Abstract:
The investigation of traffic accidents within the framework of the crime under Art. 264 of the Criminal Code of the Russian Federation is, in most cases, a complicated and labor-intensive process primarily connected with the establishment and further investigation of the traffic accident’s mechanism. The investigation of a “classic” type of accident, in spite of the availability of investigation techniques, is a rather complicated process, while the investigation of “non-classic” types of traffic accidents poses legal challenges for the investigator acting as a law enforcer. This is explained by the absence of the investigation-court practice and investigation techniques of other types of traffic accidents, such as “no-contact” traffic accidents. The technique of investigating specific types of crimes has a great importance for a complete and comprehensive investigation of the analyzed type of accidents. By determining the typical features of preparing, committing and concealing the crimes, the criminalistic description contributes to the development of the most effective tactics, recommendations and necessary technical means of solving crimes.

What must be done? It is necessary in the nearest future to improve traffic safety situation in Lithuania. This can be reached after the detailed evaluation of accident analysis and investigations. Only a systematic and consistent approach to comprehensive traffic accident analysis can reduce the losses of lives and property in road traffic. This approach can be summarized in basic action ‐ to establish the accident analysis and investigation groups.

One of the most important aims of incident management is the clearance of the incident scene as fast as possible. The accident Investigation provides physical evidence at the accident site for the investigators. This physical evidence is much more reliable than the witness's statements and they are very crucial for the incident reconstruction. The cars accidents investigation is a dangerous activity, so it should be undertaken with suitable, accurate, and fast equipment. Many law enforcement agencies in the world have used different surveying techniques for accident investigations including the coordinate method, total station, photogrammetry, laser scanner, etc. Therefore, this research has been carried out in order to introduce the benefits of using surveying techniques in traffic accident investigations, and show their impacts on evidence documentation and scene clearance. This is done by focusing on the advantages and the disadvantages of each method based on the relevant works of literature and compares between them. Although comparison result shows that the traditional method(coordinate method) is simpler and cheaper than other methods, surveying techniques methods are safer, and faster in clearing the accident scene, fewer investigators are needed, the scale can be provided directly, high accuracy measurements can be obtained, and three dimensions models can be produced. So it's worth using the surveying equipment in cars accidents investigations.

Abstract This study was conducted to investigate accident-prone roads in Palu City. The method used is direct observation on the road which shows the frequent occurrence of traffic accidents based on traffic accident data obtained from the Municipal Police Offices (Polres). Based on the results of the study showed that 19 roads often occur traffic accidents. R.E Martadinata Sub Districts Tondo (25.07%), Trans Sulawesi Sub Districts Taipa (11.21%), and Trans Sulawesi Sub Districts Mamboro (7.08%) are the most accident-prone roads in Palu City. These three roads are included in the national road network as the primary arterial roads of Palu City. The final result of this study shows that accident-prone roads can be caused by poor pavement road conditions, high side frictions, and poor environmental conditions and visibility.

Abstract. With the rapid development of the economy, the number of vehicles in China has increased rapidly, which has also brought about frequent ills in traffic accidents. How to improve the efficiency of on-site treatment of traffic accidents, and quickly and accurately conduct accident investigation and analysis is imminent. This paper was based on the point cloud to draw the accident scene DLG, and then used the local elevation difference method to automatically extract the point cloud data of the accident vehicle, and analyzes the vehicle speed calculation, the damage area measurement and the road surface flatness, as well as constructs the overall 3D scene of the accident scene. By analyzing the DLG of accident scene, the point cloud data and the constructed 3D model, which could quickly improve the efficiency of traffic accident investigation. The application results show that the method of information collection and rapid exploration of the accident site what based on the laser point cloud not only provides a basis for traffic accident treatment, but also effectively shortens the exploration time of accident site. At the same time, it cloud relieve the traffic congestion in a certain extent with the obvious results.

The daunting issues arising at experts and forensic bodies when appointing and conducting comprehensive road and pavement forensic investigation and road accident analysis (forensic expert examination) are considered. Types of traffic accidents provided by the statistics of the Department of Patrol Police of Ukraine are analyzed. A number of road accidents with victims committed in conditions of the road and settlements streets unsatisfactory state is defined. More and more judicial and investigative bodies turn to forensic science institutes, in particular to KhRIFE, in order to determine whether the improper design of the road network affected the occurrence of an accident. In other words, the questions not only on the establishment of improper design of the road section where the accident occurred, but also on the existence of cause and effect relationship between the identified discrepancies and the accident are advanced for examination. The study of the above issues belongs to the forensic specialty 10.16 Road and Pavement Forensic Investigation. The demand for forensic research of improper design of the road network and the causes of accidents are constantly growing. At the same time, the practice of conducting road and pavement forensic investigation, namely the analysis of the materials provided for the study, shows that most criminal proceedings are investigated both while pre-trial investigation and in court for violation of traffic safety rules or transport operation by persons who drive vehicles. In the statistical report of the Department of Patrol Police of Ukraine, the data of road accidents are not classified as those that arose due to improper condition of roads and streets of settlements, and when conducting road and pavement forensic investigation it is established that improper design of the road network is in cause and effect relationship with the occurrence of an accident from a technical point of view.

