Abstract:
Purpose This paper aims to examine the impact of deregulation on the European transport industry in the form of privatization, on the managerial efficiency of a panel of deregulated transport companies. Design/methodology/approach This research examines a data set of 25 deregulated transport companies from a sample of 12 EU nations from 1988 to 2015. Some studies have analyzed deregulation by using non-parametric models. However, only a limited number of studies focus on the impact of deregulation on the managerial efficiency. This study answers two questions: whether deregulation, in the form of privatization, in the transport sector has any effect on the managerial efficiency, on the profitability and on the investment decisions of the firm, and whether this premise is robust enough across the European transport industry. This study formulates a multivariate regression framework utilizing data from major privatized European transport companies. The final panel includes 25 companies, from 12 EU - Member States for the period 1988-2015, equaling 375 firm-year observations based on a rigorous selection methodology. Findings The study confirms that transport companies, post-privatization, are more efficient regarding operating efficiency and profitability. The authors find no evidence that deregulation improves investment efficiency. Social implications The study addresses the regulators’ dilemma, whether to deregulate, by focusing on analyzing the improvement of the managerial efficiency. Originality/value This study contributes to the transport industry management literature in three ways. First, the authors update the literature of the economic theory of regulation with an empirical examination which covers the latest years across the EU Member States. Second, the authors introduce a comparison of the effects of deregulation on different components of the managerial efficiency, namely, investment, profitability and operating efficiency of the incumbents in the EU transport industry. Third, they examine deregulation by using two approaches: a traditional one where deregulation is a dummy variable assessing the overall effect on incumbents’ efficiency performance; and a novel approach where the Organisation for Economic Co-operation and Development’s deregulation index is used to measure the regulation intensity, accounting also for industry-wide impact assessment. This two-sided approach increases the robustness of the results.

Abstract:
Transport industry with its infrastructure sector is one the main sources of GreenHouse Gas (GHG) emissions. In parallel, this industry has the main part on gross domestic product of a high transport transit countries with a develop road network. Transport infrastructure (TI) must be continuously developed, improved, and carefully maintained accordingly traffic and goods flow with respect to safety and emissions. Renewable resources, such as Reclaimed Asphalt Pavement (RAP) and energy from sustainable sources are the main accents reducing carbon emissions in the industry. The comparison outlook of different technologies emissions in a Hot-Mix Asphalt (HMA) with RAP production at Asphalt Mixing Plant (AMP) are presented in this paper. CO2 emissions comparison of different RAP additions models and fuel types was analysed. The calculation model was presented for carbon emissions in most critical GHG generated AM production stage as new aggregates and RAP drying and heating.

This article discusses the features and problems of developing of the transport sector in the Republic of Kazakhstan, which needs further reform. The entry of the Republic of Kazakhstan into the club of the most developed countries of the world implies the advanced development of the transport complex of the Republic, since it provides stable satisfaction of the transport needs of the national economy and population. The transport and logistics system of Kazakhstan, on the one hand, depends on existing external factors, on the other – is still in the process of formation. External factors shape the demand for services in the transport and logistics sector, but the existing problems do not fully contribute to the growth of this industry. In the context of growing international cooperation, the transport and logistics sector requires further modernization and expansion of infrastructure capacity in the near future. There is a need to review domestic policies regarding incentives for existing transport and logistics system facilities, such as rail and road connections and logistics centers. In addition, the lack of financing for small and medium-sized businesses does not ensure the growth of the transport industry. Abstract:
The object of this project was to identify those elements of management practice which characterised firms in the West Midlands Road Transport Industry. The object being to establish the contents of what might be termed a management policy portfolio for growth. The First Phase was the review of those factors which were generally accepted as having an influence on the success rate of transport firms in order to ascertain if they explained observed patterns. Secondly, if this were not the case, to instigate a field work study to isolate those policies which were associated with growth organizations. Investigation of the vehicle movements for the entire West Midlands Fleet over a complete licence cycle suggested that conventional explanations could not fully account for the observed patterns. To carry out the second phase of the study a sample of growth firms were visited in order to measure their attitudes on a range of factors hypothesised to affect growth. Field data were analysed to establish management activities over a wide range of areas and the results further investigated through a Principal Components and Cluster Analysis programme. The outcome of the study indicates that some past attitudes on the skills and attitudes of transport managers may have to be re-examined. As a result, the project produced a new classification of road transport firms based not on the conventional categories of long and short haul, or the types of traffics carried, but on the marketing policies and management skills employed within the organization.

