Full textThis thesis is a part of the first level of master degree in Special Education at the University of Malmö. It is a qualitative study with an ethnomethodical approach. The results are presented in a narrative form how Tunisia has organised and accomplished education for children with special educational needs. A hermeneutic methodology is used for the analysis. The conclusion is that there are good opportunities for all children to be educated in spite of handicaps or impairments in specialized schools in Tunisia. Tunisia is developing integrated schools but it is still in small volumes and not attainable for all children who are needy. Some thoughts and examples, of how the education system is trying to create schools where children can be supported in their conditions for learning, are presented in the thesis. The thesis treats how inclusion is present within the education in Tunisia. Also the view of the capability approach, where diversity, equality, capability, well-being and freedom are important assumptions.

Full textSi ces développements relatifs à la thèse du capital humain ne constitue pas en eux-mêmes une innovation ni par rapport à la pensée capitaliste ni par rapport à la logique managériale qui en découle, ils peuvent tout de même être retenus come révélateurs de l’avènement d’une nouvelle vision ou philosophie d’optimisation des richesses intellectuelles et des compétences de l’entreprise ;celle qui confère à la notion de compétence une centralité dans l’explication des avantages compétitifs des organisations voire même des pays.
Ces termes d’analyse nous placent face à la problématique de l’entreprise utilitaire et compétitive d’aujourd’hui, autour de laquelle les recherches en management stratégique ne cessent d’être focalisées. Ces mêmes termes sous-tendent aussi des préoccupations qui ne peuvent se soustraire à la seule option managériale. En effet la question du statut conceptuel de cette notion de compétence, son interprétation dans la dynamique socioprofessionnelle, sa position comme substrat d’analyses interdisciplinaires … constituent la matière réflexive qui alimente différentes contributions sur la problématique des compétences.
Au vu de ces angles d’analyses disciplinaires, l’on relève des acceptions et des référentiels aussi diversifiés que riches témoignant du caractère intégratif et évolutif de la notion de compétence par rapport aux constructions socio-économiques des sociétés. Celles-ci paraissent surgir des éléments référentiels distincts des modes de pensée à l’égard des compétences.
Il serait aussi significatif de vérifier ainsi que les compétences ne sont pas seulement soumises à des considérations objectives, elles sont aussi investies par les schémas socio-psychologiques que se construisent les différents acteurs sociaux. De ce fait, leur analyse à travers l’approche des représentations sociales pourrait rendre compte des mécanismes selon lesquels les individus ou groupes trient, orientent et construisent une vision commune sur cet « objet ».
A cet égard, comprendre comment cet objet est appréhendé, intériorisé, reconstruit et ancré dans les référentiels sociaux comme « un savoir social partagé » nous a conduits à nous investir aussi bien dans le domaine théorique que dans le domaine expérimental des représentations sociales des compétences

Full textAt the exact opposite intuitions according to which regional disparity is an unavoidable consequence of the dilemma of winners and losers, construction of inequalities in Tunisia is attributed to real forces. The first force echoes the economic development model at work since structural adjustment. Indeed, the forced march towards liberalism and globalization zeal and speed in the field has significantly contributed to the widening gap between the coastal and deep Tunisia. The polarization of economic activity which falls within the logic of productivity growth, has not exercised the desired ripple effect which helped to dig the groove separating the rest of the coastal territory. The second source of inequality raised by the thesis is the institutional environment. Indeed, the quality of regulation, political stability and the low participation of the local population in the implementation of development policies and in political life have significantly contributed in the construction of regional inequalities in Tunisia. However, economic growth is pro-poor generally. She contributed in reducing inequalities.In terms of economic policy recommendation, it seems imperative to correct if not reduce to a minimum inequality, to review the liberal flight of the Tunisian economy and its integration into the global economy pushed by a state interventionism (rethink investment incentives in the deeper regions, direct public investment in infrastructure to deeper areas ...). The second recommendation refers to the need for a shift towards a territorial development approach that gives pride of place to local stakeholders in the design and implementation of development policies. The third recommendation is the need for a revision of the horizontal and vertical modes of governance to promote the regionalization process and improve the quality of economic and political institutions

