Abstract:
In recent years, the issue of translator certification has attracted a great deal of attention among professional translators and translation studies scholars. Using the economic theory of signaling as a framework and an experiment involving the use of fictitious resumes, this study entailed interviews with eight translator recruiters in Hong Kong. The ranking of the resumes and the critical textual analysis of the eight transcribed interviews show the importance of formal educational qualifications and relevant work experience in the screening of resumes. Most interviewees viewed translator certification as an “add-on” and preferred an academic degree to translator certification. To some extent, this is due to inadequate knowledge and misconceptions about the process of translator certification. Hence, it is suggested that translation companies and translator training institutions/professional translator associations should engage in coordinated efforts to develop multilateral signaling mechanisms.

Abstract:
In recent decades, Translation Studies scholars have highlighted the concept of translator professionalism as a multidimensional term related not only to practitioners' competency in the language domain, but also to their attitudes, behavior, and actions. This article empirically examines how translation clients in Asia perceive translator professionalism. The analysis is based on 72 clients in Asia. The findings suggest that clients perceive the translation occupation as vital to society but have divergent views on whether translation is a profession. They attach importance to translators' proactive behavior at work, such as their reliability. The clients have statistically different opinions on whether or not translators can share their work-related pictures and information in online communities. They also point out that the lack of a certification system affects the professional image of translators. This research allows translators, clients and scholars to have a more informed perception of translator professionalism perceived by Asian clients.

Abstract:
This essay addresses the relativity of knowledge and its relevance to the assessment of quality in translation. The discussion is framed in terms of Thomas Kuhn’s theory of paradigms and paradigm communities. The concept of paradigm is used to delineate the various legacies that inform contemporary translators—their biblical/theological education, their tacit acceptance of an Aristotelian philosophy of language, and the subtle influence of the Age of Enlightenment. Because each model of translation determines the praxis of translation, it also determines how quality is assessed. It is suggested that this is not a serious problem, however, because each model of translation accounts well for particular phenomena of language. A translator is well advised to know the kinds of phenomena that each model handles best. Skill in translation is applying each model to the appropriate phenomena and thereby utilizing any given model to its maximum potential. The burden of responsibility for the quality of a translation falls correctly upon translators and not upon those who check translations.

Abstract The article presents an overview of the certification process by which potential translators and interpreters demonstrate minimum standards of performance to warrant official or professional recognition of their ability to translate or interpret and to practice professionally in Australia, Canada, the USA and Ukraine. The aim of the study is to research and to compare the certification procedures of translators and interpreters in Australia, Canada, the USA and Ukraine; to outline possible avenues of creating a certification system network in Ukraine. It has been revealed that there is great variation in minimum requirements for practice, availability of training facilities and formal bodies that certify practitioners and that monitor and advance specialists’ practices in the countries. Certification can be awarded by governmental or non-governmental organizations or associations of professionals in the field of translation/interpretation. Testing has been acknowledged as the usual avenue for candidates to gain certification. There are less popular grounds to get certification such as: completed training, presentation of previous relevant experience, and/or recommendations from practicing professionals or service-user. The comparative analysis has revealed such elements of the certification procedures and national conventions in the researched countries that may form a basis for Ukrainian translators/interpreters certifying system and make it a part of a cross-national one.

The paper analyses the formation of informational competence of translators in the Bachelor and Master degree programs. The structure and content of the informational competence of the translator are considered in the context of its coordination with the educational programs of translators and the standards of the translation services. There have been determined the stages of formation of the informational competence of the translators such as constructive, technological and integration, their correlation with the periods of study of the future translators, levels of their mastery of information technologies. The outcomes of each stage are specified and described in detail. It has been stated that one way to achieve high efficiency in the formation of information competence of translators may be the implementation of a comprehensive translation task individually for each student with the prospect of its realization throughout the training period in accordance with certain stages of the formation of information competence. The content and tasks of the stages of the formation of the informational competence of translators are determined. The goals of the stages of the information technologies study are detailed by a complex of information, qualification and scientific achievements: electronic terminology databases of a specialized field in several areas; translation memory bases for use in automated translation systems; the base of electronic links to terminological resources network; the base of electronic references to the corpus of parallel texts; certificates of traineeship in production structures for using automated translation systems or terminological management systems; certificates of knowledge of specialized software in translation from manufacturing companies, their dealers, certification centers.

China’s sudden emergence as a major player in the global economy has generated enormous new demand for translation and interpreting. With the development of formal training, certification and research activity, both mainland China and Taiwan are seeing the first signs of professionalization. This article reports the findings of a survey, the first of its kind, on patterns of professional practice, self-perceptions, job satisfaction and aspirations of translators and interpreters in Shanghai and Taipei and their perceptions of their role and contribution at a time when English and Chinese look set to become the languages of the twenty-first century. In terms of professional identity, most respondents choose the generic term 翻译 fanyi (‘translation’) to describe their main occupation, with slightly more specification among interpreters (as 口译 kouyi, ‘interpreter’). Only a small minority are members of professional associations. Job satisfaction is high, particularly among interpreters, who enjoy higher status. Views about training, testing and certification are mixed. Attitudes to loyalty, neutrality, toning-down and other role-related norms appear to be close to the international professional consensus, pending future contrastive studies; most respondents express a down-to-earth attitude to their role and contribution to society, downplaying ‘cultural mediation.’ The survey was planned and conducted as a practical introductory exercise in the methodologies of interpreting studies within the PhD program at the Graduate Institute of Interpretation and Translation (GIIT) of Shanghai International Studies University (SISU).

