Abstract:
The article devoted to one of the topical problems of penitentiary institutions – the return to society of a prisoner who has served a sentence, provided that he or she will never commit crimes. This is the most difficult problem that arises in the course of the implementation by the penitentiary system of its main function – to ensure the safety of society. In many countries, the degree of prisoners’ isolation is determined by their categorization. German practice is based on a risk assessment of illegal conduct in relation to a particular person. The risk of violent acts is not necessarily related to the nature of the committed crime or the length of the sentence. The prison administration makes its own decision on the choice of the regime of detention. The penitentiary system (not the court) develops flexible security measures that can be changed in relation to the prisoner’s personality. All measures taken against prisoners should be based on the proportionality principle. The analysis of various rehabilitation programs for prisoners, used in Western Europe, leads the author to the conclusion that the most effective of them is individual therapy, which reduces the risk of recidivism by almost half. As a standard used in Germany, the author specify the principle of “risk – need – quick res-ponse”. The higher the risk of recidivism, the more intense the impact on the prisoner’s behavior should be. However, the application of this principle will be effective only when the selected cognitive techniques and practical training technologies coincide with the individual characteristics and the prisoner’s ability to learn. In addition, the results achieved by the prison administration must be supported by post-penitentiary rehabilitation programs. The article also describes the system of selection and training of prison personnel in Germany.

The results showed the improvement of the professionalism of education personnel in MTs PKP Al-Hidayah implemented through training programs for staff / employees in training, providing course facilities for staff / employees to improve performance in the field of administration. The activity is an effort to develop, brief knowledge, and skills of attitudes and behaviors of staff / employees to be able to meet the needs both now and in the future.

The article demonstrates the timeliness of the emergence in Ukraine of new positions for higher / intermediate BIM qualification specialists at modern architectural offices and construction companies during design, construction, and operational stages of an architectural object. Attention is focused on the legislative framework for the development of interrelated (architectural and construction) specialties in Ukraine. At the same time, a shortage of personnel with deep knowledge of BIM technologies is noted. Development of specialized courses and curricula for training and integration of professional BIM managers in the design and development business throughout the country is encouraged. The hierarchy of the main responsibilities and functions of BIM managers determines the list of tasks and the direction of their professional activities. Engaging specialists from real design, leading specialized institutions, educational and experimental centers for the formation of an in-depth specialized training course for top-level specialists is proposed. For the preparation of BIM managers, the concept of a training program for senior years of a specialized university, a refresher courses or other postgraduate trainings in licensed training centers has been proposed. It includes training in project administration, setting up collaboration, an interdisciplinary system, checking the model’s quality, effective organization of BIM processes themselves and within a company, as a whole. A system of organizational, technical, methodological, software and other means of ensuring the educational process is considered. The stages and specifics of professional staff development, as well as preparation for the subsequent BIM certification, have been specified.

The article deals with the problems of a multilevel system of training and education in universities and training centers. The purpose of the study is to identify the key skills and competencies necessary for representatives of control and accounting bodies — auditors and audit supervisors to improve the efficiency of their activities in the context of digital transformation. In the course of the work, the following tasks were solved: the need to build a system of training and education of these specialists in the formation of individual trajectories of mastering fundamental digital skills and competencies was identified; the expediency of using modern digital methods to perform an audit is reasoned; the features of the implementation of the control policy are considered on the example of Ogarev Mordovia State University; the importance of professional development programs for supervisors and auditors is assessed. The authors of the work outlined the priorities of the university’s personnel policy in the field of management for the period up to 2030, which determine the key performance indicators of employees of the financial control department; identified the importance of organizing professional development programs for auditors in order to master both digital and skills related to creative, flexible and unbiased thinking. In the course of the research, methods of synthesis, analysis, classification, detailing and comparison were used. The practical experience can be useful for the formation of competent specialists and managers.

This study focuses on fire special judicial police and measures to improve their ability to carry out their duties regarding investigations by securing expertise as the subject of investigation of violators of fire laws and regulations in the area of fire administration, improving the hiring system, establishing a unified investigation-only organization, and strengthening the education and training system. The purpose is to present. The research method was an exploratory analysis of related previous research papers, statistical yearbooks such as the National Fire Agency, operation cases in foreign countries such as the United States, various government reports, homepages of Korean government ministries, and media reports. As a result of the analysis, there are only a very small number of personnel dedicated to investigative work, most of them hold other positions concurrently, the investigative position does not have a division-level structure, so independence is not secured, there is no public recruitment or special recruitment system for fire chiefs or lower to perform front-line investigative work, and no training for job training. Course opening was also insufficient. In conclusion, avoid the new investigative field recruitment or special recruitment system and rotational personnel system, designate the fire and special judicial police duties as a specialized field, ensure job continuity, establish a unified organization, develop a job training course, and complete at least 6 months of professional training. The introduction of an education system should be implemented quickly.

