Abstract:
The transaction cost economics has accumulated a mass of dogmatic concepts and assertions that have acquired high stability under the influence of path dependence. These include the dogma about transaction costs as frictions, the dogma about the unproductiveness of transactions as a generator of losses, “Stigler—Coase” theorem and the logic of transaction cost minimization, and also the dogma about the priority of institutions providing low-cost transactions. The listed dogmas underlie the prevailing tradition of transactional analysis the frictional paradigm — which, in turn, is the foundation of neo-institutional theory. Therefore, the community of new institutionalists implicitly blocks attempts of a serious revision of this dogmatics. The purpose of the article is to substantiate a post-institutional (alternative to the dominant neo-institutional discourse) value-oriented perspective for the development of transactional studies based on rethinking and combining forgotten theoretical alternatives. Those are Commons’s theory of transactions, Wallis—North’s theory of transaction sector, theory of transaction benefits (T. Sandler, N. Komesar, T. Eggertsson) and Zajac—Olsen’s theory of transaction value. The article provides arguments and examples in favor of broader explanatory possibilities of value-oriented transactional analysis.

Abstract:
Introduction. One of the least developed areas of the theory of economic institutionalism is transactional analysis of public finance. Its component – the theory of transaction costs, is mainly applied to the sphere of functioning of economic entities and the financial market. This necessitates the study of transactions in public finance as an economic phenomenon that requires an integrated approach and goes beyond purely transaction costs. The purpose of the article. The aim is to study the conceptual foundations, method and key areas of transactional analysis of public finance as a scientific field of institutional research. Method. To achieve this goal, the following general scientific methods were used: scientific abstraction, in highlighting the essential features of transactional analysis of public finance; comparative analysis, when assessing the differences in transaction costs in the public and market sectors; a systematic approach in identifying the components of transactional analysis of public finance. Results. Transactional analysis of public finance as a component of institutional research of public finance is considered. The role of transaction costs in the public sphere is shown and their ability to positively influence the efficiency of public finance due to the optimization of resource allocation in the public sector is substantiated. It is indicated that transaction costs in the public sphere are a necessary element to ensure compliance with supply and demand of public goods and other state services, which leads to increased utility of participants in collective interaction. The characteristic of the method of transactional analysis of public finance and its features is given. The main directions of transactional analysis of public finance from the standpoint of comparison of transaction costs, transaction losses and transaction benefits are outlined. The dualistic nature of transaction costs in relation to transformation costs is shown.

Abstract:
A great deal of importance has recently been given to studies dealing with the spiritual aspect of psychological theories and approaches; the aim has been to shed light on the spiritual aspect of humanity through these conducted researches and compilations. The current study aims to explain the perspective of transactional analysis on spirituality in terms of the theory of interpersonal relations and the extent of spirituality on the understanding of transactional analysis. Mainly the views of Berne and the researchers following in his footsteps have been taken into consideration. The experience of self-transcendence has been referenced by elaborating on the concept of autonomy, which occurs in spirituality through transactional analysis. By forming a framework over the transactional analysis view on spirituality, a perspective is offered towards transactional analysis patterns and spirituality along the axis of transaction and ego states. Family prisms, which are especially effective in the process of working with families in the understanding of transactional analysis, are clarified along the axis of spirituality. In addition, brief and summary information is presented about the pilgrim model, which guides transactional analysts regarding the spiritual elements a client brings during the consultation process. This study aims to show that the understanding of transactional analysis is a theory of relations and that therapists do not exclude spirituality from the counseling process but reference spirituality, particularly when focusing on ego states, intimacy, and autonomy, although not on all the concepts discussed along the understanding axis. For this purpose, the study aims to give the point of view on spirituality in transactional analysis theory by compiling the research that has been performed.

