Abstract:
For over 2000 years, feudal dynasties throughout China have referred to southerners as the “Nanman” (means Southern Barbarian). However, the specific situation of the treatment of Nanman titles by various dynasties has not been explored. In addition, the Nanman never stopped paying tribute to the Central Dynasty. No one is involved in whether tribute can earn the respect that the dynasty deserves. Nowadays, big data technology can easily handle massive amounts of literature, and it is entirely possible to analyze the above issues from "official histories" (the 25 historical books) using the method of word frequency research. The words frequency shows that since the unification of Lingnan by Emperor Qin Shi Huang, the feudal dynasties presented a paradox to Lingnan: The products in Lingnan were coveted, and local customs were despised. "Tribute" was used to cover up the predatory nature of Kings, and "Nanman" was used to establish political, national and cultural rank. The number of "tribute" and the meaning of "Nanman" formed the "magic mirror" development relationship in the big tree of feudal autocracy until the end of the Qing Dynasty. But on the one hand, the positive factors of "tribute" were absorbed and used by the western powers to establish their own alliances. On the other hand, they also mislead the public opinion and create trouble. Although "Nanman" has been eradicated politically, the regional discrimination and cultural misreading it contains have not been eradicated and often occurs. "Tribute" ranges from Kyushu to overseas to international relations. The connotation of "Nanman" from the orientation, nation and culture, the meaning of these two words has been spontaneously changing. It is timely to clarify their relationship and help make China revive.

AbstractTribute sources have played a significant role in reconstructions of the Triple Alliance's history and geography at the time just before the Spanish Conquest. The Tenochcan tradition has been the main source for these reconstructions. The critical historical analysis of the internal relationship of an alternative tradition, that of Tetzcoco, sheds new light on the Tenochcan tradition and on the tribute distributional ratio of 2:2:1, i.e., of the Triple Alliance tribute to Tenochtitlan, to Tetzcoco, and to Tlacopan. I conclude that this distribution only applied to a minor geographical area in the Triple Alliance conquests. This ratio shows only that Tetzcoco and Tenochtitlan had a major participation in the conquest of part of the northeastern area of central Mexico.

The industrial integration function of rural tourism plays an important role in promoting rural revitalization. Taking Wujiatai Village, Enshi Prefecture, Hubei Province as an example, using AHP and FCE, establishes the evaluation index system of Tea-Tourism Integration effect of Wujiatai Village, explores the main factors affecting the Tea-Tourism Integration in Wujiatai Village, and evaluates its level of development. The research shows that: (1) The overall membership of the Tea-Tourism Integration Effect of Wujiatai Village was 0.3222, which is a "Average" level. (2) Tourism Output Value and Tribute Tea Culture Inheritance are in the top two, reflecting that the development of local tourism and Tribute Tea Culture Inheritance of Wujiatai Village are the key factors and important indexes that affect the Tea-Tourism Integration Effect of Wujiatai Village, which needs for continuous maintenance and improvement. (3) Tribute Tea Sales, Scientific and Technological Innovation Intensity, Construction of Talent Team and Completeness Degree of Industrial Chain are the important factors restricting the further high-quality development of the Tea-Tourism Integration of Wujiatai Village, which needs to be further improved. Based on this, corresponding countermeasures and suggestions are put forward to help the rural revitalization of ethnic areas

Abstract This paper reviews some aspects of the life and work of Professor Johann Friedrich Horner, on the occasion of the 190th anniversary of his birthday and 152 years after the publication of "Über eine Form von Ptosis". It also shows the importance of the historical description of ptosis, myosis and anhidrosis associating those symptoms with sympathetic cervical damage. He pharmacologically confirmed the impairment of sympathetic innervation to the eye and preserved parasympathetic function.

В 1665 г. были приняты Московские русско-украинские статьи, вводившие налоги в царскую казну на содержание русских гарнизонов в украинских городах. В документе отдельно не оговаривалось, должны ли взиматься налоги с «маетностей», принадлежавших украинскому духовенству. Хотя и русская практика в этом вопросе, и польская, которую в значительной степени копировала налоговая система Гетманщины, предполагала взимание налогов с земель духовенства, изучение этого вопроса показывает, что, по крайней мере, до 1665 г. в Вой­ске Запорожском владения монастырей и священников не облагались налогами. Поскольку налоговая реформа 1665–1666 гг. предполагала не распространение налоговой системы Русского государства на Левобережную Украину, а, по большей части, перенаправление поступлений от уже взимавшихся налогов из вой­скового скарба в царскую казну, то «маетности» украинского духовенства не были обложены налогами. Однако в ходе исследования удалось выявить 2 попытки царской власти обложить земли, пожалованные монастырям впервые, налогами в небольшом объеме. Представляется, что это исключение, которое только подтверждает правило — в основном, «маетности» духовенства в рассматриваемый период были освобождены от налогов. In 1665, the Moscow Russian-Ukrainian Articles were adopted, introducing taxes into the tzar’s treasury to maintain Russian garrisons in Ukrainian cities. The document did not separately stipulate whether tributes should be levied on estates belonging to the Ukrainian clergy. Although the Russian practice concerning this matter as well as the Polish practice that was largely copied by the tribute system of the Hetmanate, assumed levying tributes from the lands of the clergy, the study of this issue shows that the possessions of monasteries and priests were not subject to taxes in the Zaporozhian Host at least until 1665. The tax reform in 1665–1666 did not assume the spread of the tax system of the Russian state onto the Left Bank Ukraine, but mainly the redirection of revenues from taxes already collected from military possessions to the tzar’s treasury. During the study, it was possible to identify two attempts by the tzarist authorities to impose small taxes on the lands granted to monasteries for the first time.

