Abstract:
Purpose This paper aims to examine the impact of deregulation on the European transport industry in the form of privatization, on the managerial efficiency of a panel of deregulated transport companies. Design/methodology/approach This research examines a data set of 25 deregulated transport companies from a sample of 12 EU nations from 1988 to 2015. Some studies have analyzed deregulation by using non-parametric models. However, only a limited number of studies focus on the impact of deregulation on the managerial efficiency. This study answers two questions: whether deregulation, in the form of privatization, in the transport sector has any effect on the managerial efficiency, on the profitability and on the investment decisions of the firm, and whether this premise is robust enough across the European transport industry. This study formulates a multivariate regression framework utilizing data from major privatized European transport companies. The final panel includes 25 companies, from 12 EU - Member States for the period 1988-2015, equaling 375 firm-year observations based on a rigorous selection methodology. Findings The study confirms that transport companies, post-privatization, are more efficient regarding operating efficiency and profitability. The authors find no evidence that deregulation improves investment efficiency. Social implications The study addresses the regulators’ dilemma, whether to deregulate, by focusing on analyzing the improvement of the managerial efficiency. Originality/value This study contributes to the transport industry management literature in three ways. First, the authors update the literature of the economic theory of regulation with an empirical examination which covers the latest years across the EU Member States. Second, the authors introduce a comparison of the effects of deregulation on different components of the managerial efficiency, namely, investment, profitability and operating efficiency of the incumbents in the EU transport industry. Third, they examine deregulation by using two approaches: a traditional one where deregulation is a dummy variable assessing the overall effect on incumbents’ efficiency performance; and a novel approach where the Organisation for Economic Co-operation and Development’s deregulation index is used to measure the regulation intensity, accounting also for industry-wide impact assessment. This two-sided approach increases the robustness of the results.

Abstract:
Transport industry with its infrastructure sector is one the main sources of GreenHouse Gas (GHG) emissions. In parallel, this industry has the main part on gross domestic product of a high transport transit countries with a develop road network. Transport infrastructure (TI) must be continuously developed, improved, and carefully maintained accordingly traffic and goods flow with respect to safety and emissions. Renewable resources, such as Reclaimed Asphalt Pavement (RAP) and energy from sustainable sources are the main accents reducing carbon emissions in the industry. The comparison outlook of different technologies emissions in a Hot-Mix Asphalt (HMA) with RAP production at Asphalt Mixing Plant (AMP) are presented in this paper. CO2 emissions comparison of different RAP additions models and fuel types was analysed. The calculation model was presented for carbon emissions in most critical GHG generated AM production stage as new aggregates and RAP drying and heating.

This article discusses the features and problems of developing of the transport sector in the Republic of Kazakhstan, which needs further reform. The entry of the Republic of Kazakhstan into the club of the most developed countries of the world implies the advanced development of the transport complex of the Republic, since it provides stable satisfaction of the transport needs of the national economy and population. The transport and logistics system of Kazakhstan, on the one hand, depends on existing external factors, on the other – is still in the process of formation. External factors shape the demand for services in the transport and logistics sector, but the existing problems do not fully contribute to the growth of this industry. In the context of growing international cooperation, the transport and logistics sector requires further modernization and expansion of infrastructure capacity in the near future. There is a need to review domestic policies regarding incentives for existing transport and logistics system facilities, such as rail and road connections and logistics centers. In addition, the lack of financing for small and medium-sized businesses does not ensure the growth of the transport industry. Мақалада одан әрі реформалауды қажет ететін Қазақстан Республикасының көлік саласын дамытудың ерекшеліктері мен проблемалары қарастырылады. Abstract:
The paper advances the results of the on-going work conducted within the frame of the European Twinning project ALLIANCE. In the effort to assess educational needs of different stakeholder groups involved in the domain, this paper’s main interest is to study knowledge and importance of governance issues and smart solutions, which enable smooth and seamless interconnectivity of alternative transportation modes, and techniques for facilitating decision-making and evaluation of these solutions. Data were collected through a questionnaire web-based survey addressed to different stakeholder groups in Latvia: policy makers, industry, academia/research and students. From the statistical analysis conducted it was concluded that there are differences in the average rating of different thematic areas (i.e. governance, smart solutions, decision-making) by the respondents. Especially stakeholders belonging to policy makers, industry and students valuated their knowledge on Governance and Smart Solutions below average and at the same time these areas as important for carrier development. Recommendations on the adaptation of an education/training program for Latvia were drawn from the above analysis.

