Abstract:
The advent of Industry 4.0 and the difficulties emerged in the pandemic and post-pandemic period have introduced important changes, raising many reflections on the skills needed to address the new social, economic, and professional challenges. This contribution is part of the epistemological and methodological framework of a larger project dealing with in-company training. Today it is necessary to invest, more and more resolutely, in the training of human capital to life skills, adopting strategies consistent with the availability of companies and business objectives. Technical-specific skills are no longer sufficient to guarantee the worker’s permanence and well-being in the labour market. We will look at digital competence as one of the essential skills for active citizenship and digital transition.

Abstract:
This era is marked by a profound mutation in the forms and expression of human life that reflects a substantial alteration of the traditional coordinates of space and time, axes of thought con-fused into a third dimension imposed by the digital environment: immediacy. This transition implies a reflection on educational potential of technologies in response to contemporary emergencies and fragilities. Therefore, in this historical-cultural context, it might be appropriate to rethink digital skills no longer as hard skills, i.e., as mere technical-computational skills, but as soft skills, i.e., cognitive-operational skills, , indispensable for inhabiting in onlife era. Hence, the need to have Media Educators with a strong educative and cultural, as well as technological, identity, who know how to operate especially in the non-formal and informal sphere, in the third sector and in the territories of risk, moving effectively and efficiently, between criticalities and opportunities, in the living platforms of digital, a potential place for the development of digital soft skills.

Abstract:
In Italy the current legislative framework foresees the transition to the electronic textbook in schools and identifies teachers as the main subjects involved in the self-production and evaluation of these digital teaching materials. This paper describes the design, development and evaluation of a digital, multimedia and interactive textbook prototype, in an attempt to investigate the main critical issues raised by its implementation and the possible elements of innovation compared to the traditional textbook. In addition, it provides guidelines for teachers who are increasingly responsible for the writing and validation of these new types of texts. To assess the cognitive-didactic usability of the prototype, a questionnaire was given to a panel of experts. The first part of the paper describes the outcomes of the literature review carried out in order to draw effective design principles; the second part illustrates the prototype development and the procedure adopted to collect and analyze data. The results are then discussed and finally some conclusions are drawn.

Abstract:
English abstract: The Qurʾān is both a holy scripture and a holy object. As the latter, certain rules pertain to it as a physical book, including rules of placement, disposal, and ritual purity. In this article, we discuss the material aspects of the Qurʾān, the transition from the physical version to the digital or ‘appified’ version, and which religious practices are transferred, adapted, or entirely dropped in this transition, forming the point of depature for our study. The article is based on an ongoing qualitative study of the attitudes of 13 Danish-Muslim informants regarding the physical as well as the digital Qurʾān. From this data, we argue that the transition between these two types of media caused several new issues to be considered by our informants, for example, concerning rules of purity when dealing with a Qurʾān app.

Abstract:
Innovation 4.0 is a strategic lever of industrial policies. That is the reason why, over the last decade, many European countries have introduced national plans to implement it in their economic fabric. Within this context, this paper focuses on the effects of Industry 4.0 policies in Italy and Europe by presenting the results of a research study on the national and continental ecosystems of innovation. In particular, the study was conducted by involving the main key bodies introduced by the “Transition 4.0” plan in Italy: Competence Centers (CCs), Digital Innovation Hubs (DIHs), and Punti Impresa Digitale (PID). The study adopted a qualitative–quantitative approach: an analysis of gray literature, semi-structured interviews, and a survey involving Italian and European DIHs were carried out. The results highlight an ambivalent scenario: on the one hand, the research suggests that the consolidation of the ecosystems of innovation is underway in Italy and relies on good organizational capacity; on the other hand, the international comparison indicates that the Italian system still suffers from a marked territorial and institutional fragmentation that needs to be addressed in the coming years.

