Abstract:
One of the characteristics of modern society are more massive tourist trends. Tourists overcame all parts of our planet and provoked line of positive and negative phenomena and processes. Positive dominate negative and that?s the reason why many countries develop domicile and foreign tourism. Environment and tourism perform indivisible totality. Contemporary tourism demands important areas of original or well protected environment, because only on this areas can be develops planned and brings economic and social advantages to domicile population (receptive) and to tourists (initiative). Science and practice for needs of tourism considers line of positive relations toward environment, because some of her elements are special tourist values. For need of tourism is underlines need of acceptation principles of active protection environment, because it is always better to plan, than to reclaim negative effects. In work which treats environment, modern tourism and planning, is appeared to scope of international tourism in world and dynamics of tourism development in a last six decades. It was special emphasized relations between tourism and nature, because in many countries offer of natural tourist values is more massive than offer of monuments. It is a word about need of nature protection for tourism, because nature is a real tourist value only when she is authentic or well protected. In second part it was analyzed importance of tourism planning on different levels, considering local and national traits in areas favorable for tourism development.

Abstract:
Contemporary trends on the world tourism market show that the number of tourists attracted by the cities in growing. Urban tourism is a growing tourism market and especially are attractive the cities in Europe. The cities as an important tourist destinations came of age during 1980s. The local governments came to recognize that tourism could have a role in urban economic development. The invisibility of tourism in cities partly arises from the fact that many facilities are used both by residents and visitors. Improving these facilities therefore provides benefits for local residents as well as assisting the promotion of tourism. City tourism development plan should be prepared as an integral part of global economic and social development plan of the city, with the main aim to integrate the tourism in existing urban economic development, and at the same time to prevent conflict situations. Tourism development in the city needs a network and cooperative relationships between local government, tourist organization, tourist agencies and different organizations/institutions in the city; public-private partnership is a must. In the paper are analyzed the main attributes, principles and goals of the tourism in the cities.

The focus of this research is on educational tourism which is specifically designed to fulfill the scientific capacity of tourists, thereby being able to fill in their insights with travel activities. In this study, tourism planning based on educational tourism will be carried out by involving local communities. The potential for educational tourism is seen based on the components of tourism products, explains the form of educational tourism, and explains the planning of educational tours based on Buana Amertha Sari Agro-tourism. This type of research is descriptive with a qualitative approach. Data were collected through observation, interviews with village heads, agro-tourism owners and workers in Agro-tourism, as well as literature studies related to educational tourism. The results showed that the condition of the attractiveness of Buana Amertha Sari Agro-tourism as a tourist destination which was reviewed through the components of tourism products and was sufficient to support the implementation of this form of educational tourism. For educational activities that have the aim of providing visitors with direct learning, in terms of the principles of educational tourism that are applied, they are adequate. In educational tourism planning there is a description that describes each step of the tourism planning process and is supported by the role of actors.

The article examines the problem of spatial tourism planning. The authors note that the possibility of tourist activities in different territorial zones requires functional zoning. The study justifies the use of a territorial tourist complex concept. The authors propose using the model of functional and planning complexes as a basis for understanding the structure of the territorial tourist complex, as well in the spatial development of tourism. Spatial planning of tourism implements various approaches. However, the main problem of the territorial tourist complexes’ development arises because tourist activity can be carried out in the territories of various purposes. Multi-functional zones are important for tourism as this determines their specialization and tourist flows. The study of territorial tourist complexes is related to the problem of using this concept in the practice of spatial development. Therefore, an urgent task is to develop a model that characterizes the structure of the tourist complex, which will enable moving on to an understanding of tourism development planning.

With the development of tourism, people's demand and concern for tourist transportation are increasing. Integrating expressway resources into the tourism transportation network is the current trend and direction of expressway network planning. With the rapid development of the Internet, people can easily get the information resources they want, but at the same time, the problem of information overload also arises. The depth of highway access is insufficient, there is a lack of systematic consideration of tourist resources in the area, a systematic tourism network has not been developed, and tourism resources are inaccessible. These issues have stifled regional tourism's fast growth, necessitating research into the convergence of tourist resource development and highway network optimization. The building of highway layouts and the growth of the tourist sector have reached a point where they interact and impact one another, and the degree of this contact has progressively risen. However, there is still a significant disparity in the degree of cooperation across areas. This paper considers the collaborative optimization of tourism resource development and highway network optimization, analyzes its impact on traffic volume distribution, introduces the two-level programming model of collaborative optimization, and determines that the goal of the upper model is to maximize social net income. It also considers the collaborative optimization of tourism resource development and highway network optimization on the basis of clarifying the game relationship between planning decision-makers and traffic travel and considers the collaborative optimization of tourism resource development and highway network optimization on the basis of in-depth learning. For the total investment of tourism construction projects, the time cost saved by highway network optimization, and the total tourism revenue, the lower-level model aims to minimize the travel time of a single user. This paper shows that the layout planning of the regional tourism highway network from the perspective of tourism resources can improve the accessibility of regional high-quality tourism resources and meet the requirements of the coordinated development of highway tourism and resources.

