My first reaction to this eminent book of collected articles and lectures givenby Professor Ismail Raji al-Faruqi is one of frustration that I was not able tomeet the man. He died in 1986. I would have loved to have known him, for Ifound in reading this book that so many of his thoughts and ideas coincidedwith my own hopes concerning the future of Islam and its relationship with theother peoples of the Book, especially the Christians. I was a Christian theolegian and teacher until my conversion to Islam in 1986.Professor Ismail's book provides a good cross-section of his contribution tothe study of comparative religion and covers a wide spectrum of interreligiousissues, spanning more than two decades of his work. Essays which deal directlywith other faiths, Christianity and Judaism in particular, were specificallyselected but they should be seen against the background of his huge contributionto the study of religions through his many other eminent publications.Here, the volume concentrates on those aspects of Islam which the Ahl al-Kitab(the People of the Book) have in common rather than their differences.I have long felt that this was the correct way forward. As a former Christianwho initially came to Islam by studying the teachings of Jesus rather than theQur'an, I was always aware of the commonality of the faith and its development through the prophets of Judaism to Christianity, to its deviation throughTrinitarianism, and through the Prophet of Islam who was sent to bring newunderstanding of Tawhid and the way to find the Straight Path to God.Therefore, I was horrified and disturbed when I ran into the walls of hostilityand misunderstanding from all sides-particularly the hostility of Muslimstoward Christians and Jews, theological hostilities and racist ones, too. Abstract:
Excavations of sites spanning the Beaker to early Roman periods at Stackpole Warren, Dyfed, are described. The sites are in an area of blown sand which enhanced their preservation and led to the separation of several horizons. The earliest is a buried soil beneath the blown sand which contained Mesolithic to Bronze Age artefacts. At site A, there was a roundhouse associated with Early Bronze Age pottery and dated to 1620±70 and 1400±70 BC uncal., and two other roundhouses, one possibly of Beaker age. After a period of soil formation, a ritual complex of Later Bronze Age date was established, this contemporary with the earliest besanding of the area; it included a stone setting of more than 2000 small stones, an alignment of small water-worn stones and a standing stone. A cremation gave a latest date of 940±70 BC uncal. Other Later Bronze Age activity is recorded at site G/J in the form of a rectangular enclosure, possibly unfinished.Late Iron Age to early Romano-British settlement was present at sites A and B, consisting of scatters of occupation debris, burnt mounds, cooking pits, hearths and houses, some of stone, some of timber, all taking place in an area being intermittently besanded.Peripheral to the religious and domestic sites, a field system was excavated. The earliest phase was a linear earthwork from which a C14 date of 400±70 BC uncal. was obtained from charcoal in the ditch. After the decay of this, rectangular fields with stone walls were laid out, one along the line of the erstwhile earthwork, this taking place around the end of the Iron Age as dated by C14 of charcoal directly beneath a wall to 90±70 BC uncal. Some of the fields had been cultivated by a succession of cross- and one-way-ploughing, others used for cattle.An assemblage of 763 flints included a few Mesolithic artefacts but was mostly of Late Neolithic and Bronze Age date. A succession of ceramic assemblages included a small Middle Neolithic group (4 vessels), two distinct Beaker groups, one early (Lanting and van der Waals steps 1–3 (8 vessels), one late (steps 3–6) (45 vessels), an Early Bronze Age group of collared urns (43 vessels) and a Later Bronze Age group (26 vessels).Environmental data was not prolific but there was a small quantity of animal bone, mostly cattle and sheep, and cereal grain, mostly barley with some wheat. Marine molluscs were present but sparsely utilized and there was no other indication of the exploitation of the coastal resources such as seals, birds, fish andiseaweed. Land Mollusca indicated open country from the Iron Age onwards when the record begins.The importance of the site is in the ritual complex from site A, the succession of Iron Age/Romano-British occupation horizons, the succession of ceramic assemblages, the field system and the fact that blown sand horizons have allowed the preservation and separation of the sequence much of which would have been at best conflated in to a single horizon or at worst destroyed. Otherwise, there is no evidence that the site was in any way special with regard to the relationship of human activity and sand deposition until the Middle Ages when the area was used as a rabbit warren. Nor was the coastal location important, at least as could be determined by the results. This was a representative of a succession of later prehistoric farming communities and their various domestic, ritual and sepulchral activities in lowland Dyfed.

Abstract:
The quantity of municipal solid waste (MSW) generation is escalating at an alarming rate with every passing year alongside the modernization of our economy. Unfortunately, the majority of this waste remains uncollected or ends up in open dumping and followed by uncontrolled burning. Citing the deep-rooted consequences, open dumping should be absolutely abandoned and scientific interventions should be aggressively exercised to reclaim the municipal brownfields. The present research work undertook the judicial task of assessing the comparative feasibility of biomining and scientific capping as a technology selection for reclamation of about a decade old 120 million tons of waste chunk laying at Jawahar Nagar dump yard. Primary dump samples were collected from various locations, considering depth as a variable. While leachate and groundwater samples were collected from Malkaram lake and preinstalled borewells receptively. Additionally, the ambient air quality and noise level also been ascertained within the buffer zone. The blended representative solid sample was segregated using a 70 mm mesh size trommel into organic and inorganic fractions. The organic fraction was composted using a lab-scale aerobic static pile composting (ASPC) while the trommel reject was processed as refuse derived fuel (RDF). Evidently, the compost lagged quality and depicted nutrient deficiency. While the burning of RDF produced siloxane gas, significantly due to elevated silicon level in the primary waste. Furthermore, due to the prolonged leaching tenure and seasonal dilution, the concentration of legacy leachate was relatively weaker. Borewell samples collected from a depth of 20 feet also portrayed minor contamination up to 500 meters horizontal radius. The issue of leachability can solely be resolved with the capping of the existing dump and the end product quality derived from the biomining process is highly questionable. Thus, handling such large quantity capping is a befitting option over biomining for Jawahar Nagar dumpsite. INTRODUCTION Presently, in India due to rapid urbanization and industrialization, the generation of MSW has been increasing tremendously and also expected to continue a similar trend in the future (Scott, 1995; Bhat et al., 2017; Sethurajan et al., 2018; Sharma et al., 2018). Annually, the comprehensive urban MSW generation in India is more than 62 million tons. Metro cities are the mammoth contributor of the entire chunk and waste production had already reached an alarming figure of 50,000 tonnes/day. While the waste generation from the tier 2 cities is also rigorously escalating and presently contribute up to 20,000 tones/day (Sharma et al., 2018). A study conducted by the central pollution control board (CPCB) revealed MSW generation in India is increasing at a distressing rate of 5 % per annum with a sharp escalation in the quantities of domestic hazardous waste (Sharma et al., 2018). With major financial constraints, inefficacy of collection, treatment, and disposal incurs further reasons to worry. So far India has miserably failed to set up wholesome source segregation and collection method. Presently, the country spends more than 60% of its annual waste management budget only in collection. Besides, only 20% or less of the collected materials are scientifically handled and treated. Citing the statistics, it is evident that the majority of the MSW is simply gets dumped on the low laying grounds located somewhere on the outskirts of the cities. The precipitation, infiltration, surface water runoff, bird menace, rodent interference etc. triggers the vulnerability of waste and leads to mal odor, ground and surface water contamination, human and environmental health deterioration (Jayawardhana et al., 2016). Further, the perseverance of the inorganic and inert fractions leads to soil contamination, poses a fire threat, and also may incur carcinogenicity and acute toxicity among the animals (Mir et al., 2021). There are numerous techniques for the reclamation and remediation of the dumpsites, includes processes such as capping and closure, in-situ vitrification, sub-surface cut-off walls, and waste biomining (Chakrabarti and Dubey, 2015; Thakare and Nandi, 2016). Waste biomining is a stable way to get rid of the entire range of problems associated with open dumping and reclaim valuable land (Kaksonen et al., 2017). There are several instances including reclamation of Mumbai Gorai dump yard by IL & FS Environment, 70 – 80 years old 12,00,000 tons of dump clearance by Nagar Nigam Indore within a minute span of 3 years and many more. But the process of biomining is highly sensitive and case-specific. The success of the process solely depends on factors such as characteristics of the waste, efficacy of the effective microorganism culture, acceptability of the processed end product at the local market etc. (Jerez, 2017; Banerjee et al., 2017; Venkiteela, 2020). Contrarily, though the scientific capping is not an end-to-end solution but still advisable in the cases where the quantity of waste is gigantic, land scarcity is prevalent, no nearby industries to consume the end products etc. Mehta et al. (2018) have also supported the above claim based on the assessment of locations specific MSW dump reclamation case studies. While in another Nagpur-based case study conducted by Ashootosh et al. (2020) reported the superiority of the biominingprocess over simple land capping due to the favorability of the local conditions. Capping eliminates the environmental interference and thereby reduces biosphere contamination and leachate generation. Further, it captivates rodent and vector breeding and thereby curtails the spreading of communicable diseases and improves aesthetics. But right consolidation through compaction and execution is utmost necessary in the above case. As non-compaction and faulty sloping will easily lead to heavy settlement and slope failure (Berkun et al., 2005; Al-Ghouti et al., 2021). The present study has been pursued with the primary objective to run a techno-commercial assessment between scientific capping and biomining. While the secondary objective was to ascertain the level of contamination and propose mitigative measures. MATERIALS AND METHODStudy Area Spanning over 350 acres of a precious piece of land at the outskirts of Hyderabad city, Jawahar Nagar dumping yard was brutally utilized by the Greater Hyderabad Municipal Corporation (GHMC) for open dumping for a prolonged tenure of 10 years. It housed nearly 12 lakh metric tons of heterogeneous solid and domestic hazardous waste and continues polluting until 2015, until the Ramky group was offered to cap the legacy dumping and scientifically handle the site. The present study has been facilitated at Hyderabad Municipal Solid Waste Limited, formerly known as Jawahar Nagar dump yard to analyze and assess the feasibility of bio-mining as handling and management alternate to the existing practice of scientific capping. The epicenter of processing and disposal facility is lying approximately on the cross-section of 17°31'24.45"N and 78°35'23.37"E. As per the contract, the comprehensive legacy dumping to be capped in three phases over about 150 acres of area and Ramky has significantly entered the phase two of the operation only within a span of five years by successfully capping more than half of the legacy footprint. Sampling Methodology The