Abstract:
Indonesia has the potential of natural resources for tourism development. One of the natural resources that the government continues to develop in Indonesia is the Lake Toba tourist attraction. The level of tourism visits at Lake Toba tourist destinations in Indonesia in recent years is low. Policies designed to provide a socially inclusive and ecologically sound tourism framework are weak in encouraging local wisdom-based tourism in the tourist destinations of Lake Toba, North Sumatera, Indonesia. Local wisdom-based government policies are essential and strategic because they can trigger an increase in the quality of tourism in Lake Toba. Government regulations and policies that show concern for local wisdom for the Lake Toba area in North Sumatera, Indonesia, can support and guide community involvement. The results of this research can help evaluate policy documents at other well-known tourist destinations.

Abstract:
Purpose: (1) Compile a baseline study of the potential of tourist objects and attractions as well as the readiness of community participation in the Community Based Tourism development model and forms of collaboration with relevant stakeholders; (2) Strengthening institutional and community empowerment in developing Kendran Tourism Village, as a community-based tourism village; and (3) Establishment of cooperation models and policies that can be developed by local governments and related stakeholders. Research methods: the method of documentation, questionnaires, interviews, and FGD. The collected data was then analyzed using existing condition analysis techniques, ADO-ODTWA assessment, participatory rural analysis (PRA), SWOT analysis, MACTOR analysis, and MULTIPOL analysis. Findings: Kendran Village as a tourist village, as well as its readiness for development were quite potential. The main policies that need to be prioritized include increasing the capacity of rural communities, strengthening village tourism institutions, packaging attractions / attractions for creating branding, and expanding and maintaining markets. Implications: the development of a single destination tourist village is the creation of branding, while the policy to increase the capacity of rural communities has the highest value in the multiple destination tourist village scenario. Tourism development policy in the Province of Bali refers to the concept of sustainable and quality tourism, through various multi-sector policies.

Abstract:
Batee Iliek Tourism Object Development Model in Bireuen Regency which is nature tourism for the welfare of the community by developing objects or attractions, accessibility, amenities, supporting facilities, and institutions through government policies. The aim is to increase income and better economic development and provide job opportunities for the Batee Iliek community in Bireuen Regency and increase national income. The methodology used in this study uses a qualitative methodology and this study aims to obtain an overview of the Batee Iliek Tourism Object Development Model in Bireuen Regency. The results showed that the government and the community played a role in the tourism development program in Batee Iliek through the development of facilities, the development of tourist attractions, increasing the security of village tourist attractions and the development of cultural diversity in the area. The solutions given by the government are to provide facilities such as parking lots, bathrooms, and prayer rooms. By creating a diversity or regional characteristic, such as introducing Acehnese culture. introducing Acehnese cuisine, and selling unique bags with Acehnese carvings can attract visitors.

Abstract:
Facts on the tourism issues that emerged in Karangasem Regency showed a lack of synergy between spatial planning and tourism destination planning. In addition, tourism development in Karangasem Regency is vulnerable to exploitation of natural and cultural resources. Therefore, in developing tourism in Karangasem Regency, careful measures are needed to avoid the degradation of local cultural values. This study aimed to formulate and develop a policy framework for tourism destination development in the regional spatial system of Karangasem Regency, Bali, Indonesia. This study used a qualitative research approach with multicriteria-based policy (MULTIPOL) analysis. The data were collected through document studies, interviews, and focus group discussions (FGD). MULTIPOL analysis integrates a participatory approach into multi-criteria principles, and therefore, the MULTIPOL framework is based on the information obtained from stakeholders through FGD. In this study, the interviewees were chosen through purposive sampling by involving 15 experts consisting of 3 community leaders, 7 local government officials, and 5 managers of tourist attractions. The results showed that the tourism village development action scored the highest for the conservation-based tourism policy, regional potential-based tourism policy, infrastructure development and accessibility policy, and community-based tourism management policy. Meanwhile, the highest-scoring policies in relation to the established integrated development scenarios, are the regional potential-based tourism policy, the community-based tourism management policy, and the conservation-based tourism policy.

Abstract:
Since the enactment of decentralization policies regarding tourism management of regions, developing tourism areas have grown to become a central issue for the local government, who have tackled it through a land acquisition policy against local communities. This study intends to examine the formulation and process of government land acquisition policies for the development of tourism areas in Lombok, whose decisions are met with opposition from the local community. This research uses qualitative and snowball techniques to determine informants. Data collection is carried out in the form of interviews, documentation, and observation. The results of this study reveal that community resistance to tourism development policies is a clear example of the lack of the power the local communities have in the policy formulation process (which stipulates land acquisition as a formulation of its policies). In its formulation, regional tourism policies have undergone a systematic process. However, if the policy option does not reflect the results of a comprehensive study - which only considers economic and business benefits and is not participatory in providing space for local communities to articulate their interests - it will lack legitimization and will be met with resistance from the local community.

