This paper examines the survival strategies of the unemployed using the balanced panel sample of the first three waves of the National Income Dynamics Study (Southern Africa Labour and Development Research Unit [SALDRU], 2013c). We find that in response to unemployment and almost no unemployment insurance, unemployed individuals look to parents, relatives and friends for economic support. In many cases the unemployed delay setting up their own households while others may move back to family households when faced with persistent unemployment. We use a probit model to show that the unemployed who move in a successive wave are more likely to be employed. The effect of moving on employment status remains significant and positive when we take into account household and individual characteristics. Moving does allow the unemployed to get ahead.

Abstract:
This paper examines the methodology currently used by the Bureau of Labor Statistics to estimate unemployed entrants into the labor force. Unemployed entrants are individuals who enter the labor force for the first time, or after an absence of a year or more. Since these individuals lack current work experience, they are not eligible to receive unemployment compensation and therefore are not accounted for in the Unemployment Insurance system. According to the national Current Population Survey, unemployed entrants make up approximately 40 percent of the total unemployed. The estimation of unemployed entrants is a crucial step in the development of unemployment estimates at the labor market level. This paper demonstrates that the current method in use does not produce realistic estimates. Inconsistencies in the methodology are discussed and an econometric model is presented that produces more accurate measurements of the number of unemployed entrants into the labor force.

TechnillionJobs is a solution consists of a digital web application, mobile App and a start-up. The solution is intended for helping unemployed Iraqi graduates & students at the final stages of their university studies network with employers locally and internationally. TechnillionJobs can give a bigger opportunity to easier find jobs/build a professional career, and therefore can be a contributing solution in reducing unemployment among graduates in Iraq. The purpose of the project is mainly to investigate and identify the reasons behind unemployment amongst Iraqi graduates as well as present a solution to reduce this problem and its negative effects. Also, to explore potential target groups, their needs and requirements for the product. The primary target groups were categorized as unemployed Iraqi graduates who can provide their knowledge and skills online, innovative companies who put a huge emphasis on their R&D department and educational companies that provide online courses & lesson plans. Primarily, the project group wanted to develop a concept that would respond to the problem statement by “only” launching a web application which in later development phases expanded to even a mobile App and start-up to provide real time services and offer On-demand Contracts (Explained in The Final Product section of this report) as well. In order to do a solid research in the problem area and come up with possible solutions and perform analysis, different scientific frameworks, methodologies and project tools such as Design Thinking, Agile methodology, Gantt-chart, Surveys and mini-risk calculation were used to make sure that the project execution follows a scientific structure. An overall timeline from the start of the project to the end is presented as well. The group has carried out this project in an iterative way where the user has always been in focus during a long dynamic development process. The opportunities for further development are many and, in the future, the product will be a more complete tool for connecting graduates with employers. Future business plans and goals are clarified in the Discussion section of this report.