Investigation at scene is the key issue to Scene Traffic Accident Reconstruction(TAR). Although the photogrammetry technique is widely applied in China due to its convenience and lower cost, it can only provide the final state of the traffic accidents. In this paper, a novel method based on the time difference of arrival (TDOA) technique was proposed to monitor the location of the vehicles passing the accident-prone section on the highway. The methodology of application of TDOA to the Traffic accident scene investigation was proposed, and the arrangement of sensors on the accident-prone sections of the selected freeway is discussed. Based on the coordinates collected by TDOA receivers, real-time position of the each vehicle moving on the accident-prone section could be extracted respectively and when the accidents happen, the traces of the vehicles involved would be obtained. It could be concluded that this method is important supplement to photogrammetry technique during accident scene investigation and could make the forensic judgment of accident responsibility more accurate.

In order to study the main influence factors on urban traffic accident, the grey correlation system macroscopic prediction method was presented. Concerning the overall environmental perspective of people, automobile, and road as well as the distinctive characteristic of urban traffic accident, the prediction model of factors contributing to traffic accident was proposed. EXCEL software was applied to analyze the relations between the influence factors and traffic accidents with grey theory model adopted to calculate the correlation grade among different factors. The prediction Model was also validated through examples on the basis of the investigation of traffic accident and the relevant statistics. The results show that the model is applicable and efficient in forecasting the main factors and the relations between them, thus to avoid traffic accidents.

Abstract Road traffic accidents (RTAs) rank in the top ten causes of the global burden of disease and injury, and Iran has one of the highest road traffic mortality rates in the world. This paper presents a spatiotemporal analysis of intra-urban traffic accidents data in metropolitan Shiraz, Iran during the period 2011-2012. It is tried to identify the accident prone zones and sensitive hours using Geographic Information Systems (GIS)-based spatio-temporal visualization techniques. The analysis aimed at the identification of high-rate accident locations and safety deficient area using Kernel Estimation Density (KED) method. The investigation indicates that the majority of occurrences of traffic accidents were on the main roads, which play a meta-region functional role and act as a linkage between main destinations with high trip generation rate. According to the temporal distribution of car crashes, the peak of traffic accidents incident is simultaneous with the traffic congestion peak hours on arterial roads. The accident-prone locations are mostly located in districts with higher speed and traffic volume, therefore, they should be considered as the priority investigation locations to safety promotion programs.

In Saudi Arabia, road accidents are one of the leading causes of death. The delay in detecting and caring for people who have been exposed to traffic accidents increases the risk of injuries. Injury care after the accident is severely affected by time; a few minutes may separate life from death. Several solutions have been proposed to reduce the incidence of accidents or to reduce the mortality rate at a high financial cost. Recent approaches are using built-in vehicle accident notification system. While these approaches work in pleasing manner, they are expensive, maintenance complex task, and are not available in all cars. However, there is a lack of methods and solutions used to detect the rapid occurrence of accidents and thus speed in transfer of patients to medical centres. In this project we are providing solution for betterment of traffic accident management The various uses we are providing are vehicle identification, in case of accident to identify the victim in case of vehicle stolen-using chasse number, etc. we are using QR code to make the users documents secure. QR Codes have fast response time and have large storage capacity, QR Codes can be used perfectly to send encrypted data (messages) to the receiver. In user panel, user will upload documents after submission the verification takes place in verification panel then the verified user will be given the unique QR code. At the signal, traffic police will scan the QR code and get all the documents of the respective user. So this system will provide a smart and easy way of verification of documents and identifying the user in accident management system

This paper used the data of automobile traffic accidents from 2018 to 2020 in the Chinese National Automobile Accident In-Depth Investigation System. The prediction features of traffic accident severity are innovated. Four accident features that did not participate in the importance ranking were added: accident location, accident form, road information, and collision speed. Eight accident features (engine capacity, hour of day, age of vehicle, month of year, day of week, age band of drivers, vehicle maneuver, and speed limit) have been used in previous studies. Random forest was used to rank the importance of 12 accident features, and 7 important accident features were finally adopted. By comparing the algorithms and optimizing the results, the prediction model of traffic accident degree with higher accuracy is finally obtained.

