Full textPro Gradu -thesis deals with the adult-child ratio of 1 August 2016 on the early childhood education law setting change into action in one municipality. The thesis was made from a municipality where the adult-child ratio in kindergartens over the age of three was raised and the maximum number of group sizes was increased. The thesis clarified what decision-makers, kindergarten workers and kindergarten children’s parents told about the change process of the ratio that was done in the municipality. The material of this case study was collected by semi-structured individual and group interviews. Narrative analysis and content analysis were used in the analysis of narrative material. Based on the narrative material, a polyphonic description of the change in the adult-child ratio in the municipality was created. The stories of the various parties built the general view of the decision-making in municipal: The decision-making concentrated to a few decision-makers. Kindergarten workers experienced that they had no opportunity to affect decision-making. Parents were external in both decision-making and in information communication about it. The advantage of the child stayed on the shadow of economic policy in the decision-making. The evaluation of child effects was not made at the clarifying stage of the decision-making. In addition, the reform of early childhood legislation to the ratio and group size were combined. The speeches on the reasons and effects for raising of the ratio were manifold; the everyday realities did not meet in the various parties’ stories, also there were different views within the various parties. In the municipality the professional skill of kindergarten workers was measured by the forces to do the work and the significance of their attitude was emphasized. The kindergarten workers’ fatigue speech was doubled. Quality was reported deteriorated because of noise, hesitation, interaction and workload has increased in daycare centers. Some of the decision makers did not see deteriorated in the quality when ratio was raised. Kindergarten workers reacted to the raising the ratio the most negatively. The thesis indicates that the present regulation ways are not enough for the multiformity of the child groups in kindergartens. The child groups in municipality’s kindergartens were large in spite of the regulation. With the basic tea of stories the statistics and the reality did not correspond to each other because there in kindergartens the number of adults and children varied during the every day. Furthermore, the regulations of the ratio and of the group size were interpreted according to the kindergarten workers and parents in the municipality in different ways. Because of this it is difficult to verify and estimate the effects of the decision that has been made to local needs. The thesis challenges to reflect on new local and group-specific guidelines for similarity and quality of early childhood education to regulate adult and child ratio and group size in kindergartens