Current technological developments affect global marketing trends. This development has made marketers change their marketing strategies to internet marketing, one of which is Sthala, a Tribute Portfolio Hotel, Ubud Bali by Marriott International which wants the products marketed to cover the global market, the objective in this study is of course to measure the role of Instagram in carrying out promotions and sales so that the level of effectiveness of the advertisements that are run must be measured. The researcher was interested to analyse the effectiveness of hotel advertisements through the Instagram platform in selling products Using variables from EPIC (empathy, persuasion, impact, and communication) the level of advertising effectiveness can be determined. The sampling technique used for this study was purposive sampling, consisting of Instagram followers of this hotels, with total 100 respondents were collected as samples. This study uses the EPIC model as a method for calculating effectiveness which consists of four dimensions, namely empathy, persuasion, impact, and communication. The results of research and examination of Sthala, a Tribute Portfolio Hotel, Ubud Bali by Marriott Internasional’s Instagram is considered very effective for the empathy dimension, the persua-sion dimension, the impact dimension, and the communication dimension. Overall, these findings conclude that advertising Sthala, a Tribute Portfolio Hotel, Ubud Bali by Marriott International via Instagram is very effective. The effectiveness of hotel room sales growth was also tested which shows positive growth results but due to Covid-19, sales growth has decreased. This is indicated by data on room sales from 2018 to 2019 it rose significantly and in 2020 it dropped dramatically and experienced another increase in 2021 to 2022.

The article deals with some aspects of Peribsen’s policy. In author’s opinion this pharaoh of the Second dynasty possibly led military campaigns in Lower Egypt. This hypothesis can be maintained by the data of seal impressions, stone vessels and the steles from the Early Dynastic period. The author shows that Peribsen’s election of Seth as the god of royal power and replacement of traditional patron of Egyptian rulers Horus by him could be connected with disintegration of Egypt into two parts. The author shows that the toponyms %Tt and &A-mHw in Peribsen’s monuments must be connected with Lower Egypt. The fact that place-names are connected with the tribute from Delta to Peribsen can prove that this ruler tried to conquer Lower Egypt. In the present study the comparative historical research is used.

The article for the first time ever explores the recent non-fiction and poetry by the contemporary Australian writer Krissy Kneen, who has Slovenian roots through her maternal grandmother. Kneen’s writing, a literary tribute to her late grandmother Dragitca (Dragica Marušič), shows a desire to come to terms with her partly ‘Slovenian’ gut microbiome and DNA, as she herself claims. They, in her view, along with the other elements in the process of identity formation, interestingly importantly help to constitute an ethnic identity and, for that matter, any personal identity. This makes her writing very original within the extant diasporic literary production.

This thesis examines the writing of U.S. Ambassador to the Soviet Union Joseph Davies, Norman Deuel of the United Press, and Joseph Barnes of the New York Herald Tribune over the course of their respective postings in Moscow between 1936-1938. The purpose of this thesis is to look past interpretations of perceived right and wrong reporting on the Soviet Union and instead identify precisely how and why Americans outside the diplomatic corps viewed and perhaps identified with aspects of Stalinist society. Residing in Moscow over an extended period of time, Davies, Barnes, and Deuel were not mere observers. Immersed in Soviet society, Davies and the press correspondents became themselves producers of socialist realist writing as their American affinity for ambitious modernization translated into an idealized view of Stalinist modernization projects, one which viewed present hardships through a socialist realist lens while echoing Soviet enthusiasm for medical and scientific advancements, material plenty, heroics, youth, and territorial exploration. Excluded from the close-knit circle of career diplomats, Davies and the newsmen also came to view the Moscow show trials through the same socialist realist lens, one which presented the desired utopian future through elaborate socialist realist theatre.

Abstract:
This chapter employs spatial theory in order to think about female power in representations of the land and state of ancient Israel. By distinguishing among imperial, national, and local scales of space, it shows how the participation of women in public life differs according to scale. Biblical texts repeatedly preserve evidence of female leadership at the local, or tribal, level. For this reason, as well as because it represents a more egalitarian mode of managing and distributing resources, the chapter engages in a project of recuperating tribalism. Particular focus falls on the households that constitute a tribe and appear to have been run by women. Because the household served as the site of production, it also seems to have commanded some power in the face of the tax and tribute needy institutions of state and empire. Thus traces of female political influence becomes perceptible at these scales as well.

The body of work that is the subject of this chapter is on the bilingual cognitive advantage in very young children and on the structure of the early bilingual lexicon. As a result of work initiated by Ellen Bialystok, we now know that even preverbal infants show better attentional control than monolingual infants. We also know that the organization of the early bilingual lexicon shows striking similarities but also notable differences to that of adults. The chapter concludes with a prospective outlook of what is still unknown about early bilingualism, including how proficiency and language use impact bilinguals’ cognitive skills in addition to language exposure. The significant progress that has been made in understanding the young bilingual mind is a fitting tribute to Ellen Bialystok.

Chapter 5, Paris Performance Alive and Dead, explores Beardsley's reception in periodicals and the press in France with new first-hand evidence. It highlights the reproduction and diffusion of Beardsley's images beyond textual comments favoured by previous studies, and shows their flexibility and sway. Recalling Beardsley’s multiple connections to France, it follows his performance though the Montmartre journal Le Courrier français, his deliberate choice of images that had shocked the English public, his adaptability, and influence on French artists. It highlights the paradox in the relations between Le Courrier français and the Savoy instead of the expected Parisian aesthete reviews. It shows how tribute to the deceased artist mingles with chauvinistic anecdotes borrowed from the English press and how, adding to his gallery, the French reviews stage-manage dramatized images of Beardsley against his wish.