AbstractIntroduction:The emerging need for tactical operations in law enforcement often places personnel involved at risk. Tactical operations often are carried out in environments in which access to emergency care is limited. With the war against terrorism expanding, special operations involving United States federal agents are occurring worldwide. Currently, there are very few tactical medicine curricula training traditional emergency medical services (EMS) providers to operate in these high-risk missions. Trainees in existing programs must have previous EMS experience, and are selected from a wide range of backgrounds. The goal of this study is to examine a Special Agent Emergency Medical Technician (SAEMT) training curriculum developed specifically for federal special agents with prior experience in tactical operations, but without previous medical training.Methods:An analysis of the SAEMT Program given to federal agents of the Drug Enforcement Administration (DEA) in Quantico, Virginia between July 2000 and April 2002 was performed. The SAEMT curriculum provided enrolled agents 181.5 hours of training in tactical emergency topics, including medical mission planning, logistics, operations, evacuation, and weapons training. In addition, SAEMT concurrently provides emergency medical technician (EMT) training. All of the participants were DEA agents with no previous medical training. Upon completion of the course, all participants took the National Registry of EMT-Basic examination. Measured endpoints included course completion rate and performance on certifying examinations.Results:Ninety-five agents were enrolled and successfully completed the SAEMT course between July 2000 and April 2002. Of the agents enrolled, 84 (88%) passed the National Registry of EMTs-Basic examination within two attempts.Conclusion:The SAEMT Program provides basic emergency medical training to federal special agents with no previous medical experience. The design of this program provides a useful template to meet the expanding demand for tactical emergency medical personnel.

Abstract:
An Acute Trauma Care (ATC) course was adapted for resource-limited healthcare systems based on the American model of initial care for injured patients. The course was taught to interested medical personnel in Kenya. This study undertook a survey of the participants’ healthcare facilities to maximize the applicability of ATC across healthcare settings. The ATC course was conducted three times in Kenya in 2006. A World Health Organization (WHO) Needs Assessment survey was administered to 128 participants. The data were analyzed qualitatively and quantitatively. Ninety-two per cent had a physician available in the emergency department and 63 per cent had a clinical officer. A total of 71.7 per cent reported having a designated trauma room. A total of 96.7 per cent reported running water, but access was uninterrupted more often in private hospitals as opposed to public facilities (92.5 vs 63.6%, P = 0.0005). Private and public employees equally had an oxygen cylinder (95.6 vs 98.5%, P > 0.05), oxygen concentrator (69.2 vs 54.2%, P = 0.12), and oxygen administration equipment (95.7 vs 91.4%, P > 0.05) at their facilities. However, private employees were more likely to report that “all” of their equipment was in working order (53 vs 7.9%, P < 0.0001). Private employees were also more likely to report that they had access to information on emergency procedures and equipment (64.4 vs 33.3%, P = 0.001) and that they had learned new procedures (54.8 vs 25.4%, P = 0.002). Despite a perception of public facility lack, this survey showed that public institutions and private institutions have similar basic equipment availability. Yet, problems with equipment malfunction, lack of repair, and availability of required information and training are far greater in the public sector. The content of the ATC course is valid for both private and public sector institutions, but refinements of the course should focus on varying facets of inexpensive and alternative equipment resources. Furthermore, the implementation of this course should create a setting that advocates, promotes, and investigates resources. The WHO survey can guide future research in understanding impediments to implementing essential trauma care courses for resource limited healthcare systems.

The author reviews the peculiarities of digitalized learning process organisation in the hardware and software environment of learning management systems in the context of vocational education and training. The author notes the complexity of the transition to the Industry 4.0 and mentions the risks connected with the named process in the vocational education and training. In such conditions it is important to develop effective models of public and private partnership, to decentralize administration and financing and, above all, to assure the vocational education and training quality.At the same time the learning process taking place in such an environment becomes digitalized, which, on the one hand, gives it additional advantages (easy access to training data regardless of time and place, individualisation of students’ learning paths, broad multimedia resources, etc.) and, on the other hand, requires solving complex tasks in distance courses designing. The author focuses on the methodology of distance courses designing, so it is very important for vocational education and training institution to ensure the realisation of the following five main components: regulatory, financial, technical, personnel, teaching and methodological support. It is emphasised that distance course designing becomes the most important aspect of implementing the modern digitalized learning process. The structure of creative group in distance courses designing is grounded, which comprises: a specialist in the relevant vocational sphere, specialist in distance learning, technical specialist (system administrator or distance courses programmer) and digital content designer.

The use of supplements is widespread at all levels of civilian sport and a prevalence of 60–90 % is reported among high-performance UK athletes, including juniors. The prevalence of supplement use among UK-based British Army personnel is not known. The aim of the present study was to establish the point prevalence of supplement use in UK-based British Army soldiers under training (SuTs) and associated staff. A cross-sectional anonymous survey was carried out in 3168 British Army SuTs and soldiers, equating to 3·1 % of regular Army strength, based at eleven Phase 1, 2 and 3 UK Army training sites. Overall, 38 % of the respondents reported current use of supplements, but prevalence varied according to the course attended by the respondents. The number of different supplements used was 4·7 (sd 2·9). Supplements most commonly used were protein bars, powders and drinks (66 %), isotonic carbohydrate–electrolyte sports drinks (49 %), creatine (38 %), recovery sports drinks (35 %), multivitamins (31 %) and vitamin C (25 %). A small proportion of respondents reported the use of amphetamines and similar compounds (1·6 %), cocaine (0·8 %), anabolic androgenic steroids (1·1 %), growth hormone (2·0 %), and other anabolic agents, e.g. testosterone (4·2 %). Logistic regression modelling indicated that, for current users, younger age, being female, smoking and undergoing Officer Cadet training were associated with greater supplement use. This is the first study to investigate the prevalence of dietary and training supplement use in UK-based British military personnel. Self-administration of a wide range of supplements is reported by British military personnel in training, which is at least as great as that reported by those on deployment, and has implications for Defence policy and educational needs.

