Abstract:
Popular poetry, under various names, is composed in many of the Arabic speaking countries. Bedouin poetry is an important element in the daily life of any Arab tribal society, and the poet is highly respected as he is considered to be the voice of the tribe. Poetry is composed and recited by poets on every occasion and covers every aspect of tribal society. It reveals their feelings and needs, reminds them of their history and depicts their culture. It is the most usual form of entertainment for any gathering of men in a majlis, and at wedding parties poetry is recited in the evenings, for at least three days; for several hours, poets chant and recite poems to accompany the men's dance. They celebrate the deeds of warrior ancestors, battle victories and love. In the past, this sort of poetry was not written down, it was inherited orally. We have very little of it, and what we have is often altered or incomplete, as is common in undocumented cultures. Some poets have written or dictated their poems, but few have been published. Occasionally, poems are heard recited among other tribes, due to the importance of their subject matter - perhaps criticising the authorities, or giving a political point of view. Some of this poetry, if it had been composed early this century, might have led to fighting between tribes, as in the case of the insults that were traded in the poetry about Attubayg, in which war of words the authorities of Jordan and Saudi Arabia were obliged to intervene. Neither the authorities nor the universities are interested in this poetry, partly because the dialects make it difficult to understand, and partly because the rules of censorship prevent the publication of anything contentious. There are two elements which will endanger the survival of this poetry; sedentarisation and education. Sedentarisation has a physical and psychological effect on poets. Away from the desert, living in houses with doors that close, people have less contact with each other than they used to. There are fewer discussions and so less poetry (women's social life has suffered even more than men's: see the comments of Dihma Faris in Chapter 2). Education has an impact on tribal poetry because children are taught classical poetry at school, by teachers who are mainly from an urban background. They would not be likely to encourage a child to compose popular poetry, and might even humiliate him for his lack of culture. These negative attitudes do nothing to help the survival of this form of poetry.

Les recherches entreprises dans le cadre de cette thèse partent d'une première observation : celle de la persistance de sentiments d'appartenance tribale dans les régions des Hautes Plaines et du Sahara algérien. Ce premier constat implique deux questionnements liés. Le premier a trait au processus de démantèlement tribal en Algérie. Il est en effet admis que la colonisation a largement transformé l'ordre social en Algérie et qu'elle avait totalement détruit le cadre tribal. Le second porte sur un aspect plus anthropologique qui est celui de la compatibilité d'organisation de type tribal dans le cadre des Etats contemporains. La thèse s'articule ainsi autour d'une problématique centrale : En quoi peut-on parler de tribu et quelle(s) réalité(s) sociopolitique(s) recouvrent actuellement cette appellation? C'est à partir de l'analyse comparative de deux entités tribales voisines évoluant dans le Haut Sud-Ouest algérien (région d'Ain Sefra) - une tribu maraboutique (mrabtin), les Awlâd Sid Ahmad Majdûb, et une confédération tribale dite d'origine hilalienne, les c Amûr - que j'ai tenté de répondre à la question du fait tribal dans l'Algérie actuelle et plus largement dans le cadre des Etats contemporains
The thesis research start from a first observation : the continuing feeling of tribal belonging in the area of the "Hautes Plaines" and of the Algerian Sahara. This first observation brings two linked questioning. The first one relates to the tribal dismantling in Algeria. Indeed, it is acknowledged that decolonization largely transformed the social order in Algeria and that is totally destroyed tribal organization. The second question bears a more anthropological aspect wich is the organizational compatibility of a tribal setting in the contemporary organization of States. The thesis develops around a central question : in what cases can we talk about tribe and what type of socio-political realities does this notion cover? Starting from a comparative analysis between two tribal entities settled in Southwestern Algeria (Ain Sefra's region) - one marabout related tribe (mrabtin), the Awlâd Sid Ahmad Majdûb, and one tribal confederation, the c Acmur - that I have tried to answer to the question of the tribal phenomenon in today's Algeria and more largely in contemporary States

