Abstract:
AbstractIn the second half of the nineteenth century, the two convict-built European settler colonial projects in Oceania, French New Caledonia and British Australia, were geographically close yet ideologically distant. Observers in the Australian colonies regularly characterized French colonization as backward, inhumane, and uncivilized, often pointing to the penal colony in New Caledonia as evidence. Conversely, French commentators, while acknowledging that Britain's transportation of convicts to Australia had inspired their own penal colonial designs in the South Pacific, insisted that theirs was a significantly different venture, built on modern, carefully preconceived methods. Thus, both sides engaged in an active practice of denying comparability; a practice that historians, in neglecting the interconnections that existed between Australia and New Caledonia, have effectively perpetuated. This article draws attention to some of the strategies of spatial and temporal distance deployed by the Australian colonies in relation to the bagne in New Caledonia and examines the nation-building ends that these strategies served. It outlines the basic context and contours of the policy of convict transportation for the British and the French and analyses discursive attempts to emphasize the distinctions between Australia and New Caledonia. Particular focus is placed on the moral panic in Australian newspapers about the alleged dangerous proximity of New Caledonia to the east coast of Australia. I argue that this moral panic arose at a time when Britain's colonies in Australia, in the process of being granted autonomy and not yet unified as a federated nation, sought recognition as reputable settlements of morally virtuous populations. The panic simultaneously emphasized the New Caledonian penal colony's geographical closeness to and ideological distance from Australia, thereby enabling Australia's own penal history to be safely quarantined in the past.

Abstract:
This study draws attention to the very large number of British merchant vessels, and their crews, which traded or acted as supply vessels through to the end of the Second World War, in contrast to those which succumbed to enemy action. Normal commercial trading between Western Australia and Java/Malaya until the fall of Singapore is contrasted with military supply ship operation between Eastern Australia and New Guinea. This is set in the context of trading before the war, and the developing political scene in south east Asia. The ships’ crews, the dangers faced, protective measures, and cargoes, including human cargoes, are considered. With one vessel surviving the war unscathed, another continuing service after war damage and repair, and one torpedoed and sunk, the article concludes that the examples fully represent the experiences of the mass of merchant shipping which ended the war in the western Pacific military supply chain.

‘We seafarers … who share the seas’ is the expression of a collective identity and mutual responsibility. This article examines that collective identity among members of the Seamen’s Union of Australia and asks, what did internationalism mean in practice to seafarers themselves? Employing an oral history method, coupled with a reading of the union’s own printed media, it explores the seafarers’ understanding of internationalism that they claimed was ‘the language of seafarers’. It was grounded in the nature and reality of their work, and became their politics. The article takes as a case study the campaigns to restore democracy in Greece and Chile after military coups in 1967 and 1973 respectively, and the longer campaign against apartheid in South Africa, which began earlier, before 1960, and ended later, in 1990. These campaigns were conducted alongside many other trade unions, both in Australia and overseas, but maritime workers brought a unique inflection to activism as their internationalism expressed their connectedness across the oceans on which they sailed.

AbstractThis article explores the transportation of Indian convicts to the port cities of the Bay of Bengal and the Indian Ocean during the period 1789 to 1866. It considers the relationship between East India Company transportation and earlier and concurrent British Crown transportation to the Americas and Australia. It is concerned in particular with the interconnection between convictism and enslavement in the Atlantic and Indian Ocean worlds. Examining the roots of transportation in South Asia in the repressive policies of the East India Company, especially in relation to its occupation of land and expropriation of resources, it moves on to discuss aspects of convicts’ lives in Moulmein, Singapore, Mauritius, and Aden. This includes their labour regime and their relationship to other workers. It argues that Indian convict transportation was part of a carceral circuit of repression and coerced labour extraction that was intertwined with the expansion of East India Company governance and trade. The Company used transportation as a means of removing resistant subjects from their homes, and of supplying an unfree labour force to develop commodity exports and to build the infrastructure necessary for the establishment, population, and connection of littoral nodes. However, the close confinement and association of convicts during transportation rendered the punishment a vector for the development of transregional political solidarities, centred in and around the Company's port cities.

Fall armyworm, Spodopterafrugiperda, is a crop pest native to the Americas, which has invaded and spread throughout sub-Saharan Africa within two years. Recent estimates of 20–50% maize yield loss in Africa suggest severe impact on livelihoods. Fall armyworm is still infilling its potential range in Africa and could spread to other continents. In order to understand fall armyworm’s year-round, global, potential distribution, we used evidence of the effects of temperature and precipitation on fall armyworm life-history, combined with data on native and African distributions to construct Species Distribution Models (SDMs). We also investigated the strength of trade and transportation pathways that could carry fall armyworm beyond Africa. Up till now, fall armyworm has only invaded areas that have a climate similar to the native distribution, validating the use of climatic SDMs. The strongest climatic limits on fall armyworm’s year-round distribution are the coldest annual temperature and the amount of rain in the wet season. Much of sub-Saharan Africa can host year-round fall armyworm populations, but the likelihoods of colonising North Africa and seasonal migrations into Europe are hard to predict. South and Southeast Asia and Australia have climate conditions that would permit fall armyworm to invade. Current trade and transportation routes reveal Australia, China, India, Indonesia, Malaysia, Philippines and Thailand face high threat of fall armyworm invasions originating from Africa.