The intent of the author of this article is to show that Maupassant's short story, Yvette, published in 1884, is a work filled by opposing echoes, some of which have been ignored by critics. In his short story, Maupassant combines the memory of Flaubert and that of one of his literary foes, Octave Feuillet, the leader of the idealistic novel, often chastised by realists like Zola or Flaubert. In these circumstances, writing a story about a young lady from the »rastaquouère« world could be seen as a militant act. Yvette is both a pastiche of an idealistic Feuillet novel and a tribute to the author of Madame Bovary, a slayer of preconceived ideas.

AbstractIndian society is characterised by significant horizontal (religious, regional, linguistic) and vertical (income, occupation, caste) divisions. These socio-economic fragmentations significantly shape the production of space in cities. In fact, all major cities in the country are pervaded by socio-spatial divides, which often become sources of conflict, violence, exclusion and, also, solidarity. Mumbai is the industrial, commercial and financial capital of the country. Bollywood has, over the years, helped in carving out a distinct (pan) Indian identity for itself and the city, both within and outside India, and is a major rallying and unifying aspect for India. Among all its glitter, the city is also infamous for its underworld (originating from its excluded and marginalised neighbourhoods), slums and poor residential areas. The city is pervaded by socio-spatial fragmentation and is a divided city. This chapter shows that the highest level of segregation in Mumbai is based on religion (Muslims and Non-Muslims), followed by class, caste and tribe.

This chapter tells a parallel story of the State’s retreat from directly procuring materia medica from localities as tribute, resorting instead to collecting a monetized surtax. Building on rich literature which largely focused on social relations and productivity measured by grain, cloth, and labor, the chapter suggests that it may shed new light on a familiar aspect of Ming history by examining the monetization of tribute medicine. It shows that Ming actors almost always thought through and documented fiscal reform in very concrete terms. Gazetteers of Ming times, such as that of Longqing, were replete with discussions about objects of value: where they were found, how much they were worth, and the specific manners of their deployment in public affairs. Instead of an abstract preference for money, the debates were driven by inherently ethical concerns—and political negotiations—over the distribution of material wealth in official versus nonofficial domains. The ways in which local administrators came to terms with material resources show more complexity than the straightforward account of fiscal reform offered in dynastic histories.

Beatles tribute concerts are visceral, experiential, and participatory arenas of Beatles fandom. This chapter covers principal aspects and characteristics of these shows. The caricaturization of Lennon, McCartney, Harrison, and Starr in impersonation acts is traced back to its roots in film and television portrayals of the individual Beatles. Discrepancies are pointed out between the Beatles’ own irreverent tendencies in the band’s career and the stereotypes presented on the tribute show stages. Various types of simulations, reenactments, and dreamed-up fantasy scenarios featured in Beatles tribute shows are paired with the fan-driven motivations behind them. Tribute shows that break away from the typical four-men-in-wigs model are noted for creating inclusive Beatles fan spaces on and off the stage. Finally, the pursuit of musical accuracy in producing note-for-note Beatles tribute shows is examined through a consideration of the challenges and possibilities presented by material from different recording periods of the Beatles.

This chapter offers a comprehensive review of the tribute system, which shows that the existing literature has largely ignored the role played by less powerful East Asian states. It is in this chapter that I suggest a new, more nuanced interpretation of the tribute system through the lens of “practices” rather than the “system.” The chapter then discusses in some details the concept of authority in the specific early modern East Asian context, while drawing on the writings of Chinese and Korean tributary envoys. The chapter also addresses questions of research design and explains the selection of case studies.

Drawing on the gift registers of the Dutch East India Company and the English East India Company, this chapter shows that the gifts bestowed by European merchants in Yemen may not be collapsed indistinguishably with other types of offerings, such as diplomatic bestowals, imperial gifts, and acts of pious charity. By contrast, European merchants’ gifts were comprised of relatively routine trade items and were remarkably formulaic in nature, thus overlapping with Indian Ocean commodities in uneven and unexpected ways and drawing their power and meaning from their association with extended commercial geographies. A close perusal of European commercial gifting practices also reveals that foreign merchants became quite adept at the local grammar of giving, even if they decried its legitimacy in their letters back to home offices.

Chapter 9 studies women’s participation in public protests and acts of civil disobedience, including riots. It shows how threats to the integrity of the household and community, such as increased demands for tribute and labor, disputes over land and natural resources, and Spanish attempts to remove local officials from office, led men and women to seek legal redress, to protest, and at times to rebel against colonial authorities. The chapter traces women’s efforts to organize acts of resistance, such as the refusal to pay tribute, and their leadership roles in local riots. While women did not hold political office, they were aware of controversies over lands, resources, and legal suits to protect these assets. Chapter 9 argues that women’s participation in efforts to defend their homes, communities, and allies reveals a broader consciousness that has been overlooked or underestimated in previous studies.

The study explores the symbolic uses of heads in fashion shows, multifarious influence and the cultural/historical symbolism that it holds against a multiplicity of representations, sites, and registers: religion, art, fashion. In following the evolution of uses of heads from its birth as a dread form of punishment and tool of terror to implications and representations by media and consumer culture in today's society, the research applies an in-depth analytical approach. The transformation of this motif and the influence on societal norms and values turned toward this motif in the respective historical periods and cultural contexts have been methodically analyzed. Illustrating that while decapitation has forever provoked a reaction from revulsion to fascination, these days it is rebooted as a provocative symbol in fashion and art, often straying between cultural tribute and tastelessness. An example of this research is the study that seeks to describe cases whereby fashion brands like Gucci and Balenciaga were using images of beheading in a bid to illustrate the thin line between creative freedom and cultural appropriation. A sensitive approach needs to be paid to the use of such potent symbols, which includes the possibility of respect or offense, depending on the context of use. This makes the study relevant in its contribution of understanding how re-interpretations of historical symbols are done in contemporary culture and, respectively, the influence they have on issues of identity and ethics in the strategy of global marketing. This study extended the academic debate about the cultural symbolism by providing useful insight to practice by brands on how to manage the perils cultural representation may pose in a global market.

