Abstract:

The term Pan-Turkism refers to an intellectual and political movement advocating the union of all Turkic people. Pan-Turkism emerged among Tatars intellectuals in Tsarist Russia. In Tsarist Russia Pan-Turkism was in a part response to the development Pan-Slavism. At the beginning of twenty-first century Pan-Turkism became popular among the members of Committee of Union and Progress in the Ottoman Empire. After the Young Turks Revolution Pan-Turkism become a main political idea in the Ottoman state. The rise of a PAN-TURKISM as political movement is a phenomenon of the 19th and the 20th century. In this article author argues that the Pan-Turkism ideology still can be used by contemporary Turkey authority against Russia. Calling for a political unity and solidarity among Turkic groups can be a serious threat for Russian authority. The collapse of Soviet Union and the emergence of new Turkish states gave fresh hope many Pan-Turkists in Turkey, Caucasus and Central Asia. The annexation of Crimea, war in Syria and shooting down Russian aircraft by the Turkish army made hostile the Turkish-Russian relations.

Abstract:

The purpose of the research. The article discusses the process of nation building in Turkey. The influence of nation-building on the transition of the Ottoman Empire to a modern nation-state is analyzed. The purpose of the research is to identify the influence of Turkism in the construction of the Turkish nation, emerging in the second half of the 19th century, and its influence on Chinese-Turkish relations. As grounds, the influence of foreign Turkic intellectuals and Turkish intelligentsia on the construction of the Turkish nation is highlighted. Results. As a result of the study, the author comes to the conclusion that Turkism does not fundamentally differ from Western ideas about nation building. It should be noted that the genesis of Turkism became entirely possible thanks to the borrowing of the methods of Western social science and the adoption of the principle of language as the most important. In the conditions of development, Turkism tries to use the principles of Orientalism and linguistics. However, in modern Turkey, Turkism/Pan-Turkism has always shown a tendency towards extremism that transcends the boundaries of the nation-state. The author concludes that dissatisfaction with the nation-state and self-identification makes pan-Turkism the desire of many people in Turkey to go beyond the territorial nation-state. A number of examples from the history of foreign policy have emerged and Ankara's repeated gross interference in China's internal affairs for diplomatic purposes.

Abstract:

Turkish foreign policy, largely characterized as political selfishness, reflects the set of ideological concepts known as the new Turkish nationalism, which makes the country a rather difficult partner to deal with. This article examines the problem of the new Turkish nationalism. It focuses particularly on the Turkish-centric integration under the “neo-Ottoman” foreign policy as a new form of Turkish nationalism, which is especially evident on the space of the so-called “Turkic world”. The authors analyze the main features of Turkish nationalism in the econom ic, political, cultural, and educational spheres. They note that in the humanitarian sphere Turkey continues to focus on the “common Turkic” institutions as well as the ideas of the pan-Turkism ideologists of the past amidst the urge for unification. Moreover, the article considers the concept of Turkey’s self-perception as a “hub”, which generally occurs in all the above-mentioned areas. At the same time, all cases under study are affected by the populist expressions of the Turkish political elite about the unity of the Turks of the world.

Abstract:

Introduction. Studying the cooperation strategies of Turkish-speaking countries has important practical significance. Establishing cooperation mechanisms is an important way to implement cooperation strategies. The purpose of this study is to attempt to comprehensively analyze the process of establishing cooperation mechanisms among Turkish-speaking countries over the past 33 years. Methods and materials. The research on the cooperation mechanisms of Turkish-speaking countries in the international academic community can be divided into two stages: before and after the establishment of the Organization of Turkic States. However, these studies have not systematically revealed the fundamental changes and development prospects of the cooperation mechanisms among Turkish-speaking countries. This article aims to address these issues through the methods of case studies and comparative analysis. Analysis. Turkish-speaking countries have experienced four stages of establishing cooperation mechanisms, marked by the convening of the Summits of heads of Turkish-speaking states (1991–2008), the establishment of the Turkic Council (2009–2018), expanding its membership (from 2018 to November 2021), and its renaming to the Organization of Turkic States (from November 2021). Results. This study draws the several conclusions. Firstly, in the post-Soviet era, Turkish-speaking countries have worked hard to form discussions on the nature and prospects of their relations, which has led to changes in the cooperative narrative logic, actors, and characteristics of activities in the “Turkic world.” Secondly, the main factor affecting the current and future cooperation of Turkish-speaking countries is their national interests, not pan-Turkism. Thirdly, one of the most important factors affecting the implementation of Türkiye’s cooperation strategy is the position of the Turkish-speaking countries in Central Asia. Fourthly, cooperation between Turkish-speaking countries is currently at its highest level. Based on the mechanisms they have established, these countries have the potential to become a pole in the multipolar world.

