Abstract:
This qualitative study, underpinned by the philosophical assumptions of con-structivism (Guba and Lincoln, 2005) uses semi-structured interviews to ex-plore the views and experiences of 15 young Republic of Ireland teacher union activists with regard to their union involvement and its influence on their con-cept of professionalism. In particular it explores how they became active in their union, the INTO, how they experience voice and agency and how they conceive teacher professionalism. Navarro’s (1992) concept of voice, Priestley et. al.’s (2013, 2015) framework for teacher agency and Stevenson’s (2014) new democratic professionalism are used to underpin and support the study. Analysis of the data garnered allowed pertinent findings to be synthesised and new learning to be gained. The study identified the role of union capital in sup-porting young member involvement and activism. It evidenced voice and self-efficacy beliefs as enabling the realisation of agency thus suggests a redefining of Priestley et. al.’s (2013, 2015) framework and presents a new teacher union contextualised conception of agency. Drawing on Stevenson’s (2014) new democratic professionalism, the study also presents a conception of profession-alism influenced by teacher unionism as evidenced by the data. Finally, it sug-gest that when teacher union contextualised agency interacts with teacher un-ion influenced professionalism the dynamic can be conceived as teacher union influenced agentic professionalism.

Abstract:
Labor geographers have identified multiple strategies through which workers assert their demands in an era of global production networks. In this thesis I examine the strategic organizational actions of the Coalition of Immokalee Workers (CIW), a community-based organization representing immigrant farm-workers in southwestern Florida. Central to the successes of the CIW is its strategy to organize and embed its agency in civil society. Social actors have proved to be of vital importance as they enabled the CIW to position itself strategically in important locations of the production network to contest capitalist geographies more effectively. Using qualitative analysis of in-depth interviews with representatives of churches, religious-community organizations, and interfaith non-profits working with the CIW, I argue that the CIW‘s strategies theoretically expands our understanding of labor agency and how spatiality, and specifically place, shapes the potential for workers‘ agency.

Abstract:
Nonbank financial institutions (NBFIs), of which credit unions comprise, constitute an important part of the financial sector because of their contribution to economic development, particularly in developing economies. This multiple case study explored strategies for maintaining credit union profitability against the backdrop of numerous closures in the past decade. The conceptual framework for this study was agency theory. Data were collected from 6 purposefully selected managers or directors representing individual credit unions in Grenada. Data were also collected from publicly available sources and used to conduct methodological triangulation. The interview data were coded using a computer-aided software package, and the interpretations of the data subjected to member checking. The emergent themes from both sources were then aggregated into 6 major strategies for maintaining credit union profitability, namely credit risk management, portfolio growth and development, operational efficiency, advertising and promotion, performance metrics, and strategy review. Agency problems exist in the credit union environment and influence the strategies leaders of credit unions in Grenada employ to maintain profitability. Findings from this study represent a corollary against the participants' position that agency theory is not applicable in the credit union environment because of the existence of the common bond. Implications for social change include safeguarding the financial wellbeing of credit union members by contributing to the soundness of Grenada's NBFIs. This is social implication is an important consideration given the mission of the credit union sector to serving the disenfranchised and to the growth and stability of developing economies.

Abstract:
This thesis aims to investigate EU peacebuilding in Bosnia-Herzegovina, focusing on the ways in which EU actors engage with local cultural actors and vice versa. Given that, in the liberal peacebuilding tradition, civil society has been considered a key actor in the public sphere, peacebuilding actors have tended to neglect seemingly more marginal actors and their subtle ways of impacting on the peacebuilding process. However, this thesis contends that processes of interaction are not always direct and visible, but centre on discourse clusters, which I frame as imaginary ‘spaces of agency’. Through the creation of meanings within a space of agency and its translation into other imaginary spaces, actors develop the power to impact upon the peacebuilding process, often in coded ways and therefore invisible in the public sphere, as peacebuilding actors, including the EU, have created it. A typology of the modes of interaction and possible responses between spaces helps understand the complexities and nuances of peacebuilding interaction. The thesis uses this framework to analyse several exemplary spaces of agency of the EU, rooting them in institutional discourses with specific reference to Bosnia-Herzegovina. Based on this, I investigate a number of responses to those spaces on the part of local cultural actors, as well as how the latter contribute to the emergence of alternative localised spaces, where the EU’s spaces fail to connect to the everyday dimensions of peace. I suggest that this represents a way in which local actors try to claim the ownership of peacebuilding back in subtle ways. This also points to the ability of actors that have traditionally been excluded from the peacebuilding project to contextualise abstract and distant processes into what matters locally, as well as their capacity to reject and resist when the EU’s spaces remain irrelevant for local peacebuilding imaginations.

Abstract:
Agency contracts differ from other contracts since they involve a triangular relationship among three parties: a principal, an agent and a contractor. This relationship is further divided into an internal relationship between the principal and the agent and two external relationships, one between the principal and the contractor, and the other between the agent and the contractor. Differences between various laws exist both in the substantive rules and the choice of law rules applicable to these relationships. This thesis addresses these choice of law problems, with reference to English law, the Rome I Regulation, the Hague Convention 1978, and the UAE Civil Code. With respect to agency contracts in internal law, there are important differences in the substantive rules adopted by different legal systems, particularly between those of civilian law and common law. These differences, in turn, have concequences in private international law. Moreover differences between various laws exist also in the choice of law rules applicable to these relationships. Thus this thesis addresses these choice of law problems in respect of the three agency relationships, with reference to English law, the Rome I Regulation, the Hague Convention 1978, and the UAE Civil Code. Since the UAE legislation does not contain any provision specifically addressing the question of which law governs the agency relationships, and the Rome I Regulation has excluded from its scope the question of whether an agent is able to bind a principal, this thesis endeavours to identify the best solution to the various choice of law problems which may arise in connection with the three agency relationships. In the final chapter the solutions identified are embodied in a draft bill, designed to amend the UAE Civil Code, as well as a draft proposal to add provisions to the Rome I Regulation.