The method applied is a qualitative method, and the data were obtained from primary data via questionnaires and in-depth interviews, and from secondary data, such as from some published books, articles, and online sources. The results of the study are expected to provide a preliminary and comprehensive explanation of all matters related to UKP. As academic sources discussing this type of exam are not easily found, this paper could be one of the fruitful references on this topic.

In 2018, a legislative change -law number 2547- resulted in the adoption of the title "instructor", replacing "lecturers, specialists, translators, and education planners" for positions at the different departments of universities. This law also led to an adjustment in the instructor recruitment requirements. Correspondingly, the English language teaching instructors must have completed a master's degree to be hired to work at School of Foreign Languages (SFLs). This paper aims to uncover the opinions and suggestions of School of Foreign Language administrators about this change. This study shows that administrators approach the new requirement unenthusiastically due to the possible problems in hiring instructors. As an alternative criterion to a master's degree in ELT, administrators consider certification, teaching experience and graduate degrees in non-ELT programs. The results suggest that instructors be provided with professional development opportunities that merges theory into practice.

The article deals with the problems of inconsistency of Ukrainian translation education with the trends of the postmodern state of society and the advisability of introducing the achievements of the American system of training translators is substantiated. The article describes the organization of training masters in technical translation in the United States on the basis of a systematic analysis, in particular, the structure and content, forms and methods of teaching and learning masters in technical translation. Postmodern tendencies and peculiarities of master's education in the USA are revealed and substantiated. The principles of permanent improvement of translation competence, profile and general cultural orientation are described; ensuring the full formation of the readiness of graduates of master's programs in technical translation for highly qualified, productive and creative professional activities; learning in a multicultural environment; application of the latest means of automated translation during training; certification of technical translators. For the reform of translation education in Ukraine, these trends are identified as key. The results of the study were obtained by applying a comparative typological and systems analysis, the method of extrapolating educational trends in the United States and Ukraine in relation to the postmodern context of society and its practical requirements for translation education. The practical significance of the article lies in borrowing the American experience of postmodern aspects of translation education, which can be useful to the countries of the former socialist camp and post-Soviet society.

Afin d’examiner les effets indicateurs de la scolarité, de l’expérience et de l’agrément en traduction dans le processus de recrutement, Hong Kong a fait l'objet d'une étude de cas. Parmi les constats dégagés, mentionnons la fragmentation du marché de la traduction; le bas statut professionnel des traducteurs; le caractère généralisé de la traduction dans une deuxième langue; la surdépendance des employeurs envers le niveau de scolarisation comme indicateur de recrutement; une ignorance relative des divers agréments du domaine de la traduction; et l'importance accordée à l'expérience professionnelle et les connaissances en informatique. Même si le corpus de l’étude ne reflète que le marché de la traduction à Hong Kong, il pourrait s’en dégager des situations générales en matière de recrutement de traducteurs dans d'autres pays et régions bilingues.

Deep neural networks are vulnerable to input deformations in the form of vector fields of pixel displacements and to other parameterized geometric deformations e.g. translations, rotations, etc. Current input deformation certification methods either (i) do not scale to deep networks on large input datasets, or (ii) can only certify a specific class of deformations, e.g. only rotations. We reformulate certification in randomized smoothing setting for both general vector field and parameterized deformations and propose DeformRS-VF and DeformRS-Par, respectively. Our new formulation scales to large networks on large input datasets. For instance, DeformRS-Par certifies rich deformations, covering translations, rotations, scaling, affine deformations, and other visually aligned deformations such as ones parameterized by Discrete-Cosine-Transform basis. Extensive experiments on MNIST, CIFAR10, and ImageNet show competitive performance of DeformRS-Par achieving a certified accuracy of 39\% against perturbed rotations in the set [-10 degree, 10 degree] on ImageNet.

Abstract:
The history of the lexeme konfessyjonista shows that the word is a neologism that functioned in the literature of the sixteenth century in connection with religious documents/books, such as the Protestant confessions. Formally and semantically, it refers to Confessio Augustana, also to her Polish translations, and to the Konfesja sandomierska, as well as konfessyja as a kind of genre. In the Reformation and Counter-Reformation period, the word konfessyja was needed by the Protestants; the word konfessyjonista was derived from him by the Catholics for their needs. The lexeme had an offensive tone and referred to a confessional supporter as a supporter of the Reformation. Perhaps the oldest of his certifications comes from an anonymous text from 1561, the year in which two Polish translations of Augustana were announced. The demand for a konfessyjonista noun probably did not go beyond the 16th century, its notations come only from the 60s, 70s and 80s of this century.