The interconnection of tourism and transport activity is present at all levels of development of society and economy. The occurrence of rail, then car and plane has led to the transformation of tourism from an individual into a mass phenomenon. The general economic expansion, the rise in living standards, and especially the rapid development of tourism in the 20th century, have had a significant impact on the overall transport system, and especially on change of means of transport. The sudden development of motor vehicles is the beginning of the The Second Transportation Revolution, and at the same time other revolutions in tourism. Tourism is the sector that records the highest growth in the world economy. The aim of this paper is to examine the analysis of interconnections and relations between transport and tourism industry. Tourism and transport are interconnected phenomena, where all major epochs in the development of transport becoming the turning points in the development of tourism. Transportation is an integral part of the tourism industry since it connects tourists with various tourist attractions. In most countries, the development of tourism depends on the development of the transportation system. The promotion and development of tourism depends directly on the development of the transport system (road, maritime, air, rail, river and PTT traffic), maintenance and construction of existing roads, construction and maintenance of railways and air traffic, as well as the construction of local airports and the improvement of flight operations. Serbia has relatively favorable natural and material conditions for the development of various types of traffic in accordance with the requirements of domestic and foreign tourists. Road traffic has a dual importance for tourism. First of all, it allows tourists to travel on vacation with certain advantages that consist of being able to go directly from home, at will, to choose the time of departure, the route and speed they will travel, and the choice of travel companions depends on them. One of the main reasons that led to massive use of cars for tourist purposes is their economic efficiency. The connection between tourism and transport is also evident in the fact that many roads that serve primarily for tourism are built. Air traffic has opened new destinations and tourist forms, such as long distance trips.

The days when a buyer was forced to choose from what is being offered have passed. These days, buyers demand a product that would answer their exclusive expectations at a time of their preference and at an acceptable price. Therefore, manufacturers aiming to survive the competition battle have to rethink their operation strategies. Special importance is attached to the process of development and reconstruction of supply chains, and the process which may feature particularities, depending on the branch of industry. Automobile manufacturing is the biggest the fastest industry developing across the globe. New automobiles are listed as luxury commodities and are, therefore, subjected to very strict requirements with regard to various logistic operations and technologies, which are vital for ensuring efficient automobile delivery to the final users. Due to the growing demand for brand‐new automobiles and the distance to the user, automobile manufacturers are constantly searching for solutions to the development and support of an efficient distribution network. Strategy shaping of distribution network requires evaluation of a number of criteria, which influence the distribution system. The article analyzes the development of automobile distribution networks on the basis of multi‐criteria evaluation of distribution channels.

Considering the rapid development of oceanic logistics, the maritime traffic is one of the worst offenders for air and water pollution. This paper primarily aims to explore the key concepts and terms applied to denote the sustainability issues in maritime transport and main challenges for the shipping industry. The present study investigates the existing sustainability frameworks on the relationship between sustainability and maritime industry. Also the author proposes to use modelling approaches to measure the relationship between oil prices, exchange rate, services export and ocean transport value added. The empirical findings indicate that growth rate of the crude oil prices has negative impact on ocean transport value added growth, and it can be traced that the oil industry has a strong influence on value creation in maritime clusters and their competitiveness, especially on the shipping sector. The analysis also sheds light on the impacts of relationship between environmental pollution and maritime cluster activity (through the validation of the EKC hypothesis in Norway). The current paper reveals that there is an inverted U-shaped relationship between economic growth and CO2 emissions. The empirical evidences show that the links between CO2 emissions and ocean transport value added are more significant than with energy consumption indicator. It can be assumed that, due to the energy efficiency policy and technological leadership in the shipping industry, the environmental impact of energy use (renewable energy) has improved.