Abstract:
This study aims to describe tourism governance development policies in Karanganyar Regency and the concept of sustainable development-based tourism policy and governance. The research employed empirical juridical approach. Therefore, this research focused on primary data collected from the interview and observation. In addition, this research was also supported by secondary data collected from literature study. Finally, the data were analyzed qualitatively. The findings revealed that the tourism governance development policies in Karanganyar regency which stated in the laws and regulations are adequate. However, its implementation is not yet running well. Furthermore, the sustainable development-based tourism governance development policy is the state's responsibility. The state acts as the holder of natural resource power and strengthens the community rights as the holders of state sovereignty. In conclusion, the tourism governance development policies in Karanganyar Regency cover environmental-friendly tourism development. However, its implementation has not yet been realized by the government of the Karanganyar regency. Moreover, the concept of sustainable development-based tourism governance development policy is based on the following basic principles, the state’s responsibility as the holder of natural resource power and strengthens the community right as the holders of state sovereignty

Abstract Introduction Tourism has a major role in economic and social interests. Karimunjawa is one of Indonesia’s tourist destinations, making the Karimunjawa Island a national park area for tourist destinations. Indonesia must have policies to support tourism, transportation, and infrastructure. This research aimed to identify the role of the community, tourists, NGOs, and district governments in implementing the Karimunjawa National Park management policy. Material and methods The descriptive quantitative method (questionnaire and path analysis) was used in this research. Results The test results showed that there was a direct relationship between the role of the community and the Central Java provincial government with a Path Coefficients value of 0.515; the role of tourists in government policies was −0.230, the role of NGOs in Central Java Provincial Government policies with a Path Coefficients value was 0.292 and the role of district governments against the Provincial Government policy was −0.332. Conclusions The value of Path Coefficients showed that there was still a lack of policy implementation from the provincial government to the community and NGOs. Collaboration between the district and provincial governments in managing was an effective way of monitoring tourism sustainably.

Tourism place-making is a process of transform space to a quality destination. World Heritage Site destinations offer tourists a sense of heritage because of their unique universal value. Community involvement is crucial to the success of the tourism agenda at each destination. The addition of a change in tourist motivation makes tourist involvement a necessary part of the process of making the destinations. Conventional tourist destinations have been developed through the government through a bottom-up approach where factors of tourist need are paramount compared to the communities surrounding the tourist destination. Consequently, there is a management conflict that affects the interaction between the community and tourists due to the lack of involvement. This will result in the offering of a quality experience that is not in line with the status of the world's heritage sites. Therefore, continuous community and tourist involvement is required to maintain the status quo. This paper aims to build a theoretical framework to build world-class tourism sites. In conclusion, the joint involvement in the tourism-building process affects the community and tourists. The implications of this study provide guidance on the policies and management of WHS Melaka.

The authors present survey findings from agropastoral households living near tourist attraction sites and undertake agropastoral activities, conservation, and community tourism enterprises in Laikipia, Kenya. Laikipia is a major wildlife migration route, popular with private conservancies and ranches, attracting large numbers of tourists. The authors explore the key determinants of participation in community tourism and find that communication and road infrastructure, membership of community groups, and security aspects influence household participation in community tourism. Policies aiming to improve infrastructure and security and to encourage the formation of investment groups would enhance participation in community tourism activities and raise household incomes.

Tourism is a keystone of the Southern African Development Community economy. However, the region has failed to maintain a fair market share in the global tourism industry as the Travel and Tourism Competitive Index 2007 to 2019 shows. Human resources are regarded as one of the pillars that stimulate a competitive tourism industry, hence, it is critical for countries to formulate appropriate human resource development policies and plans to secure economic benefits from their tourism activities. The main aim of this study is to develop an understanding of the strategies that Southern African Development Community countries can adopt to develop tourism skills. To attain this objective, this study investigates the strategies adopted by Tanzania, Mauritius and Botswana with the aim of informing policies and paving the way for other countries to improve tourism skills for the collective effectiveness of the entire region. Through a secondary research method, a comprehensive literature review was conducted to explore the tourism skill development strategies utilised by three regional countries so that less competitive peers can draw lessons for policy improvement and reform. This study shows that investment in tourism education, engaging international professionals, collaboration among stakeholders, and placing tourism human resource development as a national strategic area, are critical.

Abstract:
East Java Province has great tourism potential with tourism-based development that can provide economic growth for East Java Province. It is as an effort to maintain the existence of tourism development and government transportation policies through various tourist destinations and complete new infrastructure. With the rapid development of tourism, the tourism sub-sector makes a major contribution to local government revenues. So, the purpose of this study is to determine the results of the analysis of tourism policy and transportation policy. In the identification, it was found that the transportation variable plays a major role in tourism growth which also affects the economic growth of the surrounding community and the region so that the poverty rate decreases. The results of the study show that of the 13 selected variables have a significant influence on the value of supporting factors for tourism transportation policies, this reflects that among the variables proposed as the role of the government to facilitate the implementation of good tourism for tourism development and government policies, and the results turned out to have an effect on the management of tourist destinations in the implementation of tourism in East Java. Thus, the results of the median and std deviation are fully supported.

Tourism sectors have great potentials in increasing regional income. The program from the government to increase the number of tourisms is to prioritize tourism development, one of which is tourism on Lombok Island. The purpose of this study is to evaluate the government role in the development of community-based tourism in Lombok, especially the Mandalika Special Economic Zone in Central Lombok Regency. The analysis technique used in this study is to use convinience sampling techniques that are rarely used in previous tourism research in Lombok. The study contended that government role in the development of community-based tourism includes planning, development of main facilities, tourism expenditure policies, making and enforcing regulations. It also underlined that the driving factors in economic growth required participation of local communities. The inhibiting factors of local communities are educational background, employment, and gender.

