Abstract.It is assumed that civic education has persistent effects on political attitudes and behaviours of young citizens. There is no consensus, however, on what kind of efforts have the strongest effects on specific outcomes, like political knowledge and intended political participation. In some of the older literature, it has been shown that effects of civic education are stronger for children from a visible minority background. This article takes up these questions using a dataset with a sample of 15–17-year olds from Canada (n = 3,334). The results show that active efforts for civic education can make a difference. Especially community service, a rather new form of civic education, fosters political knowledge and conventional future participation. However, in Canada, adolescents from a visible minority background do not benefit disproportionately from civic education efforts.Résumé.On soutient que l'éducation à la citoyenneté amène des effets positifs durables sur les attitudes et les comportements politiques des jeunes. Toutefois, il n'existe pas de consensus concernant les efforts spécifiques les plus fructueux pour stimuler les connaissances et la participation politiques. Dans cet article nous examinons premièrement l'ampleur des effets de l'éducation à la citoyenneté. Deuxièmement, nous examinons la thèse selon laquelle ce sont les minorités visibles qui bénéficient le plus de ces efforts – position défendue dans une partie de la littérature plus ancienne sur le sujet. Ces deux questions sont étudiées quantitativement en utilisant un groupe témoin de jeunes Canadiens de 15 à 17 ans (n = 3334). Les résultats révèlent que les efforts actifs dans le domaine de l'éducation à la citoyenneté ont un effet sur les attitudes et les comportements politiques. Le service communautaire, entre autres, une nouvelle forme d'éducation à la citoyenneté, sensibilise les jeunes à la politique et favorise leur participation conventionnelle future. Nous ne trouvons pas, en revanche, d'effet différentiel notable chez les adolescents des minorités visibles.

Abstract:
This article provides a heuristic study of three cases where participation in peacekeeping operations prompted military rule in the peacekeeper-contributing state. These three atypical cases contradict the theory of diversionary peace, which claims that contributing to peacekeeping operations abroad should stimulate democracy at home. The experience of these three countries also calls into question the conventional wisdom that strongly associates peacekeeping with liberal democratic institutions, outcomes and practices. Via triangulation across literature, reports, elite interviews and WikiLeaks cables, these cases are examined in order to identify more generalisable observations regarding how participation in peacekeeping may enhance the role of the military at the expense of democratic order and civilian rule in the contributing state. The theory of diversionary peace is shown to suffer from serious conceptual flaws. Some preliminary efforts are made to generalise the findings, with Ghana and Uruguay identified as warranting further investigation. A number of variables are identified as offering scope for generalisation, namely, revenue, leadership and military size. Several promising areas for further research are also identified: how military dependence on peacekeeping may make political systems more permeable to outside influence, how far the United Nations (UN) can politically influence its contributor states and how peacebuilding may affect peacekeepers’ understanding of their role in their own countries. By examining the feedback effects of peacekeeping on peacekeeper-contributing states, the article reverses the conventional focus of peacekeeping scholarship and contributes to the growing literature examining the wider ramifications and unintended consequences of liberal conflict management.

Abstract.Some citizens differ in their levels of concern for the supporters of various parties. I demonstrate how such concerns can motivate citizens to vote. I first present a simple formal model that incorporates concern for others and election benefits to explain the decision to vote. By predicting substantial turnout, this model overcomes the “paradox of participation.” I then verify the model empirically. I utilize a series dictator games in an online survey of more than 2000 Canadians to measure the concern of individuals for other partisans. I show how the preferences revealed in these games can predict the decision to vote in the face of several conventional controls. Taken together, the formal model and empirical results generate a more fulsome and satisfactory account of the decision to vote than an explanation which relies solely on duty.Résumé.Les citoyens ne se préoccupent pas tous des partisans des divers partis politiques. Je démontre comment de telles préoccupations peuvent motiver les citoyens à participer aux élections. Je présente d'abord un modèle formel qui explique la décision de voter en intégrant les préoccupations à l'égard des autres électeurs et les bénéfices associés à une élection. En prédisant une part substantielle de la participation, ce modèle surmonte le paradoxe de la participation électorale. Ensuite, le modèle est vérifié empiriquement. J'emploie à cette fin une série de jeux du dictateur insérés dans une enquête menée en ligne auprès de 2000 Canadiens afin de mesurer leur degré de préoccupation à l'égard des autres partisans. Je montre comment les préférences révélées dans ces jeux peuvent prédire la décision de voter. Chile has witnessed an unprecedented emergence of social movements since the return to democracy in 1990. These have been characterized by limited participation by the conventional political actors who used to be the backbone of social demands in the country. In the current “Chilean model” of governance, political parties have lost their connection with their base. The existence of a difference between the needs emerging from civil society and those advanced by politicians has opened alternative opportunities for political action. Chile ha sido testigo de una emergencia inédita de movilizaciones sociales desde la vuelta a la democracia en 1990. Éstas se han caracterizado por la baja presencia y participación de actores políticos convencionales los cuales solían constituir la “columna vertebral” de las demandas sociales en el país. En el “modelo chileno” actual de gobernanza, los partidos, por más institucionalizados que sean, han abandonado su vinculación con su base. La existencia de un distanciamiento entre las necesidades que emergen desde la sociedad civil y las manifestadas por los políticos ha incidido en la aparición de espacios alternos de acción política.

English abstract: Apart from Mauritius, five of the six African small island developing States (ASIDS) are relativel y new to democracy with several only transitioning from one-party states to multiparty states in the early 1990s. Goals 13 and 14 of the Sustainable Development Goals (SDGs) are priority goals for the ASIDS. Given that one of the key tests of a healthy democracy is the depth of civil society, this article seeks to examine the quality of political participation in the ASIDS in relation to these two priority SDGs. In so doing, this article considers conventional and nonconventional forms of participation and the potential impact these different avenues for a public “voice” might or might not have on the ASIDS’ government management of climate change and marine resources.Spanish abstract:Excepto Mauritius, los otros cinco pequeños estados insulares africanos en desarrollo (ASIDS en inglés) recién incursionan en la democracia; algunos de ellos transitan de estados con un solo partido a estados múlti-partidistas a principios de los años noventa. Los objetivos 13 y 14 de los Objetivos de Desarrollo Sustentable (ODS) son prioritarios para los ASIDS. In 1995 the Peronist party held the Argentine presidency, a comfortable majority in both congressional chambers, and most provincial governorships and municipalities. In 2013 the political landscape looked exactly the same. However, between 2001 and 2002 the country arguably went through its most serious crisis ever, which led to massive popular uprisings, the early resignation of two presidents, and the largest debt default in international history. The political collapse did not, however, constitute a spontaneous or definite rupture with the past. Instead, the social revolt detonated in December 2001 was not only temporally and territorially limited but also politically nurtured and institutionally bounded. Conventional explanations have tended to overlook a crucial set of actors that was neither marching in the streets nor voting in the Congress. These actors were subnational power holders and they were Peronist, and their participation explains how the protest began, how the crisis unfolded, and how it was resolved. En 1995, el partido peronista ocupaba la presidencia de la Argentina y gozaba de amplia mayoría en ambas cámaras, así como en las gobernaciones y municipios. En 2013, el panorama político lucía exactamente igual. Sin embargo, entre 2001 y 2002 el país sufrió una de las crisis más graves de su historia, que desembocó en levantamientos populares masivos, la renuncia anticipada de dos presidentes y el mayor incumplimiento de pago de una deuda soberana en la historia. En todo ello se han manifestado las posiciones e intereses de los actores. A pesar de estas tensiones, la política de participación como tal se ha dinamizado y fortalecido. AbstractThe new Ecuadorian institutionality has created a large number of mechanisms of representation, direct democracy and participation. These are contained in the Constitution and organic laws, which gives a regulatory framework that constitutes itself the promoter of the democratic exercise. In the applying of the policy of strengthening of democracy, there are forces and positions from various actors. It can be seen that among the activators of the participation of actors, the government itself is the most important, accompanied by organized, old and new social ones. Others demand a more radical participation on the one hand, and on the other hand another third group despises a popular presence in the state. The conventional communication media have been the main spokesmen of the last group. In the applying of the policy of participation, various forces have acted by developing some mechanisms, hiding others or distorting its original meaning. About all of these, the actors have expressed their positions and interests. Despite these tensions, political participation as such has become dynamic and strengthened.

AbstractWhy are some institutions without any policy powers or output? This study documents the efforts by governments to create empty international institutions whose mandates deprive them of any capacity for policy formulation or implementation. Examples include the United Nations Forum on Forests, the Copenhagen Accord on Climate Change, and the UN Commission on Sustainable Development. Research is based on participation in twenty-one rounds of negotiations over ten years and interviews with diplomats, policymakers, and observers. The article introduces the concept of empty institutions, provides evidence from three empirical cases, theorizes their political functions, and discusses theoretical implications and policy ramifications. Empty institutions are deliberately designed not to deliver and serve two purposes. First, they are political tools for hiding failure at negotiations, by creating a public impression of policy progress. Second, empty institutions are “decoys” that distract public scrutiny and legitimize collective inaction, by filling the institutional space in a given issue area and by neutralizing pressures for genuine policy. Contrary to conventional academic wisdom, institutions can be raised as obstacles that preempt governance rather than facilitate it.

In this article I critically reflect on the hegemonic modernist framework of development by focusing on its reflection and application in the United Nations’ (UN) Millennium Development Goals (MDGs) and practices. Not only do I find it falling short of explaining, understanding or bringing about global development, but quite the opposite, since it feeds into and reproduces the status quo. While I plead for serious (re)definitions, and genuine global commitment towards the (re)solution, of the current micro/macro social problems, which are interdependent and need to be treated in connection and at once, I pick four urgent areas of transformation as sub-topics for the present discussion. They include the (meta)theoretical framework and discourse of development, historical and contextual analyses of diverse human socio-cultural conditions, political will and agency and psychology's contributions within a transdisciplinary participation paradigm. I also briefly hint at various issues from the ‘developing’ context of Turkish society in order to illustrate some of the arguments. It is hoped that the complexity of these issues and widespread inequity problems will no longer be ignored in favour of conventional policies and programmes that are based on the reductionist framework and that truly trans(/post)disciplinary and trans(/post)cultural dialogues will enable new connections, meanings and actions towards desired global transformations.