Abstract:

Slovak has never had especially intense contacts with Turkish or any other Turkic language. This author tries to show that loanwords called “Turkisms in Slovak” nevertheless call for more attention and research than one might initially think as well as that, indeed, there possibly exist a few words borrowed directly from Turkish into Slovak. These words may, at least sometimes, reflect an old colloquial pronunciation variant in the speech of Turkish soldiers and are, thus, a Slovak contribution to investigation into Turkish linguistic history.

Abstract:

This paper presents an analysis of the oldest Turkish publication “Türk Yurdu”, which described the ideas of Isma’il Gasprinsky, primarily the theory of Turkism. The chronological framework is 1911–1914, i.e. from the publication of the fi rst issue of the magazine in 1911 to the death of Gasprinsky.The analysis of the topic of Turkism coverage in “Türk Yurdu” still remains relevant and can make a positive contribution to the development of relations between the two countries in modern geopolitical conditions. On the pages of the magazine, there were the general Turkic problems together with the cultural and educational aspects. During the period under study, the purpose of the magazine was to unite the Turkic nations exclusively in a cultural sense.As a source for analysis, the author uses the articles about the nation and Turkism by the Russian Turkic-Muslim emigrant and Turkish intellectual elite of the early 20th century – Yusuf Akchura, Akhmet Agayev (Agaoglu), Ziya Gokalp, Sadri Maksudi.

Abstract:

Scholars engaged in the study of nationalism have often stressed an analytical distinction between the rise of nationalism and the growth of nations since nationalism, by its very nature, has always preceded the nation (Anderson, 1983; Gellner, 1983; Smith, 1983; Hobsbawm, 1990). In the case of Turkey, the rise of nationalist movements rooted in Ottoman Turkism has been well-documented by studies focussing on their pioneering leaders, publications and institutions. Efforts aimed at the making of a Turkish nation, however, coincided with the period following the establishment of the Turkish nation-state. This new phase of Turkish nationalism differed from the preceding nationalist movements of the late Ottoman era, in its concern with the consolidation of a form of its own. It borrowed elements from, but also deviated from, the expansionist, pan-Turkist tendencies of the earlier era.

Abstract:

This article examines Z.V. Togan’s intellectual development and thoughts about Turkic unity as a scientist who made significant contributions to the development of Turkish historical science. He is recognized as one of the most well-known historians of Turkiye and the Turkic peoples in general. He was a pioneer in the development of historical science in the Republic of Turkiye. The articles of Türk Yurdu journal need special attention because they explain his research methodologies in detail. He underlined the need of working with multinational experts and understanding several languages. Z.V. Togan traveled to Europe for political reasons and found great success. After achieving international renown, he returned to Turkiye to teach at Istanbul University. This accelerated the evolution of Turkish historiography. Z.V. Togan urged that Turkish historians’ works to be translated into Western languages and be objective in their coverage of historical events. He is a scientist who was well-versed in Turkic history and worked for their cultural unity. His ideas and concepts are well tracked in his essays in such journals as Türk Yurdu, Yurt Bilgisi, Orhun. His work titled Tarihte Usul is now a reference book for many scientists, highlighting theories and approaches for examining genuine historical problems.