The paper shows that the concept of the life cycle of tourist services can serve as a justification for strategic management decisions. The authors formulate the main approaches to the study of the life cycle of tourist services. The study determines the directions of using information at different stages of the life cycle of services in the field of tourism. The article proposes approaches to the operational definition of the type of service and the stage of its life cycle, which contributes to the adoption of sound strategic management decisions that ensure the effective, stable operation of tourist organizations. The paper determines that the modern development of the tourism market should be based on a combination of regional, Federal, national, and international tourism policies that combine strategic planning with the tasks and needs of the short-term perspective.

Pasie Lembang village is located in South Kluet District, which has excellent natural potential and community. In this village there are tourist attractions that are very important to be developed, including the Pasie Lembang beach tourist attraction where there is turtle breeding around it, but the problem that often occurs in tourism management is the absence of the right concept in its development so that it causes it not to develop properly the tourist attractions in the village. The problem at this time is the absence of proper tourism planning in the management of tourist attractions in Pasie Lembang Village. The methodology used in this study is the SWOT analysis method. The results of his research are that the concept of tourism planning in Pasie Lembang Village uses the concept of ecotourism. This concept focuses on aspects of nature conservation, aspects of social and economic empowerment of local communities, as well as aspects of learning and education. In developing this concept, a SWOT analysis has been carried out which resulted in 7 (seven) strategies – the strategies obtained are applied in tourism development planning in Pasie Lembang Village. The conclusions of this study are: 1) Pasie Lembang Village is located in South Kluet District, which is in accordance with the mandate of the RTRW of South Aceh Regency that the Pasie Lembang area is in a natural and artificial tourism allotment area. 2) Pasie Lembang Village is very suitable for tourism development with the concept of ecotourism which focuses on nature conservation.

A cultural landscape, a configuration produced by human actions and cultural structures in a physical setting, has a significant role to play as a vital feature of cultural tourism in Bali. However, this configuration has become the most heavily commoditized elements of the development of tourism. Construction of tourist amenities has exploited the notion of a cultural landscape that has been integrated into cultural practices, the environment and agriculture. This development and planning are a paradoxical phenomenon and a challenge for people to retain the identity of their cultural landscape while also seeking economic benefits from tourism. The struggle between the protection of the identity of the cultural landscape translated and manifested in the context of agriculture and its transformation in the context of designing tourist facilities has shaped the fundamental argument for preservation. Since there are different cultural traditions and practices in many Balinese cultural landscapes, the relationship between tourism and the diversity of cultural areas has become a key objective in the development of tourism and planning tourist facilities. This paper explores the current struggles between the concepts of tourism development and planning, and the conservation of Bali's cultural landscape. The paper argues that the focus of Bali's tourism development is to maintain and reinvigorate the integration of natural landscapes and cultural practices that present a persistent link between the agricultural system and religious practices.

The city of Bou Sa?da is one of the Algerian cities that have diverse tourism resources, but it has not been adopted as a premier tourist spot nor has it benefited from the tourism programs established within the national strategy for sustainable tourism development for Horizons 2030, which made the tourism weak compared to other Algerian regions that have similar tourism elements. This study aims to evaluate the existing tourism strategy to address the shortcomings and provide solutions by focusing on four variables: tourist destination, tourism industry, the tourist market, and actors in tourism. We have relied on the following techniques: SWOT analysis to identify the strengths, weaknesses, opportunities, and threats of the tourism sector in Bou Sa?da, MCDA Analysis using AHP for spatial planning for the future tourism industry, and a questionnaire form distributed to the residents, the tourists and the experts to take their suggestions and use them in guiding the tourism planning process. The results of the study proved that there is a weakness in the tourism planning process in the city of Bou Sa?da, which negatively affects the tourism traffic, that is still weak compared to the qualifications it has, which if exploited according to a wellthought-out strategy, the city will become a targeted tourist destination.

