Abstract:
Around the world, companies are rapidly moving towards outsourcing to enhance their competitive position in the market through reduction in product development cycle times (costs), demands for better quality, improvement in supply chain management and higher expectations from more discriminating and demanding customers (Lyons and Krachenberg, 1990). An outsourcing mechanism consists of two parties, buyer and supplier. Hence, the success of the buyer and supplier relationship is the main factor to achieve successful outsourcing operations. This research studies the buyer and supplier relationship in each relationship type in the Saudi Arabian market; market exchange, captive buyer, strategic partnership and captive supplier. The main objective of this research was to study in depth buyer and supplier relationships (outsourcing) by discovering which problems exist in each type of relationship, how they can be controlled and what are their effects. It examines and tests certain factors associated with the relationships, such as incentives for their creation, relationship problems, cause of problems, problem control mechanisms and finally the effects of these problems on the buyer, the relationship and the market. The methodology used in this study was as follows: an interpretative research philosophy, an inductive research approach and an exploratory research strategy. Semi-structured interviews were found to be the most appropriate method of data collection because they enabled the researcher to gather valid and reliable data. The research model involved all the components affecting the buyer and supplier relationship. These components were categorized and classified in a meaningful way, describing the flow of the relationship from the research perspective in terms of testing the effect of each component in the relationship between buyer and supplier in general and its effect on the category to which it belongs. The data was collected from purchasing employees on the buyers’ side and sales employees on the suppliers’ side. The total number of participating buyer and supplier firms was 57, distributed across manufacturing and service industries. The first data collection phase involved all the buyer data and the second following up, reviewing and completing the data that the researcher thought had been missed during the first phase of interviews, and which needed to be explained more fully by the interviewees. This phase also involved collecting all the supplier data. 40 interviews were conducted to collect buyer data within three months. The 40 interviews involved 88 recorded hours, and each buyer discussed 4 relationships (not necessarily 4 different types of relationship), resulting in a total of 64 market exchange, 30 captive buyer, 22 strategic relationship and 44 captive supplier relationships, accounting for the total of 160 different types of relationships across the 40 different buyers. Supplier data was collected by conducting 17 interviews within 27 days. The 17 interviews involved 34 recorded hours. While the researcher was analyzing the data collected, a special case in market exchange relationship was found. In this case, buyers preferred to deal with suppliers under a captive buyer relationship though the relationship characteristics were market exchange relationship because of their interests. The researcher also found that Saudi firms are the same as other firms in the rest of the world. They are trying to maximize their competitiveness in the market by improving product or service quality and speed of delivery, reducing product or service costs and enhancing decision making efficiency. Additionally, it was found that relationship incentives, arising from buyer wishes or compulsory reasons, create any one of the buyer and supplier relationship types, which were other than what has been mentioned in the outsourcing reasons in the literature. In addition, the researcher also found that relationship incentives might cause problems, so the buyer should be more careful with them. Additionally, there are also other causes that might create agency problems than those mentioned in previous studies. At the same time, it was observed that there are new control mechanisms, not previously discussed in the literature. The study found that the outsourcing relationship is affected negatively, and there are other effects than those mentioned in the literature by Tezuka (1997). In addition, the researcher found that because of the ‘agency’ system in Saudi Arabia its economy is affected negatively. Finally, the original research conceptual model was found applicable to all types of relationship.

Abstract:
This thesis is concerning with problems of using database systems in ERP / ERP II software packages. The goal is to define position of ERP / ERP II systems in the Information System market. With this topic are also connected characteristics of database systems and definition of their specific position towards ERP / ERP II solutions. Except classical solutions, when the whole Information System is situated "inside" a company, there are also analyzed new attitudes, which respect external provider of ERP / ERP II and database services, particularly SaaS and Cloud Computing technology. This thesis also deals with evaluation of contributions and threats of these new business models, respecting different size of ERP / ERP II solutions. After introductory theoretical chapters, we choose respondents from groups of producers and distributors of ERP / ERP II products and we implemented a survey through questionnaire research. The goal is to clarify main reasons of choice of specific database platforms, used with different types of ERP / ERP II solutions. Afterward, with the aid of defined hypothesis, I'm trying to explain a degree of platform independence of robust ERP / ERP II software packages, towards database platforms. In closing parts of the thesis, there are compared individual database platforms among each other, respecting their suitability of usage in ERP / ERP II systems. Database systems are closely analyzed from several points of view. On the basis of ascertained theoretical and empirical frequency of particular database solutions we determine dominant market players and with the aid of multicriterial comparison we clear up reasons of their success among other competitors. Finally, we outline an anticipated trend, where the database systems market destined for ERP / ERP II products should grow in.

