Abstract:
The article outlines the main definitions and characteristics of motivation to study as a psychological and pedagogical concept. Authors identify ways of forming pupils’ motivation to study in foreign countries, in particular taking the examples of the United States (according to the research by scientists at Harvard University) and Finland (successful Finnish education system). The authors reveal distinctive features of motivation development in the conditions of ongoing online studies; analyze the results of an online survey of 8.056 parents whose children study in secondary schools of Ukraine with distance learning according to the school program during the long-term quarantine period of 2020. Based on the results of the study the authors formulate two groups of ways to motivate students to study online which are recommended to teachers and parents of students. In order to motivate students during ongoing quarantine, teachers should establish good video communication, during which students are able not only to see their teacher, but also to communicate with him/her. During the quarantine in March-April 2020, the platforms Zoom and Skype were most often used for video conferencing. According to the results of the analysis of foreign experience, the following way of motivation is formulated: to give students tasks as close as possible to everyday life situations. A good way to motivate slow students and students with a mediocre level of performance can be the selection of easy tasks, so that the student, having completed them, experienced a sense of success and victory. To form the motivation of students to online learning at home, parents can use the following recommendations: to organize the learning process by making a schedule of classes, breaks, time for self-training and rest; to arrange a workplace with which the student should associate the learning process; take care of the student's appearance and his physical readiness to learn; think in advance about the ways of motivation that the teacher will use (reminders, praise, encouragement). Parents should be careful about material rewards as a way to motivate students to learn.

Introduction I think the Privacy Act is a huge edifice to protect the minority of things that could go wrong. I’ve got a good example for you, I’m just trying to think … yeah the worst one I’ve ever seen was the Balga Youth Program where we took these students on a reward excursion all the way to Fremantle and suddenly this very alienated kid started to jump under a bus, a moving bus so the kid had to be restrained. The cops from Fremantle arrived because all the very good people in Fremantle were alarmed at these grown-ups manhandling a kid and what had happened is that DCD [Department of Community Development] had dropped him into the program but hadn’t told us that this kid had suicide tendencies. No, it’s just chronically bad. And there were caseworkers involved and … there is some information that we have to have that doesn’t get handed down. Rather than a blanket rule that everything’s confidential coming from them to us, and that was a real live situation, and you imagine how we’re trying to handle it, we had taxis going from Balga to Fremantle to get staff involved and we only had to know what to watch out for and we probably could have … well what you would have done is not gone on the excursion I suppose (School Principal, quoted in Balnaves and Luca 49). These comments are from a school principal in Perth, Western Australia in a school that is concerned with “at-risk” students, and in a context where the Commonwealth Privacy Act 1988 has imposed limitations on their work. Under this Act it is illegal to pass health, personal or sensitive information concerning an individual on to other people. In the story cited above the Department of Community Development personnel were apparently protecting the student’s “negative right”, that is, “freedom from” interference by others. On the other hand, the principal’s assertion that such information should be shared is potentially a “positive right” because it could cause something to be done in that person’s or society’s interests. Balnaves and Luca noted that positive and negative rights have complex philosophical underpinnings, and they inform much of how we operate in everyday life and of the dilemmas that arise (49). For example, a ban on euthanasia or the “assisted suicide” of a terminally ill person can be a “positive right” because it is considered to be in the best interests of society in general. However, physicians who tacitly approve a patient’s right to end their lives with a lethal dose by legally prescribed dose of medication could be perceived as protecting the patient’s “negative right” as a “freedom from” interference by others. While acknowledging the merits of collaboration between people who are working to improve the wellbeing of students “at-risk”, this paper examines some of the barriers to collaboration. Based on both primary and secondary sources, and particularly on oral testimonies, the paper highlights the tension between privacy as a negative right and collaborative helping as a positive right. It also points to other difficulties and dilemmas within and between the institutions engaged in this joint undertaking. The authors acknowledge Michel Foucault’s contention that discourse is power. The discourse on privacy and the sharing of information in modern societies suggests that privacy is a negative right that gives freedom from bureaucratic interference and protects the individual. However, arguably, collaboration between agencies that are working to support individuals “at-risk” requires a measured relaxation of the requirements of this negative right. Children and young people “at-risk” are a case in point. Towards Collaboration From a series of interviews conducted in 2004, the school authorities at Balga Senior High School and Midvale Primary School, people working for the Western Australian departments of Community Development, Justice, and Education and Training in Western Australia, and academics at the Edith Cowan and Curtin universities, who are working to improve the wellbeing of students “at-risk” as part of an Australian Research Council (ARC) project called Smart Communities, have identified students “at-risk” as individuals who have behavioural problems and little motivation, who are alienated and possibly violent or angry, who under-perform in the classroom and have begun to truant. They noted also that students “at-risk” often suffer from poor health, lack of food and medication, are victims of unwanted pregnancies, and are engaged in antisocial and illegal behaviour such as stealing cars and substance abuse. These students are also often subject to domestic violence (parents on drugs or alcohol), family separation, and homelessness. Some are depressed or suicidal. Sometimes cultural factors contribute to students being regarded as “at-risk”. For example, a social worker in the Smart Communities project stated: Cultural factors sometimes come into that as well … like with some Muslim families … they can flog their daughter or their son, usually the daughter … so cultural factors can create a risk. Research elsewhere has revealed that those children between the ages of 11-17 who have been subjected to bullying at school or physical or sexual abuse at home and who have threatened and/or harmed another person or suicidal are “high-risk” youths (Farmer 4). In an attempt to bring about a positive change in these alienated or “at-risk” adolescents, Balga Senior High School has developed several programs such as the Youth Parents Program, Swan Nyunger Sports Education program, Intensive English Centre, and lower secondary mainstream program. The Midvale Primary School has provided services such as counsellors, Aboriginal child protection workers, and Aboriginal police liaison officers for these “at-risk” students. On the other hand, the Department of Community Development (DCD) has provided services to parents and caregivers for children up to 18 years. Academics from Edith Cowan and Curtin universities are engaged in gathering the life stories of these “at-risk” students. One aspect of this research entails the students writing their life stories in a secured web portal that the universities have developed. The researchers believe that by engaging the students in these self-exploration activities, they (the students) would develop a more hopeful outlook on life. Though all agencies and educational institutions involved in this collaborative project are working for the well-being of the children “at-risk”, the Privacy Act forbids the authorities from sharing information about them. A school psychologist expressed concern over the Privacy Act: When the Juvenile Justice Department want to reintroduce a student into a school, we can’t find out anything about this student so we can’t do any preplanning. They want to give the student a fresh start, so there’s always that tension … eventually everyone overcomes [this] because you realise that the student has to come to the school and has to be engaged. Of course, the manner and consequences of a student’s engagement in school cannot be predicted. In the scenario described above students may have been given a fair chance to reform themselves, which is their positive right but if they turn out to be at “high risk” it would appear that the Juvenile Department protected the negative right of the students by supporting “freedom from” interference by others. Likewise, a school health nurse in the project considered confidentiality or the Privacy Act an important factor in the security of the student “at-risk”: I was trying to think about this kid who’s one of the children who has been sexually abused, who’s a client of DCD, and I guess if police got involved there and wanted to know details and DCD didn’t want to give that information out then I’d guess I’d say to the police “Well no, you’ll have to talk to the parents about getting further information.” I guess that way, recognising these students are minor and that they are very vulnerable, their information … where it’s going, where is it leading? Who wants to know? Where will it be stored? What will be the outcomes in the future for this kid? As a 14 year old, if they’re reckless and get into things, you know, do they get a black record against them by the time they’re 19? What will that information be used for if it’s disclosed? So