waste pile was divided into three layers namely, base, middle, and top. A uniform amount of sample was collected from the successive layers of all five different corners which cover north, south, east, west, and central of the garbage pile. Sampling inspections were performed using a manual auger besides large samples were collected using a JCB excavator. The top six-inch layer of the pile was removed to avoid any contamination while collecting the samples and 5-10 kg of sample was collected from each of the locations. Further, intermediate and bottom layer samples were collected by digging a 500 mm diameter hole through the heap. A composite was prepared by a homogenized blending of all the fifteen grub samples. The blend was distributed into four equal quadrants and the top and bottom quadrants were eliminated diagonally while the left-over quadrants were mixed thoroughly. This process was repeated until a sample of the required bulk of 20 kg is obtained. Surface and subsurface water samples from borewell were collected in and around the facility. Piezometric monitoring borewells located near the landfills were utilized for the subsurface sample collection. While a rainwater pond turned leachate lake named Malkaram was determined as the primary source for leachate collection. Buffer samples were collected from Ambedkar Nagar, the nearby colony exiting at a distance of only 300 meters. Lab-scale Experimentation The representative sample was characterized for composition and further screened through a 70 mm mesh size trommel. The trommel permeate was considered as the organic fraction while the reject was mostly inorganics and inert. The organics were subjected to ASPC. The quantity of the air required is arrived using the method delineated below (Figure 1). MSW Pile size: 2m x 0.5m x 0.5m Volume of pile: 0.5 m3 Average Density of MSW: 620 Kg/m3 Weight of pile: 310 Kg Nitrogen required for matured compost: 9300 mg/kg dry : 9300 X 310 mg : 2.88 x 106 mg : 2.88 Kg Total air required: 2.88 x 100/76 [as Nitrogen in air is 76% by weight] : 3.79 Kg of dry air : 3.79/1.225 m3 [@ 15 deg C density of air 1.225 kg/m3] : 3.1 m3 This air is to be supplied for 100 min / day for 0.5 m pile Air flow rate required: 3.1 x 60/100 = 1.86 m3/h (for practical purpose a flowrate of 2 m3/h was maintained). The maturation period was considered as 28 days and post-maturation, the stabilized material was further cured for 24 hours and screened using 12 mm and 4 mm trommel respectively to obtain the desired product quality and particle size. Whereas, the trommel reject was evenly spreader on the copper trays and dried in an oven at 1050C for 2 hours. The dried material was micronized to the size of 50 mm or below using a scissor and inert such as glass, sand, stone etc. were segregated manually (Mohan and Joseph, 2020). Concurrently, a bench-scale capped landfill prototype was built using the below-mentioned procedure to evaluate the factors such as settlement and slope stability. A 30 mm thick low permeable soil was laid on the top of the waste, followed by a 60 mm layer of compacted clay liner (CCL). Each join between successive liner material was closely monitored. A 1.5 mm thick HDPE liner was placed on the top of the CCL. A 285 GSM geotextile membrane was placed as the successive above layer followed by a 15 mm thick drainage media layer. A further layer of geotextile membrane was placed on top of the drainage media for better stabilization, grip, and strength. The top vegetative soil layer of 45 mm thickness was laid off on top of the geotextile media and St. Augustine grass was rooted (Cortellazzo et al., 2020; Ashford et al., 2000). 2.4 Sample Analysis pH, Electrical Conductivity (EC) and Turbidity of the samples were analyzed using pH, EC-TDS, and Nephelometer of Mettler Toledo. The pH meter was calibrated with the buffer solution of 4.0, 7.0 & 9.12 at a controlled temperature. EC-TDS meter was calibrated with 0.1 M KCL having 12.8 mS/cm of conductivity. Nephelometer was calibrated with Formazine solution of 10 & 100 NTU. Total Dissolved Solids (TDS), (mg/L) was performed using the gravimetric method at 1800C in the oven. Titrimetric parameters such as Total Alkalinity as CaCO3 (mg/L), Total Hardness as CaCO3 (mg/L), Chloride as Cl- (mg/L), Calcium as Ca2+ (mg/L), Residual Free Chlorine (RFC), (mg/L) were analyzed using APHA (American Public Health Associations) method, 23rd Edition, 2017. Total Kjeldahl Nitrogen (mg/L) and Ammonical Nitrogen (mg/L) were performed through distillation followed by titration with H2SO4 as a titrant. Sulphide as S2- was done with the Iodometric method after distillation. Each titrimetric parameter was analyzed in triplicate after standardizing the titrant with required reagents and crossed checked by keeping a check standard. Sodium as Na (mg/L) and Potassium as K (mg/L) were performed using Flame Photometer. The photometer was calibrated with different standards from 10 to 100 (mg/L) standard solutions. The leachate sample was diluted enough to get the value within the standard range and cross-checked with check standards at the same time. Chemical Oxygen Demand (COD), (mg/L) was performed using the open reflux method for 2 hours at 1500C in COD Digestor. Biochemical Oxygen Demand (BOD), (mg/L) was performed using the alkali iodide azide method for 3 days. The samples were kept in a BOD incubator at 270C for 3 days. It was kept in duplicate to have a check on quality control. Sulphate was analyzed by the gravimetric method instead of turbidimetric or through UV-Visible spectrophotometer as its concentration was found more than 40 mg/L. Nitrate as NO3- was analyzed after filtration at 220-275 nm, while Hexavalent Chromium as Cr6+ was analyzed at 540 nm in the UV-Vis. Parameters like Cyanide as CN-, Fluoride as F-, and Phenolic Compounds were gone through a distillation process followed by UV-Vis. The distillation process ensures the removal of interferences presents either positive or negative. For the parameters like Total Iron or Ferric Iron, the samples were digested properly with the required reagents on the hot plate before analyzing in UV-Vis. For the metal analysis the water samples were digested at a temperature of 1000C using aqua regia as a media. The samples were digested to one-fourth of the volume on a hot plate. The recommended wavelengths as per APHA 3120 B were selected for each of the metals. The standard graph was plotted for each of the metals before analysis and crossed checked with the check standard at the same time. Parameters such as bulk density and particle size were performed through the certified beaker and sieve. The percentage of moisture content was estimated using the oven by keeping the compost sample for 2 hours at 1050C. C/N ratio was estimated through CHNS analyzer keeping sulfanilamide as a check standard. The analysis was performed by extracting the desired component in the desired solution prescribed in the method followed by converting the same from mg/L to mg/Kg. RESULTS AND DISCUSSION An exhaustive bench-study has been pursued and real-time samples were collected and analyzed for all possible parameters to determine the pros and cons attributed to both processes. The investigation begins by collecting the samples and concluded by impact assessment studies inclusive of the buffer zone. Both solid, liquid, and gaseous samples were precisely investigated to opt for the best solution. A detailed finding of the investigation is summarized below. Primarily, the representative solid sample was characterized through a manual separation process and the results are portrayed in Figure 1. Compost Characterization ASPC of the organic fraction has resulted in a recovery of 46.7% of the initial load. While 53.3% of the influent mass were inert and barely degradable fraction contributes to reject, the rest 4.1% is miscellaneous process loss. The processed compost was extensively analyzed including for metal contamination and the same is tabulated in Table 1. The value of C/N ratio, OC, TN, K2O, P2O5, and NPK evidently portrays the shortcoming in terms of nutrient availability. Though it is highly enriched in organic carbon and thus the same can be effectively utilized as a soil preconditioner. Ayilara et al. (2020) also reported a similar finding, where the city compost sourced from MSW lagged major plant nutrients. RDF Characterization Processed trommel rejects constitute cloth, rexine, leather, jute, paper, plastics, coir and other inert contributed to RDF. The fraction of inert was as high as 37.2% of the overall RDF mass and it mostly constituted glass and sand. The combined weight of sand and glass fragments contributed 73.5% of the total inert, while the rest was stone and small brickbats. The higher level of silicon associated with the presence of glass and sand yielded siloxane and triggered the possibility of kiln corrosion. A detailed RDF analysis report is enclosed in Table 2. The values explicitly portray the quality of RDF is moderately lower and higher salts concentration is extremely prevalent. With relatively lower NCV and such high salt concentration, the above specimen will certainly pose a corrosion threat to the kiln and shall be either neglected as kiln feed or can be utilized after dilution with Grade III RDF quality. Further, such high ash generation will also induct high transportation and landfill charges. Leachate Characterization The Malkaram leachate lake is the end result of prolonged, slow, and steady mixing of the legacy leachate through the existing fissure cracks in the sheath rock bottom profile. Apparently, the concentration of leachate is significantly lower due to the dilution. Samples were analyzed in triplicates and the mean value is tabulated here in Table 3. The metal concertation and rest of the parameter values are well within the secondary treatment influent range, except for TDS. Thus, a modular aerobic biological treatment unit such as moving bed biofilm bioreactor (MBBR) or membrane bioreactor (MBR) would be a well-suited pick. However, a reverse osmosis (RO) system needs to be installed to get rid of the high TDS content. The permeate of RO can be reused back into the system. Whereas, the reject can be converted into dried powder through forced evaporation mechanisms. The higher concentration of salts in RDF collaterally justifies the elevated TDS level in leachate. In a leachate impact assessment study performed by El-Salam and Abu-Zuid (2015) the reported BOD/COD ratio of 0.69 is greater than double the value of 0.301 reported in Table 3. Though the difference in both the values are quite high, it is relatable and justifiable by the huge age difference of the source waste. The primarily characterized data is of a fresh leachate generated from regular MSW, while the later one is from a decade old waste that barely has any unstabilized organic content. Groundwater Contamination The obvious reason for downward leachate infiltration and osmotic movement facilitates groundwater contamination. Both surface and subsurface water samples were collected within the dump yard and the buffer zone and analyzed using the standard methods. The results are portrayed in Table 4. The slightly alkaline pH of the borewell sample is an indication of the ongoing anaerobic process. The dissolved oxygen value of 3.5 mg/L further validates the correlation. Higher TDS and hardness values are self-indicative of elevated salt concentration in source waste. Eventually, the same interfered with the RDF quality. Positively in the case of all the parameters, a successive decrement in pollution concentration has been spotted from dump ground towards the buffer zone. In a similar study conducted by Singh et al. (2016) at Varanasi, Uttar Pradesh the reported concentration of the parameters is significantly higher than reported in Table 4. The basic reason behind variation is the dissimilarities of the local soil profile. The sandy and clay loam soil profile of Varanasi allows a greater rate of percolation and infiltration. While the bottom sheath rock profile at Jawahar Nagar permits the only a minute to little percolation rate. The difference in percolation rate is directly correlated to the concentration levels in this case. Contrarily, Kurakalva et al. (2016) have reported much-elevated pollutant concertation both in ground and surface water for a study conducted at the same site in 2016. The higher concentration is relatable to the fact of the non-closure of the open dump back then. Capping activity had at Jawahar Nagar gained its pace 2018 onwards and capping for the primary section of 70 acres got