IS/IT outsourcing is the practice of turning over part or all of an organization’s IS related function to external service providers to support the continuous operations of an organization. Our organization is a government department. As IT is rapidly developing, we have experienced the problems of inadequate information infrastructure , massive computerized works, insufficient IT human resource, and IT turning-in. Therefore, since 1983, we have outsourced the projects of Integrated Information Planning and Implementation, Depot and Base level’s Logistics Information Management System, and computer and network maintenance and so on. The primary motivation of this research is to study the differences in customer satisfaction across different layers of groups for various types of IS outsourcing. The outsourcing projects of our organization can be classified into three categories: total outsourcing, selective outsourcing and functional outsourcing. There are three distinct customer groups for IS outsourcing within the organization: operators, project, and end users .This research studies how the factors, transaction relationship, partnership and system performance, determine each customer group’s satisfaction with different types of IS outsourcing. The result of analysis indicates that the users are more concerned with task-related system performance and IS-related system performance is more important for the operators. Among the various types of IS outsourcing, the outsourcing of IT consulting services is the most satisfactory. In summary, operators, end users and project directors have significant differences in customer satisfaction for total, selective and functional outsourcing. In comparison with the model of ungrouping outsourcing types, this analysis is more expressive. The different strategies should apply the different management .We should fulfill the users’ and operators’ requirements by encouraging more interaction, communication and training activities to improve customer satisfaction within the organization. The shock waves resulting from the modern trends of internationalization and globalization have produced major changes that affect the techniques of manufacturing that exist across the face of the modern world. This includes the manufacture of CNC machine tools, which due to my immediate experience prior to my work on this paper has become one of the corollary topics of this study. In terms of the content of the pending writing, the effects of modern production mechanics need to be considered at a new angle, new at least relative to the way one can read about them in the early post World War 2 literature. WW2 was an era in which the individual human stood tall and sweaty like a black smith, with a hammer (or at least an electric drill or alternative simple electrical device) in one hand and the piece being worked on in the other hand. However, that technically antique world is essentially past and is evolving increasingly rapidly as the days go by. One cannot manufacture modern electronic CNC machine tools using WW2 technology. New styles of equipment as well as new styles of thinking are required. Newer styles of thinking will further be required to supplant the current limitations of our minds and capacities. In fact, this paper is dedicated to a momentary alleviation of such limitations. Actually, the modern technological revolution is happening so rapidly that such alleviations tend to be very brief. This is one of the prices of rapid evolution. This paper attempts to make this point in terms of the modern capabilities and optimal use (to my current best estimate) of a group of serial processes involving inter-functional teamwork and a division of our present standards of labor. With adequate design abilities, skillful use of collaboration and management of outsourcing can lead to truly remarkable advantages with regard to the continuous integration of resources and the application various industrial expansionist strategies. A win-win value-doubling strategy for the firm owner and its various professional subcontractors is currently a common endeavor. However, it seems to me personally that such goals are in fact excessively small, but such issues will not be a topic. In fact, this study remains linked to strictly modern goals and ambitions. We have the basic framework of a large-to-medium (LME) scale CNC machine tool manufacturing company in Taiwan. The company manufactures some of the largest of the current CNC machine tools, but there is incompatibility between the available CNC machine tools and the production lines that manufacture the equipment. Nor do the specific tolerances and specifications of individual customers exactly fit the production capacities of the factory. For example, the CNC horizontal boring and milling machines (HBM) and typically ordered by the company’s customers require integration of specific assets into the requirements of the necessary manufacturing processes. The ability to meet the specific requirements of the customers implies that the company has a totally adequate supply of all the multi-capacity varied machines necessary to satisfy the production line requirements of each customer order accepted by the company. In fact, however, the demands far exceed the company’s manufacturing capacity. After investigating the machine for desirable operation with regard to the totality of the current job orders and defining the processing necessities, it becomes possible to list all the necessary processes. However, it becomes rapidly clear the company does not in fact have the equipment and ability for all these steps. Thus, it becomes clear that some of these steps will have to be outsourced. This becomes clearer after consideration of the calculation of equipment cost investment if we were to do the total manufacturing event in house. It should be recalled that we are considering manufacture of a relatively small number of large and heavy Type-A workpieces. Such workpieces are subject to evolution to higher technological forms as the product develops. Such workpieces require stress relieving, heat treatment, precise surface grinding and so on. New processes may be added. Old processes may be removed or modified. With regard to the dollar question, maximal dollar return involves not manufacturing this small number of large and durable equipment. A study of the cost factors indicate that, for present and foreseeable manufacturing operations, it is a superior plan to collaborate professionally with suitable partners. Former studies of a similar nature dealt mostly with small and medium size light-weight components produced in relatively large numbers. The respective firms produced parts of significantly consistent sizes and surface finishes. This present study will test the theoretical 11 sensitivity analysis (SA) using 5 Type-A workpieces for HBM units. By means of assistance from Lingo linear programming, the results will demonstrate that outsourcing and collaboration with professional subcontractors will optimize production management, manufacturing flexibility, tangible performance and company profit.