Abstract:
För att få en tydlig bild av en marknad använder företag sig av segmenteringstekniker för att dela upp konsumenter i olika segment med målet att kunna precisera sina marknadsföringsåtgärder och optimera sina försäljningsutsikter. I dagens globaliserade multikanalsamhälle suddas landsgränser ständigt ut, vilket skapar ett behov för företag att istället identifiera regionala marknader. Genom att karlägga regioner är det möjligt att röna ut om det även inom ett land kan finnas skillnader i attityder till olika varumärken. Kombinationen av geografisk, demografisk och psykografisk segmentering möjliggör för företag att inte enbart se vilken ålder konsumenter har eller vilken stad de bor i, utan även vilken typ av attityd de har gentemot en viss produkt eller ett varumärke.Studien syftar till att ta reda om det finns regionala skillnader i varumärkesattityder i Sverige samt vad attityderna grundar sig i. I form av en studie över tre geografiskt skilda områden i Sverige, där 239 respondenter medverkade i strukturerade intervjuer undersöktes om varumärkesattityder kan skilja sig åt i de olika regionerna. Vidare medverkade 6 personer i mer djupgående semistrukturerade intervjuer där kvalitativ information rörande skapande och förändring av varumärkesattityder kunnat inhämtas. Studien behandlar varumärkesattityder gentemot fallföretaget 8848 Altitude som är ett producerande företag med fokus på utrustning och konfektion för alpinsport. Det insamlade materialet analyserades med hjälp av ett antal teorier om segmentering, attityder och tribes.Studiens resultat visar på att det finns skillnader i varumärkesattityder över de olika regionerna i Sverige. Resultatet visar även att det inte enbart är geografisk och demografisk tillhörighet som avgör vilken attityd en konsument har gentemot ett varumärke. Däremot, helt oberoende av geografisk tillhörighet, är det möjligt att utröna data över en grupp respondenter som har likvärdig konsumtion, värderingar och användande av produkter vilket kan benämnas vid en tribe. Studiens slutsats menar att tribal tillhörighet är en aspekt som kan vara ett fördelaktigt tillägg i psykografisk segmentering. Genom att studera en eventuell tribe kan ett företag se vilka värden som länkar samman produkten med konsumenten och således precisera sin marknadsföring.

Abstract:

This thesis concerns the management and administration of tribal land in Botswana. The administration processes that are practiced today are neither effective nor suitable for present and future needs. Existing problems relates to registration, archiving and order among the ownership rights. A solution to these problems would promote a system that secures the right of each individuals land.

Our aim is to recognize the processes and work methods that are the reason for the mentioned problems in administration of tribal land. We want to find suggestions for solutions to these problems. To be able to recognize the existing difficulties a thorough literature review has been made as well as interviews with persons with dissimilar positions at three different land boards. Interviews were made at the Mogoditshane Subordinated Land Board, Tlokweng Main Land Board and Mochudi Subordinated Land Board. Questions asked concerned the Tribal Land Act, practice of land allocation and location of plots, appeals, recordkeeping and compensation.

We have also looked into how a pilot study regarding land adjudication directed by the LAPCAS-project, which is a five year running project in cooperation with Swedish Lantmäteriet and Ministry of Lands and Housing in Botswana, can act as one solution to the many problems that exists.

Our conclusion is that tribal land tenure in its own meaning is not a problem, the problem concerning tribal land lies in the administration thereof. Some common regulations for all land boards are needed to implement routines and structures that will improve the administration of tribal land. These kinds of routines can be learnt from involvement and close work with the LAPCAS-project.

Methylmercury (MeHg) concentrations in the fish of twenty Maine lakes were projected for the year 2035 under three different policy scenarios. A mechanistic model of Hg fate and transport was calibrated for Maine's environment using four parameters: volumetric outflow rate, settling velocity, burial velocity, and Hg(II) biotic solids partitioning coefficient. The model was evaluated through comparison with measured results from the year 1993. The model results showed that the strictest global Hg regulations will lead to the greatest decreases in MeHg concentration. No piscivore will be safe for frequent consumption, even under the strictest regulations in the cleanest lakes. The Wabanaki traditional-subsistence diet will continue to entail unsafe MeHg exposures.