Lösningen hjälper arbetslösa irakiska akademiker och studenter i slutskedet av sina universitets-/högskolestudier knyta kontakter med arbetsgivare lokalt och internationellt. Detta kan ge en större möjlighet till att enklare hitta jobb/ bygga en yrkeskarriär, och kan därför vara en bidragande lösning för att minska arbetslösheten bland akademiker i Irak.  Syftet med projektet är främst att undersöka och identifiera orsakerna bakom arbetslöshet bland irakiska akademiker samt att presentera en lösning för att minska detta problem och dess negativa effekter. Också, att utforska potentiella målgrupper, deras behov och krav på produkten. De primära målgrupperna kategoriserades som arbetslösa irakiska akademiker som kan förse med sina kunskaper och färdigheter online, innovativa företag som lägger stor vikt på sina FoU-avdelningar och utbildningsföretag som tillhandahåller onlinekurser och lektionsplaner. Projektgruppen ville främst utveckla ett koncept som skulle svara på problemformuleringen genom att "endast" bygga en webbapplikation som i senare utvecklingsfaser utvidgades till även en mobil App och ett start-up för att tillhandahålla tjänster i realtid och erbjuda On-demand kontrakt (förklaras under rubriken The Final Product i denna rapport).  För att göra en gedigen forskning inom problemområdet och komma på möjliga lösningar och utföra analyser, användes olika vetenskapliga metoder och projektverktyg som Design Thinking, Agil produktutveckling, Gantt-schema, enkäter och mini-risk-beräkning för att se till att projekt genomförandet följer en vetenskaplig struktur. En övergripande tidslinje från projektets början till slutet presenteras också. Gruppen har genomfört detta projekt på ett iterativt sätt där användaren alltid har varit i fokus under en lång dynamisk utvecklingsprocess. Abstract:
The study was undertaken from a pastoral care perspective in order to understand the subjective effects of unemployment on young fathers and to ultimately develop a healing methodology for them. A qualitative approach was sought and 17 participants were invited to participate in the study. The sampling group was from the residents of Soweto, a township in Johannesburg, in South Africa. The political landscape of South Africa captured the researcher's attention and the researcher decided to examine how the current government of South Africa added to the high unemployment rate that has affected the young fathers. Am empirical study was conducted among young fathers between the ages 20 to 40 in order to understand their subjective experiences. Partners of unemployed young fathers were also interviewed and a wealth of information, which was significant to this study, was gathered. Pastors of different denominations were also invited to participate in this study in order to understand how much attention was being given to the unemployed young fathers. In order to validate the data that was collected from the unemployed young fathers and partners of unemployed young fathers; health professionals were also invited to participate in this study. Interviews were conducted with a social worker, physician and a psychologist. These participants provided a wealth of information that gave a deeper understanding, and a clearer perspective, on how unemployment affects the young fathers, their children, partners and family members. A healing methodology was then developed by the researcher which was guided by authentic pastoral care theology and the researcher went all out to make sure that the healing methodology he proposed is S.M.A.R.T i.e. it is Specific as it targets young unemployed fathers, it is Measurable as it suggests an indicator of progress in the process of healing, it is Assignable as it specifies who will do what, it is Realistic, meaning the ultimate goal of healing can be achieved and lastly that it is Testable through the wealth of theological models that were used. The study ends with the findings and recommendations for future research.

Abstract:
The purpose of this study was: (1) to measure and compare the differences in the levels of anger in unemployed workers who have been laid off due to company or plant closure and unemployed workers who have been laid off due to a reduction in force (RIF) and (2) to compare the relationship between level of anger and length of time with an employer prior to layoff. The population for this study consisted of 52 male and female adults over 21 years of age, residents of Arizona, who had been laid off or had received advance notification of impending layoff. The State-Trait Anger Expression Inventory (STAXI) was the instrument used in this study to measure levels of anger. Additionally, two demographic questions were asked concerning reason for layoff and number of years with the company that laid the individual off. None of the hypotheses were supported by the data. Discussion, implications, and recommendations for further research are also presented.

This study was an attempt to combine both the psychological and lifestyles approaches and use qualitative research techniques in order to explore how young anglophones living in Montreal adapted to prolonged periods of unemployment. I examined how these young people felt their well-being was influenced by the experience of unemployment, what factors distinguished those who coped well with unemployment from those whose well-being declined, and how the mental health of respondents influenced their ability to adapt their lifestyle to accommodate prolonged periods of unemployment. This study provides detailed data about young people's subjective experience of unemployment and indicates the means by which three variables, social support, attributed cause of unemployment, and commitment to securing employment, interact to influence a person's mental health status. Also, this research highlights how adopting either an active lifestyle or becoming involved in the informal economy can influence a person's ability to cope with prolonged periods of unemployment.

Abstract:

The number of persons who are not employed has increased in Sweden since the early 1990s. Unemployment has been found to influence health, especially when unemployment rates are low. The extent to which unemployment affects health when unemployment is high is less clear, and this needs to be further studied. To improve health in the population, the health care system should offer equal access to health care according to need. It is important to study whether the employment status hinders the fulfilment of this goal.

This thesis is based on four papers: Paper I and II aimed at analysing self-rated health versus mortality risk in relation to employment status, during one period of low unemployment and one period of high unemployment. Paper III and IV assessed the use of medical health care services and unmet care needs among persons who were unemployed or otherwise not employed. The goal was to analyse what health problems lead people to either seek or abstain from seeking care, and what factors encumber or facilitate this process.