Over recent years amidst intensified and unrelenting global economic competitive pressures that have shaped the business environment within which organisations operate, many employers in both the private and public sectors in different countries around the world have responded by seeking to reduce labour costs through the specific mechanism of non-standard forms of employment (Forde and Slater, 2010; Teicher et al. 2006; Sanchez, and Schmitz, 200; Kalleberg 2000). This process has taken a particularly sharp form within the highly strategically important Nigerian oil industry, giving rise to a contemporary labour market characterised by widespread flexibility of work. It has resulted in a significant decline in so-called ‘standard forms of employment’ involving regular, permanent work alongside an alarming growth in ‘non-standard forms of employment’ involving vulnerable, precarious work (Adenugba and Jawadu, 2014; Kalleberg, 2009; Evans et al. 2007; Connelly and Gallagher, 2006). With the growing trend towards the agency workers through the use of employment agencies, there has been the emergence and consolidation of two-tier work arrangements involving differential employment relations contracts (Burgess et al. 2013:4084). Adopting a Marxist analytical framework, this thesis examined the ways in which the shift from direct-standard employment to a triangular employment relation in a crucial Nigerian arena of employment has become an increasing source of collective conflict within the employment relationships, between workers and their unions on the one hand, and the employers on the other. In the process, it considers the challenges and dilemmas for trade unions attempting to defend the terms and conditions of employment of different groups of workers, as well as the limits and potential of solidaristic forms of union within a highly fragmented context. The research study has been framed on a critical realism paradigm, with a focus on a mixed methods approach involving questionnaires and semi-structured interviews. These involved the management, trade unions, ministry of labour and employment, employment agencies, and workers on different employment contracts within three of the main Nigerian multinational oil companies, namely Shell, ExxonMobil and Chevron. The multi-dimensional evidence explains the basic factors that have given rise to the growing trend of agency workers, the impacts of this trend on employment relationships, and the dynamics of trade union organisation and resistance. Findings suggest that the growth of agency workers in the Nigerian oil industry has led to an entrenching of dual and fractionalised internal labour markets and an increase in managerial control, with an accompanying undermining of the coverage and effectiveness of collective bargaining and trade union representation and organisation. Evidence is provided that documents the way the oil industry trade unions, while not able to successfully oppose the growing trend of agency labour, have nonetheless attempted to mitigate and challenge the encroachment of work arrangements amongst workers on standard forms of employment, but have been confronted with enormous challenges in attempting to collectively organise and represent agency workers in the industry. The findings of this thesis could help in understanding the implications of change in employment relations, and contribute to overcoming the current limits of thinking with regard to the use of agency workers, and furthers the current discussion on the ‘high-road decent work principles and equality’ of the International Labour Organisation (ILO).

The rapid developments occurred in the process of Turkey&rsquo
s participation movements into European Union brought also with themselves the first signs of the potential impacts which the European Union will cause to come into existence on the Turkish bureaucracy. The purpose of this study is to ascertain the role the European Union plays as an environmental factor in the formation of organizational culture. In order to realize the purpose of this thesis, a comparative survey was administered between the State Planning Organization (SPO) and the Turkish National Agency which was established as a department in SPO in 2002 and attained its autonomous body within the framework of legal arrangements and which is in a direct interaction with the European Commission in respect of working environment. The study has reached the conclusion that the Turkish National Agency has higher level of cultural characteristics than SPO in the framework of organizational culture. The reached findings support that the Turkish National Agency, although a state/public institution, is under the impact of EU which bring in differentiation. In addition, questionnaire results were compared with Turkish cultural characteristics in Hofstede&rsquo
s national cultural analysis and it was seen that some aspects of Turkish National Agency were also reflected those characteristics. As a result, the Turkish National Agency developed a &rdquo
hybrid&rdquo
structure under the impact of EU and Turkish bureaucracy, and this structure, which is the first sample of its own kind, will be a significant example for similar institutions which will possibly come into being in future.

Abstract:
Why does the European Union focus on controlling irregular immigration at the external border? The emphasis presents a paradox as most irregular migrants in the EU arrive through legal channels and subsequently overstay or violate the conditions of their visa. In order to explore this paradox, the thesis examines two case studies, Malta and Cyprus. As small island states on the Union’s southern periphery, the two are ostensibly unable to resist the transfer of migration controls and asylum responsibility to the EU’s external borders. Yet, employing nonmaterial power, namely by highlighting the perceived migration pressures they are under, the two states have successfully attracted significant financial and practical support from other member states. In doing so, they have influenced policymaking within EU migration governance, but have ultimately reinforced the emphasis on controlling irregular immigration at the external border by portraying the phenomenon as a crisis. This thesis not only sheds light on the interaction between the EU and the two states under investigation, but combines three levels of analysis – the regional, national, and local. The crisis narrative detrimentally affects the migrant and refugee populations as it encourages the adoption of restrictive and deterrent measures rather than ensuring access to rights and long-term integration. Nevertheless, this population is not without agency. It is their individual decisions to move across national borders without state authorisation that in the aggregate both compels states into dialogue about the issue and provides the basis for the dynamic between the EU and these two member states.

Abstract:
Unlike environmental non-governmental organisations and other knowledge producers, the European Environment Agency (EEA) seems to attract seemingly little academic interests among scholars of international relations. With this in mind, this thesis seeks to discuss how knowledge institutions such as the EEA may be seen as active participants in IR, while simultaneously seeking to extend academic discussion considering the EEA itself. More explicitly, and in order to narrow down its focus, this thesis is driven by a research question: what is the role of the EEA in policymaking and monitoring done by the European Commission? This thesis adopts social constructivism as its theoretical framework while building on data obtained through both a quantitative content analysis and semi-structured interviews. Both of these methods are used to identify as what kind of a knowledge producer the EEA is institutionalised as a part of the policymaking-complex of the Commission. This thesis finds that the EEA is best understood as an autonomous actor in IR which’s role is to legitimise and support environmental policymaking of the Commission rather than function as an active policymaker itself.