One of the measures to increase road traffic safety in Croatia is the introduction of obligatory use of daily lights on vehicles in road traffic during driving, regardless of the visibility and the time of day. The paper describes the new original technical and technological procedure of analysing automotive light bulbs in order to find the traces of glass particles of the broken glass balloon in the marginal cases of action of small inertia forces generated as result of a traffic accident. Investigations of light bulbs in traffic accidents had been rarely done before; therefore the subject of this scientific research is the analysis of the light bulb filament used in automobiles to light the road ahead and to give light signals, i.e. all the light signalling devices on the automobile using the new technical and technological procedure by means of SEM/EDX method. The scientific research has improved the investigation procedure in analysing the light bulbs on automobiles in determining whether at the moment of the traffic accident the regulatory lights were switched on. In determining the responsibility of participants for causing the traffic accident, such a fact may sometimes be of crucial significance. Issues related to the driver's characterization of condition and technical malfunction of the vehicle braking system before a traffic accident are considered. This Article Purpose is to determine specifics of a technical malfunction of a vehicle braking system before a traffic collision, as well as to consider the interaction of investigative bodies with experts (in particular, in criminal proceedings related to traffic accidents) while establishing reliability of driver statements. Features of appointment of a forensic auto- technical road accident analysis aimed at establishing technical condition of braking system of vehicles, preparation of initial data and research objects are structured. The goals and objectives of the investigation of the technical malfunction of the brake system of the vehicle before the traffic accident are outlined. The procedure for establishing the reliability of drivers' statements about mechanism of development of a traffic accident is specified. Issues related to the study of the vehicle brake system, troubleshooting and their causes are considered. Theoretical provisions and practical recommendations for the application of special knowledge in process of researching the technical condition of the braking system of the vehicle and identifying its malfunctions are formulated. The causal relationship between driver actions and detected malfunctions of the vehicle's braking system was clarified. Attention is drawn to possible consequences and features of the further investigation of the traffic accident after determining technical reliability of driver statements.

Termination of an investigation is an official action taken by law enforcement authorities, such as the police or prosecutors, to stop the investigation or investigation process into a criminal case. An investigation termination order or SP3 by the Police is a notification letter from the investigator to the public prosecutor that the investigation of the case has been stopped. This research discusses the process of legal regulation of terminating investigations of perpetrators of traffic accidents that result in death which are regulated in Article 109 paragraph (2) of the Criminal Code Law Number 22 of 2009 concerning Traffic and road transportation and to find out the implementation obstacle factors and obstacles as well as solutions to stopping investigations into perpetrators of traffic accidents that result in death. This research is a type of empirical research that uses primary and secondary data sources and analyzes the data using qualitative analysis to then form sentence descriptions that can be easily understood by readers. Based on the research results, the reasons for stopping the investigation into the perpetrator of a traffic accident which resulted in death was that there was peace between the families of the victim and the perpetrator. The investigation was stopped for purely humanitarian reasons and the culture of the people who do not want a complicated process and tend to choose peaceful paths. The process of terminating the investigation of the reporter and the reported party against the perpetrator of a traffic accident that resulted in death is for the police to use their discretionary authority and Standard Operating Procedures for restorative justice. The obstacle experienced by investigators in the process of handling this case is that witnesses do not want to appear at the police to provide information regarding the occurrence of a criminal act, because if there are no witnesses the process of handling the case will definitely be difficult to carry out.

