementary way: Education and the Social Studies of Science and Technology (SSTS). In the field of Education, this thesis addresses the contributions of educators who have done a theoretical analysis of the relationship between universities and workers combined with educational practice in the context of extension. The authors are Paulo Freire, Michel Thiollent and Orlando Fals Borda. We sought to understand, through the aforementioned educators, how the idea of knowledge transfer relates to a specific type of tutelage, via knowledge, among learners and educators. From the SSTS, a multidisciplinary academic field that arose in the context of the post-war period, we strove to determine the relationship between techno-scientific knowledge and the productive sector, especially from the denial of the model of supply and demand of knowledge. Using as a basis the assertion that science and technology are social constructions, this body of work deepens the critique of the idea of knowledge transfer through three key points: knowledge is not neutral, knowledge does not stop at generating benefits for society and knowledge is not transferred. Finally, in order to contribute to the process of reflection-action of the incubators, we provide some suggestions so that their potential, as agglutinating of the process of politicization of the university, is viable. In this regard, we indicate some ways of what we believe politicized science (and technology) should be like, as Oscar Varsavsky aimed for, or Sociology-technical Adequacy with the people, as advocated by Renato Dagnino. From this perspective, we considered ITCPs as potential vehicles for teaching, research and extension in order to produce knowledge and train people beyond the logic of capital

Since the end of the nineteenth century, when they started to become popular, cooperatives are generating important debates. From the 70's, with the crisis of the Fordist production and the restructuring of production in the world, with the unemployment s growth and the loss of social rights linked to the formal work, the cooperativism resurfaces now, renovated as a alternative proposal of "other economy" within capitalism and as a possible overcoming. We analyzed the perception of workers in Solidarity Economy s cooperatives. We tried to see how the workers understand the meaning of self-management, how she(he) internalizes the ideas proposed by the Solidarity Economy s movement. At the same time, we decided to analyze gender relations in the cooperatives studied, which are formed mostly of women, and if the involvement with the proposal resulted in changes in daily work and home life. We investigated workers of projects of the Technological Incubator of Popular Cooperatives of the Federal University of São Carlos. The research studied three cooperatives in the city of São Carlos through the techniques of interviews and observation. The results show a gap between the actual practices and the movement s proposals, which indicates the character "under construction" of the Solidarity Economy in Brazil. Gender relations have not changed, remaining the same of the ordinary companies.
Desde o final do século XIX, quando surgiram e começaram a se popularizar, as cooperativas vêm gerando debates importantes. A partir da década de 70, com a crise do modelo fordista de produção e a reestruturação produtiva em todo o mundo, com o aumento do desemprego e a perda de direitos sociais vinculados a relações de assalariamento, o cooperativismo ressurge dinamizado agora como proposta alternativa de uma outra economia dentro do capitalismo e como possível superação. Analisamos aqui a percepção das trabalhadoras(es) em empreendimentos cooperativos considerados dentro da Economia Solidária. Buscou-se verificar como as(os) trabalhadoras(es) cooperadas(os) compreendem o significado da autogestão, em que medida interiorizam o ideário solidário proposto pelo movimento da Economia Solidária. Junto com isso, nos propusemos a analisar as relações de gênero nas cooperativas formadas majoritariamente por mulheres, e se de fato o envolvimento com a proposta implicou em mudanças no cotidiano do trabalho e na vida doméstica. Foram entrevistadas(os) trabalhadoras(es) participantes de projetos da Incubadora Tecnológica de Cooperativas Populares da Universidade Federal de São Carlos. A pesquisa estudou três cooperativas da cidade de São Carlos utilizando as técnicas de entrevista e observação. Os resultados apontam para um descompasso entre as práticas efetivas e as propostas do movimento, o que indica o caráter em construção da Economia Solidária no Brasil. As relações de gênero não sofreram alterações, mantendo-se tal e qual em empresas comuns.