Abstract:
This study aims to analyze tourism development policies to increase local revenue during the Covid-19 Pandemic period in Kupang City, obtained from the Kupang City Tourism Office. Analysis of two stages is carried out; In the first stage we analyzed the tourism development policy during the Covid-19 pandemic period in Kupang City, as well as analyzing the impact of these policies on the tourism sector and the contribution of the tourism sector to regional original income using a qualitative descriptive approach. In the second stage, the priority of tourism development policies to increase local revenue during the Covid-19 Pandemic Period Analysis through Analytical Hierarchy Process (AHP). The results show that the tourism development policy during the Pandemic period is the development of Human Resources (HR) of tourism, improving the quality of the tourism industry, developing tourism attractions, developing tourism imagery, and community empowerment through tourism. The contribution of the tourism sector to local revenue is not optimal because it is still sourced from the tourism industry. With AHP, this research identifies the priority of tourism development policies to increase local revenue during the Pandemic period, namely tourism destinations, tourism marketing, tourism institutions, and the tourism industry. This study shows that the level of training, supervision, and low management of tourism, increasing the development of tourism destinations, and increasing cooperation. The basic implications of this study are to improve tourism training, supervision, and management, establish regional regulations on tourist attractions and build cooperation with private and other regions. Tourism development policies requires the active community participation. This study aims to understand the policy and communication tourism in developing community tourism awareness in Bengkalis Regency. The research method used in this study is a case study. The results show the tourism policy in Bengkalis Regency is based on the laws and regulations of the central government in synergy with the government of Riau Province. The communication tourism of government is done by forming and mobilising some groups in the community as tourism awareness groups. Tourism development requires good communication policy, because both have an inseparable relationship in building a sustainable tourist destination. The government should coordinate and evaluate all the communication activities regularly not only within the internal service of the government, but also carried out together with the stakeholders involved.

This research studies the rural development public policy and the rural tourism activity in Rosana and Presidente Epitácio municipalities in São Paulo State/Brazil and Santiago de Compostela and Padrón municipalities in Galicia/Spain. Thus, the general objective is to analyze the tourism territorialization process in rural areas and compare public policies for rural development based on case studies in the Pontal do Paranapanema region in the State of São Paulo and the Autonomous Community of Galicia/SP. The methodological procedures used comparative analysis, highlighting the experience of two Spanish municipalities, Santiago de Compostela and Padrón, to draw similarities and differences with the Brazilian cases. The main results obtained in Brazil derived from the actions of the National Program for the Strengthening of Family Agriculture (PRONAF). The research in Santiago de Compostela and Padrón identified the presence of rural tourism houses, which were restored through subsidies from European Union rural development policies. Abstract:
The purpose of this study is to investigate the tourism policies of Turkey in the period of planned development which started in 1963. It is a descriptive study in terms of purpose and a qualitative study in terms of data. The data were obtained from secondary sources and analyzed using descriptive analysis technique. According to the five-year development plans and the Tourism Strategy of Turkey 2023 document, Turkey's tourism policies have been created economically. In particular, the first four plans have often emphasized the economic orientation of tourism and mass tourism. The fifth plan highlighted the diversification of tourism, while the sixth plan highlighted the participation of the local community in tourism. The seventh plan aims to meet the expectations of local people and tourists with a competitive and productive tourism economy. The eighth, ninth and tenth plans have emphasized that the investments paying attention to physical and cultural environment should be supported for spread of tourism all over the country and year. Moreover, in the last three development plans and Tourism Strategy of Turkey-2023 document, the participation of different stakeholders in decision mechanisms and focusing on the tourism types generating more tourism revenue policies have been adopted.

Abstract:
Tourism industry has experienced a significant development. This can be seen from several indicators, such as the number of foreign and domestic tourist visits, tourist spending, employment opportunities and the tourism sector's contribution to national income (GDP). Indonesian Tourist Policy has been combined with Law No.10 of 2009 concerning Tourism, and operationalized by Government Regulation No. 50 of 2011 concerning the National Tourism Development Master Plan (RIPPARNAS). It coincides with the ASEAN liberalization policies. Previous economic tourism research has not accommodated the role of economic institutions as a determinant of foreign tourism demand in Indonesia. This study focuses on tourism demand from ASEAN countries. The model is expected to explain the optimization of tourism resources for development. This data panel study revealed that Fixed Effect Model (FEM) is the most appropriate econometrical model used to estimate tourism in Indonesia in ten years (2006-2015). This study revealed some similarities with previous studies, especially in strengthening the theory of demand. The relative cost of tourism which tends to be more efficient will increase the number of tourist visits. Access to communication infrastructure and the proportion of city residents in the country of origin will increase tourism demand to Indonesia. Liberalization of policies need not be feared by many people, because the institutional aspects of the market which include rules, regulations, fiscal strength and market openness will encourage the acceleration of tourism. However, this study found that tourism services in Indonesia are still inferior compare to those of ASEAN countries. This requires international tourism marketing that changes perceptions and develops adequate destinations to facilitate ASEAN community members. In addition, this study considers that modernization in rural areas and the strengthening of related policies are related to the implementation of tourism master plans to improve tourism optimization.

