Abstract:
This thesis explores institutionalized discrimination in the United States Military by examining the rationales given for policies that exclude, or limit the military service of racial minorities, women and homosexuals, and the rationales given for altering such policies. outgroups such as racial minorities, women and homosexuals are presumed to be a threat to the white male heterosexual majority within the military services. The presence of these outgroups in the military has been officially characterized as threatening to small-unit cohesion, and therefore threatening to military readiness. This thesis was first based upon the assumption that the rationales favoring discriminatory policies, and rationales favoring reform, would be expressed in the language of small-group theories of cohesion, that is, cohesion based upon the self-categorization of group members, or the interdependence of group members. However, in the data analysis process, two other rationales emerged: the ideological and the bureaucratic rationales. Data illustrating these four rationales were drawn from a content analysis of articles and other commentary published in the New York Times. Statements were crosstabulated by the stance (exclusionist or reformist) they supported and the rationale (self-categorical, interdependent, ideological or bureaucratic) they employed to justify the stance. This analysis was first done separately for each of the three groups, racial minorities, women and homosexuals, and then the data for each of the three outgroups were compared and contrasted. Findings indicate that despite the military's official characterization of outgroups as a threat to small-unit cohesion, relatively little of the debate was expressed in terms of small-group theories of cohesion-the self-categorization of, or interdependence of group members. The most frequently employed rationales were, in fact, ideological in character. Between the three groups, however, some differences in patterns of rationales and stances emerged. The findings are placed in their historical and political contexts to help explain the results of the analysis, and to illuminate the experience of racial minorities, women and homosexuals in the United States military.

Abstract:
This thesis is an exploration of the construction of the gendered body in combat in the late twentieth century, in Australia and the United States of America. While it is not a military history, aspects of military history, and representations of war and warriors are used as the vehicle for the analysis of the politics of representing gender. The mythic, the material and the media(ted) body of the gendered warrior are examined in the realms of ‘real’ military histories and news coverage, and in the ‘speculative’ arena of popular culture. Through this examination, the continuities and ruptures inherent in the gendered narratives of war and warriors are made apparent, and the operation of the politics of representing gender in the public arena is exposed. I have utilised a number of different approaches from different disciplines in the construction of this thesis: feminist and non-feminist responses to women in the military; aspects of military histories and mythologies of war specific to Australia and the United States; theories on the construction of masculinities and femininities; approaches to gender identity in popular news media, film and television. Through these approaches I have sought to bring together the history of women in the military institutions of Australia and the United States, and examine the nexus between the expansion of women’s military roles and the emergence of the female warrior hero in popular culture. I have, as a result, analysed the constructions of masculinity and femininity that inform the ongoing association of the military with ‘quintessential masculinity’, and deconstructed the real and the mythic corporeal capacities of the gendered body so important to warrior identity. Regardless, or perhaps because of, the importance of gender politics played out in and through the representations of soldier identity, all their bodies must be considered speculative.

Abstract:
This paper examines newspaper portrayals produced by the Washington Post, the New York Times, and the Los Angeles Times of women in the military from Sept. 11, 2001, to Sept. 11, 2009. The purpose was to identify how the three nationally recognized U.S. newspapers depict women’s expanding combat roles on contemporary battlefields that lack definitive front lines. Because the news media are the primary vehicle to update the general public on military matters, how the news media portray military women can play a role in shaping audience perceptions of military women. In turn, this relationship can influence the public debate on issues pertaining to women in the military. For my research method, I employed a longitudinal, qualitative content analysis of news articles that revealed three distinctively themed portrayals of U.S. servicewomen. The thematic findings include: "Tip of the Spear," a largely laudatory category portraying the "new" or "first" generation of servicewomen filling historically uncommon (particularly direct ground combat) roles for women; the "Combat Debate," with coverage listing arguments for and against military women’s expansion into "direct ground combat;" and the "Sexual Assault" category that exposed women as continued victims of sexual assault across the U.S. Armed Forces. The portrayals of women in the "Tip of the Spear," and to a lesser extent in the "Combat Debate," reveal how these three particular newspapers are applying a new formula to represent military women. Rather than portraying military women in stereotypical support roles—or castigating them for transgressing gender norms—the stories from these papers cast the servicewomen performing traditional masculine military activities in a positive light. However, following objective reporting protocol, the reports in the "Combat Debate" category also covered conventional patriarchal concerns to include protecting women from harm, particularly military mothers. Overall, these two categories comprised the greater part of the coverage of military women among the reports in this study, with only a handful of reports covering women as victims. I propose that the many positive portrayals that describe women fulfilling nontraditional masculine roles and activities demonstrate a revised blueprint in how the news media report on military women. Furthermore, while these research results cannot be applied universally outside this study’s sample, I contend that these types of images representing today’s servicewomen on contemporary battlefields increase public acceptance of women in the military and their expanding military assignments.