Abstract:
This study aims to improve transportation held between six auction centers, Inter-Auction Transportation, of FloraHolland. FloraHolland serves ninety eight percent of the Dutch market and is the largest auction in floriculture industry. The company wants to give the best sale opportunities with the costs as low as possible and this is the main initiative of this study. In this line of thought, FloraHolland wants to have a improvement on its current routing and scheduling mechanism. Exact models do not work due to the complexity and the size of the problem. Therefore, we developed a two-stage approach specific to this study. With this approach, we split exact approach into two, a mathematical model followed by a heuristic. In the exact approach, trucks are routed and scheduled at the same time. On the other hand, our solution approach first determines most efficient routes to be followed with Cycle Assignment Model and then, with Scheduling Heuristic, trucks are assigned to the routes, so within day transportation is planned in detail. Overall, each stage of this approach works in harmony and brings good solutions in a short CPU time.

Abstract:
This thesis examines the liberalisation of the European Community's civil aviation industry and attempts to measure how effective this process has been in achieving its goal of increased competition and greater efficiency. Using the experience in the United States following deregulation of domestic air transport services as a template, the study employs Easton's model of political analysis and Porter's model of competitive forces as a framework for empirical research. This research was carried out with a representative sample of EC airlines, of their suppliers and customers, of providers of substitute services and of the industry's regulators. The results of the research were validated by personal interviews with leading stakeholders in the industry. The main Conclusions drawn from the research are that: i. liberalisation of the European Community air transport market has resulted in an influx of new entrants, an increase in the number of routes operated and a wider availability of discounted fares; ii. to the extent that competition has nevertheless been less fierce than anticipated, this is because the aims of liberalisation have been frustrated by a resistance to change on the part of certain Member States and by the European Commission's inability to prevent further grants of State aid to loss-making flag carriers. Inadequate infrastructure has also acted as a brake on competition; iii. customer choice is strongly influenced by frequency of service and by price. Those airlines which have set out to gain market share and which have pursued low price strategies have benefited most from liberalisation; iv. airlines benefit from selling to a large number of buyers and from having a wide choice of suppliers; V. the only threat of substitution to air travel within the European Community is from the High Speed Train and then only over comparatively short distances.