Under the pressure of global competition and rapid information evolution,the information system(IS) outsourcing has been applied not only to save theoperation cost but also to gain the strategic advantage. Many organizationshave started to reassess the intangible benefits of IS outsourcing. This studyaims at examining the impacts of organizational characteristics, managerialcharacteristics, and organizational strategic type on IS outsourcing activitiessuch as the degree of outsourcing and interaction between these two parties.We also look into the relations between IS Outsourcing implementation and itseffectiveness. The study surveys the top 1000 companies in Taiwan. 177 companies returnedthe questionnaires with a response rate of 18.7%. Based on data analysis, wefound that:1. The degree of IS outsourcing are affected by size of companies and MIS department, CEO interaction with computers, the use of IS application and organizational strategic type.2. The degree of outsourcing is positively related with effectiveness of IS outsourcing (0. 247,p=0.024). Thus, the higher degree of outsourcing a company has, the better benefits it will gain.3. The relationships between two parties (the outsourcer and its contractors) is positively correlated with quality of outsourcing system (0.764, p=0.000). Thus, the closer relationships two parties sustain, the better quality of outsourcing system will have. This study suggests that companies should rethink their IS outsourcingactivities not only financially but also strategically and managerially.However, the outsourcer and its contractors should established an"information partnership" for an utmost "win-win" situation.Keywords: Outsourcing, Degree of outsourcing, Information partnership, ! In recent years, the financial burden of R.O.C. government has been confronted with austerity, however, the demands and expectations of the people in the public service has gradually improved. Therefore, promoting outsourcing services will be helpful for the alleviation of the streamlined organization and tight financial burden. In advance, on account of the stability as well as the frequent economic and trade interchange between those across the Taiwan Strait, the military of R.O.C. is up against the shrink problems of organizational adjustment and streamlined budget, for which the non-core business and available resources have been released to the private firms. Nevertheless, not all the outsourcing achieves the goals of cost reduction, streamlined manpower, and improvement of service quality. If there is no good interaction or communications between two sides, or if the agents pursue only self-interests but the information and work concerned, it will lead to “moral-hazard” behavior in agents as to diminish the service quality and efficiency. As a case study to six military outsourcing projects on private business entrusted by the military of R.O.C., this paper came out with the immoral of sheltered action and information, categorized priorly from three antecedents including environment, organization, and quality of human sources. According to the case study, the nine propositions inferred from the prevention of moral-hazard behavior and establishment of public-private partnerships , will be as the reference of outsourcing affairs in the future.

The main purpose of this study was to compare the different type outsourcing swimming pools’ service quality of Wanhua District in Taipei City. With the questionnaire methodology, 469 users of these two swimming pools were recruited as participants. The data was analyzed by descriptive statistics, t-test, one-way ANOVA to test the assumptions. The main findings were as follows: 1.The majority of swimming pools users were male, collegiate educated, with income less than 30,000. 2.The higher factors of service quality of these outsourcing swimming pools were assurance and tangible. 3.There were significant differences of users’ age, degree of education, and income between service quality. 4.The factors of assurance and tangible of Wanhua sport center were higher than the Hwa-chiang high school swimming pool. These finding can be a good reference for these outsourcing swimming pool to improve the quality of their service.