AbstractEnsuring linguistic operability in supranational organizations has led to thede factoimposition of an English-only policy in otherwise lingua-culturally diverse environments. This paper uses a combination of a literature review of military-related language policy documents and semi-structured interviews to explore the impact of those policies on the use of English as the working language of a professional context, the Spanish military. Broadly, the findings show that the standardization of linguistic certification procedures, a requirement for their participation in international operations, places these professionals in a disadvantage scenario in which lack of linguistic proficiency translates into the questioning of their personal, professional and institutional validity. The analysis of Spanish soldiers’ perceptions and attitudes helped to shed light on the conflicting interaction of language policies, practices and beliefs. Although English is valued as the language of work and therefore as a vehicle for interaction with other armies, for socialization or for contact with the local population, it is nonetheless viewed as an imposition of the globalized world, accepted with pragmatic and instrumental criteria, which entails the requirement of language certification standards they struggle to meet.

Despite the challenges to the HIV response in the Asia–Pacific, a demedicalisation of HIV intervention has been demonstrated to be an important strategy to maximise the uptake of HIV prevention tools among key populations in this region. Demedicalisation of HIV interventions translates medical discourse and shifts the paradigm from a disease-focused to a people-centred approach. It also recognises real-life experiences of key populations in the HIV response by empowering them to voice their needs and be at the forefront of the epidemic control. We further categorise a demedicalisation approach into three frameworks: (1) the demystification of clinical or medical concerns; (2) the destigmatisation of people living with HIV; and (3) the decentralisation of healthcare services. This article reviewed the demedicalisation framework by looking at the HIV intervention examples from countries in the Asia–Pacific, which included: (1) a study on drug–drug interaction between pre-exposure prophylaxis and feminising hormone treatment for transgender women; (2) the roles of key population-led health services; and (3) certification of key population lay providers.

The Akan questionnaire went through translator-approval and certification. Validity and reliability analysis were performed on the questionnaire. Statistical analysis for face validity involved the determination of average scores while content validity involved the determination of the content validity index. Regarding reliability analysis, Cronbach’s alpha was calculated for the test and retest periods of study. Results: A forty-five (45) membered Akan questionnaire was successfully developed and certified. The average scores for all parameters employed in the face validation were greater than 4. The content validity index was within the range of 0.90 - 0.99 while the Cronbach’s alpha for both test periods was within the range of 0.7808 - 0.9209. Conclusion: The Akan questionnaire had acceptable validity and reliability outcome. Therefore, the questionnaire was considered appropriate for assessing knowledge, awareness, and perception of Ghanaian women of prostate cancer.

The lifting of COVID-19-related-lockdown was greeted cautiously in Paris on May 11, 2020. There was some tentative singing, drinks with friends at a nearby café, a few cameras to immortalize the moment… Yet, barely an hour after the beginning of this first phase of France’s “deconfinement” plan, a small crowd of people gathered on the Champs Elysées to celebrate the ability to get out without a self-authorized written certification of their purpose. Nothing too exuberant, but still, seeing these residents gather in a public place that has welcomed so many Parisian festive gatherings said a lot about the general mood of the city. Like the “apéro Skype” trend[1] to which French people had reluctantly given in, the event was flaunted as a powerful emblem of the confinement period. Indeed, this text argues that social distancing has paradoxically revealed the role that festive sociability plays in our lives. In the era of protective and control measures (“gestes-barrières” in French), festivity has become all the more precious as it has been made almost impossible. As this French tradition moved online during lockdown, a new ritual was born, that of the “apéro Skype” or “Skypéro” (a portmanteau word with the same meaning).

Court interpreter plays a specific and important role, which is often underestimated in criminal proceedings. One of human rights’ aspects deals with ensuring a high-quality translation in order to make the procedure available for a person, who does not understand the proceedings language, ensure one’s rights and administer justice. The aim of the study is to find out the legal ground of court interpreter’s activity in criminal proceedings, to reveal and analyse related issues. In the article, the authors reveal topical issues linked to legal regulation concerning court interpreters and offer solutions. Namely, to ensure efficiency of court interpreter’s work, a judge should create as beneficial working conditions for an interpreter as possible, make breaks every 2 hours during court hearings, speakers (judges, prosecutors, lawyers, specialists, experts) should be trained in the field of public speech and how to work with an interpreter as well as court rooms should be ensured with modern interpreting equipment. In order to introduce single practice and deliver highquality translations in Latvian courts, there is a need in development of training and certification system for court interpreters and a special normative act regulating the legal activity of court interpreters, what would be a good basis for elaboration of court interpreters’ register.

Abstract There is a very small, yet important minority within the community of European Union kosher consumers. There is a great deal of research regarding objective aspects of the kosher religious as well as civil laws and their implementation, but comparatively little research about the subjective attitudes, opinions, and concerns of those who actually purchase and consume kosher food. Such information can be important for a variety of interested parties including suppliers, distributors, regulatory agencies, legislators, and certifying agencies as well as religious authorities. We collected relevant data by organizing hour-long Focus Groups (FG) in five European cities and a suburb of Tel Aviv. The FG addressed consumer attitudes related to shopping practices, commitment, trust, and certification as well as their knowledge and opinions regarding nonhuman animal welfare as it relates to shechita (kosher slaughter) and knowledge of the issue of stunning animals at the time of killing. One of the significant findings was a high level of secularization among Jews that translates to a low level of commitment to eating kosher. But this was accompanied by assertions that eating kosher was an important religious obligation and complaints of low availability and high cost. There was a strong feeling, even among those less committed to eating kosher, that shechita was the preferred method of slaughtering an animal (more animal friendly) and a strong suspicion of anti-Semitism as a motivation for any attempt to impose a stunning obligation.