Urban traffic accidents pose significant challenges to the sustainability of transportation infrastructure not only in Vietnam but also all over the world. To decrease the frequency of accidents, it is crucial to analyze accident data to determine the relationship between accidents and causes, especially for serious accidents. This study suggests an integrated approach using Geographic Information System (GIS) and Data Mining methods to investigate the features of urban traffic accidents in Hanoi, Vietnam aiming to solve these challenges and enhance the safety and efficiency of urban transportation. Firstly, the dataset was segmented into homogenous clusters using the two-step cluster method. Secondly, the correlation between causes and traffic accidents was examined on the overall dataset as well as on each cluster using the association rule mining (ARM) technique. Finally, the location of accident groups and high-frequency sites of accidents (hotspots) were determined by using GIS techniques. As a result, a five-cluster model was created, which corresponded to five common accident groupings in Hanoi. Moreover, the results of the study also identified the types of accidents, the main causes, the time, and the surrounding areas corresponding to each accident group. In detail, cluster 5 depicted accidents on streets, provincial, and national roads caused by motorbikes making up the highest percentage within the groups, accounting for 29.2%. Speeding and driving in the wrong lane in the afternoon and at night were the main causes in this cluster (Cf ≥ 0.9 and Lt ≥ 1.22). Next, cluster 2 had the second-highest proportion. Cluster 2 presented accidents between a truck/car and a motorbike on national and provincial roads, accounting for 27.8%. Cluster 1 presented accidents between a truck/car and a motorbike on local streets, accounting for 22%. Cluster 3 illustrated accidents between two motorbikes on the country lanes, accounting for 12.3%. Finally, cluster 4 depicted single-vehicle motorbike crashes, with the lowest rate of 8.8%. More importantly, this study also recommended using repeatability criteria for the same type of accidents or causes to determine the location of hotspots. Also, suggestions for improving traffic infrastructure sustainability were proposed. To our knowledge, this is the first time in which these three methods are applied simultaneously for analyzing traffic accidents.

During the last three years, traffic accidents in Mataram City- Lombok have increased significantly. Interestingly, most of the accidents were involved high school motorcyclist. This study aims to investigate the influence of age and gender of student motorcycle riders on traffic violations and accidents, which represents a city with moderate growth. The investigation was conducted using a questionnaire survey, in which the data were collected from 394 students covering eighteen high schools. The model developed consists of behavioral, violation and accident latent variables. Behavioral constructs are comprised of five observed variables, the violation constructs consist of three observed variables, and accident constructs have two observed variables. It was found that 51.53% from 87.5% of the student’s motorcycle riders did not have the proper riding license, whom has age under 17 years old and had been involved in traffic accidents. The study was indicated a significant relationship between student riding behavior to traffic violations, and between traffic violations to accidents. Gender and age show differences in the significance (chi-square) values between riding behaviors relationship to traffic violations and accidents too.

The article considers the main problems that arise during the preliminary investigation in criminal cases related to traffic violations that caused serious harm to human health or death by negligence in non-contact road accidents. One of the most serious problems identified during the study of judicial practice and regulatory legal acts was the establishment of the fact that there is no legislative consolidation of the concept of a non-contact traffic accident, as well as the concepts of classification of road accidents by type; in addition, there is no unified methodology for investigating non-contact road accidents, that is, in cases of absence of physical impacts (contact, collision) between road users. As a result of the study of the materials, scientific conclusions were drawn and recommendations were proposed for the forensic support of the investigation of non-contact road accidents that entailed socially dangerous consequences provided for in Article 264 of the Criminal Code of the Russian Federation. The purpose of the study is to analyze the problematic issues that arise during the preliminary investigation in criminal cases related to traffic violations that caused serious harm to human health or death by negligence in non-contact road accidents. This research aims to explain the efforts and factors that influence the implementation of restorative justice in traffic accident cases at the Banda Aceh Police Traffic Unit. The research results show that the application of restorative justice in resolving traffic accident cases is carried out by investigators after there is peace between the perpetrator and the victim's family. This is done before the Investigator sends a Notification Letter of Commencement of Investigation to the Public Prosecutor so that the case is not continued. Factors that influence the implementation of restorative justice consist of two factors, namely law enforcement and community cultural laws. The law enforcement factor is the lack of knowledge and understanding of investigators regarding applicable laws and regulations. Community legal culture factors are related to religion, values, attitudes and behavior in people's lives so that they influence decision making to resolve traffic accident cases experienced through restorative justice. We hope that traffic accident unit investigators from the Banda Aceh Poresta Traffic Unit can increase their knowledge and understanding of procedures for handling traffic accidents through restorative justice. Research shows that the weaknesses are caused by the imposing conditional crimes which include the following: (1) the legal substance, related laws, and regulations have not accommodated the unique traffic accident cases. (2) Legal structure, not all Resort Police (Polres) implement traffic accident cessation based on restoration justice. (3) The legal culture and public views on stopping the investigation of road traffic accident cases have not been fully understood by the public. and based on this, the legal Reconstruction of stopping investigations of road traffic accident cases based on the value of justice can be done by encouraging the immediate ratification of the Draft Criminal Code into the National Criminal Code, by expanding the basic criminal sanctions on traffic accident cases in the form of humanitarian assistance based on the agreement of the litigants. With the following formulas: 1. The agreement of the litigating parties is requested for a resolution/deed of reconciliation to the Court Judge. 2. The decree/deed of peace has legal force and executorial power as well as control by state institutions outside the police as investigators. 3. The deed of peace from the judge is used as the basis for stopping the investigation for the sake of the law because the application of restorative justice is needed in order to realize a fair and transparent law.