Intelligent tourism route planning is an important element of smart tourism, and the current tourism route planning has problems such as strong subjectivity and low personalization considering tourists’ interests. To solve the problems of current tourism route planning, an improved interest field travel route planning model is proposed. Firstly, an intelligent interest field extraction model is established. Secondly, an improved greedy algorithm is designed to reduce the risk of missing the optimal solution, strengthen the local search capability, and improve the solution accuracy of the algorithm. The extracted routes of interest sites are planned, and a motivated iterative value output model is established. The experimental results demonstrate that the selected routes are shorter and less expensive than the traditional model. By iterating the actual data to obtain the iterative values of different tourist route motivations and the sequential guide map of attractions based on tourist interests, the optimal and suboptimal routes that satisfy the tourist motivation interests are analyzed. This model has strong feasibility and practical significance for smart tourism route planning.

This study found the role for each stakeholders are: the academics focus on tourism planning based on current theories, the government focuses on policymakers in developing tourism potential, business people is as a nail in creating added value and maintaining surrounding economic growth, and the role of the community is to help manage tourism potential and the role of the media is to promote and help to inform the wider community about the tourism potential that exists in the village.As the result of all the analysis from stakeholders, there are 3 focussed strategies for Desa Wisata Hegarmukti, in term of developing tourist attraction through culture and nature, and also infrascturure and facility development.

e-Tourism is a tourist recommendation and planning application to assist users on the organization of a leisure and tourist agenda. First, a recommender system offers the user a list of the city places that are likely of interest to the user. This list takes into account the user demographic classification, the user likes in former trips and the preferences for the current visit. Second, a planning module schedules the list of recommended places according to their temporal characteristics as well as the user restrictions; that is the planning system determines how and when to realize the recommended activities. Having the list of recommended activities organized as an agenda (i.e. an executable plan), is a relevant characteristic that most recommender systems lack.

Summary The importance of involving diverse stakeholders in tourism planning is receiving growing recognition. Effective tourism destination planning is a complex process, due to the existence of a wide variety of stakeholders with a wide range of opinions, multiple problem visions and different interests. Despite the complexity of the planning process one feature acknowledged for successful destination management planning is a high level of stakeholder engagement and cooperation. The implementation and success of a tourism plan often relies on the support of destination stakeholders. The paper deals with the issue of effective tourism destination planning from the perspective of harmonizing stakeholders’ interests. It explores tourism destination planning in the Montenegrin tourist destinations, the level of stakeholder cooperation and correlation between destination plans implementation and stakeholder cooperation. An empirical research was carried on the population of 19 local tourist organizations in Montenegro. Findings and implications of the research are given in the paper. The results revealed the problem of insufficient implementation of tourism development plans and low level of stakeholder cooperation. Also, there are implications based on recently conducted research reported in this paper, that there is a strong positive correlation between the level of stakeholder cooperation and implementation of a tourism destination plans.

One of the most important variables that leads to effective individual and group tours is the tourism route planning approach, which enables tourists to engage with tourism with ease, speed, and safety. However, current methods of designing tourist routes have some glitches, such as relying only on external objectives to find the best route. In this paper, a novel urban tourism path planning method based on a multiobjective genetic algorithm is proposed. The main goal of this paper is to enhance the accuracy of the genetic algorithm (GA) by adopting new parameters and selecting the optimal tourism path by combining external and internal tourist site potentials. Moreover, the GA and analytical hierarchy process (AHP) were used in our proposed approach to evaluate urban tourism route planning under multiple conflicting objectives. To visualize and execute the proposed approach, the geographic information system (GIS) environment was used. Our suggested approach has been applied to develop the tourist road network of Chengdu City in China. Compared with existing tourism path planning approaches, our proposed approach is more accurate and straightforward than other approaches used to choose routes.

To achieve this, an appropriate management strategy is needed to develop the tourist area of the Ayunan village. The objective of this research was: 1) Exploring and assessing local resources in Ayunan village, 2) Identify and analyze community perceptions about the development of tourist villages, 3) Formulating a local resource-based tourism village development strategy. The research method was used observation, interviews, and questionnaires. SWOT analysis is used to determine the tourism village development strategy and Quantitative Strategic Planning Matrix (QSPM) analysis was used to rank development priorities. There are eight alternative strategies to develop Ayunan village as a tourist destination: a) Destination planning, b) Development of tourist attractions, c) Development of tourist facilities, d) Travel promotion or marketing, e) Community approach, f) Mapping tourism potential, g) Establishment of Tourism village community groups, h) Increase in human resources. The priority strategies base on QSPM analysis were: rank 1st was marketing or promoting. The Rank 2st Approach to the community to participate in supporting the development of tourism villages. Cultural tourism integrates the culture and tourism sector, whereby mutual benefits can be achieved. In order to reflect favorable conditions in both sectors, it is necessary to approach the planning and transformation of cultural and historical heritage into a cultural-tourist product. The initial phase in planning is the valorization of cultural tourist values. Hilary Du Cros Model was created especially for the valorization of cultural tourist values. The model is complex because it evaluates the cultural-tourist sub-indicators and the degree of their gradation, separately for the tourism sector and the sector of heritage asset management. The aim of the paper is to evaluate the tourism sector and the sector of the management of representative cultural assets of the city core of Nis according to the Model Hilary Du Cros. After the analysis of sub-indicators, the city core of Nis was awarded a cell M (2,3), which points to favorable conditions for the development of cultural tourism, but it is necessary to approach more responsible planning of cultural tourist values.