Abstract A competency-based training curriculum framework for U.S. state food and feed testing laboratories personnel is being developed by the International Food Protection Training Institute (IFPTI) and three partners. The framework will help laboratories catalog existing training courses/modules, identify training gaps, inform training curricula, and create career-spanning professional development learning paths, ensuring consistent performance expectations and increasing confidence in shared test results. Ultimately, the framework will aid laboratories in meeting the requirements of ISO/IEC 17025 (2005) international accreditation and the U.S. Food Safety Modernization Act (U.S. Public Law 111-353). In collaboration with the Association of Food and Drug Officials, the Association of Public Health Laboratories, and the Association of American Feed Control Officials, IFPTI is carrying out the project in two phases. In 2013, an expert panel of seven subject matter experts developed competency and curriculum frameworks for five professional levels (entry, mid-level, expert, supervisor/manager, and senior administration) across four competency domains (technical, communication, programmatic, and leadership) including approximately 80 competencies. In 2014 the expert panel will elicit feedback from peers and finalize the framework.

The modern workplace continues to transform at a radical and accelerated pace and successful and competitive organisations are able to turn their strategies into action faster, manage their processes more efficiently and maximise their employees’ contribution and commitment (Brewster, Carey, Grobler, Hollard and Wärnick, 2010:5). In addition, Vestal (2009:6) adds that one of the biggest challenges that managers face at the moment, is to find ways to engage employees in the organisation and build a sense of belonging that, hopefully, will support retention and long term commitment. This research study aimed to explore and describe the nature and extent of employee engagement among nursing employees working in private healthcare. This exploration also encompassed five facilitators which are considered to be crucial in the promotion of an engaged workforce. The identified facilitators include: leadership behaviour, working environment, communication, training and development and rewards and recognition. This was attained by using a quantitative, exploratory, descriptive and contextual research approach. A structured questionnaire was used to collect data from nursing employees working in one of the private hospitals in the Nelson Mandela Metropole. From the data, the overall degree of employee engagement was established as well as the significance of the five identified facilitators in employee engagement. Based on the analysed data, guidelines for the advancement of employee engagement are proposed that can assist management in the development of employee engagement practices and strategy formulation.

The literature suggests that information technology (IT), including Course Management Systems (CMSs), allows higher education faculty members (HEFMs) to adopt better methods for teaching and learning, and that training contributes to adoption. However, many HEFMs are unwilling to complete IT training on the CMS, contributing to low adoption rates. Yet, little is known about what influences HEFMs to complete IT training on their institution's CMS, even though CMSs are widely available. The purpose of this study was to address this gap in the literature through a quantitative, cross-sectional study of HEFM perceptions of CMS characteristics, based on Rogers' diffusion of innovations theory, which may affect their willingness to complete IT training on their institution's CMS. The research questions focused on how perceived relative advantage (RA), compatibility (CMP), complexity (CMX), trialability (TR), and observability (OB) of the CMS impacted HEFM willingness to complete IT training on their institution's CMS. Higher education faculty member tenure status, rank, length of CMS use, level of CMS expertise, department, gender, and age were potential mediating variables. Data from 102 Fitchburg State University HEFMs were collected, and multiple regression models developed. Compatibility was significantly associated with willingness to train online, adjusted for department, and RA with willingness to train in-person and combined. This study has a potential positive impact on society through providing information for researchers and higher education administrators who are changing IT training on CMSs in order to improve adoption rates and the quality of teaching and learning at institutions of higher learning.

Staff, previously employed by Public Technical and Vocation Education and Training (TVET) Colleges, migrated (transferred) to the Department of Higher Education and Training (DHET) in terms of Section 197 of the Labour Relations Act. This treatise investigates the legal consequences of the migration of the staff from the fifty (50) TVET Colleges to DHET and focuses on the different categories of staff. The conditions of service of all the categories of staff before migration are compared with that after the migration. Meaningful recommendations are made about negotiations that should take place in the respective bargaining chambers in order to ensure a smooth transition that will prevent unnecessary legal consequences in future. The treatise furthermore analyses the legal consequences of staff, employed by temporary employment services to perform outsourced functions at TVET Colleges, who did not migrate to DHET. The legal implications of these members of staff is debated and evaluated. The treatise also discusses the performance management system and the changes from the integrated quality management system of lecturers to the performance management development system of public servants. TVET Colleges absorb the employment costs (as a separate employer) to ensure that there is growth in the Full Time Equivalents of Ministerial programmes, funded by DHET. The treatise makes meaningful recommendations to the new employer (DHET) with regard to the appointment of staff to conduct ministerial programmes and the overtime remuneration of current staff that willingly agree to work overtime but are not fairly remunerated by DHET. The treatise also considers the second phase of the migration process, namely the development of a blueprint organogram and the development of job descriptions for the different functions identified on the organogram. The process should ideally be followed by a restructuring process where staff are placed in identified functions and must be capacitated to perform the functions adequately. This process will ensure alignment of functions in the fifty TVET Colleges. Finally, the treatise notes the issue of workplace discipline at the TVET College and the definition of the workplace. It offers a proposal to the DHET to negotiate with the unions about defining the workplace as this has a legal consequence for attaining the objective of sound labour relations. It make meaningful recommendations about the overlapping regulatory requirements applicable to the TVET College as a legal person and DHET as an employer.