Abstract:
It is argued in this thesis that because of the androcentric nature of the military institution women in combat arms positions in the armed forces of Canada, the United Kingdom and the United States of America are or will be tokens. In order to investigate and support the hypothesis several areas of literature had to be examined and interviews undertaken with military policy-makers/advisers, recruiters and retired female brigadier generals.Chapter One examines the broad body of literature in the field of military sociology. This chapter details the history of the evolution of the military from a mercenary force to mass armies sustained by conscription through to all-volunteer forces. It also exammes the effect of technology on the military, the changing role of the military in society, and theories of occupationalization versus the institutionalization/professionalization of the armed forces.Chapter Two examines and critiques the notions of inherent female pacifism and inherent male aggression expounded within some of the feminist literature. By detailmg a cross-cultural history of women warriors and female combatants the aforementioned notions are dismissed as untenable. Chapter Three continues with a presentation of the history of the utilization of women in the armed forces of the three countries from their first unofficial presence as "camp-followers" to the present day expanded roles in combat positions.In Chapter Four the theories of tokenism utilized in this thesis are detailed. This chapter presents and assesses the definitions of "token" and "tokenism". A review of the literature of women in male-dominated occupations and women in the military as "tokens" is also undertaken.The fifth chapter details the methodology utilized in this thesis. The fieldwork and questionnaire developmental processes, the interview questionnaires, details of the respondents and the locations of the interviews, and problems encountered in the research are presented.Chapter Six involves a presentation of the results of the interviews with military policymakers/ advisers, recruiters and retired female general officers. The results are presented on a person-by-person basis followed by overall generalizations and generalizations based on country and occupational category all of which provide the impetus for the supporting of the hypothesis.It is in the eighth chapter that theory is applied to practice in that the theories and definitions of tokens and tokenism are applied to the results of the interviews and supplemented by defence document studies to support the hypothesis that because of the androcentric nature of the military institution women in combat arms positions in the armed forces of Canada, the United Kingdom and the United States of America are or will be tokens.

Abstract:
The main concerns of the study, covering the years 1945-84, are arrangements that have been made for the use of military bases in the United Kingdom by United States forces. The subject is examined within a chronological framework. The development of the United States military presence is traced, from the earliest Joint Chiefs of Staff plans in 1945 and the Spaatz- Tedder agreement in 1946, which gave the United States permission to deploy certain forces in the United Kingdom in time of emergency. The 1948 Berlin Crisis led to the arrival of bombers in East Anglia which was the first major post-war deployment of United States forces to Britain. It was stated that it would be for a period of temporary duty. In fact the bases have remained from that day to this, though their number and types have varied over time. The Korean War proved to be the next major turning point. It increased demands upon the Attlee government for an agreement defining the conditions of use of United States bases in the United Kingdom. The subsequent Truman- Attlee, and later Truman-Churchill, meetings resulted in the key phrase: the use of bases would be 'a matter for joint decision ... in the light of circumstances prevailing at the time.' Different interpretations have been placed on these words at different times. The years 1950-57 saw a consolidation of the United States military presence, with Britain's importance as an intelligence base also growing. The dawning of the missile age symbolised by the first Soviet earth satellite in 1957, the agreement in the same year to deploy Thor missiles, and the deployment of Polaris to Holy Loch in 1960, raised questions regarding the adequacy of the earlier agreements on the conditions of use. This factor, alongside the development of a distinct European identity of which Britain has become a part, has led to a questioning of American hegemony within NATO. The arrival of cruise missiles in 1983 gave added urgency to the debate. Whilst it may be generally recognized that the bases make a substantial contribution to the United Kingdom's defences, the need for clarification of the uses to which the bases can be put by United States forces remains.