Abstract:
Native American reservations in the United States are often located on mineral-rich lands, making them a target for fossil fuel development in already socioeconomically disadvantaged areas. As environmentally damaging as they are, coal and oil industries can bring invaluable jobs and money to isolated reservations, causing tribes to rely on fossil fuels for mere economic survival. In these instances of corporations or the federal government exploiting Native American labor and land, tribes lose the most fundamental principle of tribal governance: tribal sovereignty. Replacing fossil fuels and securing energy independence with a stable, renewable energy source is key to reclaiming that tribal sovereignty. Biomass, a general term for any organic material used as a fuel source, is an often overlooked form of renewable energy to provide for an entire community’s needs. This paper focuses specifically on the 21 tribes in Arizona that can use elements of the local landscape, residues from economic activity like agriculture, or waste from urban areas to power a community-scale biomass plant. The feasibility study for a biomass plant on the Cocopah Reservation, a small and economically poor tribe in southwestern Arizona, determined that the tribe could supply all of its energy needs with a small, 1 MW combustion stoker boiler fed with crop residues from nearby agricultural lands. The levelized cost of electricity for this biomass plant is about $0.2–$0.3/kWh, or one-sixth of electricity rate that the tribe pays from the local utility. The plant would create revenue over its 30-year lifespan that could be fed back into other social service or economic revitalization projects for tribal members. The Cocopah would also benefit from joining with other small and politically isolated tribes to form an intertribal energy consortium that could share administrative and technical expertise in completing feasibility studies or applying for federal assistance.

Abstract:
This ethnographic dissertation examines contemporary perceptions of higher education within the context of a Tribal government. The purpose of this dissertation is to understand how Tribal community members perceive higher education as related to Tribal self-determination. This project was partially modeled around two specific research questions relating to Brayboy’s (2012) model of self-determination. Specific research questions for this dissertation included: (1) What are the perceptions of education in a Tribal community as they relate to sovereignty, nation building, and self-determination? (2) Are there differences among perceptions of education between groups (e.g., traditionalists v. credentialists)? In addition to addressing the specific research questions, this project also included a modified grounded theory to foster emergent theme development. Emergent theme development was intended to account for narratives beyond specific research questions. Participants were presented the following questions in one-on-one, open-ended interviews organized around the following questions: (1) How is formal education important for Tribal members? (2) How is formal education important to Tribal community development? (3) What formal educational credentials are most important to the operations of the Tribe? (4) What do you think formal educational credentials represent? (5) What tensions exist between a formal education v. cultural knowledge? (6) What do you think should be the ideal process of Tribal higher education? (7) How well do you think the current educational policies and practices of the Tribe complement self-determination? (8) What are the goals of a self-determination education? Results for this project were mixed. Narratives indicated a relative absence of conceptual constructs associated with Brayboy’s model of self-determination. Additionally, narratives also did not indicate a robust example of group dynamic. Results appeared to indicate an underlying presence of epistemological standpoints to frame Tribal higher education in terms of: (1) Formal Credentials; (2) Practical Experience; and (3) Cultural Experience. Finally, emergent theme development established how educational credentials are promoted, valued, and employed within the Tribal government setting. Narratives produced an extremely nuanced and dynamic landscape of perceptions, groups, utilities, tensions, obstacles, and reforms within Tribes. Narratives also indicated the presence of educational credentialism affecting self-determination in Tribal communities.

This chapter discusses some of the challenges faced by tribal libraries. Considering the information provided throughout the rest of this volume, it is clear that some of the core issues-such as poor broadband availability, difficulties in achieving economies of scale, and barriers to collaboration-are shared between tribal institutions and rural libraries throughout the United States. The chapter presents a brief review of the literature on tribal libraries, establishing how they compare with rural public libraries in the United States. The remainder of the chapter is designed as a conversation piece, with responses from interviews with librarians from two tribal libraries detailing how the challenges faced by these outlets parallel those faced by America's rural libraries. • Tribal libraries face obstacles that are common among nontribal rural public libraries, such as poor broadband Internet availability, lack of funding, and geographic barriers that limit patron access. • Although public libraries exist in some tribal communities, other forms of libraries and cultural heritage institutions often fill the service roles that public libraries occupy in nontribal communities. • Public-oriented information institutions in tribal communities commonly preserve and promote tribal heritage, often as one of their primary purposes. Considering that this is often achieved on limited budgets, further documentation of these efforts could be useful for guiding nontribal rural public libraries that wish to do more to preserve and promote their local cultural heritage. This study creates bridges between rural public libraries in the United States and tribal libraries, which are commonly studied as two separate phenomena. Although the authors document how these types of institutions differ from each other in significant ways, barriers of broadband access, geographic isolation, and lack of funding are common across both rural and tribal libraries. The information provided in this chapter shows that both types of institutions need solutions for similar problems.