concluded only during mid of 2019. Due to the decrement in runoff and percolation, the quality of both surface and subsurface water has improved drastically. Impact Assessment The odor and groundwater contamination are two of the primary issues that triggered a massive public agitation initially. The root causes of both the issues are identified as rainwater percolation and anaerobic digestion respectively. Eventually, the completion of the capping process would resolve both the problems effectively. Other non-tangential impacts include nausea; headache; irritation of the eye, nasal cavity, and throat; diarrhoeal diseases; vector-borne disease, cattle toxicity etc. Scientific capping can easily cater as the wholesome solution for all (Cortellazzo et al., 2020). Yu et al. (2018) had performed an extensive study to comprehend the relativity of respiratory sickness and MSW borne air pollution. The study made a couple of dreadful revelations such as gases released due to the anaerobic digestion of MSW such as methane, hydrogen sulphide, and ammonia incur detrimental impact on Lysozyme and secretory immunoglobulin A (SIgA). While SO2 was reported as the lung capacity and functionality reducer. Further, a gender-specific study executed by the same research group revealed, air pollution impacts more severely on male children than the female and retards immune functions. Presently, the area of 351 acres has been developed as Asia’s one of the largest state of the art municipal solid waste processing and disposal facility by Ramky Enviro Engineers Limited. This ensured zero dumping and no further environmental interventions. As legal compliance, the facility monitors the quality of groundwater and ambient air quality in and around the facility on monthly basis to assure the biosafety. The variation in concentration of various monitoring parameters between 2012 to 2020 is summarized in Figure 2. The concentration of each of the parameters are showcased in ppm and a standard equipment error was settled at 3% for respirable dust sampler and multi-gas analyzer (Taheri et al., 2014). Despite all parameter values have gradually increased except for methane, the facility still managed to maintain them well under the regulatory limits. The decrement in methane concentration is directly correlated to the practice of aerobic composting and aeration-based secondary treatment that prevented the formation of the anaerobic atmosphere and henceforth methane generation. While for the rest of the parameters the increment in values is quite substantial and predictable due to the sudden escalation in MSW generation in the past decade in correlation with Gross domestic product (GDP) enhancement. The observed and interpreted impacts due to the elevated pollutant level are in-line with the georeferenced findings reported by Deshmukh and Aher (2016) based on a study conducted at Sangamner, Maharashtra. CONCLUSION The study critically analyzed and investigated every techno-environmental and socio-economic aspect correlated to open dumping. The bench-scale experimentation revealed the efficiency of the single liner scientific capping is fair enough to eliminate any further rainwater infiltration, however, it has no control over the generation of leachate due to the inherent moisture. Internal moisture related issue was anyhow compensated with pertinent compaction prior to dispose of the waste. Contrarily, both the products derived through the biomining process namely, compost and RDF lagged quality due to scantier nutrient content and higher salt and silicon content respectively. Besides, impact assessment studies concede the pollutant concentration in groundwater in and around the plant has drastically diminished post-July 2019 due to the partial completion of waste capping. It also abetted lowering the dust and odor issues relatively in the surrounding. Abstract:
The spectrum of normalized Laplacian matrix of a network has attracted more and more attention because it is related to the structural properties and dynamical aspects of the network, specially in random walks. In this paper, we study the spectra and their applications of normalized Laplacian matrices for weighted level-3 Sierpiński graphs that are constructed in an iterative way. We analytically obtain all the spectra from two successive generations by applying the decimation method. Using the obtained spectra, we then derive closed-form expressions for their eigentime identity and number of spanning trees.

Find your black holes and white walls, know them … it is the only way you will be able to dismantle them and draw your lines of flight.—Deleuze and Guattari, A Thousand Plateaus Defined by originator David Belle as “an art to help you pass any obstacle”, the practice of “parkour” or “free running” constitutes both a mode of movement and a new way of interacting with the urban environment. Parkour was created by Belle (partly in collaboration with his childhood friend Sébastien Foucan) in France in the late 1980s. As seen in the following short video “Rush Hour”, a trailer for BBC One featuring Belle, parkour practitioners (known as “traceurs”), leap, spring, and vault from objects in the urban milieu that are intended to limit movement (walls, curbs, railings, fences) or that unintentionally hamper passage (lampposts, street signs, benches) through the space. “Rush Hour” was among the first media representations of parkour, and it had a significant role in introducing and popularizing the practice in Britain. Parkour has subsequently been widely disseminated via news reports, Nike and Toyota ads, the documentaries Jump London (2003) and Jump Britain (2005), and feature films, including Luc Besson’s Yamakasi – Les Samouraïs des Temps Modernes (2001) and Banlieu 13 (2004; just released in the U.S. as District B13), starring David Belle as Leto and Cyril Raffaelli as Damien. Sébastien Foucan will appear in the upcoming James Bond film Casino Royale as Mollaka, a terrorist who is chased (parkour-style) and then killed by Bond. (Foucan can also be seen in the film’s trailer, currently available at both SonyPictures.com and AOL.com; the film itself is scheduled for release in November 2006). Madonna’s current “Confessions” tour features an extended parkour sequence (accompanying the song “Jump”), albeit one limited to the confines of a scaffold erected over the stage. Perhaps most important in the rapid development of parkour into a world-wide youth movement, however, has been the proliferation of parkour websites featuring amateur videos, photos, tutorials, and blogs. The word “parkour” is derived from the French “parcours” (as the sport is known in France): a line, course, circuit, road, way or route, and the verb “parcourir”: to travel through, to run over or through, to traverse. As a physical discipline, parkour might be said to have a “poetics” — first, in general, in the Aristotelian sense of constructing through its various techniques (tekhnē) the drama of each parkour event. Secondly, one can consider parkour following Aristotle’s model of four-cause analysis as regards its specific materials (the body and the city), form or “vocabulary” of movements (drawn primarily from gymnastics, the martial arts, and modern dance), genre (as against, say, gymnastics), and purpose, including its effects upon its audience and the traceurs themselves. The existing literature on parkour (at this point, mostly news reports or websites) tends to emphasize the elements of form or movement, such as parkour’s various climbs, leaps, vaults, and drops, and the question of genre, particularly the ongoing, heated disputes among traceurs as to what is or is not true parkour. By contrast, my argument in this essay will focus principally on the materials and purpose of parkour: on the nature of the city and the body as they relate to parkour, and on the ways in which parkour can be seen to “remap” urban space and to demonstrate a resistance to its disciplinary functions, particularly as manifest in the urban street “grid.” The institution of the street “grid” (or variations upon it such as Haussmann’s Parisian star-configuration) facilitates both the intelligibility — in terms of both navigation and surveillance — and control of space in the city. It situates people in urban spaces in determinate ways and channels the flow of pedestrian and vehicular traffic. The “grid” thus carries a number of normalizing and disciplinary functions, creating in effect what the philosophers Gilles Deleuze and Félix Guattari refer to as a “striation” of urban space. This striation constitutes “a process of capture of flows of all kinds, populations, commodities or commerce, money or capital, etc.” within a field of determinate spatial coordinates (Deleuze and Guattari 386). It establishes “fixed paths in well-defined directions, which restrict speed, regulate circulation, relativize movement, and measure in detail the relative movements of subjects and objects” (Deleuze and Guattari 386). Many of these aspects of striation can be seen in the ways urban space is depicted in the “Rush Hour” video: in the gridlocked traffic, the flashing tail-lights, the “STOP” light and “WAIT” sign, the sign indicating the proper directional flow of traffic, and the grim, bundled-up pedestrians trudging home en masse along the congested streets. Against these images of conformity, regulation, and confinement, the video presents the parkour ethos of originality, “reach,” escape, and freedom. Belle’s (shirtless) aerial traversal of the urban space between his office and his flat — a swift, improvisational flow across the open rooftops (and the voids between them), off walls, and finally down the sloping roof into his apartment window — cuts across the striated space of the streets below and positions him, for that time, beyond the constrictions of the social realm and its “concrete” manifestations. Though parkour necessarily involves obstacles that must be “overcome,” the goal of parkour is to do this as smoothly and efficiently as possible, or, in the language of its practitioners, for the movement to be “fluid like water.” The experience of parkour might, then, be said to transform the urban landscape into “smooth space,” in Deleuze and Guattari’s sense of “a field without conduits or channels” (371), and thus into a space of uninhibited movement, at least in certain ideal moments. Parkour seems to trace a path of desire (even if the desire is simply to avoid the crowds and get home in time to watch BBC One) that moves along a Deleuzean “line of flight,” a potential avenue of escape from the forces of striation and repression. Here the body is propelled over or through (most parkour movement actually takes place at ground level) the strata of urban space, perhaps with the hope that, as Deleuze and Guattari suggest, “one will bolster oneself directly on a line of flight enabling one to blow apart strata, cut roots, and make new connections” (15). In the process, parkour becomes “an art of displacement,” appropriating urban space in ways that temporarily disrupt their controlling logics and even imply the possibility of a smooth space of desire. One might see parkour as an overcoming of social space (and its various constrictions and inhibitions of desire, its “stop” and “wait” signs) through the interplay of body and material barriers. The body becomes an instrument of freedom. This, again, is graphically conveyed in “Rush Hour” through the opening scene in which Belle strips off his business suit and through the subsequent repeated contrasts of his limber, revealed body to the rigid, swathed figures of the pedestrians below. In part an effect of the various camera angles from which it is shot, there is also an element of the “heroic” in this depiction of the body. This aspect of the representation appears to be knowingly acknowledged in the video’s opening sequence. The first frame is a close-up, tightly focused on a model of a ninja-like figure with a Japanese sword who first appears to be contemplating a building (with an out-of-focus Belle in the background contemplating it from the opposite direction), but then, in the next, full shot, is revealed to be scaling it — in the manner of superheroes and King Kong. The model remains in the frame as Belle undresses (inevitably evoking images of Clark Kent stripping down to his Superman costume) and, in the final shot of that sequence, the figure mirrors Belle’s as he climbs through the window and ascends the building wall outside. In the next sequence, Belle executes a breath-taking handstand on a guard railing on the edge of the roof with