The objectives of this research are: (1) describe the government's perception of the Community Based Tourism (CBT) development, (2) identifying government policies to support the Community Based Tourism (CBT) implementation in Batu City, East Java, and (3) describe the constraints that occur in the implementation of Community based Tourism (CBT) in Batu City, East Java. This study uses qualitative approach by analyzing critical reality, being constructed locally and specifically. The study was conducted in Batu City, East Java. Perceptions of government on the implementation of community-based tourism reflected the mindset of the individual. The community-based tourism development in Batu city is considered the same as rural tourism development. The Government supervise the development of tourism products, especially the tourist village. To support the existence of a tourist village Department of Tourism and Creative Economy help develop and market promotion. Barriers to the implementation of community-based tourism development with regard to the internal aspects of the government: the quality of human resources decision makers in the Batu Government do not possess educational background of tourism, government people less creative design programs and somewhat forced, the lack of trust the government to local communities, government is not able to map the condition social community related to the system's internal decision-making in the community that are less able to intervene in all components of society, a narrow understanding of CBT, and yet solid government policy coordination between stakeholders. While the external barriers are lack of insight into the capabilities and limitations of the community in terms of tourism, community participation uneven, limited area of Batu, less technological mastery, and the effects of global warming are affecting the climate and cause decreased production and quality apples.

A new phenomenon that is developing in the world of tourism is halal tourism. Halal tourism is tourism which in its implementation refers to the Islamic law, both in terms of accommodation, attractions, facilities, services and the tourist attractions it self. In Bandung regency, halal tourism is not well known and is still in the preparation stage of development, so that attention and concern for halal tourism in this regency has not yet been developed. Bandung regency Government is in the process of making policies related to the concept of halal tourism. The purpose of this study is to analyze the opportunities and challenges of halal tourism development in Bandung regency and its impact on tourist arrivals to Bandung regency. The research method used in this research is descriptive analysis method. Research data were collected using interview techniques, observation of events in the community and literature studies. The results of this study illustrate that Bandung Regency has a great opportunity in applying the concept of halal tourism because the majority of residents and tourists are Muslim, while the challenges need to be synergized with the policies of a leader, manager and various elements of the community to support Islamic accommodation, attractions, facilities and services .

Abstract— The islands of Lombok and Bali have been designated as national tourism gateways in the MP3EI Corridor V (Masterplan for the Acceleration and Expansion of Indonesian Economic Development). Lombok Island, one of the national tourist destinations with the nickname Island of a Thousand Mosques, has a very diverse and potential tourist attraction. The choice to develop tourism does not always have a positive impact on the community, so a policy concept is needed which is expected to provide positive changes and impacts on the people of Lombok in particular and Indonesia in general. This article is an empirical normative research, meaning that the problems raised, discussed and described in this study are focused on the application of rules or norms in positive law and seeing phenomena in the field. This type of normative juridical research is carried out by examining various kinds of formal legal rules such as laws, literature which are theoretical concepts which are then linked to the problems that are the subject of discussion. The development of urban tourism has an opportunity to eliminate the development gap in urban areas, but in contrary almost always giving close access for the substandard urban community. The substandard urban communities are represented by micro-scale tourism providers. This study examines the opportunities provided by the government on micro-scale tourism providers in Bogor City’s tourism development policies. The analysis of three space production activities was arranged by analyzing policy documents and observation. The study found tourism development policies are not sufficient in overcoming gaps in urban tourism development through opportunities given to micro-scale tourism providers. The study suggests tourism development policy has to insert the micro-scale tourism providers as the focus of city tourism development, provide legal access to the city center area, and include them in tourism propaganda.

Riau Islands is a province that is blessed with tourism potential, both natural tourism and cultural tourism. In 2018, the Riau Archipelago Province (Kepri) had 17 Superior Regional Tourism Destinations (DPUD) spread across seven regencies and cities. The natural, cultural, and culinary wealth potential for the tourism industry and supported by a very strategic geographical location because it borders Malaysia, Singapore, and Vietnam, makes Riau Islands Province the second most visited tourist destination by foreign tourists after Bali Island. Through the tourism sector, the Riau Islands should maximize this potential to generate PAD and contribute to high state financial contributions. However, in the field conditions, as evidenced by the insignificant GRDP growth of the Tourism Sector, it can prosper the community and has not made tourism a leading sector. This study will discuss how the local government develops tourism to grow the economy of the Riau Islands. The successful implementation of tourism development policies will be seen from the tourism sector's contribution to the regional economy, the impacts, and the obstacles faced in its implementation. The purpose of this study is to identify tourism policies and analyze their impact on tourism development as well as the obstacles faced as a guide in preparing tourism development policy recommendations to support the economy of the Riau Islands Province. By applying a combination of empirical, policy, and literature approaches, it can be concluded that the real impact of tourism development policies will be seen from, among others, the number of tourist visits, the average length of stay, average hotel occupancy, the contribution of the tourism sector to GDP, total tourist expenditure and the percentage increase in the creative economy and the contribution of the tourism sector to PAD. It is necessary to increase collaboration in tourism policy governance in the Riau Islands. The collaborations still considered weak include implementing tourism events, promotions, tourism human resource development, and institutions.