Iraqi and Afghan conflict interpreters are hired by the American Armed Forces to break down linguistic and cultural barriers between military personnel and local communities. Through an overview of their role and profession, this paper aims, on the one hand, to highlight the many struggles of conflict interpreters and, on the other, to provide a comprehensive image of conflict interpreters in order to elucidate the little-known profession. Using some of the available literature, data, and reports as well as some first-hand accounts, this paper first presents the conflict zones in Iraq and in Afghanistan then discusses the need for conflict interpreters in those areas. Once the distinction of the different categories of conflict interpreters is drawn, the paper focuses on locally recruited interpreters and the risks and concerns their profession entails. Analysis of this information demonstrates that conflict interpreters are a necessity. They must endure the dangerous nature of their profession, which ultimately pushes them to look for a better life in the country of their employer. With the US government providing little to no assistance so that their foreign employees can obtain a US Visa, conflict interpreters either look on to NGOs or are left to fend for themselves.

Abstract:
This study examined the curriculum evolution process of the Industrial College of the Armed Forces (ICAF) and its predecessor, the Army Industrial College (AIC), as it was influenced by a variety of factors between the years 1924 and 1988. Most of the published material used for this study was found in the library of the National Defense University, Fort Lesley J. McNair, Washington, DC. Additionally, current and past College faculty and staff members were interviewed. Six main questions served to guide and focus inquiry for this study. These questions concerned how the curriculum evolution process was affected by (1) various influential persons, (2) recommendations of commissions and boards, (3) social, economic, and political phenomena, (4) military and civilian faculty, (5) educational philosophy, and (6) technological advances. Using the historical method, the study identified five distinct periods in ICAF's curriculum history: 1924-1941, during which AIC's original curriculum sought to forestall a recurrence of industrial mobilization problems; 1943-1964, which saw the emergence of economic mobilization as the overarching curriculum theme; 1964-1975, a time when a strong leader completely restructured the curriculum theme to emphasize management and active learning; 1975-1984, a period when NDU was created as the joint college umbrella, applied behavioral science was introduced, and the curriculum theme returned to mobilization; and 1984-1988, during which the conceptual frameworks of joint and combined warfare and the systems approach guided the continuing search for academic excellence and rigor. The study found that each of the potential change agents affected the way the curriculum evolved. However, the most influential factor was the occasional person who interpreted the significance of a multiplicity or phenomena in an innovative fashion, and consciously chose to restructure curriculum. Commandant, Lieutenant General August Schomburg and Dean of Faculty and Academics, Colonel Barry M. Landson, were the two most effective individuals in this regard. Consequently, the study concluded that, for the most part, curriculum planning was not an orderly, systematic, and analytical process. Generally, curriculum change was found to be incremental and often based on which subjects received greatest media attention or the relative argumentative forcefulness of proponents.

Abstract:
The lack of system capability, budget, and schedule robustness against technology performance and development uncertainties has led to major setbacks in recent acquisition programs. This lack of robustness stems from the fact that immature technologies have uncertainties in their expected performance and development times and costs that translate to variations in system effectiveness and program development budget and schedule requirements. As such, the objective of this thesis is to formulate an assessment process that better informs acquisition decision-makers of program requirements robustness against such uncertainties. To meet the stated research objective, a conceptual methodology for assessing acquisition requirements robustness against technology performance and development uncertainties was formulated. This general approach provides a structured process for integrating probabilistic and quantitative forecasting, multi-criteria decision-making, and decision-support techniques to generate the statistical data needed to quantitatively predict requirements robustness. The results of the robustness assessment indicates to the decision-makers whether or not the technology or set of technologies being developed for the program will result in system capabilities and program budget and schedule that meet decision-maker requirements and preferences. This results in a more informed and justifiable selection of program technologies during initial program definition as well as formulation of program development and risk management strategies.