With the ever-increasing industrial demand for bigger, faster and more efficient systems, a growing number of cores is integrated on a single chip. Additionally, their performance is further maximized by simultaneously executing as many processes as possible. Even in safety-critical domains like railway and avionics, multicore processors are introduced, but under strict certification regulations. As the number of cores is continuously expanding, the importance of cost-effectiveness grows. One way to increase the cost-efficiency of such a System on Chip (SoC) is to enhance the way the SoC handles its power consumption. By increasing the power efficiency, the reliability of the SoC is raised because the lifetime of the battery lengthens. Secondly, by having less energy consumed, the emitted heat is reduced in the SoC, which translates into fewer cooling devices. Though energy efficiency has been thoroughly researched, there is no application of those power-saving methods in safety-critical domains yet. The EU project SAFEPOWER (Safe and secure mixed-criticality systems with low power requirements) targets this research gap and aims to introduce certifiable methods to improve the power efficiency of mixed-criticality systems. This article provides an overview of the SAFEPOWER reference architecture for low-power mixed-criticality systems, which is the most important outcome of the project. Furthermore, the application of this reference architecture in novel railway interlocking and flight controller avionic systems was demonstrated, showing the capability to achieve power savings up to 37%, while still guaranteeing time-triggered task execution and time-triggered NoC-based communication.