Abstract:
Aiming to speak to broader debates about the nature of state power in relation to the economy this thesis concentrates on central bank agency and monetary governability. More specifically, it focuses on a single case: The agency of the European Central Bank (ECB) and the making, unmaking, and re-making of monetary governability in the euro area from 1999 through 2014. This choice is motivated by the euro area representing a unique ‘natural experiment’ in establishing monetary governability from scratch under conditions of 21st century financialised capitalism. The thesis is divided into two parts. Chapters one and two develop an original analytical and conceptual framework for the study of central bank agency. Starting out from the premise that governability is not a natural feature of the economy but needs to be actively established, I argue that any attempt to answer the question of the ECB’s role in that process has to account for the fundamental hybridity of central bank agency both as a central bureaucratic authority and as a bank, as well as for its multidimensionality as it addresses different governability challenges posed by different audiences. It is on the basis of these inductively won observations that I embrace the theoretical vocabulary of performativity, conceptualising governability as a performative effect of the interactions between the ECB and its audiences. The arrangements that govern these interactions are described, using a Foucauldian concept, as ‘apparatuses’. On that basis, the second part of the thesis comprises three empirical chapters on the financial apparatus of monetary policy implementation, the communicative apparatus of expectation management, and the ideological apparatus of monetary trust. The sixth chapter brings the analysis of the three apparatuses up to date by focusing on three key episodes from the recent financial and economic crisis.

Abstract:
Household inventories record objects that can be compared with surviving artefacts contributing to the study of material culture and social history. However, this thesis shows how heterogeneous inventories found in early modern Scottish sources resist quantification and aggregation. Instead, qualitative use of inventory evidence is advocated. Inventories can contribute information on the locations of activities in the home. These activities may be preferred to the object as evidence of historical change and as units of international comparison. Furnishing a house was cultural activity, and a construction of culture. In this study, objects are regarded as participants in cultural activities, strategies, and the construction of values. Sixteenth-century inventories are often impersonal and tend to show similarities in content, encouraging mechanistic interpretations of domestic life. The seventeenth century saw a proliferation of household equipment and furnishing for elites throughout Europe due to changes in production and consumerism. Some of this new furnishing was bought in London, some in France. While national difference was apparently maintained in architecture, new furnishings may have effaced distinctions within elite rooms. Scottish and English culture was merged by aristocratic intermarriage. This new culture is seen in the inventories of Mary, dowager Countess of Home. She maintained houses in England and Scotland. Some of her furnishings represented the style of an inner circle at court. Her inventories are also significant because they detailed equipment for a range of activities. She personally prepared medicines and sweetmeats, and had a number of scientific instruments. Pursuits reconstructed from the detail of later inventories can illuminate other domestic situations where clues are more subtle or absent. The level of autonomy Lady Home and her daughters exercised over their homes is a reminder of the agency exercised by women over furnishings, gardens, architecture, and estate policy.

NATO has provided security for the Western Hemisphere for more than half a century now and there is little doubt that it is one of the most successful security alliances the world has ever known. However, after the end of the Cold War, its future become increasingly uncertain, thus leaving space for other another security actor: the EU. During the last two decades, the EU became more active in security matters and even launched its own, first ever anti-piracy and peacekeeping operations, despite a strong NATO presence in the same areas, at the same time. We will take a step back from these specific cases and approach the question of: To what extent, if any, has the EU developed into a security actor which is similar NATO? This question has been approached by constructing a deductive mixed methods study of a longitudinal design, in which we have compared the security regimes of the EU and NATO, and the military expenditures of the two organisations. The results of this study were that: the EU has, in fact, developed into a security actor, but it aligns more closely with the neoliberal institutionalist notion of a security institution.

Portant sur le contrôle des frontières et la gestion des flux migratoires au sein de l’Union européenne, le présent travail a pour objectif de déterminer si le pouvoir discrétionnaire des États membres survient comme une prérogative de souveraineté pour des raisons de sécurité intérieure à l’Union, ou bien si cette prérogative souveraine se consolide à travers la sécurité intérieure. Ce travail permet ainsi d’illustrer l’importance du rôle joué par la Cour de justice de l’Union européenne dans l’harmonisation de l’Union sur ces questions. Concrètement, cette étude décrit en détail la façon dont « l’imprécision » du cadre juridique de l’Union autorise une marge d’appréciation aux autorités nationales dans l’interprétation des faits, conformément aux dispositions générales du cadre juridique. Ainsi, le pouvoir discrétionnaire avec lequel les autorités consulaires et frontalières des États membres appliquent cette législation, laisse un doute raisonnable sur la mise en œuvre adéquate du cadre juridique. En d’autres termes, les autorités des États membres disposent de facultés discrétionnaires, qui leur permettent d’adopter des solutions ad hoc afin de combler les vides laissés par la législation européenne. Par conséquent, l’intervention de la Cour de justice s’avère indispensable afin de garantir une mise en application uniforme du droit dérivé de l’Union
In the field of the borders control and migration flows management, the aim of this analyse is determine whether Member States discretion arises as a prerogative of sovereignty for reasons of internal security of the Union, or whether this sovereign prerogative is consolidated through internal security. This analyse also serves to illustrate the importance of the work of the Court of Justice of the European Union to harmonize the EU legislation in this area. Specifically, this study details how the "imprecision" of the EU legal framework permits discretion to national authorities in the interpretation of facts, in accordance with the general provisions of the legal framework. So, discretionary power with which consular and border authorities of the Member States apply this legislation, leaves a reasonable doubt on the proper implementation of the legal framework. In other terms, authorities of the Member States have discretionary power, which allow them to adopt ad hoc solutions to fill the gaps left by European legislation. Consequently, intervention of the Court of Justice is essential in order to ensure a uniform application of the Union's secondary legislation
El presente trabajo tiene por objeto de estudio determinar, en el ámbito del control de fronteras y la gestión de los flujos migratorios, por una parte, si la discrecionalidad de los Estados miembros surge por cuestiones que atañen a la seguridad interior de la Unión o por una prerrogativa soberana, o bien si la discrecionalidad se consolida a través de la seguridad interior. Y, por otra parte, destacar la importancia de la labor del Tribunal de Justicia de la Unión Europea para armonizar la normativa de la Unión en este ámbito. En concreto, este estudio describe con detalle como la “imprecisión” del ordenamiento de la Unión otorga un libre margen de apreciación a la autoridad nacional para interpretar los hechos conforme al precepto general del ordenamiento. De modo que, la discrecionalidad con la que esta legislación es aplicada por las autoridades consulares y fronterizas de los Estados miembros deja dudas razonables acerca de la correcta aplicación del ordenamiento. En otros términos, las autoridades de los Estados miembros disponen de facultades discrecionales que les permiten adoptar soluciones ad hoc para llenar los vacíos dejados por la legislación europea. The aim of the diploma thesis is to create a comprehensive description of the ECAs, to describe the way of working and the risks that the agency must take. ECAs have long history and are influenced by the many events that contribute to the current form of ECA. The last major event that affected the meaning of the ECA is the recent financial and economic crisis, thanks to which the agency gained an even stronger position than before. In the theoretical part of the diploma thesis will be summarized information about export credit agencies gained from existing bibliography. There will be described various models of ECA, the types of provided services and the risks which are connected with process of granting loans in this part. The analytical part will be focused on a detailed description of the selected export credit agencies. There will be analyzed their way of working, structure, types of products and the impact of the aid. In the conclusion, a comparison is made of selected ECAs using selected indicators. There will be summary of results gained from analysis in the conclusion of the thesis.

