Abstract:
This is the second more substantial part of the introduction to the final Trans TV special issue, distributed across issues 15.2 and 15.3 of this journal. As well as introducing the contents of this issue, we reflect in this introduction on the Trans TV project as it has developed since 2017, via an engagement with two key televisual texts namely Transparent (2014–2019) and Pose (2018–). We argue that this certainly reflects positive developments in terms of transgender representation and authorship but this progress is more complex when considered in terms of television aesthetics and politics. We also propose, drawing on the work of Koch-Rein et al (2020), a shift form representation towards the concept of ‘transing’ as a reading strategy, and argue that this has been at the heart of the Trans TV project all along.

Abstract:
This article analyses the multimodal construction of various global TV formats and the modes through which the format negotiates reinforcement of its ideological bases, innovation, change and unlimited semiosis. Theoretically, this work draws on social semiotics, multimodality and political economy. Methodologically, it applies semiotic analysis to really popular global formats. The results show that the format is an extraordinary and powerful example of multimodality which speaks the global language of signs. On the one hand, different languages and forms of communication reinforce its ideologies, such as competition, primacy of money, objectification of human bodies and consumerism; but the format also puts forward a kind of self-propaganda; in many cases, in fact, its communication aims to support and promote itself, even when this contradicts other messages of the system; it is by being successful that producers make more money, become more successful, may further influence the audience, and so on. On the other hand, the languages and the forms adopted continually renew the format, change the relationships between signifier and signified, and create new symbols. This unlimited semiosis allows the format to refresh or adapt its image, get more audience and remain competitive in the market. Three-dimensional images produced by film or analog television have been used for bomb scoring by triangulation for many years. Use of solid-state imaging devices and digitization of analog camera outputs can improve the accuracy of such measurements, or make accuracy lower or (worst of all) of random accuracy if interpreted incorrectly. This paper examines some of the issues involved, and tabulates the maximum accuracies available for a given system.

This PhD thesis presents a novel hardware reconfiguration methodology, which uses the digital TV broadcast signal for reconfiguring hardware modules in digital TV receivers. The proposed methodology allows hardware cores to be signaled, during the transport stream generation step, transmitted and then reassembled. At the receiver, the recovered cores are then used to reconfigure reprogrammable field programmable gate array (FPGA) devices, which are integrated into each receiver unit. Besides, content signaling allows receivers to choose between FPGA cores synthesized for different manufacturers, which enables receivers to select broadcast hardware cores related to the employed FPGA models. The results of the performed experiments, which were carried out during the development of this work, consist in a proof of concept and show the technical feasibility of this methodology, regarding reconfiguration of pre-synthesized hardware cores through the digital TV environment. Receiver manufacturers could benefit from this methodology for developing reconfigurable architectures, which would allow the incorporation of technological advances into receiver hardware and provide better control regarding product life cycle. As a result, future revisions of DTV standards could occur without the need for device replacement.
Esta tese de doutorado apresenta uma metodologia de reconfiguração de hardware, que utiliza o sinal da emissora de TV digital como base para atualizar módulos de receptores de TV digital. A metodologia proposta permite que núcleos de hardware sejam sinalizados, durante a geração do fluxo de transporte, transmitidos e posteriormente remontados. Desse modo, os núcleos recebidos são usados na reconfiguração de dispositivos baseados em lógica reprogramável (field programable gate array - FPGA), que estão integrados ao hardware de cada unidade receptora. Além disso, a sinalização de conteúdo permite a distinção entre núcleos sintetizados para FPGAs de diferentes fabricantes, o que habilita receptores de TV digital a selecionar somente núcleos de hardware relativos aos modelos de FPGA utilizados. Os resultados obtidos com os experimentos realizados, durante o desenvolvimento deste trabalho, consistem em uma prova de conceito e demonstram a viabilidade técnica do uso desta metodologia de transmissão e reconfiguração, para núcleos pré-sintetizados de hardware enviados em um ambiente de televisão digital. Fabricantes de receptores poderiam utilizar os benefícios desta metodologia para o desenvolvimento de arquiteturas reconfiguráveis, o que permitiria a incorporação de avanços tecnológicos às funções de hardware do receptor e um maior controle do ciclo de vida de produto. Como resultado, futuras revisões de normas de TV Digital não resultariam em troca de equipamento.