Em 2015 verificou-se que 86% das empresas Europeias recorreu a serviços de outsourcing de Tecnologias de Informação (Computerworld, 2015). A expressividade existente dos serviços de outsourcing de TI a nível Europeu levou à pertinência de se analisar as relações que se estabelecem entre diferentes compradores e fornecedores de outsourcing neste mercado. Esta investigação desenvolve-se através de dois estudos. O Estudo I aborda a vertente de soft side de outsourcing de TI, nomeadamente o tipo e o desenvolvimento das relações como um elemento para atingir maiores níveis de sucesso. O Estudo II foi desenvolvido com base no Estudo I e estuda os principais fatores que têm influência nos consultores de TI e no desempenho do serviço prestado. Os dados desta investigação foram recolhidos através de um questionário aplicado a consultores em empresas de outsourcing de TI em Portugal. Para o Estudo I foram utilizadas 260 respostas válidas, que após agregação através do nome do comprador e do fornecedor, permitiram caracterizar 89 relações diferentes entre o comprador e o fornecedor. Para o Estudo II foram utilizadas 260 respostas válidas de consultores que permitem medir a perceção das relações que estes estabelecem com o comprador e o fornecedor. Esta investigação sugere que em relações do tipo estratégico existe mais investimento de dedicação, mais atividades da relação e maior perceção de confiança entre os parceiros. Este tipo de relação tem também melhores condições para as práticas de desenvolvimento de fornecedores. Relativamente às práticas de recursos humanos da empresa fornecedora que são prestadas diretamente ao consultor, verificou-se que têm um impacto negativo na qualidade do serviço prestado pelo mesmo, pelo que devem ser repensadas no sentido de melhorar a qualidade do serviço prestado ao comprador.
The provision of Information Technology (IT) outsourcing services has been growing steadily in recent years. In 2015, 86% of European companies bought IT outsourcing services (Computerworld, 2015). The expressiveness of outsourcing services in Europe has led to the need to analyse the relationships established between different buyers and outsourcing providers in this market. This research was performed through two different studies. Study I approaches a soft side of the IT outsourcing, namely the type and development of relations as an element to achieve higher success levels. Study II was developed based on Study I and it addresses the main determinants with influence on IT consultants and on the performance of the provided service. The data used for this research was collected through a survey that was applied to employees working in IT outsourcing companies in Portugal. For study I, we considered 260 valid responses which, after aggregation through the name of the buyer and supplier, allowed us to characterize 89 different relations. For study II we considered the same 260 valid answers. This research suggests that, in strategic relations, there are higher investments in dedication, more relation activities and greater trust between partners. This type of relation also has better conditions for supplier development practices. Concerning the supplier company’s human resources practices that are directly provided to the consultant, it appears that they have a negative impact on the employee’s work. For that reason, these practices must be reconsidered towards a higher quality of the service provided to the buyer.

We analyze te sample consists of customer. We carry out an empirical study using a Sobel test to obtain significant results. Our new findings show the significant main effect of mediation on the customers satisfaction. Our main conclusion is that we consistently find an important contribution for the main effects of services quality and customers loyalty on The customers satisfaction while customers loyalty degree plays a mediating role that can help enhance and uplift the services quality. This is important information for restaurant which need to build successful the customers satisfaction associations with their customers.

Since the late of 1980, the activities of information systems outsourcing have been booming. Until now, we do not see any decline but more increasing. Even though the theme has been explored exhaustedly by academy, but any one of the papers that had published just focused on part of the theme to discuss or to offer the solution to solve one or two of problems. Meanwhile, the suggestions that have been studied in different time and location were not the same. The practitioners can not see the whole picture of the IS outsourcing from those papers. For the sake of outsourcing the activities correctly for firms, it is necessary to explore and to analyze the context of IS outsourcing, then firms that are considering adopting outsourcing activities can understand the context and its meaning. Though different firms with different intent when adept the activities, the context is different. This paper distinguished three types of outsourcing by the intent and analyzes the context with different type, then the firms can manipulate outsourcing efficiently and effectively.

