This thesis analyses Turkey&rsquo
s energy policies and Turkey&rsquo
s foreign relations through the energy issues in the Eurasian region. In the first phase, the energy policies implemented by the state and free market orientation in Turkish energy sector will be discussed. The impacts of neo-liberal economic policies, regional organizations (the European Union and OECD), and global finance institutions (International Monetary Fund &ndash
the IMF and the World Bank &ndash
WB) on Turkish energy sub-sectors, particularly since the beginning of the 1980s, will be examined. In the second phase, Turkey&rsquo
s own autonomy and effectiveness within major energy pipeline projects in the Eurasian energy axis will be questioned in the post-Cold War period. Turkey&rsquo
s relations in the energy issues with the European Union, Middle East, Caucasus and Turkic States, Russia and the United States (US) will be discussed. Basic vulnerabilities in Turkish energy sector and possible acquisitions of Turkey through its international energy deals will be emphasized.

Abstract:
The study examines Turkey&rsquo
s responses in the face of the formation of European Security and Defense Policy (ESDP). The political responses over ESDP have two dimensions. From the viewpoint of Turkey, at the beginning she intended to participate in the process of decision making structure of the ESDP. Therefore, it can be concluded that Turkey is not against the formation of the ESDP. However, as a non-EU European NATO member, Turkey&rsquo
s integration into European security and defense was welcomed but she was excluded from the strategic decision making structure of ESDP. As a result of this, formation of ESDP undermined the position of Turkey who has rights inherited over European security from Western European Union Associate and NATO Memberships. As Turkey was excluded from the decision making structure of ESDP, she put reservations to the EU-NATO cooperation as a NATO member. Secondly, from the viewpoint of European Union, she is trying to keep the decision making authority of ESDP in EU itself by excluding non-EU European states. Besides, Turkey&rsquo
s full integration into European Security and Defense Policy was made contingent to the Turkey&rsquo
s European Union membership. Turkey&rsquo
s EU membership process should not be linked with her full participation, including decision making structure of the ESDP. European defense developments were considered to be as a challenge to NATO and US superiority in Europe. Developments in European defense and Turkey&rsquo
s participation in this process were also examined in this study.

s energy needs and its potential to become an energy corridor will be discussed. Turkey&rsquo
s energy cooperation with the European Union and Russia will be explored in the following parts of the thesis. Energy cooperation between the European Union and Russia will be analyzed in the fifth chapter. The last chapter is the conclusion.

This thesis explains Defense Policy Making process and its effects on weapons procurement in Turkey. Main focus will be on the institutions which shape, to various degrees, Turkey&rsquo
s defense policy and weapons procurement decisions. Thesis analyzes institutions like the National Defense Ministry, Council of Ministers, General Staff, Parliament and the Undersecretariat for Defense Industries, and places them in a historical context. Following a historical background, functions and authorities of these institutions are analyzed from a perspective of Constitutional Law. Actual conduct of the legal process, relations of institutions with each other, and their behavior are also examined. In order to demonstrate the Defense Policy Making and weapons procurement processes, case studies that reflect different possibilities of outcomes are highlighted.

Abstract:
The objective of this thesis is to examine the basic factors that motivate Turkey&rsquo
foreign aid policy towards Central Asia from a comparative perspective. Generally, the development aid aims eliminating the problems that have arisen from underdevelopment and contributing to regional and universal peace. In addition to this holistic goal, there are several other motivating factors. This thesis explores the reasons behind the foreign assistance programs of Turkey, the United States, Japan, and Russia towards Central Asia which ensure the development of the Central Asian countries and their integration within the international system. From a comparative perspective of the development aid provided by Turkey to the region and the aid provided by the other donor countries will also be presented. This thesis, argues that Turkey does not provide development assistance to the Central Asian countries merely as a result of its foreign policy interests, but also it aims to integrate these countries with the international system. This thesis consists of four chapters other than introduction and conclusion chapter. The second chapter examines relationship between foreign aid and foreign policy. The third chapter explores general characteristics of post- Soviet Central Asia. The forth chapter discuses Turkey&rsquo
s foreign aid policy towards Central Asia and the fifth chapter examines other donors&rsquo