the panorama of the city behind him, his upper body spanning the space from the street to the edge of the city skyline, his lower body set against the darkening sky. Through the practice of parkour, the relation between body and space is made dynamic, two reality principles in concert, interacting amid a suspension of the social strata. One might even say that the urban space is re-embodied — its rigid strata effectively “liquified.” In Jump London, the traceur Jerome Ben Aoues speaks of a Zen-like “harmony between you and the obstacle,” an idealization of what is sometimes described as a state of “flow,” a seemingly effortless immersion in an activity with a concomitant loss of self-consciousness. It suggests a different way of knowing the city, a knowledge of experience as opposed to abstract knowledge: parkour is, Jaclyn Law argues, “about curiosity and seeing possibilities — looking at a lamppost or bus shelter as an extension of the sidewalk” (np.). “You just have to look,” Sébastien Foucan insists in Jump London, “you just have to think like children….” Parkour effectively remaps urban space, creating a parallel, “ludic” city, a city of movement and free play within and against the city of obstacles and inhibitions. It reminds us that, in the words of the philosopher of urban space Henri Lefebvre, “the space of play has coexisted and still coexists with spaces of exchange and circulation, political space and cultural space” (172). She's the dollars, she's my protection; she's a promise, in the year of election. Sister, I can't let you go; I'm like a preacher, stealing hearts at a traveling show. For love or money, money, money... Desire -- U2, "Desire" (1988) For the love of money. In the worship of things. Desire has traditionally been employed by advertising as a means of selling product. Regardless of culture, more powerful than context, desire is invoked as one of capitalism's iron-clad codes of quality. The Uses of Desire in Advertising Specifically, two variants have been most common. That in which desire is: (1) stimulated or (2) sated by a product. Crucial to advertisers, in both cases the product is more powerful than the thing the audience finds most powerful: the physical surge, the emotional rush, the chemical compulsion we label "desire". In the case of the former, a typical approach has been to create an equation in which product intervenes in the relationship between man and woman (and it is always man and woman), stimulating the psycho-physiological desire of one for the other. A classic pre-post design. Absent the product, desire would not arise, ad text often alleges. This tack is well captured in this ad for a perfume. Implicit in this approach is the assumption that the ad reader will desire desire. If so, he or she -- equally desirous of this turn of events -- will insert him or herself into the scenario, engaging in a symbolic, if not actual purchase of the product1. As we saw above, desire is often depicted via substitute symbols -- flashing red neon, burning matches, flame-blowers, stifling heat and raging brush fires2. The product is then used to extinguish such signs -- metaphorically quenching desire. This is the satiation variant identified at the outset. Standardised Desire? This last is an Australian ad, but in a wide variety of contexts, the same formula of product/desire appears. A recent Malaysian ad, for instance, plays out like this: a motorbike roars up to a doorstep; its leather-clad rider dismounts. Removing the helmet we find beneath a ... beautiful long-haired woman. Cut to a medium shot of the front door opening. A similarly-clad male leans against the molding. Rugged, firm, slightly aloof. Cut to product name: Dashing for Men. Followed by a picture of the cologne. "The Dashing Sensation" is then posted -- ripe with the implication that the cologne has worked its magical, magnetic attraction uniting female and male. It should be pointed out that Malaysia is a market with a significant western presence. Its top advertising firms are American, British and Italian. Thus, if one were curious as to whether desire was inherently a "cultural universal" or rather due to accession (i.e. the movement of intellectual and corporate capital), Euro-American presence would certainly be a factor to consider 3. Innovating Desire Bringing us to Japan. Desire is also a major theme there, as well. However, there, Japanese firms dominate ad production. And, interestingly, though the above-mentioned formulations do appear, desire in Japan also has its own specialised discourse. Rather than a relationship between the consumable and the consumer's emotional/physical state, discourse about desire can transpire independent of the product. Desire is often simply about desire. This is in keeping with a trend (or, more formally, a stage) of development Japanese advertising has achieved -- what I call "product-least advertising"; a condition in which discourse is about many things other than consumption. One of these things being desire. In closing I will wonder what this might say about Japanese society. Japanese Approaches to Desire As noted above, it is not the case that messages of product-induced desire do not appear in Japan. They are certainly more pervasive than in their Islamic neighbor, Malaysia. And, like America, desire is treated in an array of ways. Object-Mediated Desire One approach, admittedly less conventional, posits the product as medium. Only through the product will desire be manifested. In this ad, though verbal substitutes are invoked -- "lust", "love", "lick", "pinch", bite", "touch" -- desire is the guiding force as the figures trapped inside the product's bar code move mechanically toward physical consummation. Of particular note is the product's multi-faceted relationship to desire: it subsumes desire, stimulates it, provides a forum and means for its expression, and is the device securing its culmination ... the ad text is ambiguous as to which is controlling. This is a definitive "postmodern ad", pregnant with shifting perspective, situational action, oppositional signs and interpretive possibilities. The kind of text so-called "cultural studies" intends by the term "polysemy" (the notion that multiple meanings are contained in any sign -- see Fiske). In the case of desire, postmodern ads tell us not that desire is multiple. Rather, it is a singular (i.e. universally experienced) condition which may be differentially manifested and variously interpretable vis-à-vis singular object/products. Object-Induced Desire For instance, in this ad, again for instant noodles, two salarymen contemplate the statement "this summer's new product is stimulating". Each conjures a different image of just what "stimulating" means. For the younger man, a veritable deluge of sexual adoration; for his elder, an assault by a gang of femmes toughs. And while the latter man's fantasy would not qualify as the conventional definition of "desire", the former would. Thus, despite its polysemic trappings, the ad varies little from the standard approach outlined at the outset (plates 1 and 2). It posits that the product possesses sufficient power to stimulate desire for its consumer in external, unrelated others. Object-Directed Desire One of sociology's earliest complaints about capitalism was its reduction of people to the status of things. Social relations became instrumental acts aimed at achieving rational ends; the personalities, thoughts and qualities of those human agents engaged in the exchange become secondary to the sought good. Advertising, according to early semiotic critiques (see for instance Williamson), has only intensified this predilection, though in a different way. Ads instrumentalise by creating equality between the product presented and the person doing the presenting. When the presenter and product are conflated -- as in the case where a major star clasps the product to her bosom and addresses the camera with: "it's my Nice Once" (the product name) -- the objectification of the human subject may be unavoidable. The material and corporeal meld. She cherishes the drink. If we desire her (her status, her style, her actual physical being) but are realistic (and thus willing to settle for a substitute) ... we can settle for the simulation (her drink). This kind of vicarious taking, this symbolic sharing is common in advertising. Played out over and over the audience quickly learns to draw an equal sign between the two depicted objects (product and star). Purchasing one enables us to realise our desire (however incompletely) for the other. Sometimes the product and person are separated, but in a way that the discourse is about longing. The product is consumed because the human can't be -- perhaps a less satisfactory substitute, but a replacement, nonetheless. Or, as in the ad below, the two might be interchangeable. Interior. Bright yellow room without any discernible features. No walls, windows or furniture. Tight shot of black fishnet stockings, barely covered by a yellow dress. The legs swivel in a chair, allowing a fleeting shot of the model's crotch. Cut to a darkened interior. The product sits next to a set of wrenches. Cut back to first interior. Medium tight of the model's bare shoulders. She spins in her chair. Cut to the mechanic working on the engine of a car. Female voiceover: "Hey! Work AGAIN? ... Let's play!" Cut to tight shot of her pursed lips. "Hey! ... let's go for a drive", accompanying consecutive shots of the mechanic wiping sweat from his brow and the vamp's derriere. Next, a sequence of fast, tight images: mechanic revving the engine, the model's face, then her upper body viewed through heavily-ventilated apparel. "Oh", she says, "cars are cuter, huh?" The mechanic pauses to consider. Walks over to the product, pops the top. "When it comes to that sort of man..." her VO says as he gulps the drink, "women are suckers". Tight on woman's face: "(he's a) rake", she pouts. To better appreciate this endemic correspondence between objectification and desire, consider this ad for a car named "Rosso" ("red" in Italian, "aka" in Japanese). The model, "Anna", is tinted head to toe in red (red, of course, being the universal signifier for passion and desire)4. She and/or the car rouse enough passion in a male by-stander to literally make his blood boil. This, in turn, produces steam which, in turn, sends air current of sufficient force to propel Anna's skirt skyward. This, in turn, converts the man's face into an embarrassed and/or impassioned red. "Rosso!" he gushes enthusiastically -- reference to car, his condition, Anna and, presumably, her panties5. Thus, the desire for things -- people included -- is by no means disappearing in Japanese advertising. The name of the game is still to sell that which has been produced. Although Japanese ads have moved toward a decentring of product -- an introduction of consumption-least discourse, with a concomitant increase in popular cultural and societal content -- the great majority still speak in the language of "here it is, buy it!" The prevailing tenor is still object-oriented. And the spill-over, as we just saw, is a tendency to depict humans and their interactions in objectified terms. A recent ad, for the discount store LLAOX, is rather stark in this regard. A young man displays photos of the many items (guitars, television, appliances) he found at LLAOX. In the final shot, of an attractive woman standing in front of the items, he proudly boasts: "I found her at LLAOX, too!" Subject-Oriented Desire Like ads in other countries, then, Japanese ads tend to place the object ahead of the subject. Desire for the person depicted in the ad is either ancillary to the desire expressed for the product, or else exists as a function of the subject's objectified status. However, an accreting number of Japanese ads have begun orienting desire toward one or both of the subjects in the ad, over or independent of the object for sale. A man and woman in their early thirties sit at a table sipping whiskey. The woman leans toward the man and in a perky voice utters: "Hey, let's turn in soon." The man protests, pointing to the drink: "we haven't finished this, yet." The woman tilts her head. She insists "let's head home." Then in a conspiratorial undertone "it's that day" and winks. The man's elbow falls off the tabletop. The woman blows him a kiss. Cut to a cat hiding beneath one of his paws in embarrassment. (Source: Nikka All Malt Whiskey -- Japan, 1993) Admittedly, not all ad discourse involves desire. But of late considerable ad space has been devoted to human relations and longing6. Consider