Abstract:
The pandemic has forced all organizations, public and private, to suddenly change the way they operate to adapt to the limitations imposed by governments. According to many authors, the pandemic period represented a moment of enormous acceleration of the digital transition process that we were all already experiencing. Even universities needed to convert all their assets very quickly according to remote/agile work paradigm. Teaching activities were reconfigured to be conducted with remote teaching tools, largely using digital communication platforms. This article presents the results of a research involving a national representative sample of university teachers. They were asked, on the one hand, to reconstruct the main features of the teaching experience during the first phase of the pandemic, and on the other, to evaluate its effectiveness and results. Finally, they were asked to evaluate how much the techniques learned could be useful in the post-Covid period in ordinary teaching and how useful they consider adopting a hybrid or blended model of teaching. The data presented allow us to offer some initial reflections on the effective acceleration of the digital transition process of university teaching and the actual level of transformation that the pandemic period has triggered.

Abstract:
"Starting with the end of the 20th century and the beginning of the 21st century, humanity is experiencing a new societal type, the information society. The emergence of computers, the Internet, digital information, artificial intelligence and digital devices with the ability to automatically process information, work autonomously, or even form networks with other devices, cyber and virtual space and so on have led to a technological explosion and the digitalization of societies. Under these circumstances, the digitalization and virtualization of many human activities and relationships in all societal domains constitutes a postmodern “game changer” of societies. Consequently, digitalization has major repercussions at the level of security and the international security environment. We are witnessing a transition from the nuclear century to the digital century, through the emergence of a new type of human confrontation, the digital confrontation. This new type of confrontation manifests itself both in virtual space, through what we so often hear as cyber war, and in real space, through digitalization of defence and the battlefield. Thus, if the security environment of the 20th century was characterized by globalization under the auspices of the nuclear threat, is it appropriate to consider that the 21st century will be characterized by de-globalization under the auspices of the digital threat?"

Abstract:
This contribution deals with the conceptual nexus of the labyrinth and hell. Starting briefly from its archaic-mythological origin and assuming its subsequent Christian declination, the article then delves more specifically into its secularised translation and in terms of phantasmagoria. This starts with the advent of modernity, then the transition to advanced capitalism and through reference authors such as the surrealists Louis Aragon and André Breton, Roger Caillois and Walter Benjamin. Finally, the text proposes an actualisation of the labyrinthine-infernal idea in the categorical context of the analyses of postmodernism up to the contemporary scenario, questioning some of the main problems posed by the digital revolution, the image-reality relation, the oscillations between technophobic catastrophism and accelerationist utopias, the dissolution of the phantasmagorias of the present.

Abstract:
This doctoral research investigates the role that citizen-driven initiatives can play at the intersection of the urban and digital spaces. It follows three lines of investigation. First, it explores how research about grassroots alternatives for sustainable and just cities may benefit from a particular type of digital commons: collaborative cartographic mappings. Second, it investigates the intertwin of digital commons with physical urban commons to understand how commoning may lead to transformative impacts in the city. Third, it seeks to evaluate the transformative potential of the commons as a narrative of change for sustainable and just cities in the digital age. Methodologically, it relies on action research, primary individual case-studies as well as a comparative case-study analysis. A preliminary result is the identification of grassroots-led collaborative mappings – seen as commoning initiatives – as valuable sources of knowledge about alternative urban economies. Main results compel us to question the classical/naturalist understanding of the commons that tends to consider it as a given. Instead, research would benefit to investigate a commoning process: the reclaiming creation, and use of shared urban resources. And, further, transcending artificial divides between the tangible and intangible facets of the commons, (urban) commoning is best defined as a relational practice of caring for and building partnerships for the reproduction of life in the city. This is all the more important that another significant result of the present work is that, while they may open new potential, digital tools are not central to commoning the city, in contrast other discourses (Sharing Economy, Smart Cities). Epistemologically, the author recommends aligning the effort of researching urban commoning to the Diverse/Community Economies research agenda which calls for performative studies of more-than-human urban commoning-communities.