Sin embargo, la evolución del proyecto muestra que no existe ninguna voluntad por parte de Le Corbusier de integrar la villa en su entorno ni de rendir tributo a la arquitectura tradicional. Le Corbusier continúa evolucionando dando un nuevo giro a estrategias arquitectónicas ya consolidadas y resistiéndose a las clasificaciones: genera una planta libre mediante muros; transforma la terraza jardín de una habitación sin techo en una pradera; y en lugar de laminar el espacio en vertical lo lamina en horizontal. No obstante, el objetivo de su arquitectura se mantiene firme desde los años 20, generar una sensación continua de desconcierto. Abstract: Villa Sarabhai is considered by many critics to be a paradigm of "architecture femelle", because it absorbs the setting and has vaulted spaces, which are elements associated with a rustic, folkloric, and even primitive, architecture. However, the evolution of the project shows that Le Corbusier did not intend to integrate the villa into the landscape or pay tribute to traditional architecture. Le Corbusier kept evolving. He added new twists to his consolidated architectonic strategies and defied classification: he generated a free plan by using walls; he transformed the garden terrace from a room without a ceiling into a prairie; and, instead of laminating the space in vertical, he laminated it in horizontal. Nevertheless, the aim of his architecture remained constant since the 1920s, generating a permanent feeling of bewilderment. Inside Villa Sarabhai, visitors are not able to confirm if they are in a building which is anchored to the ground, or in one which is resting on it; in an orthogonal construction or in a vaulted one; up or down; inside or outside; not even sure whether what they perceive is real or a representation of reality. As of 2021, it has been reported that around 90% of data breaches occur on ac- count of phishing, while about 83% of organizations experienced phishing attacks [1]. Phishing can be defined as the cybercrime in which a target is contacted through e-mail, telephone or text message by someone impersonating a legitimate institution [2]. Through psychological manipulation, the threat actor attempts to deceive users into providing sensitive information, thereby causing financial and intellectual property losses, reputational damages, and operational activity disruption. In this light, this paper presents a comprehensive review of eyetracking in association with phishing cyberattacks. To determine their impact on phishing detection accuracy, this work reviews 20 empirical studies which measure eye-tracking metrics with respect to different Areas of Interest (AOIs). The described experiments aim to produce simple cognitive user reactions, examine concentration, perception and trust in the system; all in which determine the level of susceptibility to deception and manipulation. Results suggest that longer gaze durations on AOIs, characterized by higher attention control, are strongly correlated with detection accuracy. Eye-tracking behavior also shows that technical background, domain knowledge, experience, training, and risk perception con- tribute to mitigating these attacks. Meanwhile, Time to First Fixation (TTFF), entry time and entry sequence data yielded inconclusive results regarding the impact on susceptibility to phishing attacks. The results aid in designing user-friendly URLs, visual browsing aids, and embedded and automated authentication systems. Данный эпиграфический памятник связан с обеспечением регулярного поступления фороса союзных полисов в Афины. По духу своему он очень близок знаменитому Монетному декрету. Имя предложившего его политика, Клиний, является наиболее сильным аргументом для датировки декрета 448/47 г. до н. э. Он был отождествлен с погибшим в битве при Коронее в 447 г. до н. э. отцом Алкивиада, что и привело к установлению традиционной даты декрета. Однако не может быть абсолютной уверенности, что автор декрета – отец прославленного Алкивиада. Анализ данных источников показывает, что остальные представители знаменитой семьи из дема Скамбониды, носившие это имя, действительно не подходят по возрасту и не могут претендовать на роль инициатора декрета Клиния во второй половине V в. до н. э. Тем не менее косвенные данные источников демонстрируют, что среди высших слоев афинского общества могут быть обнаружены еще две семьи, в которых также было употребительно это не самое распространенное имя. The Decree of Kleinias (IG I3 34) is one of the landmark testimonies of the Athenian increasing control in relation to their allies in the Delian League. This epigraphic document deals with ensuring the regular tribute supply of allied cities to Athens. In spirit, it is very close to the famous Coinage Decree. The name of the politician who proposed it, Kleinias, is the strongest argument for dating the decree 448/47 BC. He was identified with the father of Alcibiades, who died at the Battle of Coronea in 447 BC, which led to the establishment of the traditional date of the decree. Yet there can be no absolute certainty that the author of the decree is the father of the famous Alcibiades. The analysis of our data shows that the rest of the representatives of the famous family from the Scambonides deme, who bore this name, are indeed not suitable because of their age and cannot apply for the role of the initiator of the decree of Kleinias in the second half of the 5th century BC. However, indirect evidence shows that two more families can be found among the upper strata of Athenian society, in which this not the most common name was also used. Attempts to establish the age of persons mentioned with the name of Kleinias allow to assert that the time of their life is consistent with the period from the beginning of the 430s to the middle of the 420s. BC, i. e. the period indicated by the epigraphic characteristics of the inscription. Attributing the initiatives described in the decree of Kleinias to the complex of measures of «periclean imperialism» of the 440s BC should be questioned.

Abstract In recent years, walking robot research has become an important robotic research topic because walking robots possess mobility, as oppose to stationary robots. However, current walking robot research has only concentrated on even numbered legged robots. Walking robots with odd numbered legs are still lack of attention. This paper presents the study on an odd numbered legged (three-legged) walking robot — Tribot. The feasibility of three-legged walking is first investigated using computer simulation based on a scaled down tribot model. The computer display of motion simulation shows that a walking robot with three legs is feasible with a periodic gait. During the course of the feasibility study, the general design of the three-legged robot is also analyzed for various weights, weight distributions, and link lengths. In addition, the optimized design parameters and limitations are found for certain knee arrangements. These design considerations and feasibility study using computer display can serve as a general guideline for designing odd numbered legged robots.