Abstract:
In 1987, the Supreme Court of the United States ruled in California v. Cabazon Band of Mission Indians. A landmark decision, the case carried significant ramifications for tribal sovereignty and the creation of the Native American gaming industry. In response to the decision, the United States Congress passed the Indian Gaming Regulatory Act the following year. Since the Supreme Court ruled in Cabazon, Native American gaming has grown into a multi-billion dollar industry and the most significant source of revenue for many tribes across the country. Given the complexity of Native American law and the controversial nature of casino gaming, the industry has resulted in many contentious legal battles between tribes and parties ranging from state governments to private corporations. As the Cabazon decision was the breakthrough for reservation gaming, this thesis will examine the Supreme Court’s rulings regarding tribal gaming and how they affected the Native American gaming industry and the doctrine of tribal sovereignty.

Abstract:
The provision of houses for the tribal society in the Emirate of Abu Dhabi constitutes a major problem which greatly aggravates the housing problem in general. The major cause of this problem is that the designers of housing schemes have no sufficient understanding of the tribal traditions and requirements, necessary to provide the local people with convenient dwelling units that correspond with their social behaviour pattern. Ever since oil was discovered in Abu Dhabi, the government has developed an ambitious housing policy to serve the provision of local people with houses. The policy has been carried out for the last 25 years, where the government decided to :- 1. design convenient dwelling units for the local people; 2. plan new neighbourhoods and supply them with a sufficient infrastructure; 3. construct the dwelling units and maintain them once the local people have become their legal owners. The objectives of this policy were to provide the proper environment for the local people. There has been a great change in the design of housing schemes ever since this policy started. A number of foreign architects were involved in the development of a variety of low cost housing types, and inevitably their different cultural backgrounds influenced the design solutions. Many of their schemes use layouts and construction systems which contradict local bahaviour patterns and climatic conditions. During this period of 25 years Abu Dhabi has developed extensive experience in the field of housing but it is not always positive. This experience is worth registering, analysing and evaluating.

Abstract:
One aspect of leadership strategy is the need to account for the core values of the organization. The purpose of this case study was to explore the perceptions of tribal gaming leader strategies toward sustainability, an action that leads to tribal economic development and stability. The conceptual framework of situational leadership theory was used to guide the scope and analysis of this study. Six tribal gaming leaders from Oklahoma participated in a focus group session; 7 additional tribal gaming leaders from the same gaming organization participated in individual interview sessions. Member checking was used to strengthen the credibility and trustworthiness of the interpretation of the participants' responses. Additionally, company documents were reviewed to triangulate the data. Four emergent themes were identified after data analysis: business value, which was attributed to tribal leaders' alignment to their mission; strategic vision, which included their marketing and overall business environment; collaboration, which was evident wherein the tribal gaming leaders utilized internal and external partnerships to improve local communities and maintain competitive advantage; and communication, which was emphasized for its importance as a daily skill for information sharing. This research explored the strategies necessary for tribal gaming leader choices that could have a significant influence on social progress between the organization and society, environmental protection for the surrounding community, and economic growth for the local economy. Abstract:
Today there are more than fifty million acres on American Indian reservations and Indian people can determine, to a great extent, what happens on their land. One way Indians can keep the renewable aspect of their land is by considering its use in a nonconsumable way, such as with the creation of parks. This dissertation addresses and analyzes policy and management concerns related to selected parks on the Navajo and Zuni reservations. Any successful venture with Indian people must entail a blend of cultural awareness and sensitivity along with federal-tribal policy and history. To that extent, Indians as ecologists before the arrival of Europeans to this continent, and an extensive review of federal Indian policy is offered. With the establishment of any park certain issues will arise that are significant to the creation and management of the area. The parks analyzed in detail are Monument Valley Tribal Park, Canyon de Chelly National Monument, and the newly established Zuni-Cibola National Historical Park. General processes of management and specific issues of concern are identified and analyzed. Methods of tribal-National Park Service cooperation are discussed. An administrative history of the Navajo Tribal Parks system is also presented.

Although certain elements of equality were common to the thinking of indigenous people and Western man, Western nations oppressed indigenous people through egalitarian policies.