Conforme prevê o Decreto nº 5.626/2005, o profissional Tradutor e Intérprete de Língua de Sinais (TILS) (Libras/Português) deve ter o conhecimento e a proficiência em situações em que seja necessária a tradução envolvendo a Língua Brasileira de Sinais (Libras) e a Língua Portuguesa, apresentando as habilidades e as competências necessárias aos processos de tradução entre as duas línguas, considerando as especificidades linguísticas e culturais do surdo. Partindo desse pressuposto, o objetivo geral deste estudo foi analisar a formação e requisitos solicitados em concursos públicos para o cargo de TILS no Estado de São Paulo na última década, fazendo um paralelo entre as legislações que subsidiam o aluno com surdez, sobretudo aquelas que regulamentam a profissão de TILS. Pôde-se observar que a procura pelo TILS no mercado de trabalho se amplia a cada dia, em consequência do acesso dos surdos a diversos espaços do meio social, sobretudo, nos contextos escolares e acadêmicos. Sobre a formação e atribuições solicitadas para a vaga de TILS predominou na maioria dos editais a exigência pela certificação feita pelo PROLIBRAS (somada ou não à formação em nível superior), em consonância com as exigências legais. Cabe destacar, ainda, que grande parte dos editais não solicitou conhecimentos mínimos sobre técnicas de interpretação, o que pode prejudicar o processo de ensino-aprendizagem dos alunos surdos que perpassa pela mediação do TILS no espaço educacional. Based on this assumption, the aim of this study was to analyze the formation and requirements requested in public exams for the position of TILS in the state of São Paulo in the last decade, making a parallel between the laws that support the student with hearing loss, especially those regulating the profession of TILS. It was observed that the demand for TILS in the job market expands every day as a result of the access of the deaf people to various areas of the social environment, especially in school and academic contexts. On the formation and functions required for TILS job openings, prevailed in most of the public notices the requirement for certification by PROLIBRAS (added or not to higher education degree), in accordance with legal requirements. It is also worth observing that much of the notices did not request minimum knowledge of interpretation techniques, which could affect the teaching- learning process of deaf students going through the mediation of TILS in the educational space. Selected issues in regional syntax questions in the language of Kurier Wileński from the years 1924–1939The article presents issues of choice in the scope of regional syntax. These are characteristics the most characteristic for the syntax of north and east Borderland.The analysis of the collected syntax characteristics was conducted by means of Kurier Wileński material.48 types of specific syntax structures were excerpted from the questioned newspaper (29 of them were chosen in this article for presentation). In Kurier Wileński one finds north Borderland syntax questions (ones the most often described in the literature of the subject), and several specific constructions functioning in the post-war Vilnius newspapers, however not registered earlier on the Borderland.The text frequency of the structures was diverse. One noted the most often specific constructions with the preposition dla (127 certifications), and adjectival predicatives in ablative (111), as well as nominal sentences without copula (49), and the following structures: w Białorusi / do Białorusi (34), łotewska i estońska delegacje (28), chronić od czegoś (27), czekać czegoś (22). However the greatest amount of syntax characteristics occasionally occurred in the questioned texts (1–2 certifications).As it was proved by the analysis, more than 70% of the syntax characteristics found in Kurier Wileński are the loan translations of Russian structures (at the same time nearly all the remaining constructions are based on Russian language). In the subsequent newspapers the percentage of Russicisms was even higher. On these grounds the north Borderland syntax was and is highly Russificated. Избранные явления синтаксических особенностей регионального польского языка в газете «Kurier Wileński» 1924–1939 годовВ настоящей статье представлены избранные синтаксические явления регионального варианта польского языка в период двадцатилетия между первой и второй мировыми войнами. Это нaиболее характерные особенности синтаксиса северо-восточных районов польского государства. Анализ синтаксических явлений проведен по текстам ежедневной газеты «Kurier Wileński». В исследуемом журнале автором обнаруженo 48 типов своеобразных региональных синтаксических конструкций – 29 из них показаны в настоящей статье. В газете «Kurier Wileński» появились характерные синтаксические явления (чаще всего описываемые в литературе предмета), а также немало конструкций, функционирующих в послевоенной вильнюсской прессе и в письменном польском языке межвоенного периода в Советской Беларуси, которые на территории бывших северо-восточных районов польского государства раньше не регистрировались. Текстуальная частотность своеобразных синтаксических структур различна. OBJECTIVES/SPECIFIC AIMS: To mobilize and engage CHWs/promotores as stakeholders, we aim to promote the capacity for CHWs participate in patient centered research (PCOR) by locally implementing a structured research training curriculum for CHWs. Main Questions: How the process of mobilization and engagement would be implemented at local/state level? What would be project challenges, risks and barriers at each and across sites? What modifications would be made to the initial PCOR for CHWs training curriculum and toolkit based on local feedback from collaborators, in both English and Spanish? What would be lessons learned on mobilization, engagement of, and sustainability for CHW training organizations as partners in PCOR? METHODS/STUDY POPULATION: Measures: Monthly calls and quarterly reports from local organizations on activities, deliverables status, modifications, project implementation challenges/barriers and solutions (experienced and potential) to achieve goals of training 10 PCOR CHW Champions and a total of 360 CHWs/promotores trained in PCOR. Input from Note taker reports, Feedback and Evaluation Forms from training attendees at each session. Co-authorship of team members on dissemination activities (submissions for presentations, posters, blogs entries, webinars). Activities/Procedures: Via a highly participatory, consensus-driven decision-making approach, each of the organizations in the target states provide input into refining the toolkit for local use, select the training champions and develop CHW/promotor outreach and recruitment plans, and deliver the PCOR training to CHWs. In addition, the organizations will also set up a local stakeholder CHW/promotores advisory group. Environmental scan and literature review continues on training content areas to complement field experience in implementing the trainings at local sites. Project information tools developed (info sheet for local organizations, informational slide set to be used at calls and statewide seminars, a templates for flyer for training recruitment, agenda, certificates). FL and TN pilot of the translation of the curriculum, addressing problematic concepts and terms, collecting feedback forms eliciting input on terminology variations across Spanish speaking populations and literacy levels. Project Collaborators: Día de la Mujer Latina, a patient advocacy group in Texas with CHW trainings in several states and Puerto Rico Chula Vista Community Collaborative, a community health empowerment organization in Southern California Progresso Community Center, a Latino-focused health coalition based in Tennessee Florida Community Health Worker Coalition, a statewide partnership dedicated to the support and promotion of the CHW profession in Florida. One key engagement strategy used for engaging specific patients/caregivers and patient advocates in underserved communities is leveraging our partnerships with Community Health Workers (CHWs). Moreover, there is a documented need for higher level of training skills to undertake activities such as community health assessments, program evaluations and clinical studies. University of Miami (UM) along FL partners has successfully developed a 7-hr specialized toolkit on patient-centered research for CHWs and trained 148 CHWs/promotores (original plans were for 100) across the six major statewide regions. Evaluation data resulted in 100% of attendees responses’ as excellent and 99% would recommend it to others. Qualitative comments included “even though the training was tailored for research, I feel that it applies to many other aspects of the CHW role” and “I feel more empowered in my role after hearing explicitly the opportunities…for a CHW to be more involved in the research process”. UM has partnered with stakeholders in FL, Texas, southern California and Tennessee to develop a Spanish version of the PCOR for CHWs Training Toolkit (including a slide deck, Facilitator’s Guide and Student Workbook) that can be culturally and linguistically appropriate, to train local CHWs/promotores as PCOR CHW Champions. Attendees will receive lunch and a certificate of participation upon completion of the module. In turn, they agree to train local CHWs in their region. These 7 credit hrs could be used as credits towards state certification requirements, in states with CHW certification programs. This partnership for the mobilization and engagement of CHWs/promotores aims to strengthen their capacity to be involved in PCOR at the local and national level and increase the organizational capacity of CHW representative organizations in their promotion of PCOR. This type of research aims to help patients and those who care for them make better-informed decisions about the healthcare choices they face every day, guided by those who will use that information. In doing so, CHWs/promotores are contributing to PCOR in addressing health disparities and achieving health equity as a more culturally and linguistically diverse healthcare workforce and PCOR research team members.