We present a theory for the design and verification of distributed transactions in dynamically reconfigurable systems. Despite several formal approaches have been proposed to study distributed transactional behaviours, the inter-relations between failure propagation and dynamic system reconfiguration still need investigation. We propose a formal model for transactions in service oriented architectures (SOAs) inspired by the attribute mechanisms of the Java Transaction API. Technically, we model services in ATc (after ‘Attribute-basedTransactionalcalculus’), a CCS-like process calculus where service declarations are decorated with atransactional attribute. Such attribute disciplines, upon service invocation, how the invoked service is executed with respect to the transactional scopes of the invoker. A type system ensures that well-typed ATc systems do not exhibit run-time errors due to misuse of the transactional mechanisms. Finally, we define a testing framework for distributed transactions in SOAs based on ATc and prove that under reasonable conditions some attributes are observationally indistinguishable.

PURPOSE/THESIS: The article is intended to present some opportunities to apply the text genres theory, transaction theory and cognitive schemata theory in the Information organization. The text genre should be understood here as a mental schema developed and distributed as a result of repeatable transactions with the text. The bibliographic (catalog) record can be treated as a text of a specified genre, which enables the scientists to research the social transactions both between the text and the author (information organizer, librarian) and the text and the recipient (information system user, library). All research presented in the article may be helpful to describe changes in transactions related to the changes in information technologies. METHODS: The article contains the description of changes to the transactions of information organization resulting from the application of new information technologies, that is the transformation of bibliographic record text into cybertext and their genres into cybergenres. RESULTS AND CONCLUSIONS: Any changes to the technologies used in the information organization lead to the development and enhancement of the users transactions with the text of the record in order to increase the search capabilities and simplify the methods of transaction implementation. ORIGINALITY/COGNITIVE VALUE: The approaches presented in the article are based on the theories of: cognitive schemata (constructivism), text genres (Miller and Andersen) and transactions (Dewey, Rosenblatt), applied in the analysis of bibliographic (catalog) records, treated as texts built in a specified convention arising from the repeatable transactions between information organizers and users. This point of view helps place those texts in an appropriate place among texts present in the scientific discourse.

Abstract:
The problem of optimization of transaction costs is investigated in the article from system economic theory. The concept of a transaction is interpreted as an interaction that affects the products’ seller and the products’ buyer and the immediate system environment of each of them. The representation of such an environment in the form of a tetrad, which is a relatively stable complex of four basic subsystems of object, project, process, and environmental types, makes it possible to trace the consequences of the transaction impulse in the economic zone of the seller and the buyer. Based on the systemic expansion of the concept of transaction, we analyze the transaction costs and benefits arising from the transaction in all four subsystems of the internal space of the firm and its immediate external environment. When formulating the modified Coase’s transactional principle, which determines the optimal size of a firm depending on the ratio between transactional (external) and administrative (internal) costs, we take into account the change in the firm’s “effect of influence” on the immediate environment as boundaries of the firm expand. Considering the “effect of influence” becomes especially important in the context of the growing development of the ecosystem form of organizing economic interaction, characterized by an increased density and tightness of intersubjective relations within the ecosystem. Attention is drawn to the positive aspects of “institutional friction” in the economy, which allows a new approach to determining the optimal level of transaction costs. The expediency of considering the “double tetrad” as a combination of the seller’s tetrad and the buyer’s tetrad as a system unit of market analysis is substantiated.

Purpose – The purpose of this paper is to invite further consideration of how people experience documents. By offering a model from Reader Response theory – Louise Rosenblatt's Transactional Theory of Reading – as well as examples from research on numinous experiences with museum objects, the author hopes to open further avenues of information behavior studies about people and documents. The goal is to incorporate more aspects of lived experience and the aesthetic into practice with and research of documents. Design/methodology/approach – Theoretical scope includes Louise Rosenblatt's Transactional Theory of Reading, John Dewey's concepts of transaction and experience and lived experience concepts/methods derived from phenomenology. Findings – Rosenblatt's Transactional Theory explicates the continuum of reader response, from the efferent to the aesthetic, stating that the act of “reading” (experience) involves a transaction between the reader (person) and the text (document). Each transaction is a unique experience in which the reader and text continuously act and are acted upon by each other. This theory of reading translates well into the realm of investigating the lived experience of documents and in that context, a concrete example and suggested strategies for future study are provided. Originality/value – This paper provides a holistic approach to understanding lived experience with documents and introduces the concept of person-document transaction. It inserts the wider notion of document into a more specific theory of reading, expanding its use beyond the borders of text, print and literature. By providing an example of real document experiences and applying Rosenblatt's continuum, the value of this paper is in opening new avenues for information behavior inquiries.

