There have been many projects that have not met expectations or have completely failed. Yet, these projects that have not reached a desired outcome may have undergone extensive planning. However, the planning for these failed projects may have omitted some critical concepts. These projects may have employed technical tools such as Gant Charts or current project management software while neglecting the use of appropriate project management tools or neglected incorporating Total Quality Management (TQM) concepts. The purpose of this paper is to demonstrate, through practitioner reflection with an example, how the risk of failure may be reduced through the employment of TQM principles. The 14 points for TQM are reviewed and related to the project management processes.

Quality of Infrastructure became indispensable to the innovation-driven development. Poor infrastructure quality means more extra costs for operation and maintenance, in addition to un-studied impacts on the surrounding environment and society. To eliminate the bad impacts and the extra costs, sustainability must be applied in all infrastructure projects. Sustainability represents one of the latest degree subjects that have various trials to connect the social science with the engineering and the environmental science with the future technology. The objective of this research is to provide an integrated sustainable evaluation system (ISES) for quantifying all impacts of road projects. The proposed evaluation system took into consideration the different phases of project including construction phase and operational phase. The different impacts of road projects were divided into three main classifications; the project economic costs to include costs of project construction and operation; the environmental impacts; and the social impacts. Furthermore, a real case study was discussed to validate the research methodology, where it was concluded that the environmental and social impacts have the main impact on project decision and according to the ISES value, the case study road has a sustainable impact on the surrounding environment and society.

Abstract Introduction The current competitiveness in the business arena of the construction industry has forced players to improve and optimise, forcing them to adopt the iterating process of continuous improvement that ensures the adequate quality of projects, in addition to moderating the cost and time involved in their implementation, the three of which have collectively been recognised as the primary factors causing the client's approval or disfavour in relation to a project. Purpose The primary intention of the current study is to analyse the effects of total quality management (TQM) practices for construction projects and their impact on productivity, cost reduction, quality of service, customer satisfaction and Timeliness of Service by conceptualising a model using second-generation partial least squares (PLS) structural equation model (SEM) approach in Tamil Nadu. Design/Methodology The primary data have been gathered through a sample survey collected from 94 respondents from Chennai, Kanchipuram, Coimbatore, Trichy, Karur and Tirunelveli districts of Tamil Nadu through the questionnaire. The responses were collected from various professionals in the field, such as project managers, contractors, engineers, consultants and supervisors. Findings This study also confirmed a significant and positive relationship between TQM practices and the performance of construction projects. TQM factors such as Benchmarking (BM), Employee Involvement and Empowerment (EMPINV), Innovation (INNOV), Supplier Quality Management (SPQM) and Technical (TECHN) are significant in determining the project's outcome by 79.5%. Practical implications The study's finding is of utmost importance because it helps build strategies and policies for the construction industry in the global competitive scenario, in promoting credibility and in increasing customer satisfaction.

The purpose of this research is to evaluate the work of construction of an Assyrian library affiliated with the University of Mosul, which was based on conditions and procedures for quality control on both the administration and the engineering aspects taking in consideration the stages of the projects during the construction. When applying the quality requirements to the project in terms of achievement and integration, it found that there was a delay in the time of site implementation, in addition to the fact that the actual data with presumed. As well as the lack of high-quality data on the machines used for construction by the company. In general, however, some criteria have yielded satisfactory results in terms of on-site work.

In order to explore the improvement effect of land consolidation projects on soil physical and chemical properties, this paper takes Project A as an example to analyze the influence of soil structure and physical and chemical properties of the tillage layer before and after the implementation of the project. The results show that after the implementation of the land project, the soil pH value is lower than that before the implementation of the project. The increase range of available phosphorus content was significantly greater than that of available potassium, and the effect of sand covering on soil available phosphorus content was more obvious. The total nitrogen content of the soil decreased with the increase of soil depth. After 1 year of corn planting, the total nitrogen content increased compared with that before and after the project was implemented, and the organic matter content also increased. The implementation of the sand leveling project is beneficial to the improvement of the physical and chemical properties of the original saline-alkali soil.