Esta dissertação analisa qual o tipo de extensão universitária que vem sendo praticada pelas Incubadoras Tecnológicas de Cooperativas Populares (ITCPs), compreendendo-as sob a ótica da extensão universitária, da economia solidária e da inovação social. Trata-se de um estudo exploratório descritivo, de abordagem qualitativa, e estratégia de estudos de casos múltiplos. A coleta dos dados foi feita por meio de entrevistas semiestruturadas, grupos focais, pesquisa bibliográfica e documental, além da pesquisa-participante. Para se conhecer a realidade das ITCPs, foram visitadas três incubadoras de universidades públicas brasileiras. Para a análise dos dados, foi utilizado o método da triangulação dos dados aliada à Arena de Atores. Com o processamento das informações, pôde-se constatar que as ITCPs são responsáveis por oferecer às universidades mais uma opção de espaço para a extensão universitária, além de contribuir para a manutenção do princípio da indissociabilidade entre a pesquisa, o ensino e a própria extensão. O que pôde ser obtido é uma série de conclusões sobre a prática extensionista das incubadoras em economia solidária, que auxiliam na compreensão deste fenômeno. This dissertation examines what kind of university extension that has been practiced by the Technological Incubators of Popular Cooperatives (ITCPs), understanding them from the perspective of university extension, solidarity economy and social innovation. This is a descriptive exploratory study, with qualitative approach and strategy of multiple case studies. Data collection was done through semi-structured interviews, focus groups, literature and documental research, in addition to the research participant. To know the reality of ITCPs were visited three incubators of brazilian public universities. For data analysis, we used the triangulation method of data coupled with Arena of Actors. With the processing of informations, it could be seen that the ITCPs are responsible for most universities to offer a choice of space for university extension, and ensure the maintenance of the principle of inseparability between research, teaching and university extension. What has been achieved is a number of conclusions about the practical in extension by the incubators of solidarity economy, which help in understanding this phenomenon.

Over the past two decades, the South African economy has witnessed a decrease in its capacity to recruit new entrants into the formal labour market. South Africa’s economy is not producing enough employment opportunities to accommodate the influx of annual new entrants into the labour market, such as school leavers. As a result of the inadequate ability of South Africa’s formal labour market to absorb new entrants, coupled with the rising youth unemployment, the South African government has prioritised the development of small, medium and micro enterprises (SMMEs) and entrepreneurship as a means to combat these challenges. Entrepreneurship, as a recognised intervention for the development and growth of an economy through the creation of jobs and poverty alleviation, is an important topic in business literature. Many countries around the world are increasingly recognising the significant contributions that SMMEs make to the employment and income generation aspects of the economy. Despite the contributions that SMMEs and small organisations (SOs), including small service organisations (SSOs), make to the economy, they have multiple difficulties to overcome. While SOs are viewed as powerful mechanisms that contribute to economic development and growth through increasing employment opportunities and wealth, they face certain obstacles that impede their growth potential and, sometimes, even lead to failure. Business incubators are organisations established to support SOs and SMMEs and are recognised as making a significant contribution to reducing business failure. South Africa and countries all over the world are beginning to appreciate the value of incubators as salient institutions that support small organisations. Various forms of business incubators have been developed, including university business incubators (UBIs) which provide support for potential entrepreneurs through ensuring that mentoring, financing, networks and business training is available. Business incubators offer incubation programmes, which include a variety of services and networking resources, to incubates. Whilst numerous studies have been done on the services that incubators offer incubates in the international context, limited research has been conducted on the services that entrepreneurs require from a UBI in the South African context. The primary objective of this study was to determine the essential incubator services that small service organisations require from UBIs within the South African context in order to guide the formation of policy objectives, marketing strategies and marketing procedures. The target population relevant to this study was defined as owners/managers of small service organisations situated in the Vaal Triangle region of South Africa. The sampling frame for the study comprised a list of small service organisations situated in the Vaal Triangle region, as obtained from the Vaal Triangle Info Business Directory. From this sampling frame, a non-probability judgement sample of 125 owners/managers of SSOs in the auto, estate agents and property management, health care and beauty, hospitality and accommodation, and professional service industry sectors was drawn. An unsolicited calling approach was followed, whereby the researcher personally visited each small service organisation individually to request permission to partake in the study. Thereafter, self-administered questionnaires were delivered for completion by the relevant owners/managers of each participating SSO, which were collected thereafter. In order to measure their perceptions of essential UBI services, participants were requested to indicate on a six-point Likert scale the level of unimportance or importance of 41 services. The owners/managers‟ perceptions of the importance of the six UBI service constructs over the business life-cycle phases were measured using multiple-choice questions, whereby the participants were asked to choose one of the five alternatives provided. The owners/managers‟ perceived value of UBI services was measured using dichotomous questions. In addition, certain demographical data were requested from the participants. The findings of this study indicate that the owners/managers of SSOs perceive UBI services as being important. They indicated networking and professional services as the most important UBI services, followed by management services, general business services, physical facilities and financial consulting services, of which university services were perceived as being the least important. The findings suggest that the UBI services were mostly required in the pre-start-up, start-up and growth phases of the SSO‟s business life-cycle phases. While UBI services were deemed important by both young and mature organisations, the owners/managers of young organisations perceived management services as more important than those of more mature organisations. In terms of the perceived value of UBI services, the findings reveal that although owners/managers perceived the UBI services to be important, they expressed minimal interest in utilising those services. Based on the participants‟ level of agreement concerning the perceived importance of UBI services, cluster analysis revealed two clusters, namely Cluster 1 and Cluster 2. The participants in Cluster 1, comprising more female participants and young organisations, perceived the UBI services as more important than those participants in Cluster 2. Since the idea of UBIs is relatively new in South African, and given that they have yet to prove their value to industry, getting stakeholders to buy into the concept remains a daunting task. Insights gained from this study will help business incubators, universities, government and other stakeholders understand current entrepreneurs‟ perceptions towards the important UBI services required by SSOs. This, in turn, will help guide UBIs in the formation of their policy objectives, marketing strategies and marketing procedures.