Abstract:
Cities are growing rapidly. As a result, they are exposed to increasing social and urban pressures, particularly in terms of access to administrative, health, housing and employment services. To meet these challenges, they are opting for governance approaches based on digital technologies. But the challenge is not only to appropriate digital innovations, but also to guarantee the rationality of the decisions taken and the fair and effective participation of all stakeholders, particularly residents of disadvantaged neighborhoods. It is in this context of digital transformation that Rabat, capital of the Kingdom of Morocco, aims to make its smart city system responsive to contemporary concerns. It aims to capitalize on its distinctive historical, geographical, administrative and cultural potential. In 2023, Rabat ranked fifth among Arab cities in the Swiss Institute (IMD) ranking, surpassing its neighboring competitor, Casablanca. However, the same study showed that Rabat has a mixed record in the use of digital technologies, particularly in the areas of access to health services, education, leisure and business financing. This observation constitutes one of the key elements which guided us in the choice of the subject of this thesis. Thus, our research problem revolves around the following question: Can we qualify the “Rabat: smart city” project as a democratic, equitable and participatory project? Without calling into question the credibility of this project, the question of social acceptability, particularly of those who should, in theory, be the first beneficiaries, challenges us in several respects. This brings us back to the question initially asked by Vincent Meyer in 2017 concerning the measures taken to ensure that the digital transition itself does not become an additional factor of inequality. To address this subject, we called on the methods and techniques deployed both by geographers and by researchers in information and communication sciences. As this is a joint international thesis at the interface of the two disciplines, the material used is based both on the exploitation of a rich literature for theoretical support and on empirical field studies for understanding the manufacturing process of the “Rabat-intelligent city” project and its operation. This research is organized into 7 chapters comprising 3 levels: The first concerns the theoretical framework, the research problem, the hypotheses and the methodology used. The second addresses the notions of human intelligence and digital solutionism, before addressing the geographical, historical and socio-demographic context of the city of Rabat, then the issues of urban governance. Finally, Chapters 6 and 7 present the lessons learned from this research, trying to highlight the strengths and gaps recorded in terms of participation, social acceptability, communication and financing

Abstract:
The Internet is changing how people in Africa and around the world communicate. It has also greatly impacted the way the media operates. In many countries, people are depending less and less on the traditional media (newspapers, magazines, radio, television) for information and communication. Traditional newspaper organisations as we l as journalists in Africa and around the world are learning to adapt and come to terms with the new technological reality. While the Internet revolution in Africa is still evolving, it has created opportunities and challenges that are redefining the way newspapers, journalists and the audience access and disseminate information. This research examines the impact of the digital transition on newspaper journalists in Africa using Nigeria and South Africa as case studies. It reviews the effect and growing importance of the Internet, online newspapers and social media, in shaping the future of print journalism, the newspaper business and audience interaction in both countries. The research argues hat new media is redefining journalism in Nigeria and South Africa. It has not only created new kinds of journalists and audience who are no longer passive receptors of news, it has thrown up new business models for the news industry facing severe glut. The research concludes that this change has clear and far - Reaching implications for journalists as well as newspapers and their audience; that if journalists in Nigeria and South Africa are aware of the importance and disruptions wrought by the new phase in the evolution of the media, there is still missing a coherent formula in dealing with the challenges and that there are a lot of factors some beyond the purview of journalists that are shaping their reaction.