AbstractObjectivesHypocalcemia following total thyroidectomy (TT) is relatively common. It may result in significant morbidity, prolonged hospital stay, and increased costs. Treatment with intravenous (IV) calcium gluconate may also carry significant risks. In pediatrics, management consensus guidelines are lacking.MethodsAt Phoenix Children’s Hospital, a team of pediatric endocrinologists, surgeons and otolaryngologists developed a clinical pathway for patients undergoing TT. It was a Quality Improvement (QI) project with the primary aim of decreasing IV calcium gluconate use from a baseline of 68% to less than 40% over 15 months. Secondary aims included reducing hypocalcemia and length of hospitalization. Interventions included sending weekly pathway reminder emails, starting pre-operative calcium, and pathway implementation into the electronic health record.ResultsTwenty-seven patients underwent TT over 15 months. IV calcium gluconate use dropped to 48%. Hypocalcemia and length of hospitalization were 96% and 52.7 h (range 21.1–115.7) respectively. Pathway adherence improved after targeted interventions. Eleven (73%) of the 15 patients whose post-operative parathyroid hormone (PTH) nadir was below 15 pg/mL required IV calcium gluconate vs. two (17%) out of 12 with levels above this threshold.ConclusionsStandardizing care allowed for objective outcome analysis. We learned that post-operative serum PTH level was the main risk factor for requiring IV calcium gluconate. Implementing the pathway as a QI project allows for revisions based on outcomes, ultimately resulting in a pathway that best utilizes our infrastructure to optimize care. Other pediatric institutions may face similar challenges and can potentially learn from our experience.

This study evaluates the effects of project management on project success in Blackstone Construction Company. The study adopted a survey research design, using a combination of stratified and judgmental sampling techniques, A structured questionnaire was administered on 40 top and middle levels management staff of the company. The scales in the questionnaire were content validated, and has a reliability correlation coefficient of 0.11.The data collected was analyzed using descriptive statistics and Chi−Square distribution. The research findings reveal that there is a relationship between project quality and business success, Project quality and technical success. The study also reveals that there is a significant relationship between Project cost and acceptability by clients. It was therefore recommended among others that total project cost on the side of clients should be minimized by ensuring that the project manager is innovative enough and creative in the apportion of project cost without reducing the quality of the project.

Project portfolio selection for developing a new product is critical to a company because the attributes of the project reflect on the price, quality, and functionality of the developed product. The market evaluates the developed product and the assessment of the product value determines its sale on the market. The project portfolio selection and sales are interconnected from a corporate perspective. The automobile industry is an industry which responds to the issue of business sustainability sensitively because their business directly relates to the environment. In this study, business sustainability was approached through the perspective of total cost of ownership (TCO) embedded into the project selection model after the attributes of the project, investment and efficiency, and the TCO of the product were combined to generate a sales function. The sales and revenue models were proposed, and the validity of the models was confirmed using a case from the automobile industry. As a result of the experiments, the sales model tended to show that the market share increased by selecting the proper number of projects to maximize sales. In contrast, the revenue model showed a tendency to select projects more than the sales model in order to maximize the profits of the company. By suggesting project selection models in a new perspective different from the ones in existing studies, this study is valuable with regard to the fact that the suggested models preserve project interrelationships, TCO, and product sales in a practical manner to enhance business sustainability.

The impact of total quality management on organizational performance has been studied extensively, however, the impact of total quality management initiatives on project performance is an area of ongoing research. The key objective of this research is to explore the impact of total quality management initiatives on project performance in the construction industry of Pakistan. Data was collected from 326 personnel working at different management levels across some of the leading construction firms operating in Pakistan. Analysis revealed that operational focus, management commitment, and employee involvement were deemed as dominant total quality management factors affecting project performance in the construction industry. Mediation analysis revealed a significant relationship between employee involvement and project performance mediated by management commitment. Research limitations and directions for future research have also been identified.

Nowadays there are several kinds of products innovations in the construction industry, one of whom is a precast concrete slab. In fact, products of innovation are not necessarily fully able to provide a positive impact, both in terms of cost, quality, time, and waste on building construction projects. Moreover, what is offered by the manufacturer of precast concrete slab has not necessarily correspond with the needs of the customer. The purpose of this study is to analyze the comparison of products in terms of time, cost, quality, and waste between projects using precast concrete slab and the same projects that were simulated using floordeck concrete slab. This research will: (1) simulate the project if not using precast concrete slab product, (2) analyze the comparison of products in terms of time, cost, quality, and waste between the real project and the simulation project, (3) calculate the benefits obtained from the use of precast concrete slab product. The use of flyslab at Pertamina Parking Building Project (which consists of three floors and two floors using flyslab) when compared with the results of the simulation project that uses floordeck concrete slab: (1) in terms of time, it can provide a savings of 12.5% of the total duration of the simulation project, (2) in terms of costs, it can provide costs savings on the total cost structure reaches 23.13%, (3) in terms of quality, flyslab constituent materials are designed to have a higher quality when compared to floordeck concrete slab constituent materials, (4) in terms of waste, on a project that uses flyslab, the amount of waste generated is much less when compared to the results of the simulation project that uses a floordeck concrete slab.