this promo for a health drink. A man stands on his verandah in his t-shirt and pyjama bottoms. He looks groggy. Cut to a young woman watering her plants on the adjacent porch. "Hey!" she coos to her bushes, "are you lively?" She tends the pots along the centre divider. Is she addressing her foliage or the young man on the other side? He cranes his neck to steal a peek. She seems unaware. He lays his head on his forearms, admiring her. Cut to a shot of her regarding the product; drinking it; savouring the taste. The text reads: "With Lactia you will bloom beautifully." The woman enthuses audibly: "happiness!" Her voyeur, still in thrall, emits a sigh, suddenly straightens and declares aloud (in English): "Nice!" The previous two examples feature desire by adults. Considerable contemporary desire-centred discourse, however, focuses on teens. In these cases the product is sometimes introduced as a symbol for desire -- as in this case of a potato chip which snaps crisply each time a boy's romantic advance is repelled. A boy and girl walk along a boardwalk. The boy tentatively reaches for his partner's hand. Just then an approaching bicyclist toots his horn and cleaves a path between the two. A superimposed chip snaps. Next, seated on the shoreline, the boy reaches out again. Suddenly, a wind-blown ball rolls past, prompting his intended to abruptly vacate her position. He is left, literally clutching air. Another chip snaps again. The boy reaches out to touch the girl's handprint in the sand. He utters "I like you". The girl turns and asks "what did you say?" He impotently shrugs "nothing at all." Cut to a box of the chips. This youthful obsession with desire plays prominently in ads. First, because it fits well with the "mini-drama" format currently favoured in Japanese advertising. Second, because it is an effective technique for capturing viewer interest. The emotional tugs keep the audience attending to the ad beyond the first viewing. In the following ad, while desire for the product is the punch line, the entire ad is structured around unrequited desire. The confusion of the former for the latter not only redounds to product value, but predisposes the audience toward empathy and engagement. A teenage girl in her plaid uniform steers her bike into its berth outside school. Her voiceover identifies the bike name, shows how one touch locks the wheel in place and the seat in the vertical position. "Oh!" a quavering male voice utters off camera. "Can I ask name?" Japanese being a language that often operates without articles and pronouns, we aren't sure which name he means. Quick zoom in on the girl's expectant expression. "Eh?" she asks breathlessly. Her narration stops, her heart soars, glowing a vibrant red over her white sweater. "The bike's name", her interlocutor clarifies. All at once, the throbbing red heart is extinguished, fading to a black circular smudge. Her expectant smile dissolves into disappointment. Not all scenarios are downers, however. In the following case the product is a prop -- at best an accoutrement -- in the teenage game of expressing desire. A spry girl pours hot water into two cups. Off camera an older female voice asks whether she isn't supposed to be resting. "Don't worry about it", the girl replies. Cut to exterior shot. She's wearing a short coat, backing through the front door with the two cups in her hands. Cut to an angled reaction shot: a handsome boy leans across his bike, placing a letter in the post. He holds the letter up. "This", he says. Cut to the girl, now leaning against the entryway of the building, sipping her drink. Haltingly, in a breathy voice, she utters: "To... tomorrow... would have been... okay. But..." Japanese being the language of implication we read this as "it's fine the way it is working out." With the girl in the foreground, we see the boy leaning against the entryway on the opposite side contemplating his drink. Cut to a long angled shot from high above. The two teens sup in the cool evening air, alone, intimate, yet separated by the building's bright entrance. The narrator closes with a message about the nutritional value of the drink -- wholly unrelated to the unequivocal web of intimacy spun by these two youths. This ad offers us a perfect take on how desire is constructed and reproduced in contemporary ads in Japan. A perfect place for us to close. Evolving Desire? Desire is not new to advertising, but the form in which it is currently being expressed is. In Japan, at least, where commercials strive for polysemy in the volatile, evanescent and ultimately quixotic struggle for audience attention, communication is increasingly about things unrelated to the product. High on the list are affection, intimacy and sexuality -- aspects of human existence which bear considerable connection to desire. Reproduced in a variety of forms, played out in an array of contexts, by a variety of demographic "types", such commercial communications have the effect of centralising desire as a major theme in contemporary Japanese society7. The increase in so-called "secondary discourse"8 about human longing is palpable. But what to make of it? Clear explanations lie in "social evolution" -- factors such as: Japan's remarkable achievement of its postwar economic goals; its subsequent economic meltdown and accreting political malaise; the dramatic decline in corporate loyalty; disintegration of the family; increased urbanisation, atomisation and anomie; the stratification of generations and economic classes; increased materialism and attention to status; the concomitant loss of a personal raison d'être and collective moral beacon. In fact, all the reasons that Emile Durkheim diagnosed in fin de siècle France in inventing the discipline of sociology and Murakami Ryu has recently discerned a century later in fin de siècle Japan. Desire is a manifestation of social breakdown, as well as a plea for its resolution. As we enter a new century -- indeed a new millenium -- it is an empirical question worth monitoring whether the Japanese obsession with desire will continue to swell. Footnotes 1. Although the claims in this paper are qualitative, rather than quantitative, without question it is true that both men and women in Japanese television advertising are depicted as desiring. In this way, one could claim that desire exists independent of gender in ads. At the same time, it is almost certain that desire is often depicted as being manifested differentially by men and women. However, as one can infer from the data below, this is not always so (viz. "True Love"). Moreover, while women (or men) might more often fit one or another of the constructs below (i.e. object-mediated, object-induced, object-directed, subject-oriented) than their opposite number, cases can generally be found in which both (male and female) are depicted desiring in each of the stated relationships. 1. Thinking of this (fire-desire) symbol-set generally (and this ad specifically), one is reminded of the Springsteen lyric: At night I wake up with the sheets soaking wet and a freight train running through the middle of my head; Only you can cool my desire. I'm on fire. -- Bruce Springsteen: "I'm on Fire" (1984) Reminding one of the lyric by Shocking Blue from their decade-spanning Number 1 single (1970 by the Dutch band as well as the 1986 cover version by Bananarama): I'm your Venus, I'm your fire at your desire. If not the Earth, Wind and Fire phrasing from "That's the Way of the World" (1975): Hearts of fire, creates love desire... Of course, the fire/desire combo might also have become a universal association due to the easy opportunity (at least in English) to commit a rhyme (no matter how cloddish). 2. It has yet to be determined that desire is a cultural universal. However, the universal presence and relatively uniform logic of the "machinery of capitalism" (a major aspect of which is advertising) certainly serves as a powerful prod. That machinery overlaps culture and tends to act on it in relatively similar ways (one of which may just be the discourse about desire). This, of course, makes no claims about universal outcomes. I have addressed the interaction of capitalism and context and the themes of global/local, homogeneity/heterogeneity, universal/particular in a series of articles concerning information transfer, body, color, and advertising form in comparative context. Abstract:
“The cop in our head represses us better than any police force. Through generations of conditioning, the system has created people who have a very hard time coming together to create resistance.” – Seth Tobocman, War in the Neighborhood (1999) Even when creators of autobiographically-based comics claim to depict real events, their works nonetheless inspire confrontations as a result of ideological contestations which position them, on the one hand, as popular culture, and, on the other hand, as potentially subversive material for adults. In Seth Tobocman’s War in the Neighborhood (1999), the street politics in which Tobocman took part extends the graphic novel narrative to address personal experiences as seen through a social lens both political and fragmented by the politics of relationships. Unlike Art Spiegelman’s Maus (1986, 1991), War in the Neighborhood is situated locally and with broader frames of reference, but, like Maus, resonates globally across cultures. Because Tobocman figures the street as the primary site of struggle, John Street’s historiographically-oriented paper, “Political Culture – From Civic Culture to Mass Culture”, presents a framework for understanding not that symbols determine action, any more than material or other objective conditions do, but rather that there is a constant process of interpretation and reinterpretation which is important to the way actors view their predicament and formulate their intentions. (107-108) Though Street’s main focus is on the politicization of choices involving institutional structures, his observation offers a useful context to examining Tobocman’s memoir of protest in New York City. Tobocman’s identity as an artist, however, leads him to caution his readers: Yes, it [War in the Neighborhood] is based on real situations and events, just as a landscape by Van Gogh may be based on a real landscape. But we would not hire Van Gogh as a surveyor on the basis of those paintings. (From the “Disclaimer” on the copyright page.) This speaks to the reality that all art, no matter how innocuously expressed, reflect interpretations refracted from the artists’ angles. It also calls attention to the individual artist’s intent. For Tobocman, “I ask that these stories be judged not on how accurately they depict particular events, but on what they contain of the human spirit” (from the “Disclaimer” on the copyright page). War in the Neighborhood, drawn in what appears to be pencil and marker, alternates primarily between solidly-inked black generic shapes placed against predominantly white backgrounds (chapters 1-3, 5, 7-9, and 11) and depth-focused drawing-quality images framed against mostly black backgrounds (chapters 4 and 6); chapter 10 represents an anomaly because it features typewritten text and photographs that reify the legitimacy of the events portrayed even when “intended to be a work of art” (from the “Disclaimer” on the copyright page). According to Luc Sante’s “Introduction”, “the high-contrast images here are descended from the graphic vocabulary of Masereel and Lynn Ward, an efficient and effective means of representing the war of body and soul” (n.p.). This is especially evident in the last page of War in the Neighborhood, where Tobocman bleeds himself through four panels, the left side of his body dressed in skin with black spaces for bone and the right side of his body skeletonized against his black frame (panels 5-6: 328). For Tobocman, “the war of body and soul” reifies the struggle against the state, through which its representatives define people as capital rather than as members of a social contract. Before the second chapter, however, Tobocman introduces New York squatter, philosopher and teacher Raphael Bueno’s tepee-embedded white-texted poem, “‘Nine-Tenths of the Law’” (29). Bueno’s words eloquently express the heart behind War in the Neighborhood, but could easily be dismissed because they take up only one page. The poem’s position is significant, however. It reflects the struggles between agency and class, between power and oppression, and between capitalism and egalitarianism. Tobocman includes a similar white-texted tepee in Chapter 4, though the words are not justified and the spacing