Abstract.Building on an international literature that stresses the growing importance of cities in both the economy and governance, this paper proceeds from the premise that national government support is essential to the maintenance of a social safety net, but that a great deal of local initiative is also necessary in order to ensure that national government funds are spent in a manner appropriate to the very different conditions in different cities. The paper focuses on a case in which a municipal government initiated a tri-level government program. Winnipeg officials and politicians developed a proposal for federal and provincial participation in a locally created welfare-to-work scheme, a scheme that, unlike conventional workfare, offered union wages and training leading to well-paid work. The municipal government provided on-the-job training for workers selected from the welfare rolls to carry out infrastructure upgrades and financed the project with money the federal and provincial governments saved on welfare payments. The paper argues that the municipal government was uniquely well placed to identify needed work, as well as to choose welfare recipients who would be able to benefit from the job training on offer. In this case, therefore, we argue that local initiative was essential to the success of this federally and provincially financed welfare-to-work program. The findings of the theoretical literature we review suggest that it could eventually become a precedent for further municipal and local activism along similar lines.Résumé.S'inspirant d'une littérature internationale—comprenant les contributions de Canadiens tels que Magnusson, Elkins et Courcherne—qui souligne l'importance croissante des villes dans l'économie et la gouvernance, et s'inspirant également du savoir déjà acquis sur le fédéralisme de fond, cette communication part de la prémisse que l'appui du gouvernement fédéral est indispensable au maintien d'un filet de sécurité sociale, mais que l'initiative locale est très importante pour assurer que les fonds versés par le gouvernement national soient exploités d'une manière qui réponde aux circonstances particulières des villes différentes. La présente communication porte sur un projet lancé par une administration municipale mais destiné aux trois niveaux de gouvernement. En effet, ce sont les employés et l'administration de la Ville de Winnipeg qui ont mis sur pied un projet de retour au travail pour les bénéficiaires d'une aide sociale auquel les gouvernements fédéral et provincial devaient participer. Contrairement aux programmes conventionnels de travaux d'utilité publique, ce projet offrait un salaire conforme aux règles syndicales en même temps qu'une formation sur le lieu de travail. C'est le gouvernement municipal qui assurait cette formation aux individus choisis de la liste des bénéficiaires d'une aide sociale et dont le travail consistait à hausser l'infrastructure. C'est aussi le gouvernement municipal qui finançait le projet avec l'argent que les gouvernements fédéral et provincial avaient économisé sur les fonds de solidarité. La communication prétend que le gouvernement municipal est particulièrement bien placé pour identifier les travaux nécessaires et pour sélectionner les bénéficiaires d'aide sociale les plus capables de profiter de la formation donnée sur le poste de travail. Nous prétendons donc que, dans ce cas, le succès de ce programme de retour au travail pour les bénéficiaires d'une aide sociale, financé aux niveaux fédéral et provincial, dépendait de l'initiative locale. La littérature théorique que nous avons passée en revue suggère que ce projet puisse finir par devenir le modèle pour d'autres activités municipales et locales du même genre.

En distintos estados de la república mexicana existen proyectos educativos colectivos que en mayor o menor medida se erigen en las aulas de las escuelas públicas de nivel básico fomentando la vinculación comunitaria, el trabajo basado en la colectividad y el impulso de la participación activa de los sujetos educativos. El sentido político y epistémico de los proyectos educativos locales a contracorriente de la educación oficial nacional, se acompaña de los proyectos que persiguen los pueblos y agrupaciones magisteriales, mediante la construcción de sus propios saberes y experiencias a partir de las cuales despliegan estrategias para la apropiación social de la escuela. Dichas alternativas escolares conforman un emergente escenario de acción colectiva donde diversas expresiones de la Coordinadora Nacional de Trabajadores de la Educación sintetizan sus proyectos político-educativos. Este artículo se propone revisar desde una metodología etnográfica de las interacciones en el ámbito escolar, cómo dichas iniciativas se implementan en el territorio educativo y cuáles son los principales desafíos en la compleja tarea de resistir al modelo convencional de la escuela del Estado para ponerla al servicio de las luchas magisteriales y populares. Los hallazgos de estas experiencias de educación alternativa constituyen insumos significativos para repensar la forma en que distintos actores sociales recuperan el espacio escolar para alimentar sus propios proyectos de sociedad y transformación sociopolítica que enarbolan a partir de su praxis en el campo educativo. ABSTRACT In different states of the Mexican Republic there are collective educational projects that, to a greater or lesser extent, are set up in public school classrooms at the basic level, promoting community involvement, work based on collectivity and the promotion of active participation by educational subjects. The political and epistemic meaning of local educational projects that go against the grain of official national education is accompanied by the projects pursued by the people and teachers’ groups, through the construction of their own knowledge and experiences from which they deploy strategies for the social appropriation of the school. These school alternatives form an emerging scenario of collective action where diverse expressions of the National Coordinator of Education Workers synthesize their political-educational projects. This article proposes to review, from an ethnographic methodology, the interactions in the school environment, how these initiatives are implemented in the educational territory and what are the main challenges in the complex task of resisting the conventional model of the state school in order to put it at the service of the teachers’ and popular struggles. The findings of these experiences of alternative education constitute significant inputs for rethinking the way in which different social actors recover the school space to feed their own projects of society a

This article investigates the potential for digital games to advance environmentally responsible attitudes by attending to their own material conditions, since the production, consumption, and disposal of games and the platforms on which they run enact ecological harm. I examine how Tomorrow Corporation’s puzzle game Little Inferno (2012) and Molleindustria’s political mobile game Phone Story (2011) address their own participation in ecological harm through rendering visible the very games themselves being played as material commodities. In doing so, they acknowledge their own complicity as well as that of their players in existing processes of environmental degradation. Moreover, both games challenge conventional expectations of fun as harmless or inconsequential, since this environmental destruction results from digital entertainment. I argue that digital games advancing environmentally responsible attitudes must address the ecological devastation tied to their materiality as well as support players in accepting responsibility for and remedying the harm players enact. Consequently, digital games of environmental responsibility must also question the dominant mode of fun that drives ecological devastation by reminding us that we dwell in a world where we need to be responsible for the fun we choose to have. Resumen Este artículo investiga el potencial de los juegos digitales para fomentar actitudes responsables hacia el medioambiente atendiendo a sus propias condiciones materiales, ya que la producción, el consumo, y el desecho de los juegos y de las plataformas en las que funcionan representan daño ecológico. Examino cómo el puzle Little Inferno (2012) de Tomorrow Corporation y el juego político para móvil Phone Story (2011) de Molleindustria abordan su propia participación en el daño ecológico haciendo visible el que los juegos en sí mismos sean productos materiales. Al hacerlo, reconocen su propia complicidad, así como la de los jugadores en los procesos de degradación medioambiental. Además, ambos juegos desafían las expectativas convencionales de la diversión como algo inofensivo e intrascendente, ya que esta destrucción medioambiental resulta del entretenimiento digital. Argumento que los juegos digitales que promueven actitudes responsables hacia el medioambiente deben abordar la devastación ecológica vinculada a su materialidad, así como animar a los jugadores a que acepten su responsabilidad y corrijan el daño que hacen. En consecuencia, los juegos digitales con responsabilidad medioambiental deben también cuestionar la forma dominante de diversión que conlleva devastación ecológica recordándonos que vivimos en un mundo en el que necesitamos ser responsables de la diversión que elegimos tener.