The overall results indicate that being unemployed or outside the labour force was associated with an excess risk of poor self-rated health, symptoms of depression, mental and physical exhaustion and mortality. The differences in self-rated health between the unemployed and employed were larger when unemployment levels were high, than when they were low. More groups of the unemployed were also afflicted with poor health when unemployment was high. Thus, poor health among the unemployed seems to be a public health problem during high levels of unemployment. Lack of employment was related to abstaining from seeking care, despite perceiving a need for care, and this was related to psychological symptoms. To deal with the needs of the unemployed and others who are outside the labour force it would be useful to develop and implement interventions within the health care system. These should focus on psychological and psychosocial problems. Future research should analyse how to facilitate health-promoting interventions among persons who are not anchored in the labour market.

Abstract:
This research study examined the effect of unemployment, specifically caused by retrenchment on South African males. Specific focus was given on the emotional, psychological and social impact caused by retrenchment, the coping mechanisms used by victims of retrenchment and what lessons they have learned from this experience. Retrenchment has become increasingly prevalent in South Africa affecting many people and families. Research on the experiences of victims of retrenchment is limited in this country. This research followed a narrative approach and examined male, South African citizens who have recently been retrenched. Qualitative data was obtained through in-depth semi-structured interviews with three participants. Following thematic analysis, five key themes emerged: The experience of the retrenchment process, the psycho-social impact on the retrenched individuals, their coping behaviour, the effect of social support/lack thereof and the lessons that the victims learned. The research findings indicate that retrenchment can affect people s viewpoint of the South African law, the retrenchment process used and their psychological well-being. Unemployment can leave some individuals with feelings of worthlessness, a lack of identity, lack of motivation, feelings of embarrassment and increased stress levels. Unemployment can also have an impact on friendships and family relationships. Although all the participants experienced rough and negative times, they all seemed to have a positive attitude in going forward. All participants learned something from the retrenchment.

Abstract:
The recent economic recession has led to a large number of dual-income families losing their second income or having a smaller overall household income as a result of hourly wage cuts. Previous research has examined how job satisfaction can spill over into home life satisfaction; however, literature on how life satisfaction can affect job satisfaction is scarce. Based on theories of job satisfaction, personality, conservation of resources, and affective spillover, this study examined whether job satisfaction of the working partner was affected when the other became unemployed. Measures of job satisfaction, life satisfaction, personality, spousal status, and some demographic data were collected from 99 participants, recruited via various social media sites, who were a dual earning couple and had a significant other who had lost their job in the prior six months. Analysis of covariance was used to compare job and life satisfaction of single- versus dual-earner families, with these covariates: age, education level, income, and the personality traits of neuroticism and conscientiousness. A multivariate analysis of covariance found that the covariates did not account for any significant variance in the analyses, and there were no significant differences between single- and dual-earner family status for either life or job satisfaction. While no empirical support was found for the hypotheses, supplemental analyses revealed that having a partner who worked part-time was preferable to having one who worked full-time, suggesting that part-time work allows for more family/spouse involvement. The social change implications for individuals and organizations include the exploration of how significant life events can impact job satisfaction. Continued research in this area could assist in increasing overall job satisfaction and performance.

