Abstract:
The University of Illinois-Chicago is an ARL member library with a collection of 2.3 million volumes. While we have access to many electronic resources, we still have a substantial collection of physical items to manage in several buildings. Many of those volumes are held at the Richard J. Daley Library on our east campus, where nonhealth-related academic programs are located. Late in 2015, the head of the Daley Circulation Department announced his retirement after more than 30 years in that position. The department was a typical academic library circulation unit, including circulation desk, shelving, reserves, and interlibrary loan. Most of the two dozen staff members had been with the department for many years.

Abstract:
The Murray Library is the central library at the University of Saskatchewan. In January 2013, the Library Dean announced that ten support staff in the University’s library system, including several working at the Murray Library, were to be laid off. All were women. After each staff member had been individually informed by the Dean that she was being laid off, she was told to collect her possessions and was then immediately escorted off the campus property. The layoffs were part of a University-wide cost cutting measure, which would ultimately result in 40 layoffs among the support staff across the campus. The support staff were unionized, in a bargaining unit represented by the Canadian Union of Public Employees. The University librarians were also unionized, in a separate bargaining unit represented by the University of Saskatchewan Faculty Association. In the librarians’ collective agreement was a broadly drafted provision protecting academic freedom. Among other things, the provision guaranteed the right of the unionized librarians “…to criticize the University and the Association without suffering censorship or discipline.” This provision did not contain any language which would restrict the scope of its protection to reasonable or responsible comments. This right of faculty and librarians to criticize the university leadership is known, among the various features that make up academic freedom, as the freedom of intra-mural expression.1 * Associate Professor, Faculty of Law, Western University, London, Ontario, where he teaches labour law, human rights law, and constitutional law.1 See generally Matthew Finkin & Robert Post, For the Common Good: Principles of American Academic Freedom (New Haven, Connecticut: Yale University Press, 2009), ch 5.

Abstract:
Students with disabilities require special convenient access to library services as compared to the general student population. Despite the special needs requirements, there is consensus among researchers that access to library services by students with disabilities is not yet fully available, especially in countries in the global periphery. This study utilised quantitative data collected through questionnaires directed to 92 disabled students registered for the 2013 academic year, an interview with the librarian responsible for the disabled students unit and observation using the IFLA checklist for access to libraries for disabled people to evaluate the convenience and accessibility of library services for students with disabilities at the University of Limpopo in South Africa. Even though the study established that a purpose-built library service unit for students with disabilities that complies with international best practice was in place, students with disabilities were not adequately satisfied with the library services they received as very few library materials had been transcribed into accessible formats. The situation was compounded by the fact that only one librarian was assigned to manage and run the library services for the disabled. The study recommends that the university should hire more librarians to assist students with disabilities in the audio-braille library. It is hoped that the study will stimulate policy makers to include students with disabilities in information access and collection development policies. A further study on the needs and academic progress assessment of students with one group of disabilities is recommended.

Abstract:
Purpose The study aims to discuss the special needs-centric information delivery as a new genre of the academic library services. It also sheds light on the assistive technology used to help blind or visually impaired (BVI) students to access the available digital contents and use online services conveniently. A particular emphasis placed on gaining some insights into BVIs’ perceptions towards the orientation and assistance offered by the access service librarians, as well as any experience in using assistive educational technology for reading and information access. Design/methodology/approach The authors used semi-structured interview survey to gather the necessary data from 35 BVI university students drawn from the Special Needs Services (SNS) Unit at the UAE University. The interview was concerned with use of library e-resources and online services for doing their assignments, easy-to-use facilities to access the e-resources and main challenges facing them in communicating with the librarians. Findings The findings revealed that the BVI students considered that the university library does not answer their needs for getting access to digital content and using online services adequately. Practical implications The Main Library should cooperate closely with the SNS Unit to get the most benefits from their experience in the BVI-devoted services to develop an efficient library information discovery and delivery to this student group. Originality/value There is scarcity of scholarly studies on the pedagogical and information acquisition challenges facing the BVI university students in the UAE higher education. This is the first research study that tackles the experience of the BVI students in using the academic library.