Business incubation is a dynamic process of business enterprise development. Incubators nurture young firms, helping them to survive and grow during the start-up period. Among various types of incubators the university-based incubators are particularly studied. Although most university incubators are quite successful in terms of the success rate and the growth rate of tenant companies, their financial contributions to the sponsoring universities, however, are still not satisfied. It is found that behind the successful history records there are still some barriers impeding the development of an efficient incubator. In this research, a new model, which integrates merits of public and private incubators into the university incubator, is proposed for the betterment of its management scheme. The goal is to develop a successful incubator, which can earn profits not only for its own financial sustainability but also be able to generate income for the university. The outcomes of this research are summarized as follows: 1. From questionnaire survey around more than 100 university incubators around the world, this research received constructive opinions from incubator experts to support the proposed concept. This inspires the author to consider the necessity of a new incubation model for long-term sustainability. 2. The method of this survey study combines the Delphi Method and Scenario Analysis, called modified Delphi method, for worldwide survey and the Microsoft Excel method for data statistic for both of the Taiwan and worldwide surveys. By breaking down long questionnaire into two successive surveys, the replied rate did significantly increase. 3. An integrative framework for the new incubation model has been proposed for the sustainable operation of university incubator. National Taiwan University has validated this model in a similar way. 4. The process of privatization of university incubator is proposed to meet the university administrative procedure. Both of the government initialized top-down and incubator initialized bottom-up processes are considered. A Business Plan to suit for the proposed incubation company is also designed in this work. The sustainability in terms of financial status has been predicted based on some reasonable assumptions. 5. In order to verify the proposed model, three case studies through on-site visits have been carried out to compare their incubation systems and financial status up-to-date. This can provide a guideline to adjust the proposed model of this work. Finally, a comprehensive conclusion and discussions are given to summarize the contribution and future work of this research.

This case study explores the relationship of university-industry-government cooperation, with specific reference to the incubator of Penela, Portugal. This example is considered in the context of the knowledge-based economy. The main goal is to implement acquired knowledge, complement several existing studies, try to show how the triple helix model explains the role of the Incubator as a mechanism for technology transfer and how it contributes to the dynamics of innovation and entrepreneurship in the region. It describes the ties relating to formal R&D links, human resources, and informal cooperation for the sample of 13 firms based on the Penela incubator and universities. The relationship between the local authorities of the municipality of Penela and the incubator HIESE is also presented. In summarize, the impact of the above relations on the development of the agricultural and biotechnological industry of Penela is considered. The results confirm that the dynamics of relations between the scientific community (the University of Coimbra, Polytechnic Institute of Coimbra and the Pedro Nunes Institute), industry and local government (Penela Municipality) led to the emergence of the HIESE incubator, which operates as the mechanism of technology and knowledge transfer and stimulates establishing of cooperational links between university and industry, which are mostly informal. At the same time, communication between tenants is not very common. The perception by tenants of the incubator is still more like a prestigious real estate case, rather than an opportunity to develop R&D networks with the university. Besides it, the participation of universities in incubation activities does not necessarily make transfer of results of academic research through spin-offs.