Abstract:
A common perception among researchers in mathematics education is that the transition between secondary- and tertiary level of mathematics may be problematic for the students. In particular, the exact and abstract nature of the theory of Linear algebra versus its arithmetic-geometric presentation in school appears to be difficult for the novice students. The application of properties for defining concepts at university in contrast to their usage for describing concepts in school points out a possible occurrence of obstacles for learning and discrepancies in procedural and conceptual understanding. The aim of this study is to examine how could upper-high school students develop a conceptual understanding based on concept definition and concept image in connection to multiple modes of description and thinking about concepts such as bi-linearity exemplified by the dot product of vectors and multi-linearity exemplified by determinants. In order to achieve this, I have created a specific teaching/ learning sequence in a dynamic geometry environment (DGE), then implemented it and evaluated it in a high school in Berlin, following a complete cycle of design-based research and conducting a multiple-level data analysis. The findings of the study show not only that widening students' concept images, developing multiple modes of thinking and gaining deeper conceptual understanding can successfully be mediated by dynamic geometries, but also give insights into an eventual theoretical model of how can they be further examined. Moreover, the study promotes authorized open-source interactive teaching/ learning materials for further sustainable practice and research. It opens new research questions about revisiting axiomatic approaches on local levels in upper high-school Linear algebra which may base on the integration of all three modes of description and thinking geometric, algebraic and abstract possibly facilitated by DGE.

Abstract:
This thesis examines the evolution of Canadian broadcasting regulation since the adoption of the 1991 Broadcasting Act with a specific focus on the digital television transition. For Canada, this technological shift exemplifies many of the greater changes in public policy in the last two decades: a faith in market mechanisms, light-touch regulation, co-regulatory approaches, and the powerful influence of new technologies. This dissertation will address the following central question: does the policy surrounding the transition to digital television broadcasting pose a challenge to traditional concerns of the role of broadcasting in Canadian democracy? Utilizing the approach of institutional political economy, this study is informed by primary government and industry documents and interviews conducted with key actors within Canadian broadcasting. This dissertation offers a unique contribution to knowledge in three areas: establishing clear parameters for the differences between policy and regulations in Canadian broadcasting; offering the first comprehensive study of the Canadian digital television transition; and analyzing the growth and impact of self and co-regulation in Canadian broadcasting policy. The results of this study speak to the power dynamics amid the range of actors involved in the Canadian policy process, the influence of new technologies, and the greater prevailing policy directions in broadcasting since the 1991 Broadcasting Act was adopted.

Abstract:
This study aims to research how animation advertising companies have gradually absorbed digital technology in São Paulo from the mid-1980s until the 1990s. By observing their functioning before, during and after the effective implementation of new resources, and, by this investigative approach, the study identifies the facts and data which point toward the impact on the creative process at all its stages. In the review of literature, the analog production model of animation is presented, which allows for conjecturing as to what socialcultural environment has enabled the emergence of animation studios which have left their mark in the history of Brazilian advertising. From a qualitative research perspective grounded on Oral History, it used interviews with producers, to document and gain a clearer understanding of the making of an animation film, in both in the analog as well as in the digital era. By the collecting accounts, research evidence hopes to contribute to a historical review of a particularly fertile moment in the history of Brazilian animation. As well this study documents an audiovisual segment that traditionally is not addressed in academic discussions. As a result, a reflection of the development of the creative process was obtained, not only because of technology used but also by virtue of a set of social-economic-cultural elements which have influenced the fruition throughout times and determined productivity guidelines for the audiovisual.

The paper analyses the application of the European and Italian policies of flexibility and flexicurity, showing their inadequacy to guarantee a just balance between the firms need of flexibility and the stability of employment. It examines the change of policy adopted with the NGEU finalised to promote a just transition to sustainable development and employment. It argues that the success of this transition requires an innovative approach in economic and labor policies: in particular more investments in continuous training for reskilling and upskilling workers affected by the transitions, support for the relocation of the same workers ,effective use of the NGEU funds to promote employment, particularly of women and youngsters, selective universalism in labor and welfare provisions with the aim of fighting inequality, precariousness and the fragmentation of work.

