Full textThe Philippine government may use two methods to procure defense articles from the United States, either Foreign Military Sales (FMS) or Direct Commercial Sales (DCS). This thesis examined the differences between FMS and DCS as methods of procurement used by the Philippine government in the acquisition of U.S. defense articles. The study identified the processes involved in using each of the two methods as well as the advantages and disadvantages of each when used within the socioeconomic and political environment of the Philippines. Issues and considerations that influence selection decision are also discussed. DCS may offer the lowest fixed price, timely/earlier delivery, easier countertrade arrangements, and penalty for non-compliance to the provisions of the contract. FMS is preferable because it is a government-to-government sale, provides opportunities for Philippine military training in the United States and enhances interoperability among coalition forces. In addition, FMS allows for financing of defense articles from the U.S. using Foreign Military Financing, thus conserving Philippine government funds.

Full textThis work is dedicated to understanding the perceptions of Brazilian military in regard to the United States in the last period of the military regime (1979-1985), which is characterized by a context of systemic change, by the pattern of bilateral relations and by the process political transition in Brazil. Based on the analysis of the content of articles in the magazine "A Defesa Nacional", the main argument of the paper is that, in the speeches, there was little convergence of interests between Brazil and the hegemonic power in the international system, both regionally and bilaterally. This is because while Brazil inserted itself in the international system as a developing country, the United States sought to limit the emergence and participation of these countries, as well as reactivated the East-West confrontation. Regionally, the U.S. interests were fighting the expansion of the communist influence and maintaining the inertia of the safety and regional defense organisms, in a way that, for Brazil, communism was no longer the priority and, inserted in its project of international insertion, sought to criticize these U.S. actions. In regard to bilateral relations, this lack of common points also took places, with special highlight to issues related to technology.

Full textWhat does explain the weakness of a State which has committed more than 20 years to break with the practices of authoritarianism and neo-patrimonialism? Why the promises of a successful democratization, despite the massive support of the actors of the “international society” paradoxically led to the destabilization of the State in the context of recurrent crises? These are the key questions guiding this research, whose ambition is to study the processes by which elites and the Haitian masses appropriate democracy. From this point of view, democratization is analyzed as a political and institutional resource claimed by them as convincing evidence of their adherence to democratic grammar. Therefore, it is scrutinizing the winding roads and chaotic way borrowed by democratization in Haiti, by querying various striking sequences of Haitian political history. Emphasis is placed on the importation of institutional technologies of Western origin, particularly during the period opened in 1994 with the resettlement of Jean-Bertrand Aristide in his duties as president and on the period which starts in 2004 with his forced departure from power. These two historical sequences, underpinned by plans for the reconstruction of the State, are marked by the mobilization of various resources, with a view to laying the foundations for new political and economic governance. They also define a field of conflicting representations, characterized by competition between Western States and the struggle for the distribution of power between the international organizations and local elites issues.The analysis of the process of democratization leads to paradoxical representations: the exacerbation of violence, the updating of authoritarianism, the multiplication of deviant situations arising from the strategies of local actors. The latter are trying to escape from the constraints imposed by external actors involved in order to punish, to arbitrate and to impose decisions on the factions struggling for power. Thus, democratization goes hand in hand with crises of adaptation, contradictory phases of re-composition, hybridization of the imported institutions and, sometimes with circumvention of the standards and procedures. Between internal and external actors are settled and organized interactive dynamics that influence the State of which the final configuration is far short of the objectives set out through the aimed reforms. In order to better highlight the distinguishing features of this State forged in uncertainty and vagueness, the thesis proposes to analyze the dynamics and historicity of Haitian society, privileging, the hypothesis of the reinvention of the State. Paradoxically, the State may be the product of process of violence and the chaotic part that includes the situation in Haiti can conceal the beginning of its construction

Full textIn Chad, the triptych « armed forces, security and rebellion » is inextricably linked, so much it mixes armed players that dominated the scene since the independence in 1960. The interlacing of interests and fights also led to the involvement of external players, making Chad an enduring challenge for France, Libya, United-States and many others. Those countries, along with local players, participated to this historical sequence, 1969-1990, dominated by the apparition of the FROLINAT’ rebellion, that will finally seize power and generate a civil war followed by a liberation war of the Northern provinces. Thus France will commit itself in Chad in 1969, in its first real African war since the independence of Algeria, and by then will remain actress of Chad’s destiny whatever the political system is, from Tombalbaye to Hissène Habré’s reign. France will try to keep its autonomous situation awareness and collect intelligence on the Chadian rebel groups, the Jamariyya, or even its own allies, in order to provide to the political and military decision-makers some keys for understanding and acting. In this new type of warfare, unknown by the French population, intelligence and special actions manage to be fundamental weapons at the core of operational commitment, sensors evolutions, and interagency tensions between the SDECE/DGSE and the other intelligence services. Because France wants to keep its rank in Africa, especially in the Sahelian strip, challenged by the United-States, defying Libya and hampered by the Soviet Union; because it is deeply committed in the internal affairs of Chad, sometimes too deeply; and finally because its adversaries do compel it to an everlasting adaptation of its posture and military capabilities, France will make Chad its focal point in Africa, the laboratory of its future deployments, at the edge between legacy and legitimacy, between conventional and special actions, between raison d’Etat and diplomacy