Abstract:
This thesis explores the phenomenon of coping with dyslexia based on the perspectives of six Greek dyslexic adults, as expressed by themselves. The research is concerned with exploration of the phenomenon by standing out from linear reductionist approaches - whether pathologising person-focused or exclusively environment-focused - as well as interactionist approaches that are simplistically additive. Instead, the study explores the phenomenon of coping with dyslexia from a transactional perspective which assumes that the factors of coping are strongly interrelated, mutually affected and altered by the transaction, suggesting a more complex and holistic understanding of the phenomenon. More specifically, the study considers the adequacy of Schlossberg’s transitional 4 S System in explaining the experiences of individuals who cope with dyslexia. To pursue the purposes of the study, a multiple case studies design was employed and semi-structured interviews were conducted. Findings suggest that for the participants, coping with dyslexia is not restricted simply to dealing with a set of difficulties, because the dyslexia ‘situation’ is a complex entity with a variety of aspects which relate directly or indirectly to literacy efficiency. Participants reported employing a complex and constantly evolving (across contexts and over time) system of different coping strategies. In fact, findings suggest that coping with dyslexia is not a stable entity but a transactional process which is characterised by fluidity, non-linear evolution and involvement of multiple factors. The 4 S System managed as an analytic tool to adequately identify and explain the complex transactionist relationships between the involved factors and the system of coping as a whole. Finally, in terms of effectiveness, findings suggested that there are no magic recipes. The usefulness of a coping or support activity seems to be an individualistic issue determined by contemporariness and so, a flexible approach towards coping with dyslexia is suggested.

Abstract:
Empirical research on parents’ decision making process and parents’ actual criteria when considering preschool is critical when considering its relationship to early educational experiences and subsequent outcomes for children. Research has consistently demonstrated that the type and quality of preschool program children attend has implications for future academic success. A review of past research suggests parents often have difficulty assessing quality and include a wide range of considerations that include both practical and educational features of care. The current study utilized a transactional ecological framework to examine parent considerations and related family, child and cultural factors. A series of focus groups and interviews were conducted with parents to identify parent considerations and inform creation of a survey measure designed to assess these considerations. Surveys were then completed by 203 parents from varying socioeconomic and ethnic backgrounds who had a child that qualified for state-funded preschool the following year. Parents were recruited from 20 centers including Head Start programs, private-for profit programs, religiously affiliated programs and one YMCA center. Exploratory factor analysis identified two highly correlated categories of considerations: 1) characteristics that designate several types of quality indicators and 2) characteristics that designate a program’s practical features. A series of hierarchical regressions indicated a combination of cultural, family and child factors are important when assessing parents’ considerations for pre-kindergarten. In particular, socioeconomic status, parents’ beliefs about childrearing and involvement and children’s prosocial skills and family structure were uniquely related to parental endorsement of quality and practical considerations. These findings have important implications for policymakers and practitioners.

Abstract:
Telecommunicators (e.g., dispatchers and 911 operators) experience firsthand the death and suffering of friends, family, peers, and strangers in a chaotic work environment characterized by chronic stress and lack of support. Previous research has demonstrated telecommunicators are at increased risk for negative health outcomes; however, existing research does not identify predictive pathways to posttrauma symptoms in telecommunicators. In an application of the transactional theory of stress and coping, I used structural equation modeling to examine occupational antecedents, work-family conflict, negative appraising, and coping as predictors of posttraumatic stress symptoms in telecommunicators. A convenience sample of 103 telecommunicators, recruited through agencies across the United States, completed a series of PTSD, stress, and coping surveys. Results supported three theorems from the transactional theory of stress and coping: (a) Chronic antecedents are correlated with work-family conflict (r = .54, p < .01), (b) work-family conflict predicted negative appraising ( β = .64, p < .01), and (c) coping predicted posttraumatic stress symptoms in telecommunicators ( β = .30, p = .01). These findings contribute to the current body of occupational health literature by expanding understanding of telecommunicators'€™ occupational experiences and appraisals and provide insights into modifiable processes and policies that can enhance and protect telecommunicator long term health. Specifically, employee-focused policies directed at preserving work-home balance and reducing chronic stressors in the workplace are recommended. Additionally, further research can be initiated to evaluate effectiveness of policy changes in telecommunicator appraising, health, and wellbeing.

