Three of the "military settlements", Perth, Richmond and Lanark, reflected aspects of an earlier town planning tradition in Upper Canada and enjoyed a limited success as the nuclei for a certain type of society A fourth town, By town, was founded with less planning but quickly became the major urban centre in the Ottawa Valley Conflicting aims of the military planners and the towns civilians made By town's experience very different from the other three towns.

The article substantiates the relevance of scientific analysis of the composition of town-planning relations for further development of legal regulation of town-planning and increase in efficiency of law enforcement activities in the field of urban planning. Based on the study of scientific sources, the author concludes that there is insufficient legal research in the field of legal regulation of urban planning. The paper shows the legal and scientific significance of studying the composition and specifics of town-planning relations for the further development of town-planning legislation and the formation of town-planning law. On the basis of the system analysis of the current town-planning and related legislation, the author provides for the legal characteristics of subjects and objects of town-planning legal relations taking into account the specifics of urban planning activity depending on their particular type, their features, problems of definition and identification, differentiation from related legal relations. The author proposes a possible classification of subjects and objects of town-planning relations depending on the type of town-planning activity and their nature.

Abstract:
While the growth of global urban centres is primarily attributable to population growth, Slovenian towns are stagnating due to suburbanization. The urban centres have failed to timely adapt to new forms of living, climate change and excessive energy consumption; in consequence they are becoming cramped, unhealthy and wasteful. This has led to criticisms of existing development paradigms and operative lack of responsiveness on the part of sustainable policies. Based on relevant literature on sustainability – urban policies, concepts, and urban forms –, the paper shows that town planning approaches in Slovenia still primarily deal with solving problems of necessary investments, leaving comprehensive urban solutions based on long-term visions on hold. Meanwhile, the global contemporary town planning approaches based on sustainability principles tend towards interventions into existing urban space. One such approach is urban recycling; a form of urban intervention aimed at adaption of the urban environments to contemporary needs on the basis of comprehensive approach which includes collecting and analysing data on the existing situation and integrates observations with practice.

Abstract:
Small towns are defined as towns with the population not exceeding 15,000 (20,000) residents. They are organisms that can be embraced visually, mostly with the clearly demarcated area. Residents know their small town very well, the majority of buildings and structures is constructed at a reasonable scale and architectonic dominants allow easy orientation. Verdure in a small town is either a separate functional space (park, landscaped area, forest, scattered green vegetation) or it is associated with another function (residential green spaces, green spaces of housing estates, line verdure, verdure of self-retained areas – sports grounds, cemeteries, schools, etc.). The verdure of a small town is formed to make up a system. It may be realised but its functionality may be diminished by barriers of different type. Verdure significantly contributes to the image of a small town and its particular spaces. From the recreation aspect it is important to create near and easily accessible green spaces that may be used for the short- or long-time recreation of residents and visitors; the good connection of the urban verdure system with suburban landscape is desirable. To accentuate the basic landscape values and to realise the potential of the verdure system of a small town it is advisable to use the system of land-use planning while the landscape plan becomes its integral part.

"Prehistoric Town Planning in Crete" was published in 1950 by Richard Hutchinson. He determined there was no evidence of town planning on Minoan Crete except for two instances. Hutchinson's approach compared the layout of the few excavated Minoan towns to other contemporary sites, such as Kahun, Egypt and Harrappa, India. These towns were laid out in grid-like squares, on flat, level ground. Compared to these sites the settlements on Crete appeared as an amalgamation of disorganized, organic growth. More than half a century has elapsed between Hutchinson's article and this study. Within that time many more Minoan sites and towns have been excavated and published. This greater corpus offers an opportunity to examine Minoan town planning with a new eye. This greater number of excavated Minoan towns allows for a study of town planning by comparing Minoan communities to one another. When an investigation is done comparing sites within Crete only, a pattern starts to emerge. To accomplish this analysis nine elements of Minoan town planning are defined, examined at individual sites, and compared among settlements. These nine elements are: 1. A street system adhering to the natural contours of the land 2. Buildings arranged in irregular, attached blocks defined by the street system 3. A large plateia or centrally located community court easily accessible from all parts of the town 4. Other open public spaces throughout the settlement 5. An elite building near the plateia 6. Public buildings in which there is no habitation 7. Semi-public buildings 8. Built fortifications 9. Extramural dependencies, which are structural features or natural areas outside the borders of the town proper but are an integral part of the community This comparison elucidates a very specific and existing type of Minoan town planning. It began at least as early as Early Minoan II and reached its apogee in Late Minoan I. What at first glance looks random, is not. Minoan towns were laid out within the constraints of the local landscape and with the desired aesthetic. The result was a lifestyle in LM I far beyond subsistence living.

