Abstract:
The end of 20th century witnessed the affirmation and development of information technology as well as the transformation of industrial into information, "new economy", which caused changes in people and circumstances. The role and importance of nonhuman factors was increased, causing entrepreneurship and knowledge-based information to become the most significant resources. The Internet became the basis of the "new economy". It changes the way of doing business, studying, researching, communicating and competition. It also reduces operating costs, crosses national borders and leads to the globalization of the world economy. Transitional countries have to fit into modern development flows by formulating their own strategy of national development and establishing their own competitive advantages in conditions of "new economy". These advantages lie predominantly in highly qualified and skilled younger labor which learns fast and adopts new knowledge and skills, through reducing transactional costs, shortening of certain development stages through which developed countries have already gone, using their experience, scientific-technological progress, a rise in work productivity, etc. Experience of other countries should be innovated and adapted to one's own material and social conditions, not copied. This enables the emergence of "European small tigers", which are similar to "Asian small tigers".

Abstract:
The economic crisis caused the ubiquitous growth of a number of self-employed in total employment. In particular groups of countries the self-employment differs both by its scale and composition. Compared to the Central and East European economies, the CIS countries show a much higher share of dependents in the families while the unit weight of employers using hired workers is considerably lower. One of the most characteristic features of self-employment in the transitional economies is very wide participation of women. This conclusion is especially true for CIS countries where women make up the prevailing part of self-employed and their share demonstrates a steady growth. In the Central and East European economies gender indicators are rather close to those in the developed nations. Men face a higher risk of becoming self-employed than women. As for Russia, in terms of volume, composition and structure of self-employment it stays close to the group of Central and East European countries rather than to CIS nations.

Parallel to the process of democratization, the former socialist countries of Eastern Europe and Central Asia have shown an increase in measured income inequality during their transition from centrally-planned to a market-oriented economy. Since the behavior of these countries contradicted previous models of inequality, researchers analyzing the transition process linked the increase in income inequality to the egalitarian values of socialism and to the process of economic and political liberalization. This thesis questions the validity of the above statement based on three pillars. First, other factors, from economic convulsions to the revaluation of natural resources, violent conflicts, corruption, and the expansion of organized crime, have been more closely linked than democratization to changes in income inequality. Second, data quality was generally poor in socialist countries, and extremely poor in several socialist countries, and have improved during the transition in most countries, usually without proper documentation of the changes. Finally, the analysis of the origins of today's income inequality shows that the magnitude and effect of hidden inequalities in the socialist past were highly underestimated. In short, an increase in income inequality caused by democratization is not likely, while hidden inequalities in the socialist era could even be higher than today's measured inequality.

Abstract:
The systematic variation in arrests of former wartime leaders (including political/military leaders and those with commanding positions from both sides of conflict among other high-level wartime actors) in post-conflict countries have rarely been recognized and studied. Building on past literature that interlinks transitional justice with domestic politics, this study argues that the variation in arrests of former wartime leaders can be explained by elections and electoral manipulation theory. Amid the costs and opportunities associated with elections in general, I argue that incumbents also opt for arrests of former wartime leaders as an electoral manipulation strategy to eliminate political opponents and consolidate power in the guise of justice and, at the same time, minimize the costs associated with electoral manipulation tools. Hence, I hypothesize the arrest of former wartime leaders likely to be during the election period (the pre-election period, election day, and immediate post-election period). All else equal, the statistical test does not support the hypothesis while the complementary evidence from post-conflict Nepal and Sri Lanka suggest that presence (or absence) of justice in post-conflict countries is largely shaped by domestic politics. Similarly, few arrests in Sri Lanka and Nepal offer mild support to the theoretical expectations while few other arrests in Sri Lanka suggest that some arrests during the hypothesized election period are coincidental. This further questions the explanatory power of the suggested theory and findings.

Abstract:
This thesis explores the roles and experiences of local East Timorese non-government organisations through the multiple transitions which accompanied East Timor's process of independence in the period 1999-2004. It explores how NGOs attempted to influence the changing environment in which they were operating, particularly in the development of the new nation. In doing so, it examines how the actual experience of these local NGOs relates to theories of civil society and NGOs in the various phases of transition to democracy, state and nation building and post-conflict peacebuilding. After reviewing literature relating to the role of civil society and NGOs in democratisation, development and peacebuilding, and identifying some key issues to explore, the study turns to the particular context of East Timor. It summarizes the colonial history, with a particular focus on governance, development and the emergence of civil society and NGOs in that territory, and the phases of the transition. It then focuses closely on six leading East Timorese NGOs, which between them reflect different organisational origins and sectoral interests and which were perceived to be playing significant roles within the NGO community. The case study chapters describe briefly the history of each NGO, then trace their stories over an approximately five year period. They explore how the visions, strategies, programs and organisational systems of these NGOs changed as the context changed. The case studies show how adaptive these NGOs were, how excluded some of them were by the huge influx of international players after the ballot, but how, in the absence of a legitimate government, they were included in various processes in a number of important ways during the UNTAET period. These studies also reveal some of the challenges the NGOs faced as the new government took over in May 2002. The study concludes by summarising the changing roles and capacities of the NGOs, highlighting the many roles which local NGOs played throughout the study period, and the way in which they met new demands placed upon them. It identifies capacities critical for these NGOs' survival and development, and identifies some strategies which the NGOs themselves identified as useful in helping them attain these. It also identifies some areas which they found challenging and where more capacity development may have been valuable. Finally the study reflects on the actual experiences of Timorese NGOs compared to theory and experiences elsewhere relating to democracy, development and peacebuilding. The findings, which emphasise the changing relationship of the new state to its citizens, suggest that the civil society and development practice, which has been strongly based on de Tocqueville's approach to civil society, is not particularly helpful in a post-conflict setting. Instead, an adapted Gramscian approach, viewing civil and political society as interrelated sites in which a struggle to embed non-violent means of apportioning power are being waged, could be of greater analytic and practical value.