Abstract:
The library website is a task-oriented webpage(s) that requires regular evaluation. However, analyzing the content and aesthetic qualities of a library website is an essential ingredient for its usability testing. Hence, this study evaluated the content qualities and aesthetic features of university library websites in Southwest Nigeria. The study adopted a descriptive survey research design. The unit of analysis comprises undergraduate students from the six selected universities in southwest Nigeria, and their population stood at 99, 939. The study used a simple random sampling technique to select its samples and the sample size for the study is 398. A checklist and questionnaire were used as instruments for data collection. Collected data were analyzed using Statistical Package for Social Sciences (IBM-SPSS) version 21. The result of findings indicated that premium is placed more on aesthetic features than content quality and none of the understudy library websites has features for Frequently Asked Questions (FAQ), list of the new arrivals and space for advert placement. Based on the study analysis, the Kenneth Dike Library website of the University of Ibadan and Covenant University Resource Centre is better in terms of content quality than other university library websites in Southwest Nigeria. Library websites were found to be useful and yet not optimally utilized by the users due to the absence of some content and aesthetic features that tend to improve the usability of the library website. Consequently, the university library needs to prioritize its presence online and as well add features that will engage and elicit feedback from users. They also need to publicize among the users the use of library websites as veritable sources of scholarly information and communication.

Abstract:
In 2022, the library of South Ukrainian National Pedagogical University named after K. D. Ushynsky celebrates its 100th anniversary, which makes us return to the origins of higher pedagogical education in the South of the country. It is this fact that determines the relevance of our research. The article traces the history of the university and the library, starting from the 20s of the 20th century to the present day. The purpose of the article consists in the necessity to analyse the history of the creation and development of the university and the library in inseparable interaction. The historical method of research allowed us to systematise and summarise the available information on the history of the library of Ushynsky University in chronological order. The article examines the main stages of the existence of Ushynsky University, starting from its foundation in 1920, when it received the name of the Institute of National Education and the task of providing training for education workers in the South of Ukraine. It was also found that the library of this educational institution was created in 1922 to provide students with textbooks and fiction. It is shown how our higher educational institution survived the educational reforms implemented by the new, at that time, Soviet government. On the basis of archival documents and memories of employees stored in the library, the history of the evacuation of the university and the library during the Second World War alongside their post-war revival has been traced. The problems of the development of the university, the introduction of new educational directions, the opening of new faculties and the process of rebuilding the library in the second half of the 20th and the beginning of the 21st centuries have been revealed. Considerable attention is devoted to the current state of the library, its structure, aspects of activity and challenges. It was concluded that the library of Ushynsky University is an important structural unit that contributes to the teaching / learning activities, research-oriented, cultural and education-related activities of teachers and students. It has been proved that today the library is a powerful information institution, a scientific and cultural centre of the university.

Abstract:
Librarian-faculty relations are essential to library collection development. This paper discusses, first of all, the reasons for the customary disconnect between librarians and faculty in light of their different priorities, visions, expertise, and status. In an attempt to bridge the librarian-faculty separation, a horizontal strategy is proposed focusing on financial collaborations between the library and other academic departments on campus, such as adopting the balanced budget, fair and rotated resource allocation, and prioritized investment through providing a General Reserve Fund. A vertical strategy is also proposed defined as an organizational and professional partnership through three different vertical levels, namely, the university, unit (department/program), and individual levels. At the university level, while the collaboration needs to cover the areas of book selection, evaluation, preservation, weeding, and cancellation, it should also rely on campus-wide workshops as an effective way of improving collection development and professional training. At the unit level, in addition to the department liaison model, it is advisable to organize specific forums focusing on the special needs required by different academic programs and departments. Individual level collaboration is critical to achieving the proposed goals as all institutional strategies must rely on individual efforts. Librarians should provide individual, informal, and customized outreach services.

