Abstract:
The repressive-punitive activity of the DPU’s “Troika” as an extrajudicial body was analyzed in the article. Their involvement into the Ukrainians’ genocide during 1932-1933-s was proved by the archival documents. New historical sources that proved a role of “Troika” of the State political administration of the Ukrainian SSR (DPU of the Ukrainian SSR) as a repressive-punitive body were introduced into scientific usage for the first time. The author has used historical-systematic method, critical analysis of the sources, problem-chronological, typological analysis as well as synthesis and generalization that permit to understand a role of “troika” as a crucial instrument in the planned, systematically organized criminal campaign of grain procurement as well as in the struggle of the communist regime with acts of resistance (real or fabricated by the body of the DPU). Extrajudicial punishment with “Troika’s” involvement was demonstrated to be a tool for suppression of the national-liberation struggle of the Ukrainian people at the beginning of 1920-s in Ukraine. According to implementation of the NEP and suppression of the resistance movement, the activity of “Troikas” was ceased by a relevant order of the CPC of the Ukrainian SSR, however, it was renewed at the beginning of grain procurement campaign, and total collectivization. At that time “Troikas” should decongest the judicial branch of the United State Political Administration (ODPU) and Special Council of the ODPU from rebels and other “counter-revolutionary elements” presented by the central office and local authorities.

AbstractThis paper examines the influence of the Troika on the retrenchment and reform of social security in Ireland during its bailout between 2010 and 2013. To do this, it draws on data from in-depth interviews with senior civil servants and civil society organisation staff who met with the Troika as part of their quarterly missions to Ireland during this period. The key themes which emerged from these interviews include the largely domestic origins of social security retrenchment and reform; the surprising, and distinctive, positions adopted by the European Commission and the International Monetary Fund (IMF); the extent of the Irish government's room for manoeuvre in this area, and the ways in which the Irish government defended social security against proposals for additional cuts put forward by the Troika. The paper concludes by arguing that the scope for domestic decision-making was heavily constrained, yet non-trivial, and that the Troika's influence comprised not only ‘powering’ but also ‘persuasion’.

Abstract In a characteristically stimulating and important paper, ‘Episteme’, Myles Burnyeat discusses what he calls the epistemic troika, which consists of knowledge by acquaintance, knowledge that, and knowledge how. He argues that the troika ‘lacks universal validity’; he ‘suspects’ that it is the product of Anglophone philosophy in the 1950s-early 1970s. He also challenges the philosophical value of the troika. In my paper, I explore the troika, both in its own right and as a guide to Plato’s epistemology; I also assess Burnyeat’s views on these issues.

This film is an oral history about the intergenerational relationship between three women: my grandmother, my mother, and I. Through our connection I explore the Russian traditions that my grandmother has cultivated and shared among the three of us, in particular, the tradition of fortune telling. I also explore my grandmother's struggle with dementia. Although her memory is fading, she can still remember the practice of reading fortunes and that tradition has preserved our bond and her legacy.

O presente Trabalho de Projeto procura fazer uma reflexão sobre a oportunidade e o formato de uma redução dos impostos no período “Pós-Troika”, no contexto de uma política económica orientada ao crescimento. Esta reflexão é fundamentada teoricamente na revisão de literatura e sustentada empiricamente na análise de dados estatísticos. Conclui-se que: i) o nível de fiscalidade em Portugal é atualmente excessivo, quando ponderado pelo PIB per capita; ii) o sistema fiscal é excessivamente incidente sobre os rendimentos de capital, sendo insuficientemente incidente sobre os rendimentos do trabalho; iii) o sistema apresenta índices de progressividade relativamente altos. Como medida de estímulo ao crescimento económico recomenda-se a diminuição do nível de fiscalidade, através da redução da taxa do IRC, das taxas de IRS incidentes sobre os rendimentos de capitais e mais-valias, bem como da taxa máxima progressiva em sede de IRS. Em compensação, dever-se-á ponderar um aumento da taxa dos escalões intermédios do IRS e da taxa do IVA, bem como identificar outras formas de tributação do património. Esta reflexão não tomou em consideração os efeitos na equidade e justiça social.