Several issues, such as the transition of space functions and the development of tourism designations, have not considered the environmental, economic, social and cultural conditions in the local area. Several regional policies were established in order to maintain the local wisdom of the Hindu-Balinese community and become the basis for organizing tourism in Bali. The availability of open space in a tourist attraction in an destination can be a supporting factor for tourists and local communities. This was a qualitative descriptive study. This method aims to obtain an in-depth description regarding the forms of local wisdom of the Hindu-Balinese community which contain the elements of balance which further be adjusted into spatial planning. The Special Economic Zones (SEZs) is one of the tourism agglomeration models whose effectiveness in meeting development goals needs to be analyzed. Tourism agglomeration policies that are not in line with the national development goals will cause inequality, especially in the welfare of the local community. The aim of this study is to analyses the effectiveness of SEZ policies in achieving regional development goals by comparing the community prosperity level with the goals of tourism development. The study is conducted by employing the meta-analysis method and uses secondary data of economic study from the West Nusa Tenggara Province which compares the National Development Index (HDI) with the regional tourism development targets. There is a quite large gap between the quality of education of the local community and the standard of human resource (HR) requirements specified in the SEZs. Management of tourism agglomeration must be carried out with a sustainable development approach, namely by integrating tourism development strategies into regional development.

The objective of this study is to show how the policies created at all levels of government directly or indirectly affect the sustainable development of tourist activity in natural protected areas (ANP) with paleontological heritage. The area under analysis in this case is the Dinosaur Park contained within the Geological Park Sanagasta (PGS), La Rioja, Argentina, ANP with tourism based on paleontological findings. By way of method, we used analytical, critical review of policies devoted to conservation, protection, and subsequent tourism development around these sites. Some of the main results are: norms lacking regulation for stakeholder participation to be operational for tourism in conservation units. It is believed necessary to achieve shared management (public‑private community‑State) in pursuit of adequate tourism management.

The impact of tourism on the local community and environment has raised the concern of the sustainability of tourist destinations. Therefore, in the year 1998, the World Tourism Organization (WTO) [1] enriched the concept of sustainable tourism by defining it as “tourism development that can meet the demand of both tourists and host communities while preserving, and improving the opportunity for future development”. This paper tends to explore the current condition of sustainable tourism in Bihar. Primary data are collected from the ten major tourist destinations of the state, i.e., Patna, Gaya, Bodhgaya, Rajgir, Nalanda, Raxaul, Munger, Vaishali, Muzaffarpur, and Bhagalpur. The finding of this paper supports that sustainable practices at tourist places of Bihar are not significantly full fill the tourist expectations. Also, most people think that the state government is not taking the necessary steps and initiatives for the sustainable development of tourism in Bihar. This research paper’s findings help tourism stakeholders understand the current conditions of sustainable tourism in the state and help them reframe their policies and strategies for the overall development of the tourism sector.

However, the diversity of tourism potential that is owned is not widely known by the wider community, has not been managed properly, and has not been integrated between one tourist village and another. The purpose of this study is to explore the potential and constraints of tourist villages in Sedati District so that strategies can be drawn up for the development of a sustainable integrated tourism area. The research is qualitative and quantitative, with a research approach using the positivism paradigm. The data analysis technique in this study used descriptive qualitative analysis and SWOT analysis. Sedati District has 8 villages that have the potential to be developed as integrated tourism villages. Have something to do, something to see, and something to buy. The weakness is that tourism objects are not visually attractive, do not involve the community, lack promotion, and there is no branding. The development strategy that can be carried out is to integrate and collaborate with the three existing types of tourism; create a regional arrangement design concept and visual quality according to the characteristics; integrate land conversion according to the RTRW; educate and prepare the community and village officials as tourism actors; synergize inter-village policies at the sub-district level; establish cooperation with the Navy, and the private sector; promote and strengthen branding with internet media; forming pokdarwis to realize the development of tourist villages

The village has a lot of potential to improve the welfare of the community, such as Sodong coastal tourism in Cilacap which can be developed with Community Based Tourism. The study used descriptive quantitative methods and analysis with data collection through questionnaires, interviews, focus group discussions, observation, and documentation. Respondents were determined by a total sample of 120 people consisting of internal parties, namely the village government, tourism administrators, fishermen, farmers, and traders using Random Sampling of as many as 60 people and 60 people from outside visitors using Accidental Sampling. The research took place in Sodong Beach, Karangbenda Village, Cilacap Regency, Central Java Province of Indonesia. The results showed that the development of coastal tourism requires improving facilities and infrastructure such as electricity networks, street lighting, trash cans, and information centers. Then it requires a joint commitment to tourism managers and owners, a network of cooperation, and a more proactive government role with policies, budgets, and programs to make coastal tourism based on agribusiness and community participation.

The aim of the article is to provide an overview of the stakeholders who contributed to the administration and development of the Kotagede tourist conservation and preservation program, focusing on the United Nations World Tourism Organization (UNWTO) standard as a performance indicator. The technique and methods used in this study are observation, filed survey and in-depth interview. The findings indicated that Kotagede had a competitive advantage as a potential tourism destination due to its cultural, historical, gastronomic, architectural, and transportation advantages. The institutional community has been engaged in preserving old structures, promoting tourism, and fostering local economic growth.