In dredging, the hydraulic transport of solids is one of the most important processes. Since the 50’s many researchers have tried to create a physical mathematical model in order to predict the head losses in slurry transport. One can think of the models of Durand and Condolios (1952) and Durand (1953), Worster and Denny (1955), Newitt et al. (1955), Gibert (1960), Fuhrboter (1961), Jufin and Lopatin (1966), Zandi and Govatos (1967) and Zandi (1971), Turian and Yuan (1977), Doron et al. (1987) and Doron and Barnea (1993), Wilson et al. (1992) and Matousek (1997). Some models are based on phenomenological relations and thus result in semi empirical relations, other tried to create models based on physics, like the two and three layer models. It is however the question whether slurry transport can be modeled this way at all. Observations in our laboratory show a process which is often non-stationary with respect to time and space. Different physics occur depending on the line speed, particle diameter, concentration and pipe diameter. These physics are often named flow regimes; fixed bed, shearing bed, sliding bed, heterogeneous transport and (pseudo) homogeneous transport. It is also possible that more regimes occur at the same time, like, a fixed bed in the bottom layer with heterogeneous transport in the top layer. It is the observation of the author that researchers often focus on a detail and sub-optimize their model, which results in a model that can only be applied for the parameters used for their experiments.

It has been shown in a number of studies that the Kalina cycle can have considerably higher efficiencies than the Rankine cycle. An especially advantageous application is as a bottoming cycle to a gas turbine. In this paper a gas turbine topping cycle has been assumed. Three different configurations of the Kalina bottoming cycle have been examined and compared. One is an original cycle (El-Sayed and Tribus, 1985) with a flash separator. In another configuration, a second feedwater heater is added and in a third a distillation column instead of a flash separator is used. The stages of the column are heated by exchanging heat with two different streams in the Kalina distillation condensation subsystem. For each configuration, the different compositions in the cycle have been varied. The First Law efficiency and the exergetic efficiency have been calculated as well as the rate of exergy loss in each unit. The results show that the cases with the best performance of each of the three configurations differ very little in efficiency. The original cycle has the highest efficiency for the conditions studied.

The fifth Slavic siege of Thessaloniki took place in 676 – 678 and it shows that the relationship between the Slavic tribes and Byzantium, as well as between the Slavic tribes themselves, is much more complex than is traditionally presented in the historiography. The hostile actions of the slavs against the city can be divided into two periods. In the first stage participated the Rhynchines, Strymonites and Sagudates. During this period, in Thessaloniki, as Byzantine allies, there was also a Slavic squad, without specifying which tribe it was from. The fact that the Dragovites, who lived west of the city during this period, are not among the tribes fighting with Thessaloniki shows that perhaps it is from them the slavs in question, allies of the Byzanatines.This is also the reason why the first two years there is no real siege, only separate attacks on land and sea. At one point, the Slavic squad, which was helping Thessaloniki, turned against the Byzantines. This is the moment when the Draguvites appear among the tribes invading the city and at the same time move to a classic siege using siege machines. After the failure of the siege, the Draguvites fell into some form of dependence on the empire, and over the next two centuries there was no evidence of hostilities between them and the Byzantines. In contrast, the Strymonites and Rhynchines continued their raids for another decade.

The current county of Maramureş is made up of four ethnographic areas, geographically, historically and ethnographically distinct, being an ancient Romanian hearth with history chiseled in wood and stone, in soul and in verb. These are called countries of Maramureş, and namely: Maramureşului Country, or Historical Marmaureşul or Voivodal, Lapuşului Country, Chioarului Country and last but not least, Codrului Country. One of the most controversial countries of Maramureş, Ţara Codrului, covers a rather narrow area compared to other ethno-folkloric areas, the ethno-cultural space of this area currently falls administratively in the counties of Maramureş, Satu Mare and Sălaj, although in in the past they belonged to Sălaj county, most of the localities being integrated into the Cehu Silvaniei network. The identification of ancient customs and traditions preserved to this day or the reconstitution of some long-forgotten customs or traditional occupations from the folklore area of Maramures Ţara Codrului would lead to the valorization of the way of transmitting local values, customs, occupations, beliefs and symbols shared by the community, so that, subsequently, they are implemented in the daily life of the new generations. Being one of the most important traditional dances of our country, the Caluşari dance dates back to the pre-Christian period, being related to the ancient cult of the Sun. Considered by some specialists as the decayed descendant of an ancient ritual, coming from the mists of time, this particularly spectacular Romanian folk dance is included in the heritage of humanity. The ritual dance of the Caluşaris, of high artistic value of Romanian folklore, is our symbol for the scenes of the world; it is the emblem that connects equally to history and myth, without ignoring its semantic and value universality. This living symbol of our culture represents the uniqueness of the Romanian people, both through the movements of the footmen and through their clothing. It must be emphasized that the people regarded the game of the Gags as an unusual fact, because the energy and frenzy that the Gags displayed during the game did not seem natural to them, perpetuating the idea that they are led by a supernatural force that gives them powers. In fact, it’s about the enthusiasm, passion and joy with which everyone interprets the role they have in this show, because in the end, the dance of the Horsemen is a majestic show, performed in the purest and most authentic style. In 1907 George Pop from Băseşti, driven by the desire to have an authentic Romanian dance, brought a master, Dr. Iustin C. Iuga from Alba Iulia, who stayed in Băseşti for three months and trained the troupe group that had its first official representation on the day of the great TRIBUN . Later, the Caluşari bands participated in all Astra events or other important events of the time because leading a national dance band was an occasion of pride and national affirmation, the dance of the Caluşaris from Transylvania becoming a national emblem for the artistic expression of the leading Romanian villages. It was believed, in that day that through this dance one contributes to the formation and strengthening of the spiritual unity of the national consciousness, because those who dance the Căluşarul can only be Romanians in origin. Băseşti commune is an area where the authenticity and values of Romanian folklore are preserved. Included in the community known generically under the term Şara Codrului, an area strongly impregnated with local traditions and customs, Băseşti remains a land of preservation of traditions and customs that have long since passed. For more than 100 years, in Băseşti, the bands of gaggles have appeared on the country’s stages, expressing the desire of Romanians everywhere to be united under a single, unique and unbroken banner, thus perpetuating the dream of the great tribune, George Pop of Băseşti. The stage appearances of the two caluşari formations, the big team and the small team, from Cluj and Baia Mare in the 80s, represented crucial moments for this dance, which has now become a constant habit in the lives of the people of Basăşti. The simultaneous dance of the two generations of gaggles symbolizes its antiquity and continuity in our traditional culture. Thus, the constancy and antiquity of the dance of the Caluşari from Băseşti gives it the right to be called a custom specific to Băseşti, with all the rights that derive from it. The dream of a human intertwined with the beauty of this beautiful dance of the Caluşaris, against the background of passion and dedication of the members of the formations established over time, make history in Băseşti, representing a reason for national and, above all, local pride. If the glorious past is the basic piece in maintaining our national consciousness, the present is the link between it and the young saplings, the future generations that can be formed in the spirit of love for nation and country, with the due place given to the elements of national identity, and of course with love for the perpetuation of traditions and customs, especially arousing and developing the passion to play the dance of the Caluşar from Băseşti, this should be a reason for pride and joy for them, like their ancestors. Any spectator who has the opportunity to watch the dance of the Caluşari from Băseşti can claim that it was shown to him in all its archaic splendor, reinforcing his feeling that Romanians have.