Abstract:
Archives are created in every institution large and small. College is one of the institutions that produces many archives of academic and administrative works. The archives created in universities need to be managed and stored so that they can be traced and utilized by the institution concerned and by other parties who need it. In line with this, Sanata Dharma University (USD) as the bearer of the Tri Dharma of Higher Education seeks to manage archives in all units at the university level. The management of the USD institutional archives is carried out by carrying out the mandate of the 2018-2022 USD RENSTRA, where the initial target for achievement is the 1993-2020 USD archives. Archival managers are expected to be able to collect and archive all USD institutional documents from 1955 s.d. 2020. Records management at the USD level is left to the USD Library.USD Library plans to carry out acquisitions/archive collection of units. This step was preceded by an online survey of records management in units, so that USD Libraries had an initial picture of archive management across all units in USD. This online survey was conducted using qualitative methods. The population in the survey is education staff, both permanent and non-permanent in USD, with a total of 376 people. The sample used in the survey is 76 people, the sample selection using convenience sampling technique. The survey results showed that there were 52 people who filled out the survey. The most types/subjects of archives owned by units in USD are curriculum archives (25 units), lectures (24 units) and student affairs (20 units). The largest media/archive form is print/paper (50 units), but most of the units have been digitized (43 units). Other archival media that are also owned by the unit are photos, souvenirs, compact disks, videos, digital video disks, blueprints, maps and technical drawings. The processing of unit archives in USD varies, both those that have been digitized (33 units), have been inventoried/recorded (25 units), have been numbered/coded (6 units), have been destroyed (2 units) to archives that have not been managed properly ( not yet digitized, not yet inventoried, not yet coded). There are archives that have been arranged in a filing cabinet/rack/file/order box (40 units), archives are organized by year/subject/alphabatic number (26 units). The majority of HR Archive Managers in all units do not have HR that specifically manages archives (48 units). The majority of archive borrowing is no archive loan. The majority of facilities/tools/software for archival tracing do not have facilities/tools/software for archival tracing (47 units). Permits for borrowing archives from units at Sanata Dharma University, the majority allowed borrowing archives (47 units). The majority of data collection/inventory of archive types to be borrowed from units at Sanata Dharma University answered that data collection/archive inventory was carried out by each unit to ensure the completeness and correctness of the archives to be borrowed (26 units). Static Archives Management and Storage at Sanata Dharma University answered that the USD Library only manages and stores digital archives and printed archives are stored in their respective units (29 units). The return of the static archives borrowed for processing by the USD Library, the majority answered that the printed static archives were returned to the unit (28 units).

Abstract:
Abstract The purpose of this study was to analyze the development of UNS Library UPT services through student entrepreneurship-based information literacy according to experts, librarians, library leaders, and students, as well as the obstacles faced in its implementation. The method used in this study is qualitative research with a descriptive approach and data analysis using Miles and Huberman. The data collection instruments used in this study were observation, interviews, documentation, and Focus Group Discussion (FGD). The results of the study, the development of entrepreneurship-based information literacy services for UPT Library UNS students was carried out through the empowerment of entrepreneurship collections, appointment of librarians in organizing entrepreneurial information literacy activities, the concept of implementing entrepreneurial information literacy was carried out in the form of seminars, workshops, FGDs in the field of entrepreneurship, as well as direct visits to various micro business unit business actors. Student entrepreneurship information literacy materials are in the form of training in animal husbandry, agriculture, digital business, and business products with small capital so that they can be duplicated and modified by students so that students can practice without difficulty in funding, besides that a motivator is also needed to foster enthusiasm in entrepreneurship among students. The obstacles faced by the UNS Library in implementing student entrepreneurship-based information literacy are the absence of librarians specializing in entrepreneurship to prepare planning for student entrepreneurial literacy activities and coordinators of entrepreneurial student groups at the UNS Library. Another obstacle is that no place in the UPT library can be used specifically for gathering entrepreneurial students to interact, discuss, grow ideas and develop businesses. Abstract:
The article presents the experience of creating and testing a distance learning course aimed at developing information and library literacy of future musicians-teachers in the process of high school preparation. There are contradictions between the demands of the modern information society and the content of educational programs in higher educational institutions of music and pedagogical profile, which do not currently include courses on the formation of information and library literacy of students. Possible solutions to this problem are considered: holding master classes for first-year students during extracurricular time to get acquainted with the library as a structural unit of the institutions; preparing virtual literature reviews with information about access to new collections on music art and music education in electronic library systems; creating a distance course in the electronic information environment of the institution for self-education of first-year students. The results of implementation of the developed system in the content of university training of musicians-teachers at the music faculty of the Institute of Fine Arts of the Moscow Pedagogical State University are presented.

