Personnel training is an important strategic objective of innovative economy. The use of scientific and technological potential and the development of innovations ensure the economic growth of the modern economy. Only highly qualified specialists can make these factors work. The present research featured the problems of scientific and technical personnel training in Vologda region. The article presents a methodological basis that can be used to study innovative economic development. The number of researchers, engineers, and technical personnel has been going down for the last 25 years. The Vologda Scientific Center of the Russian Academy of Sciences conducted a survey among students and heads of local schools and colleges to analyze the conditions for the training of scientific and technical personnel in the region. The results can be used by the regional authorities to develop measures to improve the system of training, which will provide a smooth passage to innovative economy.

A study was conducted among 150 agricultural extension personnel from five districts of Kerala to identify the constraints faced by the agricultural extension personnel in using information and communication technologies (ICTs) in transfer of technology and suggested strategies for their capacity building. Lack of proper training facility was recorded as the most experienced constraint with a mean score value of 9.48, followed by inadequate computer facility (8.82) available to them. The other major constraints experienced by the extension personnel were poor technical know how and conducting trainings at inappropriate times with a mean score of 8.32 each and lack of financial resources formain taining the ICT tools with the mean score of 8.03. It is suggested to categorise the extension personnel into two groups viz., those extension personnel who need the basics of ICTs and those extension personnel who require the knowledge on advanced ICTs. Target specific training modules, hands on experience, well established infrastructure, adequate funds and personnel for repair and maintenance, computer based trainings and advanced circulation of annual training calendars among extension personnel by the training organizations are the suggested strategies for the capacity building of extension personnel of Kerala in using ICTs.

In addition, dedicated spill response team members must exhibit a combination of “soft skills,” such as leadership, communication, and teamwork, in order to sustain effective spill response operations. In pursuit of a comprehensive system for measuring, tracking and developing these attributes, Alaska Clean Seas developed a “Technician Progression Program” that provides the spill response technicians meaningful standards and a guide to develop these skills. As a result, the program sustains a priority for safety, builds personnel competencies, ensures regulatory compliance, and provides a clear and measurable path for technician advancement and organizational growth.

Le Gabon, depuis 2010, a interdit l'exportation des grumes. À travers cette décision, les autorités prônent la valorisation du bois sur le territoire national avant son exportation. Ceci à poser la problématique des disponibilités de la main-d'œuvre formé dans les institutions de formation pour transformer ce bois sur le plan local. Les structures existent en nombre suffisant pour la deuxième transformation où les entreprises sont plus artisanales qu’industrielles et le nombre d’entreprises dans la fabrication industrielle est inexistant. Cela ouvre un grand champ pour questionner les possibilités d’adéquation : des formations, de l’efficacité de leur action de formation ou de l’engagement des acteurs(élèves, enseignants, formateurs en entreprises…) engagés dans ces formations. De fait nous sommes allées questionner les élèves pour identifier les réalités de satisfaction, d’apprentissage et d'adaptation afin de cerner les éléments qui leur permettent de se construire une identité professionnelle utile à leur adaptation à leur profession pour une meilleure adéquation. Les résultats de ce travail permettront d’avoir un regard critique sur les réelles attentes des jeunes qui s’orientent vers l’enseignement technique et la formation professionnelle au Gabon. Pour l’administration et l’industrie du bois, ce regard doit encourager des analyses concrètes sur les besoins en terme de réforme pour l’industrie et la formation afin d’identifier les facteurs d'efficacité à prendre en compte pour l'évaluation, l’optimisation des formations et des facteurs d'adaptation de la main-d’œuvre destinée au travail dans ce secteur actuellement
Gabon, since 2010, has banned the export of logs. Through this decision, the government encourages the processing of wood in the country before it is exported. This to raise the issue of availability of trained manpower in training institutions to transform the wood locally. Structures exist in sufficient numbers for the second transformation where companies are more artisanal than industrial and the number of companies in the industrial manufacturing is non-existent. This opens a large field of possibilities to question the adequacy: training, the effectiveness of their training action or commitment of the actors (students, teachers, trainers companies) engaged in such training. In fact we went to ask the students to identify the realities of satisfaction, learning and adaptation in order to identify the elements that allow them to build useful professional identity in their adaptation to their profession for a better fit. The results of this thesis will take a critical look at the real expectations of young people are moving towards technical education and vocational training at Gabon. For the administration and the wood industry, this look must encourage practical analysis of the needs in term of reform for the industry and training to identify efficiency factors to be taken into account for the evaluation optimization training and adaptation of the workforce for work in this sector currently factors