L’organisation du transport international et la gestion de la supply chain deviennent essentielles pour les entreprises multinationales quand la production se délocalise. Etant une filière dont la production se mondialise très tôt, la filière du textile-habillement illustre bien le processus de la mondialisation. Cette thèse étudie la question du transport dans la filière du textile-habillement à partir de la sous-traitance de production en Chine, actuellement le site de production de vêtements le plus important du monde. Par les entretiens avec des entreprises du textile-habillement et des organisateurs de transport en Chine, à Hong Kong et à Taiwan, nous décrivons d’abord la répartition des responsabilités de transport entre producteurs, intermédiaires et distributeurs. Ensuite nous analysons comment les acteurs s’adaptent à la contrainte du transport en organisant leur production et comment la façon dont ils externalisent leurs activités de transport affecte le marché des organisateurs de transport international. Avec les entreprises hongkongaises et taiwanaises, les acheteurs occidentaux peuvent se décharger de la coordination des activités de production en Chine. Une chaîne industrielle intégrée de l’amont à l’aval dans les agglomérations industrielles chinoises permet de réduire le temps de transport des tissus et d’autres produits intermédiaires. La vente FOB des produits d’habillement chinois laisse toute latitude d’organiser le transport international des produits finaux aux distributeurs. Le marché des produits d’habillement dans la plupart des pays industrialisés se concentre de plus en plus entre les mains des grands distributeurs. Ceux-ci sous-traitent l’organisation de transport aux organisateurs de transport à l’échelle multinationale capables d’organiser le transport international dans plusieurs pays. La domination des distributeurs dans la filière a créé un environnement favorable au développement des organisateurs de transport multinational. Cette thèse montre parallèlement les évolutions de deux systèmes, le système de la production et celui du transport, qui sont liés par l’externalisation des activités de transport. C’est un processus interactif de la mondialisation où l’un s’adapte à l’autre d’une façon complexe dans les deux sens. Le développement technique, la réglementation internationale et nationale, la force du marché, et la particularité historique, géographique et sociale : tous ces facteurs interviennent dans ce processus. Dans le cas de la Chine, nous voyons qu’un environnement de transport qui facilite les échanges internationaux des marchandises est indispensable pour que les entreprises industrielles d’un pays puissent s’insérer dans la chaîne de valeur mondiale
The subject of international transportation organization and supply chain management are becoming essential for multinational companies in today’s global economy. The textile and apparel industry illustrates well the process of globalization in the manufacturing sector as this is an industry whose manufacture takes on a global dimension earlier than other industries. Starting from 2005, apparel exports from China accounts for more than one-third of world’s total apparel trade. Most researches on supply chain management in this industry emphasize the role of retailers, e.g. brand chain stores, department stores or hypermarkets. This paper focuses on the manufacturing aspect, namely the process from raw materials to products. We have conducted interviews with Chinese manufacturers, commercial intermediaries (Hong Kong and Taiwan), western buyers and freight forwarders. Firstly we analyze the process from textile procurement to apparel delivery, with an emphasis on the Incoterms (Internatonal Commercial Terms) and transportation mode, time and cost. We can see how the actors adapt to the constraints on transportation systems and how this shapes the way that western buyers outsource the manufacture. The apparel industry in China adopted the manufacturing model used in newly industrialized Asian countries including Hong Kong, Taiwan and South Korea. From 1980s, the companies in these countries moved their production chain to China and became intermediaries between Chinese manufacturers and western buyers. The manufacturers take care of everything from textile procurement to apparel making instead of handling only the final stage. A complete vertical integration in the industrial clusters in China can reduce the transport time of tissues and other intermediate products. Subcontractors in China usually sell the goods on Incoterms FOB that gives western buyers the latitude to organize international transportation. Besides, the ways they externalize their transportation activities affect the market share of international freight forwarders. Western buyers often externalize the transport organization to those freight forwarders who have their own network in multiples countries. The dominance of distributors in the apparel industry has created an environment favorable to the development of multinational freight forwarders. At last we examined the market of freight forwarders in China from the viewpoint of regulation. The western freight forwarders groups expand their global network while western industrials establish their foreign sites. As western buyers have more power to decide the transportation of exporting goods, western forwarders have also the dominance in the China’s market. In this condition, it is difficult for local Chinese forwarders to develop their own worldwide network. Hence, Chinese government takes measures to comply with the WTO principles but protect the local Chinese forwarders at the same time. This thesis shows in parallel the development of two systems, the one of production and the other of transportation, which are bound by outsourcing of transportation activities. It is an interactive process of globalization where one fits the other in a complex way in both directions. Technical development, international and national regulations, market power and historical, geographical and social features: all these factors involved in this process. In the case of China, we can see that a transport environment which facilitates the international trade is essential for the industrial enterprises of a country to integrate into the global value chain

Abstract:
The aim of this paper is to analyse the impact of COVID-19 on shipping industry using a multiple-regression econometric model based on Ordinary Least Squares. The model has considered Valencia Containerised Freight Index as the dependent variable. Several exogenous variables will be included in the model to estimate their partial effect, ceteris paribus on the endogenous one, such as economic and maritime casuistry. Coronavirus, known as a global pandemic, had a strong impact on world economies during 2020. As a result, this paper is focused on analysing COVID-19 impact on shipping industry. Therefore, it is going to be studied economic effects of pandemic for shipping companies in order to show how they managed this new scenario. On the other hand, human factor from maritime perspective will be mentioned in order to consider central effects on seafarers and how they felt during pandemic on board. As maritime transport represents 90% of global trade, this research wants to analyse why freight prices were constantly growing during months. Using quarterly cross- sectional database, we study three possible regressions, achieving an increase on goodness-of-fit statistic in each one. Despite of having a limited database, Spanish imports, Spanish E-commerce growth and Gross weight of goods handled in main Spanish ports have turned highly significant to explain rises on Valencian freight prices.