The Brazilian police killed 16 people per day in 2017 and 3/4 of the victims were black people. Recently, a Brazilian called Evaldo Rosa dos Santos, father, worker, musician, and black, was killed in Rio de Janeiro with 80 rifle bullets shot by the police. Everyday, the statistics and the news show that the police uses more force when dealing with black people and it seems obvious that, in Brazil, the state bullet uses to find a black skin to rest. Unfortunately, the brutal force and violence by the state and the police to black people is not a problem only in this country. It is a global reality that led to the creation of an international movement called Black Lives Matter (BLM), a movement against all types of racism towards the black people specially by the police and the state. The BLM movement also aims to connect black people of the entire world against the violence and for justice. In our work, we try to establish a link between the reality of black people in Brazil with the culture of black people around the world, connecting people and artists to perform a tribute to the black lives harved by the state force. For this, the piece uses web content, news, pictures, YouTube’s videos, and more, to create a collage of visual and musical environment merged with expressive movements of a dance, combining technology and gestures. Black culture beyond violence because we believe that black lives matter. such as the Ku Klux Klan, which bring the black population of the world into concern for possible setbacks in their rights. In Brazil, it is not different. Brazil is the non African country with the biggest afro descendant population in the world and one of the last country in the world to abolish slavery. Nowadays, a black person is 3 times more propense to be killed and most part of the murders in the country happened to afro Brazilians. Marielle Franco, a black city councillor from Rio, the only black female representative and one of seven women on the 51-seat council was killed in 2018. The killers were two former policeman. According to Human Rights Watch, the police force in the state of Rio de Janeiro, Brazil, killed more than 8,000 people between 2005 and 2015, 3/4 of them were black men. At the same time, the African culture strongly influenced the Brazilian culture and most part of the traditional Brazilian music and rhythms can be considered black music.