Technological developments have led to innovations in construction materials science, one of which is formwork materials. There are several important aspects in formwork innovation, namely cost, speed, quality, waste, and health safety environtment (HSE), but they have not fully had a positive impact on construction project development. However, it has not fully had a positive impact on construction projects. In addition, what aluminum formwork manufacturers offer so far may not necessarily suit the needs of customers. The purpose of this study is to analyze the comparison in terms of cost, time, waste, and HSE between projects using aluminum formwork and the same project simulated using Formwork Perth Construction Hire (PCH). In this study: (1) simulation on the project if the project uses PCH formwork (2) comparative analysis of products in terms of time, cost, quality, waste, HSE on real projects using aluminum formwork with projects that have been simulated using PCH formwork. The effect of using aluminum formwork when compared to a simulation project using PCH formwork: (1) in terms of the time it can provide 25.92% savings on the total duration of the simulation results project, (2) in terms of costs, it can provide a total cost savings of IDR 895,756,004,00 (3) in terms of quality, the use of aluminum formwork is stronger, durable quality, and the results of the concrete molding are tidier than using PCH formwork (4) in terms of waste, projects that use aluminum formwork produce less waste than using PCH formwork. The research aimed to scrutinize the contribution of project management knowledge areas on the performance of affordable housing projects in Rwanda, case of Kigali City. The specific objective of the study was to examine the contribution of project cost management, to find out the contribution of project risk management, and assess how project quality management contributes on the performance of affordable housing projects. Institutional theory, resource-based view and dynamic concept of formation of business knowledge were used in theoretical review. A sample of 93 respondents among 121 of total population was engaged. For data alysis, SPSS version 23 was used. The findings indicated that cost management, risk management and quality management can influence the performance of affordable housing projects. It was recommended that there should be housing for different categories of people and their status; if it is for single person, small family or large family. The City of Kigali should advocate for the benefit of beneficiaries to get access to finance from different financial institutions in order to facilitate them getting those affordable houses. The contribution of information systems on Project success become an interesting topic to investigate, especially in a construction project. The project successfully achieved when the information system was well used with appropriate communication knowledge in a construction project. However, in worker perspectives, the role of the information system in a construction project is not significant to achieve the project's success due to it indicated by the main indicator which is the finish on schedule, high quality and within budget. Therefore, this research aims to investigate the correlation and effect between IS to project success in terms of product quality and on-time finish the project. This research was conducted through a questionnaire and survey analysis. The total respondent is 105 that consists of 23 Project Manager (PM), 13 Vice PM and 69 site coordination. The data was analyzed by SPSS and Smart PLS software. The result shows that there is a significant effect of system quality to Information quality with CR value of 5.174, system quality to project success has CR value of 3.564 and information quality to project success has CR value of 2.037. It can be concluded that IS was very important to ensure the project success especially in a construction project in Jabodetabek Region.

Because of its excellence, it has made more progress than any other benefit industry. Undergraduate science, technology, engineering, and mathematics (STEM) curriculum emphasize project-based learning (PBL) with peer assessment/on-line peer assessment (PA/OPA). Many studies have stressed that students did not improve over two rounds in PBL with OPA studies and PBL with PA have to adopt team mutual cooperation to reap effective learning. This study proposed an innovative approach that incorporate OPA with TQM as a macro-level instructional tool to guide students in teacher's directing of collaborative project development as well as seeking continuous improvement to elevate Project-Based Learning Performance in a STEM course. The effects of OPA with TQM were examined through an experiment with PBL performances hypotheses. A total of 63 junior students in an university of Taiwan voluntarily participated in this study and a quasi-experimental approach with a two-group design was adopted. The results revealed that the team members using the OPA with TQM approach tended to have higher design skill performance, better cohesive teamwork and creative problem solving attitude. Thus, the proposed approach facilitated team members to collaborate for seeking continuous improvement. However, no significant difference was reported on the influence of enhancing students’ design concept. Implication and suggestions for educators to promote the PBL with OPA and TQM were also provided in the study. Software project effort estimation requires high accuracy, but accurate estimations are difficult to achieve. Increasingly, data mining is used to improve an organization's software process quality, e.g. the accuracy of effort estimations. Data is collected from projects, and data miners are used to discover beneficial knowledge. This paper reports a data mining experiment in which we examined 32 software projects to improve effort estimation. We examined three major categories of software project activities, and focused on the activities of the category which has got the least attention in research so far, the non-construction activities. The analysis is based on real software project data supplied by a large European software company. In our data mining experiment, we applied a range of machine learners. We found that the estimated total software project effort is a predictor in modeling and predicting the actual quality management effort of the project.