I guess I become an advocate for the student in that way? Thus the nurse considers a sexually abused child should not be identified. It is a positive right in the interest of the person. Once again, though, if the student turns out to be at “high risk” or suicidal, then it would appear that the nurse was protecting the youth’s negative right—“freedom from” interference by others. Since collaboration is a positive right and aims at the students’ welfare, the workable solution to prevent the students from suicide would be to develop inter-agency trust and to share vital information about “high-risk” students. Dilemmas of Collaboration Some recent cases of the deaths of young non-Caucasian girls in Western countries, either because of the implications of the Privacy Act or due to a lack of efficient and effective communication and coordination amongst agencies, have raised debates on effective child protection. For example, the British Laming report (2003) found that Victoria Climbié, a young African girl, was sent by her parents to her aunt in Britain in order to obtain a good education and was murdered by her aunt and aunt’s boyfriend. However, the risk that she could be harmed was widely known. The girl’s problems were known to 6 local authorities, 3 housing authorities, 4 social services, 2 child protection teams, and the police, the local church, and the hospital, but not to the education authorities. According to the Laming Report, her death could have been prevented if there had been inter-agency sharing of information and appropriate evaluation (Balnaves and Luca 49). The agencies had supported the negative rights of the young girl’s “freedom from” interference by others, but at the cost of her life. Perhaps Victoria’s racial background may have contributed to the concealment of information and added to her disadvantaged position. Similarly, in Western Australia, the Gordon Inquiry into the death of Susan Taylor, a 15 year old girl Aboriginal girl at the Swan Nyungah Community, found that in her short life this girl had encountered sexual violation, violence, and the ravages of alcohol and substance abuse. The Gordon Inquiry reported: Although up to thirteen different agencies were involved in providing services to Susan Taylor and her family, the D[epartment] of C[ommunity] D[evelopment] stated they were unaware of “all the services being provided by each agency” and there was a lack of clarity as to a “lead coordinating agency” (Gordon et al. quoted in Scott 45). In this case too, multiple factors—domestic, racial, and the Privacy Act—may have led to Susan Taylor’s tragic end. In the United Kingdom, Harry Ferguson noted that when a child is reported to be “at-risk” from domestic incidents, they can suffer further harm because of their family’s concealment (204). Ferguson’s study showed that in 11 per cent of the 319 case sample, children were known to be re-harmed within a year of initial referral. Sometimes, the parents apply a veil of secrecy around themselves and their children by resisting or avoiding services. In such cases the collaborative efforts of the agencies and education may be thwarted. Lack of cultural education among teachers, youth workers, and agencies could also put the “at-risk” cultural minorities into a high risk category. For example, an “at-risk” Muslim student may not be willing to share personal experiences with the school or agencies because of religious sensitivities. This happened in the UK when Khadji Rouf was abused by her father, a Bangladeshi. Rouf’s mother, a white woman, and her female cousin from Bangladesh, both supported Rouf when she finally disclosed that she had been sexually abused for over eight years. After group therapy, Rouf stated that she was able to accept her identity and to call herself proudly “mixed race”, whereas she rejected the Asian part of herself because it represented her father. Other Asian girls and young women in this study reported that they could not disclose their abuse to white teachers or social workers because of the feeling that they would be “letting down their race or their Muslim culture” (Rouf 113). The marginalisation of many Muslim Australians both in the job market and in society is long standing. For example, in 1996 and again in 2001 the Muslim unemployment rate was three times higher than the national total (Australian Bureau of Statistics). But since the 9/11 tragedy and Bali bombings visible Muslims, such as women wearing hijabs (headscarves), have sometimes been verbally and physically abused and called ‘terrorists’ by some members of the wider community (Dreher 13). The Howard government’s new anti-terrorism legislation and the surveillance hotline ‘Be alert not alarmed’ has further marginalised some Muslims. Some politicians have also linked Muslim asylum seekers with terrorists (Kabir 303), which inevitably has led Muslim “at-risk” refugee students to withdraw from school support such as counselling. Under these circumstances, Muslim “at-risk” students and their parents may prefer to maintain a low profile rather than engage with agencies. In this case, arguably, federal government politics have exacerbated the barriers to collaboration. It appears that unfamiliarity with Muslim culture is not confined to mainstream Australians. For example, an Aboriginal liaison police officer engaged in the Smart Communities project in Western Australia had this to say about Muslim youths “at-risk”: Different laws and stuff from different countries and they’re coming in and sort of thinking that they can bring their own laws and religions and stuff … and when I say religions there’s laws within their religions as well that they don’t seem to understand that with Australia and our laws. Such generalised misperceptions of Muslim youths “at-risk” would further alienate them, thus causing a major hindrance to collaboration. The “at-risk” factors associated with Aboriginal youths have historical connections. Research findings have revealed that indigenous youths aged between 10-16 years constitute a vast majority in all Australian States’ juvenile detention centres. This over-representation is widely recognised as associated with the nature of European colonisation, and is inter-related with poverty, marginalisation and racial discrimination (Watson et al. 404). Like the Muslims, their unemployment rate was three times higher than the national total in 2001 (ABS). However, in 1998 it was estimated that suicide rates among Indigenous peoples were at least 40 per cent higher than national average (National Advisory Council for Youth Suicide Prevention, quoted in Elliot-Farrelly 2). Although the wider community’s unemployment rate is much lower than the Aboriginals and the Muslims, the “at-risk” factors of mainstream Australian youths are often associated with dysfunctional families, high conflict, low-cohesive families, high levels of harsh parental discipline, high levels of victimisation by peers, and high behavioural inhibition (Watson et al. 404). The Macquarie Fields riots in 2005 revealed the existence of “White” underclass and “at-risk” people in Sydney. Macquarie Fields’ unemployment rate was more than twice the national average. Children growing up in this suburb are at greater risk of being involved in crime (The Age). Thus small pockets of mainstream underclass youngsters also require collaborative attention. In Western Australia people working on the Smart Communities project identified that lack of resources can be a hindrance to collaboration for all sectors. As one social worker commented: “government agencies are hierarchical systems and lack resources”. They went on to say that in their department they can not give “at-risk” youngsters financial assistance in times of crisis: We had a petty cash box which has got about 40 bucks in it and sometimes in an emergency we might give a customer a couple of dollars but that’s all we can do, we can’t give them any larger amount. We have bus/metro rail passes, that’s the only thing that we’ve actually got. A youth worker in Smart Communities commented that a lot of uncertainty is involved with young people “at-risk”. They said that there are only a few paid workers in their field who are supported and assisted by “a pool of volunteers”. Because the latter give their time voluntarily they are under no obligation to be constant in their attendance, so the number of available helpers can easily fluctuate. Another youth worker identified a particularly important barrier to collaboration: because of workers’ relatively low remuneration and high levels of work stress, the turnover rates are high. The consequence of this is as follows: The other barrier from my point is that you’re talking to somebody about a student “at-risk”, and within 14 months or 18 months a new person comes in [to that position] then you’ve got to start again. This way you miss a lot of information [which could be beneficial for the youth]. Conclusion The Privacy Act creates a dilemma in that it can be either beneficial or counter-productive for a student’s security. To be blunt, a youth who has suicided might have had their privacy protected, but not their life. Lack of funding can also be a constraint on collaboration by undermining stability and autonomy in the workforce, and blocking inter-agency initiatives. Lack of awareness about cultural differences can also affect unity of action. The deepening inequality between the “haves” and “have-nots” in the Australian society, and the Howard government’s harshness on national security issues, can also pose barriers to collaboration on youth issues. Despite these exigencies and dilemmas, it would seem that collaboration is “the only game” when it comes to helping students “at-risk”. To enhance this collaboration, there needs to be a sensible modification of legal restrictions to information sharing, an increase in government funding and support for inter-agency cooperation and informal information sharing, and an increased awareness about the cultural needs of minority groups and knowledge of the mainstream underclass. Abstract:
On 23 August 2005, John Howard, then Prime Minister, called together Muslim ‘representatives’ from around the nation for a Muslim Summit in response to the London bombings in July of that year. One of the outcomes of the two hour summit was a Statement of Principles committing Muslim communities in Australia to resist radicalisation and pursue a ‘moderate’ Islam. Since then the ill-defined term ‘moderate Muslim’ has been used in both the political and media discourse to refer to a preferred form of Islamic practice that does not challenge the hegemony of the nation state and that is coherent with the principles of secularism. Akbarzadeh and Smith conclude that the terms ‘moderate’ and ‘mainstream’ are used to describe Muslims whom Australians should not fear in contrast to ‘extremists’. Ironically, the policy direction towards regulating the practice of Islam in Australia in favour of a state defined ‘moderate’ Islam signals an attempt by the state to mediate the practice of religion, undermining the ethos of secularism as it is expressed in the Australian Constitution. It also – arguably – impacts upon the citizenship rights of Australian Muslims in so far as citizenship presents not just as a formal set of rights accorded to an individual but also to democratic participation: the ability of citizens to enjoy those rights at a substantive level. Based on the findings of research into how Australian Muslims and members of the broader community are responding to the political and media discourses on terrorism, this article examines the impact of these discourses on how Muslims are practicing citizenship and re-defining an Australian Muslim identity. Free Speech Free speech has been a hallmark of liberal democracies ever since its defence became part of the First Amendment to the United States Constitution. The Australian Constitution does not expressly contain a provision for free speech. The right to free speech in Australia is implied in Australia’s ratification of the United Nations Universal Declaration of Human Rights (UDHR), article 19 of which affirms: Article 19. Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers. The ultimate recent endorsement of free speech rights, arguably associated with the radical free speech ‘open platform’ movement of the 1960s at the University of California Berkeley, constructs free speech as essential to human and civil liberties. Its approach has been expressed in terms such as: “I reject and detest XYZ views but will defend to the utmost a person’s right to express them”. An active defence of free speech is based on the observation that, unless held to account, “[Authorities] would grant free speech to those with whom they agree, but not to minorities whom they consider unorthodox or threatening” (“Online Archives of California”). Such minorities, differing from the majority view, do so as a right accorded to citizens. In very challenging circumstances – such as opposing the Cold War operations of the US Senate Anti-American Activities Committee – the free speech movement has been celebrated as holding fast (or embodying a ‘return’) to the true meaning of the American First Amendment. It was in public statements of unpopular and minority views, which opposed those of the majority, that the right to free speech could most non-controvertibly be demonstrated. Some have argued that such rights should be balanced by anti-vilification legislation, by prohibitions upon incitement to violence, and by considerations as to whether the organisation defended by the speaker was banned. In the latter case, there can be problems with excluding the defence of banned organisations from legitimate debate. In the 1970s and 1980s, for example, Sinn Fein was denounced in the UK as the ‘political wing of the IRA’ (the IRA being a banned organisation) and denied a speaking position in many forums, yet has proved to be an important party in the eventual reconciliation of the Northern Ireland divide. In effect, the banning of an organisation is a political act and such acts should best be interrogated through free speech and democratic debate. Arguably, such disputation is a responsibility of an involved citizenry. In general, liberal democracies such as Australia do not hesitate to claim that citizens have a right to free speech and that this is a right worth defending. There is a legitimate expectation by Australians of their rights as citizens to freedom of expression. For some Australian Muslims, however, the appeal to free speech seems a hollow one. Muslim citizens run the risk of being constructed as ‘un-Australian’ when they articulate their concerns or opinions. Calls by some Muslim leaders not to reprint the Danish cartoons depicting images of the Prophet Mohammed for example, met with a broader community backlash and drew responses that, typically, constructed Muslims as a threat to Australian cultural values of freedom and liberty. These kinds of responses to expressions by Australian Muslims of their deeply held convictions are rarely, if ever, interpreted as attempts to curtail Australian Muslims’ rights to free speech. There is a poor fit between what many Australian Muslims believe and what they feel the current climate in Australia allows them to say in the public domain. Positioned as the potential ‘enemy within’ in the evolving media and political discourse post September 11, they have been allocated restricted speaking positions on many subjects from the role and training of their Imams to the right to request Sharia courts (which could operate in parallel with Australian courts in the same way that Catholic divorce/annulment courts do). These social and political restrictions lead them to question whether Muslims enjoy citizenship rights on an equal footing with Australians from the broader community. The following comment from an Australian woman, an Iraqi refugee, made in a research interview demonstrates this: The media say that if you are Australian it means that you enjoy freedom, you enjoy the rights of citizenship. That is the idea of what it means to be Australian, that you do those things. But if you are a Muslim, you are not Australian. You are a people who are dangerous, a people who are suspicious, a people who do not want democracy—all the characteristics that make up terrorists. So yes, there is a difference, a big difference. And it is a feeling all Muslims have, not just me, whether you are at school, at work, and especially if you wear the hijab. (Translated from Arabic by Anne Aly) At the same time, Australian Muslims observe some members of the broader community making strong assertions about Muslims (often based on misunderstanding or misinformation) with very little in the way of censure or rebuke. For example, again in 2005, Liberal backbenchers Sophie Panopoulos and Bronwyn Bishop made an emotive plea for the banning of headscarves in public schools, drawing explicitly on the historically inherited image of Islam as a violent, backward and oppressive ideology that has no place in Western liberal democracy: I fear a frightening Islamic class emerging, supported by a perverse interpretation of the Koran where disenchantment breeds disengagement, where powerful and subversive orthodoxies are inculcated into passionate and impressionable young Muslims, where the Islamic mosque becomes the breeding ground for violence and rejection of Australian law and ideals, where extremists hijack the Islamic faith with their own prescriptive and unbending version of the Koran and where extremist views are given currency and validity … . Why should one section of the community be stuck in the Dark Ages of compliance cloaked under a veil of some distorted form of religious freedom? (Panopoulos) Several studies attest to the fact that, since the terrorist attacks in the United States in September 2001, Islam, and by association Australian Muslims, have been positioned as other in the political and media discourse (see for example Aly). The construct of Muslims as ‘out of place’ (Saniotis) denies them entry and representation in the public sphere: a key requisite for democratic participation according to Habermas (cited in Haas). This notion of a lack of a context for Muslim citizenship in Australian public spheres arises out of the popular construction of ‘Muslim’ and ‘Australian’ as mutually exclusive modes of being. Denied access to public spaces to partake in democratic dialogue as political citizens, Australian Muslims must pursue alternative communicative spaces. Some respond by limiting their expressions to closed spheres of communication – a kind of enforced silence. Others respond by pursuing alternative media discourses that challenge the dominant stereotypes of Muslims in Western media and reinforce majority-world cultural views. Enforced Silence In closed spheres of discussion, Australian Muslims can openly share their perceptions about terrorism, the government and media. Speaking openly in public however, is not common practice and results in forced silence for fear of reprisal or being branded a terrorist: “if we jump up and go ‘oh how dare you say this, rah, rah’, he’ll be like ‘oh he’s going to go off, he’ll blow something up’”. One research participant recalled that when his work colleagues were discussing the September 11 attacks he decided not to partake in the conversation because it “might be taken against me”. The participant made this decision despite the fact that his colleagues were expressing the opinion that United States foreign policy was the likely cause for the attacks—an opinion with which he agreed. This suggests some support for the theory that the fear of social isolation may make Australian Muslims especially anxious or fearful of expressing opinions about terrorism in public discussions (Noelle-Neumann). However, it also suggests that the fear of social isolation for Muslims is not solely related to the expression of minority opinion, as theorised in Noelle-Neumann’s Spiral of Silence . Given that many members of the wider community shared the theory that the attacks on the Pentagon and the World Trade Centre in 2001 may have been a response to American foreign policy, this may well not be a minority view. Nonetheless, Australian Muslims hesitated to embrace it. Saniotis draws attention to the pressure on Australian Muslims to publicly distance themselves from the terrorist attacks of September 11 and to openly denounce the actions of terrorists. The extent to which Muslims were positioned as a threatening other was contingent on their ability to demonstrate that they too participated in the distal responses to the terrorist attacks—initial pity for the sufferer and eventual marginalisation and rejection of the perceived aggressor. Australian Muslims were obliged to declare their loyalty and commitment to Australia’s ally and, in this way, partake