Abstract:
IntroductionThe popularity of social networking sites (SNSs) bears witness to thriving movement protests worldwide. The development of new hardware technologies such as mobile devices and digital cameras, in particular, has fast enhanced visual communications among users that help document and broadcast contemporary social movements. Using social media with these technologies thus presents new opportunities for grassroots social movement organisations (SMOs) and activist groups to become narrators of their activist lives, and to promote solidarity and recognition for advancing varied civic and political agendas. With the case of a student activist group that led and organised a 10-day occupation protest in Hong Kong, this article examines the idea of new media-savvy SMOs as political curators that employ SNS platforms to (co-)create digital narratives at large-scale movement protests. Invoking the concepts of curation and choreography, it highlights how these processes can work together to encourage contentious engagement and collaboration in contemporary social movements.The New Media-Savvy SMO as Political CuratorWhereas traditional social movement studies stressed the importance of pre-existing social networks and organisational structures for collective action, developments in new information and communication technologies (ICTs) challenge the common theories of how people are drawn into and participate in social movements. In recent years, a spate of research has particularly emphasised the ability of individuals and small groups to self-organise on the Internet (e.g. Rheingold). Lately, observing the use of SNSs such as Facebook and Twitter in contemporary social movements, work in this area has focused on how SNSs enable movement diffusion through personal networks and individuals’ online activities even without either the aid or the oversight of an organisation (e.g. Shirky).However, horizontal activism self-organised by atomised new media users seems insufficient as an explanation of how many recent protest movements achieved their high tides. While the flourishing literature shows writers have correctly centred their study on the changing dynamics in control over information and the growing importance of individual users’ contributions, it fails to account for the crucial role that SMOs continue to play. In fact, recent studies consistently observe the continuing importance of SMOs in mobilising and coordinating collective actions in online environments (Bimber, Flanagin, and Stohl, Collective). Whereas new ICTs have provided activist groups with the instrument to deal with their contentious activities with less cueing and leadership from conventional institutionalised structures, SMOs have created their own new media resources. Nowadays, a significant percentage of protest participants have received their information from online platforms that are run by or affiliated with these organisations. The critical questions remain about the kinds of communication methods they utilise to activate and integrate independent activists’ networks and participation, especially in emerging social media environments.Unfortunately, existing research tends to overlook the discursive potentials and cultural dimensions in online activism while emphasising the cost-effectiveness and organisational function of new ICTs. In particular, social movement and new media scholars merely attended to the ways in which digital media enable widescale, relatively un-coordinated contributions to repositories of resources for networks of activists and interest groups, as SNS applications stress the importance of user participation, openness, and network effects in the processes of content production and sharing. However, the mere existence or even “surplus” (Shirky 27) of “second-order communal goods” (Bimber, Flanagin, and Stohl, “Reconceptualizing” 372)—a collection of resources created collectively but without a bounded community, through video-posting, tagging, and circulation practices engaged in by individuals—does not accidentally result in critical publics that come to take part in political activism. Rather, social movements are, above all, the space for manifesting ideas, choices, and a collective will, in which people produce their own history through their cultural creations and social struggles (Touraine). As such, the alteration of meaning, the struggle to define the situation, and the discursive practices carried out within a social movement are all major aspects of social movements and change (Melucci).Indeed, SMOs and marginalised communities worldwide have increasingly learnt the ability to become narrators of their activist and community lives, and to express solidarity and recognition afforded through technology adoption. The recent proliferation of social media applications and mobile digital technologies has allowed activist groups to create and distribute their own stories regarding concrete actions, ongoing campaigns, and thematic issues of protest movements on more multimedia platforms. In order to advance political ideas and collective action frames, they may bring together a variety of online content in such a way that the collated materials offer a commentary on a subject area by articulating and negotiating new media artefacts, while also inviting responses. Therefore, not only are the new media channels for activist communication comparatively inexpensive, but they also provide for a richer array of content and the possibility of greater control by SMOs over its (re-)creation, maintenance, and distribution for potential digital narrating. To understand how digital narrating takes place in contemporary protest movements with SNSs, we now turn to two analytic concepts—curation and choreography.Social Media Content Curation and Choreography Curation, as a new media practice, involves finding, categorising, and organising relevant online content on specific issues. For instance, museums and libraries may have curators to select and feature digital items for collection and display, improving the types of information accessible to a public audience. In protest movements, SMOs and political actors may also curate peer-produced content on SNS platforms so as to filter and amplify useful information for mobilising collective action. In fact, this process by SMOs and political actors is particularly important, as it helps sort and draw timely attention to these information sources, especially at times when users are faced with a large amount of noise created by millions of producers (Bennett, Segerberg, and Walker). More importantly, not only does content curating entail the selection and preservation of online materials that may facilitate collective action, but it may also involve the (re-)presentation of selected content by telling stories not being told or by telling existing stories in a different way (Fotopoulou and Couldry). In contrast to professional collecting, it is a much more deliberate process, one which clearly articulates and puts forwards (opportunities for) new meanings or new understanding of a subject (Franks). For example, when new media content is re-posted or shared in its original form but in a new context, digital narrating occurs as it may result in a new or additional layer of meaning (Baym and Shah). Therefore, more than merely expending information resources available to activists, the power of curation can be understood primarily as discursive, as users may pick up particular versions of reality in interpreting social issues and protest movements (Bekkers, Moody, and Edwards).Moreover, nowadays, social media curating is not restricted to text but also includes image and video streaming, as the development of mobile devices and digital cameras has facilitated and enhanced instant communication and information retrieval almost regardless of location. The practice of content curating with SNSs may also involve the process of choreographing with various social media modules, such as posting a series of edited pictures under an overarching schema and organising user-generated photos into an album that suggests a particular theme. Rather than simply using a single visual item designed to tell a story, the idea of choreographing is thus concerned with how curated items are seen and experienced from the users’ perspectives as it “allows curators not just to expose elements of a story but to tell a structured tale with the traditional elements of beginning, middle and end” (Franks 288).In practice, the implementation of choreography can be envisioned to bring together the practice of content curating and that of enhancing and connecting contentious engagement at protest movements. For example, when SMOs make use of images and video to help frame an issue in a more advanced way by sharing a picture with a comment added on Facebook, they may at once, whether consciously or unconsciously, suggest possible endorsement to the selected content and/or the source—may it be that of an individual user or a formal organisation—while drawing attention to the image and circulating it beyond the original network for which it was posted (Bennett, Segerberg, and Walker). As such, by posting pictures with captions and sharing user-generated photos that do not belong to the SMO but are produced by other users, curating and choreographing with social media content can create a temporary space for practicing mutual recognition and extending the relationship between the SMO and the larger public. Combined, they may therefore “entail the creation of norms and boundaries in particular user communities and their platforms” (Bennett, Segerberg, and Walker 239).This article examines the ways in which a new media-savvy SMO employed SNS platforms to (co-)create digital narratives, with the case of the 2012 Anti-National Education Movement in Hong Kong. By highlighting how social media content curating and choreographing may work together to encourage engagement and collaboration at large-scale protests, we can better understand how emerging SNS-enabled affordances can be translated into concrete contentious activities, as well as the discursive aspects and cultural expressions of using new media platforms and digital technologies in contemporary protest movements.Digital Narrating for Grassroots Mobilisation Since 2010, the Hong Kong Special Administrative Region government has undertaken “national education” curriculum reform. However, the worry about mainland-Chinese style national education in schools brought people out to defend values that were held dear in Hong Kong. Scholarism, a new media-savvy SMO founded by about 20 secondary school students in May 2011, became the first pressure group formed against the “Moral and National Education” curriculum and became the leading activist group. On 30 August 2012, about 50 members and supporters of Scholarism started occupying the public area in front of the government’s headquarters, while three of its members went on a hunger strike. At the same time, Scholarism made active use of Facebook to undertake grassroots mobilisation, prompting both online activism and offline participation. On 7 September, over 120,000 people went to Occupy Headquarters. The next day, the Chief Executive, C. Y. Leung, succumbed to the pressure and declared that the curriculum would not be imposed in Hong Kong schools. In order to initiate a grassroots mobilisation, upon the beginning of Occupy Headquarters, Scholarism carried out the new media practice of telling the story of the student hunger strikers on Facebook to create a “moral shock” (Jasper 106) among the general public. On the first day of the occupation protest, 30 August, a poster on the hunger strike was released by Scholarism on its Facebook page. Instead of providing detailed information about the protest movement, this poster was characterised by the pictures of the three student hunger strikers. The headline message simply stated “We have started the hunger strike.” This poster was very popular among Facebook users; it accumulated more than 16,000 likes.By appealing to the hardships and sufferings of the three student hunger strikers, more photos were uploaded to narrate the course of the hunger strike and the occupation protest. In particular, pictures with captions added were posted on Facebook every couple of hours to report on the student hunger strikers’ latest situation. Although the mobilising power of these edited pictures did not come from their political ideology or rational argumentation, they sought to appeal to the “martyr-hood” of the student activists. Soon thereafter, as the social media updates of the student hunger strikers spread, feelings of shock and anger grew rapidly. Most of the comments that were posted under the updates and photos of the student hunger strikers on Scholarism’s Facebook page protested against the government’s brutality.In addition, as the movement grew, Scholarism extended the self-reporting activities on Facebook from members to non-members. For instance, it frequently (self-)reported on the amount of people joining the movement days and nights. This was especially so on 7 September, when Scholarism uploaded multiple photos and text messages to report on the physical movement of the 120,000 people. As a movement strategy, the display of images of protests and rallies on the Internet can help demonstrate the legitimacy, unity, numbers, and commitment of people supporting the movement goals (Carty and Onyett). Curating and choreographing with protest images on Facebook therefore facilitated the symbolic interactions and emotional exchanges among activists for maintaining movement