Following the Arab Spring and the Tunisian uprising, many saw Tunisia as a country leading change. A strong willingness to act came along with this shift. Mostly, all the stakeholders in the Tunisian society worked towards tackling the deeply rooted matters from which the Tunisian revolution stems, including the issue of the regional economic disparity. In this context, numerous people perceived entrepreneurship as a substantial solution for the latter matter, leading to a great vibrancy in the Tunisian entrepreneurial scene. It is therefore paramount to reassess, as a first step, the actual entrepreneurial ecosystem within the Tunisian context and apprehend how its key elements were shaped in order to optimize later on its economic impact. In our study, we will begin by highlighting the relationship between entrepreneurship and economic development, especially on the regional level. This understanding stands as the rationale behind the goal of this paper. Then, we will provide a state-of-the-art analysis of the Tunisian entrepreneurial ecosystem through a framework that envisions taking into account all the stakeholders and the influencers of the Tunisian environment. We will finally, put forward the current shortcomings to be dealt with, in order to ultimately offer options we can apply to enhance and develop the Tunisian entrepreneurial scene.

Full textThe first part of this thesis addresses the question to what extent the location of a firm can be regarded as having an influence on the growth of newly created firms as measured by employment growth. For this, we propose a model of firm growth –using a database of 412 high tech firms and 993 low-tech firms- that is specific to characteristics of the location as well as the firm and industry. We emphasize in particular the capacity of the location to offer them and environment rich in knowledge. Estimates indicate that the low-tech firms growth is largely influenced by locational characteristics as well as characteristics specific to the firm and industry while the growth of high tech firms is independent of the characteristics of the location. They are not sensitive to local and neighboring sources of knowledge. This result shows that the location is rather constrained and it has serious deficiencies regarding the supply of inputs that are necessary to the development of new technological firms. The new data of the economy of knowledge would make it impossible to maintain an economic model insufficiently competitive. The public powers then called for the creation of business incubators in order to create a conducive environment to the growth of innovative firms. Thus we propose in the second part, an analysis of the role of business incubators in order to understand whether they can fill in the gaps in the market. The results show that incubators play an important role in the firm growth, although they suffer from certain deficiencies

Full textThis thesis is devoted to analyze the right of transition in the case of Tunisia by mentioning the legitimacy of the revolution and the legality of the transition in Tunisia. The context of the transition was explained to better understand the circumstances in which it occurred and how that context will affect the entire transition process. It will be a question of putting forward, first, the originality of the process of the constitutional transition in Tunisia then a study of the new Constitution. In the same way the research explains how the progressive wishes and the respect of the Tunisian identity were reconciled through the preservation of a certain number of values and principles of conservative tendency. Finally, the object of the thesis is prolonged to analyze of concretely, the transition from the constitutional transition to the democratic transition, through the more or less effective implementation of new institutions. However, it has been necessary to show that, while the process of constitutional transition seems to have been completed, its practical implementation encounters a number of difficulties that should be resolved in order for the democratic transition phase to truly end

Full textA combination of demographic changes and the development of informal settlements in Tunis and its surrounding area mean that the city now constitutes what is an international metropolis, with a median zone extending over 30 km. Given the complexity of the system originally in place, with its many structural and procedural constraints, along with the limitations of land policies which have already been pursued, access to urban land in Tunisia is increasingly dependent on market regulation. The Tunisian government is now studying the proposal of a future project of a new town in a locality called Fejja, located approximately thirty-five kilometers from the capital. The first of its kind in Tunisia, this project aims to reconcile an industrial park with a zone of habitat within the dynamics of an economically sustainable and durable development.The urban sprawl of Grand Tunis is the result of a number of factors; one of which being the illegal developers and the landowners. Those factors are responsible for the development of a land market designed specifically for people with low income. In terms of housing policy, the state has so far proved unsuccessful it its attempts to provide a land offer which is suitably adapted to this community. It has thus decided to tolerate such housing developments which are now common to the outskirts of the city. This work consists in analyzing the different phases of the urbanization process of Tunis, and to determine the underlying mechanisms behind this process, such as densification, peri-urban and regional development projects through the creation of a new town