Abstract:
In the last few years libraries in Finland have taken important steps towards a national digital library. Since the National Library (NL) is financed by the country's global university budget, its responsibilities are officially restricted to university libraries, but efforts have been made to open its network to other types of library. After a long process, all Finnish academic libraries have adopted a common computer system (since 2001, Voyager). There is a consortium (Linnea2), with the NL as its organizer and development and service unit. A joint programme for purchasing licences for electronic journals, launched in 1997, is run as a National Electronic Library Programme (FinELib), which is part of the NL's own work programme. The NL's central role extends also to retrieving and archiving electronic publications, which will be covered by a new legal deposit law. Dependence on a single service provider might not work everywhere, but in Finland it has led to considerable advances at a much lower cost than if libraries had acted separately. Behind the Finnish solutions is a strategic thinking that acknowledges that libraries are working in a common electronic space in which effort will not be duplicated as it used to be.

Abstract:
Purpose The purpose of this case study is to illustrate how a university library collaborated with a specific college to preserve scholarship with a sustainable approach. The practical process described is recommended for increasing content submissions in a newly established institutional repository. Of the eight colleges at Middle Tennessee State University (MTSU), the Honors College was selected as a case study for a library–college collaboration on content curation for the institutional repository that is maintained by MTSU’s Walker Library. Design/methodology/approach Concept of shared and divided responsibilities for the upload, maintenance and sustainability of institutional repository submissions based on a particular case study and aided with literature on data management, digital publishing, library publishing and preservation research. Findings The partner approach, the sharing and division of responsibilities, is instrumental to the growth and sustainability of a library publishing program and for the preservation of university scholarship. Practical implications The (college) partner approach not only educates campus units about a new resource (e.g. institutional repository), but also encourages campus units to rethink other current and outdated practices that need to adapt to technological changes that support the unit and its students. This approach will help the library with campus outreach after an institutional repository is implemented and offers guidance on a collaborative approach to repository submission growth. Originality/value This paper suggests a (college) partner approach that mutually benefits the College and its students, departments and the library that maintains the institutional repository on behalf of the university. During the implementation process of this case study, an Americans with Disabilities Act (ADA)/accessibility compliance issue of repository items surfaced and allowed for a new course of action to be taken campus wide which adds to the originality of this case study.

Abstract:
This study aims to identify and describe the constraints faced by librarians of the Hasanuddin University Library when working from home (WFH) during the COVID-19 pandemic. This research is descriptive. Respondents of this study were librarians of the Hasanuddin University Library who carried out official duties in the field of librarianship at home including doing WFH during the COVID-19 pandemic, starting from the Procurement, Processing, Service, and Information and Technology units. There were two librarians representing each unit as informants, so that eight informants were obtained. Data collection was carried out by distributing questionnaires and documentations. Data were analyzed using qualitative analysis. The results of the study illustrate that the constraints faced by librarians of the Hasanuddin University Library when WFH during the COVID-19 pandemic occurred when: the librarian's view of librarian duties was ineffective; the librarian's ability to work from home was not in accordance with the ability to work in an office; there is no motivation to work at home because the librarian work is supposed to be done offline; the need for facilities and infrastructure is inadequate;and there is no leadership support while working from home. In conclusion, the constraints faced by librarians of Hasanuddin University Library when WFH during the COVID-19 pandemic need to be followed up by providing solutions. The solutions can be made in accordance with the obstacles faced, for example the completeness of facilities and infrastructure and avoiding offline work.

In the 1920s, neurology was a fledgling discipline. Various attempts were made to establish programs relating to neurological care and research. One such initiative was the Neurological Study Unit (NSU) at the Yale School of Medicine. My aim is to chronicle the early years of the NSU (1924–40): the motivations for establishing the unit, its structure, its challenges, and its evolution. I have studied all documents related to the NSU at Manuscripts & Archives, Yale University Library. The NSU was heralded as a “combined attack on a single problem from many angles.” It was slow to develop, however, and had a number of missing elements. While some of this may have been due to a lack of funds and the absence of a dedicated neurologist, it was also the result of a failure to conceptualize a neurological unit, the slow evolution-into-existence of a nascent and fledgling medical discipline, growing pains and frictions within the leadership, a university-based rather than a hospital-based model of operation, and turf wars between neurology and allied disciplines.