Turkey has been one of the few countries that signed the 1951 Convention relating to the Status of Refugees with the provision of maintaining geographical limitation to that of offering protection only to European nationals. This is, however, expected to change as Turkey heads towards EU membership. Since 1999, Turkey has been declared as a candidate country to the European Union (EU), in the Helsinki Summit. It is expected to adopt EU Asylum Acquis into its legislation and to lift the geographical limitation of the 1951 Geneva Convention. This study aims to analyze EU&rsquo
s Common Asylum Policy in order to present a comprehensive overview to EU Asylum Acquis and practices that are expected to be adopted by Turkey during the pre-accession process. This thesis tries to display the practice of forced migration experienced in East and Southeast Anatolia after 1980s in Turkey and its consequences through the lived experiences of internally displaced women and children. In the first phase, the historical background of the practice of forced migration, which continues ever since the Ottoman period and the Republican period as well, has been analyzed within the framework of implementations and laws on settlement. In the second phase, in-depth interviews were made with internally displaced women and children living in Diyarbakir and Istanbul and embarking upon the lived experience of internally displaced women and children before, during and after the flight, the issue of social integration with the &lsquo
host&rsquo
population was analyzed comparatively. What was claimed with this comparative analysis was the fact that there would be a significant difference on experiencing the consequences of forced migration and social integration among the internally displaced women and youngsters living in Diyarbakir, which is a metropolis Kurdish citizens are intense, and those living in Istanbul, where Kurdish citizens are relatively low in numbers. Consequently, through the information gathered with this study, the extent that internally displaced persons are socially integrated with the &lsquo
host&rsquo
populations was depicted and that whether the spatial difference had a significant effect on the issue of social integration was analyzed.

s export competitiveness in the first 15 members of the European Union (EU-15 market) against non-EU-15 competitors. The study covers the recent period since the Customs Union agreement signed between Turkey and the EU at the end of 1995. Turkey&rsquo
s position in the EU-15 market is analyzed in detail by focusing upon major dimensions of export competitiveness
such as &lsquo
export similarity&rsquo
, &lsquo
export diversification&rsquo
, &lsquo
intensive and extensive margins&rsquo
, &lsquo
revealed comparative advantages&rsquo
, &lsquo
dynamic market positioning&rsquo
and &lsquo
competitive threat&rsquo
. We use various indexes from the literature and develop some original indexes as our own contributions. In terms the subject-matter, time dimension and data-detail of our study, all indexes utilized in this thesis are applied to Turkey&rsquo
s case for the first time. Examining price and quantity differences across countries and within each industry, Turkey&rsquo
s competitive position in the EU-15 market is analyzed as compared to 30 countries for more than 3000 export-product groups classified according to their technological characteristics. Based on the results, suggestions at the levels of countries, products and technological categories are made for Turkey to improve its export strategy in terms of seizing the existing but unexploited opportunities in the EU-15 market against its competitors. Policy possibilities are also discussed for directing Turkey&rsquo
s competitiveness towards higher value-added products in a rational and strategic way.

Turkey is a member of NATO and has long been upheld by the West as proof that a Muslim-majority state can maintain a stable democracy. However, the current regime seeks to establish executive power over the judiciary in a move that would violate the separation of powers. This demonstrates an attempt by the ruling Justice and Development Party (AKP) to subjugate the state without oversight from other parties or branches of government. As constitutional talks have broken down and no new draft is scheduled, any attempt to institutionalize a new system of government has met with failure. Executive decrees and legislation indicate this regime’s authoritarian proclivities, which have precluded EU membership despite initial efforts to the contrary. This thesis applies the authoritarian models of Juan Linz to examineTurkey’s political system. Results indicateTurkey should be classified as an authoritarian state, both before and after the rise of the AKP.

Abstract:

This thesis is about Turkish accession to the European Union and criteria to be fulfilled in order to become a member state. At Helsinki summit there were defined four main areas, that are the main obstacles of Turkish membership in the structures of EU – military influence in domestic politics, economy disproportions, the issues of minorities living in Turkey and problems with obeying human rights and fundamental freedoms. In addition the attitude among European countries and Turkish political elites has changed dramatically since 1999. There is a great discussion, whose main purpose is, to show if Turkey should or shouldn’t become a part of united Europe. With the help of created conceptual framework, which is empirically based on qualitative methods and with theoretical approach in form of analysis considering human rights, I have developed a set of three hypotheses, that are based on primary and secondary sources like EU, Human Rights Watch, Amnesty International reports considering changes of Turkish attitude to the question of human rights. In the process of testing validity or invalidity of those hypotheses, I have tried to conclude, why the implication of reforms considering human is the main obstacle of Turkish membership in the EU.