in the nationalistic responses to the threat of terrorism. At the same time however, Australian Muslims were positioned as an imagined enemy and a threat to national identity. Australian Muslims were therefore placed in a paradoxical bind- as Australians they were expected to respond as the victims of fear; as Muslims they were positioned as the objects of fear. Even in discussions where their opinions are congruent with the dominant opinion being expressed, Australian Muslims describe themselves as feeling apprehensive or anxious about expressing their opinions because of how these “might be taken”. Pursuing alternative discourses The overriding message from the research project’s Muslim participants was that the media, as a powerful purveyor of public opinion, had inculcated a perception of Muslims as a risk to Australia and Australians: an ‘enemy within’; the potential ‘home grown terrorist’. The daily experience of visibly-different Australian Muslims, however, is that they are more fearing than fear-inspiring. The Aly and Balnaves fear scale indicates that Australian Muslims have twice as many fear indicators as non-Muslims Australians. Disengagement from Western media and media that is seen to be influenced or controlled by the West is widespread among Australian Muslims who increasingly argue that the media institutions are motivated by an agenda that includes profit and the perpetuation of a negative stereotype of Muslims both in Australia and around the globe, particularly in relation to Middle Eastern affairs. The negative stereotypes of Muslims in the Australian media have inculcated a sense of victimhood which Muslims in Australia have used as the basis for a reconstruction of their identity and the creation of alternative narratives of belonging (Aly). Central to the notion of identity among Australian Muslims is a sense of having their citizenship rights curtailed by virtue of their faith: of being included in a general Western dismissal of Muslims’ rights and experiences. As one interviewee said: If you look at the Channel Al Jazeera for example, it’s a channel but they aren’t making up stories, they are taping videos in Iraqi, Palestine and other Muslim countries, and they just show it to people, that’s all they do. And then George Bush, you know, we hear on the news that George Bush was discussing with Tony Blair that he was thinking to bomb Al Jazeera so why would these people have their right to freedom and we don’t? So that’s why I think the people who are in power, they have the control over the media, and it’s a big political game. Because if it wasn’t then George Bush, he’s the symbol of politics, why would he want to bomb Al Jazeera for example? Amidst leaks and rumours (Timms) that the 2003 US bombing of Al Jazeera was a deliberate attack upon one of the few elements of the public sphere in which some Western-nationality Muslims have confidence, many elements of the mainstream Western media rose to Al Jazeera’s defence. For example, using an appeal to the right of citizens to engage in and consume free speech, the editors of influential US paper The Nation commented that: If the classified memo detailing President Bush’s alleged proposal to bomb the headquarters of Al Jazeera is provided to The Nation, we will publish the relevant sections. Why is it so vital that this information be made available to the American people? Because if a President who claims to be using the US military to liberate countries in order to spread freedom then conspires to destroy media that fail to echo his sentiments, he does not merely disgrace his office and soil the reputation of his country. He attacks a fundamental principle, freedom of the press—particularly a dissenting and disagreeable press—upon which that country was founded. (cited in Scahill) For other Australian Muslims, it is the fact that some media organisations have been listed as banned by the US that gives them their ultimate credibility. This is the case with Al Manar, for example. Feeling that they are denied access to public spaces to partake in democratic dialogue as equal political citizens, Australian Muslims are pursuing alternative communicative spaces that support and reinforce their own cultural worldviews. The act of engaging with marginalised and alternative communicative spaces constitutes what Clifford terms ‘collective practices of displaced dwelling’. It is through these practices of displaced dwelling that Australian Muslims essentialise their diasporic identity and negotiate new identities based on common perceptions of injustice against Muslims. But you look at Al Jazeera they talk in the same tongue as the Western media in our language. And then you look again at something like Al Manar who talks of their own tongue. They do not use the other media’s ideas. They have been attacked by the Australians, been attacked by the Israelis and they have their own opinion. This statement came from an Australian Muslim of Jordanian background in her late forties. It reflects a growing trend towards engaging with media messages that coincide with and reinforce a sense of injustice. The Al Manar television station to which this participant refers is a Lebanese based station run by the militant Hezbollah movement and accessible to Australians via satellite. Much like Al Jazeera, Al Manar broadcasts images of Iraqi and Palestinian suffering and, in the recent war between Israel and Hezbollah, graphic images of Lebanese casualties of Israeli air strikes. Unlike the Al Jazeera broadcasts, these images are formatted into video clips accompanied by music and lyrics such as “we do not fear America”. Despite political pressure including a decision by the US to list Al Manar as a terrorist organisation in December 2004, just one week after a French ban on the station because its programming had “a militant perspective with anti-Semitic connotations” (Jorisch), Al Manar continued to broadcast videos depicting the US as the “mother of terrorism”. In one particularly graphic sequence, the Statue of Liberty rises from the depths of the sea, wielding a knife in place of the torch and dripping in blood, her face altered to resemble a skull. As she rises out of the sea accompanied by music resembling a funeral march the following words in Arabic are emblazoned across the screen: On the dead bodies of millions of native Americans And through the enslavement of tens of millions Africans The US rose It pried into the affairs of most countries in the world After an extensive list of countries impacted by US foreign policy including China, Japan, Congo, Vietnam, Peru, Laos, Libya and Guatamala, the video comes to a gruelling halt with the words ‘America owes blood to all of humanity’. Another video juxtaposes images of Bush with Hitler with the caption ‘History repeats itself’. One website run by the Coalition against Media Terrorism refers to Al Manar as ‘the beacon of hatred’ and applauds the decisions by the French and US governments to ban the station. Al Manar defended itself against the bans stating on its website that they are attempts “to terrorise and silence thoughts that are not in line with the US and Israeli policies.” The station claims that it continues on its mission “to carry the message of defending our peoples’ rights, holy places and just causes…within internationally agreed professional laws and standards”. The particular brand of propaganda employed by Al Manar is gaining popularity among some Muslims in Australia largely because it affirms their own views and opinions and offers them opportunities to engage in an alternative public space in which Muslims are positioned as the victims and not the aggressors. Renegotiating an ‘Othered’ Identity The negative portrayal of Muslims as ‘other’ in the Australian media and in political discourse has resulted in Australian Muslims constructing alternative identities based on a common perception of injustice. Particularly since the terrorist attacks on the World Trade Centre in September 2001 and the ensuing “war on terror”, the ethnic divisions within the Muslim diaspora are becoming less significant as Australian Muslims reconstruct their identity based on a notion of supporting each other in the face of a global alliance against Islam. Religious identity is increasingly becoming the identity of choice for Muslims in Australia. This causes problems, however, since religious identity has no place in the liberal democratic model, which espouses secularism. This is particularly the case where that religion is sometimes constructed as being at odds with the principles and values of liberal democracy; namely tolerance and adherence to the rule of law. This problematic creates a context in which Muslim Australians are not only denied their heterogeneity in the media and political discourse but are dealt with through an understanding of Islam that is constructed on the basis of a cultural and ideological clash between Islam and the West. Religion has become the sole and only characteristic by which Muslims are recognised, denying them political citizenship and access to the public spaces of citizenship. Such ‘essentialising practices’ as eliding considerable diversity into a single descriptor serves to reinforce and consolidate diasporic identity among Muslims in Australia, but does little to promote and assist participatory citizenship or to equip Muslims with the tools necessary to access the public sphere as political citizens of the secular state. In such circumstances, the moderate Muslim may be not so much a ‘preferred’ citizen as one whose rights has been constrained. Abstract:
Introduction“From every kind of man obedience I expect; I’m the Emperor of Japan.” (“Miyasama,” from Gilbert and Sullivan’s musical The Mikado, 1885)This commentary is facilitated by—surprisingly resilient—oriental stereotypes of an imagined Japan (think of Oscar Wilde’s assertion, in 1889, that Japan was a European invention). During the Victorian era, in Britain, there was a craze for all things oriental, particularly ceramics and “there was a craze for all things Japanese and no middle class drawing room was without its Japanese fan or teapot.“ (V&A Victorian). These pastoral depictions of the ‘oriental life’ included the figures of men and women in oriental garb, with fans, stilt shoes, kimono-like robes, and appropriate headdresses, engaging in garden-based activities, especially tea ceremony variations (Landow). In fact, tea itself, and the idea of a ceremony of serving it, had taken up a central role, even an obsession in middle- and upper-class Victorian life. Similarly, landscapes with wild seas, rugged rocks and stunted pines, wizened monks, pagodas and temples, and particular fauna and flora (cranes and other birds flying through clouds of peonies, cherry blossoms and chrysanthemums) were very popular motifs (see Martin and Koda). Rather than authenticity, these designs heightened the Western-based romantic stereotypes associated with a stylised form of Japanese life, conducted sedately under rule of the Japanese Imperial Court. In reality, prior to the Meiji period (1868–1912), the Emperor was largely removed from everyday concerns, residing as an isolated, holy figure in Kyoto, the traditional capital of Japan. Japan was instead ruled from Edo (modern day Tokyo) led by the Shogun and his generals, according to a strict Confucian influenced code (see Keene). In Japan, as elsewhere, the presence of feudal-style governance includes policies that determine much of everyday life, including restrictions on clothing (Rall 169). The Samurai code was no different, and included a series of protocols that restricted rank, movement, behaviour, and clothing. As Vincent has noted in the case of the ‘lace tax’ in Great Britain, these restrictions were designed to punish those who seek to penetrate the upper classes through their costume (28-30). In Japan, pre-Meiji sumptuary laws, for example, restricted the use of gold, and prohibited the use of a certain shade of red by merchant classes (V&A Kimono).Therefore, in the governance of pre-globalised societies, the importance of clothing and textile is evident; as Jones and Stallybrass comment: We need to understand the antimatedness of clothes, their ability to “pick up” subjects, to mould and shape them both physically and socially—to constitute subjects through their power as material memories […] Clothing is a worn world: a world of social relations put upon the wearer’s body. (2-3, emphasis added)The significant re-imagining of Japanese cultural and national identities are explored here through the cataclysmic impact of Western ideologies on Japanese cultural traditions. There are many ways to examine how indigenous cultures respond to European, British, or American (hereafter Western) influences, particularly in times of conflict (Wilk). Western ideology arrived in Japan after a long period of isolation (during which time Japan’s only contact was with Dutch traders) through the threat of military hostility and war. It is after this outside threat was realised that Japan’s adoption of military and industrial practices begins. The re-imagining of their national identity took many forms, and the inclusion of a Western-style military costuming as a schoolboy uniform became a highly visible indicator of Japan’s mission to protect its sovereign integrity. A brief history of Japan’s rise from a collection of isolated feudal states to a unified military power, in not only the Asian Pacific region but globally, demonstrates the speed at which they adopted the Western mode of warfare. Gunboats on Japan’s ShorelinesJapan was forcefully opened to the West in the 1850s by America under threat of First Name Perry’s ‘gunboat diplomacy’ (Hillsborough 7-8). Following this, Japan underwent a rapid period of modernisation, and an upsurge in nationalism and military expansion that was driven by a desire to catch up to the European powers present in the Pacific. Noted by Ian Ferguson in Civilization: The West and the Rest, Unsure, the Japanese decided […] to copy everything […] Japanese institutions were refashioned on Western models. The army drilled like Germans; the navy sailed like Britons. An American-style system of state elementary and middle schools was also introduced. (221, emphasis added)This was nothing short of a wide-scale reorganisation of Japan’s entire social structure and governance. Under the Emperor Meiji, who wrested power from the Shogunate and reclaimed it for the Imperial head, Japan steamed into an industrial revolution, achieving in a matter of years what had taken Europe over a century.Japan quickly became a major player-elect on the world stage. However, as an island nation, Japan lacked the essentials of both coal and iron with which to fashion not only industrial machinery but also military equipment, the machinery of war. In 1875 Japan forced Korea to open itself to foreign (read: Japanese) trade. In the same treaty, Korea was recognised as a sovereign nation, separate from Qing China (Tucker 1461). The necessity for raw materials then led to the Sino-Japanese War (1894–95), a conflict between Japan and China that marked the emergence of Japan as a major world power. The Korean Peninsula had long been China’s most important client state, but its strategic location adjacent to the Japanese archipelago, and its natural resources of coal and iron, attracted Japan’s interest. Later, the Russo-Japanese War (1904–05), allowed a victorious Japan to force Russia to abandon its expansionist policy in the Far East, becoming the first Asian power in modern times to defeat a European power. The Russo-Japanese War developed out of the rivalry between Russia and Japan for dominance in Korea and Manchuria, again in the struggle for natural resources (Tucker 1534-46).Japan’s victories, together with the county’s drive for resources, meant that Japan could now determine its role within the Asia-Pacific sphere of influence. As Japan’s military, and their adoption of Westernised combat, proved effective in maintaining national integrity, other social institutions also looked to the West (Ferguson 221). In an ironic twist—while Victorian and Continental fashion was busy adopting the exotic, oriental look (Martin and Koda)—the kimono, along with other essentials of Japanese fashions, were rapidly altered (both literally and figuratively) to suit new, warlike ideology. It should be noted that kimono literally means ‘things that you wear’ and which, prior to exposure to Western fashions, signified all worn clothing (Dalby 65-119). “Wearing Things” in Westernised JapanAs Japan modernised during the late 1800s the kimono was positioned as symbolising barbaric, pre-modern, ‘oriental’ Japan. Indeed, on 17 January 1887 the Meiji Empress issued a memorandum on the subject of women’s clothing in Japan: “She [the Empress] believed that western clothes were in fact closer to the dress of women in ancient Japan than the kimonos currently worn and urged that they be adopted as the standard clothes of the reign” (Keene 404). The resemblance between Western skirts and blouses and the simple skirt and separate top that had been worn in ancient times by a people descended from the sun goddess, Amaterasu wo mikami, was used to give authority and cultural authenticity to Japan’s modernisation projects. The Imperial Court, with its newly ennobled European style aristocrats, exchanged kimono silks for Victorian finery, and samurai armour for military pomp and splendour (Figure 1).Figure 1: The Meiji Emperor, Empress and Crown Prince resplendent in European fashions on an outing to Asukayama Park. Illustration: Toyohara Chikanobu, circa 1890.It is argued here that the function of a uniform is to prepare the body for service. Maids and butlers, nurses and courtesans, doctors, policemen, and soldiers are all distinguished by their garb. Prudence Black states: “as a technology, uniforms shape and code the body so they become a unit that belongs to a collective whole” (93). The requirement to discipline bodies through clothing, particularly through uniforms, is well documented (see Craik, Peoples, and Foucault). The need to distinguish enemies from allies on the battlefield requires adherence to a set of defined protocols, as referenced in military fashion compendiums (see Molloy). While the postcolonial adoption of Western-based clothing reflects a new form of subservience (Rall, Kuechler and Miller), in Japan, the indigenous garments were clearly designed in the interests of ideological allegiance. To understand the Japanese sartorial traditions, the kimono itself must be read as providing a strong disciplinary element. The traditional garment is designed to represent an upright and unbending column—where two meters of under bindings are used to discipline the body into shape are then topped with a further four meters of a stiffened silk obi wrapped around the waist and lower chest. To dress formally in such a garment requires helpers (see Dalby). The kimono both constructs and confines the women who wear it, and presses them into their roles as dutiful, upper-class daughters (see Craik). From the 1890s through to the 1930s, when Japan again enters a period of militarism, the myth of the kimono again changes as it is integrated into the build-up towards World War II.Decades later, when Japan re-established itself as a global economic power in the 1970s and 1980s, the kimono was re-authenticated as Japan’s ‘traditional’ garment. This time it was not the myth of a people descended from solar deities that was on display, but that of samurai strength and propriety for men, alongside an exaggerated femininity for women, invoking a powerful vision of Japanese sartorial tradition. This reworking of the kimono was only possible as the garment was already contained within the framework of Confucian family duty. However, in the lead up to World War II, Japanese military advancement demanded of its people soldiers that could win European-style wars. The quickest solution was to copy the military acumen and strategies of global warfare, and the costumes of the soldiery and seamen of Europe, including Great Britain (Ferguson). It was also acknowledged that soldiers were ‘made not born’ so the Japanese educational system was re-vamped to emulate those of its military rivals (McVeigh). It was in the uptake of schoolboy uniforms that this re-imagining of Japanese imperial strength took place.The Japanese Schoolboy UniformCentral to their rapid modernisation, Japan adopted a constitutional system of education that borrowed from American and French models (Tipton 68-69). The government viewed education as a “primary means of developing a sense of nation,” and at its core, was the imperial authorities’ obsession with defining “Japan and Japaneseness” (Tipton 68-69). Numerous reforms eventually saw, after an abolition of fees, nearly 100% attendance by both boys and girls, despite a lingering mind-set