Abstract:
This research program on burnout and work environment perceptions in personnel working directly with unemployed individuals in Australia is reported in three studies. Using a survey methodology and taking a quantitative approach, burnout was investigated using the Maslach Burnout Inventory (MBI; Maslach & Jackson, 1986) on two occasions, before and after the privatisation of Australia's employment services industry (Job Network). The most widely accepted survey instrument measuring burnout (Lee & Ashforth, 1996), the MBI defines this stress related syndrome in terms of three subscales, Emotional Exhaustion, Depersonalisation and Personal Accomplishment. Perceptions of the work environment experienced by employment service staff were concurrently surveyed using the Real form of the Work Environment Scale (Moos, 1994). Heeding advice of researchers from the job stress area (e.g., Mccrae, 1990), this program of research also concurrently investigated the personality trait Neuroticism, the disposition to perceive and report negative experiences. In 1995, burnout in two groups of public sector personnel engaged in assisting individuals experiencing unemployment were compared. Staff employing a case management style of service delivery and staff engaging in an over-the-counter production-line style of service were surveyed and their responses on the MBI, the WES and the Neuroticism subscale of the revised short form edition of the Eysenck Personality Questionnare (EPQR/ s; Eysenck & Eysenck, 1991) compared. As hypothesised, case managers reported significantly higher burnout scores on all three subscales of the MBI, and perceptions of higher work pressure. The personality trait Neuroticism was found to account for significant variance in the burnout scores of the public sector respondents. The second study was conducted in 1999 after the full privatisation of the Australian employment services industry. At this time (T1 ), burnout in case managers throughout Australia was investigated with a postal survey which sampled 86 case managers from 38 different private sector organisations providing case management services to the long-term unemployed. The same respondents were surveyed again after six months (T2}. Study 2 demonstrated that case manager burnout levels in the new Job Network were significant. The design also allowed for the prediction of future burnout (T2) from personality and work environment data collected at an earlier time (T1) to be correctly modelled. As hypothesised Neuroticism was a significant predictor of all three MBI subscales both at T1 and T2. In what amounts to a comparison of public and private sector personnel, the third study compared the burnout levels and work environment perceptions of case managers surveyed in 1995 with the responses of case managers surveyed in 1999. Case managers from the public and private sector reported similar high levels of Emotional Exhaustion and Depersonalisation. Private sector case managers also reported significantly higher mean Personal Accomplishment scores, corresponding to a lower mean burnout level, and significantly higher levels of involvement and commitment to their work than public sector case managers. The results of these studies addressed a significant gap in the burnout literature which had hitherto failed to report investigations into employment service personnel, and highlighted the importance of considering the personality trait of Neuroticism in future burnout research. Results were discussed in the contexts of the evaluation of the current Job Network and the process model of burnout (Leiter, 1993).

This thesis focuses on the nature and extent of interwar Japanese unemployment and public policy responses to it, issues which remain relatively neglected in the historiography. It details the spasmodic attention devoted by government to the unemployed in the immediate aftermath of the First World War and how attitudes towards the out of work evolved in response to the changes in the economic environment, both national and international, down to 1938. Particular attention is paid to contemporary attitudes both inside and outside of government towards the related issues of public works, unemployment insurance and industrial rationalization. In addition, unemployment policy is examined in the context of wider budgetary and fiscal concerns, principally with regard to the restoration and abandonment of the gold standard, and in light of the efforts made from the early 1920s to improve upon the rudimentary estimates available to policy makers of the scale and nature of unemployment problem.

Abstract:
This thesis explores the dynamics of economic relations and distributive outcomes according to displaced steelworkers' own accountings of deindustrialization and job loss. Whereas class analyses tend to investigate consciousness according to “true” versus “false” preferences and “post-class” scholars assert that “post-materialism” is replacing “materialist” social concerns, the author abandons these dualisms to demonstrate that workers use cultural codes of “purity” and “pollution” to represent and evaluate individuals, interests, and relations. The findings buttress the continuing relevance of social class for explaining social identity, consciousness, and antagonism.

Title: Integration of unemployed immigrants into the labor market in Gävle Authors: Ibrahim Adan Issack and Ekaterina Ivanova The aim of this study was to investigate unemployed immigrant’s description of how they perceive the labor market in Gävle. Qualitative method face-to-face interviews were used to gather data. The results of this study shows that an unemployed immigrant seems to encounter hinders and opportunities in the labor market. The following five issues were described as being most important in influencing immigrants’ employment opportunities in Gävle: Swedish language knowledge, previous education, discrimination, social network and family situation. Ecological system theory and previous research were used to analyze the gathered results.  Key words: integration, immigrant, labor market.