According to the experience of traffic accident investigation over the years, the pointer of some crashed vehicles’ speedometer will stay in one place because of collision spread or heavily vibration, which may indicate the vehicle collision speed. However, the correlation between the residual speed value and actual vehicle collision speed still remains to be examined. For the practical needs of traffic accident reconstruction, this research work is carried out. Based on the principles of traditional speedometers, vehicle impact mechanics and failure mechanism, the damage and failure mode of speedometer in collision are studied. Through the statistics of 15 real traffic accident cases, the features and law about the pointer information of damaged speedometers are obtained initially. As an example, one of these cases is analyzed and calculated to verify the assumption. The availability of the mark information on the indicated place of speedometer after accidents (i.e. the correlation between the speed value of pointers and actual vehicle collision speed) is discussed, which can provide effective means and references for accident reconstruction and vehicle speed identification.

The paper presents the results of the study and analysis of traffic intensity and traffic composition at the accident hotspot of the regional highway «Kursk - Lgov - Rylsk - border with Ukraine». There has been specified the composition of the traffic flow as well as its change during the time of day. Graphs of traffic intensity and number of road traffic accidents (RTA) versus time of the day have been drawn, which show the relationship between road congestion and road traffic safety (RTS). The average daily traffic flow intensity is determined, which does not correspond to the technical characteristics of the road section under consideration and is one of the main objective causes of the accident emergence. The results of the study can be useful for the development of measures intended to improve road traffic safety at the highway under study.

However, to date, no studies at least in the Arab world generally and Gulf area specifically, conducted a comprehensive examination of cognitive functioning as potential predictors of car accidents and driving violations.ObjectivesExamining the role of cognitive functions e.g., verbal working memory, attentional control as predictors of traffic accidents and driving violations.AimsExamining the predictability of individual's cognition of occurrence of driving violations and accidents.MethodsThe study was carried on a sample of hundred and thirty two participants whose age ranged between 24 and 31 years. They were classified into groups of violators and non-violators, accident free and accident involved as well. Cognitive functioning were measured using self-reports and task performance, and a series of ANOVAS as well as stepwise multiple regressions were conducted to test the research hypothesis.ResultsFindings showed significant differences between violators and non-violators and between the accident free and accident involved groups in almost all of the considered factors, except for the decision making factor. Moreover, Pearson product-moment correlations showed that there were significant negative correlations between age, driving violations, and cognitive performance and the accidents.ConclusionsHuman cognition such as executive functioning and mental planning are key factors for predicting driving behavior and traffic accidents. The author discloses the procedure for the appointment of an examination and the provision of initial data, which an expert must take into account when resolving issues posed to him. In practice, in the administrative investigation of traffic accidents that are classified as technical types of violations, due to the specificity of the category of cases under consideration, one of the main evidence is the implementation of engineering and transport examinations. The fact that the engineering and transport expertise is not the latest evidence in cases of administrative offenses and making decisions on them requires an increase in the quality of the collection of primary information and leads to an increase in the need for engineering and transport expertise at a higher level. Difficulty arises in posing the questions posed for the permission of the examination, in the consistency of the initial data collected by the police, which should ensure the completeness of the investigation of the mechanism of the traffic accident. As well as in establishing the causes and links to the incident of any actions or inaction of the participants in the traffic accident.

A large number of people meet with an accident everyday around the world. One of the leading causes of death is traffic accidents. The reasons behind India's rising number of road accidents contribute to bad driving behavior, poor road design and infrastructure, lack of enforcement of traffic laws. The post accidental investigation report is very important to know the actual reason of collision for the concerned parties and the insurance company and the police. The proposed work effectively extracts interpretable features describing complex driving patterns. It will provide analytical report of the accidents to various parties involved in process. This work analyzes the type and cause of accident. The experiment has been simulated using on board diagnostic II (OBD II) and smart phone accelerometer for post accidental analysis of collision. As the electronic control unit (ECU) does not provide accelerometer sensor, so the smart phone accelerometer has been utilized in conjunction with another parameter of OBD II device. The gravitational force (G-force) values observed from accelerometer sensor along the different axes and speed, acceleration, fuel consumption rate, and are retrieved from OBD II device. The result shows that the parameters recorded are very helpful in finding the actual accidental status of the vehicle.

