Because of the low improvement concerning environmental externalities for freight transport. we wonder if the sustainable freight transport policies are able to achieve their goals. Our thesis wants to highlight the role of the underlying theories in the weak results of the sustainable freight transport policies. The main hvpothesis of this thesis is that the public policies select specific actions or measures according to a particu]ar representation of the problems that is always Iinked to a theoretical framework. This theoretical framework influences the goals and the political tools of the sustainable freight transport policies. However, this orientation can explain the difficulties of the sustainable freight transport policies to reduce environmental externalities. The stake is thus to put the stress on the underlving theories in the sustainable freight transport policies and their links with the resu]ts

Road freight has a major role in all cities but it actively contributes to the problems of air pollution and noise disturbances, both causing suffering city dwellers. So this research takes into account the activity and its implications upon the quality of life of the inhabitants of Le Havre and Rouen. The first part will reveal a solid link between the roles played by specific part of these cities and the organization of freight and underline the importance of specialized economic functions. The latter constitutes a necessary introduction to make an environmental impact study of this activity. This second part is dealt with through the constitution of indicators of sustainable development, derived from a combination of information about noise disturbance and air pollution. The use of theses indicators highlights situations in which city dwellers are exposed to harmful effects which degrade their health. The results of this study enable us to branch out towards the idea of sustainable city by examining trade flow in the project of the reinforcement of the multi-purpose city in its social and functional aspects as future organization for urban centers

In France, since 1965 the domestic land freight transport evolution is characterized by an average increase of the traffic of 1,3% per year (the traffic is evaluated with "tons-kilometres" units). Today, the truck freight transport amply benefits from this global freight transport increase, being responsible for nearly 70% of the total domestic freight transport and therefore representing worrying risks for environment: atmospheric and sound pollution, motorways and trunk roads congestion and last but not least, car accidents with their consequences. The objective of this thesis is to evaluate the impact of an external costs internalisation on the modal freight transport choice, in france. This work aims at checking whether the cost increase that would result from an external costs internalisation would be sufficient enough to change the habits of the loaders in favor of rail freight transport. The first part is dedicated to the consequences of the harmful emissions that truck freight transport induce on environment. In a context of a highly probable increase of the global freight traffic, an attempt is therefore made to estimate the impact of truck freight transport increase on environment as well as the degree of substitution between rail and truck that would be necessary to arrest the damage to the environment. The second part consists in measuring the impact of the external costs internalisation on both the freight traffic and it's modal choice. With the help of an econometric model, various simulations are made to evaluate the evolution of the freight traffic according to different assumptions made on cost increases in the sector of the truck freight transport. In the third part, the author wonders about the steps that could be adopted by 2010 and that, associated to the taxation system, could incite loaders either to reduce their trade needs or to transfer a part of their traffic on the rail mode

The significance of shopping trips for a city is at least twofold. They are essential to supply households as they are critical for the retail sector viability. Despite, shopping trip flows are rarely taken into account while evaluating urban goods flows. Actually, urban goods flows are more often addressed in a transport operating perspective only. We noticed during these PhD works that there is another approach for urban logistics in the scientific literature. We call it the territorial approach because it introduces warehouses location and urban planning matters into urban logistics. But there still are several operating issues to address about this approach. That’s what we targeted during our reflections, investigating the before and the after of a relocation project of an important retail store from Saint-Etienne ‘city centre. The key contributions of our works are twofold. The data we collected first allowed us to develop and test a discrete choice modelling methodology making the link between retail location and individual shopping trips behaviours. Second, we suggest to link both upstream and downstream transport flows generated by a retail store and assess their environmental impacts. Then another question is emerging. Having the possibility to model the retail location choice of consumers, is it easier to compare the environmental impacts of both upstream and downstream flows generated by different commercial areas in the city?

Functional and circular economies are often presented as promising strategies to address the environmental issues associated with our modern production/consumption systems. Within these systems, the circulation processes themselves are usually poorly addressed, in spite of the increasing energy consumption and emissions associated with logistics under the current trends of globalization. The present thesis aims at filling this gap by analyzing the relationship between the representation of human activities and circulation processes and the issue of sustainability. Dealing with the triptych sustainability/supply chain management/circular and functional economies, the thesis shows that the standardized representation of space and time in the current dominant economic conventions acts as a barrier to the development of truly sustainable circulation processes. It finds that the closing loop approach of the circular economy and the product/service approach of the functional economy require specific definitions and policy measures for resources and demand, so that they can be considered as real sustainable strategies. This necessity to develop specific new approaches was further supported with evidence from a new logistics and freight transportation model for France. The model indicates that a generic approach towards a functional economy would lead to 5% increase of CO2 emissions (associated with French interregional traded tons) while a targeted approach would lead to a 3% reduction in comparison to the reference logistics scenario