Although the earliest Turkisms that entered Arabic go back to the 9th century – when the Arabs began establishing regular contact with speakers of Turkic languages – a significant number of Turkish loans in both written and spoken Arabic only dates from the time of the Ottoman Empire, which in the course of its expansion conquered and for centuries ruled a large part of the Arab world. This paper aims to examine the words of Turkish origin found in the dialects spoken in Egypt and part of the Middle East (Syria, Lebanon, Palestine), i.e. the Arabophone regions that have been most exposed to Turkish influence for historical and cultural reasons. Attempts have also been made to provide information about the etymology of the Ottoman-Turkish words (interestingly, as some of these come from Arabic, the Egyptian, Syrian, etc. words borrowed actually prove to be backborrowings).

Abstract:

In my dissertation I critically analyze and evaluate how the Turkish nation and culture is `performed' and `constructed' in two Turkish Festivals in Chicago: The Chicago Turkish Festival and The Chicago Turkish World Festival. I examine what this representation suggests about the complex national and cultural identity politics the Turkish Diaspora negotiate, with both their native and adoptive countries. My study draws on theories of nationalism and transnational nationalism, as well as critical cultural studies concepts including the `tourist gaze', (cultural) `spectacle', and `internal colonialism.' Because nationality festivals are public demonstrations involving a mass audience, my dissertation investigates how representations of Turkey (visual and verbal) are dependent upon the images and narratives popular among the American audience that are targeted. In an era of globalization, the cultural representation of Turkey in these two Turkish festivals in Chicago is used for political and commercial ends to: a) form good relations with the local U.S. state officials and to help lobby for the Turkish community in Chicago; and b) open up new means of income for local artists and entrepreneurs as well as transnational businesses that attend these festivals from Turkey and other countries. The Turkish American cultural organizations, The Turkish American Cultural Alliance (TACA) and the Turkish American Society of Chicago (TASC), that organizes these festivals, in many ways take part in nationalism from abroad (transnational nationalism) when they promote the official national discourses of the homeland and receive material and moral support from the Turkish Consulate of Chicago and the Tourism and Culture Ministry in Turkey. My dissertation demonstrates how Turkey's representation in these festivals by the two leading Turkish American organizations have become dependent on both European Orientalist discourses of the Ottoman Era that are internalized by the Turks today, as well as the very singular and monolithic nationalist discourses of the Turkey's founding fathers. I include a historical analysis of Chicago's Turkish community, including the way it was represented at Chicago's Columbian Exposition in 1893 (Chapter 2), an ethnographic analysis of the Turkish American organizations that have organized the Turkish festivals in Chicago (Chapter 3), and a critical analysis of activities and live performances that take place at both festivals (Chapter 4 & 5). My methods of study are field note observations, interviews conducted with the festival organizers and volunteers, and surveys conducted with festival participants. My research reveals that although the two Turkish American organizations, TACA and TASC, use similar national and cultural narratives, symbols, and representations, they differ in their choice of glorifying either Ottoman history or the history of the Turkish Republic, and on the degree to which Islam constitutes Turkish culture and national identity. This serves political ends as it reflects the ongoing political debates in Turkey over what social and cultural identities make up the Turkish nation.

Abstract:

This thesis demonstrates how the development of my work as a translator implicitly challenges some of the principal values and assumptions inscribed in the works of my predecessors. I identify what these values and assumptions are in the process of translating poetry from Turkish to English, and why they present particular problems. Throughout, I show how these problems can be reconceptualised, re-examined, and overcome. In section 2 I contextualise my work in the field of literary translation from Turkish to English during the period 1900 to 2012. I sub-divide this period of translation activity into three distinct phases and further justify this sub-division by contextualising these phases in relation to changing attitudes and tastes toward Turkish poetry, particularly in light of increased availability of financial support for translators and increased opportunities to publish literary works in translation. In section 3 I focus on translations of İlhan Berk to demonstrate differences in practice that distinguish my work from the work of my contemporaries. I further extend this comparative analysis of translation strategies in section 4 where I examine the dominant values and constraints influencing choice in the reading and re-making of Turkish poems in English. Finally, in section 5, I shift perspective to provide a descriptive commentary of critical reactions to some of my translation work.