Abstract:
AbstractUnder the inspiring and aspiring title: Paving the way for pushing and pursuing a “one for all, all for one” triple transition: social, green, and digital: The Three MuskEUteers, a group of remarkable co-authors and contributors have developed radically new forward-looking visions, principles, approaches, and action recommendations for an attuned indivisible social, green, and digital transition. The triple transition is aimed at helping humanity gather around a life-sustaining purpose, as opposed to life-destroying one in terms of wars of all kinds (military, economic, political, etc.); nature decay and wreckage (carbon footprint, plastic pollution, soil poisoning, etc.); human alienation (favelas, homeless persons, refugee camps, child malnutrition, poverty, exclusion of any kind); and geographic imbalances with empty rural spaces and overcrowded megacities (creating difficult access of rural and/or remote population to care, health, and other essential services; difficulty of urban population to contact with natural environments). The work highlights the urgent need to speed up a third social transition (Within this social transition dimension we understand the socio-cultural scope as any social shift implies a cultural transition and vice versa, with its very deep implications.), in addition to the green and digital transitions more widely recognised by the international community. Innovation, or a European industry-led twin transition aiming for climate neutrality and digital leadership, cannot be supported without a firm, responsive, responsible social and environmental engagement. Neither is it possible to tackle a JUST triple transition which is not firmly rooted in worthwhile human development, underpinned by the Sustainable Development Goals. And none of these transitions can go separately and/or isolated; they all need to intertwine around the notion of (more, firmer, and determined) just transition.European society is presented as a huge “co-laboratory” for this “all for one, one for all” boundaryless triple transition to respond to the urgent radical changes demanded by humanity and by the planet. The chapter proposes a radically new vision to pursue a non-explored transformative way to ideate, design, develop, and deliver science, innovation, and collaboration through experimentation and learning, and throughout multi-stakeholder engagement from the n-helix spectrum. It proposes systemic innovation tactics for the “how” (green, techno-digital), for the strategic “what” (green, social), for the purposeful “why” (green, social), and for the operational “how best” (green, social, techno-digital) within the governing principles of eco-centric society. This encompasses: Courageous goal-aligned alternatives, as a shift to new (yet ancient) principles of eco-centric rather than ego-centric behaviour. The adoption of a “complex system mind-set” to build up dynamic, context-sensitive, and holistic approaches to co-design mission and purpose-driven actions, outcomes, outputs, and no-harm impacts. The ignition of the transformative capacity of all forms of collaboration (international, interdisciplinary, intersectoral, intergenerational, inter-institutional, inter-genders) vs hierarchy as alternative governance and distribution models to overcome the unjust and unsustainable biased status quo within evolving, adaptable, flexible, and transformational n-helix ecosystems. The Three MuskEUteers, deeply anchored in European values (human dignity, freedom, democracy, equality, rule of law, and human rights), will pave the way and drive humanity towards the achievement of the ambitious, but achievable, targets of the United Nations 2030 Global Agenda, the Sustainable Development Goals.Europe can be the initiator of co-laboratory experiments where social change drives the “all for one, one for all” dream into transforming this three-prong transition into possible real good ecosystems working.

Abstract:
The paper aims to present an experience carried out in an italian primary school in relation to the seismic risk prevention under a particular point of view: the transition from a traditional platform for e -learning to a perspective related to open educational resources. The project "Tutto trema! Twinning and paths of digital storytelling in Emilia and Molise schools" was born from the need to find new ways to educate from an early age to the prevention of earthquake risk in the Italian regions that are particularly sensitive to this issue. In this sense, we used, as digital tool, a moodle platform in a lower age group (7-8 years old). Using moodle have been carried out a series of activities: starting from a description of the fears and experiences of children, it has gone to the creation of materials published in the platform. Were made drawings, images, videos, documentation of educational activities related mainly to issues of a scientific nature and at least partially reusable for further educational pathways. The project was presented and accepted for its development within "Piano nazionale scuola digitale", the plan promoted by the Italian Ministry of Education for the promotion of digital skills. In particular the project "Everything is shaking" been included in the action classes 2.0 that includes the creation of a learning environment innovative compared to the traditional classrooms . Echoing the comments of the OECD regarding the evaluation of Italian politics in relation to the spread of digital resources in the school, the project "Everything is shaking" wants to develop in the direction of production routes and materials that can be replicated and reused in other contexts. The perspective offered by the open educational resources is therefore of great interest in showing a threefold perspective : find open educational resources already made in relation to the issues dealt with, adapt and change in relation to specific contexts , build new ones, remaining in an open perspective.

