The author, an architect-planner, Urbio, S.A., Panama, graduate of the School of Architecture, University of Panama, the Institut d'Urbanisme, University of Paris, and Institute for Housing and Urban Development Studies, Rotterdam, The Netherlands, has held key positions in a variety of public and private planning agencies as a consultant and specialist in Geographic Information Systems (G.I.S.) for major development projects in Panama such as Land Use and Traffic Study of the Port of Balboa; Development Plan for Sherman-San Lorenzo; La Cuenca Hidrográfica del Canal de Panamá: Posibilidades de un Desarrollo Sustentable (The Hydrographical Basin of the Panama Canal: Possibilities for Sustainable Development); Metodologías de Avalúo de los Terrenos Revertidos del Area del Canal (Methodologies for the Valuation of Reverted Land of the Area of the Canal); and Estudio Urbanístico y Demográfico del Area Metropolitana de Panamá (Urban and Demographic Study of the Metropolitan Regionof Panama). Alvaro Uribe has also published La Ciudad Fragmentada (The Fragmented City), an essay on urban development in Panama City (Panama City, CELA, Ediciones Formato Dieciséis, 1989), and a considerable number of papers and a study report on the subject of this paper and other related projects. He is a member of the World Society for Ekistics (WSE). Przyszły twórca krakowskiej szkoły układów dynamicznych miał okazję spotkać, m.in. następujących matematyków: M. Artin, A. Grothendieck, N. Kuiper, B. Malgrange, J. Mather, P. Deligne, R. Thom, Ch. Zeeman. Artykuł powstał dzięki wspomnieniom współuczestnika pobytu we Francji – Jacka Bochnaka, dzisiaj znanego profesora Vrije Universiteit Amsterdam. On Andrzej Pelczar’s meetings with French mathematicians in the academic year 1967/68 The article familiarizes the readers with the stay of A. Pelczar (1937–2010) in France and his encounters with mathematicians working and staying in the prestigious Institut des Hautes Études Scientifiques in Bures-sur-Yvette (IHÉS) and Université Paris XI (Faculté des Sciences d’Orsay). The future founder of the Kraków school of dynamical systems had an opportunity to meet the following mathematicians, among others: M. Artin, A. Grothendieck, N. Kuiper, B. Malgrange, J. Mather, P. Deligne, R. Thom, Ch. Zeeman. The article was written thanks to the memories of Jacek Bochnak, the companion of Pelczar in France, nowadays a renowned professor of the Vrije Universiteit Amsterdam.

Dirigido por Marc Vuillermoz, cuenta con un notable equipo de filólogos y especialistas en estudios teatrales. The papers in this volume were originally presented at the Workshop on Bantu Wh-questions, held at the Institut des Sciences de l’Homme, Université Lyon 2, on 25-26 March 2011, which was organized by the French-German cooperative project on the Phonology/Syntax Interface in Bantu Languages (BANTU PSYN). This project, which is funded by the ANR and the DFG, comprises three research teams, based in Berlin, Paris and Lyon. The Berlin team, at the ZAS, is: Laura Downing (project leader) and Kristina Riedel (post-doc). The Paris team, at the Laboratoire de phonétique et phonologie (LPP; UMR 7018), is: Annie Rialland (project leader), Cédric Patin (Maître de Conférences, STL, Université Lille 3), Jean-Marc Beltzung (post-doc), Martial Embanga Aborobongui (doctoral student), Fatima Hamlaoui (post-doc). The Lyon team, at the Dynamique du Langage (UMR 5596) is: Gérard Philippson (project leader) and Sophie Manus (Maître de Conférences, Université Lyon 2). These three research teams bring together the range of theoretical expertise necessary to investigate the phonology-syntax interface: intonation (Patin, Rialland), tonal phonology (Aborobongui, Downing, Manus, Patin, Philippson, Rialland), phonology-syntax interface (Downing, Patin) and formal syntax (Riedel, Hamlaoui). Abstract:
Mali is a country with a rich history and diverse cultures. Its cultural heritage is, however, threatened by both the pillage of archaeological sites and illicit trade (ICOM 1995; Bedaux & Rowlands, this volunle). Looting has dramatically increased in recent years, especially in the Inland Delta of the Niger, and has obliged Malian authorities to take measures to counteract this destruction. Within the framework of a long-term Malian-Dutch cultural heritage programme, the Rijksmuseum voor Volkenkunde at Leiden recently initiated large-scale excavations in the Inland Niger Delta at Dia, in close cooperation with the Université du Mali, the Institut des Sciences Humaines and the Musée National du Mali in Bamako, the Mission Culturelle in Djenné, the Universities of Paris I and VI, the C.N.R.S., University College London and Leiden University. This excavation, financed principally by the Dutch Ministry of Foreign Affairs, started in 1998 and will continue until 2004. It is a continuation of previous international programmes of site survey and documentation in the Inland Niger Delta, which the Institut des Sciences Humaines in Bamako has co-ordinated over the past two decades (e.g. Raimbault & Sanogo 1991; Dembele et al. 1993; Togola 1996). An initial season of prospection was carried out in 1998 in the Inland Delta, following which the vicinity of Dia was chosen as the principal research zone for the project.