Abstract:
Learning outcomes: The paper aims to understand the process of transfer of agricultural technology, which comprises incubation of the technology business, valuation, evaluation, licensing and commercialization, to examine various dimensions of the process of technology transfer and the effectiveness of transfer object use criteria, to explore ways of sustaining incubation and commercialization through an autonomous unit responsible for technology transfer, to peruse the role of agribusiness incubators in creating an effective agri-entrepreneurship eco-system and to study the factors that promote or inhibit the sustainability of business incubators in an academic or research institution setting. Case overview/synopsis: An innovative technology for production of liquid bio-fertilizers was developed and nurtured to market levels by Anand Agricultural University (AAU), a State Agricultural University in Gujarat. The technology for production of liquid bio-fertilizers, developed during 2009-2010 to 2013-2014 was licensed to some of the state public and private sector undertakings under the World Bank-financed National Agricultural Innovation Project (NAIP) implemented through Indian Council of Agricultural Research (ICAR). For commercializing the technologies from the University, a Business Planning and Development (BPD) Unit was set up at AAU along the lines of a technology transfer office, under the aegis of NAIP during later part of 2009. The NAIP funding from World Bank for BPD Units ceased in June 2014 with closure of the project. With funding no more available, Rajababu V. Vyas, a research scientist at the Microbiology and Bio-fertilizer Department of the University and Head of the BPD Unit, had serious concerns about the BPD unit’s sustainability, as well as sustaining the process of technology transfer from the University. Complexity academic level: Anand Agricultural University (AAU), a state-run university in Gujarat, developed and incubated a technology to produce liquid biofertilizer, licensed the technology and marketed its product through a few state-run and private fertilizer firms. The technology was developed between 2009/2010 and 2013/2014 as part of the National Agricultural Innovation Project of the Indian Council of Agricultural Research with funds from the World Bank. A unit to incubate agri-businesses, referred to as Business Planning and Development Unit (BPDU), was set up in late 2009 to expedite the process of technology transfer from AAU to agribusiness firms. Rajababu V. Vyas, a research scientist at the Microbiology and Bio-fertilizer Department of the university, was concerned about the unit’s sustainability, because funding from the World Bank had ceased from June 2014, and wondered how to sustain the transfer of technology from the laboratory to the field in the light of the data available to him. Abstract:
Abstract Objective – The objective of this study was to assess the current state of digital library publishing (DLP) in university libraries in the Ukraine. The study was conducted in the hopes of gaining a better understanding of the DLP landscape, namely institutional operations, as well as their varying publishing initiatives, processes, and scope. Methods – The current study was conducted from January to June 2017 using a mixed methods approach, involving semi-structured interviews and an online questionnaire. Semi-structured interviews were conducted (n = 11) to gain insight into participants’ experiences with DLP. The interviews helped in the creation of the questions included in our online questionnaire. The questionnaire was distributed to 195 representatives (directors and leading specialists) of university libraries in the Ukraine. Replies were received from 111 of those institutions. The questionnaire consisted of 11 open- and closed-ended questions to allow the researchers to obtain a holistic picture of the process under investigation. Results – Analysis of the 111 questionnaires showed that for 26 libraries, DLP services were performed by employees of a separate structural unit of the library. For 34 libraries, employees of various departments were involved in performing certain types of services. The other 40 respondents’ libraries were planning to do this in the near future. Only 11 respondents replied that they did provide DLP services now nor planned to in the future. Among the libraries providing DLP services, the following results were observed: 54 of 60 work with digital repositories, 47 provide digital publishing platforms for journals, 26 provide digital publishing platforms for books, and 23 provide digital publishing platforms for conferences. Conclusions – The results obtained indicate a growing trend of expanding digital services in university libraries to support study, teaching, and research. Despite the still spontaneous, chaotic, and poorly explored nature of the development of the library publishing movement in the university libraries of the Ukraine, the readiness of librarians to implement publishing activities is notable. At the same time, the survey results point to specific aspects, such as organizational, economic, personnel, and motivational, that require further study.

