Abstract:
Abstract Evelyn Tucker, a Monuments, Fine Arts, and Archives (MFA&A) representative, worked in the US military–occupied zone of Austria, investigating and restituting Nazi-plundered, Austrian-owned cultural property between 1946 and 1949. Her experiences remain hidden despite passing references in the scholarship covering Allied restitution of Nazi-looted, Jewish-owned cultural property, as the literature focuses on postwar Germany, not Austria. She attempted to openly criticize the US Army for the thefts by blaming the Army’s appalling behavior on its lack of understanding US restitution efforts. However, she was incapable of stopping this gross negligence, and her condemnation of the Army led to her dismissal. I argue that contentious political divisions within the Allies’ policymaking in occupied Austria stalled Tucker’s restitution investigations, thus her work deserves critical investigation. Tucker defied expectations, and a thoughtful analysis of her contributions to the restitution process helps us gain a clearer appreciation of the political and cultural chaos of occupied Austria. In relationship to that gap, my archival research sheds light on the underappreciated role of Eve Tucker in her fight for rightful restitution.

This paper studies the characterizations of (weakly) Pareto-Nash equilibria for multiobjective population games with a vector-valued potential function called multiobjective potential population games, where agents synchronously maximize multiobjective functions with finite strategies via a partial order on the criteria-function set. In such games, multiobjective payoff functions are equal to the transpose of the Jacobi matrix of its potential function. For multiobjective potential population games, based on Kuhn-Tucker conditions of multiobjective optimization, a strongly (weakly) Kuhn-Tucker state is introduced for its vector-valued potential function and it is proven that each strongly (weakly) Kuhn-Tucker state is one (weakly) Pareto-Nash equilibrium. The converse is obtained for multiobjective potential population games with two strategies by utilizing Tucker’s Theorem of the alternative and Motzkin’s one of linear systems. Precisely, each (weakly) Pareto-Nash equilibrium is equivalent to a strongly (weakly) Kuhn-Tucker state for multiobjective potential population games with two strategies. These characterizations by a vector-valued approach are more comprehensive than an additive weighted method. Multiobjective potential population games are the extension of population potential games from a single objective to multiobjective cases. These novel results provide a theoretical basis for further computing (weakly) Pareto-Nash equilibria of multiobjective potential population games and their practical applications.

Abstract:
John Tucker was a member of Parliament for the borough of Weymouth between 1735–47 and again between 1754–78. The relevant entries for him in the volumes of the History of Parliament are exiguous. He appears to have made only two interventions in Commons debates, on 27 February 1771 and 30 April 1772. In John Brooke's words, both were “slight and short.” According to the History of Parliament, Tucker's political stance was determined largely by his relationship with George Bubb Dodington, although the evidence is capable, as we shall see, of being read in a different way. Romney Sedgwick quotes from a letter Dodington wrote to Sir Robert Walpole in 1737, following the famous division on the Prince of Wales's allowance, that “the connexion between these gentlemen [those identified with his interest, including Tucker] and me was such that we should not have differed in opinion” even had he decided to vote for the motion. Tucker emerges from the History of Parliament volumes as a man without political views of his own and as an individual tightly caught up in a politics shaped principally by interest and management.This article exploits a hitherto neglected source to reconstruct more fully John Tucker's political world and views, to present a different account of his political stance and importance, and thus to throw considerable light on politics in the mid-eighteenth century. This source is a manuscript collection that the Bodleian Library acquired in 1969 and 1970. The collection mostly comprises the papers of John Tucker's father, Edward, his brother, Richard, and John himself.

Mój komentarz do książki Aviezera Tuckera dotyczy czterech kwestii, które Francis Fukuyama definiuje jako cztery poziomy, na których musi zachodzić konsolidacja demokracji: 1. Ideologia, 2. Instytucje, 3. Społeczeństwo obywatelskie i 4. Kultura. Książka Tuckera dostarcza wnikliwej analizy roli odgrywanej przez każdą z tych sfer w postkomunistycznym społeczeństwie. Badając wnikliwie dziedzictwo totalitaryzmu, Tucker dochodzi do wniosku, że totalitaryzm nie jest martwy i częściowo przynajmniej powraca. Aby się przed nim obronić, proponuje on proste rozwiązanie: powrót dysydentów. Nowi neo-dysydenci mogą zbawić swoje posttotalitarne społeczeństwa od nienawiści, kłamstw i płytkiego pragmatyzmu poprzez miłość, prawdę i osobistą integralność. Musimy niestety nieco poczekać, aby przekonać się, czy propozycja Tuckera jest skuteczna.