Aposentada desde 2009, é atualmente pesquisadora associada do Laboratoire de Recherche Historique Rhône-Alpes (LARHA), École Normale Supérieure (ENS) de Lyon, França (http://larhra.ish-lyon.cnrs.fr/membre/118). Reconhecida internacionalmente em seu campo de atuação e pesquisa, se tornou referência, no Brasil e em diversos outros países do mundo, na área de Educação. Dedica-se, sobretudo, ao estudo de temas como a história da escolarização da leitura e da escrita, os métodos de ensino da leitura na França e em outros países da Europa Ocidental e, mais amplamente, a história da formação dos professores, das práticas de ensino e dos materiais didáticos. Coorientou diversas teses de doutorado estrangeiras, especialmente de universidades brasileiras, e supervisionou vários pesquisadores(as) em atividades de pós-doutorado, oriundos de diversos países, inclusive o Brasil. É autora de inúmeras publicações, dentre as quais se incluem livros, capítulos de livros e artigos em periódicos, em diferentes idiomas (inglês, espanhol, português, além de francês). Destacam-se os livros “Discours sur la lecture (1880-1980)”, em coautoria com Jean Hébrard, traduzida para o português e o espanhol e reeditada em 2000, com ampliação do recorte temporal (1880-2000), e “L’école et la lecture obligatoire”, publicada em 2007 e reeditada em 2014, obra que constitui uma síntese de anos de pesquisa sobre a história da leitura e do seu ensino. Em português, publicou, além de numerosos capítulos de livros e artigos em periódicos, as seguintes obras: “Práticas de leitura e escrita: história e atualidade” (Ceale-UFMG, Autêntica), em 2007; “Discursos sobre a leitura (1880-1980)” (Ática), em coautoria com Jean Hébrard, em 1995; “Ler e escrever: entrando no mundo da escrita” (Artes Médicas), em coautoria com Christiane Clesse e Jean Hébrard, em 1996.

Abstract:
For political scientists, and particularly scholars and students of Africa, Crawford Young needs litde introduction. However, as he has now achieved an emeritus status at the University of Wisconsin, Madison, it is time to present his intimate understanding of African politics in the last forty years.Born in Philadelphia in November 1931, Young received his B.A, from the University of Michigan in 1953. He studied at the Institute of Historical Research at the University of London from 1955 to 1956 and at die Institut d'Etudes Politiques, University of Paris, from 1956 to 1957. He dien entered graduate school at Harvard University, completing his doctorate degree in political science in 1964. In 1963 Young was offered an assistant professor position by the Department of Political Science at die University of Wisconsin–Madison. He remained tiiere for his entire career, retiring in January 2001. He has held visiting professorships at Makerere University in Kampala, Uganda (1965–66), and at the University of Dakar in Senegal (1987–88). He also served as dean of the Faculty of Social Science at the Université Nationale du Zaire from 1973 to 1975. Among his publications are twelve monographs, over one hundred articles, and chapters in numerous books. Several of Young's works have been translated into different languages.Young's professional career includes extended field research in Congo-Kinshasa, Senegal, and Uganda. He has received many prestigious awards such as the Herskovits Prize (African Studies Association) and the Ralph Bunche Award (American Political Science Association) for The Politics of Cultural Pluralism (Wisconsin, 1976), and the Gregory Luebbert Prize (APSA) for The African Colonial State in Comparative Perspective (Yale, 1994).