Em vários países da Europa ocidental vem sendo perseguido, desde há décadas, um modelo de organização política e económica baseado na democracia representativa e no império da lei, apoiado ainda numa componente social que vai ao encontro de direitos sociais, económicos e culturais dos cidadãos, juridicamente garantidos em catálogos de crescente amplitude e conteúdo, a imporem aos Estados um cada vez maior esforço orçamental, criando também uma consciência colectiva de bens adquiridos e eximidos ao poder de disposição do Estado. Todavia, desde o princípio deste século, alguns Estados defrontam-se com graves problemas financeiros, decorrentes do abrandamento da economia, do aumento das despesas e da crescente dificuldade de financiamento da dívida, associada a crises dos sectores imobiliário e bancário. Alguns Estados obtiveram empréstimos de emergência, contraídos junto de um consórcio de três entidades (troika), concedidos contra a aplicação de medidas de orientação neoliberal, implicando redução da presença do Estado na economia, aligeiramento da protecção jurídica das relações laborais e forte compressão das despesas sociais públicas. As medidas impostas neste quadro terão atingido direitos dos cidadãos, que opuseram resistência, de forma genericamente não violenta. Estuda-se a fundamentação da resistência em Estado de Direito democrático social, no quadro da crise do Estado social.
For decades, several west European countries have pursued a model of political and economic organization based upon representative democracy, rule of law and a social component that meets citizens’ social, economic and cultural rights, lawfully guaranteed and of increasing reach and content, thereby requiring a growing public budgetary effort, as well as creating a collective perception of lawfully protected goods, beyond the power of disposition of the state. Yet, since the beginning of this century, some states are faced with grievous financial problems, arising from economic slowdown, increased expenditures and growing difficulty to procure public debt financing, linked to crises of their sovereign debts and of the housing and banking sectors. Some states obtained emergency loans from a consortium of three instances (troika), granted against forcible application of neoliberal-oriented politics, implying privatization of public services, relaxation of labour protection and strong compression of social expenditures. The political measures taken may have negatively impacted the rights of citizens, who opposed generically non-violent resistance. The work addresses the fundaments of resistance in the modern west European democratic state, in the framework of the crisis of the social state.

O objetivo desta dissertação é o de estudar os erros na previsão do desemprego que estão presentes nos programas de ajustamento para a economia grega. O estudo começa por uma revisão teórica dos principais aspectos relacionados com as interacções entre a política monetária e fiscal na Zona Euro com especial atenção ao caso da Grécia. De seguida, utilizei duas metodologias para testar a performance das previsões feitas pela Troika: O modelo Vector Error Correcting (VEC) e o modelo Leontief Input-Output. Foi encontrada evidencia para o modelo econométrico subestimar o desemprego, como sugerido nas previsões da Troika, mas ainda assim com mais precisão quando comparado com as previsões apresentadas nos programas de ajustamento. Em contraste, o modelo IO tende a sobrestimar o desemprego para o mesmo período. Contudo, depois de ajustado para os dados da Organização para a Cooperação e Desenvolvimento Económico (OCDE), a sua performance é substancialmente melhorada. É possível concluir que tal boom no desemprego seria relativamente difícil de prever, especialmente através de simples técnicas econométricas, mas poderia ter sido melhor entendido através de uma análise sectorial como aquela que foi aplicada neste trabalho.
The aim of this dissertation is to study the unemployment errors present in the troika´s economic adjustment programs for the Greek economy. I start by reviewing theoretical aspects of the fiscal and monetary interactions in the European Monetary Union (EMU) and the particular case of Greece. Then, I use two methodologies to test the performance of troika?s economic adjustment programs: a Vector Error Correcting (VEC) model and the Leontief Input-Output (IO) model. I found evidence for the econometric model to underestimate unemployment, as troika's forecasts did, but with a slightly higher accuracy when compared to troika's programs. In contrast, the Input-Output application tends to overestimate the unemployment rate for the same period. However, after adjusting to the figures available from the Organization for Economic and Cooperation and Development (OECD), its performance is substantially improved. We conclude that such unemployment boom was relatively hard to predict, especially when using simple standard econometric techniques, but it could have been better assessed with an inter-sectoral analysis such as the one we apply in this work.

Various cognitive learning theories have been examined for the purpose of considering music as an activity developing cognitive processes. It was felt that an exploration of these theories could offer insights into how music can be used to demonstrate cognitive development in learning and in children with learning disabilities. In an attempt to illustrate the relationship between music and cognition, concepts in the theories of Piaget, the Neo-Piagetians (Case, Pascaul-Leone, Biggs and Collis), Bruner, Ausubel, Vygotsky, Luria and Leont'ev have been discussed in association with music activities. It is argued that music can be identified as a cognitive activity and applied to learning and to learning disabilities through recognised special education approaches; these include perceptual-motor, multi-sensory, languagedevelopment related, developmental and behavioural. The theories of Vygotsky, Luria and Leont'ev - the 'troika' - are considered in greater detail. Their theories, although focussing on concepts of language in cognitive development, appear to offer a means for the wider application of music to cognitive development. Vygotsky's developmental hierarchy, Luria's brain functional system, and Leont'ev's theory of activity have been amalgamated into a theoretical framework demonstrating the processing of information through music activity leading to cognitive development. This framework provides for an investigation into learning capacities and learning potential, relevant to cognitive development in learning and in the learning disabled child.