13 uranium mines operated in the South Alligator Valley of Australia’s Northern Territory between 1953 and 1963. At the end of operations the mines, and associated infrastructure, were simply abandoned. As this activity preceded environmental legislation by about 15 years there was neither any obligation, nor attempt, at remediation. In the 1980s it was decided that the whole area should become an extension of the adjacent World Heritage, Kakadu National Park. As a result the Commonwealth Government made an inventory of the abandoned mines and associated facilities in 1986. This established the size and scope of the liability and formed the framework for a possible future remediation project. The initial program for the reduction of physical and radiological hazards at each of the identified sites was formulated in 1989 and the works took place from 1990 to 1992. But even at this time, as throughout much of the valley’s history, little attention was being paid to the long term aspirations of traditional land owners. The traditional Aboriginal owners, the Gunlom Land Trust, were granted freehold Native Title to the area in 1996. They immediately leased the land back to the Commonwealth Government so it would remain a part of Kakadu National Park, but under joint management. One condition of the lease required that all evidence of former mining activity be remediated by 2015. The consultation, and subsequent planning processes, for a final remediation program began in 1997. A plan was agreed in 2003 and, after funding was granted in 2005, works implementation commenced in 2007. An earlier paper described the planning and consultation stages, experience involving the cleaning up of remant uranium mill tailings and other mining residues; and the successful implementation of the initial remediation works. This paper deals with the final planning and design processes to complete the remediation programme, which is due to occur in 2009. The issues of final containment design and long term stewardship are addressed in the paper as well as some comments on lessons learned through the life of the project.

Modern concrete silos and grain elevators are a persistent source of interest and fascination for architects, industrial archaeologists, painters, photographers, and artists. The legacy of the Australian examples of the early 1900s is appreciated primarily by a popular culture that allocates value to these structures on aesthetic grounds. Several aspects of construction history associated with this early modern form of civil engineering have been less explored. In the 1920s and 1930s, concrete grain elevator stations blossomed along the railway networks of the Australian Wheat Belts, marking with their vertical presence the landscapes of many rural towns in New South Wales, Queensland, Victoria, and Western Australia. The Australian reception of this industrial building type of American origin reflects the modern nation-building aspirations of State Governments of the early 1900s. The development of fast-tracked, self-climbing methods for constructing concrete silos, a technology also imported from America, illustrates the critical role of concrete in that effort of nation-building. The rural and urban proliferation of concrete silos in Australia also helped establish a confident local concrete industry that began thriving with automatic systems of movable formwork, mastering and ultimately transferring these construction methods to multi-storey buildings after WWII. Although there is an evident link between grain elevators and the historiographical propaganda of heroic modernism, that nexus should not induce to interpret old concrete silos as a vestige of modern aesthetics. As catalysts of technical and economic development in Australia, Australian wheat silos also bear important significance due to the international technology transfer and local repercussions of their fast-tracked concrete construction methods.

Abstract:
This study concentrates on risk factors in oil field pipeline systems and covers identification of failure rate and reasons of failure comparison of the failure data, which are collected from oilfield pipeline systems located in South East Turkey. There are many methods and techniques to reduce or eliminate risk factors in pipeline systems. In this study, quantitative risk assessment method, which depends on statistical calculations, was applied. Monte Carlo Simulation was used to assess the risk in the system. This study focuses on identification of relationship between all parameters. History matching frequency, identification of critical factors, probability of density function have been estimated and calculated. The most significant failures are identified as corrosion, third party damage, mechanical failure, operational failure, weather effect and sabotage.

Abstract:
This paper is based on archival research done for a larger project looking at the impact of emergent transnational networks in Asia on the work of New South Wales architects. During the period of the Cultural Revolution in China (1966-1976), the neighbouring territories of Macau and Hong Kong served as centres of resistance, where an expatriate population interested in traditional Asian arts and culture would find growing support and patronage amongst the elite intellectual class. This brought influential international actors in the fields of journalism, filmmaking, art and architecture to the region, including a number of Australian architects. This paper traces the history of one such Australian émigré, Alan Gilbert, who arrived in Macau in 1963 just before the Cultural Revolution and continued to work as a professional filmmaker and photojournalist documenting the revolution. In 1967 he joined the influential design practice of Dale and Patricia Keller (DKA) in Hong Kong, where he met his future wife Sarah Lo. By the mid 1970s both Alan Gilbert and Sarah Lo had left to start their own design practice under Alan Gilbert and Associates (AGA) and Innerspace Design. The paper particularly explores their engagement with ‘reform-era’ China in the late 1970s and early 1980s when they secured one of the first and largest commissions awarded to a foreign design firm by the Chinese government to redesign a series of nine state- run hotels, two of which, the Minzu and Xiyuan Hotels in Beijing, are discussed here.