solidarity and consolidating activist identity.To demonstrate the public support for its organisation and the movement, Scholarism extensively reported on its own, as well as other, protest activities and efforts on Facebook against the introduction of the “Moral and National Education” curriculum, creating unprecedented parallel public records of these events. In fact, throughout the entire movement protest, Scholarism took tight photo records of protest activities, systematically organised them into albums, and uploaded them onto Facebook every day between 30 August and 8 September.Content Co-Creation for Counter-Hegemonic ExpressionsFrom a (neo-)Gramscian perspective, counter-hegemony is often embedded and embodied in music, novels, drama, movies, and so on (Boggs). An example of counter-hegemony in the traditional media is a documentary that questions the government’s involvement in a war (Cohen). Therefore, popular culture in the media may help foster counter-hegemony on the terrain of civil society in preparation for political change (Pratt). For Chinese communities in East Asia, pop music, for example, had played a significant role in organising patriotic feelings in mass protest events, such as the Tiananmen demonstrations of 1989 and the many subsequent protests in Hong Kong, Taiwan, and elsewhere against the violence of the Beijing government (Chow 153). During the occupation protest, Facebook was turned into an open and flexible discursive space, in which cutting-edge counter-hegemonic narratives were produced, distributed, and expressed. Scholarism and many individual activists adopted the social media platform to (co-)create activists’ discourses and knowledge in order to challenge the dominant political and cultural codes (Melucci). An example is a poster created by Scholarism, posted on its Facebook page on 4 September. The title message of this poster is: “This is not the government headquarters. This is our CIVIC SQUARE. Come and occupy!” This message represents a discursive intervention that seeks to “illuminate the limits of normative discourses of knowledge and power” (Lane 138). It did so by replacing the original, official name and meaning of the government headquarters as well as its authority with the counter-hegemonic idea of “civic square,” a term developed and coined by Scholarism during the occupation protest to represent the public space in front of the headquarters.Moreover, the Facebook page of Scholarism was by no means the only source of content out of which counter-hegemonic knowledge and discourses were produced. Conversely, most of the new media artefacts observed on the Facebook page of Scholarism were originally created by and posted on, and therefore re-posted and shared from, the Facebook pages of other individual or group users. They are in forms of text, picture, video, and the like that sought to undermine the legitimacy of the Hong Kong government, ridicule the rationale of the “Moral and National Education” curriculum, and discredit figures in the opposition.An example is a cartoon made by an individual user and re-posted on the Facebook page of Scholarism on 2 September, the day before schools restarted in Hong Kong after the summer break. This cartoon features a schoolboy in his school uniform, who is going to school with a bunch of identical locks tied to his head. The title message is: “School begins, keep your brain safe.” This cartoon was created to ridicule the rationale of the introduction of the “Moral and National Education” by “making visible the underlying and hidden relations of power on which the smooth operation of government repression depends” (Lane 136).Another new media artefact re-posted on the Facebook page of Scholarism was originally created by a well-known Hong Kong cartoon painter of a major local newspaper. This cartoon sought to humanise the student activists and to condemn the brutality of the Hong Kong government. It paints an imagined situation in which a public conversation between the Secretary for Education, Hak-kim Eddie Ng, and the three students on the hunger strike takes place. In this cartoon, Ng is cast as the wholesaler of the “Moral and National Education” curriculum. Holding a bottle of liquid in his hand, he says to the students: “This is the tears of the chief executive from last night. Kids, should you all go home now?”Thus, counter-hegemonic expressions did not flow unidirectionally from Scholarism to the society at large. The special role of Scholarism was indeed to curate and choreograph new media artefacts by employing social media modules such as re-posting and sharing user-generated content. In so doing, it facilitated the mobilisation of the occupation protest and instant collaboration, as it connected scattered activities, turned them into a collective, and branded it with a common identity, conviction, and/or purpose.ConclusionThis article has briefly looked at the case of a new media-savvy SMO in Hong Kong as an example of how activist groups can become political curators at large-scale protest events. In particular, it highlights the concepts of curation and choreography in explaining how emerging SNS-enabled affordances can be translated into concrete contentious activities. Abstract:
Introduction In any list of dictators and antagonists of the West the name of Libya’s Colonel Muammar Qaddafi will always rank highly as one of the most memorable, colourful and mercurial. The roles he played to his fellow Libyans, to regional groupings, to revolutionaries and to the West were complex and nuanced. These various roles developed over time but were all grounded in his self-belief as a messianic revolutionary figure. More importantly, these roles and behaviours that stemmed from them were instrumental in preserving Qaddafi’s rule and thwarting challenges to it. These facets of Qaddafi’s public self accord with the model of “persona” described by Marshall. Whilst the nature of political persona and celebrity in the Western world has been explored by several scholars (for example Street; Wilson), little work has been conducted on the use of persona by non-democratic leaders. This paper examines the aspects of persona exhibited by Colonel Qaddafi and applied during his tenure. In constructing his role as a revolutionary leader, Qaddafi was engaging in a form of public performance aimed at delivering himself to a wider audience. Whether at home or abroad, this persona served the purpose of helping the Libyan leader consolidate his power, stymie political opposition and export his revolutionary ideals. The trajectory of his persona begins in the early days of his coming to power as a charismatic leader during a “time of distress” (Weber) and culminates in his bloody end next to a roadside drainage culvert. In between these points Qaddafi’s persona underwent refinement and reinvention. Coupled with the legacy he left on the Libyan political system, the journey of Muammar Qaddafi’s personas demonstrate how political personality can be the salvation or damnation of an entire state.Qaddafi: The Brotherly RevolutionaryCaptain Muammar Qaddafi came to power in Libya in 1969 at the age of just 27. He was the leader of a group of military officers who overthrew King Idris in a popular and relatively bloodless coup founded on an ideology of post-colonial Arab nationalism and a doing away with the endemic corruption and nepotism that were the hallmarks of the monarchy. With this revolutionary cause in mind and in an early indication that he recognised the power of political image, Qaddafi showed restraint in adopting the trappings of office. His modest promotion to the rank of Colonel was an obvious example of this, and despite the fact that in practical terms he was the supreme commander of Libya’s armed forces, he resisted the temptation to formally aggrandize himself with military titles for the ensuing 42 years of his rule.High military rank was in a way irrelevant to a man moving to change his persona from army officer to messianic national leader. Switching away from a reliance on military hierarchy as a basis for his authority allowed Qaddafi to re-cast himself as a leader with a broader mission. He began to utilise titles such as “Chairman of the Revolutionary Command Council” (RCC) and “Brotherly Leader and Guide of the Revolution.” The persona on display here was one of detached impartiality and almost reluctant leadership. There was the suggestion that Qaddafi was not really acting as a head of state, but merely an ordinary Libyan who, through popular acclaim, was being begged to lead his people. The attraction of this persona remained until the bitter end for Qaddafi, with his professed inability to step aside from a leadership role he insisted he did not formally occupy. This accords with the contention of Weber, who describes how an individual favoured with charisma can step forward at a time of crisis to complete a “mission.” Once in a position of authority, perpetuating that role of leadership and acclamation can become the mission itself:The holder, of charisma seizes the task that is adequate for him and demands obedience and a following by virtue of his mission. His success determines whether he finds them. His charismatic claim breaks down if his mission is not recognized by those to whom he feels he has been sent. If they recognize him, he is their master—so long as he knows how to maintain recognition through ‘proving’ himself. But he does not derive his ‘right’ from their will, in the manner of an election. Rather, the reverse holds: it is the duty of those to whom he addresses his mission to recognize him as their charismatically qualified leader. (Weber 266-7)As his rule extended across the decades, Qaddafi fostered his revolutionary credentials via a typical cult of personality approach. His image appeared on everything from postage stamps to watches, bags, posters and billboards. Quotations from the Brother Leader were set to music and broadcast as pop songs. “Spontaneous” rallies of support would occur when crowds of loyalists would congregate to hear the Brotherly Leader speak. Although Qaddafi publicly claimed he did not like this level of public adoration he accepted it because the people wanted to adore him. It was widely known however that many of these crowds were paid to attend these rallies (Blundy and Lycett 16).Qaddafi: The Philosopher In developing his persona as a guide and a man who was sharing his natural gifts with the people, Qaddafi developed a post-colonial philosophy he called “Third Universal Theory.” This was published in volumes collectively known as The Green Book. This was mandatory reading for every Libyan and contained a distillation of Qaddafi’s thoughts and opinions on everything from sports to politics to religion to the differences between men and women. Whilst it may be tempting for outsiders to dismiss these writings as the scribbling of a dictator, the legacy of Qaddafi’s persona as political philosopher is worthy of some examination. For in offering his revelations to the Libyan people, Qaddafi extended his mandate beyond leader of a revolution and into the territory of “messianic reformer of a nation.”The Green Book was a three-part series. The first instalment was written in 1975 and focuses on the “problem of democracy” where Qaddafi proposes direct democracy as the best option for a progressive nation. The second instalment, published in 1977, focuses on economics and expounds socialism as the solution to all fiscal woes. (Direct popular action here was evidenced in the RCC making rental of real estate illegal, meaning that all tenants in the country suddenly found themselves granted ownership of the property they were occupying!) The final chapter, published in 1981, proposes the Third Universal Theory where Qaddafi outlines his unique solution for implementing direct democracy and socialism. Qaddafi coined a new term for his Islamically-inspired socialist utopia: Jamahiriya. This was defined as being a “state of the masses” and formed the blueprint for Libyan society which Qaddafi subsequently imposed.This model of direct democracy was part of the charismatic conceit Qaddafi cultivated: that the Libyan people were their own leaders and his role was merely as a benevolent agent acceding to their wishes. However the implementation of the Jamahiriya was anything but benevolent and its legacy has crippled post-Qaddafi Libya. Under this system, Libyans did have some control over their affairs at a very local level. Beyond this, an increasingly complex series of committees and regional groupings, over which the RCC had the right of veto, diluted the participation of ordinary citizens and their ability to coalesce around any individual leader. The banning of standard avenues of political organisation, such as parties and unions, coupled with a ruthless police state that detained and executed anyone offering even a hint of political dissent served to snuff out any opposition before it had a chance to gather pace. The result was that there were no Libyans with enough leadership experience or public profile to take over when Qaddafi was ousted in 2011.Qaddafi: The Liberator In a further plank of his revolutionary persona Qaddafi turned to the world beyond Libya to offer his brotherly guidance. This saw him champion any cause that claimed to be a liberation or resistance movement struggling against the shackles of colonialism. He tended to favour groups that had ideologies aligned with his own, namely Arab unity and the elimination of Israel, but ultimately was not consistent in this regard. Aside from Palestinian nationalists, financial support was offered to groups such as