Introduction: TJC certification for comprehensive stroke centers requires two annual public education activities on stroke prevention. One of our stroke faculty designed a multidisciplinary and multicultural program to educate the region and involved local businesses by establishing the UTHealth Stomp Out Stroke Festival. Hypothesis: We analyzed the benefits to the community of sponsoring a city wide, multicultural stroke educational event Methods: Implementation included establishing leadership and health screening providers, engaging educators and community stakeholders, recruiting volunteers and healthcare workers from hospital affiliates, pharmacy, rehabilitation and the schools of public health, nursing, dentistry, and medicine and developing a marketing and communication plan. Three areas for the event were created for Stroke Prevention, Stroke Recovery and a Kids Zone. Results: 1st Festival was in 2013 with 100 participants, the 2nd in 2014 with 609 participants and the 3rd in 2015 with 1,261 participants. Over the 3 years, we have progressively increased the number of attendees, volunteers, health educators and community partners. Table 1 shows demographics for year 3. In year 3, we provided over 20,000 patient education materials, conducted 224 blood pressure screenings, completed 145 stroke risk scorecards, and provided FAST education to 109 children. Other assessments included BMI, cholesterol, bone density, fall risks, sleep apnea. We had 23 Chinese, 25 Spanish, and 10 Vietnamese health worker-translators. Conclusion: We implemented a city wide public health initiative providing medical education, health screenings, and risk assessments to a highly ethnically diverse population in Houston. Major challenges include funding, needing volunteers and translators, engaging media, and maximizing community participation. Next steps will focus on determining the effectiveness to improve health literacy and behavioral health changes.

In the Netherlands, the government has become involved in public service interpreting by issuing measures shaping the professional conditions for interpreters and by monitoring the quality of their services. Under the Sworn Interpreters and Translators Act (2007) a register was set up for interpreters who meet predefined requirements for “basic interpreter competencies”. According to the 2007 Act, institutions in the legal domain as well as in the immigration and police services are obliged to work exclusively with certified interpreters. In this way, the government has contributed to the professionalization of legal interpreting. In recent years however, this development has been reversed in other sectors of public service interpreting (PSI). Some forms of PSI, it would seem, are more equal than others. In public health for example, there are only advisory regulations concerning the use of interpreters, and there is no obligation to work with certified interpreters. Although the government was initially involved in the administration and financing of interpreting agencies in all the fields of PSI, over the years it has gradually transferred this responsibility to the users of these services. In 2012, the government stopped most of its funding of healthcare interpreting. In spite of the presence of several indicators of professionalization of interpreters in the Netherlands, such as certification, a code of ethics, compensation and a system of continuing education for interpreters, their effectiveness is limited because they concern only interpreters working in the legal domain or in immigration and police services. The level of professionalization in PSI as a whole could be increased if the government were to implement its theoretical stance that both legal and healthcare interpreting are matters of public interest enshrined in the Dutch law, and if other fields of PSI besides legal interpreting were included in the existing framework for certification, training and continuing education.

Introduction/Background: Stroke is the leading cause of long-term disability affecting 800,000 people in the U.S. each year. In September 2012 The Joint Commission, in collaboration with the American Heart Association/American Stroke Association’s Brain Attack Coalition, launched the Advanced Certification for Comprehensive Stroke Centers (CSCs). This new level of certification recognizes the significant resources in staff and training that comprehensive stroke centers must have to treat complex stroke. Certification is available only to comprehensive stroke centers in Joint Commission-accredited acute care hospitals. For CSC eligibility, there are numerous requirements and volumes that must be met. The most complicated stroke cases should be treated at the centers best equipped to provide specialized care that lead to better outcomes. Cedar-Sinai became the 4 th program in the nation to receive this prestigious certification. By providing expert care, numerous clinical trials, and high level treatment and procedures, we have become the center of choice for patients in need of a higher level of care. Research Question: Does comprehensive stroke certification lead to an increased number of transfers for higher level of care? Methods: Retrospective analysis of the number of acute strokes transferred to Cedars-Sinai between the first years of Comprehensive Stroke Certification in 2012 through 2015. Results: 2012 yielded a total transfer of 97 patients. In 2015 the volume had risen to 194, a 50% increase in 4 years. It is important to note that in 2014, 4 patients were transferred post TPA infusion (Drip and Ship), the gold standard for treatment of ischemic stroke. 2015 resulted in 25 such transfers, a six fold increase. Conclusion: The full spectrum and coordination of services that a CSC is equipped to provide contributes to increased access of specialized care for complex stroke patients. This in turn leads to better outcomes. This not only translates to delivery of timely optimal treatment for stroke patients, but also increases our expertise in delivery of this care.

This theoretical investigation presents the dialogic approach to competence, its principles, and methods for the construction of professional profiles. Unlike conceptions that focus on isolated elements of competence, the dialogic approach is based on an integrative framework and proposes areas of competence that characterize core and field in professional practice. This approach recognizes the existence of different views on professional competence that must be analyzed and discussed. A set of strategies, devices, and methods capable of triangulating these views and systematizing professional activities is presented. The competent profile, built as a meta point of view, translates contextualized combinations of knowledge, skills, attitudes, and values that express excellence in professional performance, with a view to training, certification, and continuing education of health professionals. The text analyzes the coherence between practices systematized in the way proposed here and the development of entrustable professional activities.