On the other hand, Lampung has not been chosen as one of the locations for a series of activities for the G20 Presidency, which is certainly a big question mark, considering its strategic location at the tip of Sumatra Island, the spread of various tourist objects. This article focuses on the discussion of how the spatial planning convergence of the Lampung tourism sector affects employment. This study uses a normative approach and comparative-descriptive analysis. This article concludes that the tourism industry cannot be an economic sector with a single identity because tourism has a multidisciplinary character, so the spatial planning policy directions for Lampung Province, especially in the tourism sector, need to be adapted to the multidisciplinary character of tourism, namely by involving many parties including the private sector, banking, and especially Forkopimda Lampung Province.

The paper describes the main factors constraining the growth of competitiveness of the regions of Russia on the market of tourist services. The authors suggest a technique of forecasting and planning of tourist industry in the region under drastic changes of macroeconomic indicators. The forecast of target indicators of the tourism industry is made and on this basis the authors carry out a prediction and planning targets of the Programme of development of tourism on the example of the Central Federal District (CFD) of the Russian Federation. For sustained development of domestic and inbound tourism in the CFD considered are four scenarios: distribution-homogeneous (uniform distribution of resources within the county administrative territories); locally-centered (reflects the emphasis on targeted development of traditional tourist centers and territories); cluster-distributed (focused on the development of tourism clusters in the traditional tourist centers and areas of the target under the conditions of the rapid development of interregional tourist routes); interregional transport-related routes (development of tourist infrastructure providing specially designated and equipped interregional tourist routes by highlighting the areas for which they are the most important objects of tourist exposure). The substantiation is provided that the efficiency (the ratio of the obtained results to the cost) of the Program is ensured by the implementation of the fourth scenario. Identified are the major risks affecting the success of today´s tourism industry: the geopolitical and international macroeconomic, financial, technological and environmental. Determined is the purpose of the Programme, as well as related tasks to achieve it. Defined are target indicators and indicators of programs, the authors carried out regulatory exploratory forecasting of macroeconomic conditions, sudden changes in the characteristics of the tourism industry. On this basis, calculated are their values for the scheduled ten-year period.

Facilities for distributing stimulant fund assistance for people who want to develop a tourism object, promote tourism objects, and facilities provided to third parties such as investors and tourism entrepreneurs to develop their tourism businesses in Sukabumi Regency.

This study uses a qualitative paradigm. Data collection techniques used in the study were observation, in-depth interviews, literature study, and documentation. The results of this exploratory research can then be used as a basis for the following research stage, namely descriptive analysis. Online focus group discussions and surveys were conducted to achieve the objectives of this research. Tourist behavior during the COVID-19 pandemic has changed, that tourists will always look for travel information using window shopping or online search through social media and ask personal questions (individuals) in travelling to a tourist destination. The right strategy for tourism actors in developing sustainable digital marketing includes building personal trust to tourists, implementing innovation strategies that involve guests, and mutual integration and collaboration, which are the main keys to the success of tourism actors in creating or developing sustainable digital marketing. The COVID-19 pandemic is an unprecedented and ongoing crisis for the global tourism industry. This research addresses the problem of planning tourism routes and finding appropriate shopping (market place) locations for agricultural product transportation. Generally, tourists visit popular tourism attractions; and generally, unpopular tourism attractions do not stimulate the economy, trade, or local income. Popular tourism attractions that are located far away from each other require the transportation of local products, and tourists must make decisions as to which locations to visit when planning their vacation. Planning a tourism route while balancing tourism attractions and shopping markets is important for the economic stimulation of tourism. This work presents a problem-solving method for tourism route-planning for a particular case study in Chiang Rai province, Thailand, using the Adaptive Large Neighborhood Search (ALNS) method. Six main destruction and five repair cycles in the ALNS method were applied to solve the tourism route design problem and to find the best solution so that tourists can visit all of the main attractions. We found that 13 tourism routes provide the shortest travel distance for each travel route. The total distance traveled was 2538.02 km for all routes. To balance the tourism on all routes, the popular and less popular tourism attractions were combined. For all routes, the shopping market location is the best place for tourism products to be sold and where tourist relaxation occurs. The results from ALNS were compared with the results from those obtained by the exact Lingo program V11. The ALNS algorithm results were not significantly different from the Lingo results. For the computational results for all examined cases, the ALNS algorithm was shown to be competitive, with short processing times given the sizes of the problems. For the traveling distance, the ALNS result significantly differs from the exact method by approximately 1.12%, and had a better effect than the exact method by approximately 99% in terms of processing time. Therefore, the proposed methodology provides an effective and high-quality solution for tourism route planning.