The results showed that the tourism policies have been formed from national policies to regional policies. Various strategies have been formulated by the ministry of tourism and the tourism office in the regions in order to develop the potential for tourism objects. Data was collected from the tourist respondents who are the direct beneficiaries of indigenous tourism at Balaghat, Mandla, and Dindori districts. In this backdrop, the study aims to portray the trend of results for making Indigenous tourism a viable business option by branding and positioning the study area in the international tourist map. Two questionnaires, one for tourists and another for the indigenous community, were made. The analysis of tourist data is in three parts. The first part is related to the demographic profile of tourists. The second part includes travel-related information, and the third part includes tourist activity. The analysis of community data is in three parts. The first part is related to the demographic profile of the community. The second part includes the impact of indigenous tourism on the community, and the third part includes perspectives of indigenous communities on indigenous tourism promotion. The findings reflect the socio-demographic profile of the members of the community. The tourist questionnaire yielded valuable insights with respect to travel information, preferences and behaviour, as well as activities undertaken by the tourists. The underlying factors influencing the impact of tourism on the community were found to be 1) Creation of Human Resources, 2) Social Incapacity, 3) Conservation Focus, 4) Community Awareness and Participation, 5) Promotion of Local Products, and 6) Infrastructure Improvement. The tourism industry poses both favorable and unfavorable consequences to the local communities of tourist destinations. This study aims to analyze the economic, social, and environmental impacts of tourism on the host community in Nathiagali. In this study, the data were collected through structured questionnaires from 200 residents of the selected tourist destinations. The study applied factor analysis approach for empirical results. It is found that the local community perceives positive and significant economic and social impacts from tourism in the form of job or business opportunities, raising the standard of living and infrastructural development in the area. On the other hand, tourism brings environmental threats including health hazards from air and noise pollution, environmental degradation, and traffic congestion issues for the local community. Based on the results, it is recommended that appropriate policies are needed at the government and local levels to get maximum benefits from tourism in Nathiagali, Pakistan.

Future tourism development must be guided by thoughtful and effective policies that represent the interests of a majority of community members to maximize the positive and minimize the negative impact on communities. Effective policies rely on the support of an engaged citizenry made up of residents who feel psychologically empowered. The primary purpose of this study was to develop a topic-specific measure of sociopolitical control in order to provide a reliable quantitative tool to evaluate tourism development in host communities. Confirmatory factor analysis yielded indices of an acceptable model fit that support the construct validity of a revised Sociopolitical Control Scale for Tourism (SPCS-T). The present study provides empirical evidence that policymakers and researchers interested in gauging support for future tourism policies can successfully apply the SPCS-T in the tourism context.

Community service carried out by the community service team for the Master of Public Administration study program, Fisip Undana, aims to provide education to the community related to the development of rural tourism through collaboration. Based on the results of a situation analysis of the existence of collaboration in developing destinations in the Buraen sub-district, the problems encountered are; (a) still weak participatory planning in the development of tourist destinations; (b) Tourism destination infrastructure development policies have not been carried out systematically and continuously; (c) the pattern of collaboration is still limited to cooperation between governments, other sectors namely the private sector and the community have not been involved. The solution offered from partner problems is to carry out a community service activity through the form of education. The activities carried out are socializing and providing knowledge to the audience about; (a) the importance of participatory-based planning in the development of rural tourism destinations; (b) incremental policies in the development of rural tourism destinations; (c) collaborative development of rural tourism destinations. While the PkM program assessment method is through program evaluation and outcome evaluation. Based on the results of PkM activities, it is known that all participants understand the socialization material about; (a) participatory-based planning in the development of tourist destinations; (b) incremental policies in the development of tourist destinations; (c) collaborative development of rural tourism destinations. It is recommended that collaborative development of tourist destinations is not just an idea but should be implemented and also involve the community so that they can benefit from rural tourism activities. Pengabdian kepada masyarakat yang dilakukan oleh tim PPM Prodi Magister Administrasi Publik Fisip Undana bertujuan memberikan Pendidikan kepada masyarakat berkaitan dengan pengembangan pariwisata pedesaan melalui kolaborasi antar berbagai pihak di kelurahan Buraen kecamatan Amarasi Selatan kabupaten Kupang. Berdasarkan hasil analisis situasi terhadap kolaborasi dalam pengembangan destinasi di kelurahan Buraen, masalah yang dihadapi adalah; (a) masih lemahnya perencanaan partisipatif dalam pengembangan destinasi wisata; (b) Kebijakan pengembangan infrastruktur destinasi wisata belum dilakukan secara sistimatis dan berkesinambungan; (c) pola kolaborasi masih terbatas pada kerjasama antar pemerintah, sektor lain yaitu swasta dan masyarakat belum dilibatkan. Solusi yang ditawarkan dari permasalahan mitra adalah dilakukan suatu kegiatan pengabdian masyarakat melalui bentuk Pendidikan. Bentuk kegiatan yang dilakukan adalah mensosialisasikan dan memberikan pengetahuan kepada audien tentang; (a) pentingnya perencanaan berbasis partisipatif dalam pengembangan destinasi wisata pedesaan; (b) kebijakan inkremental dalam pengembangan destinasi wisata pedesaan; (c) kolaborasi pengembangan destinasi wisata pedesaan. Sedangkan metode penilain program PKM adalah melalui evaluasi program dan evaluasi hasil. Hasil sosialisasi adalah seluruh peserta memahami tentang; (a) perencanaan berbasis partisipatif dalam pengembangan destinasi wisata; (b) kebijakan inkremental dalam pengembangan destinasi wisata; (c) kolaborasi pengembangan destinasi wisata pedesaan. For the Province of Bali, tourism is the leading sector of the Balinese economy because the majority of Balinese people depend on the tourism industry directly or indirectly. The outbreak of the corona virus throughout the world has caused countries in the world to implement various policies to limit the space for their people, which have implications for the decline in tourism activities in Bali. Bali has 116 Tourism Villages which are now excellent tourist destinations amid the Covid- 19 pandemic. Tourist villages offer natural beauty more ideally visited in the midst of the Covid-19 pandemic compared to other tourist destinations. However, it turns out that until now the local government of the province of Bali has not had a norm in the formation of a tourist village, which implies difficulties in developing a Tourism Village, so it is necessary to construct norms that specifically regulate tourism villages by implementing the concept of community based tourism that promotes community participation. The formulation of the problem in this study, namely; 1. What is the authority of the Regional Government in developing the Tourism Village in Bali Province? 2. How is the development of a tourism village based on the concept of community based tourism in welcoming the new normal of Bali tourism? In this study, it is known that the local government of the province of Bali has the authority to construct tourism village norms as a guideline for organizing tourist villages in Bali Province. Islands are frequently characterised by an economic structure centred on tourism and the service sector. This specialisation has taken different forms and characterisations concerning the chosen or spontaneously developed model. To understand the development choices and patterns, this article analyses sixteen islands and archipelagos in the European Union over ten years from 2010 to 2019. A panel data analysis was based on critical variables identifying the tourism industry model from those that could represent a proxy of the community-based tourism model. The principal component analysis was adopted to compare the evolutionary trends of these two different ways of choosing the island’s tourism model. Findings identified before the COVID-19 pandemic crisis include two island clusters. One group of islands followed a spontaneous tourism model based on the local community and small or micro hospitality systems, with auto-entrepreneurship in tourism. The second group of islands followed a planning and industry-based tourist model with an employment system and a relevant hospitality industry. Both paradigms have limitations and identify two different tourism evolutionary scenarios useful for the EU’s future island tourism policies.