Abstract:
This was an investigation into the relationship between quality of care and staff views of, and responses to, challenging behaviour in adults with learning disabilities. Cognitive representations have been identified as a determinant of therapeutic outcomes in a variety of health care settings. There were two main aims of this study. First, to describe and measure the cognitive representations of challenging behaviour among staff working with adults with learning disabilities and second, to evaluate the effects of training on these views held by staff. Existing literature was reviewed. A Likert type questionnaire, the Challenging Behaviour Representation Questionnaire (CBRQ) was developed to record staff views. The CBRQ draws on two existing measures: the Illness Perception Questionnaire (IPQ) and the Challenging Behaviour Attributions Scale (CHABA). The CBRQ will give a new method of evaluating the staff views most often associated with evidence-based practice, helping behaviours and positive outcomes. Questionnaire items were generated from responses by 300 staff, to assess the applicability of Leventhal's Self Regulatory model in the context of challenging behaviour. The rating scales in the questionnaire were theoretically derived, based on the dimensions of Leventhal's model (identity, cause, consequences, treatment/control, time-line). An 'emotional-reaction' dimension was added, suggested by more recent research. The use of the Leventhal model was supported, with the exception of the 'time line' component. The questionnaire was tested for reliability and validity then administered before and after training to staff in three different groups. Targeted training changed cognitive representation of challenging behaviour overall, as measured by the CBRQ, and this change was statistically significantly in two of the five dimensions for the experimental group. Other results suggest that dimensions of cognitive representation are affected in different and complex ways by training. The statistical and the practical significance of the results are discussed in relation to staff training and therapeutic outcomes for people with learning disabilities. A 'staff-regulatory' model of cognitive representation is proposed linking cognitive representation and challenging behaviour.

The purpose of this study was to investigate the effects of one short-term training model, Parents and Children Together (PACT), on parent stress and child behavior for families enrolled in the Head Start program. PACT is a program of structured play activities designed to replicate the interactions between parents and children during the first developmental stage of life. PACT has been adapted, by the researcher, from a program called Theraplay developed for Head Start children by Ann Jernberg (1967).;Thirty families completed the study. Experimental and Control groups were formed from volunteer participants. Only Experimental subjects received training. Sessions were held weekly for one hour on site. Parents and children participated together for the first thirty minutes and parents met without children for the second thirty minutes.;Pre and post treatment assessment with Abidin's Parent Stress Index/Short Form and the Connors' Parent Rating Scale - 48 were administered to each group. The results of this study did not find statistical significance on measures of parent stress and child behavior; however, structured interviews with Experimental subjects indicated high satisfaction with the program.;This study offers an examination of one short term preventive model for community-based mental health services. Implications for multi-disciplinary service delivery are examined.

Every organisation needs to have well-trained and experienced human resources to perform organisational activities. In the absence of such resources, it is necessary to raise the skills levels and increase the versatility and adaptability of current personnel. The aim of the study was to analyse the impact of training and development on service delivery in the City of Cape Town. Chapter one introduced the study and includes the terms of reference, the problem statement, the objectives of the study and the key questions pertaining to the study. As part of the methodology the researcher conducted a pre-testing of the competencies of the experimental group, investigating the extent to which present competencies contributed towards execution of service delivery obligations and the extent to which lack of capacity contributed to lack of service delivery. Chapter two provided information on the evolution of local government training and development in South Africa. The chapter found that there has been a complete democratization of local government structures where the emphasis has been on greater development, particularly in terms of human resource development. Chapter three analysed the Human Resource Development Strategy for staff development in the Western Cape Provincial Administration. Legislation such as the South African Qualifications Authority Act 1996 (SAQA), the Skills Development Act of 1998 and the Skills Development Levies Act of 1999 formed the basis for Human Resource Development Strategy in the Western Cape Province particularly the in City of Cape Town. Chapter four put forward the research design and methodology. The technique used to obtain information for the study included a literature review. A survey was conducted with selected employees. In the chapter a brief overview of the study is provided, as well as the methods utilized, data collected and the proposed data analysis. Chapter five concluded the study and put forward recommendations. One such recommendation is for example, the utilization of the concept training and development in a more concrete way, and the redefinition of the consequent roles or duties of trainers. It may appear as if implementation of training and development was not done effectively. It is unclear whether trainers were able to conceptualise and interpret the aims and objectives of training and development in the City of Cape Town.

AbstractConsiderable research has focused on the effects of stress on the performance of military personnel on the battlefield. Less studied are the effects of stress on the performance of military personnel in the course of routine activities such as training. This chapter takes stock of stressors that impact learning and performance on a wide host of training-related activities, including simulated stress. This literature suggests a nuanced relationship between stress and performance in training, and highlights the moderating and mediating effects that social, contextual, and individual-differences factors exert on that relationship. Importantly, although training scenarios aim to mimic realistic levels of stress to develop resilience, it is critical that stress induced in the training environment does not surpass the regulatory abilities of the trainees to cause impairments in learning. Toward that end, we discuss regulatory mechanisms that can be engaged to manage the effect of stress on training-related performance, as well as novel findings from systems neuroscience on how the brain responds to the presence of acute stress.