Full textLa première étude a permis de dégager le niveau d’intégration des psychologues au sein de leur équipe de travail en interpellant les variables de socialisation professionnelle et de comparaison sociale.
En interrogeant la dimension évaluative de la notion de compétence, la notion de représentation de soi professionnelle a été sollicitée dans la mesure où celle-ci ne peut être appréhendée qu’à partir de la relation dans le groupe social où le sujet vit et agit (Costalat-Founeau, 1997). En s’inscrivant fidèlement dans la dialectique opposant le soi au groupe, l’objectif de cette recherche a été de savoir si dans un contexte pluridisciplinaire, l’identité professionnelle pour soi est rendue plus saillante par rapport à l’identité professionnelle pour autrui.
En interpellant le processus d’auto-catégorisation, la troisième étude a eu pour ambition une meilleure compréhension de l’impact de la pluridisciplinarité sur les processus identitaires. Elle pose l’hypothèse selon laquelle, le niveau d’auto-catégorisation subordonné, rendu saillant dans un contexte de pluridisciplinarité se manifeste à travers une auto-catégorisation tenant compte de la diversité professionnelle et non du contenu objectif de cette catégorisation sociale portée sur soi.
Les trois études ont permis d’observer la difficulté pour les membres d’une équipe pluridisciplinaire à effectuer le passage entre une identité professionnelle pour soi, préalablement construite vers une identité professionnelle pour autrui nécessaire à l'immersion optimale dans l’équipe.

Full textThe aim of this thesis is to show how creative commercials in Tunisia from 1994 to 2007 sought to create a new transnational artistic identity. And that following the cultural and sociological mutations known in this country in recent years. At first, I will outline the various key elements of identity, social, historical, political, communicational ... which led local designers to this inevitable quest. In a second time, and as part of a comprehensive analysis of advertising spots, I will check first the results that I achieved in the first part. But I also try to show the way in which the designers have made a reconciliation with the Arab-Islamic identity, memory of' tunisian ancestors and some modern identity, inspired greatly from the global culture, as the use of new images that have allowed advertisers to give a new look to several codes stereotyped. Finally, in the third part, 1 will try to evaluate the effectiveness of this communication. I study the impact of this new advertising image in order to deduce the action of this recent artistic approach

Full textThe imaginary of the French people who emigrated in Tunisia during the colonial period called the French protectorate was particularly rich as indicated by the myriad of testimonies from many authors who dabbled in writing it down on paper. This thesis seeks to study the Tunisian colonial era from a literary perspective through a systematic approach of the texts and the vision of the authors on the assented exile of French Tunisia. An exile, but also a return to the main land. For many of them who lived the end of the French protectorate, the difficulty was to move to a country which was their own, but not entirely. The choice of the analytical method relies on an imagology study of this matter which will assess the complex notion of imaginary from the myth-analysis point of view. Then the different components will be verified and applied to the context of colonial Tunisia. Regarding the latter topic, literature seems to be the ideal approach to study and highlight the richness of the imaginary of the French Tunisians through the great diversity of texts available : memoirs, testimonies, novels, personal documents, photographes, etc. Finally, the personal experience of the author in the context of the French protectorate in Tunisia will allow to consider the topic via analytical objectivity and a subjective analysis