Abstract:
This research has examined the personal capital investments and returns of a group of TAFE Diploma of Community Work graduates through the use of qualitative research methodology. Recognising that the concept of personal capital is distinct from human capital in that it considers the intrinsic reasons, impetus and values that individuals ascribe to their motivation to undertake and complete a course of study. Personal capital is not quantifiable within the present human capital outcomes paradigm, however the personal capital paradigm allows for a deeper exploration of a range of further tangible and valid outcomes not addressed in the human capital approach. There is a gap in the current research literature regarding evaluation of TAFE outcomes and it stems from a predominant human capital focus. The existing paradigm of human capital, which values the acquisition of knowledge and skills for their economic value, has been of primary interest and significance, particularly in terms of government policy in relation to vocational education and training By using an interpretivist approach comprising in-depth interviews, the researcher was able to explore the intrinsic drives, motivations and aspirations and impetus that brought the TAFE graduates to initially undertake their studies in the diploma program. This approach also allowed for an examination as to whether the graduates perceived that they had obtained a return on this personal capital investment in the study program. Through the conceptual framework, the research established a set of predetermined personal capital investments and returns, although the research was not constrained by these pre-determined themes. The use of grounded theory data analysis procedures in the study allowed for the evolution and analysis of emergent categories or themes relating to personal capital investments and returns. Consequently, the qualitative analysis of the in-depth interviews has revealed a broader range of themes relating to personal capital investments and returns than otherwise might have been discovered if the research had been limited to the pre-determined themes arising from the conceptual framework. It is the author's contention that this qualitative study of TAFE diploma graduate's personal capital investments and returns gives insights about the notion of personal capital and its importance to decision-making as to why individuals undertake the Diploma of Community Work. This study also reveals what they personally and professionally expect from study in such a program. Neither of which the current quantitative data about TAFE graduates, namely the Student Outcomes Surveys; by design and intent are as yet capable of acknowledging or exploring.

Доведено значущість науково-технічних витоків галузі як історичної передумови становлення кондиціонеробудування. Узагальнено доробок окремих учених зі всього світу. Обґрунтовано авторську періодизацію розвитку галузі, що складається з чотирьох періодів: перший (поч. 1930 рр. – 1957 р.), другий (1957–1967 рр.), найбільш результативний третій (1967 р. – поч. 1990-х рр.), четвертий період охоплював події після 1991 р. Розкрито особливість підготовки інженерних кадрів у Харкові для галузі кондиціонеробудування. Узагальнено досвід підвищення кваліфікації працівників безпосередньо в межах ХЗ "Кондиціонер". Thesis for the Candidate of Historical Sciences degree, speciality 07.00.07 – History of Science and Technology. – National Technical University "Kharkiv Polytechnic Institute" – Kharkiv, 2015. The formation and effective functioning of the Kharkiv scientific-industrial conditioner building complex, formed through the cooperation of two leading sectoral institutions – Kharkiv plant "Conditioner" and All-Union Scientific Research Institute "Conditioner", in the early 1930's – in the beginning of the 1990's, were studied in the paper. Wide historiographical and sources study analysis are done. The importance of science and technology beginnings as a historical background of the industry formation, is proved. Achievements of individual scientists from around the world are generalized. The author periodization of industry development, which consisted of four periods, is grounded. In particular, the first (early 1930 – 1957 year), the second (1957 – 1967 years), the third (1967 – the beginning of the 1990's). The fourth period covered the events after 1991. The feature of engineers training in Kharkiv for conditioner building branch is disclosed. Inconsistency of conditioner building industry state administration, which led to the curtailment of air conditioners production in Kharkiv at the beginning of the 1990's of the XX century, is highlighted. However, despite the serious complications of that time, manufacturing of air conditioners in Kharkiv survived, and the direct heir of the production center of conditioner building industry today is LLC "UkrConditioner".

The background of the thesis is the poor quality of learning outcomes of vocational technical education and traditional training system of industry in Taiwan. The motivation of the thesis is to enhance learning outcomes by integrating the digital teaching and flipped classroom method with traditional training system. The method of the thesis is, first, to transfer the training course into digital materials by the help of the teaching assistant who have well trained in digital learning. As instructional design, curriculum is divided into two stages, one is named the traditional apprenticeship education (digital teaching materials are used as a supplementary learning) with another is flipped teaching (students use digital teaching materials for self-learning). At the same time, this paper had observed the interaction between teacher and student by classroom analysis tools, and had explored the learning outcomes by through qualitative interviews. Finally, the author evaluated learning outcomes of students by summative assessment. The result of this research could provide new age thinking of technical personnel training mode in technical and vocational education system and business.