Jacques Fontanille é um dos expoentes da semiótica de tradição greimasiana, tendo participado como um dos discípulos e estudiosos mais próximos do reconhecido semioticista Algirdas-Julien Greimas nos círculos de debates dos seus Seminaires em Paris, aos quais dá continuidade juntamente com outros pesquisadores de destaque pela criação dos Séminaires Intersémiotiques de Paris. Doutor em Semiótica pela Universidade de Paris IV-Sorbonne e docente da Université de Limoges, onde fundou o Centre de Recherches Sémiotiques – CERES (Centro de Pesquisas Semióticas) e atuou como reitor. Fontanille é Professor Emérito do Institut Universitaire de France. Em seus trabalhos, mantém articulação com a semiótica fundadora, sem deixar de fazer importantes desdobramentos para as investigações atuais, sobretudo trazendo novos objetos de investigação a esse domínio de conhecimento. Além disso, tem uma vasta e referenciada obra, com a publicação de dezenas de livros e artigos, muitos deles traduzidos para diversas línguas. BackgroundToday, there are still no DMARDs licensed for primary Sjögren Syndrome (pSS) patients. Among the explanations, are the limitations of current outcome measures used as primary endpoints: e.g; high placebo response rate, evaluation of either symptoms or systemic activity, and important features not being assessed. The NECESSITY consortium (https://www.necessity-h2020.eu/), including pSS experts from academia, pharmaceutical industry and patient groups formed to develop a new composite responder index, the Sjögren’s Tool for Assessing Response (STAR) that solve the issues of current outcome measures in pSS and is intended for use in clinical trials as an efficacy endpoint.ObjectivesTo develop a composite responder index in primary Sjögren’s syndrome (pSS): the STAR.MethodsTo develop the STAR, the NECESSITY consortium used data-driven methods, based on 9 randomized controlled trials (RCTs), and consensus techniques, involving 78 experts and 20 patients. Based on reanalysis of rituximab trials (TRACTISS and TEARS) and literature review, the Delphi panel identified a core set of domains to include in the STAR, with their respective outcome measures. STAR options combining these domains were designed and proposed to the panel to select and improve them. For each STAR option, sensitivity to change was estimated by the C-index (derived from Effect size) in all 9 RCTs. Delphi rounds were run for selecting STAR among these options. The Delphi panel also voted to classify trials as positive, negative or “in between” in regards to primary but also key secondary endpoints. For the options remaining before the final vote, meta-analyses of the RCTs were performed separately for positive and “in between” trials together, and for negative trials.ResultsThe Delphi panel identified 5 core domains (systemic activity, patient symptoms, lachrymal gland function, salivary gland function and biological parameters), and 227 STAR options, combining these domains, were selected to be tested for sensitivity to change. After two Delphi rounds, meta-analyses of the 20 remaining options were performed. The candidate STAR was selected by a final vote based on metrological properties and clinical relevance. In positive/in between trials, candidate STAR detected a difference between arms (OR 3.29, 95%-CI [2.07;5.22], whereas it did not in negative trials (OR 1.53, 95%-CI [0.81;2.91]).ConclusionThe candidate STAR is a composite responder index, including in a single tool all main disease features, and is designed for use as a primary endpoint in pSS RCTs. Its rigorous and consensual development process ensures its face and content validity. The candidate STAR showed good sensitivity and specificity to change. The candidate STAR will be prospectively validated in a dedicated three arms RCT of the NECESSITY consortium that will evaluate combination of synthetic DMARDs (hydroxychloroquine + lefunomide or hydroxychloroquine + mycophenolate vs placebo). Os projetos urbanísticos de Attilio Corrêa Lima elaborados para Goiânia, no período de 1932 a 1935, são objeto de análise nos seus aspectos morfológicos, simbólicos e da sua evolução urbana a partir de fontes primárias. Attilio C. Lima idealizou uma cidade moderna sobre uma tábula rasa, influenciado pelos paradigmas da escola francesa de urbanismo, o Institut d'Urbanisme de Paris (IUUP). Entre a capital planejada, materializada e modificada há lacunas a serem investigadas esclarecendo as diversas camadas construídas. Corrêa Lima realizou não só os projetos urbanísticos para a nova capital de Goiás, como também o primeiro plano diretor da cidade. As leituras de fontes primárias, dos planos originais, documentos e de imagens permitem o resgate de um período da história da implantação da cidade de Goiânia envolta em mitos e contradições.