Banco de la República is celebrating its 100th anniversary in 2023. This is a very significant anniversary and one that provides an opportunity to highlight the contribution the Bank has made to the country’s development. Its track record as guarantor of monetary stability has established it as the one independent state institution that generates the greatest confidence among Colombians due to its transparency, management capabilities, and effective compliance with the central banking and cultural responsibilities entrusted to it by the Constitution and the Law. On a date as important as this, the Board of Directors of Banco de la República (BDBR) pays tribute to the generations of governors and officers whose commitment and dedication have contributed to the growth of this institution.1 Banco de la República’s mandate was confirmed in the National Constitutional Assembly of 1991 where the citizens had the opportunity to elect the seventy people who would have the task of drafting a new constitution. The leaders of the three political movements with the most votes were elected as chairs to the Assembly, and this tripartite presidency reflected the plurality and the need for consensus among the different political groups to move the reform forward. Among the issues considered, the National Constitutional Assembly gave special importance to monetary stability. That is why they decided to include central banking and to provide Banco de la República with the necessary autonomy to use the instruments for which they are responsible without interference from other authorities. The constituent members understood that ensuring price stability is a state duty and that the entity responsible for this task must be enshrined in the Constitution and have the technical capability and institutional autonomy necessary to adopt the decisions they deem appropriate to achieve this fundamental objective in coordination with the general economic policy. In particular, Article 373 established that “the State, through Banco de la República, shall ensure the maintenance of the purchasing power of the currency,” a provision that coincided with the central banking system adopted by countries that have been successful in controlling inflation. In 1999, in Ruling 481, the Constitutional Court stated that “the duty to maintain the purchasing power of the currency applies to not only the monetary, credit, and exchange authority, i.e., the Board of Banco de la República, but also those who have responsibilities in the formulation and implementation of the general economic policy of the country” and that “the basic constitutional purpose of Banco de la República is the protection of a sound currency. However, this authority must take the other economic objectives of state intervention such as full employment into consideration in their decisions since these functions must be coordinated with the general economic policy.” The reforms to Banco de la República agreed upon in the Constitutional Assembly of 1991 and in Act 31/1992 can be summarized in the following aspects: i) the Bank was assigned a specific mandate: to maintain the purchasing power of the currency in coordination with the general economic policy; ii) the BDBR was designatedas the monetary, foreign exchange, and credit authority; iii) the Bank and its Board of Directors were granted a significant degree of independence from the government; iv) the Bank was prohibited from granting credit to the private sector except in the case of the financial sector; v) established that in order to grant credit to the government, the unanimous vote of its Board of Directors was required except in the case of open market transactions; vi) determined that the legislature may, in no case, order credit quotas in favor of the State or individuals; vii) Congress was appointed, on behalf of society, as the main addressee of the Bank’s reporting exercise; and viii) the responsibility for inspection, surveillance, and control over Banco de la República was delegated to the President of the Republic. The members of the National Constitutional Assembly clearly understood that the benefits of low and stable inflation extend to the whole of society and contribute mto the smooth functioning of the economic system. Among the most important of these is that low inflation promotes the efficient use of productive resources by allowing relative prices to better guide the allocation of resources since this promotes economic growth and increases the welfare of the population. Likewise, low inflation reduces uncertainty about the expected return on investment and future asset prices. This increases the confidence of economic agents, facilitates long-term financing, and stimulates investment. Since the low-income population is unable to protect itself from inflation by diversifying its assets, and a high proportion of its income is concentrated in the purchase of food and other basic goods that are generally the most affected by inflationary shocks, low inflation avoids arbitrary redistribution of income and wealth.2 Moreover, low inflation facilitates wage negotiations, creates a good labor climate, and reduces the volatility of employment levels. Finally, low inflation helps to make the tax system more transparent and equitable by avoiding the distortions that inflation introduces into the value of assets and income that make up the tax base. From the monetary authority’s point of view, one of the most relevant benefits of low inflation is the credibility that economic agents acquire in inflation targeting, which turns it into an effective nominal anchor on price levels. Upon receiving its mandate, and using its autonomy, Banco de la República began to announce specific annual inflation targets as of 1992. Although the proposed inflation targets were not met precisely during this first stage, a downward trend in inflation was achieved that took it from 32.4% in 1990 to 16.7% in 1998. At that time, the exchange rate was kept within a band. This limited the effectiveness of monetary policy, which simultaneously sought to meet an inflation target and an exchange rate target. The Asian crisis spread to emerging economies and significantly affected the Colombian economy. The exchange rate came under strong pressure to depreciate as access to foreign financing was cut off under conditions of a high foreign imbalance. This, together with the lack of exchange rate flexibility, prevented a countercyclical monetary policy and led to a 4.2% contraction in GDP that year. In this context of economic slowdown, annual inflation fell to 9.2% at the end of 1999, thus falling below the 15% target set for that year. This episode fully revealed how costly it could be, in terms of economic activity, to have inflation and exchange rate targets simultaneously. Towards the end of 1999, Banco de la República announced the adoption of a new monetary policy regime called the Inflation Targeting Plan. This regime, known internationally as ‘Inflation Targeting,’ has been gaining increasing acceptance in developed countries, having been adopted in 1991 by New Zealand, Canada, and England, among others, and has achieved significant advances in the management of inflation without incurring costs in terms of economic activity. In Latin America, Brazil and Chile also adopted it in 1999. In the case of Colombia, the last remaining requirement to be fulfilled in order to adopt said policy was exchange rate flexibility. This was realized around September 1999, when the BDBR decided to abandon the exchange-rate bands to allow the exchange rate to be freely determined in the market.Consistent with the constitutional mandate, the fundamental objective of this new policy approach was “the achievement of an inflation target that contributes to maintaining output growth around its potential.”3 This potential capacity was understood as the GDP growth that the economy can obtain if it fully utilizes its productive resources. To meet this objective, monetary policy must of necessity play a countercyclical role in the economy. This is because when economic activity is below its potential and there are idle resources, the monetary authority can reduce the interest rate in the absence of inflationary pressure to stimulate the economy and, when output exceeds its potential capacity, raise it. This policy principle, which is immersed in the models for guiding the monetary policy stance, makes the following two objectives fully compatible in the medium term: meeting the inflation target and achieving a level of economic activity that is consistent with its productive capacity. To achieve this purpose, the inflation targeting system uses the money market interest rate (at which the central bank supplies primary liquidity to commercial banks) as the primary policy instrument. This replaced the quantity of money as an intermediate monetary policy target that Banco de la