that educating women was “a waste of time” (Tipton 68-69). A boys’ uniform based on the French and Prussian military uniforms of the 1860s and 1870s respectively (Kinsella 217), was adopted in 1879 (McVeigh 47). This jacket, initially with Prussian cape and cap, consists of a square body, standing mandarin style collar and a buttoned front. It was through these education reforms, as visually symbolised by the adoption of military style school uniforms, that citizen making, education, and military training became interrelated aspects of Meiji modernisation (Kinsella 217). Known as the gakuran (gaku: to study; ran: meaning both orchid, and a pun on Horanda, meaning Holland, the only Western country with trading relations in pre-Meiji Japan), these jackets were a symbol of education, indicating European knowledge, power and influence and came to reflect all things European in Meiji Japan. By adopting these jackets two objectives were realised:through the magical power of imitation, Japan would, by adopting the clothing of the West, naturally rise in military power; and boys were uniformed to become not only educated as quasi-Europeans, but as fighting soldiers and sons (suns) of the nation.The gakuran jacket was first popularised by state-run schools, however, in the century and a half that the garment has been in use it has come to symbolise young Japanese masculinity as showcased in campus films, anime, manga, computer games, and as fashion is the preeminent garment for boybands and Japanese hipsters.While the gakuran is central to the rise of global militarism in Japan (McVeigh 51-53), the jacket would go on to form the basis of the Sun Yat Sen and Mao Suits as symbols of revolutionary China (see McVeigh). Supposedly, Sun Yat Sen saw the schoolboy jacket in Japan as a utilitarian garment and adopted it with a turn down collar (Cumming et al.). For Sun Yat Sen, the gakuran was the perfect mix of civilian (school boy) and military (the garment’s Prussian heritage) allowing him to walk a middle path between the demands of both. Furthermore, the garment allowed Sun to navigate between Western style suits and old-fashioned Qing dynasty styles (Gerth 116); one was associated with the imperialism of the National Products Movement, while the other represented the corruption of the old dynasty. In this way, the gakuran was further politicised from a national (Japanese) symbol to a global one. While military uniforms have always been political garments, in the late 1800s and early 1900s, as the world was rocked by revolutions and war, civilian clothing also became a means of expressing political ideals (McVeigh 48-49). Note that Mahatma Ghandi’s clothing choices also evolved from wholly Western styles to traditional and emphasised domestic products (Gerth 116).Mao adopted this style circa 1927, further defining the style when he came to power by adding elements from the trousers, tunics, and black cotton shoes worn by peasants. The suit was further codified during the 1960s, reaching its height in the Cultural Revolution. While the gakuran has always been a scholarly black (see Figure 2), subtle differences in the colour palette differentiated the Chinese population—peasants and workers donned indigo blue Mao jackets, while the People’s Liberation Army Soldiers donned khaki green. This limited colour scheme somewhat paradoxically ensured that subtle hierarchical differences were maintained even whilst advocating egalitarian ideals (Davis 522). Both the Sun Yat Sen suit and the Mao jacket represented the rejection of bourgeois (Western) norms that objectified the female form in favour of a uniform society. Neo-Maoism and Mao fever of the early 1990s saw the Mao suit emerge again as a desirable piece of iconic/ironic youth fashion. Photo: Emerald King, 2015.There is a clear and vital link between the influence of the Prussian style Japanese schoolboy uniform on the later creation of the Mao jacket—that of the uniform as an integral piece of worn propaganda (Atkins).For Japan, the rapid deployment of new military and industrial technologies, as well as a sartorial need to present her leaders as modern (read: Western) demanded the adoption of European-style uniforms. The Imperial family had always been removed from Samurai battlefields, so the adoption of Western military costume allowed Japan’s rulers to present a uniform face to other global powers. When Japan found itself in conflict in the Asia Pacific Region, without an organised military, the first requirement was to completely reorganise their system of warfare from a feudal base and to train up national servicemen. Within an American-style compulsory education system, the European-based curriculum included training in mathematics, engineering and military history, as young Britons had for generations begun their education in Greek and Latin, with the study of Ancient Greek and Roman wars (Bantock). It is only in the classroom that ideological change on a mass scale can take place (Reference Please), a lesson not missed by later leaders such as Mao Zedong.ConclusionIn the 1880s, the Japanese leaders established their position in global politics by adopting clothing and practices from the West (Europeans, Britons, and Americans) in order to quickly re-shape their country’s educational system and military establishment. The prevailing military costume from foreign cultures not only disciplined their adopted European bodies, they enforced a new regime through dress (Rall 157-174). For boys, the gakuran symbolised the unity of education and militarism as central to Japanese masculinity. Wearing a uniform, as many authors suggest, furthers compliance (Craik, Nagasawa Kaiser and Hutton, and McVeigh). As conscription became a part of Japanese reality in World War II, the schoolboys just swapped their military-inspired school uniforms for genuine military garments.Re-imagining a Japanese schoolboy uniform from a European military costume might suit ideological purposes (Atkins), but there is more. The gakuran, as a uniform based on a close, but not fitted jacket, was the product of a process of advanced industrialisation in the garment-making industry also taking place in the 1800s:Between 1810 and 1830, technical calibrations invented by tailors working at the very highest level of the craft [in Britain] eventually made it possible for hundreds of suits to be cut up and made in advance [...] and the ready-to-wear idea was put into practice for men’s clothes […] originally for uniforms for the War of 1812. (Hollander 31) In this way, industrialisation became a means to mass production, which furthered militarisation, “the uniform is thus the clothing of the modern disciplinary society” (Black 102). There is a perfect resonance between Japan’s appetite for a modern military and their rise to an industrialised society, and their conquests in Asia Pacific supplied the necessary material resources that made such a rapid deployment possible. The Japanese schoolboy uniform was an integral part of the process of both industrialisation and militarisation, which instilled in the wearer a social role required by modern Japanese society in its rise for global power. Garments are never just clothing, but offer a “world of social relations put upon the wearer’s body” (Jones and Stallybrass 3-4).Today, both the Japanese kimono and the Japanese schoolboy uniform continue to interact with, and interrogate, global fashions as contemporary designers continue to call on the tropes of ‘military chic’ (Tonchi) and Japanese-inspired clothing (Kawamura). Abstract:
On 23 August 2005, John Howard, then Prime Minister, called together Muslim ‘representatives’ from around the nation for a Muslim Summit in response to the London bombings in July of that year. One of the outcomes of the two hour summit was a Statement of Principles committing Muslim communities in Australia to resist radicalisation and pursue a ‘moderate’ Islam. Since then the ill-defined term ‘moderate Muslim’ has been used in both the political and media discourse to refer to a preferred form of Islamic practice that does not challenge the hegemony of the nation state and that is coherent with the principles of secularism. Akbarzadeh and Smith conclude that the terms ‘moderate’ and ‘mainstream’ are used to describe Muslims whom Australians should not fear in contrast to ‘extremists’. Ironically, the policy direction towards regulating the practice of Islam in Australia in favour of a state defined ‘moderate’ Islam signals an attempt by the state to mediate the practice of religion, undermining the ethos of secularism as it is expressed in the Australian Constitution. It also – arguably – impacts upon the citizenship rights of Australian Muslims in so far as citizenship presents not just as a formal set of rights accorded to an individual but also to democratic participation: the ability of citizens to enjoy those rights at a substantive level. Based on the findings of research into how Australian Muslims and members of the broader community are responding to the political and media discourses on terrorism, this article examines the impact of these discourses on how Muslims are practicing citizenship and re-defining an Australian Muslim identity. Free Speech Free speech has been a hallmark of liberal democracies ever since its defence became part of the First Amendment to the United States Constitution. The Australian Constitution does not expressly contain a provision for free speech. The right to free speech in Australia is implied in Australia’s ratification of the United Nations Universal Declaration of Human Rights (UDHR), article 19 of which affirms: Article 19. Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers. The ultimate recent endorsement of free speech rights, arguably associated with the radical free speech ‘open platform’ movement of the 1960s at the University of California Berkeley, constructs free speech as essential to human and civil liberties. Its approach has been expressed in terms such as: “I reject and detest XYZ views but will defend to the utmost a person’s right to express them”. An active defence of free speech is based on the observation that, unless held to account, “[Authorities] would grant free speech to those with whom they agree, but not to minorities whom they consider unorthodox or threatening” (“Online Archives of California”). Such minorities, differing from the majority view, do so as a right accorded to citizens. In very challenging circumstances – such as opposing the Cold War operations of the US Senate Anti-American Activities Committee – the free speech movement has been celebrated as holding fast (or embodying a ‘return’) to the true meaning of the American First Amendment. It was in public statements of unpopular and minority views, which opposed those of the majority, that the right to free speech could most non-controvertibly be demonstrated. Some have argued that such rights should be balanced by anti-vilification legislation, by prohibitions upon incitement to violence, and by considerations as to whether the organisation defended by the speaker was banned. In the latter case, there can be problems with excluding the defence of banned organisations from legitimate debate. In the 1970s and 1980s, for example, Sinn Fein was denounced in the UK as the ‘political wing of the IRA’ (the IRA being a banned organisation) and denied a speaking position in many forums, yet has proved to be an important party in the eventual reconciliation of the Northern Ireland divide. In effect, the banning of an organisation is a political act and such acts should best be interrogated through free speech and democratic debate. Arguably, such disputation is a responsibility of an involved citizenry. In general, liberal democracies such as Australia do not hesitate to claim that citizens have a right to free speech and that this is a right worth defending. There is a legitimate expectation by Australians of their rights as citizens to freedom of expression. For some Australian Muslims, however, the appeal to free speech seems a hollow one. Muslim citizens run the risk of being constructed as ‘un-Australian’ when they articulate their concerns or opinions. Calls by some Muslim leaders not to reprint the Danish cartoons depicting images of the Prophet Mohammed for example, met with a broader community backlash and drew responses that, typically, constructed Muslims as a threat to Australian cultural values of freedom and liberty. These kinds of responses to expressions by Australian Muslims of their deeply held convictions are rarely, if ever, interpreted as attempts to curtail Australian Muslims’ rights to free speech. There is a poor fit between what many Australian Muslims believe and what they feel the current climate in Australia allows them to say in the public domain. Positioned as the potential ‘enemy within’ in the evolving media and political discourse post September 11, they have been allocated restricted speaking positions on many subjects from the role and training of their Imams to the right to request Sharia courts (which could operate in parallel with Australian courts in the same way that Catholic divorce/annulment courts do). These social and political restrictions lead them to question whether Muslims enjoy citizenship rights on an equal footing with Australians from the broader community. The following comment from an Australian woman, an Iraqi refugee, made in a research interview demonstrates this: The media say that if you are Australian it means that you enjoy freedom, you enjoy the rights of citizenship. That is the idea of what it means to be Australian, that you do those things. But if you are a Muslim, you are not Australian. You are a people who are dangerous, a people who are suspicious, a people who do not want democracy—all the characteristics that make up terrorists. So yes, there is a difference, a big difference. And it is a feeling all Muslims have, not just me, whether you are at school, at work, and especially if you wear the hijab. (Translated from Arabic by Anne Aly) At the same time, Australian Muslims observe some members of the broader community making strong assertions about Muslims (often based on misunderstanding or misinformation) with very little in the way of censure or rebuke. For example, again in 2005, Liberal backbenchers Sophie Panopoulos and Bronwyn Bishop made an emotive plea for the banning of headscarves in public schools, drawing explicitly on the historically inherited image of Islam as a violent, backward and oppressive ideology that has no place in Western liberal democracy: I fear a frightening Islamic class emerging, supported by a perverse interpretation of the Koran where disenchantment breeds disengagement, where powerful and subversive orthodoxies are inculcated into passionate and impressionable young Muslims, where the Islamic mosque becomes the breeding ground for violence and rejection of Australian law and ideals, where extremists hijack the Islamic faith with their own prescriptive and unbending version of the Koran and where extremist views are given currency and validity … . Why should one section of the community be stuck in the Dark Ages of compliance cloaked under a veil of some distorted form of religious freedom? (Panopoulos) Several studies attest to the fact that, since the terrorist attacks in the United States in September 2001, Islam, and by association Australian Muslims, have been positioned as other in the political and media discourse (see for example Aly). The construct of Muslims as ‘out of place’ (Saniotis) denies them entry and representation in the public sphere: a key requisite for democratic participation according to Habermas (cited in Haas). This notion of a lack of a context for Muslim citizenship in Australian public spheres arises out of the popular construction of ‘Muslim’ and ‘Australian’ as mutually exclusive modes of being. Denied access to public spaces to partake in democratic dialogue as political citizens, Australian Muslims must pursue alternative communicative spaces. Some respond by limiting their expressions to closed spheres of communication – a kind of enforced silence. Others respond by pursuing alternative media discourses that challenge the dominant stereotypes of Muslims in Western media and reinforce majority-world cultural views. Enforced Silence In closed spheres of discussion, Australian Muslims can openly share their perceptions about terrorism, the government and media. Speaking openly in public however, is not common practice and results in forced silence for fear of reprisal or being branded a terrorist: “if we jump up and go ‘oh how dare you say this, rah, rah’, he’ll be like ‘oh he’s going to go off, he’ll blow something up’”. One research participant recalled that when his work colleagues were discussing the September 11 attacks he decided not to partake in the conversation because it “might be taken against me”. The participant made this decision despite the fact that his colleagues were expressing the opinion that United States foreign policy was the likely cause for the attacks—an opinion with which he agreed. This suggests some support for the theory that the fear of social isolation may make Australian Muslims especially anxious or fearful of expressing opinions about terrorism in public discussions (Noelle-Neumann). However, it also suggests that the fear of social isolation for Muslims is not solely related to the expression of minority opinion, as theorised in Noelle-Neumann’s Spiral of Silence . Given that many members of the wider community shared the theory that the attacks on the Pentagon and the World Trade Centre in 2001 may have been a response to American foreign policy, this may well not be a minority view. Nonetheless, Australian Muslims hesitated to embrace it. Saniotis draws attention to the pressure on Australian Muslims to publicly distance themselves from the terrorist attacks of September 11 and to openly denounce the actions of terrorists. The extent to which Muslims were positioned as a threatening other was contingent on their ability to demonstrate that they too participated in the distal responses to the terrorist attacks—initial pity for the sufferer and eventual marginalisation and rejection of the perceived aggressor. Australian Muslims were obliged to declare their loyalty and commitment to Australia’s ally and, in this way, partake in the nationalistic responses to the threat of terrorism. At the same time however, Australian Muslims were positioned as an imagined enemy and a threat to national identity. Australian Muslims were therefore placed in a paradoxical bind- as Australians they were expected to respond as the victims of fear; as Muslims they were positioned as the objects of fear. Even in discussions where their opinions are congruent with the dominant opinion being expressed, Australian Muslims describe themselves as feeling apprehensive or anxious about expressing their opinions because of how these “might be taken”. Pursuing alternative discourses The overriding message from the research project’s Muslim participants was that the media, as a powerful purveyor of public opinion, had inculcated a perception of Muslims as a risk to Australia and Australians: an ‘enemy within’; the potential ‘home grown terrorist’. The daily experience of visibly-different Australian Muslims, however, is that they are more fearing than fear-inspiring. The Aly and Balnaves fear scale indicates that Australian Muslims have twice as many fear indicators as non-Muslims Australians. Disengagement from Western media and media that is seen to be influenced or controlled by the West is widespread among Australian Muslims who increasingly argue that the media institutions are motivated by an agenda that includes profit and the perpetuation of a negative stereotype of Muslims both in Australia and around the globe, particularly in relation to Middle Eastern affairs. The negative stereotypes of Muslims in the Australian media have inculcated a sense of victimhood which Muslims in Australia have used as the basis for a reconstruction of their identity and the creation of alternative narratives of belonging (Aly). Central to the notion of identity among Australian Muslims is a sense of having their citizenship rights curtailed by virtue of their faith: of being included in a general Western dismissal of Muslims’ rights and experiences. As one interviewee said: If you look at the Channel Al Jazeera for example, it’s a channel but they aren’t making up stories, they are taping videos in Iraqi, Palestine and other Muslim countries, and they just show it to people, that’s all they do. And then George Bush, you know, we hear on the news that George Bush was discussing with Tony Blair that he was thinking to bomb Al Jazeera so why would these people have their right to freedom and we don’t? So that’s why I think the people who are in power, they have