Abstract:
The ltalian law n. 215 of 2012 introduces important changes to the TUEL, «Law on local government», with the objective of strengthening the existing promotion of equal opportunities, supporting the local authorities and ensuring the presence of both genders within elected assemblies. The research proposes a method of comparative anal ysis to observe and control the effects produced by the new electoral instruments adopted for the election of municipal councils with at least 5000 inhabitants. The local elections of May 2013 is the first empirical demonstration of the effects of this law, which introduces the institution of dual gender preference for the selection of represen tatives and a minimum electoral rate for both genders needed to form the list of the parties. The comparative analysis is carried out considering the Tuscany Region, referring to the three towns of Siena, Pisa and Massa where the population had to renew their represen tative council adopting the new electoral law. The data analysis is performed in each mu nicipality about the election of 2013 and the previous one. The aim of the study is to check empirically the effects produced by the new law, based on three aspects closely linked to the evolution of parity democracy: the increase of women in the elective councils, the in fiuence on the characteristics of the offer of each political party and the infiuence on the voters' choices, as well as on the political culture of the government system.

ObjectivesThe percentage of athletes with Therapeutic Use Exemptions (TUEs) competing in elite sport and the association with winning medals has been a matter of speculation in the absence of validated competitor numbers. We used International Olympic Committee (IOC) and World Anti-Doping Agency (WADA) data to identify athletes competing with TUEs at five Olympic Games (Games) and a possible association between having a TUE and winning an Olympic medal.MethodsWe used the IOC’s competition results and WADA’s TUE database to identify the number of TUEs for athlete competitions (ACs, defined as one athlete competing in one event) and any associations with medals among athletes competing in individual competitions. We calculated risk ratios (RR) for the probability of winning a medal among athletes with a TUE compared with that of athletes without a TUE. We also reported adjusted RR (RRadj) controlling for country resources, which is a potential confounder.ResultsDuring the Games from 2010 to 2018, there were 20 139 ACs and 2062 medals awarded. Athletes competed with a TUE in 0.9% (181/20 139) of ACs. There were 21/2062 medals won by athletes with a TUE. The RR for winning a medal with a TUE was 1.13 (95% CI: 0.73 to 1.65; p=0.54), and the RRadj was 1.07 (95% CI: 0.69 to 1.56; p=0.73).ConclusionThe number of athletes competing with valid TUEs at Games is <1%. Our results suggested that there is no meaningful association between being granted a TUE and the likelihood of winning a medal.

During pre-training, our framework learns deep contextualized representations on relational tables in an unsupervised manner. Its universal model design with pre-trained representations can be applied to a wide range of tasks with minimal task-specific fine-tuning. Specifically, we propose a structure-aware Transformer encoder to model the row-column structure of relational tables, and present a new Masked Entity Recovery (MER) objective for pre-training to capture the semantics and knowledge in large-scale unlabeled data. We systematically evaluate TURL with a benchmark consisting of 6 different tasks for table understanding (e.g., relation extraction, cell filling). We show that TURL generalizes well to all tasks and substantially outperforms existing methods in almost all instances.

Abstract:
The aim of the study: was to study the state of urate oxalate metabolism in patients with ureterolithiasis and concomitant diabetes mellitus, who underwent various methods of minimally invasive surgical treatment of urinary stones. Materials and methods. The study involved 204 people, of which men were 130 (63.7%), women – 74 (36.3%), the average age was 34.6±5.5 years. The study groups were divided into VI clinical groups: I – individuals with diabetes and ureterolithiasis, who underwent TUCL and cytrate per os (n=57); II – persons with DM and ureterolithiasis, who were TUCL (n=44); III – persons with DM and , who were administered by the ESWL (n=32); IV – persons with ureterolithiasis without DM, who underwent TUCL (n=41); V (control 1) – of the person with diabetes, who had an independent passage of stones from the ureter (n=18); VI (control 2) – healthy volunteers, with no signs of pathology (n=12). The diagnosis of the ureterolithiasis was verified using clinico-anamnestic, laboratory and instrumental research methods according to the methabolic homeostasis protocols, before and after the disintegration of the stones by the method of transurethral contact lithotripsy (TUСL) and ESWL. Results. Analysis of the above data showed that, in the presence of ureterolithiasis, there were significant changes in diurnal pH values in the form of monotony of the curve of indicators, with a significantly high shift towards acidification. Persistently acidic urine reflects the peculiarities of the urate urolythiasis in conditions of NAM, indicates the absence of an isolated violation by acute calculous obstruction and defines this state as a bilateral process. Hypocytraturia was established in all cases of ureterolithiasis, but in the urine of people with diabetes excretion rates of citrate were as low as possible. The conclusion. In patients with diabetes mellitus and concomitant ureterolithiasis there are significant disruptions in the exchange of uric acid and oxalate, with the possibility of correction and complete restoration of urodynamics with the help of the TUСL procedure. Abstract:
The largest and most controversial WW II era confinement site for Japanese Americans was at Tule Lake in extreme northern California. Though decommissioned in 1946, the camp has left an indelible mark in the local landscape and in the lives of those confined there. Tule Lake has had a unique set of circumstances that allowed for the camp to take on a second life. Its utility infrastructure is still in use today and the distribution and repurposing of its barracks buildings contributed to the success of the last phase of area homesteading by WW II veterans. It is now also the site of organized pilgrimage events by Japanese Americans with personal connections to it and as such, serves as the epicenter for a virtual community of interested persons. This paper investigates the camp’s continued legacy by examining its effect on community development, what remains physically, the imprint of place on former incarcerees, and, what the future holds for its interpretation as a National Historic Site. The topic is addressed by examining the social and aesthetic implications of the continued use of its infrastructure, the post-war movement and repurposing of its buildings, the retention of an intact barbed-wire-enclosed portion for housing, and the touchstones visited by former incarcerees and their families today. Research methods included field inventory, archive and literature review, participation in a pilgrimage event, and nearly four decades of personal interaction with the site and its community.