the Provisional Irish Republican Army, the Moro National Liberation Front (Philippines), Umkhonto we Sizwe (South Africa), ETA (Spain), the Polisario Front (Western Sahara), and even separatist indigenous Australians. This policy of backing revolutionary groups was certainly a projection of his persona as a charismatic enabler of the revolutionary mission. However, the reception of this mission in the wider world formed the basis for the image that Qaddafi most commonly occupied in Western eyes.In 1979 the ongoing Libyan support for groups pursuing violent action against Israel and the West saw the country designated a State-Sponsor of Terror by the US Department of State. Diplomatic relations between the two nations were severed and did not resume until 2004. At this point Qaddafi seemed to adopt a persona of “opponent of the West,” ostensibly on behalf of the world’s downtrodden colonial peoples. The support for revolutionary groups was changing to a more active use of them to strike at Western interests. At the same time Qaddafi stepped up his rhetoric against America and Britain, positioning himself as a champion of the Arab world, as the one leader who had the courage of his convictions and the only one who was squarely on the side of the ordinary citizenry (in contrast to other, more compliant Arab rulers). Here again there is evidence of the charismatic revolutionary persona, reluctantly taking up the burden of leadership on behalf of his brothers.Whatever his ideals, the result was that Qaddafi and his state became the focus of increasing Western ire. A series of incidents between the US and Libya in international waters added to the friction, as did Libyan orchestrated terror attacks in Berlin, Rome and Vienna. At the height of this tension in 1986, American aircraft bombed targets in Libya, narrowly missing Qaddafi himself. This role as public enemy of America led to Qaddafi being characterised by President Ronald Reagan (no stranger to the use of persona himself) as the “mad dog of the Middle East” and a “squalid criminal.” The enmity of the West made life difficult for ordinary Libyans dealing with crippling sanctions, but for Qaddafi, it helped bolster his persona as a committed revolutionary.Qaddafi: Leader of the Arab and African Worlds Related to his early revolutionary ideologies were Qaddafi’s aspirations as a pan-national leader. Inspired by Egypt’s Gamel Abdul Nasser from a young age, the ideals of pan-Arab unity were always a cornerstone of Qaddafi’s beliefs. It is not therefore surprising that he developed ambitions of being the person to bring about and “guide” that unity. Once again the Weberian description of the charismatic leader is relevant, particularly the notion that such leadership does not respect conventional boundaries of functional jurisdictions or local bailiwicks; in this case, state boundaries.During the 1970s Qaddafi was involved in numerous attempts to broker Arab unions between Libya and states such as Egypt, Syria and Tunisia. All of these failed to materialise once the exact details of the mergers began to be discussed, in particular who would assume the mantle of leadership in these super-states. In line with his persona as the rightly-guided revolutionary, Qaddafi consistently blamed the failure of these unions on the other parties, souring his relationship with his fellow Arab leaders. His hardline stance on Israel also put him at odds with those peers more determined to find a compromise. Following the assassination of Egypt’s Anwar Sadat in 1981 Qaddafi praised the act as justified because of Sadat’s signing of the Camp David Accords with Israel.Having given up on the hope of achieving pan-Arab Unity, Qaddafi sought to position himself as a leader of the African bloc. In 2009 he became Chairperson of the African Union and took to having himself introduced as “The King of Kings of Africa.” The level of dysfunction of the African Union was no less than that of the Arab League and Qaddafi’s grandiose plans for becoming the President of the United States of Africa failed to materialise.In both his pan-Arab and pan-Africa ambitions, we see a persona of Qaddafi that aims at leadership beyond his own state. Whilst there may be delusions of grandeur apparent in the practicalities of these goals, this image was nevertheless something that Qaddafi used to leverage the next phase of his political transformation.Qaddafi: The Post-9/11 Statesman However much he might be seen as erratic, Qaddafi’s innate intelligence could result in a political astuteness lacking in many of his Arab peers. Following the events of 11 September 2001, Qaddafi was the first international leader to condemn the attacks on America and pledge support in the War on Terror and the extermination of al-Qaeda. Despite his history as a supporter of terrorism overseas, Qaddafi had a long history of repressing it at home, just as with any other form of political opposition. The pan-Islamism of al-Qaeda was anathema to his key ideologies of direct democracy (guided by himself). This meant the United States and Libya were now finally on the same team. As part of this post-9/11 sniffing of the wind, Qaddafi abandoned his fledgling Weapons of Mass Destruction (WMD) program and finally agreed to pay reparations to the families of the victims of the Pan Am 107 flight downed over Lockerbie in 1987.This shift in Qaddafi’s policy did not altogether dispel his persona of brotherly leadership amongst African nations. As a bloc leader and an example of the possibility of ‘coming in from the cold’, Qaddafi and Libya were reintegrated into the world community. This included giving a speech at the United Nations in 2009. This event did little to add to his reputation as a statesman in the West. Given a 15-minute slot, the Libyan leader delivered a rambling address over 90 minutes long, which included him tearing up a copy of the UN Charter and turning his back to the audience whilst continuing to speak.Qaddafi: The Clown From the Western point of view, performances like this painted Qaddafi’s behaviour as increasingly bizarre. Particularly after Libya’s rapprochement with the West, the label of threatening terrorist supporter faded and was replaced with something along the lines of a harmless clown prince. Tales of the Libyan leader’s coterie of virgin female bodyguards were the subject of ridicule, as was his ardour for US Secretary of State Condoleezza Rice. Perhaps this behaviour was indicative of a leader increasingly divorced from reality. Surrounded by sycophants dependent on his regard for their tenure or physical survival, as well as Western leaders eager to contrast his amiability with that of Saddam Hussein, nobody was prepared to draw attention to the emperor’s new clothes.Indeed, elaborate and outlandish clothing played an increasing role in Qaddafi’s persona as the decades went on. His simple revolutionary fatigues of the early years were superseded by a vast array of military uniforms heavily decorated with medals and emblems; traditional African, Arab or Bedouin robes depending on the occasion; and in later years a penchant for outfits that included images of the African continent or pictures of dead martyrs. (In 2009 Vanity Fair did a tongue-in-cheek article on the fashion of Colonel Qaddafi entitled Dictator Chic: Colonel Qaddafi—A Life in Fashion. This spawned a number of similar features including one in TIME Magazine entitled Gaddafi Fashion: The Emperor Had Some Crazy Clothes.)The Bedouin theme was an aspect of persona that Qaddafi cultivated as an ascetic “man of the people” throughout his leadership. Despite having many palaces available he habitually slept in an elaborate tent, according once again with Weber’s description of the charismatic leader as one who eschews methodical material gain. This predisposition served him well in the 1986 United States bombing, when his residence in a military barracks was demolished, but Qaddafi escaped unscathed as he was in his tent at the time. He regularly entertained foreign dignitaries in tents when they visited Libya and he took one when travelling abroad, including pitching it in the gardens of a Parisian hotel during a state visit in 2007. (A request to camp in New York’s Central Park for his UN visit in 2009 was denied; “Inside the Tents of Muammar Gaddafi”).The role of such a clown was unlikely to have been an aim for Qaddafi, but was instead the product of his own increasing isolation. It will likely be his most enduring character in the Western memory of his rule. It should be noted though that clowns and fools do not maintain an iron grip on power for over 40 years.The Legacy of Qaddafi’s Many Personas Colonel Muammar Qaddafi was a clever and complex leader who exhibited many variations of persona during his four decades of rule. These personas were generally facets of the same core self-belief of a charismatic leader, but could be conflicting, and often confusing, to observers. His eccentricities often hid a layer of deeper cunning and ambition, but ultimately led to his marginalisation and an impression by world leaders that he was untrustworthy.His erratic performance at the UN in 2009 perhaps typifies the end stages of Qaddafi’s leadership: a man increasingly disconnected from his people and the realities of what was going on around him. His insistence that the 2011 Libyan revolution was variously a colonial or terrorist inspired piece of theatre belied the deep resentment of his rule. His role as opponent of the Western and Arab worlds alike meant that he was unsupported in his attempts to deal with the uprising. Indeed, the West’s rapid willingness to use their airpower was instrumental in speeding on the rebel forces.What cannot be disputed is the chaotic legacy this charismatic figure left for his country. Since the uprising climaxed in his on-camera lynching in October 2011, Libya has been plunged in to turmoil and shows no signs of this abating. One of the central reasons for this chaos is that Qaddafi’s supremacy, his political philosophies, and his use of messianic persona left Libya completely unprepared for rule by any other party.This ensuing chaos has been a cruel, if ironic, proof of Qaddafi’s own conceit: Libya could not survive without him.References Al-Gathafi, Muammar. Abstract:
Introduction: Socialism – from Eternal Reality to Passing DreamThe Year of Revolutions in 1989 presaged the end of the Cold War. For many people, it must have felt like the end of the Twentieth Century, and the 1990s a period of waiting for the Millennium. However, the 1990s was, in fact, a period of profound transformation in the post-Socialist world.In early representations of Socialism’s end, a dominant narrative was that of collapse. Dramatic events, such as the dismantling of the Berlin Wall in Germany enabled representation of the end as an unexpected moment. Senses of unexpectedness rested on erstwhile perceptions of Socialism as eternal.In contrast, the 1990s came to be a decade of revision in which thinking switched from considering Socialism’s persistence to asking, “why it went wrong?” I explore this question in relation to former-Yugoslavia. In brief, the Socialist Federal Republic of Yugoslavia (SFRY) was replaced through the early 1990s by six independent nation states: Bosnia and Herzegovina, Croatia, Macedonia, Montenegro, Serbia, and Slovenia. Kosovo came much later. In the states that were significantly ethnically mixed, the break-up was accompanied by violence. Bosnia in the 1990s will be remembered for an important contribution to the lexicon of ideas – ethnic cleansing.Revisionist historicising of the former-Yugoslavia in the 1990s was led by the scholarly community. By and large, it discredited the Ancient Ethnic Hatreds (AEH) thesis commonly held by nationalists, simplistic media commentators and many Western politicians. The AEH thesis held that Socialism’s end was a consequence of the up-swelling of primordial (natural) ethnic tensions. Conversely, the scholarly community tended to view Socialism’s failure as an outcome of systemic economic and political deficiencies in the SFRY, and that these deficiencies were also, in fact the root cause of those ethnic tensions. And, it was argued that had such deficiencies been addressed earlier Socialism may have survived and fulfilled its promise of eternity (Verdery).A third significant perspective which emerged through the 1990s was that the collapse of Socialism was an outcome of the up-swelling of, if not primordial ethnic tensions then, at least repressed historical memories of ethnic tensions, especially of the internecine violence engendered locally by Nazi and Italian Fascist forces in WWII. This perspective was particularly en vogue within the unusually rich arts scene in former-Yugoslavia. Its leading exponent was Slovenian avant-garde rock band Laibach.In this article, I consider Laibach’s career and methods. For background the article draws substantially on Alexei Monroe’s excellent biography of Laibach, Interrogation Machine: Laibach and NSK (2005). However, as I indicate below, my interpretation diverges very significantly from Monroe’s. Laibach’s most significant body of work is the cover versions of Western pop songs it recorded in the middle part of its career. Using a technique that has been labelled retroquotation (Monroe), it subtly transforms the lyrical content, and radically transforms the musical arrangement of pop songs, thereby rendering them what might be described as martial anthems. The clearest illustration of the process is Laibach’s version of Opus’s one hit wonder “Live is Life”, which is retitled as “Life is Life” (Laibach 1987).Conventional scholarly