Abstract:
In recent decades, a new direction of development economics has emerged, led by economists on a mission to improve the quality of life for citizens of developing countries through proven, cost-effective interventions. This micro-economic focus on development hinges on identifying barriers to growth and implementing targeted programs designed to alleviate these constraints. However, identifying constraints is far easier than measuring their magnitude, and designing effective measures to quantify these barriers remains a substantial challenge. Numerous microeconomic indicators of development are famously intractable and resist simple methods of accurate measurement. This dissertation tackles measurement challenges by quantifying three major development drivers: efficient investment, effective institutions, and public good provision. Using three case studies on business development and cooperation conducted in Russia and Kenya, I develop novel ways to quantify constraints and suggest methods to alleviate them. In the first chapter, I estimate marginal rates of return to capital for small retail firms, evaluate the causes of inefficiency and examine interventions that may aid growth. Next, I examine corruption as a barrier to small business growth and assess whether policy reform is capable of decreasing corrupt activity. Finally, I investigate the causes of heterogeneity in the financing of local public goods and experimentally document the conditions that improve communities’ ability to cooperate and coordinate on efficient Nash equilibria. In sum, I propose new ways of measuring marginal rates of return to capital, corruption incidence, and cooperation in public good provision; then leverage these measures to shed light on barriers to growth and to assess the effectiveness of possible interventions to enable development and achieve more efficient resource distribution.

Este estudo analisa a associação da dívida soberana dos Estados da Zona Euro e da GR ao nível de 766 empresas cotadas e, consequentemente, se as intervenções da troika terão uma associação com a GR praticada pelas empresas destes mesmos Estados, no período de 2007 a 2015. Foi encontrada uma associação entre países com dívidas soberanas mais elevadas e a GR praticada no sentido de os aumentar por empresas destes países. O estudo permite, ainda, aferir que os países intervencionados não possuem incentivos à prática de GR, ainda que quando as empresas o façam, neste contexto, ocorre no sentido descendente, para ?guardar? resultados para o futuro. Complementarmente, países com taxas de desemprego mais elevadas e PIBpc reduzido não criam pressão às empresas a gerir resultados, e as que gerem tendem a diminuir resultados. Verifica-se, ainda, que países com taxas de juro mais elevadas (mercados mais rígidos) têm menos empresas a gerir resultados com o intuito de os diminuir, sendo que países com maiores níveis de IDE têm empresas a praticar GR no sentido de os aumentar e que países com cargas fiscais mais elevadas tendem a ter empresas a realizar GR com o intuito de reduzir resultados. Análises adicionais permitem concluir que as empresas fazem menos GR durante o período da Crise da Dívida Soberana do que no período antecedente a esta. Outras análises permitem aferir que a relação entre a GR e o ciclo macroeconómico não é linear e monotónica.
This study analyses the association between sovereign debt and Earnings Management (EM) in Eurozone countries with a sample of 766 listed companies and, consequently, if troika interventions are associated with firms´ EM, from 2007 to 2015. The Jones model (1991), adjusted by Kothari et al. (2005), is used to calculate discretionary accruals, to measure EM. The study finds an association between countries with higher sovereign debt and firms´ EM. The study also allows us to verify that the intervention countries do not have incentives to Management Earnings. Although, when companies do so it is downwards, to "save" results for the future. In addition, countries with higher unemployment rates and a low GDP do not influence firms to Management Earnings. Besides, countries with higher interest rates (more rigid markets) have fewer firms managing results downward. Countries with higher levels of Foreign Direct Investment (FDI) have firms Managing Earnings upward, while countries with higher tax burdens tend to have firms doing Managing Earnings downward. Further analysis allows us to conclude that firms make less EM during the period of the Sovereign Debt Crisis than in the period before that. It also allows us to verify that the relation between EM and the macroeconomic cycle is not linear and monotonic. As far as we know, the impact of sovereign debt on the quality of financial reporting has not been yet investigated. Therefore, this research is of interest to investors, regulators and even for the monetary policy pursued by the European Central Bank.