ENGLISH ABSTRACT: The urban designer works within an environment characterized by constraints. Control mechanisms are part of these constraints. They were created out of necessity because the control of the urban environment became strained as cities grew in size. In the beginning control mechanisms regulated the urban environment to create better public safety. This objective evolved to include aesthetics and sustainability of the environment. Controls, however, tended to become standardized and were often blindly applied irrespective of changed circumstances and contexts. Control mechanisms include inter alia height, density, bulk, and aesthetic controls, which can be applied to regulate form, space and behavioural or activity patterns. These control mechanisms generally embrace a system of codes embodied in legislation enforceable in law. Urban designers should realize and take full advantage of the potential of the law as an urban design control element. This study examines the nature of control mechanisms as applied to town planning in general and urban design in particular and their efficacy in achieving and maintaining a range of human and social objectives. To this end, attention is paid to examining historical precedent, examples reflecting different cultures and approaches and resultant urban forms. On the basis of the aforementioned this study aims to identify a range of urban design principles and to propose suggestions as to how control mechanisms as part of a system of law can best be applied. A case study of central business district sites in Durbanville, Western Cape is researched.
AFRIKAANSE OPSOMMING: Die stadsontwerper funksioneer binne 'n omgewing wat gekenmerk word deur beperkings. Beheermeganismes maak deel uit van hierdie beperkings. Dit het ontwikkel uit noodsaak, want die beheer van die stedelike omgewing het onder druk gekom soos stede in grootte toegeneem het. Aanvanklik het die beheer-maatreëls die stedelike omgewing gereguleer om sodoende openbare veiligheid te verseker. Hierdie doel het egter ontwikkel om estetiese ontwerp en volhouding van die omgewing in te sluit. Maatreëls het egter geneig om gestandardiseer te raak en is dikwels blindelings toegepas ongeag die omstandighede en konteks. Beheermeganismes sluit inter alia hoogte, volume en estetiese kontrole in wat aangewend kan word om vorm, ruimte en gedrags- of aktiwiteitspatrone te reguleer. Hierdie beheermeganismes omsluit gewoonlik 'n stelsel van kodes wat vervat is in wetgewing, afdwingbaar deur die wet. Stadsontwerpers behoort die potensiaal van sodanige wetgewing te besef en tot hul voordeel te benut as 'n beheer element in stedelike ontwerp. Hierdie studie ondersoek die aard van beheermeganismes soos aangewend in stadsbeplanning oor die algemeen en stedelike ontwerp in die besonder en hul doeltreffendheid in die bereiking en handhawing van 'n reeks menslike en sosiale doelstellings. ‘Public memores’ are an imporant aspect in preserving a place’s culture and heritage. Actions of the government and society many times define/redefine identities of places, impacting collective memory of people in perceiving places. Conscious efforts are required to make and keep public memories alive. Insensitive and uninformed Urban Planning can lead to erasing history and heritage not just physically but from public memories as well. This Paper discusses the issues of Fading Urban Memories by taking case studies of two historic towns in the South Indian State of Telangana. Most of the Small & Medium Towns in Telangana, India, developed over the last two centuries from their historic core areas of the Capitals of erstwhile Samsthans/Zamindaris, land revenue admistration units/sub-regional authorities under the British and the Princely States’ Rulesin India till Independence in 1947. These Samsthans/Zamindars/ Jagirdars were ‘Chieftains’ of their own territories and ruled from ‘Palaces’ located in their Capital city/town. The palaces and historic areas of old Samsthan/Zamindari settlements represent local histories whose significance, memory, heritage needs to be preserved for posterity. Gadwa and Wanaparthy were two such towns, which developed mid-17 Century onwards becoming present day Municipalities of different Grades. The Department of Town and Country Planning, Govt. Of Telangana, prepares Master Plans for development of Municipalities. The surviving Fort/Palaces is marked by their present land use in the development plans, unrecognized for thier heritage status, thus posing threat to heritage being erased from collective Urban memory. The case studies presented in this paper are from the ongoing doctoral research work being done by the author at School of Planning and Architecture, Jawaharlal Nehru Architecture and Fine Arts University, Hyderabad, on the topic of ‘Planning for Conservation of Samshtan/Zamindari Palaces of Telangana and Andhra Pradesh’.