The Philippine government may use two methods to procure defense articles from the United States, either Foreign Military Sales (FMS) or Direct Commercial Sales (DCS). This thesis examined the differences between FMS and DCS as methods of procurement used by the Philippine government in the acquisition of U.S. defense articles. The study identified the processes involved in using each of the two methods as well as the advantages and disadvantages of each when used within the socioeconomic and political environment of the Philippines. Issues and considerations that influence selection decision are also discussed. DCS may offer the lowest fixed price, timely/earlier delivery, easier countertrade arrangements, and penalty for non-compliance to the provisions of the contract. FMS is preferable because it is a government-to-government sale, provides opportunities for Philippine military training in the United States and enhances interoperability among coalition forces. In addition, FMS allows for financing of defense articles from the U.S. using Foreign Military Financing, thus conserving Philippine government funds.

The U.S. Department of Defense employs both uniformed military personnel and non-uniformed civilian employees as information sources. The objectives of this study was to determine whether students, acting in the role of journalists, attributed greater credibility to uniformed or non-uniformed spokespersons and whether a difference in attribution could be measured when the topic being briefed was more specifically related to the military mission.Seventy undergraduate journalism students were randomly assigned to four groups and exposed to one of four videotaped press briefings. Two briefings announced the outbreak of hostilities involving U.S. forces or award of a major construction contract. Each of the announcements was delivered by a uniformed military public affairs officer or by a spokesperson in civilian business suit.Following the briefings, students evaluated the source using semantic differentials first developed by Berlo, Lemert and Mertz (1969) and prepared questions exactly as they would ask them following the spokesperson's prepared statement. The semantic differentials were analyzed using ANOVA. The follow-on questions were coded using methodology similar to that used by Einsiedel (1974) and evaluated using the "Coefficient of Imbalance" proposed by Janis and Fadner (1949). This second method was employed to determine whether data obtained and analyzed using the Coefficient of Imbalance would validate results obtained through the use of more traditional semantic differentials.Neither method resulted in findings which would suggest a statistically significant difference in the credibility attributed to the defense source by the student-journalists in any of the four treatments.

O presente trabalho dedica-se a compreender as percepções dos militares brasileiros a respeito dos Estados Unidos no último período do regime militar. Com base na análise do conteúdo dos artigos da revista A Defesa Nacional o principal argumento do trabalho é que nos discursos houve pouca convergência de interesses do Brasil com a potência hegemônica no sistema internacional, regional e nas relações bilaterais. Com base no conteúdo dos artigos, identificamos que enquanto no sistema internacional o Brasil se inseria como país em desenvolvimento, os Estados Unidos procuraram limitar a emergência e participação desses países, bem como reativou o embate Leste-Oeste, no âmbito regional os interesses norte-americanos eram de combate à expansão da influência comunista e manutenção da inércia dos órgãos de segurança e defesa regionais, sendo que para o Brasil, inserido no seu projeto de inserção internacional o comunismo não era mais a prioridade e buscou criticar essas ações norte-americanas. Já as relações bilaterais seguiam essa falta de pontos em comum, destacando-se principalmente questões referentes à tecnologia.
This work is dedicated to understanding the perceptions of Brazilian military in regard to the United States in the last period of the military regime (1979-1985), which is characterized by a context of systemic change, by the pattern of bilateral relations and by the process political transition in Brazil. Based on the analysis of the content of articles in the magazine "A Defesa Nacional", the main argument of the paper is that, in the speeches, there was little convergence of interests between Brazil and the hegemonic power in the international system, both regionally and bilaterally. This is because while Brazil inserted itself in the international system as a developing country, the United States sought to limit the emergence and participation of these countries, as well as reactivated the East-West confrontation. Regionally, the U.S. interests were fighting the expansion of the communist influence and maintaining the inertia of the safety and regional defense organisms, in a way that, for Brazil, communism was no longer the priority and, inserted in its project of international insertion, sought to criticize these U.S. actions. In regard to bilateral relations, this lack of common points also took places, with special highlight to issues related to technology.