Abstract:
This thesis evaluates the Union Learning Agenda (ULA) in Wales using Behrens, Hamann and Hurd’s (2004) model of trade union revitalisation. The political, economic, membership and institutional spheres of union learning activity were explored through a mixed-method study that utilised a quantitative survey of 246 ULRs in Wales, alongside interview, observation and documentary research methods. The examination showed that within a political social partnership environment unions extracted resources from government and gained policy influence. The evaluation of workplace activity showed that ULRs were organising broadly defined learning for colleagues, and developing bargaining and consultation with employers over vocational and educational training (VET). Procedural mechanisms were more common where there was employer support for ULR activity and substantive outcomes were greater where procedural mechanisms were in place. Further, ULRs were engaging members through broad rather than narrow definitions of learning, and supporting the development of union-commitment behaviours (Snape and Redman 2004). The ULA was increasing the infrastructural resources, internal solidarity and network embeddedness of trade union institutional capacity (Lévesque and Murray 2010), thereby contributing to trade union revitalisation processes. The thesis contributes to empirical knowledge on the ULA by providing the first analysis of activity in Wales. Secondly, it assessed the content and importance of multi-union and multi-actor activity in ULA networks. The thesis argues that in a context where government and employer support for union involvement is strong, a partnership approach to the ULA can aid union revitalisation not only at the workplace but beyond it.

Abstract:
In the face of the ‘refugee crisis’ and increased irregular migration flows, EU member states have taken up extraterritorial actions to address their migration problems. This thesis introduces three critical notions; the modern state, the agency of the third states and the agency of the migrant, to create an inclusive framework prior to analysing EU’s extraterritorial management of migration. It then explores the EU’s extraterritorial management of migration by investigating the EU’s relations with four different non-EU states, Bosnia and Herzegovina, Libya, Morocco and Turkey. Throughout the analysis power imbalances between the EU and third states and issues of state sovereignty are brought up. It is argued that the third states see their agency diminished as a result of the EU’s border reaffirmation attempts. Border reaffirmation is done through offshoring responsibility and accountability by providing financial aid and other forms of support to third states. As a result of this form of offshoring, agency of migrants and refugees are also diminished as they have limited agency over their destination and see their rights being abused in the processes of extraterritorialisation of migration management. This thesis underlines the mismatches between the EU’s commitments to human and refugee rights and their actions of extraterritorialisation.

Com este estudo pretende-se identificar o benefício da existência do serviço prestado pela Rede de Navios para Resposta à Poluição da Agência Europeia de Segurança Marítima (EMSA). Para este efeito, é analisado o caso de um derrame de hidrocarbonetos (HC) no Mar Português, provocado por um acidente com um navio e é feita a simulação da intervenção da Agência nas operações de recolha de HC. A análise será feita com base na capacidade de resposta, percentagem de HC recolhido nos primeiros dias de operações e custo estimado da actuação da Agência para este e dois outros acidentes anteriores semelhantes ocorridos na costa atlântica. Através deste estudo, verifica-se que a intervenção da EMSA pode levar à redução dos custos de combate à poluição por HC.
This study aims to identify the benefit of the existence of the service provided by the European Maritime Safety Agency (EMSA) Pollution Response Network. For this purpose, the case of an oil spill in the Portuguese Sea caused by an accident with a ship is analyzed and the Agency's intervention in the oil recovery operations is simulated. The analysis will be based on the responsiveness and the estimated percentage of oil recovered on the first days of operations and cost of the Agency's action for this and two other similar previous accidents off the Atlantic coast. Through this study, it can be concluded that EMSA?s intervention may lead to the reduction of the costs of combating oil pollution.

O objetivo deste trabalho é apresentar as formas adquiridas pela cultura do trabalho portuário avulso após o processo de modernização, ocorrido em 1993, ano de promulgação da Lei nº 8.630, que rege sobre a reforma portuária brasileira. O caso estudado é o Porto de Santos. O estudo levanta a hipótese que com a regulamentação da atividade sindical e a vinculação do trabalho portuário avulso ao sindicato (closed shop), fato ocorrido nos anos 1930, esta cultura passa a basear-se na figura da entidade sindical. O processo de regulação econômica e reforma do estado brasileiro, iniciado no Governo Fernando Collor de Mello, acaba com o closed shop e vincula o trabalho portuário a um órgão gestor de mão-de-obra. A lei aparece como marco, pois determina o fim do sistema de closed shop. Para análise da formação desta cultura utiliza-se a noção de experiência e o conceito de consciência de classe de E. P. Thompson e o conceito de habitus de Pierre Bourdieu.
The objective of this work is to present the forms acquired for the culture of the dock work after the process of modernization, occurrence in 1993, year of promulgation of the Law nº 8.630, that it prevails on the Brazilian port reform. The studied case is the Port of Santos. The study it raises the hypothesis that with the regulation of the syndical activity and the entailing of the dock work to the union (closed shop), fact occurred in years 1930, this culture starts to base in the figure of the labor union. The process of economic regulation and reform of the Brazilian state, initiate in the Government Fernando Collor de Mello, finishes with closed shop and ties the port work with a managing agency of man power. The law appears as landmark, therefore determines the end of the closed-shop system. For analysis of the formation of this culture it is used experience notion and the concept of class conscience of E.P. Thompson and the concept of habitus of Pierre Bourdieu.