Full textAs stated by the World Bank “education is a powerful driver of development and of the strongest instruments for reducing poverty and improving health, gender equality, peace and stability”. Moreover, yearly years of education are crucial for developing attitudes, values and skills which are permanent for entire life. However, education analyses are generally reduced to the academic learning while other aspects related to fair social system insuring equal access to education is neglected by policy makers in developing countries. Access to learning, success at secondary school and opportunity of higher education is socially and spatially conditioned. Despite the increase of the school enrolment, there remain a large number of students who fail to meet minimum standards of literacy and there are left behind. These students are generally coming from economically deprived backgrounds and their exclusion from school has several consequences for social cohesion, economic growth and for regional development. Equal access to education should be guaranteed by giving importance to the socioeconomic environment such as parents’ educational attainment which presents an important predictor of children education. As stated by the OECD (2013), “If your parents didn’t go to university, it is unlikely you will”. Indeed, parents are first educators of children and their educational attainments reflect the level of quality care provided for them. Government investment in primary education is crucial for learning continuity even though the quality of secondary education is of big interest especially for girls because they represent future mothers. This may represent an important reason to promote educational attainment for actual and future generations. Another type of educational determinants is the school quality. Participatory pedagogy, updated skills of teachers, procurement of adequate instructional material, etc., are important factors that can improve primary educational efficiency and reduce school dropout

Full textIn literature, sales promotion effects on consumer behavior are often documented, however few researches have investigated the impact of promotional communication through store flyers. This work is dedicated to study the determinants of promotional information search on flyers and the consumer behavioral response in terms of store choice having regard to communicated promotional offers.The theoretical corpus relating to promotional information search behaviour and to store choice behaviour, as well as the exploratory qualitative study contribute to the construction of the conceptual model and the definition of the hypothesis.A quantitative study with a sample of 460 consumers identifies the motivations and the characteristics of consumers who seek more promotional information on store flyers. Indeed, the deal proneness, the exploration search, the perceived time saving, the positive appreciation of flyers characteristic and the socio-demographics variables (age, incomes, household size) are the variables that determines a high promotional information search level in store flyers. Furthermore, the search of promotional information positively influences the promotional reactivity, and its impact on store choice behavior is moderated by involvement with the planned purchase

Full textTunisia experiences a noticeable growth in health expenditures and in Tunisians’ life expectancy. However, there are inequalities in health care access that motivated a reform of the health insurance which took place in 2007. The main changes were the improvement of the coverage for chronic diseases and the expansion of the access to insurance for care provided in the private sector. This PhD uses a micro econometric approach to examine the impact of this reform on access to health care and the out of pocket (OOP) born by individuals. The estimations are implemented on two surveys realized in 2005 and 2010 and relative to several thousand individuals. We first present the motivations of the reform. Then we analyze the individual insurance choice and its influence on the use of public or private care providers in 2010, i.e. after the reform. To evaluate this reform, we use a double difference approach. In total, our results show that the 2007 reform has attained many of its objectives: improvement of health care access for National Social Security Fund’s (NSSF) members, better access for private health care, decrease of OOP and catastrophic health expenses for individuals with chronic diseases

Full textHow do social media contribute to groups engaged in contentious politics within a domestic environment? While many have examined the influence of social media on the Arab revolutions of 2010-2011 from an international perspective, there are fewer studies examining the impact of social media within a national environment after these events. Through interviews with a group of 40 Tunisians, many of them active in contentious politics from 2010-2013, this research identifies what sources initially informed the group members of a movement as well as the sources that ultimately pushed them to become active. While information gleaned via social media certainly played a role in the decisions of many interviewees to join the movements examined in this research - unsurprising, given the high rates of internet use within the group - social media were often cited as less trustworthy than other sources and were more likely to inform the respondents of a movement's existence than to push them to act. While these findings are not unexpected, they do require that future efforts examining the role of social media in contentious politics within a country's borders differentiate how different types of sources are viewed by potential supporters and how they might contribute to mobilization in different ways.