Abstract:
This thesis explores representations of British youth culture and adolescent identity formation in the ‘first generation’ (seasons 1-2) of the British television teen drama Skins (2007-8). Like its peers in the Teen TV genre, Skins focuses on normative teenage angst and rebellion that results in ‘naughty behavior’: sex, drug and alcohol use, and conflict with and alienation from parents. Skins sets itself apart from genre standards by heightening and glamorizing the way these behaviors are visually depicted. Furthermore, the characters experience very few substantial consequences or repercussions from parents or other authority figures, but rather repercussions come from within their own close-knit group. The primary source of tension in the series occurs during the moments when the group of friends challenge the cultural, biological and ideological constraints under which they find themselves when their preoccupied, self-involved, neglectful, and otherwise overbearing parents directly contribute to the conditions that fuel their excessive ‘naughtiness.’ The series creators, writers, producers and actors promote Skins as an authentic representation of teenage experience and this thesis ultimately seeks to explore the implications of this representation in order to gain a better understanding of British youth culture in the new millennium.

Syfte och frågeställningar

Syftet med denna studie är att undersöka om det föreligger en signifikant skillnad i energiutgift vid spelande på den nya generationens spelkonsol, Nintendo Wii (Wii), jämfört med en traditionell spelkonsol, Sony Playstation 2 (PS2). De frågeställningar studien utgick ifrån var;

Föreligger det, konsolerna emellan, en skillnad avseende energiutgift vid spelande?

Hur skulle en eventuell skillnad i energiutgift kunna påverka en användares kroppsvikt?

Vilka andra fysiska aktiviteter kan tv-spelande jämföras med, avseende energiutgift?

Metod

Testpersonerna, 13 män och 5 kvinnor, testades med avseende på O2-förbrukning samt CO2-produktion på två spel per konsol. Spelen som testades var ”Wii Tennis”, ”Next Generation Tennis” (PS2), ”Wii Boxing” samt ”Knockout Kings 2002” (PS2). Utandningsluften samlades in kontinuerligt under spel enligt Douglas Bag-metodik. Varannan försöksperson utförde testen i omvänd ordning för att undvika systematiska effekter av testordning.

Resultat

Medelskillnaden i energiutgift vid spelande av tennis på Wii jämfört med PS2 beräknades till 1,85 kcal/min (95 % CI: 1,43–2,27). Vid boxning var medelskillnaden mellan Wii och PS2 3,93 kcal/min (95 % CI: 3,27–4,60). Medelskillnaden i hjärtfrekvens vid spelande av tennis på Wii jämfört med PS2 mättes till 20,56 slag/min (95 % CI: 14,90–26,21). Vid boxning var medelskillnaden mellan Wii och PS2 37,83 slag/min (95 % CI: 28,81–46,85). Energiutgiften vid boxning på Wii kan jämföras med den vid rask promenad eller lätt jogging. Beroende på vilket spel som väljs att spela tyder resultaten på att regelbunden användning av Wii skulle kunna bidra till bibehållande av kroppsvikt detta förutsatt att spelande ersätter en annars mindre energikrävande aktivitet eller sysselsättning såsom traditionellt TV-spelande eller stillasittande.

Slutsats

Slutsatsen av våra resultat är att det föreligger en skillnad i energiutgift vid spel av liknande art på Nintendo Wii och Sony Playstation 2. Det är även tydligt att beroende på vilket spel som väljs till konsolen varierar energiutgiften. Det går heller inte att utesluta att regelbundet spelande skulle kunna leda till en viktreducering som följd av en förhöjd energiförbrukning hos användaren.