BACKGROUND: During a Primary Stroke Center recertification survey by The Joint Commission at this 504 bed community hospital a knowledge gap was discovered in applying the National Institutes of Health Stroke Scale (NIHSS) at the bedside and correlating it with clinical findings. Since 2009, this stroke program has required nurses caring for acute stroke patients to complete NIHSS certification annually. The purpose of this simulated educational competency program was to verify performance of the NIHSS and provide education correlating symptoms with brain physiology. METHODS: Nurses caring for acute stroke patients attended this mandatory educational program which included a review of anatomy, NIHSS application and scoring on a simulated patient, and a debriefing discussion. The simulated patients were assigned specific deficits to portray. Immediate feedback was provided to participants upon completion. Symptoms of each patient were correlated with the affected brain physiology during a group debriefing discussion. Participants evaluated their perceived competency performing the NIHSS and associating brain physiology before and after the session using a four point Likert-type scale with 1 being strongly disagree and 4 being strongly agree. RESULTS: Competency was demonstrated by 196 nurses with 174 completing evaluations expressing high satisfaction with the material and mode of learning. Evaluation data was analyzed using descriptive statistics and a paired t test showing improvements in self perceived NIHSS competency and ability to correlate the affected brain physiology. The mean self perceived NIHSS competency prior to the session was 3.28 compared to 3.90 post session ( t (172) = 13.99, p < 0.01). The mean self perceived ability to correlate the affected brain physiology prior to the session was 2.61 compared to 3.57 post session ( t (173) = 18.09, p < 0.01). CONCLUSION: The current NIHSS certification examination has known limitations. Integrating simulated learning experiences together with NIHSS certification resulted in perceived improvement in understanding and competency. Follow up is necessary to determine if this translates into improved bedside clinical practice.

AbstractAchieving seed germination quality standards poses a real challenge to seed companies as they are compelled to abide by strict certification rules, while having only partial seed separation solutions at their disposal. This discrepancy results with wasteful disqualification of seed lots holding considerable amounts of good seeds and further translates to financial losses and supply chain insecurity. Here, we present the first-ever generic germination prediction technology that is based on deep learning and RGB image data and facilitates seed classification by seed germinability and usability, two facets of germination fate. We show technology competence to render dozens of disqualified seed lots of seven vegetable crops, representing different genetics and production pipelines, industrially appropriate, and to adequately classify lots by utilizing available crop-level image data, instead of lot-specific data. These achievements constitute a major milestone in the deployment of this technology for industrial seed sorting by germination fate for multiple crops.

Abstract Background: Education of paediatric advanced practice providers takes a generalist approach which lacks in-depth exposure to subspecialties like paediatric cardiac intensive care. This translates into a knowledge gap related to congenital cardiac physiology and management for APPs transitioning to the paediatric cardiac ICU. Methods: A specialised interprofessional peer-reviewed curriculum was created and distributed through the Pediatric Cardiac Intensive Care Society. This curriculum includes a textbook which is complemented by a didactic and simulation review course. Course evaluations were collected following each course, and feedback from participants was incorporated into subsequent courses. Pediatric Cardiac Intensive Care Society partnered with the Pediatric Nursing Certification Board to develop a 200-question post-assessment (exam) bank. Results: From December 2017 to January 2022, 12 review courses were taught at various host sites (n = 314 participants). Feedback revealed that courses improved preparedness for practice, contributed to advanced practice provider empowerment, and emphasised the importance of professional networking. 97% of attendees agreed/strongly agreed that the course improved clinical knowledge, 97% agreed/strongly agreed that the course improved ability to care for patients, and 88% agreed/strongly agreed that the course improved confidence to practice. 49% of participants rated the course as extremely effective, 42% very effective, 6% moderately effective, and 3% as only slightly effective. Conclusions: A standardised subspecialty curriculum dedicated to advanced practice provider practice in cardiac intensive care was needed to improve knowledge, advance practice, and empower APPs managing critically ill patients in the cardiac ICU. The developed curriculum provides standardised learning, increasing advanced practice provider knowledge acquisition, and confidence to practice.