Work personalization within cognitive capitalism (Alessandrini 2013) demands universities to certify competences that can promote new forms of employability (Boffo, Federighi, Torlone 2015), connected to global network innovation (Steiner et al. 2013). Personal entrepreneurship becomes the heuristic promoter of career changes (Federighi, Torlone 2013). This enables individuals to ask new questions, to provide innovative solutions, and to create endeavours that can extend the current limits of knowledge, or define new ones (Costa 2014). Methodology: The research analysed variables and, by doing so, strengthened entrepreneurial competence (Morselli, Costa 2015; Costa, Strano 2016) from an enabling perspective, involving more than one hundred people going through a career change (Sen 2000). Based on a mixed method (Ponce, Pagán-Maldonado 2015) the research was developed over four phases: 1) Self-assessment (Pittaway, Edwards 2012) of entrepreneurial attitudes; 2) Recognition (Federighi 2014) of emerging competences from global innovation networks; 3) Reflective thinking (Mortari 2003) and switching in terms of awareness (Mezirow 2003); 4) Capability (Sen 2006) of opportunities and resources for the instigation of entrepreneurial action (Costa Strano 2016). Results: The data observed show that during career changes the development of competences is positively linked to age, education, and experience, above all when combined with enabling processes. As for entrepreneurship, training contexts in the service industry prove strategic, even if still too focused solely on the technical-informative dimension. Furthermore, the results show that entrepreneurial training (Pittaway, Edwards 2012) becomes competence that can promote action starting from resources/opportunities in various career changes (Costa 2014)

The findings highlight lack of infrastructure, inadequate teacher capacity, lack of updated curriculum, lack of awareness about ITI among students from formal schooling. On the basis of the findings the study recommended that the Government needed – Curriculum Enhancement Policies, Increasing Training Capacity, Program Evaluation, and Apprentice Programs; Infrastructure Improvement, Personnel, and Personal and Professional Development.

After consistently missing the contract's monthly-required staffing personnel requests, the senior director and senior manager of recruiting decided the day-to-day operations, procedures, and recruiting processes should be standardized within the recruiting section. The staffing department at Variant Data Systems, Inc. decided to move forward with instructional and noninstructional interventions to address incomplete biography submissions between the recruiters and the technical writer. This case study demonstrates how a layered organizational performance analysis was conducted to dissect recurring performance problems. The case also examines how an internal performance improvement consultant was utilized on the project to identify the performance issue and develop the expectations of the position, a communication plan, the formal instructional unit and knowledge management database, and accountability metrics to ensure it met the needs of the recruiting section in the staffing department.

Proper training of emergency responders is essential to safely and effectively respond to a train accident. While there are several existing programs that address training with respect to passenger trains and hazardous materials, training focused on rescuing entrapped crew members from the locomotive cab is lacking. To address this need, the Federal Railroad Administration is sponsoring QinetiQ North America to develop a multi-modal training program to better prepare firefighters to respond to locomotive-involved accidents. The training emphasis is on freight locomotive crew rescue and encompasses three main topics: 1. locate the scene of the incident, 2. access the interior of the cab to rescue personnel, and 3. maintain scene safety. One of the challenges involved in developing this program is the deficiency of knowledge with respect to the tools and techniques that should be utilized in locomotive rescue operations. For this, QNA conducted structural analysis of locomotive cabs and experiments with rescue tools on locomotives. The experiments involved fire rescue personnel and rescue tool manufacturers. Tools ranging from a standard Halligan bar to specialized tools such as hydraulic cutters were tested for effectiveness, speed, and safety. This paper discusses the experimental methodology and lessons learned.

This report aims to identify a selection of programmes and projects undertaken by countries under their respective National Action Plans. It focuses on discrete, large-scale initiatives that specifically target aspects of the WPS agenda and aim to influence change outside the implementing agencies, rather than changing agencies’ own policies and practices. Common themes that appear frequently across these programmes and projects include: supporting global pools of technical capacity on WPS and on peacebuilding generally; training military, police, and other personnel from partner countries, including building women’s professional capacities as well as training personnel in WPS-related good practices; supporting WPS networks and forums to share experience and expertise; extensive use of multilateral mechanisms for channelling funding and for sharing technical capacity; extensive support to and collaboration with civil society organisations; initiatives focusing on combating violent extremism and counter-terrorism; initiatives focusing on preventing sexual exploitation and abuse in peacekeeping and humanitarian contexts; a wide range of commitments to stopping gender-based violence; and support for sexual and reproductive health initiatives. All of the countries discussed in this report also undertake considerable efforts to change policies and practices within their own agencies. In addition, all of the countries discussed in this report undertake a range of initiatives focused on individual countries; smaller donors, in particular, often focus many of their own programmes on single countries while using multilateral mechanisms to engage at the regional and global scales. However, in accordance with the terms of reference for this report, these types of activities are not discussed below. In the time available for this report, it was possible to review six countries’ activities. These countries were selected for inclusion because they had sufficient documentation readily accessible in the form of action plans, implementation plans, and progress reports; they are donor countries with significant international activities that may be considered peers to the UK; and/or they have been cited in the literature as being leaders in promoting the WPS agenda.