This thesis explores the problem of compatibility between generations in the field of Digital Television, and proposes solutions to this problem. Since its inception, the DTV has been under development without taking into account the ability to continue receiving broadcasts with legacy equipment when a new generation is introduced. Therefore, when it comes time to introduce a new technology, a simulcast solution is usually used. The study carried out in this thesis explains the reasons why a traditional simulcast is a problem. As a concrete study example, the case of the transition from SD MPEG-2 to HD H.264 broadcasts according to the DVB-T standard is analyzed. And how this problem unnecessarily extends the transition periods between generations. In this way it postulates that one way to promote the development of new generations of Digital Television is precisely to shorten transition times. In order to facilitate the transition to a new generation, different technical solutions have been studied and developed that provide a certain degree of compatibility between generations. The results obtained conclude that it is not only feasible, but also desirable, to incorporate inter-generational compatibility solutions in Digital Television standards. Using the techniques described here, and others listed as future work, it would be possible for new standards and generations to incorporate this necessary capability.
Esta tesis explora el problema de la compatibilidad entre generaciones en el área de la Televisión Digital, y propone soluciones a ese problema. Desde su inicio, la TVD se ha ido desarrollando sin tener en cuenta la capacidad de seguir recibiendo emisiones con equipos antiguos cuando se introduce una nueva generación. Por lo tanto, cuando llega el momento de introducir una nueva tecnología, se suele utilizar una solución de emisión simultánea o simulcast. El estudio realizado en esta tesis explica las razones por las que un simulcast tradicional es un problema. Como ejemplo de estudio específico, se analiza el caso de la transición desde emisiones SD MPEG-2 a HD H.264 utilizando el estándar DVB-T. Y cómo esta dificultad alarga innecesariamente los períodos de transición entre generaciones. En esta línea se postula que una forma de promover la implantación de nuevas generaciones de Televisión Digital es precisamente acortando los tiempos de transición. Para facilitar la transición a una nueva generación, se han estudiado y desarrollado diferentes soluciones técnicas que proporcionan un cierto grado de compatibilidad entre generaciones. Los resultados obtenidos concluyen que no sólo es factible, sino también deseable, incorporar soluciones de compatibilidad intergeneracional en los estándares de Televisión Digital. Utilizando las técnicas aquí descritas, y otras enumeradas como trabajos futuros, sería posible que los nuevos estándares y generaciones incorporaren esta característica necesaria.

In the Brazilian scenario, the development of hardware components through computational methodologies and tools, available at affordable costs to education and research centers have make it feasible to design blocks and integrated circuit modules up to intellectual property IP level, focusing strategic areas of industry, specially those dedicated to the components for the Brazilian Digital Television System (SBTVD). This work deals with the architectural proposal development and validation for the Transport Stream MPEG-2 TS Subsystem of SBTVD transport stream demultiplexer from its specification and high-level modeling to its technology mapping implementation. As specific results, the structural and functional requirements of Transport Stream Subsystem MPEG-2 TS are detailed, the development of a software model for the demultiplexer and of an environment containing MPEG-2 TS flows that can validate the compliance with the SBTVD specification of models, an RTL-level MPEG-2 TS demultiplexer IP conceptual proof implementation and validation and its prototyping with technology mapping for FPGA and an ASIC design kit , are also presented.
No cenário brasileiro, o desenvolvimento de componentes de hardware através de metodologias e ferramentas computacionais, disponibilizados a custos acessíveis a centros de ensino e pesquisa tornou factível a possibilidade de se projetar até o nível de propriedade intelectual IP, blocos e módulos de circuitos integrados para atender áreas estratégicas da indústria, em especial aquelas voltadas aos componentes de produtos aderentes ao Sistema Brasileiro de Televisão Digital (SBTVD). Este trabalho trata o desenvolvimento e validação de uma proposta arquitetural para o Subsistema de Fluxo de Transporte MPEG-2 TS demultiplexador de fluxo de transporte do SBTVD, desde sua especificação e modelagem em alto-nível, até sua implementação no nível de mapeamento tecnológico. Também estão apresentados resultados específicos como o detalhamento dos requisitos estruturais e funcionais do Subsistema de Fluxo de Transporte MPEG-2 TS, o desenvolvimento de um modelo em software para o demultiplexador e de um ambiente contendo fluxos MPEG-2 TS capazes de validar a conformidade dos modelos com a especificação do SBTVD, a implementação e validação de uma prova de conceito para um demultiplexador MPEG-2 TS no nível RTL e sua prototipagem com mapeamento tecnológico para FPGA e para um design kit de ASIC.