Las técnicas de optimización se enfocan en determinar el conjunto de restricciones a seguir para maximizar o minimizar algunos tipos de funciones. Dicha respuesta, en general, es un indicador de tipo "costo", "producción", "ganancia" por mencionar algunos ejemplos. Dicha respuesta se denomina objetivo, y la función asociada se llama función objetivo. Un conjunto de restricciones es un determinado conjunto de valores que toman los factores que intervienen en el problema y que podemos controlar a fin de regular el rendimiento de la función objetivo. En general, la dificultad en los problemas de optimización radica en que estamos limitados en nuestro poder de decisión. Los teoremas de Lagrange, Kuhn y Tucker, además de técnicas de programación convexa y otras facilitan las técnicas de optimizar una función sujeta a restricciones.

Josiah Tucker a toujours suscité la curiosité, et fut aussi célèbre de son vivant qu’incompris après sa mort. Né en 1713 au Pays de Galles, pasteur de l’église Saint Stephen de Bristol de 1749 à 1793, doyen de Gloucester à partir de 1758, il fut un dignitaire de l’Église d’Angleterre respecté, qui publia plus de soixante-dix articles, tracts et ouvrages sur les sujets les plus polémiques de son temps. Une ambition intellectuelle l’a guidé toute sa vie : celle de créer une science économique au service de la morale chrétienne. Néanmoins, tant sa personne que ses idées n’ont jamais été vraiment comprises. Il est vrai que son discours a de quoi surprendre : Tucker croyait en l’égalité absolue entre les femmes et les hommes, les riches et les pauvres, les Anglais et les étrangers ; mais il haïssait la démocratie et les « droits de l’homme ». Il fustigeait le despotisme français et le dogmatisme catholique, et considérait que le système politique anglais issu de la Glorieuse Révolution était le meilleur au monde ; mais il se réjouissait ouvertement des défaites militaires de son pays, et souhaitait la disparition de l’Empire britannique. C’était un chrétien fervent ; mais à ses yeux, la plus grande menace à laquelle était confronté le christianisme en Angleterre était la diffusion de l’« enthousiasme religieux » des non conformistes. Josiah Tucker has always aroused curiosity, and was as famous in his lifetime as misunderstood after his death. Born in 1713 in Wales, pastor of St. Stephen’s Church in Bristol from 1749 to 1793, Dean of Gloucester from 1758 to his death, he was a distinguished dignitary of the Church of England, who published more than seventy articles, pamphlets and books concerning the most controversial issues of his time. One intellectual ambition guided him throughout his life: to create an economic science serving Christian principles. However, few people really understood his ideas. It is true that what he said was surprising: Tucker believed in absolute equality between women and men, rich and poor, Englishmen and foreigners; but he hated democracy and “human rights”. He castigated the French despotism and the Catholic dogma, and considered that the English political system since the Glorious Revolution was the best in the world, but he openly rejoiced at military defeats of his country, and wished the entire and complete demise of the British Empire. He was a devout Christian, but for him, the greatest threat to Christianity in England was the dissemination of “religious enthusiasm”. This may explain the difficulties of commentators to assign him a clear place in the history of ideas. This thesis tries to understand the work of Tucker, by uncovering its genesis and its various uses through ages, focusing on different contexts, whatever they may be (social, cultural, institutional, etc. )

In this paper, the approach of utilizing the core tensor from the Tucker decomposition, in place of theuncompressed tensor, for nding a valid tensor rank for the PARAFAC decomposition is considered.Validity of the proposed method is investigated in terms of error and time consumption. As thesolutions of the PARAFAC decomposition are unique, stability of the solutions through split-halfanalysis is investigated. Simulated and real data are considered. Although, no general validity ofthe method could be observed, the results for some datasets look promising with 10% compressionin all modes. It is also shown that increased compression does not necessarily imply less timeconsumption.