República, like several other central banks, had used for a long time. In the case of Colombia, the objective of the new monetary policy approach implied, in practical terms, that the recovery of the economy after the 1999 contraction should be achieved while complying with the decreasing inflation targets established by the BDBR. The accomplishment of this purpose was remarkable. In the first half of the first decade of the 2000s, economic activity recovered significantly and reached a growth rate of 6.8% in 2006. Meanwhile, inflation gradually declined in line with inflation targets. That was how the inflation rate went from 9.2% in 1999 to 4.5% in 2006, thus meeting the inflation target established for that year while GDP reached its potential level. After this balance was achieved in 2006, inflation rebounded to 5.7% in 2007, above the 4.0% target for that year due to the fact that the 7.5% GDP growth exceeded the potential capacity of the economy.4 After proving the effectiveness of the inflation targeting system in its first years of operation, this policy regime continued to consolidate as the BDBR and the technical staff gained experience in its management and state-of-the-art economic models were incorporated to diagnose the present and future state of the economy and to assess the persistence of inflation deviations and expectations with respect to the inflation target. Beginning in 2010, the BDBR established the long-term 3.0% annual inflation target, which remains in effect today. Lower inflation has contributed to making the macroeconomic environment more stable, and this has favored sustained economic growth, financial stability, capital market development, and the functioning of payment systems. As a result, reductions in the inflationary risk premia and lower TES and credit interest rates were achieved. At the same time, the duration of public domestic debt increased significantly going from 2.27 years in December 2002 to 5.86 years in December 2022, and financial deepening, measured as the level of the portfolio as a percentage of GDP, went from around 20% in the mid-1990s to values above 45% in recent years in a healthy context for credit institutions.Having been granted autonomy by the Constitution to fulfill the mandate of preserving the purchasing power of the currency, the tangible achievements made by Banco de la República in managing inflation together with the significant benefits derived from the process of bringing inflation to its long-term target, make the BDBR’s current challenge to return inflation to the 3.0% target even more demanding and pressing. As is well known, starting in 2021, and especially in 2022, inflation in Colombia once again became a serious economic problem with high welfare costs. The inflationary phenomenon has not been exclusive to Colombia and many other developed and emerging countries have seen their inflation rates move away from the targets proposed by their central banks.5 The reasons for this phenomenon have been analyzed in recent Reports to Congress, and this new edition delves deeper into the subject with updated information. The solid institutional and technical base that supports the inflation targeting approach under which the monetary policy strategy operates gives the BDBR the necessary elements to face this difficult challenge with confidence. In this regard, the BDBR reiterated its commitment to the 3.0% inflation target in its November 25 communiqué and expects it to be reached by the end of 2024.6 Monetary policy will continue to focus on meeting this objective while ensuring the sustainability of economic activity, as mandated by the Constitution. Analyst surveys done in March showed a significant increase (from 32.3% in January to 48.5% in March) in the percentage of responses placing inflation expectations two years or more ahead in a range between 3.0% and 4.0%. This is a clear indication of the recovery of credibility in the medium-term inflation target and is consistent with the BDBR’s announcement made in November 2022. The moderation of the upward trend in inflation seen in January, and especially in February, will help to reinforce this revision of inflation expectations and will help to meet the proposed targets. After reaching 5.6% at the end of 2021, inflation maintained an upward trend throughout 2022 due to inflationary pressures from both external sources, associated with the aftermath of the pandemic and the consequences of the war in Ukraine, and domestic sources, resulting from: strengthening of local demand; price indexation processes stimulated by the increase in inflation expectations; the impact on food production caused by the mid-2021 strike; and the pass-through of depreciation to prices. The 10% increase in the minimum wage in 2021 and the 16% increase in 2022, both of which exceeded the actual inflation and the increase in productivity, accentuated the indexation processes by establishing a high nominal adjustment benchmark. Thus, total inflation went to 13.1% by the end of 2022. The annual change in food prices, which went from 17.2% to 27.8% between those two years, was the most influential factor in the surge in the Consumer Price Index (CPI). Another segment that contributed significantly to price increases was regulated products, which saw the annual change go from 7.1% in December 2021 to 11.8% by the end of 2022. The measure of core inflation excluding food and regulated items, in turn, went from 2.5% to 9.5% between the end of 2021 and the end of 2022. The substantial increase in core inflation shows that inflationary pressure has spread to most of the items in the household basket, which is characteristic of inflationary processes with generalized price indexation as is the case in Colombia. Monetary policy began to react early to this inflationary pressure. Thus, starting with its September 2021 session, the BDBR began a progressive change in the monetary policy stance moving away from the historical low of a 1.75% policy rate that had intended to stimulate the recovery of the economy. This adjustment process continued without interruption throughout 2022 and into the beginning of 2023 when the monetary policy rate reached 12.75% last January, thus accumulating an increase of 11 percentage points (pp). The public and the markets have been surprised that inflation continued to rise despite significant interest rate increases. However, as the BDBR has explained in its various communiqués, monetary policy works with a lag. Just as in 2022 economic activity recovered to a level above the pre-pandemic level, driven, along with other factors, by the monetary stimulus granted during the pandemic period and subsequent months, so too the effects of the current restrictive monetary policy will gradually take effect. This will allow us to expect the inflation rate to converge to 3.0% by the end of 2024 as is the BDBR’s purpose.Inflation results for January and February of this year showed declining marginal increases (13 bp and 3 bp respectively) compared to the change seen in December (59 bp). This suggests that a turning point in the inflation trend is approaching. In other Latin American countries such as Chile, Brazil, Perú, and Mexico, inflation has peaked and has begun to decline slowly, albeit with some ups and downs. It is to be expected that a similar process will take place in Colombia in the coming months. The expected decline in inflation in 2023 will be due, along with other factors, to lower cost pressure from abroad as a result of the gradual normalization of supply chains, the overcoming of supply shocks caused by the weather, and road blockades in previous years. This will be reflected in lower adjustments in food prices, as has already been seen in the first two months of the year and, of course, the lagged effect of monetary policy. The process of inflation convergence to the target will be gradual and will extend beyond 2023. This process will be facilitated if devaluation pressure is reversed. To this end, it is essential to continue consolidating fiscal sustainability and avoid messages on different public policy fronts that generate uncertainty and distrust. 1 This Report to Congress includes Box 1, which summarizes the trajectory of Banco de la República over the past 100 years. Abstract:
The IDB Cultural Center paid tribute to the Haitian people and the country's bicentennial with this exhibition of 11 outstanding contemporary Haitian artists. The show focused primarily on the work of artists belonging to recent generations who live abroad. They have synthesized inherited traditions, such as Vodoo, while living the present with uncertainty and seeing the future as elusive. The exhibit includes the work of a few artists who, although living in Haiti, depend on outside sources such as commercial galleries and collectors interested in Haitian art for professional recognition and their economic livelihood.