interpretations of Laibach’s method (including Monroe’s) present it as entailing the uncovering of repressed forms of individual and collective totalitarian consciousness. I outline these ideas, but supplement them with an alternative interpretation. I argue that in the cover version stage of its career, Laibach switched its attention from seeking to uncover repressed totalitarianism towards uncovering repressed memories of ethnic tension, especially from WWII. Furthermore, I argue that its creative medium of Western pop music is especially important in this regard. On the bases of ethnographic fieldwork conducted in Bosnia (University of Melbourne Human Ethics project 1544213.1), and of a reading of SFRY’s geopolitical history, I demonstrate that for many people, Western popular cultural forms came to represent the quintessence of what it was to be Yugoslav. In this context, Laibach’s retroquotation of Western pop music is akin to a broader cultural practice in the post-SFRY era in which symbols of the West were iconoclastically transformed. Such transformation served to reveal a public secret (Taussig) of repressed historic ethnic enmity within the very heart of things that were regarded as quintessentially and pan-ethnically Yugoslav. And, in so doing, this delegitimised memory of SFRY ever having been a properly functioning entity. In this way, Laibach contributed significantly to a broader process in which perceptions of Socialist Yugoslavia came to be rendered less as a reality with the potential for eternity than a passing dream.What Is Laibach and What Does It Do?Originally of the industrial rock genre, Laibach has evolved through numerous other genres including orchestral rock, choral rock and techno. It is not, however, a rock group in any conventional sense. Laibach is the musical section of a tripartite unit named Neue Slowenische Kunst (NSK) which also encompasses the fine arts collective Irwin and a variety of theatre groups.Laibach was the name by which the Slovenian capital Ljubljana was known under the Austrian Habsburg Empire and then Nazi occupation in WWII. The choice of name hints at a central purpose of Laibach and NSK in general, to explore the relationship between art and ideology, especially under conditions of totalitarianism. In what follows, I describe how Laibach go about doing this.Laibach’s central method is eclecticism, by which symbols of the various ideological regimes that are its and the NSK’s subject matter are intentionally juxtaposed. Eclecticism of this kind was characteristic of the postmodern aesthetics typical of the 1990s. Furthermore, and counterintuitively perhaps, postmodernism was as much a condition of the Socialist East as it was the Capitalist West. As Mikhail N. Epstein argues, “Totalitarianism itself may be viewed as a specific postmodern model that came to replace the modernist ideological stance elaborated in earlier Marxism” (102). However, Western and Eastern postmodernisms were fundamentally different. In particular, while the former was largely playful, ironicising and depoliticised, the latter, which Laibach and NSK may be regarded as being illustrative of, involved placing in opposition to one another competing and antithetical aesthetic, political and social regimes, “without the contradictions being fully resolved” (Monroe 54).The performance of unresolved contradictions in Laibach’s work fulfils three principal functions. It works to (1) reveal hidden underlying connections between competing ideological systems, and between art and power more generally. This is evident in Life is Life. The video combines symbols of Slovenian romantic nationalism (stags and majestic rural landscapes) with Nazism and militarism (uniforms, bodily postures and a martial musical arrangement). Furthermore, it presents images of the graves of victims of internecine violence in WWII. The video is a reminder to Slovenian viewers of a discomforting public secret within their nation’s history. While Germany is commonly viewed as a principal oppressor of Slovenian nationalism, the rural peasantry, who are represented as embodying Slovenian nationalism most, were also the most willing collaborators in imperialist processes of Germanicisation. The second purpose of the performance of unresolved contradictions in Laibach’s work is to (2) engender senses of the alienation, especially as experienced by the subjects of totalitarian regimes. Laibach’s approach in this regard is quite different to that of punk, whose concern with alienation - symbolised by safety pins and chains - was largely celebratory of the alienated condition. Rather, Laibach took a lead from seminal industrial rock bands such as Einstürzende Neubauten and Throbbing Gristle (see, for example, Walls of Sound (Throbbing Gristle 2004)), whose sound one fan accurately describes as akin to, “the creation of the universe by an angry titan/God and a machine apocalypse all rolled into one” (rateyourmusic.com). Certainly, Laibach’s shows can be uncomfortable experiences too, involving not only clashing symbols and images, but also the dissonant sounds of, for example, martial music, feedback, recordings of the political speeches of totalitarian leaders and barking dogs, all played at eardrum-breaking high volumes. The purpose of this is to provide, as Laibach state: “a ritualized demonstration of political force” (NSK, Neue Slowenische Kunst 44). In short, more than simply celebrating the experience of totalitarian alienation, Laibach’s intention is to reproduce that very alienation.More than performatively representing tyranny, and thereby senses of totalitarian alienation, Laibach and NSK set out to embody it themselves. In particular, and contra the forms of liberal humanism that were hegemonic at the peak of their career in the 1990s, their organisation was developed as a model of totalitarian collectivism in which the individual is always subjugated. This is illustrated in the Onanigram (NSK, Neue Slowenische Kunst), which, mimicking the complexities of the SFRY in its most totalitarian dispensation, maps out in labyrinthine detail the institutional structure of NSK. Behaviour is governed by a Constitution that states explicitly that NSK is a group in which, “each individual is subordinated to the whole” (NSK, Neue Slowenische Kunst 273). Lest this collectivism be misconceived as little more than a show, the case of Tomaž Hostnik is instructive. The original lead singer of Laibach, Hostnik committed ritual suicide by hanging himself from a hayrack, a key symbol of Slovenian nationalism. Initially, rather than mourning his loss, the other members of Laibach posthumously disenfranchised him (“threw him out of the band”), presumably for his act of individual will that was collectively unsanctioned.Laibach and the NSK’s collectivism also have spiritual overtones. The Onanigram presents an Immanent Consistent Spirit, a kind of geist that holds the collective together. NSK claim: “Only God can subdue LAIBACH. People and things never can” (NSK, Neue Slowenische Kunst 289). Furthermore, such rhetorical bombast was matched in aspiration. Most famously, in one of the first instances of a micro-nation, NSK went on to establish itself as a global and virtual non-territorial state, replete with a recruitment drive, passports and anthem, written and performed by Laibach of course. Laibach’s CareerLaibach’s career can be divided into three overlapping parts. The first is its career as a political provocateur, beginning from the inception of the band in 1980 and continuing through to the present. The band’s performances have touched the raw nerves of several political actors. As suggested above, Laibach offended Slovenian nationalists. The band offended the SFRY, especially when in its stage backdrop it juxtaposed images of a penis with Marshal Josip Broz “Tito”, founding President of the SFRY. Above all, it offended libertarians who viewed the band’s exploitation of totalitarian aesthetics as a route to evoking repressed totalitarian energies in its audiences.In a sense the libertarians were correct, for Laibach were quite explicit in representing a third function of their performance of unresolved contradictions as being to (3) evoke repressed totalitarian energies. However, as Žižek demonstrates in his essay “Why Are Laibach and NSK Not Fascists”, Laibach’s intent in this regard is counter-totalitarian. Laibach engage in what amounts to a “psychoanalytic cure” for totalitarianism, which consists of four envisaged stages. The consumers of Laibach’s works and performances go through a process of over-identification with totalitarianism, leading through the experience of alienation to, in turn, disidentification and an eventual overcoming of that totalitarian alienation. The Žižekian interpretation of the four stages has, however been subjected to critique, particularly by Deleuzian scholars, and especially for its psychoanalytic emphasis on the transformation of individual (un)consciousness (i.e. the cerebral rather than bodily). Instead, such scholars prefer a schizoanalytic interpretation which presents the cure as, respectively collective (Monroe 45-50) and somatic (Goddard). Laibach’s works and pronouncements display, often awareness of such abstract theoretical ideas. However, they also display attentiveness to the concrete realities of socio-political context. This was reflected especially in the 1990s, when its focus seemed to shift from the matter of totalitarianism to the overriding issue of the day in Laibach’s homeland – ethnic conflict. For example, echoing the discourse of Truth and Reconciliation emanating from post-Apartheid South Africa in the early 1990s, Laibach argued that its work is “based on the premise that traumas affecting the present and the future can be healed only by returning to the initial conflicts” (NSK Padiglione).In the early 1990s era of post-socialist violent ethnic nationalism, statements such as this rendered Laibach a darling of anti-nationalism, both within civil society and in what came to be known pejoratively as the Yugonostagic, i.e. pro-SFRY left. Its darling status was cemented further by actions such as performing a concert to celebrate the end of the Bosnian war in 1996, and because its ideological mask began to slip. Most famously, when asked by a music journalist the standard question of what the band’s main influences were, rather than citing other musicians Laibach stated: “Tito, Tito and Tito.” Herein lies the third phase of Laibach’s career, dating from the mid-1990s to the present, which has been marked by critical recognition and mainstream acceptance, and in contrasting domains. Notably, in 2012 Laibach was invited to perform at the Tate Modern in London. Then, entering the belly of what is arguably the most totalitarian of totalitarian beasts in 2015, it became the first rock band to perform live in North Korea.The middle part in Laibach’s career was between 1987 and 1996. This was when its work consisted mostly of covers of mainstream Western pop songs by, amongst others Opus, Queen, The Rolling Stones, and, in The Final Countdown (1986), Swedish ‘big hair’ rockers. It also covered entire albums, including a version of Andrew Lloyd Webber’s rock opera Jesus Christ Superstar. No doubt mindful of John Lennon’s claim that his band was more popular than the Messiah himself, Laibach covered the Beatles’ final album Let It Be (1970). Highlighting the perilous hidden connections between apparently benign and fascistic forms of sedentarism, lead singer Milan Fras’ snarling delivery of the refrain “Get Back to where you once belong” renders the hit single from that album less a story of homecoming than a sinister warning to immigrants and ethnic others who are out of place.This career middle stage invoked critique. However, commonplace suggestions that Laibach could be characterised as embodying Retromania, a derivative musical trend typical of the 1990s that has been lambasted for its de-politicisation and a musical conservatism enabled by new sampling technologies that afforded a forensic documentary precision that prohibits creative distortion (Reynolds), are misplaced. Several scholars highlight Laibach’s ceaseless attention to musical creativity in the pursuit of political subversiveness. For example, for Monroe, the cover version was a means for Laibach to continue its exploration of the connections between art and ideology, of illuminating the connections between competing ideological systems and of evoking repressed totalitarian energies, only now within Western forms of entertainment in which ideological power structures are less visible than in overt totalitarian propaganda. However, what often seems to escape intellectualist interpretations presented by scholars such as Žižek, Goddard and (albeit to a lesser extent) Monroe is the importance of the concrete specificities of the context that Laibach worked in in the 1990s – i.e. homeland ethno-nationalist politics – and, especially, their medium – i.e. Western pop music.The Meaning and Meaningfulness of Western Popular Culture in Former YugoslaviaThe Laibach covers were merely one of many celebrations of Western popular culture that emerged in pre- and post-socialist Yugoslavia. The most curious of these was the building of statues of icons of screen and stage. These include statues of Tarzan, Bob Marley, Rocky Balboa and, most famously, martial arts cinema legend Bruce Lee in the Bosnian city of Mostar.The pop monuments were often erected as symbols of peace in contexts of ethnic-national violence. Each was an ethnic hybrid. With the exception of original Tarzan Johnny Weismuller — an ethnic-German American immigrant from Serbia — none was remotely connected to the competing ethnic-national groups. Thus, it was surprising when these pop monuments became targets for iconoclasm. This was especially surprising because, in contrast, both the new ethnic-national monuments that were built and the old Socialist pan-Yugoslav monuments that remained in all their concrete and steel obduracy in and through the 1990s were left largely untouched.The work of Simon Harrison may give us some insight into this curious situation. Harrison questions the commonplace assumption that the strength of enmity between ethnic groups is related to their cultural dissimilarity — in short, the bigger the difference the bigger the biffo. By that logic, the new ethnic-national monuments erected in the post-SFRY era ought to have been vandalised. Conversely, however, Harrison argues that enmity may be more an outcome of similarity, at least when that similarity is torn asunder by other kinds of division. This is so because ownership of previously shared and precious symbols of identity appears to be seen as subjected to appropriation by ones’ erstwhile comrades who are newly othered in such moments.This is, indeed, exactly what happened in post-socialist former-Yugoslavia. Yugoslavs were rendered now as ethnic-nationals: Bosniaks (Muslims), Croats and Serbs in the case of Bosnia. In the process, the erection of obviously non-ethnic-national monuments by, now inevitably ethnic-national subjects was perceived widely as appropriation – “the Croats [the monument in Mostar was sculpted by Croatian artist Ivan Fijolić] are stealing our Bruce Lee,” as one of my Bosnian-Serb informants exclaimed angrily.However, this begs the question: Why would symbols of Western popular culture evoke the kinds of emotions that result in iconoclasm more so than other ethnically non-reducible ones such as those of the Partisans that are celebrated in the old Socialist pan-Yugoslav monuments? The answer lies in the geopolitical history of the SFRY. The Yugoslav-Soviet Union split in 1956 forced the SFRY to develop ever-stronger ties with the West. The effects of this became quotidian, especially as people travelled more or less freely across international borders and consumed the products of Western Capitalism. Many of the things they consumed became deeply meaningful. Notably, barely anybody above a certain age does not reminisce fondly about the moment when participation in martial arts became a nationwide craze following the success of Bruce Lee’s films in the golden (1970s-80s) years of Western-bankrolled Yugoslav prosperity.Likewise, almost everyone above a certain age recalls the balmy summer of 1985, whose happy zeitgeist seemed to be summed up perfectly by Austrian band Opus’s song “Live is Life” (1985). This tune became popular in Yugoslavia due to its apparently feelgood message about the joys of attending live rock performances. In a sense, these moments and the consumption of things “Western” in general came to symbolise everything that was good about Yugoslavia and, indeed to define what it was to be Yugoslavs, especially in comparison to their isolated and materially deprived socialist comrades in the Warsaw Pact countries.However, iconoclastic acts are more than mere emotional responses to offensive instances of cultural appropriation. As Michael Taussig describes, iconoclasm reveals the public secrets that the monuments it targets conceal. SFRY’s great public secret, known especially to those people old enough to have experienced the inter-ethnic violence of WWII, was ethnic division and the state’s deceit of the historic normalcy of pan-Yugoslav identification. The secret was maintained by a formal state policy of forgetting. For example, the wording on monuments in sites of inter-ethnic violence in WWII is commonly of the variety: “here lie the victims in Yugoslavia’s struggle against imperialist forces and their internal quislings.” Said quislings were, of course, actually Serbs, Croats, and Muslims (i.e. fellow Yugoslavs), but those ethnic nomenclatures were almost never used.In contrast, in a context where Western popular cultural forms came to define the very essence of what it was to be Yugoslav, the iconoclasm of Western pop monuments, and the retroquotation of Western pop songs revealed the repressed deceit and the public secret of the reality of inter-ethnic tension at the heart of that which was regarded as quintessentially Yugoslav. In this way, the memory of Yugoslavia ever having been a properly functioning entity was delegitimised. Abstract:
The National Cultural Policy Discussion Paper—drafted to assist the Australian Government in developing the first national Cultural Policy since Creative Nation nearly two decades ago—envisages a future in which arts, cultural and creative activities directly support the development of an inclusive, innovative and productive Australia. "The policy," it says, "will be based on an understanding that a creative nation produces a more inclusive society and a more expressive and confident citizenry by encouraging our ability to express, describe and share our diverse experiences—with each other and with the world" (Australian Government 3). Even a cursory reading of this Discussion Paper makes it clear that the question of impact—in aesthetic, cultural and economic terms—is central to the Government's agenda in developing a new Cultural Policy. Hand-in-hand with the notion of impact comes the process of measurement of progress. The Discussion Paper notes that progress "must be measurable, and the Government will invest in ways to assess the impact that the National Cultural Policy has on society and the economy" (11). If progress must be measurable, this raises questions about what arts, cultural and creative workers do, whether it is worth it, and whether they could be doing it better. In effect, the Discussion Paper pushes artsworkers ever closer to a climate in which they have to be skilled not just at making work, but at making the impact of this work clear to stakeholders. The Government in its plans for Australia's cultural future, is clearly most supportive of artsworkers who can do this, and the scholars, educators and employers who can best train the artsworkers of the future to do this. Teaching Artsworkers to Measure the Impact of Their Work: The Challenges How do we train artsworkers to assess, measure and articulate the impact of what they do? How do we prepare them to be ready to work in a climate that will—as the National Cultural Policy Discussion Paper makes clear—emphasise measuring impact, communicating impact, and communicating impact across aesthetic, cultural and economic categories? As educators delivering training in this area, the Discussion Paper has made this already compelling question even more pressing as we work to develop the career-ready graduates the Government seeks. Our program, the Master of Creative Industries (Creative Production & Arts Management) offered in the Creative Industries Faculty at Queensland University of Technology in Brisbane, Australia, is, like most programs in arts and cultural management in the US, UK, Europe and Australia, offering a three-Semester postgraduate program that allows students to develop the career-ready skills required to work as managers of arts, cultural or creative organisations. That we need to train our graduates to work not just as producers of plays, paintings or recordings, but as entrepreneurial arts advocates who can measure and articulate the value of their programs to others, is not news (Hadley "Creating" 647-48; cf. Brkic; Ebewo and Sirayi; Beckerman; Sikes). Our program—which offers training in arts policy, management, marketing and budgeting followed by training in entrepreneurship and a practical project—is already structured around this necessity. The question of how to teach students this diverse skill set is, however, still a subject of debate; and the question of how to teach students to measure the impact of this work is even more difficult. There is, of course, a body of literature on the impact of arts, cultural and creative activities, value and evaluation that has been developed over the past decade, particularly through landmark reports like Matarasso's Use or Ornament? The Social Impact of Participation in the Arts (1997) and the RAND Corporation's Gifts of the Muse: Reframing the Debate about the Benefits of the Arts (2004). There are also emergent studies in an Australian context: Madden's "Cautionary Note" on using economic impact studies in the arts (2001); case studies on arts and wellbeing by consultancy firm Effective Change (2003); case studies by DCITA (2003); the Asia Pacific Journal of Arts and Cultural Management (2009) issue on "value"; and Australia Council publications on arts, culture and economy. As Richards has explained, "evaluation is basically a straightforward concept. E-value-ation = a process of enquiry that allows a judgment of amount, value or worth to be made" (99). What makes arts evaluation difficult is not the concept, but the measurement of intangible values—aesthetic quality, expression, engagement or experience. In the literature, discussion has been plagued by debate about what is measured, what method is used, and whether subjective values can in fact be measured. Commentators note that in current practice, questions of value are still deferred because they are too difficult to measure (Bilton and Leary 52), discussed only in terms of economic measures such as market share or satisfaction which are statistically quantifiable (Belfiore and Bennett "Rethinking" 137), or done through un-rigorous surveys that draw only ambiguous, subjective, or selective responses (Merli 110). According to Belfiore and Bennett, Public debate about the value of the arts thus comes to be dominated by what might best be termed the cult of the measurable; and, of course, it is those disciplines primarily concerned with measurement, namely, economics and statistics, which are looked upon to find the evidence that will finally prove why the arts are so important to individuals and societies. A corollary of this is that the humanities are of little use in this investigation. ("Rethinking" 137) Accordingly, Ragsdale states, Arts organizations [still] need to find a way to assess their progress in …making great art that matters to people—as evidenced, perhaps, by increased enthusiasm, frequency of attendance, the capacity and desire to talk or write about one's experience, or in some other way respond to the experience, the curiosity to learn about the art form and the ideas encountered, the depth of emotional response, the quality of the social connections made, and the expansion of one's aesthetics over time. Commentators are still looking for a balanced approach (cf. Geursen and Rentschler; Falk and Dierkling), which evaluates aesthetic practices, business practices, audience response, and results for all parties, in tandem. An approach which evaluates intrinsic impacts, instrumental impacts, and the way each enables the other, in tandem—with an emphasis not on the numbers but on whether we are getting better at what we are doing. And, of course, allows evaluators of arts, cultural and creative activities to use creative arts methods—sketches, stories, bodily movements and relationships and so forth—to provide data to inform the assessment, so they can draw not just on statistical research methods but on arts, culture and humanities research methods. Teaching Artsworkers to Measure the Impact of Their Work: Our Approach As a result of this contested terrain, our method for training artsworkers to measure the impact of their programs has emerged not just from these debates—which tend to conclude by declaring the needs for better methods without providing them—but from a research-teaching nexus in which our own trial-and-error work as consultants to arts, cultural and educational organisations looking to measure the impact of or improve their programs has taught us what is effective. Each of us has worked as managers of professional associations such as Drama Australia and Australasian Association for Theatre, Drama and Performance Studies (ADSA), members of boards or committees for arts organisations such as Youth Arts Queensland and Young People and the Arts Australia (YPAA), as well as consultants to major cultural organisations like the Queensland Performing Arts Centre and the Brisbane Festival. The methods for measuring impact we have developed via this work are based not just on surveys and statistics, but on our own practice as scholars and producers of culture—and are therefore based in arts, culture and humanities approaches. As scholars, we investigate the way marginalised groups tell stories—particularly groups marked by age, gender, race or ability, using community, contemporary and public space performance practices (cf. Hadley, "Bree"; Gattenhof). What we have learned by bringing this sort of scholarly analysis into dialogue with a more systematised approach to articulating impact to government, stakeholders and sponsors is that there is no one-size-fits-all approach. What is needed, instead, is a toolkit, which incorporates central principles and stages, together with qualitative, quantitative and performative tools to track aesthetics, accessibility, inclusivity, capacity-building, creativity etc., as appropriate on a case-by-case basis. Whatever the approach, it is critical that the data track the relationship between the experience the artists, audience or stakeholders anticipated the activity should have, the aspects of the activity that enabled that experience to emerge (or not), and the effect of that (or not) for the arts organisation, their artists, their partners, or their audiences. The combination of methods needs to be selected in consultation with the arts organisation, and the negotiations typically need to include detailed discussion of what should be evaluated (aesthetics, access, inclusivity, or capacity), when it should be evaluated (before, during or after), and how the results should be communicated (including the difference between evaluation for reporting purposes and evaluation for program improvement purposes, and the difference between evaluation and related processes like reflection, documentary-making, or market research). Translating what we have learned through our cultural research and consultancy into a study package for students relies on an understanding of what they want from their study. This, typically, is practical career-ready skills. Students want to produce their own arts, or produce other people's arts, and most have not imagined themselves participating in meta-level processes in which they argue the value of arts, cultural and creative activities (Hadley, "Creating" 652). Accordingly, most have not thought of themselves as researchers, using cultural research methods to create reports that inform how the Australian government values, supports, and services the arts. The first step in teaching students to operate effectively as evaluators of arts, cultural and creative activities is, then, to re-orient their expectations to include this in their understanding of what artsworkers do, what skills artsworkers need, and where they deploy these skills. Simply handing over our own methods, as "the" methods, would not enable graduates to work effectively in a climate were one size will not fit all, and methods for evaluating impact need to be negotiated again for each new context. 