How can we reduce economic violence? Can financial literacy and education enhance economic wellbeing? The present paper reports the results of a research conducted by ALTIS – Università Cattolica and Global Thinking Foundation for the evaluation of changes, improvements and consequences produced by the educational course in financial literacy ‘Donne al quadrato’, provided by the Foundation among the policies against economic violence implementation. In this study, impacts’ measurement refers to conceptual framework of financial wellbeing, a composite notion constructed of objective and subjective dimensions related to people’s financial behaviour. The expression ‘Financial Wellbeing’ highlights how economic issues are inextricably bound to individual and social wellness. Helping people enhancing their own financial wellbeing – in a broad sense – should then be the very first purpose of economic education activity. In the present research, financial wellbeing has been measured by the implementation of a synthetic index, based on studies of World Bank and University of Bristol. The index is intended to measure people’s self-sufficiency and independence about their financial situation, resources and capabilities. The indicator takes into account both micro and macro features, being the first ones specific of the sample analysed and latter territorial context variables employed for the removal of the macroeconomic changes affecting the entire population from the specific changes proceeding from the training. The trial, involving different Italian regions, has been fulfilled by the administration of a tailoredmade survey pre and post the “Donne al Quadrato” course, during academic year 2019/2020, in order to register the change occurred in the respondents’ perception of their knowledge, behaviour, personality and aptitudes. The results of the experimentation demonstrated that financial education could engender the modification not only of knowledge but also of awareness and proficiency in financial behaviours, as well as the increase of course participants’ financial wellbeing.

This chapter records the author's transformation as she develops into an online teacher after teaching face-to-face courses for over 20 years. By using autoethnography as the research approach, the phases of the author's transition from face-to-face, to blended, and finally to fully online teaching are documented. Qualitative data is presented in this chapter from field notes, journals, reflections, and discussion board posts in an online certificate course. Transformative learning theory provides the theory behind this study as it creates a context for making judgments about transformed frames of reference. Findings reveal changes in the mindset of the author while redesigning courses to fit the online platform, as well as immediately after teaching blended and then fully online courses. Implications of this research suggest that obstacles to teaching can be opportunities for personal enrichment and growth and that faculty can adjust to new environments if provided with proper training.

Contemporary police organizations benefit from technological advances not only for preventing and fighting crime and criminals but also for training their officers for better service. Likewise, the Turkish police organization has established an e-learning portal to enable managers to attain required managerial competencies and to learn modern policing concepts in a cost-effective training environment. This research examines the perceptions of participants who attend management-training courses conducted via e-learning. Five factors of trainees’ e-learning perceptions are examined through a combination of qualitative and quantitative methods, consisting of a questionnaire, one-to-one and focus group interviews, and observation. SPSS program and quantitative methods are used to analyze and interpret the findings. Research has indicated some positive perceptions, such as place and time flexibility, enjoyment of learning, becoming acquainted with modern learning methods and technologies, being able to participate in training without leaving work and personal life. Conducting a management-training course via e-learning is positively perceived by the majority of course participants, and they recommend e-learning for upcoming management training courses, specialized training, and professional development courses. However, research has also revealed that some technical and administrative problems affect negatively the trainees’ perceptions of e-learning. Based on the findings in this chapter, recommendations are offered for similar projects.

Kyrgyzstan is a relatively young state that was previously part of the USSR. As a legacy from this state, Kyrgyzstan received an outdated command-and-control system. Almost immediately, the question of changing the state system became acute. It was necessary to reform the education system for state cadres because earlier employees could be sent from other regions of the USSR. Still, now it became necessary to train qualified personnel for each region completely independently. The subject of the chapter is the training of government personnel in Kyrgyzstan. The work aims to identify all the specific features in the training of government personnel in Kyrgyzstan, compare training with other countries, and highlight the key problems in this area. As a result of the work, the main problems will be summarized, and recommendations for eliminating these difficulties will be proposed. The work will use the following methods: analysis, generalization, description, comparison, synthesis, deduction, induction, and abstraction.

Analyze the current status of our training systems were drawn from the aspect of implementation and management. Main problems of regulators’ systems were summarized from this study: (1) the training course needs to be further improved according to the training program. (2) The construction of curriculum materials needs to be continuously promoted. (3) personnel training experience needs to be systematically managed. (4) training knowledge management and application need to explore effective ways. Solutions to each problem are proposed to help improve the training efficiency of regulators and explore the use of training knowledge.

As other institutions in the area of Public Order and National Security, Romanian Police Academy is concerned in adapting the learning frame to the new tendencies of the target-groups willing to follow the courses of this institution. Also, it s a must to take care of the external factors able to influence the needs and the requirements of what training means in the area of future police officers. Furthermore, the analysis is a must due to the most important transformation of the Romanian Police Academy - new faculties are to be created at the end of 2015 (Law and Public Administration, Gendarmerie Faculty, Border Police Faculty), some of them with a complete innovative curricula (Public Administration, Detective specialization, immigration officer etc.) Within the article an internal analysis of the system of training (with an objective view related to systemic strengths and weaknesses, opportunities and threats) is approached. The article also concerns the level of training thru scientific research at the level of Romanian Police Academy and continuous training for the personnel already involved in the operational structures of the Police. The conclusions are related to the actual realities and on an objective analysis of internal and external environment of the Romanian Police Academy.