This paper focuses on analysing the determinants of satisfaction (service quality, perceived value), as well as its possible influence on customer loyalty of freight forwarders to freight transport service providers (by road/maritime/air) in Spain. To this end, we propose a causal model tested using information from 205 freight forwarders collected through personal interviews. The model was estimated using the Partial Least Squares (PLS) approach. Moreover, the existence of differences in the perceptions on the analysed variables between transport modes is tested through ANOVA. Results show that service quality has an influence on customer satisfaction, both directly, as well as through perceived value. In turn, it is confirmed the relationship between satisfaction with the transportation company and customer loyalty. Furthermore, there are significant differences in quality dimensions and satisfaction between transport modes. This study confirms the importance of service quality and perceived value to promote the link between chain actors: freight forwarder and transport service provider. The main aim of this research is to go deeper into the study of satisfaction and loyalty of freight forwarders to freight transport service providers. Findings provide evidence about differences in the dimensionality of service quality between B2C and B2B settings and, even in the latter, differences between freight forwarding services and other industries are observed. The present paper is one of the few studies that obtains relevant information about several transport modes simultaneously and the findings reinforce the notion that perceptive processes in each of them are different.

The issue of innovative development of Latin American countries in the paradigm of «Industry 4.0» is currently most acute. The article analyzes the main stages of development and modernization of digital solutions in the transport and logistics services. Due to the significant technological backwardness of the Latin America from other macroe-conomic regions and pronounced cross-country differentiation within the Latin American region itself, the need to introduce digitalization systems has become a priority at the government level. The significant fragmentation of digitalization within the transport and logistics industry of the Latin American region itself is also an important subject of present research. The article describes the main strategic advantages that are possible due to the digitalization: reduction of transport costs, formation of additional budget revenues, ensuring full control of the production and sales cycle, optimization of human resources, reduction of anthropogenic factors in the organization of transport and ware-house operations. Integration of digital solutions is a factor of economic well-being and a condition for technological and innovative survival. Cooperation between Latin American countries and the Russian side through the implementation of digital technologies, also in the segment of road cargo transportation, as well as public transport and improving road safety and speed control, seems very promising. This will strengthen Russia's bilateral cooperation with Latin American countries in the field of technological research and innovation, and indirectly strengthen their digital independence.

Logistics systems constitute the backbone of international trade. For developing countries, establishment of sustainable logistics systems reduces costs, and makes supply chains strong to become able to compete. Without setting indicators for sustainable logistics, it is not possible to understand what policies are necessary for success. Logistics systems situations become worse in especial industries such as Fast-Moving Consuming Goods (FMCG) industry that are facing observable challenges such as old-fashioned goods or product corruption. The objective of this paper is to determine a set of indicators, which can be helpful in enhancement of sustainable logistics systems in developing countries. An initial set of indicators is determined through literature review and justified by asking experts’ opinions who have experience of management in logistics systems in developing countries such as Iran and Afghanistan, especially in logistics management in FMCG industry. The indicators are prioritized using Best–Worst Method (BWM), which is a newly introduced decision-making model. Results of prioritization of finalized dimensions and indicators by use of BWM show that “Governance” has the highest importance among dimensions and “management commitment to sustainability” is the most important indicator among all indicators. The results are applicably acceptable as we can see in business circumstances that only when managers believe in perusing sustainability principles as an important factor under each type of economic circumstance, an efficient vision will be set. Risk management has gained the least weight in this study. Based on experts’ opinions, if policies and procedures are set and performed correctly, risks will be less probable by themselves. The results help mangers in assignment of limited budgets to improvement projects related to each indicator.