the control over the media, and it’s a big political game. Because if it wasn’t then George Bush, he’s the symbol of politics, why would he want to bomb Al Jazeera for example? Amidst leaks and rumours (Timms) that the 2003 US bombing of Al Jazeera was a deliberate attack upon one of the few elements of the public sphere in which some Western-nationality Muslims have confidence, many elements of the mainstream Western media rose to Al Jazeera’s defence. For example, using an appeal to the right of citizens to engage in and consume free speech, the editors of influential US paper The Nation commented that: If the classified memo detailing President Bush’s alleged proposal to bomb the headquarters of Al Jazeera is provided to The Nation, we will publish the relevant sections. Why is it so vital that this information be made available to the American people? Because if a President who claims to be using the US military to liberate countries in order to spread freedom then conspires to destroy media that fail to echo his sentiments, he does not merely disgrace his office and soil the reputation of his country. He attacks a fundamental principle, freedom of the press—particularly a dissenting and disagreeable press—upon which that country was founded. (cited in Scahill) For other Australian Muslims, it is the fact that some media organisations have been listed as banned by the US that gives them their ultimate credibility. This is the case with Al Manar, for example. Feeling that they are denied access to public spaces to partake in democratic dialogue as equal political citizens, Australian Muslims are pursuing alternative communicative spaces that support and reinforce their own cultural worldviews. The act of engaging with marginalised and alternative communicative spaces constitutes what Clifford terms ‘collective practices of displaced dwelling’. It is through these practices of displaced dwelling that Australian Muslims essentialise their diasporic identity and negotiate new identities based on common perceptions of injustice against Muslims. But you look at Al Jazeera they talk in the same tongue as the Western media in our language. And then you look again at something like Al Manar who talks of their own tongue. They do not use the other media’s ideas. They have been attacked by the Australians, been attacked by the Israelis and they have their own opinion. This statement came from an Australian Muslim of Jordanian background in her late forties. It reflects a growing trend towards engaging with media messages that coincide with and reinforce a sense of injustice. The Al Manar television station to which this participant refers is a Lebanese based station run by the militant Hezbollah movement and accessible to Australians via satellite. Much like Al Jazeera, Al Manar broadcasts images of Iraqi and Palestinian suffering and, in the recent war between Israel and Hezbollah, graphic images of Lebanese casualties of Israeli air strikes. Unlike the Al Jazeera broadcasts, these images are formatted into video clips accompanied by music and lyrics such as “we do not fear America”. Despite political pressure including a decision by the US to list Al Manar as a terrorist organisation in December 2004, just one week after a French ban on the station because its programming had “a militant perspective with anti-Semitic connotations” (Jorisch), Al Manar continued to broadcast videos depicting the US as the “mother of terrorism”. In one particularly graphic sequence, the Statue of Liberty rises from the depths of the sea, wielding a knife in place of the torch and dripping in blood, her face altered to resemble a skull. As she rises out of the sea accompanied by music resembling a funeral march the following words in Arabic are emblazoned across the screen: On the dead bodies of millions of native Americans And through the enslavement of tens of millions Africans The US rose It pried into the affairs of most countries in the world After an extensive list of countries impacted by US foreign policy including China, Japan, Congo, Vietnam, Peru, Laos, Libya and Guatamala, the video comes to a gruelling halt with the words ‘America owes blood to all of humanity’. Another video juxtaposes images of Bush with Hitler with the caption ‘History repeats itself’. One website run by the Coalition against Media Terrorism refers to Al Manar as ‘the beacon of hatred’ and applauds the decisions by the French and US governments to ban the station. Al Manar defended itself against the bans stating on its website that they are attempts “to terrorise and silence thoughts that are not in line with the US and Israeli policies.” The station claims that it continues on its mission “to carry the message of defending our peoples’ rights, holy places and just causes…within internationally agreed professional laws and standards”. The particular brand of propaganda employed by Al Manar is gaining popularity among some Muslims in Australia largely because it affirms their own views and opinions and offers them opportunities to engage in an alternative public space in which Muslims are positioned as the victims and not the aggressors. Renegotiating an ‘Othered’ Identity The negative portrayal of Muslims as ‘other’ in the Australian media and in political discourse has resulted in Australian Muslims constructing alternative identities based on a common perception of injustice. Particularly since the terrorist attacks on the World Trade Centre in September 2001 and the ensuing “war on terror”, the ethnic divisions within the Muslim diaspora are becoming less significant as Australian Muslims reconstruct their identity based on a notion of supporting each other in the face of a global alliance against Islam. Religious identity is increasingly becoming the identity of choice for Muslims in Australia. This causes problems, however, since religious identity has no place in the liberal democratic model, which espouses secularism. This is particularly the case where that religion is sometimes constructed as being at odds with the principles and values of liberal democracy; namely tolerance and adherence to the rule of law. This problematic creates a context in which Muslim Australians are not only denied their heterogeneity in the media and political discourse but are dealt with through an understanding of Islam that is constructed on the basis of a cultural and ideological clash between Islam and the West. Religion has become the sole and only characteristic by which Muslims are recognised, denying them political citizenship and access to the public spaces of citizenship. Such ‘essentialising practices’ as eliding considerable diversity into a single descriptor serves to reinforce and consolidate diasporic identity among Muslims in Australia, but does little to promote and assist participatory citizenship or to equip Muslims with the tools necessary to access the public sphere as political citizens of the secular state. In such circumstances, the moderate Muslim may be not so much a ‘preferred’ citizen as one whose rights has been constrained. The first edition of Homeland Security and Intelligence was the go-to text for a comprehensive and clear introduction to U.S intelligence and homeland security issues, covering all major aspects including analysis, military intelligence, terrorism, emergency response, oversight, and domestic intelligence. This fully revised and updated edition adds eight new chapters to expand the coverage to topics such as recent developments in cyber security, drones, lone wolf radicalization, whistleblowers, the U.S. Coast Guard, border security, private security firms, and the role of first responders in homeland security. This volume offers contributions from a range of scholars and professionals from organizations such as the Department of Homeland Security, the Center for Homeland Defense and Security at the Naval Postgraduate School, the National Intelligence University, the Air Force Academy, and the Counterterrorism Division at the Federal Law Enforcement Training Center. Abstract:
In October 1948, James B. Conant, president of Harvard, journeyed from Cambridge across the Charles River to address the fiftieth anniversary convocation of Northeastern University. Though the ceremonies on N.U.’s new Hungtington Avenue campus occurred only two miles from Conant’s offices in Harvard Yard, in academic terms the two settings could not have been separated by a greater distance. Harvard was the nation’s richest and most distinguished institution of higher education, the alma mater of generations of regional and national leaders in government, business, and academia. Northeastern, only recently cut loose from the Y.M.C.A., still struggling to obtain proper facilities, was an obscure, local school offering practical training to working-class students. Indeed, Conant’s appearance at Northeastern eloquently symbolized the variations that existed among institutions that called themselves “universities” in the United States at the end of World War II, and Harvard’s president made these differences the subject of his talk, which he titled “Diversity in American Education.” Conant’s speech was a hymn to institutional variety as an academic characteristic particularly appropriate for a democracy. “There would be a contradiction in terms,” Conant said, “if we had an American system,” in the sense of an organization “logically constructed, well-integrated ... and administered from the top down” like those of continental Europe. The opportunity of individuals from any background to better their positions in this country’s “fluid and free society” would be inhibited by centralization. For Conant, the colleges and universities of Massachusetts illustrated democratic higher education at its best. “We have here in this section of New England,” he observed,...a number of academic organizations designed to provide educational facilities for young men and women... These institutions are diverse in their history and their specific objectives and cover a wide spectrum of educational opportunity. Between us there are but few gaps in the type of advanced instruction we offer. We each have our own mission.. . Taken as a whole [we] represent as diversified a program of post-high school education as can be found in the United States. In celebrating the variability of the nation’s universities, Conant found an ideal way to narrow the embarrassing difference in status between himself and his hosts.