Abstract:
The European Social Fund (ESF) provides funding for vocational training projects for unemployed women aged over 25. This research traces the development of ESF policies and interpretations from within the European Commission and the British government from 1958 to 1993. The position of women within the European and British labour markets provides the basis of the evaluation of the ESF's aim to increase employability through training linked to the needs of the labour market. The study is based on a gender, class and race analysis from within a perspective of British socialist feminism. The research follows an inductive, essentially grounded-theory method of research, where each stage is determined by the emergent dominant category of the previous stage. There are three stages: firstly, interviews with the women 'workers' on an ESF funded vocational training project for unemployed women. The non-traditional manual skills training provision was typical of many such projects throughout the 1980s. Secondly, a document based study of policy documents and interpretations. The third stage concentrates on the position of women within the European and British labour markets. The finding is that working-class women are trained for occupations of continual decline, and are not trained for the growth occupations of new technology. Neither are they trained towards improving their hierarchical position. The discourse of equal opportunities emerges as a central theme throughout the thesis, from the case study onwards. The final analysis of its impact on vocational training policy is that equal opportunities policies, whilst providing access to specific non-traditional manual skills, nevertheless, through the inherent lack of class analysis, actually closes or hinders access to other training and employment opportunities, thereby meeting both the needs of capitalism and of patriarchy.

Abstract:
The aim of this study is to explore language skills in a population of unemployed young men aged 18-24 years registered on the Employment Zone (EZ) programme in Wales. Three phases of data collection were conducted between 2007 and 2010. In Phase 1 quantitative data were gathered on language and non-verbal IQ using standardised assessment tools. A structured interview was also administered to gather quantitative and qualitative information on contextual factors. In Phases 2 and 3, participants were folio wed-up with a telephone interview to investigate their employment status a) six months and b) two years following participation in Phase 1. Data from Phase 1 (N= 76) describe prevalence of language impairment which was found to be considerably above the 1 % prevalence reported as existing in the UK general population and the 2.02% - 19% reported in children (up to 88%). The specific nature of language impairment was evaluated using an assessment of non-verbal IQ, finding a high level of specific language impairment (34%) and nonspecific language impairment (54%). Self-report data on contextual factors were found to be comparable with those recorded in previous studies. Data on language skills were compared to employment outcomes in Phase 2 (n = 73) using t-tests. Associations between higher listening skills and ability to gain employment approached significance, and higher speaking skills were significantly associated with ability to gain employment, both with a medium effect size. Preliminary evidence from Phase 3 (n = 23) describe long-term employment outcomes, to inform potential future research. The results of this study provide evidence for the first time that there is an under-identification of language impairments in the study population, and generates provisional data on associations between language skills and ability to gain employment. This study sets the foundations for further research and policy development in the fields of communication impairments as well as unemployment. It therefore may contribute towards improved employment outcomes for people with communication impairments.

This study examines the experiences and realities of unemployed youths in Keiskammahoek, in the Eastern Cape Province, South Africa. It looks at the challenges are that experienced by unemployed youths in Keiskammahoek, an area which already has high volume of unemployment. It also explores the factors that account for unemployment amongst the youths in this area. The study adopted a qualitative research approach and the data was collected through semi-structured interviews and observations. Purposive sampling was utilised to collect data from 22 participants who included the rural youths, professionals and decision-makers. The findings of this study reveal that the majority of youths are unskilled and are not easily absorbed in different sectors of the economy. This study recommends that the government needs to target and maximize programmes that are supported by social and economic policies for young people’s benefit in order to alleviate the youth unemployment challenges.

For the purpose of this study, two criteria were utilised to identify a person as being unemployed: someone who is part of the economically active population by virtue of his or her age; but does not fully participate in the formal economic sector. It could be argued that such a definition of unemployment is far too broad, and would include the entire informal economy. But, firstly, this is a psychological study, and so it could be argued that a recognition criterion is appropriate. That is, psychologically speaking, if an individual perceives him or herself to be unemployed, but does not meet all the economic criteria to be defined as such, the case merits exploration, since his or her self-identification with the unemployed could lead to the same psychological response as that of the economically defined unemployed person. Consequently, more economically precise definitions, though informative, are not vital for this study. Secondly, as will be explained later, this study is exploratory in nature, examining the coping patterns of the unemployed. A broader definition would provide a larger research domain which could then include more unusual experiences of unemployment. These unusual cases may provide insights into how less effective copers could learn to cope more effectively with unemployment. This is the rationale for including some individuals who are involved in the informal economy. Someone employed on a regular, virtually full-time basis in the informal economy is more employed than unemployed and it would be difficult to justify his or her inclusion in an unemployed sample. On the other hand, those individuals who are active in the informal economy on an irregular, part-time basis, or on a small scale, and use this activity as a means of trying to cope with unemployment, could be included in such a sample. On the basis of regularity of payment by "employer", number of hours worked per day, and number of days worked per week, cut-off points were established to determine who in the informal economy would be included in this study. A series of questions were asked at the start of an interview, to establish that a prospective interviewee met certain criteria before being included in the sample.