Commercial tyre maintenance outsourcing is a creative and innovative service offering to the road freight industry in South Africa. It allows fleet operators to focus on their core business aspects, leaving the management and control of the tyres in their fleet to professional service providers with the necessary technical expertise and experience in this field. Currently tyre maintenance outsourcing service providers are under increasing pressure mainly due to price wars in the marketplace between the major tyre manufacturers fighting to maintain or increase their market share. The road freight industry in South Africa is also unique in that there is a hand full of major players, dominating more than fifty percent of the market, thereby leaving tyre suppliers and service providers doing everything in their power to retain the business they do have, and aiming to increase their share of the market at any cost. The main objective and purpose of this study has therefore been to conduct an investigation into commercial tyre maintenance outsourcing practises in South Africa. The following aspects were covered in this study: ! Defining the concept of outsourcing and more specifically tyre maintenance outsourcing. ! An overview of the tyre maintenance services currently available in the South African market and possible alternatives that may appear in the future. ! The current state of the commercial tyre industry in South Africa, focusing on the main role players and the services and products they offer to the market. ! The current state of the road freight industry in South Africa, focusing on the market shares the main role players hold, and other relevant transport statistics. ! The factors that play a role in the calculation of cost per kilometre rates, as well as the aspects which contribute to the success of a tyre maintenance outsourcing contract. ! An evaluation of the implications of technological advances on tyre maintenance outsourcing. Synopsis - ii Based on the above, a number of recommendations were made firstly (i) for companies that are current or potential users of tyre maintenance outsourcing, and secondly (ii) for companies that are current or potential providers of tyre maintenance outsourcing. (i) Recommendations for tyre maintenance outsourcing users 1. Companies need to identify their core and non-core activities. 2. Potential outsourcing users need to identify the most appropriate service provider not on pricing alone, but should also consider the overall long term business relationship, as well as the total service package on offer. 3. Companies need to realise that outsourcing is not a short-term solution to control costs, but a long-term project where the true benefits will take time to materialize. 4. Companies need to ensure that a clear tyre policy is agreed upon with the service provider at the inception of the contract. 5. Companies need to ensure that a service level agreement with measurable key performance indicators (KPI’s) is agreed upon with the service provider at the inception of the contract. 6. Companies need to understand the full cost of all the different items associated with the contract they are entering into. (ii) Recommendations for tyre maintenance outsourcing service providers 1. Companies need to build excellent relationships with their clients as to increase communication and flow of information. 2. Companies need to analyse the service they currently provide and determine which factors must be improved upon as to increase their service levels and competitiveness in the marketplace. 3. Companies need to carefully verify all the information they receive from fleet operators upon quoting for a new contract. 4. Companies need to understand the needs of the market they operate in, as to adapt their service offerings around these needs.

Under the competitive pressure in the recent years, the rate of business outsourcing has increased year by year, through the needs of businesses to reduce their operating cost of equipment and human resource, and to increase efficiency and compatibility. This outsourcing tactic for businesses however, has unknown hidden risks.Therefore, while businesses are promoting outsourcing tactic,the related debate regarding outsourcing risks is also important. In view of the above given reason, this study looks into outsourcing tactics from ‘product attributes’,to probe into how different product attributes can result in different ‘supplier ability reliance factor’, at the same time,to analyze its influence on ‘outsourcing risks’. The samples taken in this study are mainly manufacturing industries in Taiwan, these include industries that prevail outsourcing tactics such as food industry, textile industry, iron and steel industry, household appliance industry, car industry, communication industry, information industry, electronics industry, semiconductor industry, etc.. 400 questionnaires were given out, of which 79 valid questionnaires were retrieved.The study found: Within the present domestic industrial environment, there is no evident reliance on supplier knowledge and productiveness, regardless of whether the product attributes is integrated or modulus.If enterprises overly rely on the supplier's knowledge ability in accordance with the attribute committee of the products,risk will produce to apparent to influence to committee that enterprise face.In addition,enterprises will have outsourcing a products committee of degree attribute of combining nature, will bring the outsourcing risk the apparent committee of enterprises. In conclusion, this study gives related recommendation based on the result of the study, and gives a detailed discussion on managerial meaning in academic and reality.