Abstract:
The thesis tests the efficacy of Principal-Agent (PA) theory in explaining the creation and development of the European Neighbourhood Policy (ENP). As such, the thesis is subject as well as theory-driven. Empirically, the focal point is how the interaction between the EU member states and the European Commission affected the development of the ENP. It is a theme which is largely overlooked in the ENP literature. In terms of theory, the ENP represents a fascinating case study for PA analysis not only because it has rarely been applied to the field of EU foreign policy but also because PA has seldom been used for studying the evolution of a policy (both pre and post-delegation). Conceptualising EU member states as principals and the European Commission as agent, the thesis examines PA dynamics through the following three ENP policy stages: formulation (2002-2004), finalisation (2004-2006), and implementation (2007-2009). Three hypotheses are tested for each stage of the ENP. Two hypotheses are rooted in PA scholarship, and address the influence of the agent as an informal agenda-setter, while the third distinguishes the agent's influence between different stages of the policy development. Methodologically, the research design is based on within-case process-tracing while the empirical data is drawn from a triangulation of official documents, secondary sources and elite interviews. The thesis findings show that during the initial stages of the policy, the Commission took advantage of its favourable position (e.g. informational asymmetries and uncertainty among the member states) to establish itself as the key actor in the ENP. As the ENP evolved, the Commission’s influence has diminished while the member states, collectively and individually, became more engaged in determining the course of the policy. However, contrary to PA assumptions, member states' increased oversight over the Commission did not come as a response to disobedient behaviour. Based on the empirical data, the Commission, as an agent, was in fact trying to implement the ENP following the guidelines which were previously agreed by its principals. Thus, in the case of the ENP, my PA analysis shifts from the traditional inquiry of how principals control opportunistic agents, to examining how principals could hinder the work of the agent. This phenomenon, broadly defined by Thompson (2007) as the ‘principal problem’, is an anomaly in existing PA literature dominated by an agency-biased standpoint and has previously not been analysed in the context of the European Union. Finally, the wider implication of this thesis is that there is still room for broadening the scope of PA analysis while highlighting the necessity to keep a watchful eye on both the principals and the agent.

Africa has for a long time been embattled by differing acts of terrorism, with divergent manifestations such as suicide bombing, killings and hijacking. Accordingly, the Organisation of African Unity and subsequently the African Union took up the responsibility of developing strategies to counter the menacing trend of terrorism on the continent. To this end, several counter terrorism interventions were created. The first of Africa's interventions was developed as early as 1992, when the Organisation of African Unity (OAU) member states adopted a Resolution to strengthen cooperation and coordination among African states against different manifestations of extremism. Although, there is abundance of scholarly literature on the subject of understanding of terrorism and its human rights implications and also on the impact of terrorism on political pluralism, there is a dearth of scholarly writings on the activities of the African Union in relation to terrorism in Africa, particularly on whether the Union is responding positively to its counter terrorism agenda. Yet, the role of the African Union in this regard on the continent cannot be over emphasised. This study is therefore carried out to scrutinise the counter terrorism agenda of the African Union and explore its counter terrorism activities from inception till date. In ascertaining the necessity for the African Union to develop ways to adequately implement its counter terrorism agenda, the study carries out an assessment of the agenda and established its link with the United Nations counter terrorism framework. Recommendations about how best the agenda can be realised concludes the study. Specifically, the research explores the activities of the African Union with the aim of determining whether the agenda was merely paved with good intentions. While many weaknesses of the agenda were discovered and discussed in depth, the research concludes, that despite the gap that exists between the agenda and its implementation and the problem of resources bedevilling the implementation of the agenda, it will be unfair to describe the African Union counter terrorism agenda as merely paved with good intentions in the lights of numerous positive steps that have been taken towards translating the agenda into full implementation.

Si le droit connaît les médicaments et les denrées alimentaires, il ne reconnaît pas les alicaments. Or, ces dernières années ont vu l’apparition et le développement, sur le marché de l’Union européenne, de « produits-frontière » c'est-à-dire de produits se trouvant à la frontière entre les médicaments et les aliments. Confrontées à un vaste conflit de qualification causé par l’ambivalence conceptuelle des « produits-frontière », les institutions de l’Union ont, au nom de la libre circulation des marchandises ainsi que de la nécessité d’une protection accrue des consommateurs et de la santé publique, entamé, dès le début des années 2000, une large harmonisation des dispositions nationales relatives à ces produits. Considérés comme aliments, leur nature particulière nécessite cependant une approche adaptative de la part du législateur européen. Cette nouvelle approche de l’aliment par le droit, favorable à la reconnaissance d’une santé alimentaire, tant convoitée par la société contemporaine, ne résout toutefois pas l’ambiguïté quant à la place à accorder aux « produits-frontière » dans le corpus juridique de l’Union européenne.

This paper investigates the correlation between how Members of the European Parliament (MEPs) vote and their respective domestic democracy level. In doing so, it tests two hypotheses – first, that domestic democracy level affects MEP voting conduct. Second, that domestic democracy level affects the way MEPs tend to be disloyal to their European Party Groups (EPGs). The first hypothesis regarding the correlation between democracy level and MEP voting conduct is analysed statistically through logistic regression, the data for which has been collected from VoteWatch, whereas the second hypothesis is tested in a qualitative discussion based upon a smaller dataset.                       Both hypotheses are supported by the data, but because the study is based on a single issue, one can only feasibly generalise the findings to similar cases voted upon by the European Parliament. This paper uses a motion in the Parliament that directly concerns democratic values – as such, any conclusions drawn only apply to other cases similarly centred on democratic values. However, the findings of this study underline the importance of further studies on the topic of the influence of democracy levels on the political process of the European Union.

