Abstract:
This thesis sought to explore total quality management (TQM) implementation and barriers that need to be overcome due to differences between societal cultures, which have become a subject of intense discussion in the wake of the globalisation of the world economy. Inter-societal cultural barriers to TQM implementation were contrasted against the accepted organisational cultural barriers, which are well documented in established literature on this topic. A case study for the analysis was taken from the Libyan construction sector, where TQM is increasingly being reported as being adopted by companies keen to solve quality problems in their industry. This research explored the barriers that exist and that have acted to hinder the adoption of TQM practices using an in-depth survey of two Libyan construction companies (A&B). The findings of this research are presented as a conceptual framework upon which proactive measure may be planned to improve TQM adoption and which may also act as a guide for further research. Both qualitative and quantitative techniques were used to obtain primary and secondary data for the research and the TQM model framework was successfully used in a self assessment case study of companies (A&B) in Libya. The survey was able to identify critical barriers that were assessed in relation to other published data on inter-societal and intra-organisational barriers so as to identity a number of barriers unique to the Libyan case study. The overall results indicated that the case study companies were in the early stages of TQM initiatives and that there were large areas for improvement to overcome the barriers.

Abstract:
Abstract This action research addresses the deployment of Total Quality Management (TQM) principles in a high-technology new product development organisation. During the period of study, the organisation grew fast. High-technology product development and hypergrowth provided a unique combination of extreme conditions for the study. The existing concepts of TQM are presented as an organised map enabling strategic analysis for an implementation plan. The history of TQM dates back to the manufacturing industry. The key differences between product development as an operating environment and the industrial manufacturing environment are described. The deployment of TQM is described from the perspective of learning theories, leadership theories, studies of organisational culture and studies of teamwork. Based on the learning, a psychodynamic model of organisation is presented for better understanding the challenges of implementation. The results show that, in these specific conditions, organisational culture and leadership are of essential importance for the implementation of TQM. The study also shows that, in the given conditions, TQM is specifically a learning challenge. The results of this study are presented as a framework supporting the selection of TQM implementation objectives and the planning of a strategy for organisational learning.

During the past decade, project management skills have become increasingly recognised as highly desirable for managers at all levels of organisations. Most people can benefit from the application of project management skills to some parts of their daily operations. The rapid growth of global markets and the introduction of total quality management, continuous improvement programmes and more recently, the drive to redesign business processes, all require some form of project management skills. In spite of the obvious benefits from project management, research has shown that more often than not, the traditional practice of project management does exist within organisations. This then may lead to service failure; thus impacting adversely on the efficiency and image of the organisation. This dispensation also applies to projects undertaken by the Eskom, which will serve as objective of this research study. The primary research objectives of this study are the following: To improve the quality of goods and services through the application of project management. To emphasise the importance of project management within an organisation. To demonstrate that project management, if used in conjunction with a quality management system, can improve service delivery. It is anticipated that the research will lead to an improvement of the control of processes and the overall service or product quality delivered by Eskom.

Resumo:O presente trabalho propõe um procedimento para ampliar a maturidade em gerenciamento de projetos rumo à excelência, através da utilização das melhores práticas em gerenciamento. O procedimento proposto é composto por uma série de passos, sendo que o passo inicial é o da escolha do modelo de avaliação do grau de maturidade de uma organização. Este modelo utiliza a forma de questionário dicotômico para a sua realização. Os passos subseqüentes tratam da execução da avaliação propriamente dita, do planejamento de melhorias, da implementação de melhorias e repetição do processo de avaliação.O conjunto de respostas do questionário de avaliação permite identificar as melhores práticas em gerenciamento que a organização faz uso, bem como aquelas as quais a organização ainda não faz uso, mas que são necessárias para aprimorar o seu grau de maturidade. A aplicação do procedimento proposto foi feita em uma organização que trabalha basicamente com projetos. Os resultados obtidos mostraram que se trata de um procedimento simples, de fácil entendimento, com pouca utilização do tempo e que sugere de maneira objetiva o caminho para o aumento do grau de maturidade em gerenciamento de projetos
Abstract: This work suggests a procedure to extend the management project maturity toward excellence, through the use of best practices in project management. The suggested procedure is composed of a series of steps, and the initial step is the organization evaluation maturity model choice. This model uses the form of a questionnaire dichotomous for its implementation. The subsequent steps deal with the implementation of assessment, the improvements planning, the improvements implementation and self-evaluation process repetition. The assessment questionnaire replies allows to identify the best practices in management that the organization makes use, as well those which the organization has not makes use yet, but which are necessary to improve the maturity degree. The suggested procedure application was made in an organization working basically with projects. The results showed that this is a simple procedure, of easy understanding, with a little use of time and suggests objectively the increase in the project management maturity degree