The study debates on what are the outsourcing determinant factors, which considered by publishing organizations who attempt to enter new business field of children digital publishing, and outsourcing types? What are the contents and meanings of each outsourcing type? How could outsourcing determinant factors differentiate outsourcing types?     The study founds on multiple-case study, outsourcing cases, as design, as well as based on triangulation concept to collect and compare materials, and to analyze for outsourcing determinant factors and types.     According to children publishers'' outsourcing objectives and the relationships between seller and buyer, the study offers three outsourcing types, the transaction type, relation developing type and strategy leading type, and make conclusions as the following. In this paper, based on Transaction Cost Theory and Resource-Based Theory basis for this study.Proposed three main dimensions and fourteen affect factors of outsourcing decisions and used AHP method to build decision model that Military’s outsourcing types. Then according to the status of Military outsourcing model of four types into GOCO, Maintenance outsourcing, Labor outsourcing and Evaluated employment.In practice, further adding the concept of fuzzy numbers in the assessment process and use FAHP method to analyze made the results closer to the subjects cognition of "outsourcing type". Finally, the study use " Automotive Base service depot " as the research object. Found outsourcing types about GOCO is most appropriate for " Automotive Base service depot " at this stage.The results are fully consistent for the military to push "privatization" policy objectives.Therefore, this study proposes a model that can remedy the inadequate in make decisions based on military outsourcing.Finally, results can be used as the Military in the outsourcing decision-making for choice of a suitable basis for the argument. The“outsourcing”is raising, placing important and being a strategic tool. It is a topic which worth to be discussed with the vendor selective conditions weather be different or not by the enterprise's types and motives variation. This study first divided the enterprises into manufacture and service industry two parts, then explored both of their outsource motives were different and weather therefore influenced the vendor's selection or not. The investigation had sent out 107 copies, retrieved 32 copies, the retrieved rate was 30.18%, analyzed the result we got five conclusions: First, the enterprise's outsource motives were depended on decreased the cost and employees members,therefore,they can centralized resources to develop core affairs, promote quality and more competition strength. Second, the vendor's specialize technique capability was the first need, next was able to face the rapid change reactions and co-operate capability, and then was the lower price. Third, the different enterprises their outsource motives are a part of different, Manufacture mind to decrease the cost and employees members, Service mind to promote quality, but on the vendor's select capability are not different. Forth, the enterprise's outsource motives influenced the vendor's should be provided with conditions are a part of different, there with the different outsource motives, but all care about the height of the vendor's bid price. Hsinchu Science Park was established in December 15, 1980 for hundreds of high-tech companies such as integrated circuit manufacturers, computers and peripherals, communications, optoelectronics, precision machinery and biotechnology industries. There are professional suppliers of IC design software as well. Both high-tech and traditional manufacturers have lots experiences of offshore outsourcing, which has become an important aspect of the operations. Seeing that, the study is based on secondary data research of outsourcing and offshore outsourcing integration to collect and classify 14 important factors to generate the questionnaire. After analyzing the feedback collected by descriptive statistics to view employees’ understanding of the basic information, industry and other sectors such as profiles, and the use of ANOVA offshore outsourcing enterprises to trace the significant variation exist in different industries, organizational units and sectors of employees. The result shows that the importance in outsourcing businesses overseas differs significantly in various sectors of industries, organizational units and position levels. For different industries, "core capabilities and technology leadership" and "interdependent resources" are the significant factors; as for organizational units, there are significant differences in "the specificity of the areas where resources", "technical uncertainty", "risk aversion" and "the duration of agency relationship"; "core capabilities and technology leadership" and "the duration of agency relationship" are two significant factors to position level. The final results are listed as a reference to the industries and recommendations for future research.

State DOTs (department of transportation) spend billions of dollars on construction and maintenance of transportation projects every year. In addition, significant sums go to preliminary and construction engineering (PE and CE). For many projects, DOTs utilize engineering services from consultants, to supplement in-house engineering. The cost and quality of consultant’s engineering services compared to in-house, are important issues to justify the involvement of consultants. This report provides an analysis of those issues on Texas Department of Transportation (TXDOT) projects. Traditionally, the costs of PE and CE are calculated as a fixed percentage of total project construction cost, and the efficiency of engineering organizations is assessed by comparison of their gross percentages. However, the results presented here show that project scope and complexity are significant factors in PE and CE cost. Therefore, simplistic comparisons of PE and CE percentages can be misleading when applied across a mixed program of projects.