This study argues that the High Representative of the Union for Foreign Affairs and Security Policy is a constrained agent of Europe’s foreign policy. The 2009 Lisbon Treaty reform created the remodelled version of the High Representative of the Union as a potentially powerful agent to represent and coordinate Europe’s foreign policy. However, the analysis shows how and why the member states granted only limited discretion to the new foreign policy actor during the first years of the post’s existence. The aim of the study is to reveal the conditions of discretion of the High Representative. With the use of a principal-agent (PA) approach, the study shows that conflicting preferences of the member states, tight control mechanisms, as well as inadequate cooperation with the European Commission limited the High Representative’s room for manoeuvre. The findings suggest that the PA approach can be developed further in the future in order to better explain limited discretion of agents in matters of foreign policy. Based on the findings, the study also puts forward a number of characteristics of a ‘constrained agent’. It is suggested that the post of High Representative has the potential to emancipate from its status of a constrained agent over time, and to gain credibility as a foreign policy actor.

The institutions of the European Union (EU) have been involved in football-related matters for more than 30 years without having a direct competence in sport. This apparent paradox is the starting point of this thesis, which investigates the origin, development and consequences of EU policies on football. The EU interventions in football issues are examined through a conceptual framework based on models of agenda-setting and multilevel governance. This thesis draws on qualitative research through primary sources, mainly semi-structured interviews and official documents. The most important policy initiatives and decisions of the EU on football matters can be grouped under three headings: freedom of movement for workers, football broadcasting and football governance. EU institutions did not become involved in football matters by their own volition, but as a result of their responsibilities to adjudicate in legal disputes related to freedom of movement for workers and competition policy. The commercialisation of professional football especially over the last few decades generated internal conflicts in the governance of football that were only resolved with recourse to the European Court of Justice (ECJ). The EU has acted as an alternative policy venue for football stakeholders wishing to challenge the decisions of football federations. Thus, the EU and football appear as two systems of multilevel governance that have coexisted in parallel for some time but have since clashed as a result of the instrumentalisation of EU venues by football stakeholders. The policies of the EU on football are a compromise between two different visions of the game. Whereas football was initially introduced onto the EU agenda only in economic terms through the ECJ and the Commission, the EU has subsequently developed a more holistic and nuanced vision of football that takes into account its wider social and cultural values. The intervention of the Member States and the European Parliament, at the request of football governing bodies, facilitated the further evolution of EU policies on football. As a result of all these processes, the authority of federations such as the international football federation (Fédération Internationale de Football Association, FIFA) and the Union of European Football Associations (UEFA) has been diffused in favour of a horizontal network of governance that includes representatives from players, clubs and leagues.

In 2007 the rotating Presidency of the Council of the European Union (EU) was reformed by the introduction of the so-called trio Presidency . The trio mechanism encourages policy continuity by grouping incumbent Presidencies in teams of three and inviting them to coordinate. This thesis seeks to contribute original knowledge on EU policy-making by mapping how trio practices are established, exploring which factors explain how Member States coordinate, and by assessing how the trio arrangement affects the EU agenda. Empirically, the trio function is examined through its implementation in the policy area of sport, focusing on the three trios to assume office after the coming into force of the Lisbon Treaty in 2009. The analysis is structured around a number of carefully selected dossiers adopted between 2010 and 2013. Guided by a conceptual framework based on agenda-setting and new institutionalism, these decisions are submitted to in depth process-tracing. The analysis draws on qualitative research, primarily official documents and 37 semi-structured interviews. The findings reveal that actors approach the trio with differing preferences and expectations, leading to much variation in how the arrangement is performed. The thesis identifies a number of factors that explain variation. Thus, a fixed agenda supports trios in coordinating priorities and activities ex ante. Moreover, coordination is conditioned by trio composition, as federal and new Member States are more inclined to cooperate. Further, trio practices are shaped by factors such as multiannual planning and focusing events, with the intenseness of trio coordination reflecting whether the agenda includes issues that demand sustained attention. The thesis concludes that the introduction of the trio mechanism has preserved the ability of Member States to use the Council Presidency to prioritise national priorities whilst also encouraging and facilitating EU policy continuity. By extending agenda-management beyond a six month spell, the trio can strengthen the agenda-setting powers of incumbent Member States, particularly on issues that concern establishing urgent responses or developing Council procedures. Moreover, evidence suggests that the arrangement can produce a specific spirit of collegiality, trio solidarity, which sees trio Member States support each other during negotiations, thus affecting EU policy-making beyond agenda-management.

The purpose of this dissertation is to evaluate how the Women, Gender and Development Directorate of the African Union promotes its Gender Agenda. This dissertation is contributing to a niche as gender and the African Union is an underexplored area. The Gender Policy in pursuit of the Gender Agenda of the African Union is evaluated through the tenants of Stiwanism, an African Feminism by Ogundipe-Leslie, in order to uncover the root causes of gender disparities and hindrances to women?s empowerment in the African context. The qualitative research method of a „single case study? design and secondary analysis of pre-existing data is used to evaluate the promotion of the Gender Agenda. The findings of this dissertation are that women remain systematically and very significantly under-represented despite their inclusion and involvement within political institutions. Thus, institutions in Africa increasingly need to reflect and promote the interests of both men and women whereby their diverse objectives are equally represented in order to achieve gender mainstreaming. For the reason that African feminists contend, institutions which are not representative of gender compositions and interests have shortcomings in the promotion of gender in high politics. Last but not least, the dissertation concludes with the argument that the African Union Gender Policy is a well thought out policy and framework for gender mainstreaming as the AU seeks to deal with a complex contemporary phenomenon and challenge, which is gender.