Substance abuse and dependence has been a problem in the United States for over 100 years (Whitebread, 1995). In the past two decades the abuse and dependence of methamphetamine has increased and the rates have remained steady (Substance Abuse and Mental Health Services Administration, 2004). Advances have been made in the development of treatments for substance abuse and dependence. Research has continued to show that treatment modalities enhanced by case management services are more effective in the treatment of substance abuse and dependence. There has also been progress made in the research regarding the therapeutic benefits of employment for persons with substance abuse and dependence. However, the research regarding methamphetamine abuse and dependence is lacking in regards to the effects of employment, and the case management needs of this population. The aim of this study is to expand research on methamphetamine abuse, dependence, and treatment. By using variables including measures of demographics, education, income, utilization of substance abuse treatment services, healthcare coverage, measures of mental health status, measures of physical health status, and measures of arrest record to predict employment status of persons who report methamphetamine use, implications were developed for treatment providers and case managers to increase the effectiveness and efficiency of treatment. The present study utilized the 2006 and 2007 National Survey on Drug Use and Health data to determine if measures of demographics, education, income, utilization of substance abuse treatment services, healthcare coverage, measures of mental health status, measures of physical health status, and measures of arrest record have significant associations to employment status of persons who report methamphetamine use. A chi-square analysis was used to determine which variables have significant associations to employment status. In addition, this study sought to determine if these independent variables are significant predictors of employment status among methamphetamine users. A binary logistic regression analysis was used to predict employment. The results of the study showed that several of the independent variables had significant associations to employment status of persons who report methamphetamine use. However, the binary logistic regression analysis only resulted in one significant predictor. The results of this study were used to develop implications for case managers.

This study took place in Bishop Lavis, a small community in Cape Town on the Cape Flats, Republic of South Africa. Stratified random sampling was used to select ten unemployed youths that resided in the area. The problem that prompted this investigation and that needed to be addressed was the high unemployment rate amongst the youth and how their aspirations and capabilities contribute to their state of well-being. This community is subjected to extreme poverty, inequality and gangsterism. This places a heavy burden on their ability to escape deprivation and the harsh realities of not ever being able to find a job. These inferior conditions in the community impact heavily on their quality of life. As the youths develop into maturity, their inability to enter the labour market deprives them of aligning their dreams, capabilities and aspirations to the new demands of the labour market. The study is based on the Capability Approach and it is used as an evaluative tool to assess the aspirations and capabilities of the participants. The objective of the study was to bring us closer to understanding how aspirations are developed and whether such aspirations can assist the youths in transforming their capabilities into a functioning. What we learned from this study was that the aspirations of youths failed to develop from an early age and their responsiveness to opportunities has to do with their value system and adaptation to their environment. This qualitative study required consent from the participants and ethical approval from UWC research structures. Through semi-structured interviews, information about the participants’ capabilities and aspirations were recorded and analysed. Based on this analysis and evaluation, new assessment model and assessment tools are proposed as an intervention strategy for policymakers.

At the beginning of the 21st century, youth unemployment is paid attention to by the Swedish government and media. A grand part of the unemployed youth live at their parents´ house because of economic reasons contrary to their primary goal to be able to make their own living. It can be argued that the young unemployed´ s social citizenship is inferior to working citizens´ social citizenship. The thesis will not deal with suggestions on practical solutions, but rather seek for theoretical answers to whether the responsibility for the young people referred to should be a responsibility of the State or of the family. Communitarianism is a relatively young theory which is interesting for this thesis because it sheds light on the dichotomy individual - community. There are different strands within the communitarian debate. I will deal with conservative, liberal and leftist communitarianism.