Within the field of development, participation has become the normative approach in the past two decades. For development projects to be sustainable, the communication must be participatory in nature. For development projects to be sustainable and to actually contribute to the development of communities, communication has to be based on the participatory approach of development communication. Dialogue, empowerment that leads to independence and cultural identity are some of the most important principles of the participatory approach. The importance of communication aimed at development first became apparent during the modernisation paradigm. Modernisation is considered an evolutionary shift from a traditional view to a modern society. Development is seen as synonymous with westernization, industrialization and economic growth. Universities are under pressure from both the government and the industry to help with economic development and deliver graduates that can make a positive difference in their field of expertise (Grimaldi & Grandi, 2005). A university business incubator (UBI) is a business incubator located within a university. University business incubators facilitate and develop conditions and support systems that ensure young entrepreneurs with new ventures will function successfully. Business incubators support these entrepreneurs by giving them access to affordable facilities and resources such as secretarial support and office furniture. The focus is on providing entrepreneurs with specialised support, training and assistance, including research and development, risk capital and networking opportunities (Lalkaka, 1990:25). A UBI uses the university‟s resources, personnel‟s time and knowledge toward economic development efforts, reaping the benefits from the commercialisation of the university‟s own research (Grimaldi & Grandi, 2005; Mian, 1997). The Netherlands Initiative for Capacity development in Higher Education (NICHE) launched a programme in South Africa in February 2009. BEEHIVE (Bridging Business and Education by Establishing a Hub of Innovative Ventures and Expertise) is the university incubator of the North-West University‟s (NWU) Vaal Triangle Campus, which started with the operational phase of the programme in May 2012. The name was changed in 2011 to Bhive for marketing purposes. Against this background, the following research question was investigated: to what extent is the communication between stakeholders of the Bhive UI participatory? The researcher used a qualitative research method in order to collect the data. A literature study was conducted to explore the premises of the nature of the participatory approach in development communication for social change. Interviews with different stakeholders were conducted to determine their perceptions regarding the Bhive UI. Lastly, the researcher observed the Bhive UI over a period of two years. The research findings reveal that within the larger paradigm of heteroglossia there is room for improvement. This study pointed out the various areas for improvement and offered theoretically grounded recommendations.

The purposes of the research are to study the service quality indicators of Incubator of University of Technology, to compare the differences of the importance of the views on the service quality indicators between the participants, to compare the differences of the importance of the views on the service quality indicators among the participants with different backgrounds, and to provide concrete and viable suggestions to improve the service quality of Incubator of University of Technology. In order to attend the purposes of the study, the main methodologies in this study are literature analysis and questionnaire survey, in which a self-designed questionnaire is used and entitled “the service quality indicators of incubator in university of technology”. This study is for the incubators in the 22 universities of technology and for the tenants sponsored by Small and Medium Enterprise Administration of the Ministry of Economic Affairs in 2003. There were 308 questionnaires distributed. 70 out of 88 incubators’ questionnaires were returned. The rate of valid retrieval was 79.55%. 168 out of 220 tenants’ questionnaires were returned. The rate of valid retrieval was 76.36%. The feedback rate of the overall effective questionnaire was 77.27%. Synthesizing literature review and analyzing the questionnaire survey results, the major conclusions of the study are the following: 1.The quantitative indicators of the service quality of the incubator in university of technology include: more than 3 full-time staffs, nurturing rooms more than 700 square meter, the rate of occupation being more than 70%, graduated and survival rate being more than 60%, counseling the tenants more than 4 times per month, assisting the firms to apply for the government resources more than 2 times per year, assisting the firms to apply for the patents more than 1 time per year, launching professional training activities more than 24 hours per year, launching luncheons for a new line of products more than 3 times per year, the government subsidies and the incubators’ self-finance being more than 2,000,000 N.T. dollars per year and the firm''s matching funds being more than 1,000,000 N.T. dollars per year. 2.The major dimensions on the qualitative indicators of service quality are “Decision quality” and “Staff quality.” The minor dimensions are “Information quality”, ”Output quality” and “Equipment quality”. 3.The awareness of the service quality of the staffs in the incubators of the universities of technology is apparently higher than the service demand of the tenants. 4.The staffs of the incubators in public universities of technology pay more attention to nurturing service quality than those in private universities of technology. 5.The tenants of different industries have different demands in nurturing service. 6.In northern Taiwan, the incubators and tenants in universities of technology both comparatively emphasize the equipment quality.