This work is concerned with the construction of preconditioners for indefinite linear systems. The systems under investigation arise in the numerical solution of quadratic programming problems, for example in the form of Karush--Kuhn--Tucker (KKT) optimality conditions or in interior--point methods. Therefore, the system matrix is referred to as a KKT matrix. It is not the purpose of this thesis to investigate systems arising from general quadratic programming problems, but to study systems arising in linear quadratic control problems governed by partial differential equations. The KKT matrix is symmetric, nonsingular, and indefinite. For the solution of the linear systems generalizations of the conjugate gradient method, MINRES and SYMMLQ, are used. The performance of these iterative solution methods depends on the eigenvalue distribution of the matrix and of the cost of the multiplication of the system matrix with a vector. To increase the performance of these methods, one tries to transform the system to favorably change its eigenvalue distribution. This is called preconditioning and the nonsingular transformation matrices are called preconditioners. Since the overall performance of the iterative methods also depends on the cost of matrix--vector multiplications, the preconditioner has to be constructed so that it can be applied efficiently. The preconditioners designed in this thesis are positive definite and they maintain the symmetry of the system. For the construction of the preconditioners we strongly exploit the structure of the underlying system. The preconditioners are composed of preconditioners for the submatrices in the KKT system. Therefore, known efficient preconditioners can be readily adapted to this context. The derivation of the preconditioners is motivated by the properties of the KKT matrices arising in optimal control problems. An analysis of the preconditioners is given and various cases which are important for interior point methods are treated separately. The preconditioners are tested on a typical problem, a Neumann boundary control for an elliptic equation. In many important situations the preconditioners substantially reduce the number of iterations needed by the solvers. In some cases, it can even be shown that the number of iterations for the preconditioned system is independent of the refinement of the discretization of the partial differential equation.

We used Alexandria Digital, a world leading disinformation detection technology, to analyse almost a million posts on X (formerly known as Twitter) and Reddit comments during the first Republican primary debate and counterprogrammed Tucker Carlson and Donald Trump interview on the 23rd of August. What we did: • Collected 949,259 posts from the platform X, formerly known as Twitter. These posts were collected if they contained one of 11 relevant hashtags or keywords and were posted between 8:45pm and 11:15pm EST on 23rd August 2023. • Collected 20,549 comments from two separate Reddit threads. Both were discussion threads dedicated to the first Republican primary Debate and the Tucker Carlson and Donald Trump interview from r/Conservative and r/politics. • This methodology allowed us to capture narratives and conduct analysis of coordinated behaviour that occurred immediately before, during, and after the Republican primary debate and the airing of the Tucker Carlson interview of Donald Trump. What we found: • A coordinated network of over 1200 accounts promoting the conspiracy theory that Donald Trump won the 2020 United States presidential election that received over 3 million impressions on the platform X; • A sprawling bot network consisting of 1,305 unique accounts with a variety of clusters; • Some of the largest clusters were coordinated troll networks in support of Donald Trump; a coordinated network of misleading news outlets, and a clickbait Pro-Trump bot network. • No coordinated activity was found on Reddit during the Republican Primary Debate or in discussion of the Tucker Carlson and Donald Trump interview. What does this mean? • X is flooded with platform manipulation of various kinds, is not doing enough to moderate content, and has no clear strategy for dealing with political disinformation. • A haven for disinformation. While pre-Musk Twitter previously managed to moderate harmful conspiracy theories such as QAnon, X is now a safe space for conspiracy theorists and political disinformation. • That no evidence of coordinated influence activity was found on Reddit suggests the extensive rules and moderation either prevented or removed coordinated activity from the platform. • Worrying trends. Given the prevalence of mis- and disinformation during the debate and interview, the leadup to the US 2024 Presidential Election is likely to witness a surge of information disorder on the platform. • Trump is back. The reinstatement of Donald Trump’s X account has emboldened conspiracy theorists and the far right, who are interpreting this as a sign that the reason why Trump was suspended (incitement to violence) validates election fraud disinformation and activism. • Anything goes. The lack of a freely available Twitter Application Programming Interface (API) means that researchers, journalists, and regulators cannot monitor disinformation on X and hold the platform to account.

Abstract:
An aged and heavily corroded horizontal iron rim lock for the left side of a door was examined at the request of Anson (“Tuck”) Hines, Director of the Smithsonian Environmental Research Center (SERC). The lock was reportedly found by a contractor on SERC’s property during renovation, and the iron corrosion is typical of exposure to the elements. It was anticipated that the lock would date from the time of the oldest part of the Sellman/Kirkpatrick-Howat house constructed in 1735 or its Greek Revival enlargement in 1841. Examination of the lock included x-radiography. A recommendation was made to not conduct further conservation treatment, such as removal of iron corrosion, because it would threaten the structural integrity of the object. Instead it was advised that the lock be exhibited in a case with conditioned silica gel and regularly monitored, which should keep it in stable condition.