In a dynamic and globalized business world such as the current one in which our professional and personal life is developed, it is crucial to focus on the development of the cross-cutting competence "Innovation, Creativity and Entrepreneurship" of future professionals, already from their formative stage in University. Taking advantage of the intrinsic creativity of the early age of students with concerns about entrepreneurship, we consider it appropriate to help develop and enhance this competence in the first university course of the Degree in Business Administration and Management, specifically in the subject of Introduction to the Business Management. We think it is the best way to motivate students in their training as future entrepreneurs. We propose to do a practical session in which a recognized professional in the field of commercial management, representing business lines of leading brands in their sector (home fashion), conduct a practical workshop in which students are placed in situation of knowing how to face a new business model to diversify and expand its distribution field. The object of study and work would be limited in this case to the creation of an own line of articles, complementary to the lines of which the professional is a representative, and to arrange with the online sales logistics platform the sale and distribution of the new product line. With this we hope that the students can, in an active way, experiment and develop their innovative and entrepreneurial capacity, using and reinforcing their creativity.

Proper training of emergency responders is essential to safely and effectively respond to a train accident. While there are several existing programs that address training with respect to passenger trains and hazardous materials, training focused on rescuing entrapped crew members from the locomotive cab is lacking. To address this need, the Federal Railroad Administration is sponsoring QinetiQ North America to develop a multi-modal training program to better prepare firefighters to respond to locomotive-involved accidents. The training emphasis is on freight locomotive crew rescue and encompasses three main topics: 1. locate the scene of the incident, 2. access the interior of the cab to rescue personnel, and 3. maintain scene safety. One of the challenges involved in developing this program is the deficiency of knowledge with respect to the tools and techniques that should be utilized in locomotive rescue operations. For this, QNA conducted structural analysis of locomotive cabs and experiments with rescue tools on locomotives. The experiments involved fire rescue personnel and rescue tool manufacturers. Tools ranging from a standard Halligan bar to specialized tools such as hydraulic cutters were tested for effectiveness, speed, and safety. This paper discusses the experimental methodology and lessons learned.

In order to accomplish missions, naval ships must be able to stay at sea for a prolonged period of time in specific areas without having the opportunity to reach the shore for replenishment. Thus navy ships are equipped to perform Underway replenishment (UNREP) (US Navy) or replenishment at sea (RAS) (North Atlantic Treaty Organisation / Commonwealth of Nations) with fuel, ammunition, provisions, and spare parts. Replenishment at sea represents another potential collision situation at sea as a result of operating within short distances of the ships involved in this operations. Ongoing safely replenishment at sea operations involve highly skilled personnel on both ships such as: the very best of helmsmanship for keeping a steady course and the officer of the watch to bring the ship into position and match speed. As the two ships close each other, the hydrodynamic forces will both change and increase noticeably. Knowing the hydrodynamic interaction loads between the vessels engaged in RAS operations is highly advantageous. ,,Mircea cel B?tr?n" Naval Academy (MBNA) uses a top notch "Integrated simulator for driving of watercraft" that meets the Standard Certification No. 2.14 for Maritime Simulator Systems, adopted in January 2011 for training and development of practical skills of teams onboard naval ships in order to safely perform replenishment at sea operations. Using "Integrated simulator for driving of watercraft" capabilities, underway replenishment operations can be performed with the use of two ship model types: delivery ships and receiving ships. The parameters of refuelling underway are: the admissible course and speed deviation of the receiving ship, the admissible deviation of the phone and distance (P&D) line angle from the normal to the plane parallel to the centreline plane of the receiving ship, the maximum length of the P&D line and the maximum break force of the span wire. RAS module of the simulator is used for training of undergraduate students and also embarked personnel onboard Romanian Navy ships. The aim of this paper is to present how practical skills and competences neccesary for military personnel onboard ships engaged in replenishment at sea operations can be achieved through simulated exercises in different hydrometeorological conditions.