Modern economic priorities, which predetermine the sustainability of the development of international trade are also predetermining the increase in the role of maritime transport in both business activities, ‒ social and environmental spheres. It should be borne in mind that the costs of ensuring these results are concentrated in the system of the sea conveyor industry and are used to be strictly relevant. Their effectiveness is largely displayed in the form of an emergency effect, which highly affects the demand of the consumers, which is, in its turn forms the amount of the provided services within the sea transport industries. At the same time, the subsystems of the maritime transport industry, in contrast to other activities, are governed by the international institutions which are also affecting the total results of their productions or transportation processes. Concerning the other part of the system, the investors of the merchant fleet and seaports should be focused not only on the entrepreneurial purposes, but on the external restrictions on their competitive implementation as well. Thus, one of the main problems is based on the balance of economic security and the system-wide security of the activities of enterprises of the maritime transport. It should be borne it mind that these particulars of the maritime transport, such as its port industry, the transportation system, the logistics operations and other necessary parts and spheres are highly connected and are very dependent on the maritime industry. The mentioned above information requires the choice of the management methods and maintaining the subsystems of the maritime transport industry from the system security. In turn, it is necessary to clarify the essence of this category with the provision of the above, which will subsequently strengthen the stability and reliability of the maritime industry both by the individual components and internationally. As far as known, the maritime transport is built on many different certain parts and organizations most of which cannot exist without each other.

The trends and problems of the national labor market are projected in various economic sectors, supplemented by specific features determined by the peculiarities of a certain sector. The formation of workforce capacity in the transport industry of Ukraine has a particular significance; this branch is the main infrastructure component of the sustainable development of the economic system of any level, ensures national economic security, and deals with the logistics complex as a whole. This is the reason why consideration of the global, national, and local tendencies of labor markets’ development and identification of the main determinants of influence on the endogenous environment is necessary for the enterprises of the transport industry, which creates the need for a research in this area. The main trends of the labor market development at all levels of the economic system – from global to industry – have been determined. The multidirectional tendency has been revealed: on the one hand, the industry shows a negative tendency to decrease in volumes in kind, and it is logical to assume that the need for personnel will also decrease, and on the other hand, there is an increasing number of job vacancies. This indicates the imbalance between national and sectoral economic systems and the management of economic processes “in manual mode”, and the need to forecast the number of employees in the industry as the basis of the workforce capacity of transport enterprises. The factors influencing the number of employed in the transport industry have been substantiated: cargo turnover, passenger turnover, and salary level, and a hypothesis for assessing their impact is suggested, which is confirmed by a correlation and regression analysis, which made it possible to generate a forecast model of the number of employed depending on the substantiated factors. The developed model may be applied to predict the number of people employed in the transport industry, taking into account the above factors.

The transport network plays a significant role in the development of regions, as it is one of the main parts of both industrial and social life. Both for the balanced development of the regions as a whole and for the development of the transport network, an integrated approach is necessary, taking into account various risks. The article discusses the risks of developing the transport industry in the regions, the possibility of reducing threats to strengthen inter-regional cooperation in order to create an optimal, combined economic space. The article substantiates the need to take into account the risk when drawing up a strategy for regional development of the transport system. The author identifies the risks of spatial development of the transport industry that limit the development of regions, i.e. adverse events that can hinder the development of regions on a national scale. The object of research is the development of the transport network of regions, the subject of research is the risks that slow down the development of the transport network of regions. In the course of the research, general scientific methods of cognition, the method of theoretical comparison, system-structural analysis, and the method of theoretical research were used. As a result, the characteristic risks that hinder the development of the transport industry in the regions are identified, and the causes of threats that need to be addressed when developing a strategy for the development of the transport network to minimize adverse situations in the Russian regions are identified.