Turkey has lived an awakening after the earthquakes of 17 August 1996 in Marmara and 12 November 1999 in Dü
zce. Turkey has paid the cost of a delayed awakening with the loss of approximately 45,000 citizens and 20 billion dollars. Turkey, which is located on active seismic fault lines, has previously encountered such destructive earthquakes but necessary measures have not been taken due to the previous earthquakes not striking the large metropolis and industrial zones, lower losses in terms of lives and property, and lack of interest of the media in terms of the issue. The importance and necessity of building inspection could only be realized after said disaster. Subsequently, the Ministry has worked like a factory producing laws, regulations and decrees having the force of law and has implemented numerous practices in a rush. Said practices containing the post-earthquake haste and reactive approaches are currently still being discussed and could only be regulated within a period of 2-3 years. This study will examine the building inspection system, which has been applied in Turkey prior to the earthquakes of 1999, which are considered as a sad turning point, and the laws and applications related with thereof. Subsequently, the building inspection practices of certain countries, unions and international legislations will be discussed in order to provide for examination and comparison of the laws, regulations and practices, enacted by the Ministry after 1999, at international level. The study will be concluded with the examination of the building inspection systems recommended after the year 1999, study of the inefficient aspects and recommendation of specific solutions.

This thesis analyses the agricultural import demand of Turkey for the period 1993-2009. The main objective of the thesis is to assess the reason for the rapid increase in imports. Turkey has a trade surplus since 1993, yet, imports have surged since 2001. In this study import demand has been analyzed descriptively i.e., the developments in foreign trade have been described by the help of available, official trade statistics. Increasing population, economic growth (income) and overvalued exchange rate are among important factors that give rise to this rapid import increase. Foreign relations, such as the World Trade Organization&rsquo
s Agreement on Agriculture (1995) and Free Trade Agreement with European Union (1997), play also an important role. Future developments of EU-Turkey relations and a new WTO Agreement (Doha) may become instrumental to convert Turkey to a net importer of agricultural products. Turkey may keep its net-exporter position also in the future by increasing her agricultural output and productivity rather than relying on protectionism.

Generational Accounting (GA), developed by Auerbach. Gokhale and Kotlikoff (1991) is an alternative and dynamic method employed in measuring the impact of existing fiscal policies on current and future generations. The method is based on the government&rsquo
s intertemporal budget constraint which principally requires that the present value of current and future generations&rsquo
net tax payments plus the existing net wealth be sufficient enough to cover for government&rsquo
s future consumption. In contrast to the traditional and static measures of fiscal sustainability, GA method reveals the intergenerational distribution of tax burden and helps identifying the policies that can alleviate the generational imbalance. This paper constructs and presents the first set of generational accounts for Turkey in an attempt to measure the generational gap and compare the Turkish intergenerational fiscal outlook to a number of developed and developing countries.

Abstract:
The dissertation documented the degree of Turkey’s involvement in the promotion of democracy in the Arab Middle East (ME). Initially, I investigated why and under what conditions Turkey promotes democracy in the ME, and then I explained strategies through which Turkey promotes democracy in the region. I applied the neo-classical realist theoretical framework and a mixed methodology in the research, and I provided evidence from two sources: face-to-face interviews with the Turkish and foreign officials and common citizens, and the statistical data from institutions, such as the OECD, Turkish Statistical Institute, and World Bank. My research indicates that Turkey promotes democracy through seven channels. These channels are official development assistance (ODA), mentoring, demonstrative effect, normative pressure, conditionality, military power, enlargement, and civil society organizations. Turkey promotes democracy in the ME for three substantial reasons: first, to advance its security and economic interests; second, to improve the political, social, and economic conditions of people living in the region; and third, to create long-term regional stability, crucial for cooperation in economic and security realms. I attempted to engage in debates with two distinct, but interrelated fields of comparative politics and international relations. My most important contribution to the field is that I documented Turkey’s case of democracy promotion regarding the degree of Turkey’s involvement in this endeavor, its strategies, specificities, and effectiveness in the region. I also contribute to the field as I explained the difference between democracy promotion policies of a regional power, such as Turkey, and global powers, such as the US. I further engaged in discussions that illuminate some aspects of the interplay between the identity and strategic interests in states’ foreign policy decisions.