Full textThe traceability is considered as an answer to the state of uncertainty due mainly to the foodcrises of the end of the XXth century. With the application of the European regulationsn°178/2002 on January 1st, 2005, all the actors of the food chain must be mobilized to bring the maximum of guarantee and insurance to the final consumers, in terms of quality and safety. In the case of the Tunisian date sector, the traceability - as an approach of strategic management- appears like a managerial innovation which always comes within the phase of adoption.Our research comes within the scope of this framework. The aim of this research is to identify the determiners of the adoption of an approach of traceability with the example of the companies of date conditioning in Tunisia. So we present a modelling by suggesting associating the theory of the stakeholders to the theory of diffusion and adoption of the innovation.We discuss three generic propositions of research put forward by basing on a qualitative analysis with conditioning date companies considered as "pioneers" in tunisian traceability.The results of this research end up in the elaboration of a set of determiners of the adoption of the traceability with in the conditioning date companies’ link in Tunisia. It represents the characteristics of the traceability, the characteristics of the organization and, the characteristics of the environment such as specified in our model, to which it is advisable to add the fourth element stemming from the analysis of the interviews and which concerns the transversal factors

Full textOur investigations aimed at clarifying some aspects of the West Nile virus (WNV) epidemiological situation in Tunisia, and in particular at identifying areas at high risk of WNV circulation. A major achievement was the establishment of a risk map for the transmission of WNF in horses. This map shows that the risk of transmission strongly depends on environmental factors: increased risk associated to wetlands proximity and climatic factors favourable to wild birds and mosquitoes. The high seroprevalence observed in horses is compatible with an endemic circulation of WNV without excluding the possibility of repeated introductions.Another study in birds showed the exposure of domestic, wild resident and migratory birds to WNV, and helped establishing an initial inventory of bird species most exposed to WNV. These studies can serve as a basis for a monitoring system of wild birds in Tunisia.A system of monthly follow-up of sentinel chickens detected virus circulation at the end of the hot season (September, October), near wetlands and during a period of high mosquito activity, and abundance of wild birds. The simultaneous occurrence of human cases of WNF brought us to suggest that active surveillance in sentinel chickens would be useful for early warning of increased activity of WNV. This work allows us to propose trails for a WNV multidisciplinary monitoring system adapted to the Tunisian situation, enabling early detection of viral circulation