Abstract:
The study found that frequent communication with students, both synchronously and asynchronously, reduces the degree of student autonomy and forces them to engage in dialogue. This in itself is a guarantee of minimizing the transaction distance. One of the interesting strategies for this is to use informal language in written or oral feedback ("Gio, you wrote well, Kochagh!”,“Helen, why didn't you send me an assignment yesterday?”). Personal address to students is important in the asynchronous learning process. It is also important to understand that the student is somehow responsible for publishing his / her assignment in the classroom. Thus, the student becomes accustomed to dialogue with her classmates and feels accountable to them. It is advisable to contact the student's family frequently to find out if they have any problems accessing the Internet or if we can provide the student with a personal device. Sharing personal problems will also reduce the transaction distance and give the student the enthusiasm to engage in dialogue. Moderate use of humor and emotion, hope and encouragement, direct, sincere relationship, will somehow reduce the perception of physical distance, while minimizing the transactional distance.

Taxpayers sometimes engage in complex transactions with uncertain tax treatment, such as mergers, acquisitions, demergers and spin-offs. With the rise of global value chains and proliferation of multinational corporations, these transactions increasingly involve transnational financial arrangements and cross-border dealings, making tax treatment even more uncertain. If improperly structured, such transactions could have costly tax consequences. One approach to dealing with this uncertainty is to create a private rulings regime, whereby a taxpayer applies for a private ruling by submitting a statement detailing the transaction (proposed or completed) to the tax authority. The tax authority interprets and applies the tax laws to the requesting taxpayer’s specific set of facts in a written private ruling. The private ruling offers taxpayers certainty as to how the tax authority views the transaction, and the tax treatment the taxpayer can expect based on the specific facts presented. Private rulings are a common feature of many tax systems around the world, and their main goal is to promote tax certainty and increase investor confidence in the tax system. This is especially important in a developing country like Uganda, whose tax laws are often amended and may not anticipate emerging transnational tax issues. Private rulings in Uganda may be applied for in writing prior to or after engaging in the transaction. The Tax Procedures Code Act (TPCA), which provides for private rulings, requires applicants to make a full and true disclosure of the transaction before a private ruling may be issued. This paper evaluates the Ugandan private rulings regime, offering a comparative perspective by highlighting similarities and contrasts between the Ugandan regime and that of other jurisdictions, including the United States, Australia, South Africa and Kenya. The Ugandan private rulings regime has a number of strengths. It is not just an administrative measure as in some jurisdictions, but is based on statute. Rulings are issued from a central office – instead of different district offices, which may result in conflicting rulings. Rather than an elaborate appeals process, the private ruling is only binding on the URA and not on the taxpayer, so a dissatisfied taxpayer can simply ignore the ruling. The URA team that handles private rulings has diverse professional backgrounds, which allows for a better understanding of applications. There are, however, a number of limitations of the Ugandan private rulings system. The procedure of revocation of a private ruling is uncertain. Private rulings are not published, which makes them a form of ‘secret law’. There is no fee for private rulings, which contributes to a delay in the process of issuing one. There is understaffing in the unit that handles private rulings. Finally, there remains a very high risk of bias against the taxpayer because the unit is answerable to a Commissioner whose chief mandate is collection of revenue. A reform of the private rulings regime is therefore necessary, and this would include clarifying the circumstances under which revocation may occur, introducing an application fee, increasing the staffing of the unit responsible, and placing the unit under a Commissioner who does not have a collection mandate. While the private rulings regime in Uganda has shortcomings, it remains an essential tool in supporting investor confidence in the tax regime.