Dans le contexte actuel de forte visibilité des enjeux de sécurité intérieure et de critiques sur la construction européenne, cette thèse s’intéresse à la trajectoire institutionnelle d’Europol des années 1990 à 2018. Elle étudie la manière dont celui-ci a évolué d’une organisation intergouvernementale, débutant formellement ses activités en 1999, en une agence de l’UE aux ressources et prérogatives croissantes. À ce titre, ce travail propose de développer un cadre d’analyse alternatif au modèle principal-agent, dominant les travaux sur les agences, en s’appuyant sur la littérature relative à l’autonomie, renouvelée par une approche cognitive et sociologique. À partir d’une démarche méthodologique qualitative, cette recherche met en lumière la pluralité des acteurs et dynamiques internes et externes à l’agence alimentant son processus de création et d’autonomisation. Elle démontre la pertinence de saisir les différentes facettes de l’autonomie d’Europol, plongé dans un environnement complexe et multi-niveaux, composé à la fois d’acteurs nationaux et européens, techniques, bureaucratiques et politiques. Facing the current salience of internal security issues and criticism regarding the European construction, this dissertation focuses on Europol’s institutional trajectory from the 1990s to 2018. It analyses how it has evolved from an intergovernmental organisation, officially starting its activities in 1999, to an EU agency benefiting from growing resources and prerogatives. Therefore, this research offers an analytical altenative to the dominant principal-agent model in the field of agencies, by exploring the academic works on autonomy, renewed by a cognitive and sociological approach. Using a qualitative methodology, this thesis highlights the diversity of internal and external actors and dynamics contributing to Europol’s creation and autonomisation processes. It reveals the promises offered by the multi-faceted concept of autonomy, used to Europol, inserted in a complex and multi-level environement due to its national and European, technical, bureaucratic and political stakeholders. Such perspective aims thereby to understand not only the degree of Europol’s autonomy, but intends also to identify from whom this autonomy must be considered. Thus, this dissertation tends more broadly to develop new research perspectives on EU agencies operating in a core-state power

Abstract:
This study examines trade union resistance to the post 1977 Export Oriented Industrialisation (EOI) strategies in Sri Lanka, and the possibilities of developing new strategic options. In contrast to perspectives that narrow unions to political economic dimensions, this study emphasises the cultural and the movement dimensions of unions. The purpose of the study is to understand the ways unions can regain their role as civil society actors on the basis of building worker solidarity. The study is divided into two main parts. The first part focuses on the features and tendencies of social movement unionism as advancing new possibilities towards revitalising unions. Under globalisation, unions are faced with an increasingly casualised labour force with more women absorbed as wage workers. The promotion of labour market deregulation and privatisation, endorsed by neo-liberal ideologies of competitive individualism, illustrates the narrowing of unions to the workplace while undermining worker solidarity. The first part of this research describes the impact of :neo-liberal globalisation on trade unions; conceptualisation of and resistance to globalisation; the essence of trade unions; social movement unionism and labour internationalism. According to social movement unionism perspectives, party independent union strategies, based on elements of internal democracy and structured alliances open the possibility of emphasising the movement dimension of unions. The second part explains the context of unions in Sri Lanka, focusing on three unions - the Nurses, Tea Plantation workers, and Free Trade Zone workers. In terms of the structural context, Sri Lankan unions faced a multi-faceted weakening under the post-1977 EOI policies. The assertion of an authoritarian state, promoting interests of capital, enhanced the fragmentation of unions along party differences that were further compounded by divisions along ethnic identity politics. Moreover, the increasing militarisation of the state, which maintains a protracted ethnic war, reinforced coercive state strategies restraining union resistance and shrinking the realm of civil society. In confronting state strategies of labour market deregulation and privatisation, the enduring party subordinated unions are increasingly inadequate. In contrast, the three unions in this study express forms of party-independent union strategies. By analysing their modes of resistance related to the articulation of worker interests, their organisational modes, and their engagement in representative and movement politics the study explores the possibility of developing a social movement unionism orientation in order to regain their role as civil society actors

By expanding into ever new areas of integration and by widening its competences, the Union has become a complex structure. As a result, the Union has started to be perceived as an entity remote from its citizens. Therefore the debate on the future of Europe has intensified and the legitimacy of the Union has started to be questioned. With this questioning process, the emphasis has begun to be put on creating new channels to reach the Union&

s citizens. Within this context, the literature has focused on the importance of a European civil society. The desire to establish a deeper European political integration by constructing a European public space has made the European civil society a popular concept. On the other hand, the community institutions have also started to introduce policies to increase the role of civil society in order to close the gap between the Union and its citizens. In this respect, it can be argued that this process has been intensified after the publication of White Paper on European Governance. In the White Paper, the Commission has underlined the significance of a European civil society to strengthen the ties between the citizens and the EU. Then, a further step was taken by the Convention on the Future of the European Union. With the Convention, for the first time citizens and their representatives participated in the decision-making concerning the future shape of the Union. This is an important departure from the past and an essential step in the direction of a public debate on the prospective characteristics of European governance and democracy. This debate has raised interesting questions about the relationship between democracy, subsidiarity, efficiency and governance. Within this context, the purpose of this thesis is to analyze whether the development of an organized European civil society, which gains prominence by forms of governance developed by the EU, is perceived as a part of the solution to get the Union closer to its citizens. In this respect, the question of to what extent the European civil society is perceived as an arena, where EU citizens can exercise their rights beyond the nation-state will be discussed. In addition, different attitudes of the community institutions concerning European civil society will be also examined.

Abstract:
This thesis is a theory consuming case study that aims to examine how the Council of the European Union voted in matters regarding the environment between 2015 and 2019 in order to begin the implementation of the 2030 Agenda’s Sustainable Development Goal number 13. Moreover, the thesis further examines the impact of the Council’s voting results on the European integration process by using rational choice institutionalism and three explanatory factors; ideology, institutional factors and economical position in the EU. The findings of the thesis show that the member states in the EU voted diversely and that only four member states constantly voted yes throughout 2015 to 2019. Despite the diversity in voting, the factors and the theory utilised here helped explain why it is unlikely that disintegration would occur. As a result, it is clear that the European integration process will continue even though the voting results of the Council could impact further integration or even disintegration due to the member states’ various preferences. The future of European integration thus continues to be uncertain.