Higher education in Croatia, as well in the other transitional countries, is undergoing significant changes. Those reforming activities affect not only institutions directly but also their relationship to society at large. Recognizing that higher education plays also a crucial role in the various aspects of transitional transformation, many scientist and expert’s reviews place it in the current political, economic, cultural and social environment in which they operate. In this sense, and despite the specific reform start-point of each country, there is a general consensus on the need for regional cooperation. According the Bologna Declaration, the CEE countries need certain compatibility, which means certain similar structures of the educational system in order to strengthening the educational structure of the CEE region. This paper reviews different aspects of higher education challenges. Among many others, the use of IT in higher education effectively requires good tactics as well as a sensible strategy.

Abstract:
The transition period from the socialist system to the capitalist system is used to describe economies in transition. With the dissolution of the Soviet Union in the 1990s, with Central and Eastern European Countries, the Countries in Central Asia have entered into this process. Central Asian Countries haven’t entered into this process providently a lot in transitional stage. At the end of secession process from the Soviet Union, these countries had only limited industrial plants and natural resources. However, reserves of energy resources that these countries have in their economic growth have been a pusher factor. No doubt, increasing energy consumption has a significant effect in the development of the countries. The main purpose of this study is to test the existence of growth relation and energy consumptions in Central Asian Countries that live the transition period accordingly. This study investigates relationship between economic growth and energy consumption for Central Asian Countries over the period 1990-2010 by using panel data analysis. As a conclusion it is reached that there is a significant correlation between energy consumption and economic growth for these countries.

Abstract:
This study analyses how real GDP growth, inflation, employment, foreign direct investment inflow and income equality for Russia and Ukraine changed during the process of economic transition from 1991 to 2011. Most opinions agree that initial conditions and economic situation of a country, natural resources, historical background and institutions affect the process of economic transition. We see that both Russia and Ukraine experienced a transitional recession in the early 1990s at the start of the transition and an increase in the inflation rate. The Gini indexes of Russia and Ukraine have increased dramatically. The unemployment also went up in both countries until 1999s and reached a peak 13% during the 1998 Russian crisis in Russia. The growth rates of both countries were below 1% until 1997-1998, although it started to increase, after 2000, it decreased sharply in 2008 because of the Global Economic Crisis experienced the same year.

Abstract:
example of that multinational corporations are the highest form of managing of capitalist economic system. The notable separation of the countries of economic vanguard from other countries (group of the high-growth countries, the socialist countries, the countries) happened to a transitional economy on the basis of multinational corporation development. The economic aspect of this influence is accurately traced in effective instruments of industrial, scientific and technical, social and economic development. Evolutionary changes of the relations of property, the competition, strengthening of regularity of national economies in capitalist economic system are inseparably linked now with multinational corporation. Even in stronger, in the economic plan, the countries consider multinational corporation not only through a prism of economic influence, but also political domination. This moment is telling argument of finding of multinational corporation in the center of serious discussions concerning their role, positive or negative, in the international division of labor, in processes of movement of the capitals and globalization of world economy. It follows from this that the state economic policy in the Kyrgyz Republic which basis are processes of formation and development of the market relations, has to provide active use of the developed economic forms (in this case multinational corporation) more progressive system of the economic relations, i.e. modern capitalism. In this research attempt of theoretical justification of mutually beneficial cooperation of the Kyrgyz Republic with multinational corporation which will act as an interaction basis with multinational corporations present at the Kyrgyz Republic ("Kumtor Opereyting Company", Gazprom, Reemstma, Coca-Cola, etc.) is carried out.

Abstract:
Countries in the Western Balkans have engaged in various transitional justice and reconciliation initiatives to address the legacy of the wars of the 1990s and the deep political and societal divisions that persist. There is growing consensus among scholars and practitioners that in order to foster meaningful change, transitional justice must extend beyond trials (the dominant international mechanism in the region) and be more firmly anchored in affected communities with alternative sites, safe spaces, and modes of engagement. This rapid literature review presents a sample of initiatives, spanning a range of sectors and fields – truth-telling, art and culture, memorialisation, dialogue and education – that have achieved a level of success in contributing to processes of reconciliation, most frequently at the community level. It draws primarily from recent studies, published in the past five years. Much of the literature available centres on Bosnia and Herzegovina (BiH), with some examples also drawn from Serbia, Kosovo and North Macedonia.
