Abstract:
Since the relative weight of form to function has been increasing in urban planning, from the esthetic viewpoint, many cities in the world have been actively pursuing the undergrounding of overhead utility lines. Esthetic factors are urban externalities in the sense that they are not directly traded in markets. Therefore, we need to control them optimally based on their benefits. In this study, we appraise the benefits of undergrounding utility lines in Japan and clarify the dependency of the residents’ willingness to pay (WTP) on the road width and building height. Our results show that the WTP for undergrounding utility lines is lower as the road becomes wider and the buildings along the road become higher. However, when the road is wide, the WTP does not change much regardless of the height of the buildings. In addition, the average value of the benefit–cost ratios of previous undergrounding projects is from approximately 2.27 to 2.65. However, 3–17% of these projects have benefit–cost ratios of less than 1.

Abstract:
The underground economy in Ukraine is one of the major obstacles on the way to accelerative economic growth and European integration processes. The high level of undergrounding leads to the weakening of the regulatory impact of fiscal and monetary policy instruments on the development of the national economy. Against this background, the financial and economic processes undergrounding is a major challenge and a top priority problem for Ukraine today. The article aims to determine the financial levers to restrict economy’s undergrounding and justify measures to reduce the risk of undergrounding by certain monetary and budgetary parameters regulation. The research methodological basis is the methods of scientific abstraction, induction, deduction, generalization, logical method. For analytical calculations there are used coefficient analysis, mathematical methods, including correlation analysis, comparison and grouping methods, synthesis, tabular and graphical methods. The Ukraine underground economy is selected as the study object example with this methods’ system using. Therefore the study, based on the calculation of the Fechner correlation coefficient, has revealed the presence, closeness and direction of the relationship between monetary indicators (values of changes in monetary aggregates M0, M2 and M3, CPI, changes in the official hryvnia rate to the US dollar), budgetary parameters (changes in intergovernmental transfers, changes in external public debt, taking into account inflation) and the underground economy level. Thus, according to the results of the analysis, the main directions of the relevant regulatory bodies influence on the national economy unshadowing have been determined.

Abstract:
Damages caused by wildfires in California due to transmission line failures have increased significantly in recent years. Curtailment of electric service in areas under fire threat has been implemented to avoid these wildfires. Results from this research indicated that 24% of California’s cities are at risk of wildfire, while 52% are at risk of blackout. These blackouts have resulted in significant financial losses and risk to life and health. Undergrounding current transmission lines has been proposed as a long-term solution. However, undergrounding lines would take decades to complete and increase average monthly electric bills from $80 to $260. This research investigated shortening the length of the electricity supply chain, supplying affected communities with onshore and offshore wind energy. Results showed good wind energy potential in locations near affected cities. Distance analyses revealed that more than two hundred cities (population 5.5 million) can be served by existing wind farms located at less than 50 km. Future offshore wind turbines could generate high power output (capacity factor >50% for significant periods). An analysis of diverse locations along California’s coast indicated that just one offshore wind farm could serve more than a hundred cities with cumulative population larger than one million.

Abstract:
Underground low-voltage electricity networks have several advantages over overhead networks including reliability of supply, safety and improved visual amenity. The economic viability of replacing existing overhead networks with new underground networks depends on the value of these benefits to households, but no complete value estimates are available. In this thesis, the focus is on benefit valuation, with two methods used to gather information regarding the benefits of undergrounding in a case study area - the hedonic price method, in which household preferences are revealed through purchases in the real estate market; and, the stated choice method, in which preferences are elicited using a survey. The empirical data were collected in Canberra, Australia. Evidence from the stated choice survey suggests the value of benefits to households would be at least A$6,838 per household on average, with a 95 per cent confidence interval of A$5,444 to A$8,253. The demand function underlying this estimate is broadly consistent with evidence from the hedonic price study, which measures the benefits to a marginal purchaser in the real estate market. Some 31 per cent of households in the study areas chose to pay an estimated price premium of 2.9 per cent (between 0.4 and 5.3 per cent with 95 per cent confidence) to purchase a property serviced by underground networks (holding constant other property characteristics). In addition to estimating values for policy use, the thesis focuses on one challenge associated with applying each method. The hedonic price method can be difficult to apply in cities where retrofit undergrounding has yet to take place, since the type of network infrastructure tends to be highly correlated with other property characteristics, such as building age and distance to the central business district. In this thesis, it is shown that this problem can be overcome by analysing data from areas with a mix of underground and overhead infrastructure where properties are otherwise relatively homogeneous. Turning to the stated choice method, this thesis supports a growing body of literature finding violations of the assumptions typically made when analysing responses to a sequence of choice tasks; in particular, the assumptions of truthful, independent response and stable preferences. Preferences stated in the first of a sequence of binary choice tasks were not significantly different from those stated in an incentive compatible single binary choice task, but, in subsequent choice tasks, willingness to pay for undergrounding was lower and responses were influenced by cost levels observed in past questions. An understanding of the decision processes (or heuristics) underlying this influence is required to ensure value estimates are not biased. The response patterns identified by novel econometric analysis in this thesis are consistent with certain types of heuristics involving strategic misrepresentation and/or value learning. The results suggest practitioners should test whether the standard assumptions are violated, and, if they are, account for the violations either by econometric techniques, such as the models presented in this thesis, or by simple sample selection approaches, such as focusing on responses to the first question presented to each respondent.