Мебельная промышленность является одной из наиболее конкурентных сфер деятельности. В данной статье анализируется необходимость правильной организации складирования, хранения и особенно перемещения полуфабрикатов, готовой продукции или запасов в предпринимательских структурах, занимающихся производством мебели. Это обусловлено прямым влиянием на качество продукции и размер потерь. При некорректной организации и недостаточной механизации погрузочно-разгрузочных и складских работ значительно увеличивается доля ручного труда в хозяйствующем субъекте, что влечет за собой увеличение количества рабочих и уменьшение их производительности. В статье приводится сравнительная характеристика некоторых видов внутрицехового транспорта, основанная на их преимуществах и недостатках. Описана необходимость применения комплексного подхода для организации внутрицехового транспорта при производстве мебели. В результате сделан вывод о необходимости выбора вида и типизации транспортных средств, создания планов транспортных маршрутов и проектирования транспортных операций.

The inexorable use of electronic technology and rising user expectations of motorised transport are quickly moving the service industry towards a rapidly changing environment. To maintain the ability to deal with new and emerging technologies, industry leaders will need to rethink how they will address their staffing strategies. In this research, we found that the New Zealand automotive service industry is markedly different from what it was twenty years ago as technology in vehicles have been increased due to environmental legislation and customer demands. The service industry is going through a technological revolution as new more environmentally friendly vehicles are introduced into the fleet. Further technological complications are added as vehicle safety is improved through automation of vehicles and soon to become common, fully autonomous vehicles. Service technician training programmes must be modified to ensure that the industry is capable of dealing with high technology vehicles when they come up for service or repair.

Human trafficking, a form of modern slavery, is the recruitment, transport, and/or transfer of persons using force, fraud, or coercion to exploit them for acts of labor or sex. According to the International Labor Organization, human trafficking is the fastest growing organized crime with approximately $150 billion in annual profits and 40.3 million individuals trapped in slave-like conditions. While it is not compulsory to involve transportation for human trafficking, the transportation industry plays a critical role in combating human trafficking as traffickers often rely on the transportation system to recruit, move, or transfer victims. This multi-method study investigates the role of transportation in combatting human trafficking in California by conducting a survey followed up with semi-structured in-depth interviews with key stakeholders. The expert input is supplemented with labor violations and transit accessibility analysis. Experts emphasize the importance of education, training, and awareness efforts combined with partnership, data, and analysis. Screening transportation industry personnel for human trafficking is another step that the industry can take to combat this issue. Particularly, sharing perpetrator information and transportation related trends among transportation modalities and local groups could help all anti-trafficking practitioners. In addition, the transportation industry can support the victims and survivors in their exit attempts and post/exit life. Examples of this support include serving as a safe haven, and providing transportation to essential services. Transportation should ensure that all of these efforts are survivor-centric, inclusive for all types of trafficking, and tailored to the needs of the modality, population, and location.

This document focuses in particular on the relationship between regulators and the regulated entities and the impact of the quality of this relationship on industrial safety. The scope is the prevention of major accident hazards in different industry sectors (process industry, transport, energy), in France and at an international level. The document addresses a broad range of meanings for the term “regulator”, including the entities and people who play an official role in regulatory control and societal governance: legislators, control authorities, inspectors, as well as certified third parties with a mandate to control specific activities, and the internal risk control organizations within firms. This document aims to outline the impacts of the regulator-regulatee relationship, its contribution to the governance and control of major accident hazards, and the factors that determine the quality of this relationship and its capacity to contribute to safety.