Abstract The Department of Petroleum Resources (DPR), the Petroleum Regulatory agency of the Nigerian oil and gas industry is mandated by law to investigate accidents in the industry. Data obtained from the oil and gas accident database from the Department of Petroleum Resources shows that accidents in the downstream sector contribute about 70%, when compared to the upstream sector. One of the reoccurring root causes from investigations point to administrative barrier failure – which is a lack of training and re-training of staff in the downstream sector on workplace safety. Against this background, the DPR introduced the Minimum Industry Safety Training for Downstream Operations (MISTDO) as part of the Safety Audit Clearance policy launched to drive safety in the downstream sector. MISTDO is a basic safety training which must be undertaken by all personnel working in the downstream sector of the Nigerian oil and gas industry. Abstract:
Pedagogical modeling of modern educational environments remains an urgent task of educational sciences. Research on the formation and development of digital competence of specialists, although they have common features, differ and acquire characteristic features depending on the field of application. This is due to the focus on mastering specific professional skills and increasing the professional level. We found out that, compared to the social and humanitarian sphere and medicine, the development of digital competence of specialists in the military and defense industry is little discussed in scientific sources. The development of digital competence of military personnel, in particular military management officers, is an urgent problem that requires an immediate solution. On the one hand, the armed aggression of the Russian Federation adds to the criticality of the situation, on the other hand, scientific and technical progress and, as a result, the appearance of new types of weapons and the complexity of digital tools in the environments of military specialists. Scientific approaches and conceptual principles regarding the formation of digital competence of the Armed Forces of Ukraine and NATO member countries are described. Problems, contradictions and trends in the development of digital education of military specialists in the system of professional development are singled out. The article clarifies the concept of “digital competence of military command officers” of the Armed Forces of Ukraine. The authors developed and substantiated a theoretical model of a computer-oriented methodical system for the development of digital competence of officers of the military administration of the Armed Forces of Ukraine in the system of professional development, which is presented in an informative scheme with a description of individual modules combined into conceptual, target, content-methodical, procedural, technological and effective blocks. The built model ensures systematicity and consistency of the educational process in the digital educational environment of higher military education institutions for the development of digital competencies of military management officers. The technological unit contains a variety of software for training and training. In particular, specialized computer programs and multimedia guides. In the content-methodical block, among other things, the following modules are presented: cloud services; information-didactic and educational-methodical learning tools, multimedia objects, VR/AR tools, AI elements that allow selection of existing ones or creation of new learning materials; Training Course; diagnostic tools, etc. The prospect is the verification of the developed model during distance training.

The aim of the article is to provide an analytical review of the content of massive open online courses about augmented reality and its use in education with the further intent to create a special course for the professional development system for the research and teaching personnel in postgraduate education. The object of research is massive open online courses. The subject of the study is the structure and content of augmented reality MOOCs which are offered by acclaimed providers of the world. The methods of research are: the analysis of publications on the problem; the analysis of MOOCs’ content, including observation; systematization and generalization of research information in order to design a special course about augmented reality for the system of professional training and retraining for educators in postgraduate education. The results of the research are the following: the content and program of specialized course “Augmented Reality as a Storytelling Tool” for the professional development of teachers. The purpose of the specialized course is to consider and discuss the possibilities of augmented reality as a new direction in the development of educational resources, to identify its benefits and constraints, as well as its components and the most appropriate tools for educators, to discuss the problems of teacher and student co-creation on the basis of the use of augmented reality, and to provide students with personal experience in designing their own stories and methodical tools in the form of augmented books and supplementary training aids with the help of modern digital services.

Abstract:
Permanent capacity expansion, such as adding new lanes, is no longer a viable strategy to address traffic congestion in California; hence, ITS (Intelligent Transportation System) strategies, such as part-time use of the shoulder as a travel lane, need to be explored. The use of the shoulder as a travel lane during peak traffic hours has limited applications in the US, and most use the right shoulder as a part-time travel lane even though either the right or left shoulder (but not both) may be used. Caltrans District 5 is exploring the use of Left Shoulder as a Part-time Travel Lane (LSPTTL) as a piece of the larger project, titled Five Cities Multimodal Transportation Network Enhancement Project (FCMTNEP), aimed at congestion relief near Pismo Beach, CA. Construction is expected to begin in Winter 2025 with a Winter 2027 completion date. Given that this would be the first instance of LSPTTL in California, it is a Project of Division Interest (PoDI) for the California division of Federal Highway Administration (FHWA), and the District 5 experience may guide similar future installations of the shoulder as travel lane projects in the state. This research uses a microsimulation-based approach to evaluate design alternatives being explored by Caltrans District 5. This approach allows for evaluating the operational and safety effects of each of the alternatives. Furthermore, a Transportation Management Center (TMC) operator training framework has also been developed to ensure that the local TMC personnel can effectively deploy the LSPTTL during routine operations and emergencies. Based on the operational evaluation, the study found no significant difference in travel times associated with the three design alternatives. Alternative 2, which involves the longest segment with LSPTTL among the alternatives, was found to be the safest based on a surrogate safety measure-based evaluation. This framework for evaluating design alternatives for operations and safety effectiveness may be used for future projects that involve the use of the shoulder as a travel lane. For TMC operator training, this report documents key learning objectives. A hands-on training program that involves operators executing the opening and closing of the shoulder for routine and emergency conditions was developed. As the project nears implementation, there is some scope for improvement in the training modules through replication of the exact features of the LSPTTL design and introducing more realism in the TMC simulator training exercises.