Purpose – The purpose of this paper is to propose a framework methodology for the assessment and improving accident data collection and analysis in the Kingdom of Saudi Arabia (KSA). Design/methodology/approach – A proposed framework methodology for accident reduction by an integrated process which includes a risk identification, assessment and reduction process is proposed for Tabuk city in KSA. Findings – Tabuk city has a high accident rate. The proposed framework can improve the process of accident data collection and analysis and identify hot spot locations and accident severity. Originality/value – It has been estimated that the annual cost of traffic accidents in Saudi Arabia exceeds six billion US dollars, in addition to other social, health and economic impacts, such as disability, rehabilitation and unemployment due to traffic accident injuries. There are not many studies, if any, in Tabuk in KSA on the investigation and development of a framework for accident reduction.

Issues related to the investigation of traffic collisions in criminal proceedings and establishment of cause and effect relationship between vehicles breakdowns are considered. The purposes and tasks of the vehicle inspection by an investigator are defined. The procedure for the appointment of a technical condition examination in criminal proceedings during the investigation of a traffic collision is indicated. The issues that are resolved while road-accident analysis of vehicles technical condition are examined. The possible conclusions of the forensic examination after establishing the vehicle technical condition at the time of the accident are drawn and evaluation of these findings is given. Investigations and trials on criminal cases related to traffic collisions, as well as investigating authorities and court decisions on the issues of violations by drivers of the requirements of Traffic Rules, Technical Operation Rules, require the mandatory establishment of the systems technical condition that affect the safety of vehicles. Currently, police officers and investigators do not have a clear, scientifically substantiated methodology for checking the technical condition of vehicle systems, and the protocol form for examining and checking the technical condition of vehicles is imperfect. Many years of forensic examinations experience in forensic institutions of the Ministry of Justice of Ukraine and continuous work with these documents indicate that there was almost no case when an inspection report was filled in correctly and contained reasonable and comprehensive information on the technical condition of the vehicle involved in a traffic accident. In connection with the above, the consideration of the traffic accident investigation that arose as a result of a vehicle breakdown is becoming increasingly relevant. In addition, it is advisable to highlight the scientific and technological progress that entails the development of new methods for forensic experts who are involved in criminal proceedings during investigation of traffic collisions. The initiation of criminal proceedings on the fact of a traffic collision and the establishment of cause and effect relationships between vehicle breakdowns has a number of peculiarities inherent only to this corpus delicti, but application of special knowledge in the field of automotive equipment, namely, interaction of investigative actions with forensic experts allows the investigation to establish a cause and effect relationship between identified vehicle breakdowns and the occurrence of a traffic collision, and most importantly to identify that a person driving a vehicle violated Vehicle Operation Rules in the event of a traffic collision.

Abstract The derivation of real accident scenarios from accident databases represents an important task within vehicle safety research. Simulations are increasingly used for this purpose. Depending on the research interest, a wide range of accident databases exists worldwide, which differ mainly in the number of recorded data per accident and availability. This work aims to identify critical vehicle-to-vehicle accidents based on freely available accident databases to derive concrete scenarios for a subsequent simulation. For this purpose, the method of the pre-crash matrix is applied using the example of the freely available Crash Investigation Sampling System database of the National Highway Traffic Safety Administration. An analysis of existing databases worldwide shows that this is the most detailed, freely available database. The derivation of scenarios succeeds here by a new method, whereby a center of gravity calculation is carried out based on the damages of the vehicles according to Collision Deformation Classification nomenclature. In addition, the determination of other necessary parameters, as well as the limits of the database, is shown in order to derive a scenario that can be simulated. As a result, the constellations of the five most frequent vehicle-to-vehicle accident scenarios according to the Crash Investigation Sampling System database are presented. In particular, other institutions should follow National Highway Traffic Safety Administration’s example and make data freely available for accident research.

The Aegean Sea is risky for marine accidents due to its geography and dense vessel traffic. Revealing the patterns of marine accidents in the region is essential for preventing such accidents in the future. With this motivation, this study analyzes the data on maritime accidents in the Aegean Sea Turkish Search and Rescue Region. For this purpose, the descriptive analysis of the 576 marine accidents in the region between 2001 and 2020 was accomplished. Moreover, by applying hypothesis tests, the relationships between the factors that affect the occurrence of marine accidents were investigated. As a result, the most common contributing factors to the event of accidents were revealed. The relationships between the variables of the data set were determined. Accordingly, the type of ship with the most accident are yacht/recreational boat. Hull/machinery failure is the most common type of accident, and summer is the most frequent season for maritime accidents. It was revealed that there are significant relationships between the variables such as the type of accident, the sub-region where the accident occurred, the time of the accident, and the ship type. Finally, deficiencies were evaluated, and suggestions were made for more effective investigation and prevention of accidents.