Abstract:

This thesis examines the concurrent changes in Turkish identity and in the Turkish language from the early developments in the period of the modernizing Tanzimat reforms to the Anatolian Turkish nationalism and the alphabet and language reform of the Republican era. It looks specifically at how language issues played a large role in the development of Turkish national identity towards the end of the Ottoman period, and also examines the development of Ottomanism and Islamism. Finally it looks at how the desire to promote secular Turkish nationalism in place of the old Ottoman-Islamic identity was the driving force behind the Kemalist script and language reforms and discusses some of the consequences of these planned changes to the Turkish language and to the basis of Turkish identity.
Ce mémoire traite des changements qui ont eu lieu en même temps dans l’identité turque et dans la langue turque à partir de la période de réforme et de modernisation du Tanzimat jusqu’au nationalisme turc anatolien et à la réforme de l’alphabet et de la langue dans la période républicaine. Ce travail étudie spécifiquement le grand rôle que le thème du langage a joué dans le développement de l’identité nationale turque vers la fin de la période ottomane, et aussi s’occupe du développement de l’ottomanisme et de l’Islamisme. Finalement, on examine comment le désir de propager le nationalisme turc laïc en place de l’ancienne identité ottomane-Islamique a motivé les réformes kémalistes de l’alphabet et de la langue, et on termine avec une discussion de quelques conséquences de ces changements planifiés par rapport à la langue et à la base de l’identité turque. fr

Abstract:

Past attempts to explain Greek-Turkish conflict have been built on two underlying themes. One theme focuses on incompatible Greek and Turkish interests while the other identifies cultural and social differences between the two countries as the primary causes for competition. Immediate causes for the conflict include issues ranging from domestic political considerations to the international setting. This thesis examines the 1955, 1963, 1967, 1974, 1976 and 1987 Greek-Turkish crises as it questions the primacy of underlying or immediate causes in Greek-Turkish conflict. After examining possible reasons for the failure of past mediations in resolving the underlying causes of the conflict, this thesis suggests that national interests as well as cultural realities from both sides of the Aegean have to be considered in any mediation attempt. Immediate causes do not seem critical for the evolution of the conflict even though they determine the development and outcome of particular crises. This thesis also recognizes, that successful resolution of Greek-Turkish differences will be of benefit not only to the two countries but to regional stability as well (Cyprus, Balkans, Southeastern Mediterranean). Organizations with which the two countries are associated, (NATO, EU, WEU) have only to gain from a Greek- Turkish rapprochement

Abstract:

Sentiment analysis is the automatic classification of a text, trying to determine the attitude of the writer with respect to a specific topic. The attitude may be either their judgment or evaluation, their feelings or the intended emotional communication. The recent increase in the use of review sites and blogs, has made a great amount of subjective data available. Nowadays, it is nearly impossible to manually process all the relevant data available, and as a consequence, the importance given to the automatic classification of unformatted data, has increased. Up to date, all of the research carried on sentiment analysis was focused on English language. In this thesis, two Turkish datasets tagged with sentiment information is introduced and existing methods for English are applied on these datasets. This thesis also suggests new methods for Turkish sentiment analysis.

Abstract:

Radiology departments utilize various visualization techniques of patients&rsquo
bodies, and narrative free text reports describing the findings in these visualizations are written by medical doctors. The information within these narrative reports is required to be extracted for medical information systems. Turkish is an highly agglutinative language and this poses problems in information retrieval and extraction from Turkish free texts. In this thesis one rule-based and one data-driven alternate methods for information retrieval and structured information extraction from Turkish radiology reports are presented. Contrary to previous studies in medical NLP systems, both of these methods do not utilize any medical lexicon or ontology. Information extraction is performed on the level of extracting medically related phrases from the sentence. The aim is to measure baseline performance Turkish language can provide for medical information extraction and retrieval, in isolation of other factors.

Abstract:

Tax systems are used for economic and social concerns such as promoting the economic growth or decreasing the income inequality and tax evasion, increasing the social welfare, etc. Researchers argue that the consumption taxes are quite high in Turkey compared to other OECD countries. Therefore, the proposed tax reform in this study is to decrease the Value Added Tax (VAT) rate and to increase the top statutory income tax rate. This thesis constructs and presents first set of a 55-period overlapping generations (OLG) model for Turkey to analyze and evaluate the impact of tax reform on the Turkish macroeconomic variables and welfare. The results show that the proposed tax reform provides welfare gains to the low and middle income individuals while high income individuals are suffered.