Abstract:
The thesis asks a central question: what is the nature of the relationship between state security and domestic politics in contemporary Turkey? It aims to show that although the pendulum of Turkish politics has swung back and forth between democratic elections and military interventions, in the last decade a new set of historically conditioned discourses and practices of state security have fused the political and military realms to produce a peculiar regime which I call security govemmentality. Understanding the traits of Turkish security governmentality is the task of the thesis. It adopts a genealogical approach. The subject-matter analyzes both the historical-political conditions within which security governmentality emerged as a dominant practice of rule and the prospects of its dissolution. Indeed, the dissolution of security governmentality gained an air of expectancy particularly after 1999 when Turkey was granted an 'official candidacy' and started to adapt the EU democratic membership conditionality. Within this framework, the thesis explores the peculiar entanglement between security and politics in Turkey, which has produced an uneven distribution of power between the military and the society, and examines the challenges of the EU membership reform process to Turkey's security governmentality.

Iran’s nuclear program has been one of the main controversial topics within the field of international relations since the early 1980s. From that time to 2010, Western states, particularly the United States, sought to prevent Iran from developing its program through different methods—from sanctions to diplomatic attempts. Despite all these efforts, Western states failed to persuade Iran to negotiate its program in a transparent manner. When there was no belief in diplomacy, two emerging powers, Turkey and Brazil, convinced Iran to come to the table. Due to the skepticism of the great international powers, this attempt also failed, but it continued to mean more than a deal for Turkey and Brazil. This thesis assesses the significance of 2010 Iran-Turkey-Brazil nuclear deal for Turkey and Brazil, and finds that Turkey and Brazil engaged in the deal because both of them had political and economic motivations. To understand the conditions that led Turkey and Brazil to engage in the deal, this study examines the evolution of Turkish and Brazilian foreign policies. Then, it focuses on the 2010 nuclear deal’s political and economic significance for Turkey and for Brazil.

This thesis analyzes the construction of geopolitical imaginations of Turkey in the post-September 11 era on the basis of critical geopolitics and in the frame of a center (the United States and the European Union)-margin (Turkey) relationship. The dissolving of the relatively stable concepts of the Cold War era by globalization and the demise of the Soviet Union -such as state integrity, sovereignty, inside/outside dichotomy and state identity- has created deterritorialization in the global space of territorial states. However, territorial states have continued to exist via reterritorialization on the basis of new enemies/others/boundaries borrowed from old concepts, narratives and dramas. Following the September 11 attacks, the attempts to construct self/other dichotomy based on the geopolitical imaginations of the globe and Turkey in the US and the EU political circles have changed geopolitical imaginations of Turkey. Their discourses over Turkey have encountered counter-discourse of Turkish policymakers presenting Turkey as a &ldquo
bridge&rdquo
between civilizations to increase the &ldquo
strategic&rdquo
value of Turkey. In this study, taking into consideration the geography as a product of a specific power/knowledge alignment rather than something naturally given to determine foreign policy, the geopolitical (geocultural) imaginations of Turkey are being examined and the power-knowledge relationship is exposed.

Turkey is one of the most important emerging markets in the world. Considering its young educated population prone to use computer technologies, Turkey can make more benefit from broadband services. Compared with OECD countries, however, current broadband access penetration in Turkey, particularly for fixed broadband service, is quite low. Furthermore, there is a limited competition in Turkish fixed broadband market, which is highly dominated by a single incumbent network. Different than many developed countries, cable TV infrastructure, which is an important part of facility based competition in fixed broadband market, has not been developed much and it is still owned and governed by the state company called Torksat which is established primarily responsible for national satellite operations. In October 2014, Finance Minister Mehmet Simsek has announced Turkish government's new privatization agenda covering cable TV operations of Turksat. In this thesis, it is focused on possible effects of the privatization of cable TV network on the competition dynamics of Turkish fixed broadband market and developing policy implications for Turkey to enhance sustainable broadband ecosystem. The research findings, based on the interviews conducted with experts from Turkish telecommunication and media sector, affirms the government's privatization decision that privatization of cable TV platform is needed because of uncompetitive company behavior and lack of private sector motivations in management under the ownership of state. Moreover, privatization is high likely to enhance consumer welfare. Although, the service coverage area of the cable platform is low, it has a potential, to make a significant impact on competition with follow up coverage investments. There are economic incentives, complementarily, to invest in network roll out in Turkey. However, there are challenges mainly rising from municipals' attitude toward new infrastructure deployment. Therefore, developing policies triggering investment incentives for network roll out and eliminating the reluctance of municipals toward telecommunication infrastructure development would be the key policy implications to increase the attractiveness of the cable platform auction and to sustain competitive environment after the privatization.