The objective of the research paper: to investigate theoretical and practical issues of the establishment of disposal admissibility by investigating road accident crimes during pre-trial criminal proceedings; to identify problems in this context and to offer their solutions. During the practice pre-trial criminal investigation in road accident cases indicate shortcomings in the legal framework, as well as the competence of officials conducting criminal proceedings, the organization of work and the lack of methodological materials and standardized forms related to the specific nature of the road accident investigation. The solutions proposed by the author are related to the strengthening of the attachments’ admissibility specified in section 130 of the Criminal Procedure Law as evidence in criminal proceedings.

Thailand has the second-highest rates of road traffic mortality globally. Detailed information on the combination of human, vehicle, and environmental risks giving rise to each incident is important for addressing risk factors holistically. This paper presents the result of forensic road traffic investigation reports in Thailand and determines risk factor patterns for road traffic injuries. Detailed forensic reports were extracted for 25 serious traffic accident events. The Haddon matrix was used to analyze risk factors in three phases stratified by four agents. The 25 events analyzed involved 407 victims and 47 vehicles. A total of 65.8% of victims were injured, including 14.5% who died. The majority (66.1%) of deaths occurred at the scene. Human-error-related factors included speeding and drowsiness. Passenger risks included not using the seat belt, sitting in the cargo area and the cab of pickups. Overloaded vehicles, unsafe car modifications, no occupant safety equipment and having unfixed seats were vehicular risks. Environmental risks included fixed objects on the roadside, no traffic lights, no guard rails, no traffic signs, and road accident black spots. At present, traffic accidents cause much avoidable severe injury and death. The outcome of this paper identifies a number of preventable risk factors for traffic injury, and importantly examines them in conjunction. Road traffic safety measures need to consider how human, vehicle, and environmental risks intersect to influence injury likelihood and severity. The Haddon matrix is useful in identifying these pre- and post-accident risk factors. Furthermore, the sustainable preventions of road traffic injury need to address these risks together with active law enforcement.

The traffic safety system in Palestine needs major improvements. Traffic accident data in Gaza Strip are collected from crash reports recorded by the local Police. In many cases, roads are constructed without proper consideration of children’s needs. However, children and young kids use the roads as pedestrians, bicyclists, and occupants of vehicles. Moreover, they might choose to play on the road. This paper aims to investigate the situation of traffic safety of children in the Gaza Strip and to recommend measures to reduce their risk. This research is based on accident statistics recorded in the period between 2008 and 2018. Analysis was carried out to determine critical locations that have a high number of accidents, focusing on accidents that resulted in casualties and fatalities of children. Results show that the highest rate of children fatalities in the Gaza Strip was on Arterial Roads. According to the data collected in 2016, 2017, and 2018, the percentage of road traffic deaths of children are 60%, 68% and 59% respectively, which is higher than the average rate of child mortality in the world (52%) according to the world organization statistics. Gaza city has the largest number of children fatalities caused by road accidents in the Gaza Strip. This might be due to the high population density and heavy traffic. In order to reduce road accidents for children, it is necessary to control the speed of vehicles at school zones and to provide more safety measures for children on the roads, including illuminated pedestrian crossings for children. It is very important to provide children at schools and kindergartens with proper training on how to cross the street. It is also helpful to teach them some important traffic signs.

Operating speed is one of the leading safety risk factors, which increases accident risk and influences accident severity. Speeding is the leading cause of accidents and the most common road traffic offense. The key measures of speed control are educational activities and engineering traffic calming measures. This paper presents an investigation of trapezoidal speed humps – one of the traffic calming measures – and their impact on the driver and the occupants of the vehicle. The level of discomfort to the driver and the occupants, caused by vibrations when the vehicle passes the speed hump, was determined during experimental research. The discomfort level, calculated by three methods, indicated the leading cause of discomfort generated by the analysed trapezoidal speed humps.