Abstract:
Although Khulna's actual history is not about more than 200 years, but it has a 2000 years settlement and commercial history. Khulna was a part of Ganaridai, Vanga, Jessore dynasty, Rarh (South Bengal) in different periods. The connection of rivers always made a blessing for Khulna for water transportation to accelerate trade and commerce. According to Ptolemy, the ancient Gangaridai had an ancient port located in greater Jessore [1,557]. Some archaic incidents, verses, and legends of Mani-Rishis (Ancient Indian Scholars) proved the old settlement and commercial style. The chronological evolution of the ancient Period (6th century BC – 1757 AD) described a civilization's development with the incremental commercial approach [2,315]. The colonial regime can relate to the evolution of a commercial and economic center like Barobazar as a whole. All these chronological narrations, consecutive phenomena, and influential factors will depict the trend of retail evolution. The research aims to describe Khulna's commercial development's sequential affairs and find the missing links between eras. Various ancient documents, Blueprints, Greek Periplus, etc. will describe the settlement, commercial mode, and history. It will determine the answer to the questions about the growth and establishment of river port cities and major economic centers' evolution. The paper will describe commercial –spatial progression in 4 Particular eras. GIS surveys and some old maps will illustrate the commercial land-use patterns of Barobazar from the Colonial Period to the present and the river base trade. These will elaborate on the existing conditions as well as the revolutionary changes. The fundamental research will help for the further Urban regeneration of Barobazar as a central economic hub. The historical consequences will help to sort out the development pattern and strategies behind the progression.

Abstract:
This paper provides a case history of a highly successful approach that was developed and implemented for the U.S. Department of Energy (DOE) for the cleanup and remediation of a large and diverse population of uranium mill tailings sites located in the Western United States. The paper addresses the key management challenges and lessons learned from the largest DOE Environmental Management Clean-up Project (in terms of number of individual clean-up sites) undertaken in the United States. From 1986 to 1996, the Department of Energy’s Grand Junction Projects Office (GJPO) completed approximately 4600 individual remedial action site cleanup projects for large- and small-scale properties, and sites contaminated with residual hazardous and radioactive materials from former uranium mining and milling activities. These projects, with a total value of $597 million, involved site characterization, remedial design, waste removal, cleanup verification, transportation, and disposal of nearly 2.7 million cubic yards of low-level and mixed low-level waste. The project scope included remedial action at 4,200 sites in Grand Junction, Colorado, and Edgemont, South Dakota; 412 sites in Monticello, Utah; and, 44 sites in Denver, Colorado. The projects ranged in size and complexity from the multi-year Monticello Millsite Remedial Action Project, which involved investigations, characterization, remedial design, and remedial action at this uranium millsite along with design of a 2.5 million cubic yard disposal cell, to the remediation and reconstruction of thousands of smaller commercial and residential properties throughout the Southwestern United States. Because these projects involved remedial action at a variety of commercial facilities, businesses, churches, schools and personal residences, and the transportation of the waste through towns and communities, an extensive public involvement program was the cornerstone of an effort to promote stakeholder understanding and acceptance. The Project established a DOE model for rapid, economical, and effective remedial action. During the ten years of the contract, the management operations contractor (Duratek) met all project milestones on schedule and under budget, with no cost growth from the original scope. By streamlining remediation schedules and techniques, ensuring effective stakeholder communications, and transferring lessons learned from one project to the next, the contractor achieved maximum efficiency and the lowest remediation costs of any similar DOE environmental programs at the time.

In the article investigational three magazines which went out after Second World war in Germany and Austria in the environment of the Ukrainian emigrants, is «Theater» (edition of association of artists of the Ukrainian stage), «Student flag» (a magazine of the Ukrainian academic young people is in Austria), «Young friends» (a plastoviy magazine is for senior children and youth). The thematic structure of magazines, which is inferior the association of different on age, is considered, by vital experience and professional orientation of people in the conditions of the forced emigration, paid regard to graphic registration of magazines, which, without regard to absence of the proper publisher-polydiene bases, marked structuralness and expressiveness. A repertoire of periodicals of Ukrainian migration is in the American, English and French areas of occupation of Germany and Austria after Second world war, which consists of 200 names, strikes the tipologichnoy vseokhopnistyu and testifies to the high intellectual level of the moved persons, desire of yaknaynovishe, to realize the considerable potential in new terms with hope on transference of the purchased experience to Ukraine. On ruins of Europe for two-three years the network of the press, which could be proud of the European state is separately taken, is created. Different was a period of their appearance: from odnogo-dvokh there are to a few hundred numbers, that it is related to intensive migration of Ukrainians to the USA, Canada, countries of South America, Australia. But indisputable is a fact of forming of conceptions of newspapers and magazines, which it follows to study, doslidzhuvati and adjust them to present Ukrainian realities.