Abstract:
Palm leaf manuscripts are one of the vital types of documents containing the indigenous knowledge of Sri Lanka. Treated and seasoned Palmyra leaf was widely used for writing before paper was utilized as writing material. Ancient people were not hesitant to write down their wealth of local knowledge in these palm leaf manuscripts. Today, there is a threat of extinction for the palm leaf manuscripts. The Library, University of Sri Jayewardenepura has launched a project on the Preservation and Conservation of Palm leaf manuscripts to address this issue. This gigantic task is important in preserving indigenous knowledge for future generations. The project began by collecting and physically conserving the palm leaf manuscripts scattered throughout Sri Lanka. In parallel to the project, we established the Preservation and Conservation unit at the library, intending to preserve rare books in addition to the palm leaf manuscripts. We applied established conservation methods according to the defect type found in manuscripts. After conservation, preservation techniques that suit the local environmental conditions were used. Finally, we digitized the complete set of manuscripts where researchers are allowed to use them according to the established policy.

Abstract:
The purpose of this study was to investigate the level of computer literacy skills and institutional factors influencing postgraduates’ use of Electronic Resources (ERs) at the Federal University of Agriculture, Abeokuta. The Yamane formula for calculating sample size was used to determine 312 postgraduate students who represented the sample size of the study. A simple random sampling technique was used to administer the structured questionnaire, while the SPSS was also used to analyze the data. The majority (92.3%) of the postgraduates in FUNAAB have high computer literacy skills with skills in internet usage, word processing applications (81.6%) and spreadsheet applications (75.5%). They use e-prints, e-journals (76.9%), AGORA and HINARI (67.0%) often, but EBSCOHOST had low usage (34.6%). However, inadequate space, insufficient computer systems and inadequate ICT training programmes were institutional factors identified as challenges to using ERs by the respondents. The study established that computer literacy skills do not affect the use of ERs by postgraduates in FUNAAB. It was recommended that library management should work towards the expansion of the e-library unit as this will provide enough space to accommodate a large number of students using the library and improve the use of ERs by postgraduates.

Abstract:
UPT Library UNJA is a Service Unit whose duties and functions are closely related to science, education, and development, especially in managing and providing various literacy, references, information, and documentation. The performance of its management staff strongly influences the management system of the UNJA Library UPT. Ideally, the performance measurement of UPT Library staff can refer to the applicable ISO standards. However, a more comprehensive performance evaluation based on the specifics and factors that affect the performance of UPT UNJA staff and the classification of staff performance evaluation is critical. UPT Library Staff Performance Evaluation based on ISO 11620: 2014 Document concludes that staff performance is good. On the other hand, the application of discriminant analysis of the performance of the Jambi University Library UPT staff analyzed 15 variables with Performance Quality as a variable consisting of two categories, namely Good and Very Good. The Stepwise Method in Discriminant Analysis reduces several independent variables so that the most significant variables in this analysis are the ability to make decisions (X6), Honesty (X8), Initiative in the line of Tasks (X9), and Skill Problem Solver (X11).

Abstract:
The Biblioteca Nacional (BN), founded in 1712 as the Royal Library, became the national library in 1836 and has since then served as the nation's bibliographic repository and a public library for Madrid. It became an autonomous body in 1991. In a major reconstruction of the existing BN building, space occupied by other bodies is being recovered. Legal deposit, established in 1716, now includes audio and visual recordings; the BN has not however had the resources needed to ensure enforcement. The Autonomous Regions have legal deposit of all material published in them. A Reproduction and Conservation Unit has been created to conserve the valuable collections of manuscripts, incunabula and rare books. A new computer system has enabled the BN to undertake several important bibliographic tasks, but not yet to fulfil its role as apex of the Spanish library system. After many years of international isolation the library is playing a substantial role in IFLA and in cooperative activities with Latin American libraries. The challenge facing the BN today is to identify and articulate its role as it relates to public libraries in the Autonomous Regions and to university and special libraries.