Restrictions on the banking sector are having a growing adverse impact on the flow of funds to humanitarian agencies and assisting communities affected by humanitarian crises has also become much more difficult and costly. Delays, refusals of transactions by financial institutions and outright bank account closures worsen humanitarian crises by delaying aid distribution response times. The inability to channel funds and critical financial services into countries in humanitarian crisis prevents life-saving humanitarian assistance from reaching those who need it most. The absence of legal transfer channels means the financing vacuum is often filled by illicit means, which can facilitate the spread of crime and corruption (ODI, 2021). Humanitarian organisations have turned to a variety of transaction channels due to disruptions in legitimate transfer mechanisms. Without these alternative money transfer channels humanitarian organisations have been unable to run some parts of their programming. These alternatives means of obtaining funds requires humanitarian organisations to enter into less regulated financial agreements that are not subject to international standards.

More than 60 countries in the world have already implemented instant payment systems (IPS). However, in many cases they have been operational mainly for person-to-person transactions. This study looks at the challenges IPS may face in developing economies like Colombia as they advance further into the person-to-business transactions space. Using a survey on Colombian merchants (IV-2020), the study explores the factors associated with merchants´ propensity to adopt instant payments and those associated with the adoption of current electronic payment alternatives. It shows that IPS will need to have a broad strategy to penetrate the person-to-business space, as they will have to compete with the low marginal costs and immediacy that cash already offers and the high levels of informality in the commerce sector, especially for micro businesses. Furthermore, IPS will have to meet the high expectations merchants have about instant payments enabling access to other financial services, enhancing their competitiveness, and increasing their bottom line.

This paper evaluates the appropriateness of the tax policymaking process that led to the introduction, and the later adaptation, of a tax on mobile money transactions in Uganda in 2018. We examine the unusual source of the proposal, how this particular tax diverged from the usual tax policymaking process, and whether certain key stakeholders were excluded. We argue that weaknesses in the tax policymaking process undermined the quality of policy design, and resulted in a period of costly, and avoidable, policy adjustment. This case study is relevant for Uganda as well as for other low-income countries which could be exposed to similar challenges in designing effective taxes for the mobile money industry.

This paper addresses a portfolio selection problem with trading costs on stock market. More precisely, we develop a simple GMM-based test procedure to test the significance of rading costs effect in the economy with a áexible form of transaction costs. We also propose a two-step procedure to test overidentifying restrictions in our GMM estimation. In an empirical analysis, we apply our test procedures to the class of anomalies used in Novy-Marx and Velikov (2016). We show that transaction costs have a significant effect on investors behavior for many anomalies. In that case, investors significantly improve the out-of-sample performance of their portfolios by accounting for trading costs.

Small firm owners facing idiosyncratic shocks adjust production by cutting spending and reducing their demand for external workers. These shocks propagate to other local households with whom shocked firms trade inputs and labor through local supply-chain and labor market networks, leading to declines in transactions, income, and consumption. The total indirect effects are larger than the direct effects: a US$1 decline in a shocked households business spending reduces aggregate consumption by US$1.7. Both the direct and indirect effects are mitigated by incoming transfers to shocked households with access to risk-sharing networks. Therefore, having access to health insurance protects both directly affected households as well as those who conduct transactions with them.

Abstract:
Long-term development finance provided by Multilateral Development Banks (MDBs) is key to advancing the United Nations 2015 Sustainable Development Goals. However, MDBs are constrained in their lending by the availability of capital. This paper argues that Risk Transfer, as a complement to equity injections, could permit higher MDB lending by attracting a broader class of investors. We describe selected examples of actual Risk Transfer transactions and provide estimates of the potential expansion in lending these techniques could yield. But we also identify obstacles that limit investors willingness and ability to participate in these transactions. Therefore, we recommend an agenda for international policymakers to open the way for the wider use of Risk Transfer. Still, we recognize this will be a gradual process which cannot substitute for MDB expansion through additional ordinary capital resources.
