Abstract:
This research aims to identify quality standards in physical education colleges in Libyan public universities, in relation with educational literature and the most important drivers of interest in implementing the quality assurance and accreditation system in universities. To achieve the research objectives, the descriptive method using the survey method was used. The sample consisted of ninety (90) individuals from the executive management in the colleges, thirty-eight (38) quality coordinators in the departments in the colleges, and fifty-two (52) department heads. In this research, a questionnaire form was applied that included four (4) axes and fifty-eight (58) statements, and statistical treatments were applied using the SPSS version 2020 software. The most important results of this study are that the college sets its goals based on its vision and mission in line with the needs of society through effective strategies announced in a public place to be a reference for evaluating progress in the college. It was also concluded that the college’s human resources (trainers and administrators) are sufficient to perform the tasks assigned to them through the work of committees and work teams and writing periodic reports on achievements, work performance, and development. The College Council also makes its decisions according to clear and specific tasks with the formation of distinguished work teams. One of the most important recommendations of the research is the college council’s approval of formulating the college’s vision and mission, the need to emphasize the presence of a quality and accreditation office in every college and unit for every department in the organizational structure of physical education colleges in Libyan public universities, and the necessity of developing a guideline for quality standards for accreditation in physical education colleges in Libyan public universities.

Abstract:
At present, colleges and universities attach great importance to the assessment of teachers, strengthen the assessment of college teachers, and create a team of teachers with high quality, professionalism, and vitality, which can not only fully develop and allocate human resources in colleges and universities, but also promote colleges and universities. The reform of the personnel system will continuously optimize the proportion and structural allocation of teachers’ resources in colleges and universities, improve the quality and efficiency of running schools, enhance the competitiveness and attractiveness of schools, and better achieve the school’s school-running goals. In order to obtain higher signal reconstruction accuracy and satisfy random matrix with a relatively small compression ratio, this paper combines QR decomposition, which is used to increase the column independence of random matrix, and gradient descent method, which can reduce the cross-correlation between random matrix and sparse matrix. Based on the actual situation of a certain university, this paper studies and designs a set of perfect and reasonable teacher performance appraisal system that meets the requirements of the college, analyzes and researches the current situation of teacher performance appraisal in the college, and finds out the problem. Combining the advanced concept of being good at performance appraisal with the actual situation of the college, it analyzes the problems in the teacher performance appraisal system, summarizes the reasons for the formation of the problem, further redesigns the teacher performance appraisal index system, and gives the relevant implementation of the system. The basic characteristics presented in the organization of colleges and universities will not change. With the continuous adjustment of the organization of colleges and universities, the goals of colleges and universities are also being adjusted. Colleges and universities should continuously improve the performance appraisal system of teachers to make the goals of teachers consistent with the development goals of colleges and universities, so as to continuously improve the basic quality and realization of college teachers.

Humphries, Donna Irene Nisbet. "Canadian universities : a functional analysis." Thesis, University of British Columbia, 1991. http://hdl.handle.net/2429/29672.

Full text
Abstract:
This thesis identifies a university's typical administrative structure for the purpose of establishing a framework which working university archivists can use to acquire control of university records. The organizational structure of Canadian universities is examined with respect to their functions, juridical persons, and their relative competences. This study may be defined as a "functional analysis." The intertwined concepts of function, competence, and juridical persons serve as foundations for this thesis. A function is defined as the whole of the activities, considered abstractly, necessary to accomplish one purpose. A competence is the authority to carry out a determined sphere of activities within one function. Such authority, however, has to be delegated or assigned to a given office or individual, and that office or individual is termed a juridical person. Therefore, a link is forged between a function and a competence through a juridical person, because it is a juridical person who carries out certain duties and responsibilities within a specified function. Since juridical persons create records in the course of executing their competence, a functional analysis establishes the provenance of the records and places the records of an administrative body in the context of their creation. A functional analysis also reveals and explains the relationships and bonds between the records, record series, and record groups that comprise an administration's archival residue. These objectives -- understanding the organizational structure of the administrative body, identifying its functions, determining the provenance of its records, and placing records in the context of the activities that generate them — help archivists and records managers acquire a fundamental level of intellectual control over the administrative body's records. Without this knowledge, archivists and records managers cannot proceed with any of their own practices. By studying the history and development of universities from the Middles Ages to the twentieth century, this thesis identifies four functions which are common to all universities: Sustaining Itself, Teaching, Research, and Service to the Community. A number of juridical persons, either in the form of administrative bodies or individuals who comprise the administrative structure of the university, are then examined, and the functions with which with they are entrusted are ascertained by studying their competences. As a result of this analysis, the typical organizational structure of a university is revealed, the functional provenance of records created by universities (as a whole) are identified, and its records are placed in the context of the activities that generate them.

Abstract:
Academic institutions present a unique opportunity for anaerobic digestion (AD) projects in that they have a concentrated population that generates waste, utilizes heat and electrical power, and often are motivated to implement sustainability initiatives. However, implementation of AD on college campuses in the U.S. is only beginning to emerge and data required to size and operate digesters are limited. This paper provides formulae to estimate food waste generated at college and university campuses base upon data collected at the Rochester Institute of Technology. Bottom-up and top-down estimates are presented and results are compared to an extensive review of publicly available data from other colleges and universities. The bottom-up methodology resulted in a lower estimate (18 kg food waste/enrolled student) than the top-down estimate (29 kg/enrolled student). Both were significantly lower than the estimate previously reported in the literature (64 kg/enrolled student). Bench-scale co-digestion experiments of the food waste with dairy manure resulted in a methane yield of 437 ml CH4/g VS. Applying this methodology to only 4-year colleges in New York State has the potential to generate 27 million GJ of energy from food waste.