Since 1992, the concept of “incubator for the entrepreneur ” has been introduced to speed up the upgrading of the infrastructure of the technical industry to increase the competitiveness of Taiwan. Currently, most of the resident enterprises inside university incubators are technology-based and are capital intensive. The major challenge is to raising money during the developing stage. The purpose of the thesis is to build the capital matching model between the entrepreneur and the investor by means of focusing on their criteria used by both entries. By utilizing the concept from the MIT technology forum and the technology capital network, the entrepreneur can formulate the structure to raise money during the developing stage, eliminating the risk, reducing investment expense that leads to success.

Over the past few decades, increasing attention has been paid to the contribution of Universities of Technology towards advancing the frontiers of science and technology. However, such research is descriptive and lacks a theoretical framework. Relying on the resource-based theory and incubation models, the present research is concerned with proposing a theoretical framework for the enabling factors that influence the graduation of new technology-based firms that result from the commercialisation of research and technology through to becoming established businesses from university technology business incubators. This framework is being proposed with two major objectives in mind. The first is to identify the main enabling factors that influence the graduation of new technology-based firms within university technology business incubators, which may provide a base for university stakeholders to design an appropriate incubation programme aimed at timely and successful graduation of new technology-based firms. The second is to link the development of business ideas to enabling factors that influence their progression into graduate businesses, which may provide a better understanding of how university incubation aspects work, providing theoretical insights into the incubation process of new technology-based firms. In the theoretical framework, a number of enabling factors were identified as components of the incubation process, namely stringent selection and admission criteria, administrative and legal policies, access to financial resources, access to university entrepreneurial network/mediation, and access to organisational resources and business support services. The most significant finding of the research is that there are a number of enabling factors that influence the graduation of new technology-based firms within university technology business incubators, the most significant of which are stringent selection and admission criteria, the business support services, financial resources, university entrepreneurial network/ mediation and organisational resources. Each of these factors is grouped into three stages: the pre incubation stage, the incubation stage and the graduation stage.

No contexto económico, social e laboral que Portugal atravessa, muitas perguntas se levantam ao nível da melhor forma de abordar o mercado de trabalho, quais os níveis indicados de formação e qual o nível de dependência de factores que escapam ao nosso domínio. São questões como estas que tornam mais complexa a análise do que é necessário para conseguir, após o período de estudos académicos, começar a trabalhar na área pretendida e manter estabilidade a esse nível. A proposta que apresento visa explorar esta questão ao nível da transição do mundo académico para o mundo profissional, através da criação de uma incubadora de resolução de briefings. Em primeiro lugar, esta traduzir-se-á numa nova forma de enquadrar as matérias estudadas para uma vertente mais prática. Em segundo lugar, significará uma nova forma de promover estudantes universitários, sendo que neste caso focarei a área do marketing. O objectivo principal é ajudar os estudantes universitários de marketing da Faculdade de Ciências Humanas da Universidade Católica Portuguesa na tarefa de obter uma oportunidade no mercado de trabalho actual. Desta forma, poderemos dar um novo passo em frente no que diz respeito à sua própria promoção, numa óptica de marketing pessoal, face a um emprego na área que mais desejam. Através da análise empírica que sustenta este estudo, e tendo por base o grupo específico de indivíduos entrevistados, verifico que estes têm uma percepção semelhante à que deu origem a este trabalho. De facto, além de estarmos a lidar com uma transição tensa da universidade para o mercado de trabalho, esta tensão verifica-se ao nível de dois grupos directamente responsáveis. Por um lado, e como principal objecto de estudo neste trabalho, os estudantes universitários de marketing da Faculdade de Ciências Humanas da Universidade Católica Portuguesa como parte interessada em iniciar a sua carreira na sua área de interesse. Por outro lado, a um nível mais de enquadramento no contexto do mercado de trabalho, os profissionais empregadores como parte interessada em acolhê-los nas suas equipas de trabalho. Verifico, assim, que a proposta apresentada enquadra-se dentro daquilo que ambos os grupos perspectivam como uma solução relevante para o mercado de trabalho.