Implementation of projects with system design and build, faced with various risks. These risks include no supporting data such as geological maps, soil investigation data, basic design drawings, and environmental documents, and difficulties in measuring job performance. These risks, can affect the success of the project. The success of the project is marked by the budget conformity with the actual cost, the conformity of the time plan with the time of implementation, the quality in accordance with the specifications, and the satisfaction of the parties involved in the project. This study aims to analyze the relationship and influence between design and build risk factors on project success, as well as to identify the dominant factors in design and build risk that affect the success of the total educational building rehabilitation project in package 4 in DKI Jakarta Province. Package 4 includes 18 units of SDN buildings, and 2 units of SMP buildings. This study used qualitative methods quantized through questionnaires, where the respondents were directed to 30 Construction Management (MK), and 17 personnel owners with a total of 47 respondents. The design and build risk factors analyzed in this research are owner owner management factor, procurement process, planning ability, implementation capability, project manager capability, and project scope factor. Validity and reliability test results show all valid question items and reliable variables. The result of the research shows that the scope of the project has a very low relationship, ownership management ability factor, implementation ability and project manager capability have low relation, planning ability factor has enough relationship, and procurement process factor has high correlation to project success. The design and build risk factors all had a significant effect on the project's success of 69.8%. The dominant factor in design and build risk affecting project success is the procurement process factor. This indicates that if the procurement process factor can be handled by the owner and the auction committee, then the success of the project will increase.

This research resulted in 13 inter-industry generic project definitions that are divided by four performance dimensions: quality, dependability, speed and cost efficiency. Design/methodology/approach A total of 312 previously executed LSS improvement projects in a broad variety of industries at black belt or master black belt level are analyzed. All these projects have followed the LSS methodology and are characterized by the use of critical to quality (CTQ) measurements and the structured improvement method of define, measure, analyse, improve and control for operations improvement. Findings This research resulted in 13 inter-industry generic project definitions that are divided by four performance dimensions: quality, dependability, speed and cost efficiency. Three factors that have stood out in this research are; the difficulty to capture the performance dimension flexibility in LSS project definitions, the strong focus on internal organizational benefits in defining CTQs for LSS project definitions and the unclear alignment of LSS project definitions to existing strategic objectives of the company. Originality/value This research established useable generic LSS project definitions including generic CTQ’s measures, applicable to multiple industries. These generic LSS project definitions provide useful guidance in the initial LSS project phase, helping to decompose strategic focal points into clear and measurable project objectives.

Indirectly, the buyer is not satisfied when the abandoned buildings is completed and occupied. This study seeks to assess residents' satisfaction towards residential building quality which was abandoned. This research combined quantitative and qualitative methods. Respondents are randomly selected based on reports and information obtained through the Ministry Housing and Local Government (MHLG) and Local Authority (LA). Subsequently thirty (30) housing projects were selected to answer the questionnaires. Based on thirty (30) housing projects which have been completed, only three (3) housing projects ranged between six (6) months to two (2) years and have been occupied by the buyers. A total of ten (10) developers were interviewed with respect to rehabilitation of abandoned projects. Thus 194 respondents were randomly selected to achieve the objective of the study. The data was analysed through descriptive statistical analysis and inferential statistics. This research demonstrated that abandoned housing project can lead to residents' satisfaction towards building quality. In order to rehabilitate abandoned housing, the study subsequently suggested build then sell approach towards achieving better housing quality.