Abstract:
Reducing the use of paper is, first and foremost, an essential factor for environmental economics and sustainability. Digital transformation is also one of the tools supporting the environmental economy, improving business efficiency and reducing costs in the following ways: reducing errors and processing times and increasing security and confidentiality. In the document on Digital Transformation Guidelines 2021-2027 (Cabinet of Ministers Order No 490 of 7 July 2021 on Digital Transformation Guidelines 2021-2027. https://likumi.lv/ta/id/324715), one of the visions of the action sub-action: Fully digitised and data-driven core activities of public administration (4.4.9.3) is "Public administrations and local authorities organise their work and cooperate exclusively digitally, using a single structured data space accessible to all authorities". Starting the digital transformation process and implementing an environmental economy requires planning, strategy development and a change of thinking in the company. For this reason, it is essential to understand the current situation and readiness for change. The aim of the study is to find out the preparedness of Liepaja state municipality companies to switch to a paperless municipality. The research highlights opportunities, weaknesses and recommendations for future work.

Abstract:
The presence of glauconite in soils can be a challenge to foundation installation and performance. Glauconite mineral grains form under reducing conditions in shallow marine environments and have been found at offshore wind development sites in north-east USA. Quantifying glauconite content can therefore be critical, and traditional approaches are costly and time-consuming. We present an automated method to quantify glauconite content in soil samples through digital analysis of their microscope images. Results from the New York Bight are in line with those determined through traditional methods and are achieved more efficiently with lower user bias.

Abstract:
The influence of pressure gradient and freestream turbulence level on boundary layer transition has been studied experimentally using hot wire instrumentation and digital signal processing and analysis. An established transition correlation and recent transition model were found to give acceptable prediction of the experimental results. The digital system was used to conditionally sample the transitional boundary layer data and hence to determine the mean and fluctuating velocity profiles for the laminar and turbulent parts of the boundary layer separately. The turbulent portions were found to correlate well with fully developed turbulent boundary layer profiles, but the laminar portion profiles deviated considerably from those typical of a laminar boundary layer.

Abstract:
This paper provides a practical overview of the purpose and usage of the revised IOGP GIGS (International Association of Oil and Gas Producers Geospatial Integrity of Geoscience Software) toolkit - an open-source digital testing framework for benchmarking and guiding the development and implementation of high-quality geospatial applications, primarily for geoscience use cases in the energy industry. Guidance is provided for the comprehensive package of checklists, test data and documentation that can help identify and troubleshoot data integrity issues and mitigate the risks of positioning errors in geoscience data - facilitating time savings, efficiency gains and cost avoidance. A decade after initial release, the GIGS 2.0 update is proven to make it significantly simpler and faster to evaluate and develop software in line with industry best practice. The content is relevant to both users and developers of geoscience software and aims to help demystify geodetic issues often encountered in the profession.

Abstract:
The United States Department of the Interior is pursuing an aggressive program for licensing of offshore wind development areas. Currently the last announced area is the area offshore the State of Maine on the extreme northeast seaboard of the United States, for which licensing is scheduled for 2025. This paper studies how far a geographic information system (GIS) project for screening of the waters offshore Maine can be taken using solely readily available digital data sources from the internet to categorise the area in terms of potential turbine types and influencing risks to licensing and layout. GIS is a spatial system that creates a connection between data and maps through management and analysis, displaying geographic relations and patterns. The study area was subjected to glaciation during the Quaternary and was then further affected by the effects of glacial retreat. Today the northern edge of the area bounds to the Bay of Fundy - an area experiencing the highest tidal ranges of anywhere in the world, thus variation of currents across the area and their implication to modern seabed processes is important. The paper will demonstrate the development of the GIS project and the results developed.