This study analyzes the current situation women&rsquo
s NGOs in Ankara in terms of the organizational structure and networks. A total of 28 interviews were realized with active women&rsquo
s NGOs located in Ankara on identification of not only organizational structure such as age, type, focus, target group, ICT infrastructure but also communication and collaboration pattern. Both descriptive analysis and network analysis were performed. The main concern is whether women&rsquo
s NGOs collaborate with each other? Results demonstrate that women&rsquo
s NGOs in Ankara mostly use informal linkages based on friendship but do not work with each other in the same projects or campaign. Main reasons behind reluctance to collaborate with the women&rsquo
s NGOs are loss of autonomy, performing the same activities, lack of trust, and ideological differences.

THE FETHULLAH GÜLEN MOVEMENT AS A TRANSNATIONAL PHENOMENON Bill Park This paper investigates the apparent paradox thrown up by the distinctively Turkish roots and contents of Fethullah Gülen’s philosophy on the one hand, and the movement’s edu- cational activities beyond Turkey and its promotion of interfaith dialogue on the other. It considers how far the movement has been able to transcend its ‘Turkishness’. In the Turkic world, primarily in Central Asia and Azerbaijan, the paper offers an assessment of the extent to which the movement generates an emulative or transformational response, perhaps con- tributing to the emergence of a non-territorial ‘Turkic’ nation or identity. In that context, the paper considers the degree to which the movement can be seen as ‘pan-Turkic’ in terms of its aspirations and effects. Turning to its activities in the non-Turkic world, the paper tries to establish whether the movement should be regarded as a primarily Turkish or primarily Muslim agency, and what kind of impact this creates in host countries. In chiefly Islamic host countries, to what degree is the movement engaged, intentionally or otherwise, in a competition with more radical interpretations of Islam? Or is the movement’s approach to Islam rooted too exclusively in a Turkish context? This leads into a consideration of whether the movement is an agency for a ‘Turkish model’ approach to blending Islam with modernity and democratisation, and whether this suggests either competition or tacit alliance with the Turkish state in this regard. Finally, with respect to interfaith dialogue, is the movement’s contribution seen as narrowly Turkish in its applicability, or as resonating in and of utility to the wider Muslim world?

Abstract:

India, which has been a long-time ally of Turkic states throughout history, has had a dense Turkish population, especially as a result of the expeditions made by the Ghaznels, Timur and Baburls to North India. During the campaigns of Mahmud of Ghazni, many families with the surname Türkîolan can be found even today in Muradâbâd, Sambhal and Rampurgibi regions in Northern India, where the Turkish population settled. It is known that a significant Turkish population settled here during Timur's expeditions to Kabul, Punjab, Sind and Delhi after Ghazni. As a matter of fact, the Kutbils (1206-1266), Balabans (1266-1290), Kalach Sultanate (1290-1320), Tughluqs (1320-1414), Seyyids (1414-1451) and Lods (1451) ruled in North India from the 13th century. -1526) were able to gain power by taking advantage of the power of the Turkish population that had settled here before. Babur's defeat of Lûdîler in 1526 and the conquest of North India, unlike other expeditions, means the beginning of a permanent rule in this region. During the period when Babur sat on the throne for about five years, the importance he gave to Turkish in this region, along with Persian and Hindi, ensured that Turkish was spoken in the palace and that Turkish developed as a language of poetry. In this respect, Chagatai Turkish is a "new field"52 where the Timur literary tradition continues in North India, and it also represents a symbol of cultural dominance. This issue will be addressed in our work.

Abstract:

This paper describes the political trajectory of the Movement for Rights and Freedom (MRF) in Bulgaria. It outlines the history of the Turkish minority in Bulgaria, as well as the social background enabling the emergence of the party. The paper also describes the political history of the party during the last thirty years and highlights its role in Bulgarian politics. It is argued that the MRF has built a solid electoral base by relying not only on the Turks living in Bulgaria but also on the Turks who live in Turkey but have a Bulgarian citizenship. Despite several attempts to break its political hegemony over the Turkish electorate, the party has managed to keep its primacy and resist any kind of counter-hegemonic attempts.