Full textDés lors, conçu pour les grandes industries, le droit du travail a pu croître et embellir pendant les trente Glorieuses, porté par une croissance économique sans précédent et structuré sur le modèle de la révolution industrielle, l’univers du travail s’étant trouvé modifié en profondeur.
Seulement, ce bon vieux temps est révolu :actuellement les entreprises se restructurent profondément et un fort courant d’internationalisation des marchés et de mutations techniques et technologiques ont ébranlé les acquits sociaux :Ainsi, précarité, contrat de sous-traitance, externalisation de la main d’œuvre sont désormais les contraintes majeures qu’il faut prendre en compte pour déterminer les relations de travail.
Au cœur de ses déconvenues se trouve l’inspection du travail et les lois organisant les relations professionnelles qui ne peuvent se définir que par rapport à une réalité, laquelle dépend des intérêts des employés et de la régulation des mécanismes du marché.
Dans cette perspective, l’amélioration du sort des hommes au travail apparait ainsi comme un effet naturel de la croissance économique et de l’application effective de cette législation sociale.
Partant de ce constat, c’est d’une réflexion portant sur le lien existant entre le développement progressif du droit du travail et le concept de contrôle et de conciliation dont il sera question dans le cadre de notre thèse.
En effet, face à la régulation des rapports sociaux, principalement dans les rapports entre employeurs et salariés, l’inspection du travail en Tunisie, s’est forgé progressivement une identité forte de considération car débordant le domaine de la protection ouvrière au sens étroit du terme, son rôle qui puise sa source dans le caractère généraliste de cette institution, va en dépasser la structure. Elle ne peut pas ne pas toucher à l’application concrète de la règle, et par conséquent au rôle de l’inspecteur du travail, acteur clé de l’exécution de ses lois.
A ses missions traditionnelles, 1'exigence de la paix sociale en Tunisie ajoutait celle, toute nouvelle, de rapprocher les parties sur le terrain, en essayant de convertir au droit les plus sceptiques et de hâter l’intégration du syndicat dans la stratégie de développement.
Avec un effort de consolidation de quelques années, plus précisément depuis 1976, l’inspection tunisienne du travail intervient dans un champ particulier dans le domaine de conciliation.
Cette institution deviendra l’un des rouages essentiels de la pacification sociale. Tel un coupe-circuit empêchant la solidarité base de la paix sociale de disjoncter, elle sera tout à la fois le reflet des insuffisances des pouvoirs publics et celui des revendications ouvrières.
Chose étrange, 1'Inspection ne trouvera pourtant que fort peu d'appui hors de son sein, comme si la nature même de sa mission sociale 1'exposait sans défense aux critiques les plus virulentes.
Les nombreux problèmes et dysfonctionnement que connaît actuellement l’inspection du travail, certains sont fort anciens, notamment ceux liés à l’insuffisance de moyens face à l’élargissement des prérogatives, aux réalités rencontrées surtout que ces fonctions sont indissociables de l’action de l’Inspection du travail et d’autres problèmes de fond lié à un dysfonctionnement organisationnel ou un malaise latent inhérent selon certains à l’évolution des missions de l’inspection du travail. Dans cette perspective le problème s’accentue davantage puisque la définition du champ d’intervention de l’inspection du travail, de son rôle bascule entre deux fonctions.
La première fonction est le contrôle qui témoigne plutôt, d'une conception généraliste la seconde concerne la conciliation exprimant une extension des missions et caractérise 1'essor autour d’un consensus que l’Etat veut imprimer sur les relations du travail. Cependant, si le rôle de l’inspecteur du travail avait acquis une crédibilité certaine par ses attributions de contrôleur en lui permettant de préserver sa légitimité institutionnelle, la situation est tout autre aujourd’hui :l’histoire se renouvelle et on va reprocher à l’inspecteur de porter une vision de la société étriquée et plutôt traditionnelle.
Ainsi, l’étendue des prérogatives confiées à l’inspecteur dans la conciliation et le conseil le place dans une position stratégique car ne se limitant plus à normaliser les dispositifs des relations professionnelles ou à promouvoir les démarches globales de contrôle, mais plutôt à accompagner et à anticiper les évolutions des relations professionnelles.
L'examen du fonctionnement de l’inspection du travail, avec la prise en compte des caractéristiques du métier de l’inspecteur du travail et de sa composition, nous permettra de mettre l’accent sur le degré d’adaptation et d’efficacité de cette institution, caractérisant fondamentalement le rôle que l’Etat entend jouer dans la régulation des rapports sociaux et principalement dans les rapports entre employeurs et salariés.

The Republic of Tunisia is an Arab Muslim nation whose primary orientation since achieving independence nearly thirty years ago has been towards Westernization and modernization. Its political stability and economic progress have been remarkable. The coming decade, however, promises to be a period of turmoil for Tunisia, as a number oof social and political forces are creating an atmosphere of disunity and dissension which can be expected to undermine the national equilibrium. For the United States, the development of events in Tunisia is a matter of concern. The loss of Tunisia as a voice of moderation in Arab affairs would cause America to lose one of its strongest allies in the region and suffer a loss of prestige and influence in the North Africa/Middle East area. Further, the concept of Westernization as a means to promote human development would be weakended. This study analyzes the current situation in Tunisia and its implications for the United States in the context of its economic, political and strategic dimensions. American policy goals and options are examined and recommendations for future U.S. policy toward Tunisia are made. (Author)