Questions such as these make it more complex to analyze what one needs to, after graduating, start working in the desired area while keeping some stability. My proposal aims to explore this question regarding the transition from the academic world to the professional world, with the creation of an incubador for solving briefings. First of all, this will mean a new way to frame academic content towards a more practical use. Second, it will mean a new way to promote university students, being marketing my focus for this project. The main goal is to help university marketing students from Faculdade de Ciências Humanas in Universidade Católica Portuguesa to get an opportunity in the current job market. This way, we can achieve a next step regarding their own promotion, on a personal marketing perspective, for a job they desire. Through the empirical analysis that sustains this study, and considering the specific group of interviewed people, I realize these have a similar perception to the one which gave birth to this project. In fact, not only are we dealing with a tense transition from the university to the job market, but also one can see this tension manifest itself in the two directly responsible groups. On one hand, and as the main object of study for this work, the university marketing students from Faculdade de Ciências Humanas in Universidade Católica Portuguesa as interested party in starting their career in their preferred area. On the other hand, and more as a complementary framing regarding the job market, the hiring professionals as interested party in hiring these students for their teams. This way, my proposal presents itself as what both groups acknowledge as a relevant solution for the job market.

By offering space, instruments, research assistance, and helping to seek funding, business consultation, the incubation center effectively utilizes multiple resource to reduce the cost and risk of business start-ups and create better nurturing environment for small and medium-sized enterprises. The purpose of this research is to understand fully the concepts and essences of incubation center, to explain the methods it incubates new enterprises and its effectiveness. The incubation center of National Central University is selected because it is the only one at Taouan county that focuses on electronics machinery, optical technology, and information technology. During 2006 academic year, the total amount of investment including recurring one reached 2.4 New Taiwan dollars. This research analyzes the correlations among service quality, professional managers’ professionalism and customer satisfaction. Because of the human resource, time, and financial limits, the scope of this research is confined to one university. It locks on in-house firms, firms left, and graduating firms as pools for questionnaire and relevant documentation. the design of the questionnaire, relevant literature, the number of staff that offer in accordance with every manufacturer sends out 193 questionnaires, retrieve 121 altogether, 5 invalid questionnaires in blank, it is 116 valid questionnaires altogether, percentage of recovery is 60.10%. The development of the biotechnology industry and the management of the innovation incubation centers (IICs) have been topics that receive great attention. Taiwan has invested many resources in the development of the biotechnology industry. However, there has been no clear and outstanding result so far. Among all types of small business, IICs have been focusing on incubating biotechnology related industry. The biotechnology related industry broadly covers many fields such as bio-agriculture, animal vaccines, drugs and stem cell treatment. In addition, the regulation in biotechnology related industry is very strict. This article would like to discuss whether it is possible to use the resources of IICs to meet the need of all biotechnology companies in different fields. With the case study, this article would also describe the value of IICs to biotechnology companies which engage NTUIIC services. Through organizing the published articles, this study concludes that the key factors of managing successful regular-sized IICs are the six items listed below. Take National Taiwan University Innovation Incubation Center (NTUIIC) and the biotechnology companies that engage its services for example, he study introduced the structure of the incubation system in National Taiwan University (NTU) and the relationship between NTUIIC and NTU, and focused respectively on three fields: feeding, skill service and traditional Chinese herbal medicine. This article describes three cases from the time these three biotechnology companies engaged NTUIIC services until now, the challenges these companies faced in management process, and the supports and resources provided by NTUIIC, to analyze the value of the services provided by NTUIIC to these companies. The study results show that same IICs services provided to biotechnology companies in different fields will have enormously different impact; and different biotechnology companies need different services from IICs. The most valuable asset of NTUIIC is its academic resources. With abundant and complete resources each department in NTU has, NTUIIC can therefore satisfy the needs from biotechnology companies in many different fields. However, the service NTUIIC can provide is more related to the upgrades and development in the technology itself, not the financial or marketing services. This research is a combination of technical research and research thesis which topic on an empirical student start-up business, Hsiu. Hsiu is a new footwear brand producing creative handmade embroidered shoes in Taiwan. This start-up business has operated for 2 years (since 2012) by the researcher. Through practical experience and by documenting the incubating networks to see the relationship between incubating networks and student entrepreneurship, it was discovered that in this new venture, in addition to personal networks, the incubation center (Culture and Creativity Incubation and R&D Center) provided many opportunities for new ventures to link with external networks. This study draws on the entrepreneurial network literature to study the relationship between incubating networks and the Hsiu venture development. The entrepreneurial network is analyzed as the content is exchanged between actors, governance mechanisms in relationships, and the network structure. Four network development phases are also examined in order to explore the building process of a start-up business from its internal networks to its external networks. The basic methodologies used to achieve the research objectives are content analysis and participant observation analysis. Finally, the anticipated result provides a strategic action plan for Hsiu’s future network development.