This paper aims to examine common characteristics of Hakka village tourism development, identifying the need for planning and offering a model of the directions planning might take. It begins with big data collection of the online service and combines that with social network analysis. The results indicated that tourism planning with user's online search strategy will provide a better and more precise tour service. It is suggested that the government should set up the tour service center at the location identified as being in the structural hole of the tourism network. This study presents the concept of tourism development that focuses on local people's perceptions of the impact of tourism. This study uses a quantitative approach through statistical analysis of PLS-SEM and the distribution of a questionnaire that has been designed to 200 local communities. The sampling technique of this study used purposive sampling on local communities in tourist sites in Malang City. The findings show that optimal planning will support institutional stability which also has an impact on the perceived impact. This study contributes to broadening knowledge about the perceived impact of tourism by adding planning and stability aspects that are used to assess support for tourism development.

Abstract:
The Tourism sector of Kosovo’s Economy is dominated by small and medium economic agents(operators), meanwhile large economic agents(operators) are still under privatisation processes, for this reason there is a necessity for a more favorable sectorial strategy which will provide long term stability to tourism operators, oferring a diverse tourism product portfolio. Based on the methods and models of stabile developments in tourism presented in this paper, tourism operators will find it easier to coordinate with their respective communities and the public sector to promote the clear message to the tourist regarding the tourism products offered of specific tourist destinations. The analysis shows opportunities for the application of, and potential for integration of those operators in the planning of tourism on a significant scale. Following a theoretical review, a model is proposed in the planning of tourism based on their respective communities. To analyse the differences between the theoretical model and practical application, we examine the Tourism Region of the Albanian Alps of Kosovo.The findings in this study highlight the challenges of institutions in seeking to identify appropriate responsibilities and coordination strategies of all agents involved in the processes of the planning and development of a stabile tourism sector. The Tourism Region taken for example in this paper offers critical evaluation on how to help tourism strategists on their approach in the composition of tourism policy with the aim of helping agents (operators) improve their planning and development methods of tourism, in full cooperation of their respective communities, while also giving aid in guiding organizational direction in seeking new tourism regions in Kosovo.

Abstract:
Tourism has been one of the fastest growing sectors of economic activity before the pandemic; its sustained growth over the years has been due, among other things, to its relationship with the promotion of local economies in less developed regions. But one of the biggest challenges facing development is to improve people's living conditions in a balanced and equitable manner, and this challenge is transferred to the starting point of tourism development: its planning. Tourism development planning has evolved through different approaches, in which interest was focused on certain aspects of development that over time proved not to be sufficient to guarantee a balanced and sustainable improvement of the destination, directly affecting the well-being of local residents and their compliance with the activity. The most current approach to planning is the one that focuses on involving local actors to decide on the tourism development they want in their community. This article reviews the theoretical foundations of this thought, which has a strong base in English literature, but has also been greatly reinforced from the Latin American perspective. It is concluded that tourism planning based on interests and community dynamic, which increases the perception of collective benefits, is key to the sustainability and competitiveness of the tourist destination.

Purpose: a study of the current state and prospects of avia passenger transportation in international tourism as prerequisites for strategic planning of the tourism business. Methodology: collection, analysis, systematization and synthesis of the latest statistical data of the World Tourism Organization and the International Civil Aviation Organization on avia transportation in tourism. Results: data on the dynamics of avia transportation in tourism in the current century were obtained, the socio-economic role of avia transportation in tourism was clarified, and the structure of avia passenger transportation by tourist regions was determined. Scientific novelty: the current trends and prospects for the further use of avia transportation means in the tourist services market are identified. Practical significance: the results of the study can be used both in the educational process in the development of experts in tourism, and in the tactical and strategic planning of the tourism business.