There is a debate on the exact relationship between capitalist development and democracy. Some maintain that there is a theoretical and empirical affinity between the two, while others have demonstrated that authoritarian regimes have been as able to accommodate capitalist development. A major part of this debate revolves around the economic elite's political preferences, which in some cases is perceived as championing democracy while in others, especially in cases of late-development, as supporting the rise of authoritarianism or, in the least, benefiting from the deficiencies of limited democracy. The shifting position of this elite therefore begs the following question: Is there an instance under capitalist development that makes democracy more appealing to the business classes?
To study this question, I have focused on the case of TUSIAD (Turkish Industrialists' and Businessmen's Association), a voluntary association made up of several hundred members and founded by the owners of the largest Turkish corporations, that has in 1997 published a report on democratization in Turkey which promoted major changes to the Turkish state and its institutions. The topic is of relevance to the above debate by presenting a case where individuals that were previously perceived as benefiting from the deficiencies of Turkish democracy and/or were too shy politically were promoting major changes to political life.
In order to understand the process behind this break and the shifting political attitude of the association's members, I have conducted several expert interviews with key actors from TUSIAD and the business community. I have also included a comparison between the case of TUSIAD and the demands of associations in the similar cases of Argentina, Brazil, Chile and Mexico in order to further test the generalizability of my case study.
My research and the dissertation suggest that changes in the activities of Turkish industry, characterized by economic development and a greater international integration achieved primarily through the European Union, present a new structure of opportunities and constraints for TUSIAD members. The factors that entrepreneurs perceive as being necessary for staying competitive and manage growingly complex enterprises not only make increased democracy more appealing but also create a tension between a segment of business, which is becoming increasingly formal, and a state that has traditionally depended on its informal ties with societies to strengthen its control.
However, my research reveals that these economic changes are not sufficient to constitute a radical break from the state. To understand the case of TUSIAD it should be taken into account that this has been possible because of the economic elite's increasing autonomy (due partly on endogenous changes and the opportunities that internationalization offers) and relationship to the state. Turkish political tradition has enabled the state and governments to isolate themselves from business more than in other cases studied. In fact, states in my comparative cases have tended to grant greater access to business, except for various periods, and as such affected its propensity to mobilize politically. It is therefore the apparent indifference of the Turkish state towards the needs and power of industry that has affected the attitude and ideology of businesspeople, thus leading to a greater break than what the current literature would predict. In outlining this process, the current dissertation therefore contributes to academic debate by outlining the manner in which a positive relationship between the needs of business classes and democracy develops, while maintaining that whether this will lead to a radical break is determined by state tradition.

This thesis is an introductory research study on the impact of operations management techniques on productivity under Turkish Premier Turgut Ozal's industrial policy. The effectiveness of opening up the economy to international competition has been analyzed by comparing the present industrial productivity to the productivity figures before Premier Turgut Ozal. The evaluation is done through four major areas: quality, operations research techinques, inventory and manpower planning. The final chapter gives a summary of the findings and suggests that competition most likely has helped Turkish industry increase their productivity in these four areas.

Abstract:
It is widely accepted that small and new firms are important in creating income and employment. Their flexible structure enables them to adapt quickly to changes in economic environment and technology. The main purpose of this thesis is to evaluate whether the Technology Development Centers (TEKMERs) established by the Small and Medium Size Industry Development Organization (KOSGEB) in Turkey encourage new firm creation in high-technology sectors and boost the performance of small and new firms both in terms of economic and technological aspects. Information on 48 on- and 41 off-incubator firms is gathered through face-to-face interviews to compare and contrast those that benefit from incubators with those that do not. The data set also covers information on 79 on- and 61 off-incubator founders. Our findings indicate that TEKMERs are important in supporting start-ups in their vulnerable stages and help them to survive. There are profound differences between on- and off-incubator firms regarding their economic performance, highly in favor of on-incubator firms, but the same cannot be put forward concerning technological performance. The claim that the founders of on-incubator firms are more educated is not supported by the data.