Tutkimuksen tavoitteena oli selvittää ruokohelven (Phalaris arundinacea) korjuun, murskauksen ja briketöinnin työvaiheita sekä kustannuksia. Lisäksi tarkasteltiin ruokohelpibrikettien ominaisuuksia ja soveltuvuutta lämmöntuotantoon. Ruokohelven logistisia virtoja viljelyksiltä loppukäyttöön selvitettiin Etelä-Pohjanmaan tavoite 2 –alueella yhteistyössä Kuortaneen energiaosuuskunnan kanssa. Projektin rahoittivat EU/EAKR, Etelä-Pohjanmaan TE-keskus, Seinäjoen ammattikorkeakoulu sekä mukana olleet käytännön tahot. Tuhannen kilogramman ruokohelpierän murskaamiseen kului aikaa 3 h 18 min. Murskan keskimääräinen tuottavuus oli 303 kg/h. Briketöintikoneen tuottavuus oli 314 kg/h. Tuhannen kilogramman brikettierän valmistamiseen kului aikaa 3 h 11 min. Brikettien irtotiheys oli 530 kg/m3 ja kiintotiheys 990 kg/m3. Ruokohelpibrikettien kosteudeksi mitattiin 10,9 % ja tuhkapitoisuudeksi 2,9 %. Brikettien tehollinen lämpöarvo oli saapumistilassa 4,4 MWh/t. Kuiva-aineen teholliseksi lämpöarvoksi määritettiin 5,0 MWh/t. EU-tuilla oli merkittävä vaikutus ruokohelven viljelyn kannattavuuteen. Kasvinviljelytilalla C1-alueella (Kuortane) EU-tuet olivat yhteensä 563 €/ha. Mikäli keskimääräiseksi sadoksi oletettiin 5000 kg/ha, niin ruokohelpitonnia kohti laskettuna kasvinviljelytilalla C1-alueella tuen suuruus oli noin 113 €/t ja 7000 kg/ha satotasolla tuen suuruus oli noin 80 €/t. Automatisoimattomalla murskauslinjalla ruokohelpipaalien murskauksen kustannukset olivat 63 €/t ja automatisoidulla linjalla 22 €/t. Briketöinnin kustannukset olivat 15 €/t. Laskemalla yhteen ruokohelven viljelystä ja korjuusta aiheutuneet kustannukset, kaukokuljetuskustannukset, murskauskustannukset ja briketöintikustannukset EU-tuet huomioiden, saatiin valmiiden brikettien tuotantokustannuksiksi 58 €/t (automatisoimaton murskauslinja satotasolla 5000 kg/ha). Automatisoidulla murskauslinjalla ja 5000 kg/ha satotasolla kustannukset olivat 17 €/t. Satotasolla 7000 kg/ha ja automatisoimattomalla murskauslinjalla kustannukset olivat 77 €/t, kun automatisoidulla murskauslinjalla kustannuk-set olivat 36 €/t. Pilottihankkeessa kyettiin valmistamaan hyvälaatuista ruokohelpibrikettiä, jonka kiintotiheys oli yli kuusinkertainen ruokohelpipyöröpaalien kiintotiheyteen verrattuna. Tiheyden nousu pienentää huomattavasti varastotilan tarvetta sekä alentaa kuljetuskustannuksia. Ruokohelpi soveltuu briketöitäväksi myös seospolttoaineena puunjalostusteollisuuden sivutuotepurujen kanssa. Briketit ovat helppoja käsitellä ja niiden energiatiheys on suuri. Briketit soveltuvat poltettavaksi suurten lämpölaitosten lisäksi myös pienissä lämpölaitoksissa, maatiloilla ja kotitalouksissa. Briketöinti luo ruokohelven käytölle uusia käyttökohteita ja avaa mahdollisuuksia kilpailla laajemmilla biopolttoainemarkkinoilla.