This article is dedicated to the Earth Remote Sensing (ERS), which the authors believe is a great way to teach geography and allows forming an idea of the actual geographic features and phenomena. One of the major problems that now constrains the active introduction of remote sensing data in the educational process is the low availability of training aerospace pictures, which meet didactic requirements. The article analyzes the main sources of ERS as a basis for educational resources formation with aerospace images: paper, various individual sources (personal stations receiving satellite information, drones, balloons, kites and balls) and Internet sources (mainstream sites, sites of scientific-technical organizations and distributors, interactive Internet geoservices, cloud platforms of geospatial analysis). The authors point out that their geospatial analysis platforms (Google Earth Engine, Land Viewer, EOS Platform, etc.), due to their unique features, are the basis for the creation of information thematic databases of ERS. The article presents an example of such a database, covering more than 800 aerospace images and dynamic models, which are combined according to such didactic principles as high information load and clarity.

An analysis of the experience of professional training bachelors of electromechanics in Ukraine and abroad made it possible to determine that one of the leading trends in its modernization is the synergistic integration of various engineering branches (mechanical, electrical, electronic engineering and automation) in mechatronics for the purpose of design, manufacture, operation and maintenance electromechanical equipment. Teaching mechatronics provides for the meaningful integration of various disciplines of professional and practical training bachelors of electromechanics based on the concept of modeling and technological integration of various organizational forms and teaching methods based on the concept of mobility. Within this approach, the leading learning tools of bachelors of electromechanics are mobile Internet devices (MID) – a multimedia mobile devices that provide wireless access to information and communication Internet services for collecting, organizing, storing, processing, transmitting, presenting all kinds of messages and data. The authors reveals the main possibilities of using MID in learning to ensure equal access to education, personalized learning, instant feedback and evaluating learning outcomes, mobile learning, productive use of time spent in classrooms, creating mobile learning communities, support situated learning, development of continuous seamless learning, ensuring the gap between formal and informal learning, minimize educational disruption in conflict and disaster areas, assist learners with disabilities, improve the quality of the communication and the management of institution, and maximize the cost-efficiency. Bachelor of electromechanics competency in modeling of technical objects is a personal and vocational ability, which includes a system of knowledge, skills, experience in learning and research activities on modeling mechatronic systems and a positive value attitude towards it; bachelor of electromechanics should be ready and able to use methods and software/hardware modeling tools for processes analyzes, systems synthesis, evaluating their reliability and effectiveness for solving practical problems in professional field. The competency structure of the bachelor of electromechanics in the modeling of technical objects is reflected in three groups of competencies: general scientific, general professional and specialized professional. The implementation of the technique of using MID in learning bachelors of electromechanics in modeling of technical objects is the appropriate methodic of using, the component of which is partial methods for using MID in the formation of the general scientific component of the bachelor of electromechanics competency in modeling of technical objects, are disclosed by example academic disciplines “Higher mathematics”, “Computers and programming”, “Engineering mechanics”, “Electrical machines”. The leading tools of formation of the general scientific component of bachelor in electromechanics competency in modeling of technical objects are augmented reality mobile tools (to visualize the objects’ structure and modeling results), mobile computer mathematical systems (universal tools used at all stages of modeling learning), cloud based spreadsheets (as modeling tools) and text editors (to make the program description of model), mobile computer-aided design systems (to create and view the physical properties of models of technical objects) and mobile communication tools (to organize a joint activity in modeling).

This technical assistance project supports the goal of the Asia Near East Operations Research and Technical Assistance (ANE OR/TA) project of helping strengthen family planning (FP)/reproductive health (RH) operations research (OR) capabilities in the Philippines. During the extension period of the ANE OR/TA project, four OR studies were implemented in the Philippines dealing with cross-cutting issues, including a study to assess the feasibility of integrating RTI management within FP/MCH programs; an intervention study dealing with improving quality of care via expanded FP counseling; an intervention to address high unmet need in Pangasinan Province; and an intervention study to increase male involvement in RH in Bukidnon Province. These efforts, along with a study of factors affecting use and discontinuation of the IUD, have generated demand for technical assistance, along with corresponding personnel needed to provide such assistance, thereby necessitating this initiative. Activities include providing advice on technical questions, serving as resource persons in training on research design and methodology, assisting in data analysis, disseminating project findings, traveling to project sites, and monitoring and coordinating activities. The report specifies activities undertaken to fulfill the objectives of capacity building and institutionalization of OR in the country covered under this contract.