Ferry accidents are fairly common globally, causing countless deaths and injuries. Whereas ferry transportation is an integral part of the domestic transport infrastructure in many countries, particularly archipelagic countries such as Indonesia and the Philippines, river deltaic countries like Bangladesh, countries with extensive riverine systems such as the Democratic Republic of the Congo, Nigeria and Senegal, or even a combination of great lakes, rivers and archipelago such as Tanzania, these countries are experiencing a high number of ferry accidents and fatalities over the past two decades and, therefore, considered high-risk countries in the ferry transport sector. International community continuously seeks to enhance safety in the domestic ferry industry. Thus, a scoping study has been conducted on the safety of domestic ferries in these seven high-risk countries. The study utilizes a structured methodology to identify focus areas in the seven countries for enhancing safety in the domestic ferry sector. The analysis involves past domestic ferry accidents, maritime profile, industry demographics and stakeholder matrix, regulatory and governance climate, political landscape, and amenability to change and external intervention. Eventually, the study proposes a conceptual framework with fifteen distinct criteria, identified against five attributes as an aid to the decision-making in a country for considering a safety intervention with a high likelihood of success and a significant positive impact on safety in the domestic ferry sector. Furthermore, current hazards threatening the safety of domestic ferries and their role in the formation of accidents; key stakeholders of domestic ferry sector and their state of play; national regulations related to the safety of domestic ferries and alignment with the IMO model regulations; national political landscape; state’s willingness to facilitate and receive a safety intervention; and public attitude towards safety are presented in the respective countries using globally recognized indices, questionnaire surveys and personal interviews.

Regional Air Mobility (RAM) focuses on building upon existing airport infrastructure to transport people and goods using innovative aircraft that offer a huge improvement in efficiency, affordability, and community-friendly integration over existing regional transportation options. These aircraft, which typically carry less than 20 passengers or an equivalent weight in cargo, are flexible in terms of where they can take off and land, even using existing runways and infrastructure to maximize compatibility with today’s airports. This project examines the feasibility of RAM supporting high-speed transportation for high-priority passenger and cargo movement within Fresno County and connection to coastal urban centers. Some examples of high-priority passengers and cargo could include, but would not be limited to, medical patients needing specialized and/or emergency treatment, organ transport, and critical medical supply deliveries. Electrification of aviation is happening, and Fresno County has the potential to combine our existing closely spaced underutilized airport infrastructure, early demonstration, and experience with electric aircraft, renewable energy opportunities, central location within the state, and the need to open the door for new industry opportunities for youth to take advantage of this “Third Revolution” in aviation.

In 2018, the US Army Engineer Research and Development Center partnered with the US Army Corps of Engineers–Buffalo District, the US Environmental Protection Agency, Bowling Green State University, and the Cawthron Institute to host a workshop focused on benthic and sediment-associated cyanobacteria and cyanotoxins, particularly in the context of harmful algal blooms (HAB). Technical sessions on the ecology of benthic cyanobacteria in lakes and rivers; monitoring of cyanobacteria and cyanotoxins; detection of benthic and sediment-bound cyanotoxins; and the fate, transport, and health risks of cyanobacteria and their associated toxins were presented. Research summaries included the buoyancy and dispersal of benthic freshwater cyanobacteria mats, the fate and quantification of cyanotoxins in lake sediments, and spatial and temporal variation of toxins in streams. In addition, summaries of remote sensing methods, omic techniques, and field sampling techniques were presented. Critical research gaps identified from this workshop include (1) ecology of benthic cyanobacteria, (2) identity, fate, transport, and risk of cyanotoxins produced by benthic cyanobacteria, (3) standardized sampling and analysis protocols, and (4) increased technical cooperation between government, academia, industry, nonprofit organizations, and other stakeholders. Conclusions from this workshop can inform monitoring and management efforts for benthic cyanobacteria and their associated toxins.

Se propone una nueva metodología de estimación de costos operativos para el servicio de transporte de granos oleaginosos y aceites de origen vegetal en Paraguay que contemple, de manera más precisa, las características operativas de la industria. El estudio consistió en el análisis de la metodología previa al estudio de estimación de costos operativos, el levantamiento de información cuantitativa pormedio de entrevistas y el relevamiento de información secundaria de la industria. Los datos obtenidos muestran una variación temporalde la demanda de servicios de transporte y una heterogeneidad de la oferta en cuanto al tipo de servicio. Estas particularidades no son capturadas en la metodología anterior, la cual fue desarrollada para la evaluación social de proyectos de infraestructura. Utilizando la información primaria y secundaria relevada, se construye una estructura de costos operativos y se define un polinomio de reajustabilidad tarifaria que considera las características del servicio de transporte. Además, el análisis realizado permite formular recomendaciones depolíticas a corto, mediano y largo plazo, haciendo énfasis en el rol de Estado en la determinación de tarifas y en la formalización de la industria del transporte de carga.