Youth is an important resource in a country and is also a power resource, which could sustain innovation and progress of the national socio-economic development. Henceforth, it’s a priority issue as government policy to resolve the problem of youth employment in any country. One of strong issues is national innovation incubating policy. In order to enhance national competitiveness and employment, the government actively promotes innovation and entrepreneurship policies and counseling. Hopefully, youth could exclude startup barriers and to perform entrepreneurial dream. Incubation centers not only are more important roles for facilitating innovation and entrepreneurship, but also are promoters to assist SMEs in upgrading and restructuring for bringing up new businesses, new products and new technologies. In view of this, the study chiefly discusses arising from the global startup fashion, in the current incubating policy and the environment for youth, and how the role and function for the university innovation incubation center is. This study is through literature review to understand the current situation of youth entrepreneurship policies and the development process of incubation center. The study is also through in-depth interviews to find out incubation center playing the role and function in regard to youth entrepreneurship policies, its problems and developing prospects. The interviewees include directors in the entrepreneurship and incubation institutions, managers in the university innovation incubation center, experts and so on. Founding shows that the university innovation incubation centers play the service windows in innovation and entrepreneurship to promote youth entrepreneurship policy, but they should be repositioning and restructuring. The university innovation incubation center also cooperate with university affair development, integrate internal and external resources regarding industry-university, innovation, entrepreneurship, incubation and so on. They could be an effective platform for innovation and entrepreneurship resource and counseling in the university to help develop creative thinking for all students and to strengthen the mechanisms of business counseling, thereby establishing campus innovation and entrepreneurship fostering ecosystems.

A Study on University Spin-off Ventures A Case Study of Incubation Mechanisms in Taiwan and Japan Universities Abstract This study investigates and analyzes the development background, the current situation, and direction of future development of university spin-off ventures among universities in Taiwan and Japan. It offers concrete, feasible recommendations for problems encountered during incubation-related work. From the findings of this research, we discovered relevant lessons to be learned from university spin-off ventures. In order to achieve the purpose of this research, the researcher first collected relevant information on industrial-academic cooperation, university spin-off ventures, and university spin-off venture incubation in Taiwan and Japan to investigate the academic foundation of the incubation mechanism of university spin-off ventures. The study was conducted in two parts, including in-depth personal interviews and focus group interviews. In-depth group interviews carried out with regional industrial-academic cooperation centers in Taiwan, technology licensing organization in Taiwan universities, and university incubation centers in Japan and Taiwan provided valuable information. Interviews were conducted with five individuals dealing in industrial-academic cooperation and university spin-off venture incubation to facilitate the understanding of problems encountered during the incubation phase of university spin-off ventures. In focus group interviews, five individuals from incubation centers with outstanding records and representative of Taiwan were selected. These individuals are passionate about their work and are well-equipped with the background knowledge or have the hands-on experience necessary to understand keys points of the topic and were able to discuss their views clearly. It was the hope of the researcher that the issue could be better investigated by presenting different viewpoints and that the content of the dialog that took place within the group could be collected and used as core data. Through encoding and collating the data obtained through the in-depth individual and focus group interviews, the researcher came to understand the background development and present situation of incubation mechanisms in university spin-off ventures in Taiwan and Japan. The researcher analyzed, compared, and generalized the information which can be used as reference by relevant organizations. Furthermore, a conclusion was drawn and analysis provided to be used as reference by researchers studying university spin-off ventures and industrial-academic cooperation and by the National Science Council, Ministry of Education, and Ministry of Economic Affairs when formulating and implementing policies concerned with university spin-off venture incubation mechanisms.