1. Understanding the Need for Evaluation: Cause and Effect The first step in encouraging students to become effective evaluators is asking them to map their sector, the major stakeholders, the agendas, alignments and misalignments in what the various players are trying to achieve, and the programs, projects and products through which the players are trying to achieve it. This starting point is drawn from Program Theory—which, as Joon-Yee Kwok argues in her evaluation of the SPARK National Mentoring Program for Young and Emerging Artists (2010) is useful in evaluating cultural activities. The Program Theory approach starts with a flow chart that represents relationships between activities in a program, allowing evaluators to unpack some of the assumptions the program's producers have about what activities have what sort of effect, then test whether they are in fact having that sort of effect (cf. Hall and Hall). It could, for example, start with a flow chart representing the relationship between a community arts policy, a community arts organisation, a community-devised show it is producing, and a blog it has created because it assumes it will allow the public to become more interested in the show the participants are creating, to unpack the assumptions about the sort of effect this is supposed to have, and test whether this is in fact having this sort of effect. Masterclasses, conversations and debate with peers and industry professionals about the agendas, activities and assumptions underpinning programs in their sector allows students to look for elements that may be critical in their programs' ability to achieve (or not) an anticipated impact. In effect to start asking about, "the way things are done now, […] what things are done well, and […] what could be done better" (Australian Government 12).2. Understanding the Nature of Evaluation: PurposeOnce students have been alerted to the need to look for cause-effect assumptions that can determine whether or not their program, project or product is effective, they are asked to consider what data they should be developing about this, why, and for whom. Are they evaluating a program to account to government, stakeholders and sponsors for the money they have spent? To improve the way it works? To use that information to develop innovative new programs in future? In other words, who is the audience? Being aware of the many possible purposes and audiences for evaluation information can allow students to be clear not just about what needs to be evaluated, but the nature of the evaluation they will do—a largely statistical report, versus a narrative summary of experiences, emotions and effects—which may differ depending on the audience.3. Making Decisions about What to Evaluate: Priorities When setting out to measure the impact of arts, cultural or creative activities, many people try to measure everything, measure for the purposes of reporting, improvement and development using the same methods, or gather a range of different sorts of data in the hope that something in it will answer questions about whether an activity is having the anticipated effect, and, if so, how. We ask students to be more selective, making strategic decisions about which anticipated effects of a program, project or product need to be evaluated, whether the evaluation is for reporting, improvement or innovation purposes, and what information stakeholders most require. In addition to the concept of collecting data about critical points where programs succeed or fail in achieving a desired effect, and different approaches for reporting, improvement or development, we ask students to think about the different categories of effect that may be more or less interesting to different stakeholders. This is not an exhaustive list, or a list of things every evaluation should measure. It is a tool to demonstrate to would-be evaluators points of focus that could be developed, depending on the stakeholders' priorities, the purpose of the evaluation, and the critical points at which desired effects need to occur to ensure success. Without such framing, evaluators are likely to end up with unusable data, which become a difficulty to deal with rather than a benefit for the artsworkers, arts organisations or stakeholders. 4. Methods for Evaluation: Process To be effective, methods for collecting data about how arts, cultural or creative activities have (or fail to have) anticipated impact need to include conventional survey, interview and focus group style tools, and creative or performative tools such as discussion, documentation or observation. We encourage students to use creative practice to draw out people's experience of arts events—for example, observation, documentation still images, video or audio documentation, or facilitated development of sketches, stories or scenes about an experience, can be used to register and record people's feelings. These sorts of methods can capture what Mihaly Csikszentmihalyi calls "flow" of experience (cf. Belfiore and Bennett, "Determinants" 232)—for example, photos of a festival space at hourly intervals or the colours a child uses to convey memory of a performance can capture to flow of movement, engagement, and experience for spectators more clearly than statistics. These, together with conventional surveys or interviews that comment on the feelings expressed, allow for a combination of quantitative, qualitative and performative data to demonstrate impact. The approach becomes arts- and humanities- based, using arts methods to encourage people to talk, write or otherwise respond to their experience in terms of emotion, connection, community, or expansion of aesthetics. The evaluator still needs to draw out the meaning of the responses through content, text or discourse analysis, and teaching students how to do a content analysis of quantitative, qualitative and performative data is critical at this stage. When teaching students how to evaluate their data, our method encourages students not just to focus on the experience, or the effect of the experience, but the relationship between the two—the things that act as "enablers" "determinants" (White and Hede; Belfiore and Bennett, "Determinants" passim) of effect. This approach allows the evaluator to use a combination of conventional and creative methods to describe not just what effect an activity had, but, more critically, what enabled it to have that effect, providing a firmer platform for discussing the impact, and how it could be replicated, developed or deepened next time, than a list of effects and numbers of people who felt those effects alone. 5. Communicating Results: Politics Often arts, cultural or creative organisations can be concerned about the image of their work an evaluation will create. The final step in our approach is to alert students to the professional, political and ethical implications of evaluation. Students learn to share their knowledge with organisations, encouraging them to see the value of reporting both correct and incorrect assumptions about the impact of their activities, as part of a continuous improvement process. Then we assist them in drawing the results of this sort of cultural research into planning, development and training documents which may assist the organisation in improving in the future. In effect, it is about encouraging organisations to take the Australian government at its word when, in the National Cultural Policy Discussion Paper, it says it that measuring impact is about measuring progress—what we do well, what we could do better, and how, not just success statistics about who is most successful—as it is this that will ultimately be most useful in creating an inclusive, innovative, productive Australia. Teaching Artsworkers to Measure the Impact of Their Work: The Impact of Our Approach What, then, is the impact of our training on graduates' ability to measure the impact of work? Have we made measurable progress in our efforts to teach artsworkers to assess and articulate the impact of their work? The MCI (CP&AM) has been offered for three years. Our approach is still emergent and experimental. We have, though, identified a number of impacts of our work. First, our students are less fearful of becoming involved in measuring the value or impact of arts, cultural and creative programs. This is evidenced by the number who chooses to do some sort of evaluation for their Major Project, a 15,000 word individual project or internship which concludes their degree. Of the 50 or so students who have reached the Major Project in three years—35 completed and 15 in planning for 2012—about a third have incorporated evaluation into their Major Project. This includes evaluation of sector, business or producing models (5), youth arts and youth arts mentorship programs (4), audience development programs (2), touring programs (4), and even other arts management training programs (1). Indeed, after internships in programming or producing roles, this work—aligned with the Government's interest in improving training of young artists, touring, audience development, and economic development—has become a most popular Major Project option. This has enabled students to work with a range of arts, cultural and creative organisations, share their training—their methods, their understanding of what their methods can measure, when, and how—with Industry. Second, this Industry-engaged training has helped graduates in securing employment. This is evidenced by the fact that graduates have gone on to be employed with organisations they have interned with as part of their Major Project, or other organisations, including some of Brisbane's biggest cultural organisations—local and state government departments, Queensland Performing Arts Centre, Brisbane Festival, Metro Arts, Backbone Youth Arts, and Youth Arts Queensland, amongst others. Thirdly, graduates' contribution to local organisations and industry has increased the profile of a relatively new program. This is evidenced by the fact that it enrols 40 to 50 new students a year across Graduate Certificate / MCI (CP&AM) programs, typically two thirds domestic students and one third international students from Canada, Germany, France, Denmark, Norway and, of course, China. Indeed, some students are now disseminating this work globally, undertaking their Major Project as an internship or industry project with an organisation overseas. In effect, our training's impact emerges not just from our research, or our training, but from the fact that our graduates disseminate our approach to a range of arts, cultural and creative organisations in a practical way. We have, as a result, expanded the audience for this approach, and the number of people and contexts via which it is being adapted and made useful. Whilst few of students come into our program with a desire to do this sort of work, or even a working knowledge of the policy that informs it, on completion many consider it a viable part of their practice and career pathway. When they realise what they can achieve, and what it can mean to the organisations they work with, they do incorporate research, research consultant and government roles as part of their career portfolio, and thus make a contribution to the strong cultural sector the Government envisages in the National Cultural Policy Discussion Paper. Our work as scholars, practitioners and educators has thus enabled us to take a long-term, processual and grassroots approach to reshaping agendas for approaches to this form of cultural research, as our practices are adopted and adapted by students and industry stakeholders. Given the challenges commentators have identified in creating and disseminating effective evaluation methods in arts over the past decade, this, for us—though by no means work that is complete—does count as measurable progress.