The classical leftist ideal of the communitarianist community includes rights and duties for the common good and is based on the assumption of people as social beings not being able or wanting to escape from the influence of her community. Liberal communitarianism, represented foremost by Will Kymlicka and Joseph Raz, is a theoretical strand coming up as a response on the (leftist) communitarianism. Also, a theory of conservative communitarianism, which´ s ideas date back to Aristotle, can be traced in the writings of Roger Scruton.

Conclusions reached are, simplified, as follows: Conservative communitarians are prone to let the parents take theresponsibility for their children. It is a natural consequence of their view of the society as an organic unity where family life and political affairs should be separated. Leftist communitarians and liberal communitarians are less apparent in their preferences. Stressing leftist communitarians´ emphasis of citizenship duties, the responsibility of the citizen indicates that state measures should not be the first tried solution. The family has an important role for leftist communitarianists but only as a link between the individual and the state. Liberal communitarians look foremost to the individual´ s own preferences concerning medium for a solution of the unemployed´ s situation. Family is not seen as a significant institution, unless it is accredited importance by its members.

In spite of the recent positive economic growth, millions of Canadians continue to experience the impact of unemployment. Although half of the jobless are female, women remain seriously neglected in the unemployment literature, with the few existing studies tending to be non North-American, to focus on blue-collar workers, to rely on quantitative approaches, and to result in contradictory findings. In this qualitative study, conducted from a constructivist, feminist perspective, semistructured, in-depth individual interviews and a focus-group interview were conducted with 12 unemployed women. In an atmosphere of safety and mutual respect, the women were considered the experts best able to articulate their job loss experiences. Findings largely confirm those of earlier studies of male and female unemployment, in that job loss tends to produce negative affective reactions such as shock, fear, anger and betrayal, often followed by feelings of self-blame, low self-esteem, anxiety, and even depression. Specifically, Jahoda's (1982) deprivation model of unemployment is supported by this study in that the destructive effects of job loss appear to be linked to the loss of essential categories of experience previously provided by the institution of employment. These include: income, routine, social contacts, meaningful activity, a sense of identity, and a sense of purpose. Findings also tend to negate long-held assumptions regarding the primacy of the domestic role in women's self-definitions. Moving beyond the deprivation model, the findings of this study suggest that a relational model of unemployment might better illuminate our understanding of women's job loss experiences, in that it acknowledges the centrality of relationship in female, if not human, psychological development (Gilligan, 1996). Women's unemployment, according to this proposed model, is experienced as varying degrees of disconnection, or loss of relationship, along the dimensions outlined by Jahoda's model. The relational model also informs our understanding of other important and related issues, such as the failure of the alternative role of homemaker to ameliorate the destructive impact of unemployment, and the difficulties which many women, if not all individuals, experience during the re-employment process. Implications of a relational model for unemployment theory, for workplace policies, and for the implementation of support services and re-training programs are discussed.

This research examines active labour market policy, and in particular, training schemes targeted towards unemployed individuals who are the most disadvantaged in the labour market in Aotearoa/New Zealand. The purpose of this research is to first, highlight the main tensions between the current policy frameworks for the design and the practice of such training. The second purpose is to offer explanations for these tensions by highlighting the competitive free-market and rational individualistic assumptions that underpin the current frameworks and, in particular, how these constrain the 'choices' and possibilities for the most disadvantaged unemployed. The study identifies and examines State Active Neoliberalism, as a specific place-time articulation of neoliberalism, adopted by two successive Labour-led governments in New Zealand from 1999-2005. Thirdly, a community development theoretical framework is proposed to underpin recommendations that could support more enabling and empowering policies for the most disadvantaged unemployed and the organisations that seek to assist them. The thesis draws on case studies of major State-funded training schemes for long-term unemployed individuals to illustrate the 'on-the-ground' consequences of the discursive shifts in policy rhetoric. This research combines an in-depth, qualitative field research approach with a critical analysis of policy frameworks and political representations of unemployment, training and labour market issues in documents, publications and communications. The findings of this research are that a competitive quasi-market for training provision and the increased reliance on narrow outcome measurements, position commercial imperatives ahead of assisting the most disadvantaged unemployed. In order to remain viable, training organisations are increasingly faced with the need to sacrifice social motivations for commercial survival. This situation erodes the scope, at the local level, for services that are relevant to the various needs and circumstances of disadvantaged unemployed people. While the overarching policy discourses maintain that training schemes serve the needs of the most disadvantaged unemployed, policy mechanisms and competitive labour market contexts undermine such objectives. Not only are the most disadvantaged unemployed people frequently unable to access services claiming to be for their benefit, they are by definition less likely to succeed in the context of competitive labour markets and individualised society.