This thesis analyzes the contents of the Turkish magazine programs to explore as if the contents feed anti- establishment feelings or reinforce the existing hegemony in the society. The theses also traces the audience attitudes and beliefs towards the magazine programs in Turkey. The results suggested that programs do not represent any threat to the existing hegemony. On the contrary, it is more plausible to suggest that they represent a serious support to the existing order. The audience reactions revealed an oppositional attitude towards such programs in general which shows differences in terms of gender, education, political views, father'

Uppsatsen handlar om retoriken i tv-spel. I tv-spelsforskningen pågår en debatt mellan ludologin och narratologin där ludologin menar att spel ska ses som spel och inget annat – exempelvis som en fotbollsmatch där spelet självt är det huvudsakliga innehållet och där ingen frågar efter ytterligare mening. Narratologin menar att spel i grunden är berättande eller bär på berättande drag – att en fotbollsmatch följer en överskådlig dramaturgi och berättande mönster. I denna uppsats för jag in retoriken till denna diskussion. Spel idag är ofta en blandning av regelbaserade spelmoment och ett narrativ, och denna blandform bär på sin egen retorik. Genom att analysera tv-spelet Uncharted 2 via klassisk retorik vill jag åskådliggöra de övertygande grepp som spelet har gemensamt med äldre kulturformer och den muntliga kulturens särdrag som de definieras av Walter J. Ong. Syftet är att hitta ”tv-spelets retorik” – den retorik som används inom spelet för att göra spelet självt spelbart, attraktivt, övertygande, meningsfullt och underhållande för spelaren.

Currently, the MPEG-2 transport stream is widely used as multiplexing system for sending audio, video, and data, in digital television networks. The transmitted infor- mation is divided into xed-length pa kets, whi h are multiplexed in time and then sent to the re eiver. In order to ensure the orre t presentation of data related to a given program (e.g., audio and video), the transport stream an provide time bases, whi h are used for syn hronizing the re eption system. However, that information, whi h is known as Program Clo k Referen e (PCR) and is also periodi ally embedded in the multiplexed data stream, may su er from ina ura ies, due to the pro essing hain between transmitter and re eiver, whi h an be per eived in the form of jitter. In order to prevent that errors aused by the transport stream pro essing hain, whi h ompromises the proper presentation of the transmitted information, PCR orre tion methods are normally employed. This work presents a review of the PCR orre - tion methods ommonly used in the literature and introdu es two new ontributions. The rst one onsists of a shared a ess stru ture for the orre tion blo k, whi h has the potential to provide a redu ed omputational omplexity (in terms of arithmeti operations) and hardware requirements, when used with traditional PCR orre tion methods. The se ond one devises an intelligent method for PCR orre tion, whose main feature lies on the redu tion of the jitter aused by the orre tion pro ess. Its ar hite ture is based on the ooperative operation of the main modules involved in this pro ess: the rate adapter and the PCR orre tor. Atualmente, o fluxo de transporte MPEG-2 é amplamente utilizado como chamada de transporte para a multiplexação de programas que arregam áudio, vídeo e dados, em redes de televisão digital. As informações transmitidas são divididas em pa otes de tamanho xo, multiplexadas no tempo e então enviadas ao re eptor. Para que os da- dos de um mesmo programa sejam apresentados orretamente e em sin ronismo (e.g. áudio e vídeo), o uxo de transporte permite a in orporação de bases de tempo, que são utilizadas na sin ronização do sistema de re epção. Entretanto, essa informação, onhe ida omo Program Clo k Referen e (PCR) e inserida periodi amente no feixe multiplexado, pode sofrer erros, observados na forma de jitter, devido à adeia de pro- essamento entre transmissor e re eptor. Dessa forma, para se evitar que o erro inserido pelo pro essamento do uxo de transporte prejudique a apresentação da informação enviada, métodos de orreção de PCR são geralmente utilizados. Este trabalho apre- senta um estudo sobre os métodos de orreção de PCR mais utilizados na literatura e introduz duas novas ontribuições. A primeira onsiste em uma estrutura de a esso ompartilhado para o blo o de orreção, que tem o poten ial de propor ionar ara terís- ti as reduzidas de omplexidade omputa ional (quantidade de operações aritméti as) e requisitos de hardware, quando utilizada em onjunto om métodos tradi ionais de orreção de PCR. A segunda onsiste em um método inteligente para a orreção de PCR, uja prin ipal ara terísti a é a redução do erro inserido pelo pro esso de orre- ção. A sua arquitetura é baseada na operação ooperativa dos dois prin ipais agentes envolvidos nesse pro esso: os módulos de adaptação de taxa e de orreção de PCR. Apesar de apresentar maior omplexidade omputa ional, o seu desempenho superior fa ilita o pro esso de sin ronização, exe utado pelo re eptor, o que o torna bastante adequado a sistemas que exigem bases de tempo pre isas. As metodologias propostas são utilizadas em onjunto, propor ionando um esquema integrado e e iente para o pro essamento de uxos de transporte MPEG-2.

