Abstract:
The repressive-punitive activity of the DPU’s “Troika” as an extrajudicial body was analyzed in the article. Their involvement into the Ukrainians’ genocide during 1932-1933-s was proved by the archival documents. New historical sources that proved a role of “Troika” of the State political administration of the Ukrainian SSR (DPU of the Ukrainian SSR) as a repressive-punitive body were introduced into scientific usage for the first time. The author has used historical-systematic method, critical analysis of the sources, problem-chronological, typological analysis as well as synthesis and generalization that permit to understand a role of “troika” as a crucial instrument in the planned, systematically organized criminal campaign of grain procurement as well as in the struggle of the communist regime with acts of resistance (real or fabricated by the body of the DPU). Extrajudicial punishment with “Troika’s” involvement was demonstrated to be a tool for suppression of the national-liberation struggle of the Ukrainian people at the beginning of 1920-s in Ukraine. According to implementation of the NEP and suppression of the resistance movement, the activity of “Troikas” was ceased by a relevant order of the CPC of the Ukrainian SSR, however, it was renewed at the beginning of grain procurement campaign, and total collectivization. At that time “Troikas” should decongest the judicial branch of the United State Political Administration (ODPU) and Special Council of the ODPU from rebels and other “counter-revolutionary elements” presented by the central office and local authorities.

AbstractThis paper examines the influence of the Troika on the retrenchment and reform of social security in Ireland during its bailout between 2010 and 2013. To do this, it draws on data from in-depth interviews with senior civil servants and civil society organisation staff who met with the Troika as part of their quarterly missions to Ireland during this period. The key themes which emerged from these interviews include the largely domestic origins of social security retrenchment and reform; the surprising, and distinctive, positions adopted by the European Commission and the International Monetary Fund (IMF); the extent of the Irish government's room for manoeuvre in this area, and the ways in which the Irish government defended social security against proposals for additional cuts put forward by the Troika. The paper concludes by arguing that the scope for domestic decision-making was heavily constrained, yet non-trivial, and that the Troika's influence comprised not only ‘powering’ but also ‘persuasion’.

Abstract In a characteristically stimulating and important paper, ‘Episteme’, Myles Burnyeat discusses what he calls the epistemic troika, which consists of knowledge by acquaintance, knowledge that, and knowledge how. He argues that the troika ‘lacks universal validity’; he ‘suspects’ that it is the product of Anglophone philosophy in the 1950s-early 1970s. He also challenges the philosophical value of the troika. In my paper, I explore the troika, both in its own right and as a guide to Plato’s epistemology; I also assess Burnyeat’s views on these issues.

This year was an unusual one for the APSA Congressional Fellowship Program—three fellows were placed with the same congressional office. The fact that three fellows, each with very different backgrounds, were drawn to the Senate Finance Committee, says something about the unique role that the committee plays in congressional policymaking. As one of the “A”s of the four “Super-A” committees, along with Appropriations, Armed Services, and Foreign Relations, the Senate Finance Com-mittee is one of the committee assignments most sought after by Senators. Its vast policy jurisdiction enables members to affect many different parts of the economy, society, and government. In addition to Chairman Baucus, the majority membership of the committee includes chairs of six other committees: Senators John Kerry of Foreign Relations; Jeff Bingaman of Energy and Natural Resources; John D. Rockefeller of Commerce, Science, and Transportation; Debbie Stabenow of Agriculture and Forestry; Kent Conrad of Budget; and Chuck Schumer who serves both as chairman of the Rules Committee and the Democratic Policy and Communications Center. Zur Bewältigung der Folgen der europäischen Schuldenkrise schlossen sich erstmals die Europäische Kommission, die Europäische Zentralbank und der Internationale Währungsfonds zur „Troika“ zusammen. Krisengeschüttelte Euroländer erhielten Hilfskredite verbunden mit umfangreichen Kreditkonditionalitäten. Obwohl die Troika bestrebt war, nach außen einheitliche Positionen zu demonstrieren, zeigten sich in Fragen der Schuldenrestrukturierung, der fiskalischen und strukturellen Anpassung systematisch inhaltliche Differenzen zwischen den drei Organisationen. Diese rekonstruieren wir mit Hilfe von process tracing für die Programme für Irland und Griechenland. Unter Rückgriff auf das Konzept der Organisationskultur und ein Verständnis internationaler Organisationen als Bürokratien oder „international public administrations“ interpretieren wir konfligierende Ansätze der Kreditvergabe als Ausdruck inkongruenter Organisationskulturen der Troika-Bürokratien. Unsere Befunde widersprechen sowohl staatszentrierten Perspektiven auf die Troika als auch Ansätzen, die internationale Organisationen eher als „multiple Persönlichkeiten“ denn als unitarische Akteure begreifen.