The Sijunjung Regional Police Laka Satlantas Unit has handled 35 cases of traffic accident committed by children, so far it has always prioritized child protection in examining children who are dealing with the field of law. This research is a descriptive analytical study. Adapaun the results of the implementation of the implementation of the fulfillment of children's rights as suspects in the investigation process, can be seen from careful actions carried out by investigators, meaning that if the cases carried out by children are still classified as minor acts, there should be no detention measures, whereas if the case is a criminal offense detention can be carried out, in the investigation process the suspect must be accompanied by his parents even though his legal advisor does not come to accompany the suspect. BAPAS in the inspection phase is obliged to assist the suspect. Examination of child suspects, it should be noted that there is a special room that is comfortable and friendly for child offenders, and the Diversion process is prioritized to achieve the best interests for children. Constraints encountered by the police in fulfilling children's rights as suspects in the process of investigating traffic accident crimes, namely in the process of investigating and detaining suspected children, where there are internal factors, namely members of Unit Laka personnel who are few in number, BAPAS sometimes unable to attend, legal counsel sometimes unable to attend. Efforts to overcome the obstacles that arise in the provision of children's rights as suspects in the investigation process of traffic accident crimes, where the Sijunjung Regional Police have dealt with these obstacles in accordance with what is needed, among others asking for funds to add detention rooms, writing BAPAS and legal counsel, and providing socialization to schools or to the community regarding enforcement of traffic laws in general and the protection of children in particular.

The purpose of this paper is to analyse the possibility for predicting the outcome of a road traffic accident concerning the traffic environment, personal traits of the traffic participant and the vehicle, i.e. aiming to answer the question whether specific values of the factors analysed to increase the likelihood of a fatal accident. The logistic regression model that allows identifying the relationship between the dependent and independent variables were used in the research. Other methods for describing and analysing categorical variables were also used alongside the logistic regression. When analysing the results, it was recognised that the odds ratio above 1 shows a higher likelihood for a representative of the category in question to be involved in a fatal accident compared to a representative of the base category. Odds ratios of likelihoods for calculation of the road traffic accident types show that the likelihood of a fatal accident is statistically significant affected by rollovers or driving into obstacles, compared to vehicular collisions. When summarising the results, it was stated that most of the factors researched have an impact on the outcome of a road traffic accident. The influence of some factors has a higher probability of resulting in a fatal accident as compared to other factors.

In this study, road traffic injury (RTI) was defined as any injury resulting from a road traffic accident irrespective of severity and outcome. Road traffic accident (RTA) was defined as any crash on the road involving at least one moving vehicle, irrespective of it resulting in an injury. This could include collision with a vehicle or any non`moving object while driving/riding a vehicle, collision with a moving vehicle while walking/running/standing/ sitting on the road, or fall from a moving vehicle. The burden of road traffic accidents (RTA) is a leading cause of all trauma admissions in hospitals worldwide. Road traffic injuries cause considerable economic losses to victims, their families, and to nations as a whole. These losses arise from the cost of treatment (including rehabilitation and incident investigation) as well as reduced/lost productivity (e.g. in wages) for those killed or disabled by their injuries and for family members who need to take time off work (or school) to care for the injured. Road traffic fatality in the Kingdom of Saudi Arabia (KSA) is the highest, accounts for 4.7% of all mortalities. Road injuries also are reported to be the most serious in this country, with an accident to injury ratio of 8:6. In this study, we try to focus on some causes of the accidents in KSA, so we can implement the prevention plan.

Due to the lack of professional staff and the high workload of investigators, investigations into crimes against road safety and transport operation are often conducted ineffectively. As a result, the rights of victims of car accidents stay unprotected. This makes the issue of providing them with legal aid especially important. The purpose of this study was to develop the principles of victim representation at the subsequent stage of pre-trial investigation of crimes against road safety. The methods used in this study include general scientific methods (inductive, deductive, analysis, synthesis, analogy, modelling) and special methods (systemic and structural analysis, logical-legal, comparative legal, sociological). The activities of a road traffic accident victim’s representative during the subsequent stage of pre-trial investigation are considered with a division into separate components (procedural, control and advisory, and search) which are interrelated and interdependent. The features of these components in their interconnection were systematically outlined. The procedural and control-advisory components were studied inseparably from each other at the general level and at the level of concrete investigative (detective) actions. The search component was studied separately with the definition of its specific components, methods and means of their implementation. The study defined the principles of organisation and some tactical methods of representation of a road traffic accident victim at the subsequent stage of pre-trial investigation of crimes against road traffic safety. The author proposes a methodology for initiating the necessary investigative actions by the victim’s representative in different types of interaction (constructive, official business, conflict) that develop at a later stage between them and representatives of the prosecution. Based on the analysis of Ukrainian legislation and its application practice, the study identified the range of problems arising in the practical activities of a representative of a road traffic accident victim at the subsequent stage of pre-trial investigation and suggested ways to resolve them. The use of the provisions of this study will contribute to the improvement of the activities of trial lawyers, increase the effectiveness of legal aid to victims of road accidents, and to further research in this area