In intercultural scholarship, there is a considerable number of studies that explores the impact and effect of culturally oriented social media (see Koda 2014, 2016; Mendoza 2010). Of these studies, however, there is a paucity of understanding on how social media becomes a third space of cultural representation, especially in the Southeast Asian context (Dumlao and Wattakan 2020; Feng 2009; Kalscheuer 2008). Drawing from insights connected to inter-semiosis by Kress and Van Leeuwen (1996) and SF-MDA by O’Halloran (2011), therefore, this paper explores the glocalization process and its inclination to cultural representation, and thus creating new discursive forms of identities, by looking at Thai TV ads from January 2019 to December 2019. Two Thai TV ads were purposively chosen from international beverage companies. To capture the glocalization and cultural representation, we compared these with TV ads from other countries, namely, the Philippines, and the U.S.A. Through content and multidimensional analysis, the findings suggest that commercials construct glocal identities through several factors and incidences. These incidences and factors support and provide understanding for brand identity positioning, which itself describes the intersemiosis of elements within contemporary consumer cultures. Implications of this study are discussed in the paper.

Abstract:
Main objectives of this article are changes in the programming principles of the “Suspilne Culture” TV channel, the peculiarities of the program content in the period 2020-2022, as well as potential for further channel development from the content perspective. Methodology of the analysis includes processing primary sources of information, synthesis, induction and deduction, problem-thematic analysis of television programs. Results. During 2017-2021, the specialized public channel about culture increased the number of its own programs, and the ratings of the channel increased. “UA: Culture” produced their own daily information program and several analytical programs about various types of art. Although even now, a significant part of the channel content consists of not relevant and not adapted for the Ukrainian audience purchased serials and educational cycles. After analyzing “Suspilne Culture” TV channel program grid for October 3-7, 2022, significant part of not typical for declared program policy content was discovered. During the present period only 2 programs corresponded to the specifics of the channel and were developed by “Suspilne” production. Conclusions. In general, thematic blocks such as cultural policy of Ukraine and institutions, religious practices, economy of creative industries and representation of Ukrainian culture in the world are not broadcasted. Significance. The conducted research allowed us to actualize the need for a scientific approach to the content and programming policy of the “Suspilne Culture” TV channel. The collected material gives reasons to testify that the mission of the public channel and the declared program principles are implemented only partially. The channel lacks in-depth analytics on a whole range of current cultural issues. The share of self-produced programs is minimal. Instead, purchased content often does not represent the specifics of the channel and does not fulfill the mission of the public broadcaster. The channel program managers should focus on the change in cultural discourse that has been taking place since the beginning of the full-scale war of the Russian Federation against Ukraine. In battles, our army and people defend, first of all, our right to own identity, our right on culture and own voice to tell the world about ourselves. The air of the TV channel “Suspilne Culture” should be filled with exactly such ideas. Keywords: culture; public television; television content; journalism of the culture.