Senescence is controlled by time-evolving networks that describe the temporal transition of interactions among senescence regulators. Here, we present time-evolving networks for NAM/ATAF/CUC (NAC) transcription factors in Arabidopsis during leaf aging. The most evident characteristic of these time-dependent networks was a shift from positive to negative regulation among NACs at a presenescent stage. ANAC017, ANAC082, and ANAC090, referred to as a “NAC troika,” govern the positive-to-negative regulatory shift. Knockout of the NAC troika accelerated senescence and the induction of other NACs, whereas overexpression of the NAC troika had the opposite effects. Transcriptome and molecular analyses revealed shared suppression of senescence-promoting processes by the NAC troika, including salicylic acid (SA) and reactive oxygen species (ROS) responses, but with predominant regulation of SA and ROS responses by ANAC090 and ANAC017, respectively. Our time-evolving networks provide a unique regulatory module of presenescent repressors that direct the timely induction of senescence-promoting processes at the presenescent stage of leaf aging.

This article is the continuation of a series of studies on the impact of the measures implemented by the Portuguese Ministry of Justice. This research addresses the results obtained in the civil enforcement actions arising from objectives included in the Memorandum of Understanding (MoU) signed between Portugal and the so-called Troika (International Monetary Fund / European Commission / European Central Bank). The empirical study was extended to cover the quantitative analysis of the results achieved not only during the Troika period but also during the post-Troika period. The results show and confirm a continued positive effect on the level of civil enforcement actions in the period analyzed.

Abstract:
The research featured the Special Troika of the Krasnoyarsk Territory, i.e. a committee of three officials who issued sentences without public trial. The authors focused on the number of the convicted on the so-called ethnic cases during the late Great Terror in the fall of 1938. The study was based on the archival documents of the Special Troika of the Krasnoyarsk Territory. According to the protocols, 1,894 local residents were found guilty in the ethnic cases in in the fall of 1938. Out of 1,690 people who were sentenced to capital punishment, less than 1% were executed. On November 26, 1938, the NKVD issued Order No. 00762, which marked the end of the Great Terror and recommended to transfer the remaining cases to the courts. Those convicted on the last day of mass repressions were released, and the NKVD authorities were forbidden to carry out sentences approved by the Special Troika after November 15, 1938. On December 22, 1938, People's Commissar of Internal Affairs L. P. Beria declared that all execution sentences issued by the Troika before November 17, 1928, became invalid.

Purpose This paper aims to examine whether the release of news about policy interventions by the troika [European Union (EU)/the European Central Bank (ECB)/International Monetary Fund (IMF)] in the crisis-affected EU countries (Cyprus, Greece, Ireland, Italy, Portugal and Spain) and whether the policy responses of these countries’ governments had impacts on the return and risk of stocks in the financial and real-economy sectors of these countries. Design/methodology/approach The paper uses a broad set of news announcements concerning the troika authorities’ policy interventions and the policy responses of the affected Eurozone states’ governments. To test for the risk and return effects of these announcements during the crisis period, a set of regression equations is estimated under a difference-in-difference approach using intercept and slope dummy variables for news releases from troika authorities and from the national governments of the six EU countries. This enables unraveling the effects of the crisis (first difference) and the effects of news announcements (second difference). Findings The results indicate that the involvement of the troika managed to reverse some of the unfavourable market effects of the crisis. Moreover, the policy response of national governments was found to have stronger favourable effects in the markets of the affected countries implying that investors likely waited for the response of the national governments before they reacted to the policy actions of the troika. The simultaneous release of news from the troika and from national governments had adverse effects on the returns and risk of the firms in the real economy sectors, suggesting that cross-news announcements conveyed negative information in the markets. Originality/value The paper provides evidence on the effects of policy-related news announcements on the development of the recent sovereign debt crisis in Europe. This issue is highly important, as it can reveal the effectiveness of the IMF’s and EU authorities’ policy interventions in affected Eurozone member states during the first major crisis in Europe since the monetary union.