Britain constructed the world’s first railway track in 1825. Half a century later in 1887 (13th Year of the Guangxu Era), Taiwan's first provincial governor, Ming-chuan Liu , petitioned the Qing imperial government on the need to build a railway to support military logistics as well as industry development. Same year on May 20, The Qing Imperial government gave its approval for railway construction in Taiwan. Liu immediately established the "General Bureau of Railways in Taiwan " at Sanbanciao in eastern Taipei (a location which is the intersection of Nanjing E. Rd. and Zhongshan N. Rd. in Taipei City nowadays). Construction commenced in June of the same year at Dadaocheng with a britishman named Madrid as the chief engineer. The construction of railway between Taipei and Keelung by way of Shiqiuling was a very arduous endeavor and required the excavating of several tunnels, and was eventually completed to commission four years later in 1891 (17th Year of the Guangxu Era) at a total length of 28.6 km. This year (2011) marks more than 120 years of railway history in Taiwan. During the early years of Japanese colonial period, the administration of Taiwan's railways was reorganized on several occassions due to changes in military and business organization, by and large they were the "Taiwan Railway District Headquarters ", the "Temporary Taiwan Railway Battalion", the "Temporary Railway Section of the Communications Department" and the "Temporary Taiwan Railway Construction Department". In 1899 (32nd Year of the Meiji Era) the "Railway Department" was finally set up under the Governor-General of Taiwan's Ministry of Transportation Office with responsibility for administering railways in Taiwan. The Railway Department constructed more than 240 railway stations in Taiwan and amid them seven stations located in Keelung, Taipei, Hsinchu, Taichung, Chiayi, Tainan and Kaohsiung are of particular historical value, spectacular and importance. In 1983 Taipei City began undergrounding the urban railway tracks as part of a modernization program and at the direction of the Executive Yuan. Land freed up by the underground railway program was provided to the Taipei City Government for development among railway station special districts. Development proved successful in boosting trackside real estate values, increasing government tax revenues, removing rail tracks and level crossings that impeded urban traffic, reducing pollution, improving the quality of the trackside environment and promoting balanced urban development. Executive Yuan’s approval was subsequently given for the extension of the underground railway program to the Songshan, Wanhua-Banqiao and Nangang sections. As part of the "Railway Reconstruction Plan" and "Economy Revitalization and Public Construction Investment Plan", there are now approaching to underground or elevate existing stations as well as railway lines in Kaohsiung, Chaozhou, Linbian, Taichung, Yuanlin, Tainan, Keelung, Yilan, Hualien, Taitung, Shalun and Neiwan. The Taipei Railway Station Underground Project was accomplished in 1989 and substantiated to involve the demolition of the 4th generation station commissioned in June, 1940 (15th Year of the Showa Era) for the construction of the 5th generation station now in use. As historical railway station face the increasing threat of being demolished or abandoned from railway reconstruction projects. This study will analyze the relevant legislation as well as domestic and overseas case studies to evaluate how railway stations of historical significance should respond and adapt to changing times. Meanwhile, this study also looks at the issues that may arise from their disposal to provide a reference for the relevant authorities in the hopes of reminding the Taiwan Railway Administration of the importance of their own railway cultural heritage, and the possibilities of more creativity and reuse in Taiwan's railway architecture.