The United States Military Academy Band, also known as the West Point Band is the oldest active band in the United States Army and the oldest unit at the United States Military Academy, and is considered to be one of the finest military musical organizations in the world. The band has also been instrumental in facilitating the creation of new works for wind band.As the commissioning of new music has been essential to the expansion of the wind band's repertoire, several major commissioning projects were undertaken in the mid-twentieth century by various organizations, including the West Point Band, the Goldman Band in conjunction with the League of Composers and later the American Bandmasters Association, Kappa Kappa Psi and Tau Beta Sigma, the American Wind Symphony, and the College Band Directors National Association. These commissioning projects and many others have contributed hosts of new quality works to the repertoire of the wind band. The West Point Band's 1952 commissioning project celebrating the Sesquicentennial of the United States Military Academy was among the first of these mid-twentieth century commissioning projects to seek out prominent composers of the day and have them write works for wind band. The project contributed several seminal pieces to the wind band's repertoire, including Morton Gould's Symphony for Band: West Point. In 1996, as tribute to both the Academy and to the earlier commissioning project, the West Point Band sought to celebrate the Academy's 2002 bicentennial in a similar fashion by commissioning well-known composers to contribute substantial wind works. These pieces would be premiered and recorded by the West Point Band over a number of years, including a gala Bicentennial Celebration concert at Carnegie Hall in March 2002. The purpose of this study is to create a consolidated written record of the wind music composed for the West Point Band as part of the band's Bicentennial Wind Commissioning Project, and to describe the process and circumstances by which this music was created and premiered. The continuing development of a quality original repertoire is important to the wind band community as a whole, and commissioning composers to write wind band music is the primary means by which new music is acquired. By any account, the twenty-six works produced through the West Point Band's Bicentennial Commissioning Project constitute a significant contribution to this repertoire. As this project and many of these pieces are not well known, it is the author's intent to bring increased attention to this commissioning project and to this music.

Abstract:
Previous research has shown that Taiwan's military spending is affected either by China's military buildup or the US's military pipeline. This study investigates whether it is also true an ongoing US-China relationship has dynamic effects. Three major findings are obtained from the statistical analyses. First and foremost, the level of US-China conflict has a contemporaneous positive effect on Taiwan's military spending. Second, the analyses also indicate that the volatility of US-China relations has negative effects on Taiwan's military spending. This finding suggests that instability in US-China relations will prompt Taiwan to decrease its military spending due to a higher amount of perceived security on the one hand, and Taiwan wants to avoid further provoking China on the other. Third, analyses indicate that an error correction model fares better than a simple budgetary incremental model in explaining the re-equilibrating effects of GNP growth on Taiwan's military spending. Overall, the results demonstrate the interplay of domestic and international constraints and may help to predict what will be the expected military spending when Taiwan's economy changes. I suggest that Taiwan's military spending is likely to be influenced by US-China relations as well as by foreign investment and domestic economic constraints as long as the United States policy toward the Taiwan problem remains unchanged.