Full text
Abstract:
An electric field induced antiferroelectric (AFE)-to-ferroelectric (FE) phase transition in lead zirconate titanate (PZT) thin films was shown to produce a digital birefringent change in the materials. Such field-induced AFE-to-FE phase transitions may be influenced by the interface between the PZT thin films and certain electrode materials. It has been observed that soft-ultraviolet (UV) illumination to PZT thin films effectively lift the interfacial suppression to the phase transition. Therefore, soft-UV light may be used as a writing beam to change the polarization state of the PZT thin films via the photo-activated AFE-to-FE phase transition.

Abstract:
The global shift toward sustainability and increased digitalization is evident. Nations are integrating renewable energy, carbon emission reduction, and advancements in green technologies into their development plans. Simultaneously, Industry 4.0 has revealed the diverse ways technology influences human life. Rather than separate factors, these dual forces are interconnected elements that countries must navigate for sustainable progress. As countries pursue development strategies, taking a closer look at this twin phenomenon is important. This study assesses how investments, labor, science, technology, innovation, and artificial intelligence contribute to this dual transformation. Through desk reviews and synthesized data, this paper highlights relevant initiatives, technology-related risks, and recommendations for addressing existing gaps. The study acknowledges existing government initiatives aligned with green transition and digitalization. However, it identifies persistent issues, such as inadequate investment in clean climate technologies, shortage of skilled workers in green sectors, and uncertainties regarding the sustainability of AI. To overcome these challenges, the paper proposes directions to bridge gaps, remove barriers to participation, and enhance capabilities, aiming to harness this combined transition's potential fully.

Biswas, Sukalpa, and Alex Wright. The Digital Evolution of Highway Infrastructure Asset Management. TRL, July 2022. http://dx.doi.org/10.58446/cwlm6036.

Full text
Abstract:
The last decade has seen a very gradual change at a local network level in the methods used to collect data from Highways Infrastructure Assets, how to manage and operate Assets, a change in the way those Assets are used, and the way they are maintained and constructed. This change is largely driven by digital technology improvements. This evolution has also created uncertainty around Highways Asset Management processes. The sector is now at a point where there is an imminent requirement for transition from “Traditional” to “Intelligent” styles of Asset Management. While the strategic network operators have been invested in this transformation for some time, Local Road operators are being left behind. In this paper TRL identifies some of the key actions required for local highways managers to successfully achieve this transition to digital, and in so doing realise the benefits of the digital evolution of highways Asset Management. Dr Sukalpa Biswas and Dr Alex Wright touch on the factors influencing the changes, identify the novel technologies having the greatest impact, and set out five essential steps for Asset owners to consider on their journey to Intelligent Asset Management. This is accompanied by specific practical actions required of each type of stakeholder (Asset Owners, Technology & Software Providers, Standards & Legislative Authorities).

Abstract:
Digital Promise and Langer Research Associates developed the “Survey of Student Perceptions of Remote Teaching and Learning” to capture the experiences of undergraduates taking courses that transitioned to online instruction in response to the COVID-19 pandemic. The survey explores the nature of college courses as they were taught during the COVID-19 outbreak, the pervasiveness of various challenges undergraduates faced after the transition to remote instruction, and course features associated with higher levels of student satisfaction. Data analyses compared experiences of students from low-income, underrepresented, or rural backgrounds to those of students with none of these characteristics. This survey was administered in the spring of 2020 to a random national sample of 1,008 undergraduates, age 18 and older, who were taking college courses for credit that included in-person class sessions when the COVID-19 pandemic hit and had to finish the course by learning at a distance.

Abstract:
Today's businesses know that driving innovation is integral to succeeding not just in the present, but more importantly in the decades to come. Through the years, the innovation of digital technologies has transformed entire industries. Now it’s time to put those technologies to use and apply that same mentality to transform our schools. We need digital transformation of teaching and learning at scale across the United States. This report examines how the traditional one-size-fits-all approach to teaching and learning compares to more learner-centered, personalized frameworks; why we need to transition to them at scale; and how digital technologies can enable that scaling.