O consumo de eventos e de produtos relacionados com um clube desportivo tem sido matéria de investigação de vários autores. As assistências aos jogos, as quotizações dos adeptos e a compra de merchandising são algumas das múltiplas formas que esse consumo pode assumir. Os factores que estão na base desse consumo são o fundamento deste trabalho de investigação. Na pós-modernidade, o consumo desses produtos pode ser explicado pela sua vertente simbólica e hedónica. Todavia, especial ênfase será dada à abordagem tribal que tem sido proposta recentemente. Através de uma pesquisa exploratória, foram analisados os factores explicativos do comportamento de consumo dos adeptos, tentando averiguar, em particular, se a aproximação tribal é uma forma de ajudar à interpretação da realidade de consumo de futebol profissional. Um estudo etnográfico foi realizado para a investigação dos problemas em causa, tendo os dados sido recolhidos através de observação participante, entrevistas semi-estruturadas e pesquisa documental. Os resultados sugerem que os adeptos do Sporting Clube de Portugal podem ser interpretados como uma tribo que se agrupa em torno de um clube que representa algo sagrado para os seus adeptos. O consumo dos produtos desse clube pode ser em parte explicado pelo valor de ligação afectiva à tribo que esses produtos encerram. Foi ainda verificado que os adeptos não podem ser tratados indiferentemente já que apresentam, entre eles, diferenças significativas nos seus comportamentos e formas de expressão.
Football club’s products and sporting events consumption has been extensively researched in the past. Games assistance, club association fees and merchandising purchase are among the forms of sports consumption that may occur. The drivers and motivations of such consumption are the basis of this research project. In the post-modern era, symbolic and hedonic consumption theories contribute to explain some sports consumption patterns. However, a special focus will be given to the tribal approach that has been recently discussed. By means of an exploratory research, the drivers and motivations of fan consumer behavior were analyzed, investigating in particular if the tribal approach can help to gain understanding of professional football consumption reality. An ethnographic study was conducted to answer the research questions. Data was collected through participant observation, semi-structured interviews and desk research. Results suggest that “Sporting Clube de Portugal” football fans may be interpreted as a tribe which gathers around a club that functions as a sacred totem to the supporters. The club’s products consumption can be partly explained by the linking value of the products, that is, the affective connection to the tribe. The research also suggests that fans cannot be treated as a whole. In fact, significant differences emerge in their behaviors and forms of expression.

This review aims to comment the content of the publication “Tribal Peoples for Tomorrow’s World” by Stephen Corry through a critical view and academic perspective. The knowledge of indigenous groups is of vital need in the South and Central American context because of the important amount of indigenous population that lives in these countries.  Only in Peru, four million indigenous people were counted in the last national census. Stephen Corry’s book is relevant because it provides a general outlook about the history and contemporary problematic of indigenous people and tribes. However, the lack of references to lay the foundations of his arguments is noticeable, making them seem superficial, extremely general and subjective in occasions. Even so, this book might prove to be a rich starting point for those who are interested in knowing more about indigenous people, using it as a non-academic guide and reference material on general culture about the subject. It is written in simple, emotive style, easy to read and with potential to contribute to the propagation of knowledge about these human groups and their past and present quandry, which is not unrelated to those of other human groups.
Esta reseña busca comentar el contenido de la publicación Pueblos indígenas para el mundo de mañana, de Stephen Corry, a través de una mirada crítica y desde una perspectiva académica. El conocimiento de los pueblos indígenas es de vital importancia en el contexto sur y centro americanocentroamericano, debido a la importante población indígena de estos países. Solo en el Perú habitaban en el 2007, 4 millones de personas de origen indígena, según el censo del Instituto Nacional de Estadística e Informática (- INEI). El libro de Stephen Corry es relevante porque aporta un panorama general sobre los pueblos indígenas, su historia y problemáticas contemporáneas. Sin embargo, consideramos que en ocasiones la aproximación hacia los hechos llega a ser muy general y subjetiva, quedando en lo superficial por la falta de referencias. A pesar de ello, este libro puede ser un punto de partida interesante y rico para aquellos interesados en conocer más sobre los pueblos indígenas, constituyéndose en una guía no académica y de cultura general sobre el tema. Está escrito en un lenguaje sencillo y de fácil lectura, con capacidad de alcanzar a más lectores y contribuir al conocimiento de la problemática que atraviesan estos pueblos ahora y a lo largo de la historia, que no está separada de la problemática de otros grupos humanos.

The Greater than Class C (GTCC) Environmental Impact Statement (EIS) evaluated the potential impacts from the construction and operation of a new facility or facilities, or use of an existing facility, employing various disposal methods (geologic repository, intermediate depth borehole, enhanced near surface trench, and above grade vault) at six federal sites and generic commercial locations. For three of the locations being considered as possible locations, consulting tribes were brought in to comment on their perceptions on how GTCC low level radioactive waste would affect Native American resources (land, water, air, plants, animals, archaeology, etc.) short and long term. The consulting tribes produced essays that were incorporated into the EIS and these essays are in turn included in this collection. This essay was produced by the Wanapum Tribe for the Hanford Site.