Design/methodology/approach This paper offers a practical viewpoint based on the state-of-the-art of public policies relating to inclusive and accessible tourism in the Center of Portugal and their impacts on the destination branding. Findings Taking into account the territorial specificity of the Center of Portugal, the asymmetries of development and cohesion, Tourism Center of Portugal (TCP) has sought to develop projects and actions in partnership with the different actors in the territory that promote territorial cohesion, integrated and sustainable development and the attractiveness of the inland region. Practical implications All the projects developed to support accessible and inclusive tourism, in which TCP is an active part, create a network of tourist services to become destinations more accessible and inclusive for everyone. Originality/value Inclusive and accessible tourism is little explored by DMOs. In this paper, the case of the Center of Portugal region is presented, highlighting a series of unprecedented initiatives that are being developed, aiming to provide the destination with unique points of differentiation.

One of them is the Agusen tourist village, which is located in Agusen village, Blangkejeren sub-district, the development which is still not optimal is a serious problem for the Gayo Lues district government to develop this Agusen tourist village. As for the focus of research from the implementation of local government policies regarding the Agusen tourism village, it focuses on communication, resources, disposition of implementers, bureaucratic structure and obstacles faced by local governments in the development and development of the Agusen tourism village object. This research uses qualitative methods using data collection techniques by observation, interviews and documentation. From the results of the study, it can be concluded that the communication that exists between the Gayo Lues district tourism office and the Agusen village government is going well, but the communication carried out with the Agusen village community does not go as desired, the implementation resources in development and development involve several related parties such as the local government agency. tourism in the Gayo Lues district, the Agusen village government, visitors, and the Agusen village community, the obstacles faced from the implementation of this policy are the lack of public awareness of the importance of developing this Agusen tourist village, and the lack of budget to develop and build this tourism object. The suggestion is that the local government and the Agusen village community work together to develop this Agusen tourist village both in terms of infrastructure, services and human resources.

Methods/Approach: Using the extensive literature, available secondary data, and an analysis of relevant policies, the paper explores new possibilities for diversifying tourism offer at heritage sites, by engaging volunteers, enhancing understanding of the socio-historical background, promoting the usage of digital tools, partnering with relevant stakeholders, introducing innovative funding tools and schemes. Results: Several management issues associated with heritage tourism and community participation are acknowledged. Conclusions: Key findings indicate the need for a systemic, dynamic, and innovative framework for sustainable and highly impactful heritage tourism in Montenegro, which policymakers, heritage ventures, and other stakeholders might use to strengthen community engagement and development at the heritage sites.

This study delivers reasons for tourism development in Amritsar and proposes possible information for stakeholders to ensure the suitable tourism planning and management, especially contributing towards the local community. Materials and Methods. Prominent categories of business operators i.e., restaurant owners, traditional shopkeepers, employees from the hospitality sector which included hotels, guest houses, hostels and lastly travel agency owners were interviewed for this study. This sample of 120 respondents was drawn from the inner and outer city areas of Amritsar city of Punjab (India). Results. Tourism is emerging as a ‘saviour economy’ for Amritsar, as a major part of Amritsar’s economy directly and indirectly is dependent on this sector. Business community in Amritsar largely perceives the impacts of tourism development positively. However, respondents felt that the business in Amritsar is also getting negatively affected due to mono–centric development, overflow of tourists and expansionist tourism-centric policies. Tourism development policy can perform better by taking local economies into consideration and increasing participation of local communities in tourism development. This way tourism can create an undeniably positive impact on local communities and local businesses. Discussion and Conclusion. As the current development model of the city is tourism centric, there is an insufficiency in growth of allied sectors as well as in development programmes and a miscoordination is there between different significant stakeholders. This study will be useful to various stakeholders like development authorities, planners, and scholars etc who are interested in addressing the developmental issues being faced by tourist cities. The usefulness of this study lies in the fact that it demonstrates how tourism can be used as a tool for regional development by gaining resident support.