Purpose The purpose of this paper is to investigate the performance of public projects in Beijing, Hong Kong, Singapore and Sydney to uncover which areas project managers should focus on when managing public projects in different countries. Design/methodology/approach Based on the literature review, a structured questionnaire was designed to collect data of completed public projects. In total, 244 sets of data of completed public projects were collected. Findings Significant cost and schedule overruns are found in all four cities. Hong Kong’s public projects have the highest cost and schedule overruns. Singapore’s public projects have the lowest cost overrun and Beijing’s projects have the lowest schedule overrun. Public projects in all four cities recorded significantly good project quality. Research limitations/implications The findings are not easily generalizable due to the relatively small sample size in Sydney, low response rate and data being collected from only four cities. The research implication is that the plethora of project management strategies does not seem effective in preventing cost and schedule overruns in public projects. Practical implications This study found that across the four cities, there are significant cost and schedule overruns. Projects in Hong Kong perform the worst in terms of cost and schedule, when compared to Beijing, Singapore and Sydney. The implication is that more attention should be paid to managing cost and schedule, especially in Hong Kong. Originality/value The originality is that the study discovered which areas project managers should focus on when managing public projects in different countries. In laissez-faire or free market economies, more attention should be paid to managing project cost and schedule. When a country has lower transparency index, more attention should be paid to controlling project quality. Project team members should focus on delivering public projects to the highest level of quality in developed countries.

The construction industry has played a pivotal role in promoting social development. Construction projects have always belonged to typical high-risk industries, and they will be affected by many factors, and these factors are mostly from the social environment and the natural environment, which makes it difficult to realize the expected construction period, cost, quality, safety, etc., of the construction project. The objectives, especially for large- and medium-sized construction projects, involve a lot of specialties, a wide range, a long construction period, and a huge amount of investment. Once the risks appear, the consequences are unimaginable. In addition, construction projects will be affected by accidental factors during the implementation process. If not handled in time, it will seriously affect the normal operation of construction projects. In view of the above problems, this article aims to study the risk management research of construction project management under the multimedia environment of the Internet of Things. Combining the characteristics of mobile construction projects, various problems are analyzed in the construction process of construction projects. This paper proposes a multimedia-based construction project management system, construction project quality management objectives and principles, and schedule risk prediction. The experimental results of this paper show that taking the construction project under the multimedia environment as an example, the communication management and quality control management of the construction project under the multimedia environment are studied. Through the combination of theory and practice, the work of construction projects under the multimedia environment of the Internet of Things is guaranteed to be completed on time and with high quality.

Objective: This study aims to provide empirical evidence about the effect of macroeconomic conditions (inflation and GDP growth) and governance (control of corruption, stability politics, and voice and accountability) on private participation in PPP infrastructure projects in Indonesia as proxied by a total investment of PPP project. Design/Methods/Approach: This study uses secondary data with annual data for the period 2003 to 2019. The data sources are obtained from the World Bank Database (WGI, WDI, and PPI). Findings: The results show that inflation, GDP growth, and stability politic have no significant effect on the total investment of the PPP in Indonesia. Meanwhile, control of corruption has a significant positive effect on the total investment of PPP, and voice and accountability have a significant negative effect on the total investment of PPP projects in Indonesia. Originality: This study differs from previous research since variables such as inflation, GDP growth, political stability, corruption control, voice, and accountability have never been used in the Indonesian context. Practical/Policy implication (optional): These findings are likely to imply government to improve corruption control so that private participation in PPP projects increases and increasingly involves citizens' participation in PPP projects.

Purpose The purpose of this paper is to present a case study of a successful quality improvement project in an acute care hospital focused on reducing the time of the total patient visit in the emergency department. Design/methodology/approach A multidisciplinary quality improvement team, using the PDSA (Plan, Do, Study, Act) Cycle, analyzed the emergency department care delivery process and sequentially made process improvements that contributed to project success. Findings The average turnaround time goal of 90 minutes or less per visit was achieved in four months, and the organization enjoyed significant collateral benefits both internal to the organization and for its customers. Practical implications This successful PDSA process can be duplicated by healthcare organizations of all sizes seeking to improve a process related to timely, high-quality patient care delivery. Originality/value Extended wait time in hospital emergency departments is a universal problem in the USA that reduces the quality of the customer experience and that delays necessary patient care. This case study demonstrates that a structured quality improvement process implemented by a multidisciplinary team with the authority to make necessary process changes can successfully redefine the norm.