between the words and the edges of the tepee are larger. In this chapter, Tobocman focuses on the increasing media attention given to the Thompson Square Park homeless, who first organize as “the Homeless Clients Advisory Board” (panel 7: 86). The white-texted tepee reads: They [Tent City members] got along well with the Chinese students, participated in free China rallys, learned to say ‘Down with Deng Xiao ping’ in Chinese. It was becoming clear to Tent City that their homelessness meant some thing on a world stage. (panel 6: 103) The OED Online cites 1973 as the first use of gentrification, which appeared in “Times 26 Sept. 19/3.” It also lists uses in 1977, 1982 and 1985. While the examples provided point to business-specific interests associated with gentrification, it is now defined as “the process by which an (urban) area is rendered middle-class.” While gentrification, thus, infers the displacement of minority members for the benefits of white privilege, it is also complicated by issues of eminent domain. For the disenfranchised who lack access to TV, radio and other venues of public expression (i.e., billboards), “taking it to the streets” means trafficking ideas, grievances and/or evangelisms. In places like NYC, the nexus for civic engagement is the street. The main thrust of Tobocman’s War in the Neighborhood, however, centers on the relationships between (1) the squatters, against whom Reagan-era economics destabilized, (2) the police, whose roles changed as local policies shifted to accommodate urban planning, (3) the politicians, who “began to campaign to destroy innercity neighborhoods” (20), and (4) the media, which served elitist interests. By chapter 3, Tobocman intrudes himself into the narrative to personalize the story of squatters and their resistance of an agenda that worked to exclude them. In chapter 4, he intersects the interests of squatters with the homeless. With chapter 5, Tobocman, already involved, becomes a squatter, too; however, he also maintains his apartment, making him both an insider and an outsider. The meta-discourses include feminism, sexism and racism, entwined concepts usually expressed in opposition. Fran is a feminist who demands not only equality for women, but also respect. Most of the men share traditional values of manhood. Racism, while recognized at a societal level, creeps into the choices concerning the dismissal or acceptance of blacks and whites at ABC House on 13th Street, where Tobocman resided. As if speaking to an interviewer, a black woman explains, as a white male, his humanity had a full range of expression. But to be a black person and still having that full range of expression, you were punished for it. ... It was very clear that there were two ways of handling people who were brought to the building. (full-page panel: 259) Above the right side of her head is a yin yang symbol, whose pattern contrasts with the woman’s face, which also shows shading on the right side. The yin yang represents equanimity between two seemingly opposing forces, yet they cannot exist without the other; it means harmony, but also relation. This suggests balance, as well as a shared resistance for which both sides of the yin yang maintain their identities while assuming community within the other. However, as Luc Sante explains in his “Introduction” to War in the Neighborhood, the word “community” gets thrown around with such abandon these days it’s difficult to remember that it has ever meant anything other than a cluster of lobbyists. ... A community is in actuality a bunch of people whose intimate lives rub against one another’s on a daily basis, who possess a common purpose not unmarred by conflict of all sizes, who are thus forced to negotiate their way across every substantial decision. (n.p., italics added) The homeless organized among themselves to secure spaces like Tent House. The anarchists lobbied the law to protect their squats. The residents of ABC House created rules to govern their behaviors toward each other. In all these cases, they eventually found dissent among themselves. Turning to a sequence on the mayoral transition from Koch to Dinkins, Tobocman likens “this inauguration day” as a wedding “to join this man: David Dinkins…”, “with the governmental, business and real estate interests of New York City” (panel 1: 215). Similarly, ABC House, borrowing from the previous, tried to join with the homeless, squatters and activist organizations, but, as many lobbyists vying for the same privilege, contestations within and outside ABC splintered the goal of unification. Yet the street remains the focal point of War in the Neighborhood. Here, protests and confrontations with the police, who acted as intermediary agents for the politicians, make the L.E.S. (Lower East Side) a site of struggle where ordinary activities lead to war. Though the word war might otherwise seem like an exaggeration, Tobocman’s inclusion of a rarely seen masked figure says otherwise. This “t-shirt”-hooded (panel 1: 132) wo/man, one of “the gargoyles, the defenders of the buildings” (panel 3: 132), first appears in panel 3 on page 81 as part of this sequence: 319 E. 8th Street is now a vacant lot. (panel 12: 80) 319 taught the squatters to lock their doors, (panel 1: 81) always keep a fire extinguisher handy, (panel 2: 81) to stay up nights watching for the arsonist. (panel 3: 81) Never to trust courts cops, politicians (panel 4: 81) Recognize a state of war! (panel 5: 81) He or she reappears again on pages 132 and 325. In Fernando Calzadilla’s “Performing the Political: Encapuchados in Venezuela”, the same masked figures can be seen in the photographs included with his article. “Encapuchados,” translates Calzadilla, “means ‘hooded ones,’ so named because of the way the demonstrators wrap their T-shirts around their faces so only their eyes show, making it impossible for authorities to identify them” (105). While the Encapuchados are not the only group to dress as such, Tobocman’s reference to that style of dress in War in the Neighborhood points to the dynamics of transculturation and the influence of student movements on the local scene. Student movements, too, have traditionally used the street to challenge authority and to disrupt its market economy. More important, as Di Wang argues in his book Street Culture in Chengdu: Public Space, Urban Commoners, and Local Politics, 1870-1930, in the process of social transformation, street culture was not only the basis for commoners’ shared identity but also a weapon through which they simultaneously resisted the invasion of elite culture and adapted to its new social, economic, and political structures. (247) While focusing on the “transformation that resulted in the reconstruction of urban public space, re-creation of people’s public roles, and re-definition of the relationship among ordinary people, local elites and the state” (2), Wang looks at street culture much more broadly than Tobocman. Though Wang also connects the 1911 Revolution as a response to ethnic divisions, he examines in greater detail the everyday conflicts concerning local identities, prostitutes in a period marked by increasing feminisms, beggars who organized for services and food, and the role of tea houses as loci of contested meanings. Political organization, too, assumes a key role in his text. Similarly to Wang, what Tobocman addresses in War in the Neighborhood is the voice of the subaltern, whose street culture is marked by both social and economic dimensions. Like the poor in New York City, the squatters in Iran, according to Asef Bayat in his article “Un-Civil Society: The Politics of the ‘Informal People’”, “between 1976 and the early 1990s” (53) “got together and demanded electricity and running water: when they were refused or encountered delays, they resorted to do-it-yourself mechanisms of acquiring them illegally” (54). The men and women in Tobocman’s War in the Neighborhood, in contrast, faced barricaded lines of policemen on the streets, who struggled to keep them from getting into their squats, and also resorted to drastic measures to keep their buildings from being destroyed after the court system failed them. Should one question the events in Tobocman’s comics, however, he or she would need to go no further than Hans Pruijt’s article, “Is the Institutionalization of Urban Movements Inevitable? A Comparison of the Opportunities for Sustained Squatting in New York City and Amsterdam”: In the history of organized squatting on the Lower East Side, squatters of nine buildings or clusters of buildings took action to avert threat of eviction. Some of the tactics in the repertoire were: Legal action; Street protest or lock-down action targeting a (non-profit) property developer; Disruption of meetings; Non-violent resistance (e.g. placing oneself in the way of a demolition ball, lining up in front of the building); Fortification of the building(s); Building barricades in the street; Throwing substances at policemen approaching the building; Re-squatting the building after eviction. (149) The last chapter in Tobocman’s War in the Neighborhood, chapter 11: “Conclusion,” not only plays on the yin and yang concept with “War in the Neighborhood” in large print spanning two panels, with “War in the” in white text against a black background and “Neighborhood” in black text against a white background (panels 3-4: 322), but it also shows concretely how our wars against each other break us apart rather than allow us to move forward to share in the social contract. The street, thus, assumes a meta-narrative of its own: as a symbol of the pathways that can lead us in many directions, but through which we as “the people united” (full-page panel: 28) can forge a common path so that all of us benefit, not just the elites. Beyond that, Tobocman’s graphic novel travels through a world of activism and around the encounters of dramas between people with different goals and relationships to themselves. Part autobiography, part documentary and part commentary, his graphic novel collection of his comics takes the streets and turns them into a site for struggle and dislocation to ask at the end, “How else could we come to know each other?” (panel 6: 328). Tobocman also shapes responses to the text that mirror the travesty of protest, which brings discord to a world that still privileges order over chaos. Through this reconceptualization of a past that still lingers in the present, War in the Neighborhood demands a response from those who would choose “to take up the struggle against oppression” (panel 3: 328). In our turn, we need to recognize that the divisions between us are shards of the same glass. Abstract:
Introduction Sydney, Australia has experienced a sustained period of building and infrastructure development. There are hundreds of kilometres of bitumen and rail currently being laid. There are significant building projects in large central sites such as Darling Harbour and Barangaroo on the famous Harbour foreshore. The period of development has offered an unprecedented opportunity for the New South Wales (NSW) State Government to arrest the attention of the Sydney public through kilometres of construction hoarding. This opportunity has not been missed, with the public display of a new logo, complete with pithy slogan, on and around all manner of government projects and activities since September 2015. NSW is “making it happen” according to the logo being displayed. At first glance it is a proactive, simple and concise slogan that, according to the NSW Government brand guidelines, has a wide remit to be used for projects that relate to construction, economic growth, improved services, and major events. However, when viewed through the lens of public, expert, and media research into Sydney infrastructure development it can also be read as a message derived from reactive politics. This paper elucidates turning points in the history of the last decade of infrastructure building in NSW through qualitative primary research into media, public, and practice led discourse. Ultimately, through the prism of Colin Hay’s investigation into political disengagement, I question whether the current build-at-any-cost mentality and its mantra “making it happen” is in the long-term interest of the NSW constituency or the short-term interest of a political party or whether, more broadly, it reflects a crisis of identity for today’s political class. The Non-Launch of the New Logo Image 1: An ABC Sydney Tweet. Image credit: ABC Sydney. There is scant evidence of a specific launch of the logo. Michael Koziol states that to call it an