Qu’est ce qui explique la faiblesse d’un Etat qui s’est engagé depuis plus de vingt ans à rompre avec les pratiques de l’autoritarisme et du néo-patrimonialisme ? Pourquoi les promesses d’une démocratisation réussie, malgré le soutien massif des acteurs de la « société internationale » ont paradoxalement débouché sur la déstabilisation de l’Etat dans un contexte de crises récurrentes ? Ce sont les interrogations principales qui orientent cette recherche qui se donne pour ambition d’étudier les processus par lesquels les élites et les masses haïtiennes s’approprient la démocratie. De ce point de vue, la démocratisation s’analyse comme une ressource politique et institutionnelle revendiquée par ces dernières comme élément probant de leur adhésion à la grammaire démocratique. Dès lors, il s’agit de scruter les routes sinueuses et chaotiques empruntées par la démocratisation en Haïti, en interrogeant les diverses séquences marquantes de l’histoire politique haïtienne. L’accent est mis sur l’importation des technologies institutionnelles d’origine occidentale, notamment durant la période ouverte en 1994 avec la réinstallation de Jean-Bertrand Aristide dans ses fonctions de président et celle qui commence en 2004 avec son départ forcé du pouvoir. Ces deux séquences historiques, sous-tendues par des plans de reconstruction de l’Etat, sont marquées par la mobilisation de ressources diverses, en vue de jeter les bases d’une nouvelle gouvernance politique et économique. Elles circonscrivent également un champ de représentations conflictuelles, caractérisé par la compétition entre les Etats occidentaux et la lutte pour la répartition des enjeux de puissance entre les organisations internationales et les élites locales. L’analyse du processus de démocratisation conduit à des observations paradoxales : l’exacerbation de la violence, l’actualisation de l’autoritarisme, la multiplication des situations déviantes découlant des stratégies des acteurs locaux. Ces derniers tentent d’échapper aux contraintes imposées par des acteurs externes qui interviennent afin de sanctionner, d’arbitrer et d’imposer des décisions aux factions en luttes pour le pouvoir. Ainsi, la démocratisation passe par des crises d’adaptation, des phases contradictoires de recomposition, d’hybridation des institutions importées et parfois de contournement des normes et procédures. Entre les acteurs internes et externes s’établit et s’organise une dynamique interactive qui influence l’Etat dont la configuration finale est loin de correspondre aux objectifs affichés à travers les réformes engagées. Afin de mieux mettre en évidence les traits distinctifs de cet Etat forgé dans l’incertitude et l’imprécision, la thèse propose de restituer les dynamiques et l’historicité propres à la société haïtienne, en privilégiant l’hypothèse de la réinvention de l’Etat. Paradoxalement, l’État peut être le produit de processus de violence et la part chaotique que comporte la situation en Haïti peut recéler les prémices de sa construction
What does explain the weakness of a State which has committed more than 20 years to break with the practices of authoritarianism and neo-patrimonialism? Why the promises of a successful democratization, despite the massive support of the actors of the “international society” paradoxically led to the destabilization of the State in the context of recurrent crises? These are the key questions guiding this research, whose ambition is to study the processes by which elites and the Haitian masses appropriate democracy. From this point of view, democratization is analyzed as a political and institutional resource claimed by them as convincing evidence of their adherence to democratic grammar. Therefore, it is scrutinizing the winding roads and chaotic way borrowed by democratization in Haiti, by querying various striking sequences of Haitian political history. Emphasis is placed on the importation of institutional technologies of Western origin, particularly during the period opened in 1994 with the resettlement of Jean-Bertrand Aristide in his duties as president and on the period which starts in 2004 with his forced departure from power. These two historical sequences, underpinned by plans for the reconstruction of the State, are marked by the mobilization of various resources, with a view to laying the foundations for new political and economic governance. They also define a field of conflicting representations, characterized by competition between Western States and the struggle for the distribution of power between the international organizations and local elites issues.The analysis of the process of democratization leads to paradoxical representations: the exacerbation of violence, the updating of authoritarianism, the multiplication of deviant situations arising from the strategies of local actors. The latter are trying to escape from the constraints imposed by external actors involved in order to punish, to arbitrate and to impose decisions on the factions struggling for power. Thus, democratization goes hand in hand with crises of adaptation, contradictory phases of re-composition, hybridization of the imported institutions and, sometimes with circumvention of the standards and procedures. Between internal and external actors are settled and organized interactive dynamics that influence the State of which the final configuration is far short of the objectives set out through the aimed reforms. In order to better highlight the distinguishing features of this State forged in uncertainty and vagueness, the thesis proposes to analyze the dynamics and historicity of Haitian society, privileging, the hypothesis of the reinvention of the State. Paradoxically, the State may be the product of process of violence and the chaotic part that includes the situation in Haiti can conceal the beginning of its construction

Dans ce cadre, le discours stratégique américain, examiné au travers des débats stratégiques et des contributions doctrinales, tendrait à être sur-déterminé par la technologie, du niveau tactique au niveau politique, de sorte que ledit discours tendrait à devenir en soi une technologie.