Taiwan's industrial structure mainly consists of small- and medium-sized enterprises (SMEs). To help SMEs and new start-ups in obtaining more external technology and resources, and aid the development of enterprises, the government of Taiwan has promoted the establishment of incubation centers. Many studies have confirmed that incubation centers are an effective mechanism that encourage innovation. This study is based on an Shih Chien University Innovation Incubation Center. It intends to discuss the provision status of supporting services, usage status of incoming firms, entrepreneurial environment, organizational resources of the incubation center, and how the attributes of incoming firms impact incubation performance. By using secondary data collection and depth interviews, the following four propositions are summed up: Proposition 1. The industry environment has a positive impact on entrepreneurial intention and entrepreneurial performance. Proposition 2. Resource demand is the main reason for new start-ups to join the incubation center, and this demand will further affect entrepreneurial performance. Proposition 3. Different characteristics of incoming firms have different effects on incubation performance. Proposition 4. The industrial relationship between the professional domains of the incubation center and the incoming firms is conducive to improving the incubation performance. The conclusions of this study are as follows: Conclusions 1. In the entrepreneurial environment, the industrial environment is an important factor that influences the establishment and survival of startups. Conclusion 2. Improvement in cultivation content and resource acquisition ability of incubation centers can promote the performance of new ventures. Conclusion 3. Providing resources and know-how that cater to the characteristics of incoming firms can effectively improve incubation performance. Conclusion 4. Focused cultivation of related industries that hold certain advantages can effectively improve the incubation performance of incoming firms.

Most of the discussions about university-industry cooperation are related to technology transfer or incubator, and the discussions related to these two mechanisms are rare in Taiwan. Taiwan government conducted the affairs of university-industry cooperation in ten years ago, and separated these affairs into several parts for different departments to be in charge. The problems of inefficiency arise from the separation and experts from government and academy point out the necessary of integration. Although we know the necessary of integration, but there are not enough discussions of how to integrate. Initially, this thesis is going to clarify the definition and the scale of “university-industry cooperation” in Taiwan. Then the discussions will focus on the effect of integration, the factors of successful integration, service items, the situation of overlapping and complementarities. This thesis concludes the opinions from experts as below. First, it is necessary to integrate. Second, the key factors of successful integration are the supports of policies from universities and government, the definitude of duty, and the importance of personnel, especially the director. Neither TTO nor incubator equips with professional services. TTO is lack of the capability of evaluation and active promotion and incubator is lack of the capability of commercialization supporting. The direction of integration should be the sharing of R&D information, the support of professional consultant, the improvement of capability of evaluation and commercialization, and the cooperation of training course.

With a view to making Taiwan a center for high value-added industries, the government has improved the environment for business investment by ways of promoting the knowledge-based economy and encouraging innovation in order to add an edge to economic competition. Furthermore, the Incubation Center of the Small and Medium Enterprise Administration, Ministry of Economic Affairs, also provides a perfect incubating environment for businesses of the kind and for innovative businesses as well. It integrates industries, governments, universities and research centers in Taiwan to advance the small and medium businesses on both technology and knowledge to enhance their competitiveness in the market. The study aims to research into whether the administrative and service quality of a technological university’s incubation center, while helping the small and medium businesses to grow and take on innovation, will have some effects on their performances. The research issues surveys to the businesses still in incubation and to businesses that have finished their incubating programs. The research tools are standardized after consulting the related literatures. The methodologies adopted are: Descriptive statistical analysis, reliability analysis, mean and standard deviation analysis, importance and performance analysis. Conclusions: The survey based on businesses/industries in incubation shows 1. Administrative quality: Attitude, paper work service, and appearance tidiness of the administrators stand out in priority order. 2. Service values: The general service quality is applauded, while matters involving money and interests are not welcome. 3. Organization Innovation performance: Acceptable.