unveiling, “might be a misnomer, given the stealth with which the design has started to make appearances on banners, barriers [see: Image 1, above] and briefing papers” (online). The logo has a wide range of applications. The NSW Government brand guidelines specify that the logo be used “on all projects, programs and announcements that focus on economic growth and confidence in investing in NSW” as well as “infrastructure for the future and smarter services” (30). The section of the guidelines relating to the “making it happen” logo begins with a full-colour, full-page photograph of the Barangaroo building development on Sydney Harbour—complete with nine towering cranes clearly visible across the project/page. The guidelines specifically mention infrastructure, housing projects, and major developments upfront in the section denoted to appropriate logo applications (31). This is a logo that the government clearly intends to use around its major projects to highlight the amount of building currently underway in NSW.In the first week of the logo’s release journalist Elle Hunt asks an unnamed government spokesperson for a definition of “it” in “making it happen.” The spokesperson states, “just a buzz around the state in terms of economic growth and infrastructure […] the premier [the now retired Mike Baird] has used the phrase several times this week in media conferences and it feels like we are making it happen.” Words like “buzz,” “feels like” and the ubiquitous “it” echo the infamous courtroom scene summation of Dennis Denuto from the 1997 Australian film The Castle that have deeply penetrated the Australian psyche and lexicon. Denuto (played by actor Tiriel Mora) is acting as a solicitor for Darryl Kerrigan (Michael Caton) in fighting the compulsory acquisition of the Kerrigan family property. In concluding an address to the court, Denuto states, “In summing up, it’s the constitution, it’s Mabo, it’s justice, it’s law, it’s the Vibe and, no that’s it, it’s the vibe. I rest my case.” All fun and irony (the reason for the house acquisition that inspired Denuto’s now famous speech was an airport infrastructure expansion project) aside, we can assume from the brand guidelines as well as the Hunt article that the intended meaning of “making it happen” is fluid and diffuse rather than fixed and specific. With this article I question why the government would choose to express this diffuse message to the public?Purpose, Scope, Method and ResearchTo explore this question I intertwine empirical research with a close critique of Colin Hay’s thesis on the problematisation of political decision-making—specifically the proliferation of certain tenets of public choice theory. My empirical research is a study of news media, public, and expert discourse and its impact on the success or otherwise of major rail infrastructure projects in Sydney. One case study project, initially announced as the North West Rail Line (NWR) and recently rebadged as the Sydney Metro Northwest (see: http://www.sydneymetro.info/northwest/project-overview), is at the forefront of the infrastructure building that the government is looking to highlight with “making it happen.” A comparison case study is the failed Sydney City Metro (SCM) project that preceded the NWR as the major Sydney rail infrastructure endeavour. I have written in greater detail on the scope of this research elsewhere (see: Richardson, “Curatorial”; “Upheaval”; “Hinterland”). In short, my empirical secondary research involved a study of print news media from 2010 to 2016 spanning Sydney’s two daily papers the Sydney Morning Herald (SMH) and the Daily Telegraph (TELE). My qualitative research was conducted in 2013. The public qualitative research consisted of a survey, interviews, and focus groups involving 149 participants from across Sydney. The primary expert research consisted of 30 qualitative interviews with experts from politics, the news media and communications practice, as well as project delivery professions such as architecture and planning, project management, engineering, project finance and legal. Respondents were drawn from both the public and private sectors. My analysis of this research is undertaken in a manner similar to what Virginia Braun and Victoria Clarke term a “thematic discourse analysis” (81). The intention is to examine “the ways in which events, realities, meanings and experiences and so on are the effects of a range of discourses operating within society.” A “theme” captures “something important about the data in relation to the research question,” and represents, “some level of patterned response or meaning within the data set.” Thematic analysis therefore, “involves the searching across a data set—be that a number of interviews or focus groups, or a range of texts—to find repeated patterns of meaning” (80-86).Governing Sydney: A Legacy of Inability, Broken Promises, and Failure The SCM was abandoned in February 2010. The project’s abandonment had long been foreshadowed in the news media (Anonymous, Future). In the days preceding and following the announcement, news media articles focussed almost exclusively on the ineptitude and wastefulness of a government that would again fail to deliver transport it had promised and invested in (Cratchley; Teutsch & Benns; Anonymous, Taxation). Immediately following the decision, the peak industry body, Infrastructure Partnerships Australia, asserted, “this decision shreds the credibility of the government in delivering projects and will likely make it much harder to attract investment and skills to deliver new infrastructure” (Anonymous, Taxation). The reported ineptitude of the then Labor Government of NSW and the industry fallout surrounding the decision were clearly established as the main news media angles. My print media research found coverage to be overwhelmingly and consistently negative. 70% of the articles studied were negatively inclined. Furthermore, approximately one-quarter featured statements pertaining directly to government paralysis and inability to deliver infrastructure.My public, expert, and media research revealed a number of “repeated patterns of meaning,” which Braun and Clarke describe as themes (86). There are three themes that are particularly pertinent to my investigation here. To describe the first theme I have used the statement, an inability of government to successfully deliver projects. The theme is closely tied to the two other interrelated themes—for one I use the statement, a legacy of failure to implement projects successfully—for the other I use a cycle of broken promises to describe the mounting number of announcements on projects that government then fails to deliver. Some of the more relevant comments, on this matter, collected throughout my research appear below.A former Sydney radio announcer, now a major project community consultation advisor, asserts that a “legacy issue” exists with regards to the poor performance of government over time. Through the SCM failure, which she asserts was “a perfectly sound idea,” the NSW Government came to represent “lost opportunities” resulting in a “massive erosion of public trust.” This sentiment was broadly mirrored across the public and industry expert research I conducted. For example, a public respondent states, “repeated public transport failures through the past 20 years has lowered my belief in future projects being successful.” And, a former director general of NSW planning asserts that because of the repeated project failures culminating in the demise of the SCM, “everybody is now so cynical”.Today under the “making it happen” banner, the major Sydney rail transport project investment is to the northwest of Sydney. There was a change of government in 2011 and the NWR was a key election promise for the incoming Premier at the time, Barry O’Farrell. The NWR project, (now renamed Sydney Metro Northwest as well as extended with new stages through the city to Sydney’s Southwest) remains ongoing and in many respects it appears that Sydney may have turned a corner with major infrastructure construction finally underway. Paradoxically though, the NWR project received far less support than the SCM from the majority of the 30 experts I interviewed. The most common theme from expert respondents (including a number working on the project) is that it is not the most urgent transport priority for Sydney but was instead a political decision. As a communications manager for a large Australian infrastructure provider states: “The NWR was an election promise, it wasn’t a decision based on whether the public wanted that rail link or not”. And, the aforementioned former director general of NSW planning mirrors this sentiment when she contends that the NWR is not a priority and “totally political”.My research findings strongly indicate that the failure of the SCM is in fact a vitally important catalyst for the implementation of the NWR. In other words, I assert that the formulation of the NWR has been influenced by the dominant themes that portray the abilities of government in a negative light—themes strengthened and amplified due to the failure of the SCM. Therefore, I assert that the NWR symbolises a desperate government determined to reverse these themes even if it means adopting a build at any cost mentality. As a respondent who specialises in infrastructure finance for one of Australia’s largest banks, states: “I think in politics there are certain promises that people attempt to keep and I think Barry O’Farrell has made it very clear that he is going to make sure those [NWR] tunnel boring machines are on the ground. So that’s going to happen rain, hail or shine”. Hating Politics My empirical research clearly elucidates the three themes I term an inability of government to successfully deliver projects, a legacy of failure and a cycle of broken promises. These intertwining themes are firmly embedded and strengthening. They also portray government in a negative light. I assert that the NWR, as a determined attempt to reverse these themes (irrespective of the cost), indicates a government at best reactive in its decision making and at worst desperate to reverse public and media perception.The negativity facing the NSW government seems extreme. However, in the context of Colin Hay’s work, the situation is perhaps more inevitable than surprising. In Why We Hate Politics (2007), Hay charts the history of public disengagement with western politics. He does this largely by arguing the considerable influence of problematic key tenets of public choice theory that permeate the discourse of most western democracies, including Australia. They are tenets that normalise depoliticisation and cast a lengthy shadow over the behaviour and motivations of politicians and bureaucrats. Public choice can be defined as the economic study of nonmarket decision-making, or, simply the application of economics to political science. The basic behavioral postulate of public choice, as for economics, is that man is an egoistic, rational, utility maximizer. (Mueller 395)Originating from rational choice theory generally and spurred by Kenneth Arrow’s investigations into rational choice and social policy more specifically, the basic premise of public choice is a privileging of individual values above rational collective choice in social policy development (Arrow; Dunleavy; Hauptman; Mueller). Hay asserts that public choice evolved as a theory throughout the 1960s and 70s in order to conceptualise a more market-orientated alternative to the influential theory of welfare economics. Both were formulated in response to a need for intervention and regulation of markets to correct their “natural tendency to failure” (95). In many ways public choice was a reaction to the “idealized depiction of the state” that welfare economics was seen to be propagating. Instead a “more sanguine and realistic view of the […] imperfect state, it was argued, would lead to a rather safer set of inferences about the need for state intervention” (96). Hay asserts that in effect by challenging the motivations of elected officials and public servants, public choice theory “assumed the worst”, branding all parties self-interested and declaring the state inefficient and ineffective in the delivery of public goods (96). Although, as Hay admits, public choice advocates perhaps provided “a healthy cynicism about both the motivations and the capabilities of politicians and public officials,” the theory was overly simplistic, overstated and unproven. Furthermore, when market woes became real rather than theoretical with crippling stagflation in the 1970s, public