Many developing countries have recognized the potential of their natural resources for the development of tourism. However, the policies designed to provide a framework for socially inclusive and ecologically sound tourism turn out to be weak in fostering community-based tourism (CBT). There is a spectrum of conditions that lead to success or failure of CBT initiatives that should be accounted for by national policies to ensure meaningful community engagement. This paper proposes a framework for the evaluation of tourism policy documents based on factors that facilitate and constrain CBT in developing countries. The framework was applied to seven tourism policy documents in Colombia using a content analysis approach. The results showed that the policies are weak in providing a base for community engagement in CBT. International experiences indicate that the barriers to CBT are similar throughout the world; thus, the framework is useful in the evaluation of policy documents in other developing countries.

Labombo Beach is one of the main Palopo City natural tourism. This study aimed to understand the participation of stakeholder in the development of marine tourism in Labombo Beach. The stakeholders that included in this research are the governmental institutions, non-governmental organization, and socialcommunities. Those stakeholders are being observed in drawing up policies for proper management and development in Labombo Beach tourist area. The method of this study is used two analytical approaches, qualitative stakeholder analysis and Analytical Hierarchy Process (AHP). The results showed that Tourism Department of Palopo City as a mandated agency in government affairs of tourism management and development in Palopo City as well as one of the key players which can fully engage other key players in formulating and evaluating the strategy of maritime tourism development of Labombo Beach. Tourism Department of Palopo City also maintaining a great communication and monitoring the existence of stakeholder actors group (A conscious group of youth lovers of nature and the environment of Palopo City and the community) because that their interests and influence can change in over time. The alternative development of Labombo Beach marine tourism which become the first priority is making tourism zoning, second is improving tourism facilities and infrastructure, third is conducting a tourism promotion and fourth is increasing the foster and train within the community.

Abstract: The Mekong Delta has rich and diverse tourism resources, it is also a long-standing residence of the Khmer community with a specific culture. Exploiting community-based tourism from festivals will contribute to preserving ethnic and cultural identities, eradicating poverty, and improving people's living standards in the region. The objective of this study was to examine the factors affecting the community's participation in the development of Khmer festival tourism in the Mekong Delta, Vietnam. The research methods used include descriptive statistics, exploratory factor analysis, and regression analysis. The data was collected from the results of a survey of 1258 travelers to the Mekong Delta. SPSS 20, and AMOS 24 software are used to analyze and evaluate the scale and test hypotheses. The research results show that the factors affecting the community's participation in the development of Khmer festival tourism in the Mekong Delta include (1) Economic benefits; (2) Cultural and community; (3) Resources of tourism; (4) Policies for the development of community tourism; (5) Community environment; (6) Tourism products and services. Some contents were discussed, proposed solutions with governance implications to attract community participation in the development of Khmer festival tourism in the Mekong Delta, Vietnam.

This study aims to understand the importance of public policy roles in four indicators of tourism competitiveness according to the World Travel and Tourism Council (WTTC) including Human Tourism Indicator (HTI), Infrastructure Development Indicator (IDI), Social Development Indicator (SDI), and Price Competitiveness Indicator (PCI). An exploratory research method was used to understand the success of tourism public policy in improving the tourism competitiveness in Ambon City. The results found that there was a need of bottom-up policy to encourage the community and private sectors to be creative in producing the expected output. In addition, there was also a need of development policy to provide road access and improve sanitation facilities in touristy destinations so that the community could experience a trickledown effect. Furthermore, policies on creating a balance between the price of commodities consumed and available facilities for the tourists and protecting them from crimes. Therefore, it is expected that the policies issued by the Local Government of Ambon City could improve the tourism competitiveness and community welfare, which simultaneously could increase the Locally-Generated Revenue of Ambon City.

A community of countries applying specific tourism regulations and standards, the EU fosters tourism development according to modern demand defined through new forms of the tourism offer and tourism management trends. EU members, in positioning themselves in the minds of tourists and in creating an image, have a great advantage over non-member countries, such as Croatia, which are accepted as minor destinations on Europe’s fringes.Although not an EU member, Croatia is aimed at approximating the tourist trade of EU countries. To facilitate its integration to the European tourism offer, Croatia must apply the experiences, solutions and standards of Europe’s advanced tourism countries.

This paper in particular deals with the analysis and reviews of the ecotourism policies and the framework of the state of Uttarakhand and the Indian government. In general, it evaluates and discusses the future and significance of the natural resources for the development of the community-based ecotourism in Uttarakhand for the sustainable development of the villages including conservation of biological diversity. This paper argues that the homestay programme, if encouraged, might help the state to achieve its goal of ecotourism and the green economy. Tourism was given an industry status by the government of Uttarakhand in 2018, providing attractive incentives and subsidies. Nevertheless, there is still a need for the appropriate policy framework for the better management of the natural resources, development and the training of the various stakeholders and the entrepreneurs involved in the community-based ecotourism industry.