From the families of dockside London to the cautious cabinets of the Edwardian 'new liberals,' the search was on, after 1889, for a class of men Charles Booth characterized as so low in moral character as to require elimination from society-at-large. Responding as best they could, the poorest third of England's workers attempted desperately, yet usually failed, to avoid the stigma of the 'loafer' as they weathered economic downturn, increased policing, the fallout of deskilling, and the hatred and hysteria of a society, particularly in the wake of the Boer War, that refused them the status even of 'men'. In laws and literature, England's reforming and governing classes found their answers in Idealism, a philosophical movement taking progressive, moderate and labour leaders under its fold, and encouraging an understanding of poverty, and responses to it, on the basis of character alone. Piecemeal programmes and partial remedies for a host of principally urban, predominantly working-class social problems were the result, and they point---in a period of ostensibly 'progressive' housing and unemployment reform---to a disturbing, quasi-authoritarian policy demanding nothing less than social apartheid.

The dissertation analyzes labour market projects co-financed by the European Social Fund (ESF) targeting unemployed migrants and ethnicized groups. The analysis is qualitative, discourse-oriented and based on Foucault’s concept of governmentality. More specifically, it is highlighted how the target groups are ethnicized through discourses of employability and learning. The thesis consists of four articles. In the first three articles, focus is mainly on how the projects present themselves through their project descriptions in the ESF project bank and the fourth article is mainly based on ethnographic material. Overall, this dissertation highlights different aspects of inclusion work directed towards migrants and ethnicized target groups that can be seen as problematic and sometimes contradictory. Tendencies to individualize unemployment and thus positioning the unemployed project participants as responsible for their situation is interrogated in the thesis. Further, it is analyzed how culture and ethnicity is used in ways that are likely to strengthen the target groups ‘Otherness’ in relation to a ‘Swedishness’ that often become synonymous with what is perceived as normal and thus widening the gap between ‘us’ and ‘them’ when the stated goal is the opposite. This dissertation can serve as a starting point to reflect on how inclusion efforts and labour market projects seeking to produce social inclusion and employability may be at risk to categorize people in different ways, which can sometimes be problematic in relation to what the efforts seek to achieve.
I avhandlingen studeras arbetsmarknadspolitiska åtgärder, i form av projekt finansierade av Europeiska socialfonden (ESF), riktade mot arbetslösa migranter och etnifierade grupper. Analysen är kvalitativ, diskursorienterad och utgår från Foucaults begrepp governmentality. Mer specifikt belyses hur projektens målgrupper etnifieras genom diskurser om anställningsbarhet och lärande. Avhandlingen består av fyra artiklar. I de tre första artiklarna fokuseras främst hur projekten framställer sig själva genom projektbeskrivningar i ESFs projektbank och den fjärde artikeln utgår främst från etnografiskt material. Sammantaget belyser avhandlingen olika aspekter - som kan ses som problematiska och ibland motsägelsefulla - av inkluderingsarbete riktat mot migranter och etnifierade målgrupper. Det handlar om tendenser att individualisera arbetslösheten och därmed i hög grad ansvariggöra de arbetslösa projektdeltagarna för sin situation. Det handlar också om att använda kultur och etnicitet på ett sätt som riskerar att förstärka målgruppernas ’annorlundahet’ i relation till den ’svenskhet’ som inte sällan blir synonymt med vad som uppfattas som normalt och på så sätt vidga gapet mellan ’vi’ och ’dem’ när den uttalade målsättningen är det motsatta. Avhandlingen kan fungera som en utgångspunkt för att reflektera kring hur inkluderingsinsatser och arbetsmarknadsprojekt riskerar att sortera och kategorisera människor på olika sätt, som kan vara problematiska i relation till vad insatserna vill uppnå.