Thus, in parallel with the prospect of developing national transport connections as a separate transport industry, it will also contribute to the improvement of other important sectors in the life and functioning of Ukraine. The purpose. It is a comprehensive study of the situation in the transport sector of Ukraine, in determining the potential of the transport industry of the state, as well as its innovation and investment support. Results. The article outlines the negative phenomena that occur today in the transport industry of Ukraine. The meaning and necessity of practical realization of the innovative and investment potential of the Ukrainian transport industry are investigated. The problems of practical realization of innovative activity are outlined, as well as an overview of possible perspectives of innovative and investment development of the state transport potential. Conclusion. It was noted that in line with the stage of achieving the economic indicators of Ukraine, the transport industry should also change in full accordance with the demand that will take place for transport services. The transport industry has, to some extent, become a so-called "risky project" for the country, because there are no approaches now available to study and implement accurate forecasting for its further development. In the absence of timely response to the need for immediate implementation of measures, the failure of the transportation industry of Ukraine in the near term of time may meet the needs of the population in transportation, the development of tourist services and various business processes. There is also a risk of loss of competitiveness of the state transport system, which is manifested in the insufficient ability of Ukraine to participate in the provision of servicing processes with respect to international freight flows. The transport industry of Ukraine is studied through the prism of fulfilling the social function of the state. The set of advantages of road transport in the social sphere is substantiated, in particular: actual social, socio-economic, ecologically oriented technical-technological, regulatory and legal advantages. Ways to reveal the potential in the transport industry of Ukraine are proposed. Considerable attention is paid to approaches to management and administration in improving the social function of the transport industry of Ukraine. Road transport is a key means of transporting people and cargo on land. Its particular advantages are speed and operability, which are balanced, however, by dependence on road infrastructure. Road infrastructure reliability is an important factor in its functioning. If some elements of road infrastructure are disrupted or fail, the function of dependent infrastructures, such as the integrated rescue system or industry, are also impaired and may fail. These important elements of road infrastructure should be identified as critical and be given greater attention when identifying weaknesses and implementing subsequent security measures. This article introduces the Identifying Critical Elements of Road Infrastructure (ICERI) method, which was designed to make use of Cascading Impact Assessments (CIA). The use of CIA allows critical elements to be identified through impact escalation analysis. These impacts can therefore be monitored not only in road transport infrastructure but also across the entire critical infrastructure system.

Present-day airline industry is quite a competitive field and crew scheduling represents one of the crucial problems due to significant impact on the airline’s cost. The crew scheduling problem is based on the assignment of crew members to operate different tasks of route. The main goal of this paper is to provide an analysis and a solution to one of the biggest problems detected on a small airport in the Serbia - the problem of ground crew scheduling. The paper presents the main characteristics, goals and limitations of a real-life problem identified at this small airport. In order to solve the problem, we developed a dynamic discrete simulation model. The model is developed in a spreadsheet environment of Microsoft Excel. Some of the main limitations found in the development of the model are strong constraints and multiple goals. The model presented in the paper is designed as a useful management tool for smaller airports and is aimed at the improvement of operative processes.

The maritime transport industry continues to draw international attention on significant Greenhouse Gas emissions. The introduction of emissions taxes aims to control and reduce emissions. The uncertainty of carbon tax policy affects shipping companies’ fleet planning and increases costs. We formulate the fleet planning problem under carbon tax policy uncertainty a multi-stage stochastic integer-programming model for the liner shipping companies. We develop a scenario tree to represent the structure of the carbon tax stochastic dynamics, and seek the optimal planning, which is adaptive to the policy uncertainty. Non-anticipativity constraint is applied to ensure the feasibility of the decisions in the dynamic environment. For the sake of comparison, the Perfect Information (PI) model is introduced as well. Based on a liner shipping application of our model, we find that under the policy uncertainty, companies charter more ships when exposed to high carbon tax risk, and spend more on fleet operation; meanwhile the CO2 emission volume will be reduced.
