Abstract:
Since the relative weight of form to function has been increasing in urban planning, from the esthetic viewpoint, many cities in the world have been actively pursuing the undergrounding of overhead utility lines. Esthetic factors are urban externalities in the sense that they are not directly traded in markets. Therefore, we need to control them optimally based on their benefits. In this study, we appraise the benefits of undergrounding utility lines in Japan and clarify the dependency of the residents’ willingness to pay (WTP) on the road width and building height. Our results show that the WTP for undergrounding utility lines is lower as the road becomes wider and the buildings along the road become higher. However, when the road is wide, the WTP does not change much regardless of the height of the buildings. In addition, the average value of the benefit–cost ratios of previous undergrounding projects is from approximately 2.27 to 2.65. However, 3–17% of these projects have benefit–cost ratios of less than 1.

Abstract:
The underground economy in Ukraine is one of the major obstacles on the way to accelerative economic growth and European integration processes. The high level of undergrounding leads to the weakening of the regulatory impact of fiscal and monetary policy instruments on the development of the national economy. Against this background, the financial and economic processes undergrounding is a major challenge and a top priority problem for Ukraine today. The article aims to determine the financial levers to restrict economy’s undergrounding and justify measures to reduce the risk of undergrounding by certain monetary and budgetary parameters regulation. The research methodological basis is the methods of scientific abstraction, induction, deduction, generalization, logical method. For analytical calculations there are used coefficient analysis, mathematical methods, including correlation analysis, comparison and grouping methods, synthesis, tabular and graphical methods. The Ukraine underground economy is selected as the study object example with this methods’ system using. Therefore the study, based on the calculation of the Fechner correlation coefficient, has revealed the presence, closeness and direction of the relationship between monetary indicators (values of changes in monetary aggregates M0, M2 and M3, CPI, changes in the official hryvnia rate to the US dollar), budgetary parameters (changes in intergovernmental transfers, changes in external public debt, taking into account inflation) and the underground economy level. Thus, according to the results of the analysis, the main directions of the relevant regulatory bodies influence on the national economy unshadowing have been determined.

Abstract:
Damages caused by wildfires in California due to transmission line failures have increased significantly in recent years. Curtailment of electric service in areas under fire threat has been implemented to avoid these wildfires. Results from this research indicated that 24% of California’s cities are at risk of wildfire, while 52% are at risk of blackout. These blackouts have resulted in significant financial losses and risk to life and health. Undergrounding current transmission lines has been proposed as a long-term solution. However, undergrounding lines would take decades to complete and increase average monthly electric bills from $80 to $260. This research investigated shortening the length of the electricity supply chain, supplying affected communities with onshore and offshore wind energy. Results showed good wind energy potential in locations near affected cities. Distance analyses revealed that more than two hundred cities (population 5.5 million) can be served by existing wind farms located at less than 50 km. Future offshore wind turbines could generate high power output (capacity factor >50% for significant periods). An analysis of diverse locations along California’s coast indicated that just one offshore wind farm could serve more than a hundred cities with cumulative population larger than one million.

Abstract:
This research work is carried out to identify the corrosive nature of soils towards the buried-galvanized steel and cast iron pipelines buried in Sanothimi areas of Madhyapur Thimi municipality, Bhaktapur based on different soil parameters such as organic content, moisture content, pH, resistivity, oxidation-reduction potential, chloride and sulfate ions. The soil parameters of the collected soil samples from the study areas were analyzed using standard ASTM methods. Concentrations of these soil parameters measured in this study were found as: organic content (0.9- 7.9%), moisture content (8.0-36.7%), pH (6.8-7.7), resistivity (3900-16700 ohm.cm), oxidation-reduction potential (337-461 mV vs SHE), chloride (25-71 ppm) and sulfate (35-464 ppm) contents. These soil parameters gave an indication of “mildly corrosive” to “less corrosive” nature of soils on the galvanized steels and cast iron pipelines buried in the study areas. Based on the findings of the present studies, it can be advised to the related authorities or local people that simple modification of the soils by using cheapest non-conducting materials like gravel or sand around the buried water supply pipelines before undergrounding them in the study areas is very beneficial from the corrosion point of view to increase their life time. Ukraine is the importer and the main Russian gas transiter to Europe. The underground gas storages are important for its stable supply. The need of undergrounding storage of gas for Ukraine, as well as for the majority of the gas-using countries, is caused by constantly growing gas consumption in Europe and in Ukraine particularly. The majority of the Ukrainian underground gas storages situated in the west part of Ukraine. The formation of East-European or West-Ukrainian hub is planned on the basis of these underground gas storages. The geopolitical position of the western region of Ukraine can be considered as a favourable factor of Ukrainian entry into various European economic and political structures. Also important factors of formation of a gas hub are a region environment, social and economic conditions which will influence further substantially definition of a Ukrainian place in the gas transmission system of Europe. The purpose of article is to analyse a wide range natural and socio-economic factors of functioning of the projected hub. In particular, the fossil fuels, water, forest, recreational resources allow estimate mineral base of the region; a demographic situation, interindustry complexes (fuel and energy, construction, machine-building, chemical and industrial, wood production, agro-industrial, light industry, transport, recreational, etc.) which influence formation of a gas hub. Abstract. Initial global localization of a mobile robotic platform is the foundation for its navigation and mapping, especially when the platform enters into unknown environments. In GNSS-denied indoor scenes, LiDAR is widely used for robot localization, especially in indoor scenes with poor lighting. In most existing LiDAR-based initial global localization methods, it is necessary to build the point cloud reference map in advance, which costs a large quantity of manpower and time. For this reason, a LiDAR-based initial global localization method using imperfect architectural skeleton information is proposed in this work. Firstly, we propose a lightweight management scheme for collected imperfect architectural information, which is convenient for efficient registration with real scans. Secondly, we extract architectural skeletons (stable man-made structures such as walls and columns) from both architectural information and real scans, and design them as line pairs feature patterns like P-LP, V-LP and C-LP. Thirdly, we propose a matrix descriptor for line pairs feature patterns description and initial matching. Finally, we construct error equations to estimate the pose by initial matching line pairs, and acquire the optimal localization results with the highest hit ratio on architectural grid map. A mobile robotic platform with the 16 beam LiDAR is experimented in typical indoor scenes such as rooms, corridors and undergrounding parking lots. Experiments show that the success rate of initial global localization reaches 80%, the average position error is about 0.10m and the running time is about 400ms per 1000 scans, which meet the requirements of indoor autonomous driving.

AbstractTropical cyclones (TCs) have caused extensive power outages. The impacts of TC-caused blackouts may worsen in the future as TCs and heatwaves intensify. Here we couple TC and heatwave projections and power outage and recovery process analysis to investigate how TC-blackout-heatwave compound hazard risk may vary in a changing climate, with Harris County, Texas as an example. We find that, under the high-emissions scenario RCP8.5, long-duration heatwaves following strong TCs may increase sharply. The expected percentage of Harris residents experiencing at least one longer-than-5-day TC-blackout-heatwave compound hazard in a 20-year period could increase dramatically by a factor of 23 (from 0.8% to 18.2%) over the 21st century. We also reveal that a moderate enhancement of the power distribution network can significantly mitigate the compound hazard risk. Thus, climate adaptation actions, such as strategically undergrounding distribution network and developing distributed energy sources, are urgently needed to improve coastal power system resilience.