This report documents the testing and inspection efforts undertaken to evaluate the capabilities and limitations of X-Ray Computed Tomography (XRCT) technology from the perspective of detection and quantification of flaws in pipelines. The fundamental motivation behind this project is to leverage the capabilities of the XRCT technology for highly accurate detection and characterization of flaws in pipelines. The accurate sizing and characterization of flaws/cracks in pipelines is of great consequence in providing effective and efficient operational and repair decisions in any integrity management program. As is the case with any emerging technology, comprehensive validation is needed before the technology can be considered mature enough to be effectively deployed by operators in the real-world or be used in the development of reference standards. This report discusses a validation approach and compares the XRCT results with those obtained from conventional NDE, and sectioning and microscopy, for synthetic and real-world features. Results are discussed in the context of the development of reference standards using synthetic flaws. The discussion provided in this document will be valuable for operators in understanding applicability, gaps, and future direction for the XRCT technology in the context of accurate flaw detection and characterization in pipelines. Results discussed in the report show that XRCT has the potential to enable the pipeline industry to establish a set of reference standards that can be used for a wide range of purposes, including technology development and qualification, personnel training and competency testing for inspection of flaws in pipelines. Once established as a proxy for "truth", XRCT will significantly minimize the need for frequent destructive testing for the generation of validation data further enabling the use in the development of reference standards. Within the purview of the work scope completed in this project, XRCT showed excellent results with synthetic features confirming that the technology (along with the process of generating synthetic features) is ready to be used in the development of reference standards using synthetic features. This work was funded in part, under the Department of Transportation, Pipeline and Hazardous Materials Safety Administration. Abstract:
The UK government’s Integrated Review of security, defence, development and foreign policy, published in March 2021 alongside a supporting defence command paper, set a new course for UK national security and highlighted opportunities for an innovative approach to international engagement activity. The Integrated Review focused principally on the state threats posed by China’s increasing power and by competitors – including Russia – armed with nuclear, conventional and hybrid capabilities. It also stressed the continuing risks to global security and resilience due to conflict and instability in weakened and failed states. These threats have the potential to increase poverty and inequality, violent extremism, climate degradation and the forced displacement of people, while presenting authoritarian competitors with opportunities to enhance their geopolitical influence. There are moral, security and economic motives to foster durable peace in conflict-prone and weakened regions through a peacebuilding approach that promotes good governance, addresses the root causes of conflict and prevents violence, while denying opportunities to state competitors. The recent withdrawal from Afghanistan serves to emphasize the complexities and potential pitfalls associated with intervention operations in complex, unstable regions. Success in the future will require the full, sustained and coordinated integration of national, allied and regional levers of power underpinned by a sophisticated understanding of the operating environment. The UK armed forces, with their considerable resources and global network, will contribute to this effort through ‘persistent engagement’. This is a new approach to overseas operations below the threshold of conflict, designed as a pre-emptive complement to warfighting. To achieve this, the UK Ministry of Defence (MOD) must develop a capability that can operate effectively in weak, unstable and complex regions prone to violent conflict and crises, not least in the regions on the eastern and southern flanks of the Euro-Atlantic area. The first step must be the development of a cohort of military personnel with enhanced, tailored levels of knowledge, skills and experience. Engagement roles must be filled by operators with specialist knowledge, skills and experience forged beyond the mainstream discipline of combat and warfighting. Only then will individuals develop a genuinely sophisticated understanding of complex, politically driven and sensitive operating environments and be able to infuse the design and delivery of international activities with practical wisdom and insight. Engagement personnel need to be equipped with: An inherent understanding of the human and political dimensions of conflict, the underlying drivers such as inequality and scarcity, and the exacerbating factors such as climate change and migration; - A grounding in social sciences and conflict modelling in order to understand complex human terrain; - Regional expertise enabled by language skills, cultural intelligence and human networks; - Familiarity with a diverse range of partners, allies and local actors and their approaches; - Expertise in building partner capacity and applying defence capabilities to deliver stability and peace; - A grasp of emerging artificial intelligence technology as a tool to understand human terrain; - Reach and insight developed through ‘knowledge networks’ of external experts in academia, think-tanks and NGOs. Successful change will be dependent on strong and overt advocacy by the MOD’s senior leadership and a revised set of personnel policies and procedures for this cohort’s selection, education, training, career management, incentivization, sustainability and support.

This research project is one of several being undertaken in the Philippines under the Family Planning Operations Research and Training (FPORT) Program of the Department of Health (DOH) and the Population Council. The general aim of FPORT is to train researchers to provide information to family planning (FP) practitioners that will be of value in the operation of FP programs. It was decided that researchers in northern Luzon would focus on FP trainings undertaken by the Department of Health. Several meetings among researchers and health personnel were held to shape research questions that would be of use to the DOH as it implements its training programs. The design of the project was a joint effort of researchers and DOH personnel, in the end focusing on a tentative topic, the Basic/Comprehensive Family Planning Course for Physicians, Nurses, and Midwives. As noted in this report, it was decided that the process of training would be emphasized rather than its outcome, and it was also decided that the focus of research would be expanded to include other courses for FP providers, specifically Interpersonal Communication Skills and a Preceptors Course.

The various initiatives to eradicate FGC in Mali over the past two decades have had little impact on this traditional practice. This study assessed the use of health personnel to combat FGC, as recommended by the World Health Organization. Conducted in 1998 by the Association de Soutien au Developpement des Activites de Population, a nongovernmental organization, and the Ministry of Health, the study covered 14 urban and rural health centers in Bamako and Segou. In the eight health centers that served as experimental sites, 59 health providers, including physicians, midwives, nurses, and aides, attended a three-day training course on identifying and treating medical complications related to FGC and counseling clients about FGC. In the six centers that served as control sites, 48 providers were interviewed. As noted in this brief, health providers are an important potential resource in campaigns to eradicate female genital mutilation, but a concerted effort is needed to ensure that they can become effective behavior change agents. After a three-day training course, providers’ knowledge about FGC increased, but few of them counseled their clients about FGC.