Au Tchad, le triptyque « armées, sécurité et rébellions » est indissociable, tant il mêle des acteurs armés qui ont dominé la scène nationale depuis l’indépendance du pays en 1960. L’entrelacs des intérêts et des combats a aussi provoqué l’implication d’intervenants extérieurs nombreux, la France et la Libye en premier lieu. Tous ont participé à cette séquence historique, de 1969 à 1990, dominée par l'émergence d'une rébellion, le Front de libération nationale du Tchad (FROLINAT), qui finira par s'emparer du pouvoir et engendrer une guerre civile suivie d'une guerre de libération des provinces du Nord. La France s’engage au Tchad en 1969 dans sa première véritable guerre depuis l’indépendance de l’Algérie, et dès lors restera actrice du destin de ce pays, sous tous les régimes successifs, de Tombalbaye au régime d’Hissène Habré. Elle cherche à conserver son appréciation autonome de situation, et renseigner sur les groupes rebelles du Tchad, la Jamariyya libyenne, voire ses propres alliés, afin de donner à ses décideurs politiques et militaires des clés de compréhension et d’action. Dans cette guerre d’un genre nouveau et méconnu des citoyens français, le renseignement et les actions spéciales constituent des armes fondamentales au cœur des engagements opérationnels, de l’évolution des différents types de capteurs, et des tensions interservices entre le SDECE/DGSE et les autres services chargés de renseignement. Parce qu'elle veut conserver son rang en Afrique notamment dans la bande sahélo-saharienne, concurrencée par les Etats-Unis, défiante vis-à-vis de la Libye et de l'Union soviétique; parce qu'elle est très impliquée dans les affaires intérieures du Tchad, parfois avec excès; et enfin parce que ses adversaires la contraignent à une adaptation permanente de posture et de capacités militaires, la France va faire du Tchad son point focal en Afrique, le laboratoire de ses futurs engagements, à la frontière entre légalité et légitimité, entre actions conventionnelles et spéciales, entre raison d'Etat et diplomatie
In Chad, the triptych « armed forces, security and rebellion » is inextricably linked, so much it mixes armed players that dominated the scene since the independence in 1960. The interlacing of interests and fights also led to the involvement of external players, making Chad an enduring challenge for France, Libya, United-States and many others. Those countries, along with local players, participated to this historical sequence, 1969-1990, dominated by the apparition of the FROLINAT’ rebellion, that will finally seize power and generate a civil war followed by a liberation war of the Northern provinces. Thus France will commit itself in Chad in 1969, in its first real African war since the independence of Algeria, and by then will remain actress of Chad’s destiny whatever the political system is, from Tombalbaye to Hissène Habré’s reign. France will try to keep its autonomous situation awareness and collect intelligence on the Chadian rebel groups, the Jamariyya, or even its own allies, in order to provide to the political and military decision-makers some keys for understanding and acting. In this new type of warfare, unknown by the French population, intelligence and special actions manage to be fundamental weapons at the core of operational commitment, sensors evolutions, and interagency tensions between the SDECE/DGSE and the other intelligence services. Because France wants to keep its rank in Africa, especially in the Sahelian strip, challenged by the United-States, defying Libya and hampered by the Soviet Union; because it is deeply committed in the internal affairs of Chad, sometimes too deeply; and finally because its adversaries do compel it to an everlasting adaptation of its posture and military capabilities, France will make Chad its focal point in Africa, the laboratory of its future deployments, at the edge between legacy and legitimacy, between conventional and special actions, between raison d’Etat and diplomacy

Les deux axes de réflexion sont mobilisés autour de la recherche d’un équilibre à la fois vertical (entre les pouvoirs constitués et la force armée) et horizontal (entre les pouvoirs constitués entre eux par rapport à la force armée)
This dissertation aims at understanding how contemporary democratic systems deal with the existence of the armed forces within them and how they manage to use them, while respecting their principle of government. The two methods chosen are, on the one hand, the history of the institutions and, on the other hand, the study of the parallels between the legal systems (mainly that of the United States and of France). Using these tools, the dissertation aims at finding a balance both vertical (between the constitutionnal powers and the armed forces) and horizontal (between the constitutionnal powers themselves regarding the armed forces)