In this Insight Note, we report results of a phone survey that the RISE Tanzania Research team conducted with 2,240 parents (or alternate primary care-givers) of primary school children following the school closures in Tanzania. After the first case of COVID-19 was confirmed in Tanzania on 16 March 2020, the government ordered all primary schools closed the following day. Schools remained closed until 29 June 2020. Policymakers and other education stakeholders were concerned that the closures would lead to significant learning loss if children did not receive educational support or engagement at home. To help stem learning loss, the government promoted radio, TV, and internet-based learning content to parents of school-age children. The primary aims of the survey were to understand how children and families responded to the school closures, the education related activities they engaged in, and their strategies to send children back to school. The survey also measures households’ engagement with remote learning content over the period of school closures. We supplement the findings of the parent survey with insights from interviews with Ward Education Officers about their activities during the school closures. The survey sample is comprised of primary care-givers (in most cases, parents) of students enrolled in Grades 3 and 4 during the 2020 school year. The survey builds on an existing panel of students assessed in 2019 and 2020 in a nationally representative sample of schools.4 The parent surveys were conducted using Computer Assisted Telephonic Interviewing (CATI) over a two-week period in early September 2020, roughly two months after the re-opening of primary schools. We report the following key findings from this survey: *Almost all (more than 99 percent) of children in our sample were back in school two months after schools re-opened. The vast majority of parents believed it was either safe or extremely safe for their children to return to school. *Only 6 percent of households reported that their children listened to radio lessons during the school closures; and a similar fraction (5.5 percent) tuned into TV lessons over the same period. Less than 1 percent of those surveyed accessed educational programmes on the internet. Households with access to radio or TV reported higher usage. *Approximately 1 in 3 (36 percent) children worked on the family farm during the closures, with most children working either 2 or 3 days a week. Male children were 6.2 percentage points likelier to work on the family farm than female children. *Households have limited access to education materials for their child. While more than 9 out of 10 households have an exercise book, far fewer had access to textbooks (35 percent) or own reading books (31 percent). *One in four parents (24 percent) read a book to their child in the last week.

The abundance of natural resources can adversely affect the macroeconomic stability of countries. Developing economic institutions that support the proper management of extractive industry resources is one of the fundamental factors for maintaining macroeconomic stability and generating long-term economic growth. This paper evaluates the impact of terms-of-trade shocks on fiscal performance and economic growth in the countries of the Andean region. To adequately capture the variation in both the magnitude of shocks and the sensitivity of economic and fiscal variables to those shocks, this paper makes use of a TV-SVAR model. This method allows us to evaluate whether the presence of fiscal institutions change their sensitivity to external disturbances. The results presented in this paper show a time-varying dynamic of both (1) terms-of-trade shocks and (2) the sensitivity of the Andean regions economies to such shocks, although with marked heterogeneity across countries. This heterogeneity coincides with the uneven development of the economic institutions in the countries of the region. The results highlight the importance of developing adequate economic policy frameworks in order to adequately mitigate the volatility in the terms-of-trade.