We evaluated the performance of the AFPsurveillance system in Bauchi, which is among the 11 high risks statesfor wild polio virus in Nigeria to identify and address gaps in thesurveillance system.MethodsWe conducted a cross-sectional study in Bauchi State. We assessedthe material and documentations on AFP surveillance in eighteen of thetwenty Local Government Areas (LGAs). We assessed the knowledgeof the clinician at focal and non-focal sites on case definition of AFP,the number and method of stool specimen collection to investigate acase and types of training received for AFP surveillance. We verifiedAFP case investigations for the last three years: The caregivers(mothers) were interviewed to authenticate the reported informationof AFP cases, the method used for stool specimen collection andfeedbacks. Community leaders’ knowledge on AFP surveillance wasalso assessed. Data was entered and analyzed in excel spread sheet.ResultsReview of the expected deliverables of 18 out of the 20 LGAdisease surveillance and notification officers (DSNO) revealed thatonly 2(11%), 5(28%), 6(33%) and 7(39%) had evidence of poliooutbreak investigation, supervisory reports, minutes of meeting andsurveillance work plan respectively. Of the 31 AFP cases investigated,correct and complete information was 39% for birth day, 26% forbirth month of the child, 23% for date of onset of paralysis and 23%for date of investigation. Contacts of informants, AFP 001-3 weredeficient in the focal and non-focal sites. The non-focal also lackedguidelines for integrated disease surveillance and response (IDSR)and terms of reference for surveillance focal person.Knowledge of case definition of AFP was 71% and 30% amongclinician at the focal and non-focal sites, respectively and 88% and55% for method of stool collection among clinician at focal and non-focal sites. Among the 38 care givers (mothers) interviewed 16 (42%)did not remember the day or month the investigation for the AFPwas conducted, 36(95%) gave the correct number of stool samples,15(40%) mentioned that the stool samples were collected 24 hoursapart and only 12 (32%) received feedbacks. Majority (79%) of thecommunity leaders interviewed were aware of AFP and knew thatstool was the specimen for investigation of the AFP but 21% did notknow whom to report a case of AFP in their communityConclusionsOur study revealed knowledge and documentations gaps in AFPsurveillance for certification of polio-free in Nigeria. The stateministry of health and the WHO consultants in the polio eradicationunit should update the knowledge of the health care workers at theoperational levels on AFP surveillance. The state ministry of healthand the WHO consultants should also provide all essential documentsrequired for quality AFP surveillance and ensure their judicious use.

Abstract Background There is a disparity in outcomes between rural and urban emergency medical services (EMS) around the world. However, there is a scarcity of research that directly asks EMS staff in both rural and urban areas how service delivery could be improved. The aim of the present study is to gain insights from frontline workers regarding organisational factors that may underpin discrepancies between rural and urban EMS performance. Subject and methods The study was undertaken in the Riyadh region of Saudi Arabia. Potential participants were currently employed by Saudi Red Crescent EMS as either a technician, paramedic or an EMS station manager, and had a minimum of five years experience with the EMS. Semi-structured interviews were undertaken between October 2019 and July 2020 with first respondents to a call for participants, and continued until data saturation was reached. All interviews were conducted in Arabic and transcribed verbatim. The Arabic transcript was shared with each participant, and they were asked to confirm their agreement with the transcription. The transcribed interviews were then translated into English; the English versions were shared with bi-lingual participants for validation, while independent certification of the translations were performed for data from participants not fluent in English. A thematic analysis methodological approach was used to examine the data. Results The final sample involved 20 participants (10 rural, 10 urban) from Saudi Red Crescent EMS. Data analyses identified key organisational factors that resulted in barriers and impediments for EMS staff. Differences and similarities were observed between rural and urban respondents, with identified issues including response and transportation time, service coordination, reason for call-out, as well as human and physical resourcing. Conclusion The findings identified key issues impacting on EMS performance across both rural and urban areas. In order to address these problems, three changes are recommended. These recommendations include a comprehensive review of rural EMS vehicles, with a particular focus on the age; incentives to improve the numbers of paramedics in rural areas and more localised specialist training opportunities for rurally-based personnel; and the implementation of national public education program focusing on the role of the EMS.

Objectives: We compared effectiveness of blended mode (consisting of traditional classroom teaching and e-learning sessions) and fully digital mode (e-learning sessions alone) of primary care psychiatry training for primary care doctors in Chhattisgarh. Materials and Methods: We retrospectively compared the engagement in training, knowledge (K), attitude (A), and practice (P) in primary care psychiatry, and patient identification by primary care doctors (n = 941) from Chhattisgarh region who underwent training through either blended training mode (n = 546) or fully digital training mode (n = 395) for 16 h each, using Clinical Schedules for Primary Care Psychiatry based modules between June 2019 and November 2020 with a tertiary care center (NIMHANS, Bengaluru) as hub. Statistical Analysis: The Statistical Package for the Social Sciences version 27 was used to analyze the data. Continuous variables were analyzed using the independent samples t-test, and discrete variables were analyzed using the Chi-square test. A repeated measures analysis of variance (ANOVA) (two-way mixed design) was used to see the interaction of training type and time of pre- and post-KAP measurement while controlling for years of experience. The number of patients identified by both training groups over 8 months was also compared using the repeated measures ANOVA (two-way mixed design). Results: Engagement inferred by the number of participants completing pre-KAP forms (75%), post-KAP forms (43%), post-session assessments (37– 47%), case presentation (33.9%), and certification (32.1%) was better in the blended group (P < 0.05). The mean gain in KAP scores was significantly higher in the blended group controlling for the years of experience as primary care doctor (PCD) (F = 30.36, P < 0.001). PCDs in the blended training group consistently identified a higher number of patients with mental illness over 8 months of follow-up (F = 6.21, P < 0.001). Conclusion: The blended mode yielded better results in primary care psychiatry training compared to fully digital mode. In-person interactions while provided for a very brief proportion of the training seem to have an unmistakable imprint on the outcomes and seem critical for better consolidation and assimilation of information, which translates into better practice.