The Brazilian banking correspondent network has been a topic of study for already a decade, due to its well-documented success in improving access to financial services in remote areas. The marginal but growing role of credit unions in the usage of correspondents has not received much attention from academics, despite the appraised importance of credit unions in finance of proximity. This thesis takes a multi-method approach to perform an exploratory research of credit union correspondents in Brazil. The research objective is two-fold, aiming, from one side, at understanding the incentives of credit unions for contracting correspondents and, from the other, at evaluating whether credit union correspondents improve financial inclusion. The research consists of a case study and quantitative analysis of correspondent registration data and credit union financials. The results indicate that generally the largest and most profitable credit unions use banking correspondents in order to improve efficiency and decrease waiting lines, while promoting financial inclusion only in one restricted dimension – bill payment. Nevertheless, in 2014, credit union correspondents had an important role in providing access to payments in 690 municipalities, of which 200 had low financial depth. Despite the scope limitation of credit union correspondents, the results give reasons to believe that these actors could increase their importance in the promotion of financial inclusion in the future.
A rede de correspondentes bancários do Brasil tem sido estudada há mais de uma década, em particular por causa da sua importância no aumento do alcance de serviços financeiros para regiões distantes dos maiores centros urbanos. O uso de correspondentes por cooperativas de crédito não tem recebido destaque, apesar do papel importante das cooperativas na inclusão financeira. Esta dissertação adota uma abordagem 'multimétodo' para efetuar uma pesquisa exploratória dos correspondentes de cooperativas de crédito no Brasil. A pesquisa visa, por um lado, alargar a compreensão dos incentivos que levam cooperativas a usarem correspondentes, e por outro, avaliar se esses correspondentes merlhoram a inclusão financeira. A pesquisa é formada por um estudo de caso assim como por análise de dados relativos ao registro de correspondentes bancários e de dados financeiros das cooperativas. Os resultados apontam que o uso de correspondentes bancários por cooperativas está relacionado à busca de maior eficiência e redução de filas nas agências. A melhoria da inclusão financeira por esses correspondentes limita-se a um serviço único – o recebimento de pagamentos. Não obstante, em 2014, cooperativas de correspondentes de crédito tinham um papel importante no fornecimento de serviços de recebimento de contas em 690 municípios brasileiros, dos quais 200 tinham baixos níveis de inclusão financeira. Apesar da escassa disponibilidade de serviços dos correspondentes das cooperativas, os resultados sugerem que esses atores poderiam adquirir uma importância maior na promoção de inclusão financeira no futuro.

Abstract:
The relationship between trade unions and the environment is widely regarded as tense and difficult, yet in recent years the environment has become an important new campaigning issue for UK trade unions. Historically, union antagonism towards the environment has been exaggerated but the relationship was not close. UK unions have supported environmental initiatives since the 1970s, although these have been inconsistently implemented. Ideological and class-based differences between the trade union and environmental movements exist, but have been overstated, while the political opportunity structure was not conducive to cooperation between unions and environmental groups until the 1990s. Union decline followed by modernisation in the 1990s altered the labour- environmentalist relationship by changing the content and conduct of trade unionism and employee relations alike; creating new spaces within which more diverse union memberships could articulate novel bargaining and organising agendas (within a revised approach to employee relations) and enhancing unions’ porosity to social dialogue in order to facilitate their rehabilitation to the UK’s social, political and economic policymaking arenas. Union environmental policies and activism reveal the influence of both membership interests and ideology and unions’ search for practical applications for a nascent green (bargaining) agenda. Nevertheless, although the TUC has identified the environment as a strategic concern, relatively few of its members are consistently implementing a green agenda, despite evidence that it is popular with both members and activists. Unions’ contemporary environmental activism appears largely unrelated to union size, membership trend or finances and relatively immune to sectoral and employee relations specificities. Union headquarters’ support for the development of a unionised green function and pro-environmental attitudes are, however, important. Unions remain to be convinced of the agenda’s efficacy as a vehicle for recruiting new members and activists, but more optimistic regarding its ability to enhance their influence with employers. However, case study evidence suggests that a technocentric and conservative workplace greening agenda has limited use either as a recruitment tool or as a vehicle to promote collectivism and its ability to recruit new activists merely reflects extant branch capabilities. Further, although workplace greening is associated with favourable environmental policy and policymaking outcomes and processes it does not appear to generate any pro-union shift in relative bargaining power.

"The study is divided into five chapters. Chapter one provides the context in which the study is set, the focus and objectives of the study, its significance, and other preliminary issues including the hypothesis and literature survey. Chapter two first seeks to briefly portray the current state of human rights in Africa. In the second part, history and development of the African Union is traced, within the context of its predecessor - the OAU. Its third part extracts and analyses the specific human rights content of the AU Constitutionve Act and other relevant provisions, both independently and collectively; while its fourth part progresses to examine the conribution of the AU to human rights so far, by gauging and scrutinizing the human rights content of its summits. The fifth and final part scrutinizes the implications of the linkage of human rights to development and hence, its re-conceptualisation or otherwise, in Africa. Chapter three seeks to examine the extant implications of the AU human rights agenda on the existing human rights protection framework. First, it provides a brief overview of the existing regional human rights protection system, while its second part elucidates the human rights enforcement mechanisms that have been developed under the African Charter system. Its third part seeks to examine the problem of enforcement of, and non-compliance with human rights in Africa, with a view to understanding the problem, and forging a way forward. Its fourth part looks at the relationship between the AU and the existing human rights institutions within the context of the AU Constituve Act, while its concluding part addresses the latent risk of proliferation and redundancy that might attend the proposed creation of more human rights-oriented institutions under the AU/NEPAD; proposing rationalization of the same and the fusion of compatible mandates, with the view of avoiding unnecessary and expensive duplications. Chapter four seeks to present the probable picture of the fusion of the emerging and existing frameworks. Its first part sets out to describe, as well as explicate the justifications for the proposed human rights enforcement framework under the AU, citing models. Its second part seeks to explore the potentialities of trade as veritable tool of sanction within the proposed structure, while its concluding part seeks to do the same in relation to the device of peer pressure. The fifth and final chapter of the study seeks to draw some conclusions and further give recommendations on how the proposed hybrid framework can be achieved, while emphasizing the importance of such synergy as a feasible solution of the problem of human rights enforcement in Africa." -- Chapter 1.