Artikkelissa kysytään, miten lasten kotihoidosta ja sen tukemisesta keskustellaan paikallisesti. Kun-nat tuottavat lasten kotihoidon merkityksellistämiselle erityisen kontekstin. Kunnat vastaavat niin varhaiskasvatuspalvelujen järjestämisestä kuin lasten kotihoidon tuen rahoittamisesta kuitenkin niin, että oikeus kotihoidon tukeen syntyy palveluun kytkeytyvän oikeuden käyttämättä jättämisestä. Analyysi pohjautuu 32 kunnallisen luottamushenkilön haastatteluun. Haastattelut toteutettiin kym-menessä kunnassa keväällä 2016. Analyysi paikantaa aineistosta kehysanalyysin keinoin kaksi lasten kotihoitoa merkityksellistävää tulkintakehystä: talous-rationaalisen ja kulttuuris-normatiivisen tul-kintakehyksen. Talous-rationaalisen tulkintakehyksen sisällä kotihoitoa pohditaan kustannussäästönä sekä kustannustehokkuuden ja kustannusohjauksen kysymyksinä. Kulttuuris-normatiivisessa tulkin-takehyksessä kotihoito näyttäytyy arvovalintana ja elämäntapakysymyksenä.

The diagnosis of ureterolithiasis was verified using clinico-anamnestic, laboratory and instrumental methods of investigation, according to the MHP protocols, before and after the disintegration of the stones by the method of transurethral contact lithotripsy (TUСL) and ESWL. Results. Elevated levels of HbA1c indicated chronic hyperglycemia for a long time, with the presence of violations of carbohydrate homeostasis and the need for its correction before and during surgery for ureterolithiasis. At this minimally invasive treatment of ureterolithiasis, the presence of an operational injury factor, with manifestations of permanent obstruction in the upper urinary tract (ESWL operation) did not contribute to a decrease in glucose levels in plasma and urine, unlike states with rapid elimination of acute calculous process (TUCL operation). Conclusion. Assistance to patients with diabetes mellitus, which is planned surgical treatment, allows to improve the condition of patients in the postoperative period and reduce the risk of postoperative сomplications. Artikkelissa tarkastellaan omaishoidon sopimuksellisuutta puheessa rakentuvana ilmiönä. Katse kiinnittyy siihen, millaista sopijuutta omaishoidon ohjaajat rakentavat haastattelupuheessa omaishoidontuen sopimusosapuolille. Aineistona on eri kuntien omaishoidon ohjauksessa työskentelevien 10 työntekijän haastattelut. Analyysimenetelmänä on käytetty diskurssianalyysiä. Analyysissa tarkastellaan, millaisilla selonteoilla omaishoidon ohjaajat sopimuksellisuudesta puhuvat ja millaista sopijuutta kielenkäytön avulla sopimusosapuolille rakennetaan. Kielellisen tarkastelun näkökulmasta omaishoitosopimus ei rakennu vain omaishoitajan ja omaishoidon ohjaajan väliseksi välineeksi, jolla sovitaan hoivanjaon ehdoista, vaan sopijuutta rakennetaan myös suhteessa yhteiskunnallisiin ja poliittisiin odotuksiin. Sopijuuden kautta esimerkiksi uusinnetaan kotihoidon ensisijaisuutta ja kuntien säästötavoitteita asiakaslähtöisyyden kustannuksella.

Abstract:
Several efforts aim at representing tabular data with neural models for supporting target applications at the intersection of natural language processing (NLP) and databases (DB) [1-3]. The goal is to extend to structured data the recent neural architectures, which achieve state of the art results in NLP applications. Language models (LMs) are usually pre-trained with unsupervised tasks on a large text corpus. The output LM is then fine-tuned on a variety of downstream tasks with a small set of specific examples. This process has many advantages, because the LM contains information about textual structure and content, which are used by the target application without manually defining features.