choice readily identify “villains” at the heart of the problem and the media and public leapt on it (Hay 109). An academic theory was thrust into mainstream discourse. Two results key to the investigations of this paper were 1) a perception of politics “synonymous with the blind pursuit of individual self interest” and 2) the demystification of the “public service ethos” (Hay 108-12). Hay concludes that instead the long-term result has been a conception of politicians and the bureaucracy that is “increasingly synonymous with duplicity, greed, corruption, interference and inefficiency” (160).Deciphering “Making It Happen” More than three decades on, echoes of public choice theory abound in my empirical research into NSW infrastructure building. In particular they are clearly evident in the three themes I term an inability of government to successfully deliver projects, a legacy of failure and a cycle of broken promises. Within this context, what then can we decipher from the pithy, ubiquitous slogan on a government logo? Of course, in one sense “making it happen” could be interpreted as a further attempt to reverse these three themes. The brand guidelines provide the following description of the logo: “the tone is confident, progressive, friendly, trustworthy, active, consistent, getting on with the job, achieving deadlines—“making it happen” (30). Indeed, this description seems the antithesis of perceptions of government identified in my primary research as well as the dogma of public choice theory. There is certainly expert evidence that one of the centrepieces of the government’s push to demonstrate that it is “making it happen”, the NWR, is a flawed project that represents a political decision. Therefore, it is hard not to be cynical and consider the government self-interested and shortsighted in its approach to building and development. If we were to adopt this view then it would be tempting to dismiss the new logo as political, reactive, and entirely self-serving. Further, with the worrying evidence of a ‘build at any cost’ mentality that may lead to wasted taxpayer funds and developments that future generations may judge harshly. As the principal of an national architectural practice states:politicians feel they have to get something done and getting something done is more important than the quality of what might be done because producing something of quality takes time […] it needs to have the support of a lot of people—it needs to be well thought through […] if you want to leap into some trite solution for something just to get something done, at the end of the day you’ll probably end up with something that doesn’t suit the taxpayers very well at all but that’s just the way politics is.In this context, the logo and its mantra could come to represent irreparable long-term damage to Sydney. That said, what if the cynics (this author included) tried to silence the public choice rhetoric that has become so ingrained? What if we reflect for a moment on the effects of our criticism – namely, the further perpetuation and deeper embedding of the cycle of broken promises, the legacy of failure and ineptitude? As Hay states, “if we look hard enough, we are likely to find plenty of behaviour consistent with such pessimistic assumptions. Moreover, the more we look the more we will reinforce that increasingly intuitive tendency” (160). What if we instead consider that by continuing to adopt the mantra of a political cynic, we are in effect perpetuating an overly simplistic, unsubstantiated theory that has cleverly affected us so profoundly? When confronted by the hundreds of kilometres of construction hoarding across Sydney, I am struck by the flippancy of “making it happen.” The vast expanse of hoarding itself symbolises that things are evidently “happening.” However, my research suggests these things could be other things with potential to deliver better public benefits. There is a conundrum here though—publicly expressing pessimism weakens further the utility of politicians and the bureaucracy and exacerbates the problems. Such is the self-fulfilling nature of public choice. ConclusionHay argues that rather than expecting politics and politicians to change, it is our expectations of what government can achieve that we need to modify. Hay asserts that although there is overwhelming evidence that we hate politics more now than at any stage in the past, he does not believe that, “today’s breed of politicians are any more sinful than their predecessors.” Instead he contends that it is more likely that “we have simply got into the habit of viewing them, and their conduct, in such terms” (160). The ramifications of such thinking ultimately, according to Hay, means a breakdown in “trust” that greatly hampers the “co-operation,” so important to politics (161). He implores us to remember “that politics can be more than the pursuit of individual utility, and that the depiction of politics in such terms is both a distortion and a denial of the capacity for public deliberation and the provision of collective goods” (162). What then if we give the NSW Government the benefit of the doubt and believe that the current building boom (including the decision to build the NWR) was not entirely self-serving but a line drawn in the sand with the determination to tackle a problem that is far greater than just that of Sydney’s transport or any other single policy or project problem—the ongoing issue of the spiralling reputation and identity of government decision-makers and perhaps even democracy generally as public choice ideals proliferate in western democracies like that of Australia’s most populous state. As a partner in a national architectural and planning practice states: I think in NSW in particular there has been such an under investment in infrastructure and so few of the promises have been kept […]. Abstract:
During a seismic event, the walls within an unreinforced masonry (URM) building must possess sufficient capacity to withstand out-of-plane collapse. Traditionally, design against this type of failure has been performed using a force-based (FB) approach, in which the engineer must ensure that the force capacity of the wall is not exceeded during a design earthquake. In recent years, however, seismic design philosophy for ductile systems has experienced a move away from FB methods and toward displacement-based (DB) methods, where the aim is to ensure that structural deformations are kept within acceptable displacement limits. URM walls subjected to out-of-plane actions make a prime candidate for the development of such methodology. This is particularly true for two-way spanning walls, which have significant displacement capacity as well as good energy dissipation capability during cyclic response—both highly favourable characteristics with respect to seismic performance. This thesis documents research undertaken at the University of Adelaide into the seismic response of two-way URM walls subjected to out-of-plane actions. The aims of this work were to facilitate improvements to the presently-used FB design methods and to provide a basis for the development of a reliable DB design approach. The following outcomes have been achieved: • Characterisation of the load-displacement behaviour of two-way walls through quasistatic cyclic testing using airbags; • Verification of this behaviour under true seismic loading conditions by means of dynamic shaketable tests; • Improvements to the current state-of-the-art design approach for predicting the ultimate load capacity of walls possessing tensile bond strength; • A probabilistic approach to deal with the different modes of possible failure in horizontal bending; • Development of analytical methodology for predicting the load capacity of walls using the assumption of zero tensile bond strength; • A proposed model for representing the nonlinear inelastic load-displacement behaviour of two-way walls; and finally, • Implementation of the load-displacement model into a simple DB seismic assessment procedure. It is anticipated that this research will eventually culminate in a multi-tiered seismic design procedure incorporating both the FB and DB components, with applicability toward the design of new buildings and assessment of existing buildings alike.

Abstract Objective / Scope The main objective of the paper to showcase PDO successful journey in transferring Continuous Improvement (CI) knowledge to targeted entities within the government of the Sultanate of Oman by building CI capabilities to deliver significant improvement activity. Effectively after signing the MOU with Oman Vision 2040 Unit in 2019 for 5 years, a full CI transformation program kicked off to change the culture of the public sector from the inherited bureaucracy of which has the top leader is the showman, to a new way of working where the top leaders considered as the enabler of the progress (the main sponsor), wearing the learner hat, to understand the challenges from the front line of the business, be able to coach them to achieve their goals with minimal influence to their day to day work and huge encouragement to break down walls having them reach towards their desired destination. This supports the government's target to position Oman as an attractive environment for ease of doing business & the deployment plan focuses on building local CI capability within each entity, replicating improvements across the other entities, sustainability, and Leadership coaching. Methods, Procedure, Process Petroleum Development Oman (PDO) has more than 10 years' experience in the journey of Continuous Improvement. The experience is healthy with inflections and corrections over the course of progress until it covered all the organization vertically and horizontally. In 2020 it covered all functions and reached two level of categories spanning all staff: CI Professionals and CI Generalist. This concept and culture change can't be simulated into the government as is. It had to go through some modification for easy adoption and faster implementation. Building individual skills takes its own course of time, so the CI Professionals of PDO were posted into the core government system, the Oman Vision 2040 Implementation and Follow-up Unit. This allows immediate impact into the system and swift digital transformation to the centralized dashboard reviewed by leadership to sustain improvements. While the transformation takes place, PDO takes internally, 15 highly competent individuals from different government entities, as a secondment for 3 years development program to become accredited CI coaches and ultimately take their learning back to their organizations. Additionally, PDO provided the nation with a free online access to one of the problem-solving methodologies "Lean Awareness". This online session is developed to support a nationwide buy-in as part of the change management efforts to increase the awareness of continuous improvement. Results, Observation, Conclusions The high-level value delivered by the CI Deployment in the Government can be sampled from any of the CI projects delivered, E.g., the 90% improvement to the 'starting a new business process'. The overall scale, scope, and speed of improvement projects across the government entities is unprecedented. However, value is much more than the process improvements, such as: PDO Omani expertise being utilized to accelerate CI Capability across the Government. Improving starting business process by 90% from 10 months to 1.25 months. To "Lean" over 100 government services in 12 different entities by end of 2021. PDO improved cross-organization process with Government Entities E.g. Environment Authority permits, Manpower etc. Accelerating the progress of National Digital Transformation Program led by Ministry of Transport, Telecommunication & Information Technology. Build in house and sustainable capability for the government sector. Overall, the value to PDO, the Government and Oman is priceless for the longterm sustainability of the country. Novel, Additive information This initiative has had a hugely positive impact on PDO & Oman in the last 3 years and will continue to do so, moving towards end of 2022 and beyond the project team is working closely with Oman e-government team to assist the government to shift from egovernment to Digital government to Smart government - a real game changing innovative shift for Oman. This project is a true example of how Omani expertise developed and nurtured within PDO is being used to power Oman towards vision 2040 and is a fantastic example of our organization creating in-country value.