Germany is a parliamentary democracy (The Federal Government, 2021) with two politically independent levels of 1) Federal (Bund) and 2) State (Länder or Bundesländer), and has a highly differentiated decentralized system of Government and administration (Deutsche Gesellschaft für Internationale Zusammenarbeit, 2021). The 16 states in Germany have their own government and legislations which means the federal authority has the responsibility of formulating policy, and the states are responsible for implementation (Franzke, 2020). The Federal Government supports the states in dealing with extraordinary danger and the Federal Ministry of the Interior (BMI) supports the states' operations with technology, expertise and other services (Federal Ministry of Interior, Building and Community, 2020). Due to the decentralized system of government, the Federal Government does not have the power to impose pandemic emergency measures. In the beginning of the COVID-19 pandemic, in order to slowdown the spread of coronavirus, on 16 March 2020 the federal and state governments attempted to harmonize joint guidelines, however one month later State governments started to act more independently (Franzke & Kuhlmann, 2021). In Germany, health insurance is compulsory and more than 11% of Germany’s GDP goes into healthcare spending (Federal Statistical Office, 2021). Health related policy at the federal level is the primary responsibility of the Federal Ministry of Health. This ministry supervises institutions dealing with higher level of public health including the Federal Institute for Drugs and Medical Devices (BfArM), the Paul-Ehrlich-Institute (PEI), the Robert Koch Institute (RKI) and the Federal Centre for Health Education (Federal Ministry of Health, 2020). The first German National Pandemic Plan (NPP), published in 2005, comprises two parts. Part one, updated in 2017, provides a framework for the pandemic plans of the states and the implementation plans of the municipalities, and part two, updated in 2016, is the scientific part of the National Pandemic Plan (Robert Koch Institut, 2017). The joint Federal-State working group on pandemic planning was established in 2005. A pandemic plan for German citizens abroad was published by the German Foreign Office on its website in 2005 (Robert Koch Institut, 2017). In 2007, the federal and state Governments, under the joint leadership of the Federal Ministry of the Interior and the Federal Ministry of Health, simulated influenza pandemic exercise called LÜKEX 07, and trained cross-states and cross-department crisis management (Bundesanstalt Technisches Hilfswerk, 2007b). In 2017, within the context of the G20, Germany ran a health emergency simulation exercise with representatives from WHO and the World Bank to prepare for future pandemic events (Federal Ministry of Health et al., 2017). By the beginning of the COVID-19 pandemic, on 27 February 2020, a joint crisis team of the Federal Ministry of the Interior (BMI) and the Federal Ministry of Health (BMG) was established (Die Bundesregierung, 2020a). On 4 March 2020 RKI published a Supplement to the National Pandemic Plan for COVID-19 (Robert Koch Institut, 2020d), and on 28 March 2020, a law for the protection of the population in an epidemic situation of national scope (Infektionsschutzgesetz) came into force (Bundesgesundheitsministerium, 2020b). In the first early phase of the COVID-19 pandemic in 2020, Germany managed to slow down the speed of the outbreak but was less successful in dealing with the second phase. Coronavirus-related information and measures were communicated through various platforms including TV, radio, press conferences, federal and state government official homepages, social media and applications. In mid-March 2020, the federal and state governments implemented extensive measures nationwide for pandemic containment. Step by step, social distancing and shutdowns were enforced by all Federal States, involving closing schools, day-cares and kindergartens, pubs, restaurants, shops, prayer services, borders, and imposing a curfew. To support those affected financially by the pandemic, the German Government provided large economic packages (Bundesministerium der Finanzen, 2020). These measures have adopted to the COVID-19 situation and changed over the pandemic. On 22 April 2020, the clinical trial of the corona vaccine was approved by Paul Ehrlich Institute, and in late December 2020, the distribution of vaccination in Germany and all other EU countries

The IDB Cultural Center ended 2001 with a successful balance of diverse programming. In the Region and throughout the year, the IDB Cultural Center contributed to the implementation of 40 socio-cultural projects in 25 countries. At headquarters, the Center produced 32 events, including 5 art exhibitions, 13 concerts and music workshops, 12 lectures and 2 presentations of "La Cátedra Siglo XXI Lecture Series." These activities attracted an estimated 15,000 visitors to the Bank and 7,000 to traveling exhibitions. As a result, the Center received over 200 local, national and international newspaper, magazine, radio and TV reviews. The publicity generated by the Center's activities enhanced the image of the IDB as an institution concerned with all aspects of development, and promoted a positive view of Latin America and the Caribbean.