579 Background: Trastuzumab, an approved prescription drug by EMA and FDA under the name Herceptin has become the key treatment in patients with HER2−positive breast cancer. HD201, developed by Prestige Biopharma Pte Ltd is a biosimilar candidate to Herceptin. The biosimilarity of HD201 was established based on systematic stepwise comparisons between HD201 and reference product, Herceptin. In order to confirm clinical similarity of HD201 to Trastuzumab, two clinical studies were undertaken. Methods: First, in a double-blind, randomised and parallel group study, 101 randomised healthy human subjects were subjected to a single 6 mg/kg IV dose by body weight over 90-min infusion of either HD201, EU- and US-Herceptin group by assessing pharmacokinetic (PK) and safety (TROIKA-I). The second study was a randomised, double-blind, parallel group, equivalence, multicentre clinical phase III trial (TROIKA) designed to compare the efficacy based on total pathological complete response rate (tpCR), safety, and pharmacokinetics of HD201 to EU-Herceptin in patients with HER2 positive early breast cancer. Each group of ~250 subjects were administered with either HD201 or EU-Herceptin in combination with chemotherapy in neoadjuvant followed by the antibody alone in the adjuvant phase. Results: TROIKA-I study demonstrated that HD201 was safe and well tolerated with comparable PK as EU- and US-Herceptin. Based on the neoadjuvant data from TROIKA study, the tpCR rate in the HD201 and Herceptin treatment groups was comparable and the 95% CI was included within the pre-defined margins of equivalence (Table). The incidence and severity of reported TEAEs did not imply any significant safety concerns and were comparable between both groups. In addition, the comparison of steady-state Ctrough between both arms in TROIKA study has established equivalence. Overloading the spine due to bad posture is the precursor of many ailments. Obstructive Sleep Apnea Syndrome is one of them. Compromised airway is found to be a major contributory factor in sleep apnea cases. Restoring the dental anatomy to its normal has been found to reduce the load on the spine, improving ones posture. It also facilitates the compromised airways to attain normalcy.

Purpose The purpose of this paper is to explore the role of the Troika’s advent played in the progress of the budgeting and the financial reporting systems reform at the Greek central government level. Design/methodology/approach The approach of an extreme country case study is adopted. The data used in the paper have been identified through document analysis performed on the relevant documents produced by the Troika, the Greek Ministry of Finance, and other relevant sources. The reform process is seen through the lens of the neo-institutional theory and the resource dependency theory. Findings Although both reforms targeted the introduction of best international practices – particularly useful in periods of financial distress and scarce resources – the advent of the Troika affected their progress and changed the priorities. As a result, the reform was redirected toward strengthening the cash budgeting system. Research limitations/implications The study is subject to the limitations of an extreme case study research. Practical implications This is a case where resource dependency changes political priorities and directions and affects the evolvement of state budget and accounting reforms under way. Originality/value The role of external fund providers in public sector financial management reform priority-setting, in the case of a developed Eurozone country, is analyzed. The study contributes to the research agenda on accounting practices in times of austerity.

Portugal has faced an economic and financial crisis that began circa FY2009 and whose effects are still ongoing. In FY2011, the Portuguese state and the European triumvirate – composed of the European Commission, the International Monetary Fund, and the European Central Bank – signed the Memoranda of Understanding. This troika agreement aimed to improve the operational efficiency of public services. This crisis had a considerable impact on the Portuguese citizens’ life and productivity, as well as on the public health care system. Cuts over public expenditures have been made to reduce the risk of noncompliance with budgetary targets, despite their potential impact on quality and access to health care services. We analyzed the main policies and measures undertaken by the Portuguese Ministry of Health with respect to the bailout program associated with the troika agreement. Then, we focused on the budgetary cuts–related risks over the social performance of the care system. Evidence suggests that structural reforms in the health care sector in the troika period had positive effects in terms of drugs administration and consumption, on the one hand, and secondary care expenditures reduction, on the other hand. Nonetheless, we observed some divestitures on infrastructures and the worsening of access to health care services.

To handle the sovereign debt crisis in general and macroeconomic imbalances in particular the leading EU institutions and the Troika (European Central Bank, European Commission and International Monetary Fund) adopted two broad approaches: The short-term approach is based on enhancing the Stability and Growth Pact and to impose fiscal austerity on crisis countries. The medium- to long-term strategy consists of internal devaluation via reducing wage costs. Both approaches were combined with structural adjustment programs in the spirit of the Washington Consensus. The Troika?s policy implies an asymmetric adjustment process burdening only crisis countries. It led to the shrinking of demand and output in crisis countries comparable to the Great Depression and brought the European Monetary Union to the edge of deflation. These polices must be judged as mislead increasing the risk of Japanese disease with more than one lost decade.