The use of reclaimed water for agricultural irrigation is practiced worldwide and will increase in the future. The definition of water quality limits is a useful instrument for the assessment of water quality regarding its suitability for irrigation purposes and the performance of wastewater treatment steps. This study elaborates water quality objectives for a water reuse project in a setting where national guidelines do not exist. Internationally established guidelines are therefore applied to the local context. Additional limits for turbidity, total suspended solids, biochemical and chemical oxygen demand, total phosphorus and potassium are suggested to meet the requirements of water reuse projects. Emphasis is put on water quality requirements prior to UV disinfection and nutrient requirements of cultivated crops. The presented values can be of assistance when monitoring reclaimed water quality. To facilitate the realization of water reuse projects, comprehensive and more detailed information, in particular on water quality requirements prior to disinfection steps, should be provided as well as regarding the protection of the irrigation infrastructure.

Background: Blood culture is an important investigation in diagnosing sepsis. Positive culture helps to tailor therapy and is crucial in antimicrobial stewardship (AMS). However, positive blood culture does not always denote a bloodstream infection. Sometimes, false-positive results occur because of contamination from organisms outside the bloodstream, leading to significant negative consequences to patient treatment decisions and financial implications. Rates of blood culture contamination vary widely (0.6%–6%) between organizations, and although it is very difficult to eliminate contamination, it can be minimized. Our hospital group has multiple sites including emergency departments (EDs). We have been intermittently monitoring blood culture contamination rates since 2008, which decreased from 6.8% to 4.8% in 2009 but remained static when audited in 2010, 2012, and 2015. Objectives: To reduce our blood culture contamination rate further by targeting 2 busy EDs and by introducing continuous surveillance of blood culture contamination across 3 hospitals beginning in April 2016. Methods: In 2015, for the first time, blood culture contamination rates for both EDs, based in 2 different hospitals, were calculated. The ED results were communicated to the healthcare workers (HCWs), who agreed to establish a continuous surveillance of blood culture contamination and to participate in a reduction plan. Competency training was conducted according to training needs analysis. For example, phlebotomists were trained to ensure the use of the appropriate blood culture kit and educational sessions were tailored to staff groups. The blood culture contamination rate was monitored from April 2016 to March 2019 for 3 hospitals and both EDs to determine the impact of various measures introduced during this time. Results: In 2015, contamination rate of the 3 hospitals was 4.07%, and 10.2% of total blood cultures flagged positive. Also, 25% of blood cultures were requested from Eds, but these samples comprised 54% of the total contamination. The contamination rates for EDs A and B were 7.4% and 10.6%, respectively, which were significantly higher than the overall rate. From April 16 to March 19, there was 22% increase in total blood cultures performed. Results were analyzed quarterly. In total, 8,525 blood culture sets were received in January–March 2019; of these, the EDs contributed 2,799 sets (32.8%). The total blood culture contamination rate in January–March 2019 decreased to 3.1%. Both EDs A and B showed decreases in their contamination rates to 5.5% and 7.4%, respectively, in 2018–2019. The quarterly decreases were 5.2% and 4.9% in January–March 2019. Conclusions: The emphasis on the sepsis pathway probably led to year-on-year increases in total blood culture sets. Both ED blood culture contamination rates decreased. Consistent efforts in education, training, ensuring competency to various HCW groups, and provision of adequate blood culture kits are important for sustaining these improvements.Funding: NoneDisclosures: None

The Washington State Department of Transportation has performed a research study to develop a constructability review process (CRP) to improve the constructability of its projects. The CRP is composed of constructability reviews at various prescribed points in the project time line. The reviews incorporate constructability checklists and planned meetings among all of the disciplines involved. Implementation of the CRP is expected to reduce the number of construction change orders, the total cost of change orders, construction and maintenance staff, and the amount of resources and to lead to a “zero addendum” bid phase.