Mehmet Ph.D., Department of Economics Supervisor: Prof. Dr. Aysit Tansel March 2005, 223 pages In this study we examine the Turkish labor market by using the Household Labor Force Survey data for the years 2000 and 2001. There are three main essays in this study. In the first essay, the determinants of transitions between the labor market states of employment, unemployment, and out-of-labor force are examined by using multinomial-logit models. We observe from the transitions out of employment that workers with low education and those working in the non-public sector have a higher risk of losing their job than those with higher education and those working in the public sector. In the second essay, grouped duration approach is used to find the determinants of unemployment duration and test whether there is an evidence of duration dependence in unemployment. In the third essay, we distinguish the first-time job-seekers from the other job-seekers, and analyze the determinants of unemployment duration for these groups, separately. The last two parts of this study shows the main characteristics of the short-term and long-term unemployed people in Turkey. We find that individual and demographic characteristics as well as local labor market conditions are important factors in explaining the duration of unemployment for working-age groups. We observe that individuals with higher education (i.e. graduated from a university) have shorter unemployment duration than those with lower education (i.e. primary, middle and high school graduates). Our overall findings (both from transition and duration applications) suggest that women are in the disadvantaged position in the Turkish labor market. Further, regardless of gender difference, we observe that labor market conditions are significant determinant of transitions in the labor market. The same is also observed in the unemployment duration part for all data as well as for both first-time and other job-seekers.

In this study, hazardous waste inventory for Turkey is developed based on wastes identified as hazardous in European Waste Catalogue and Regulation on Control of Hazardous Wastes, Annex 7 Necessity of such inventory arises from importance of acquiring information on the amount of hazardous wastes generated and on their countrywide distribution for a sound hazardous waste management system for Turkey. Hazardous waste inventory is constructed by using waste generation factors obtained from literature which are coefficients that relate production with environmental emissions. Whenever possible, direct information obtained from generators was utilized. Both absolute and minor entries are covered. It is estimated that 4,940,000 &ndash
5,110,000 t/yr of hazardous wastes are being generated in Turkey. 1,790,000 &ndash
2,252,000 t/yr of these are classified as absolute entries and 3,146,000 &ndash
3,160,000 t/yr of hazardous wastes are minor entries. It is observed that highest generation occurs from mining and thermal processes which involve high amounts of minor entries. Beside these industries highest generation occurs from wood preservation. Per capita hazardous waste generation is estimated as 30 &ndash
77 kg/capita/yr which is in accordance with per capita generation range of EU. Highest hazardous waste generation occurs from Marmara Region with 527,730 t/yr followed by Aegean (524,580 t/yr), Central Anatolia (481,820 t/yr), Black Sea Region (277,850 t/yr), Mediterranean (211,580 t/yr), Southeast Anatolia (58,290 t/yr) and Eastern Anatolia (36,520 t/yr) excluding minor entries from mining industry and thermal processes. The trends in hazardous waste generation and GDP from manufacturing industry show the same trend. Contribution of regions are in the same order both in hazardous waste generation and GDP.

The major objectives of this study were to prepare a CO2 emission inventory of Turkey based on districts and provinces by using the fuel consumption data with respect to its sources, to find the CO2 uptake rate of forests in Turkey based on provinces and districts, and to estimate the ground level concentration of CO2 across Turkey using U.S. EPA'
s ISCLT3 model for the preparation of ground level concentration maps. The basic sources of the CO2 emission were taken as households, manufacturing industries, thermal power plants and road vehicles. The sinks of the CO2 were forests. The CO2 uptake by forests was calculated using the annual increment of forest biomass. The results of the CO2 emission inventory conducted in this study between the years 1990 and 2003 showed that the CO2 emission in 1990 was 142.45 million tones/year and the highest emission was calculated in 2000 with a value of 207.97 million tones/year. The regional distribution of CO2 emission showed that the Marmara Region emits the highest regional CO2 emission throughout the years with an average value of 54.76 million tones/year. It was also calculated that Marmara and Aegean Regions are responsible for half of the CO2 emission of Turkey. The results of the CO2 uptake calculations showed that the CO2 uptake of forests in the coastal zone was higher that that in the inland zone. The CO2 uptake in the Central Anatolia, Eastern Anatolia and South-Eastern Anatolia Regions were 2.6, 1.9 and 1.1 million tones/year, respectively. The maximum CO2 uptake is in the Black Sea Region with a value of 16.4 million tones/year. The highest ground level CO2 concentartions without any sink effect were always obtained in the Marmara Region. However, the forest areas in this region decrease the concentrations considerably. The dispersion model performance is determined highly without the results of the year 2002.