Abstract:
Making the most of daylight in town planning is one of the important ingredients in the attempts for the sustainable city. Exactly 150 years ago Ildefons Cerdà presented his great work “Teoría General de la Urbanización” including methods for taking care of sunlight. However, with modern software, the possibilities to do comprehensive preparations are much better. This paper presents an urban typology considering daylight with basic geometric forms, shapes and patterns. Later this will be elaborated more in detail. The research includes three steps; choosing typical alternatives for settlements and designing some new principle urban solutions, calculations and evaluations of the alternatives considering especially energy saving. The quality and the quantity of daylight are dependent of the geometry of the urban spaces. That means the volumes for the buildings as well as the empty spaces in between. The accessibility for diffuse daylight from the sky and for direct rays from the sun is measurable by computer calculations where the sun angles and the skylight from the hemisphere are simulated. Relevant parameters are height, width and length. In a settlement with a high urban density it is more difficult to distribute daylight than in a settlement with low density. However the economy for exploitations is also worse with lower density. Therefore the comparisons between different settlements are with the same density. The orientation of the settlements according to the compass is of crucial importance looking to the direct sunlight and the shadows. Abstract:
This study defined morphological importance of cultural heritage assets and formation of Egba-Ake town. Cultural heritages include man’s physical imaginative products which can be touched and seen include buildings, crafts, tools, ivory, cowries, paintings, textiles, pestles, mortars, food, wooden objects, tombs & grave goods, temples, dresses, pottery & potsherd pavements, monuments, books and artifacts. Morphology are factors that influence city/community formation which are determined by synthetic and natural determinants. Cultural heritage assets are whatever is valued by people today that was also cherished by former generations. This research explored the importance of cultural heritage assets in relation to urban fabrics formation of Egba-Ake. Qualitative method was adopted in this study, in-depth interviews and personal observation was used for data collection while Nvivo words tree and satellite imagery was used to analyze collected data. Ake’s palace and Itoku market is located at the center around which the Egba-Ake evolved. Ake’s Palace (political and cultural hub of the town) and Itoku market (the economic heritage of the town) was used to preserve various aspects of Egba-Ake cultural heritage. Ela festival (new yam festival) is annually celebrated cultural activity in Egba-Ake. This finding is relevant to policy makers as it allows the support of potential common structures for heritage administration in Egba-Ake. Effect of heritage in EgbaAke morphology is the new palace of Alake (the cultural ruler) of Egba-Ake were renovated and new once built a few years ago with modern architectural designs, furniture and fittings. This has made the Alake’s Palace to meet ‘international standards’. Social amenities and infrastructures like electricity supply, water systems, hospitals, good roads, administrative offices, schools; communication networks, etc. are now a major feature in Egba-Ake town. Further studies will enhance the implementation issues which may arise from the creation of a framework for cultural heritage management, with emphasis on risk management and risk reduction of cultural heritage.

Abstract:
As one of the leading factors of China's economic growth, Shanghai has ranked atop of global metropolitan. Recently, Shanghai has just completed the compilation of a new version of Shanghai 2035 Master plan. Under the guidance of ‘outstanding global city’ of Shanghai, one of the most remarkable changes is the redefinition of cities and regions. This master plan introduces a five-level spatial layout structure system of 'Central Activity Zone-Main City Zone-Suburban Town Circle-Near Shanghai Collaborative Zone-Yangtze River Delta Regional Urban Agglomerations'. The Central Activity Zone is the core area of the main city, the Main City Zone is the key upgrading area around the main city, the Suburban Town Circle is the suburban development complex composed of the suburban New city-new town-ordinary town and village. the Near Shanghai Collaborative Zone emphasizes the strategic coordination and interactive promotion between Shanghai and its surrounding areas, and the Yangtze River Delta Regional Urban Agglomerations refers to Shanghai driving more than ten cities in the Yangtze River Delta to form a world-class metropolis area. In different spatial scales, this pattern has given a coordinated and unified spatial planning arrangement for urban and rural areas and different regions, which provides a guideline for the world's megacities' spatial planning. The disadvantage is that the multi-scale spatial governance system matched with the multi-scale spatial layout structure system has not yet matured in Shanghai and its surrounding areas, resulting in difficulties in planning and implementation. Now, China is commencing a large-scale reform of its spatial planning system, which offers a great opportunity for the implementation of new planning concepts.