Abstract Construction managers often face with projects containing multiple units wherein activities repeat from unit to unit. Therefore effective resource management is crucial in terms of project duration, cost and quality. Accordingly, researchers have developed several models to aid planners in developing practical and near-optimal schedules for repetitive projects. Despite their undeniable benefits, such models lack the ability of pure simultaneous optimization because existing methodologies optimize the schedule with respect to a single factor, to achieve minimum duration, total cost, resource work breaks or various combinations, respectively. This study introduces a novel approach called “opposition multiple objective symbiotic organisms search” (OMOSOS) for scheduling repetitive projects. The proposed algorithm used an opposition-based learning technique for population initialization and for generation jumping. Further, this study integrated a scheduling module (M1) to determine all project objectives including time, cost, quality and interruption. The proposed algorithm was implemented on two application examples in order to demonstrate its capabilities in optimizing the scheduling of repetitive construction projects. The results indicate that the OMOSOS approach is a powerful optimization technique and can assist project managers in selecting appropriate plan for project. Highlights This study presents an advanced multiple optimization algorithm OMOSOS. Opposition technique is utilized to spreading the initial population and generation jumping. OMOSOS is applied to solve time, cost, quality and work continuity tradeoff problem. The model performance is demonstrated in the experimental results.

In acute ischaemic stroke, speed is essential for good outcomes.AimTo improve acute stroke services and decrease door-to-needle (DTN) time to less than 60 min by December 2016 in patients with acute ischaemic stroke who are eligible for intravenous thrombolysis.Design: A quality improvement (QI) project was undertaken in a 438 bed, acute, university hospital.MethodsMixture of qualitative and quantitative data collected. A process map and driver diagram were created. Interventions tested with Plan-Do-Study-Act cycles. Times compared between July and December 2015, January and July 2016, July and December 2016, when a new stroke team and pathway were introduced.ResultsBetween July and December 2015, the total number of ischaemic strokes was 216. 17 were thrombolysed (7.8%). Median door-to-CT (DTCT) time was 36 min (range 21–88). Median DTN time was 99 min (range 52–239). Between July and December 2016, there were 214 ischaemic strokes. 29 were thrombolysed (13.5%). 9 were seen directly by the stroke team during normal hours. With stroke team involvement, median DTCT time was 34 min (range 14–60) and DTN time was 43.5 min (range 24–65).ConclusionsThis project led to a significant and sustained improvement in acute stroke care in our hospital with the use of quality improvement techniques. Abstract:
PurposeProject-based industries seem ignored in the quality management literature. These industries have some peculiarities that warrant attention, and the purpose of this paper is to discuss some of the critical aspects of project-based industries concerning quality management and particularly Quality 4.0.Design/methodology/approachThe approach is based on reviewing the literature and then developing the paper using basic definitions, literature, logic and experience. It should be noted that the type of literature review is so-called “integrative” due to the fact that the topic of this paper is new. Furthermore, for this paper, as for integrative literature reviews in general, the purpose is to create initial and preliminary conceptualizations and theoretical models, rather than review old models. Creative collection of data is therefore key to combine perspectives and insights from different sources. This paper is therefore more a discussion piece rather than a paper presenting results per se. The relevant literature is only a starting point from which the argument is developed.FindingsThe paper demonstrates that quality management in project-based industries is outdated, driven by adversarial and legalistic interpretations of contracts, which results in manual work and reactive quality management. Initially, this can be a stumbling block for Quality 4.0. However, the greater credibility and transparency of Quality 4.0 technologies can enable relational contracting such as partnering. This will subsequently result in major improvements in total quality.Research limitations/implicationsThe research was initially triggered by industry experience over years. The empirical aspect of the paper is therefore related to the construction, shipbuilding and the oil and gas industry. Because contracting regimes are similar across these industries, the findings are arguably applicable to other project-based industries. However, this is not demonstrated. Furthermore, as the topic is new to both literature and practice it is likely that the paper has not covered all relevant aspects that will emerge as the ideas are implemented.Practical implicationsThe paper supports the argument for developing the contracting into a relational approach away from the adversarial and legalistic approach of today. It is illustrated how Quality 4.0 technologies can help in this transition. Therefore, the practical implications can become substantial in how industry works and the research about it.Social implicationsIf the ideas were implemented, they could change contract management in project-based industries from the adversarial approach of today to genuine cooperation. It would therefore be relevant for teaching future contract managers. The project outcomes would also result in improved quality and reduce the loss to society.Originality/valueThe combination of Quality 4.0, new contracting regimes and project-based industries is according to the knowledge of this author, an original contribution that can help people improve the management of quality in project-based industries. With these industries constituting a large and growing share of an economy, the value can also become significant once practical issues concerning implementation are sorted out.

Total Quality Management in all public institutions, as well as contemporary participatory management approach and implementation of the national education system in the process of habituation occurred. Exchange of training programs, the implementation of student-centered educational programs is a positive development in the process of implementation of Total Quality Management.