The aim of this research study was to examine the role of traditional leadership during the upsurge of civil war in Southern Sudan. There has not been much research conducted in this field especially in Abiem County. Throughout the research process the role of traditional leaders has shown an unprecedented position during the liberation struggled characterized by huge support in terms of material support, manpower and political mobilization. The data analysis clearly reflected the roles of traditional leaders that occupied the historical perspective amidst the armed struggle waged by successive liberation movements and especially during the Sudan people’s Liberation Movement and Sudan People’s Liberation Army (SPLM/SPLA) from 1983 - 2004. It reflected on the vital roles of people’s support in the liberation movement represented by their traditional leaders, chiefs, elders, spiritual leaders, women and youth. Thus the perception of the role of traditional leadership in its different categories ha s shown a satisfactory and effective contribution to the war of liberation in Southern Sudan. However, in order to achieve the objectives, an investigation was conducted with various interviewees. As stated earlier, participants ranged from the chiefs and elders to local military and civil appointed administrators, women, youth and religious leaders. The main results of the study have profoundly asserted the important role of traditional leaders in the local government and their involvement in popular decision making and in local conflict management.

This study investigates the real representation of women in two villages in Orissa, India. Through my own feminist lens I have brought in theory of spaces of participation and power and hence linked this to the concept of real participation. Women from three different ranges within the local social hierarchies have participated in this study by sharing their knowledge, and I have tried to connect their stories and knowledge to political geography by captivating how they are represented in local governance. Representation is an important concept throughout this study, and it concerns how people feel that their interests are being represented and listened to. The study reveals women’s constrains and enabling factors to participate in formal or public spaces of governance. The studied women show that they lack real access to the invited spaces of participation in their local villages and thus they lack access to real representation through public spaces. This study also investigates the links between different spaces of representation, and shows that real representation is vital in women’s lives. When in practice excluded from the local public spaces of governance, these women claim spaces of participation and power by creating their own spaces of representation in the counter-publics.

Abstract:
In a climate of administrative reform, the Government is attempting to address the Treaty of Waitangi and to give practical significance to its guarantees. This study assumes that without an understanding of terms used in the Treaty, attempts at its implementation face misunderstanding and confusion. Thus, the study begins by defining "rangatiratanga" as guaranteed in the Maori text of the Treaty. It proposes that rangatiratanga, within the framework of Maori tradition, is a process through which leadership is defined and decisions made. Fundamental to this process is a view of the world which recognises the interrelatedness} of all elements in nature. Findings from a study of Lake Ellesmere/Te Waihora and Ngai Tahu rangatiratanga suggest that Ngai Tahu face the task of reassessing their tribal structure after many years of European domination. Guarantees given in the Treaty suggest that the 'Government should actively support Ngai Tahu in this process but that the imposition of a uniform "tribal model" is inappropriate. In addition, if rangatiratanga is to be expressed in the context of Lake Ellesmere/Te Waihora, the interlocking nature of resource use within the lake's catchment points to the need for a partnership between all agencies involved in its management.- This can only occur where there is a convergence in attitude to environmental management on the part of both "partners".

La sédentarisation des nomades du monde arabe reconfigure les territoires et engendre de nouveaux espaces de négociation, parallèlement à la remobilisation des solidarités tribales ('açabiyyât) dans les anciennes localités. La comparaison de quatre villes, Douz et Kébili en Tunisie, Kiffa et Tijikja en Mauritanie, remet en cause l'opposition culturelle entre nouveaux pôles de sédentarisation et vieilles cités oasiennes. Dans un État "fort" (la Tunisie), les 'açabiyyât sont détribalisées, mais le droit coutumier est instrumentalisé. On assiste à un repli des communautés sur des enclaves foncières, et la ville de tribu est une ressource patrimoniale à défendre et à se partager. À l'inverse, dans un État "tribal" (la Mauritanie), on assiste à une ascension en direction de l'État. La tribu est sans impact spatial majeur au sein de l'espace urbain, mais la ville est érigée en étendard d'un néo-tribalisme en quête d'État à ponctionner.