AbstractIn December 2019, the 13th revision of the International Geomagnetic Reference Field (IGRF) was released by the International Association of Geomagnetism and Aeronomy (IAGA) Division V Working Group V-MOD. This revision comprises two new spherical harmonic main field models for epochs 2015.0 (DGRF-2015) and 2020.0 (IGRF-2020) and a model of the predicted secular variation for the interval 2020.0 to 2025.0 (SV-2020-2025). The models were produced from candidates submitted by fifteen international teams. These teams were led by the British Geological Survey (UK), China Earthquake Administration (China), Universidad Complutense de Madrid (Spain), University of Colorado Boulder (USA), Technical University of Denmark (Denmark), GFZ German Research Centre for Geosciences (Germany), Institut de physique du globe de Paris (France), Institut des Sciences de la Terre (France), Pushkov Institute of Terrestrial Magnetism, Ionosphere and Radio Wave Propagation (Russia), Kyoto University (Japan), University of Leeds (UK), Max Planck Institute for Solar System Research (Germany), NASA Goddard Space Flight Center (USA), University of Potsdam (Germany), and Université de Strasbourg (France). The candidate models were evaluated individually and compared to all other candidates as well to the mean, median and a robust Huber-weighted model of all candidates. These analyses were used to identify, for example, the variation between the Gauss coefficients or the geographical regions where the candidate models strongly differed. The majority of candidates were sufficiently close that the differences can be explained primarily by individual modeling methodologies and data selection strategies. None of the candidates were so different as to warrant their exclusion from the final IGRF-13. The IAGA V-MOD task force thus voted for two approaches: the median of the Gauss coefficients of the candidates for the DGRF-2015 and IGRF-2020 models and the robust Huber-weighted model for the predictive SV-2020-2025. In this paper, we document the evaluation of the candidate models and provide details of the approach used to derive the final IGRF-13 products. We also perform a retrospective analysis of the IGRF-12 SV candidates over their performance period (2015–2020). Our findings suggest that forecasting secular variation can benefit from combining physics-based core modeling with satellite observations.

A omissão da jurisprudência da Corte Interamericana de Direitos Humanos em matéria de direitos econômicos, sociais e culturais the Inter-American Court of Human Rights’ CASE LAW omission WITH regard TO economic, social and cultural rights Monique Fernandes Santos Matos* RESUMO: A proteção aos direitos sociais, econômicos e culturais (DESC) no Sistema Interamericano de Direitos Humanos é marcada por uma grave ambiguidade no que diz respeito à diferença entre a ampla normatização desses direitos oferecida por este sistema regional e o baixo grau de judiciabilidade e reconhecimento de suas violações pela Corte Interamericana de Direitos humanos (Corte IDH). Poucos são os casos envolvendo violações a DESC jugados pela corte, e menos ainda os que obtiveram manifestação expressa quanto a tais violações. A análise das decisões proferidas nos casos julgados pela Corte IDH envolvendo DESC apontam para uma omissão recorrente em analisar a violação ao direito ao desenvolvimento progressivo dos direitos econômicos, sociais, e culturais, o que somente tem ocorrido quando grupos em situação de especial vulnerabilidade social estão envolvidos. Tal omissão, aliada à construção jurisprudencial da corte no sentido de que a violação a tal direito somente pode ser verificado quando parte relevante da população de um Estado está envolvida, enfraquece a defesa dos DESC, e contribui para a continuidade da visão dos DESC como meras metas políticas, com caráter programático. Não abordaremos, dado aos limites desse trabalho, as questões de ordem políticas e econômicas que são latentes ao problema da baixa efetividade dos DESC. A importância do estudo da jurisprudência da Corte IDH em matéria de DESC está em possibilitar uma análise crítica do que já se construiu, sugerindo uma correção de rumos, no sentido de garantir uma proteção efetiva e, consequentemente, uma maior expansão dos DESC no contexto regional americano. ABSTRACT: The protection of economic, social and cultural rights (ECOSOC rights) in the Inter-American System of Human Rights is marked by a serious ambiguity with regard to the difference between the broad regulation of those rights provided by this regional system and the low degree of justiciability and recognition of their violations by the Inter-American Court of Human Rights. Few cases involving violations of ECOSOC rights have been judged by the court, and even fewer have obtained express opinion to such violations. The analysis of judgments delivered in the cases judged by the ICHR involving ECOSOC rights point to a recurring failure to analyze the violation of the right to the progressive development of the ECOSOC rights, which has only occurred when groups in vulnerable situations are involved. This omission, coupled with the judicial construction of the court that the violations of such right can only be checked when the relevant part of the population of a State is concerned, weakens the defense of the ECOSOC rights, and contributes to the continuity of the vision of them as mere policies, with programmatic character. We will not cover, given the limits of this work, issues of political and economic nature that are latent to the problem of low effectiveness of the ECOSOC rights. The relevance of the ICHR’s case law study regarding the ECOSOC rights lies on enabling a critical analysis of what has already been built, suggesting a course correction, in the sense to ensure an effective protection and, consequently, a greater expansion of the ECOSOC rights in the American regional context.