Abstract:
The aim of this study was to appraise project performance and Total Quality Management (TQM) in the Libyan oil and gas sector. In achieving this aim , the study developed five objectives which are: to review current definitions and models of Project Performance in relation to theory and practices, to examine current definitions and models of TQM in a project context, to identify methodological norms in this research domain and propose a way forward , to analyse the interrelationship between TQM principles and project performance practices for oil and gas industry related projects and, finally, to model and propose the predictive value of TQM principles that could be used to enhance project management performance in the Libyan oil and gas industry. The research adopted a mixed methods approach. An extensive literature review was conducted on the history of the oil and gas industry, review of the energy sector in Libya, socio-economic development in Libya, social context and human development in Libya, the current practice in the Libyan energy sector, the importance of TQM, leaders in the Quality Management movement, TQM and performance, project and PM performance and TQM and PM performance. A conceptual framework was developed from the literature. Subsequently, twelve semi-structured interviews were conducted with project managers and professionals from three oil and gas companies from different categories of the oil and gas industry. The conceptual framework was improved after the analysis of interview findings, and then a questionnaire was used to launch the next stage of the study. One hundred and thirty-one questionnaires were analysed by SPSS V16 in order to examine the relationship between TQM practices and project performance in the Libyan oil and gas industry related projects, and to predict the model of TQM practices to project performance in the Libyan oil and gas related projects. Key findings of this research were that there was a positive significant relationship between TQM practices and project performance in oil and gas-related projects, and the interesting finding was that the hard TQM practices have more impact on Project Management Performance (PM performance) than the soft practices. Additionally, the predictive models were developed and the highest had a value of (R2=0.776). . Consequently, this research has made an important contribution to PM performance in the oil and gas industry by developing a framework of TQM practices that positively impact on PM performance. The practical applications of this research mean that managers can focus on those practices to achieve maximum PM performance in the oil and gas industry. The study highlights opportunities for future research including more in-depth exploration of the TQM practices in other oil and gas industry categories as well as the impact of the interrelationships of the practices on insights into PM performance.

A TQM model based on the Malcolm Badridge National Quality Awards (MBNQA) was adopted. Data was collected using questionnaires from 161 valid responses having Grade 7 (G7) in the Construction Industry Development Board (CIDB) list. Pearson’s correlations and a multiple regression analysis were performed to investigate the association of TQM practices with project performance.

Consulting Engineers worldwide, and in South Africa, render a professional service to clients consisting of project feasibility studies, planning reports, design, documentation and construction monitoring for infrastructure projects. In rendering this service, consulting engineers are subject to certain project risks that can have a huge influence on their company’s success and hence their profitability. Quality Management is an instrument through which the risks associated with consulting engineering can be mitigated to a certain degree, if a Quality Management System (QMS) is successfully introduced and continuously managed. The QMS must conform to the requirements of a recognized system like the International Organization for Standardization (ISO), and in this particular case ISO 9001, which is a model for quality assurance systems in design, development, production, installation and servicing. The quality system requirements of ISO 9001 are aimed at preventing nonconformity at all phases of the product life cycle from design and/or development to servicing. The study was carried out by obtaining a convenience sample of qualitative questionnaires among professional civil engineers in consulting management positions, testing their experience of a QMS. This study has indicated that a QMS can only be successful in a company if the users have a positive attitude towards the system, and if they believe in the benefits thereof. It is therefore required that the system be launched and maintained in a user-friendly manner, with the emphasis on real risk-reducing aspects. As one of the requirements of ISO 9001 is continuous improvement of the system, recommendations are made in this study towards improving the QMS of the particular company. The influence of a QMS on the frequency and extent of Professional Indemnity cases against a company was investigated and reported on by studying 20 case studies of projects that have experienced difficulties, and have resulted in lawsuits against the consulting engineer.

In the nuclear industry, Quality Management Systems are extremely important, especially if one wishes to improve public acceptance of radioactive solutions. There is normally minimum communication between the public and scientists, especially in nuclear science. People are not comfortable with nuclear technology, based on the past history of the Chernobyl catastrophe. Consequently, it is difficult to discuss important and sensitive issues like disposing of nuclear waste. Quality Management Systems can improve public confidence and communication. Integrated Management Systems in the project planning stage of the project can be a proactive step towards preventing unnecessary delays and costs. There is a perception that quality is implemented or executed at the implementation stage of the Project Life cycle. Most people believe that a Quality Management System is quality control only and forget the aspect of Quality assurance. The project managers are more concerned with finishing the project and saving costs. Quality holds together the three pillars of project management, which are schedule, costs and scope. There are a plethora of things that can go wrong if the Quality Management System is not implemented on time, like scope changes that are not captured, monitored and controlled. This can lead to scope creep, unnecessary costs and schedule overruns. If there is no cost control, the project can also overrun its budget and consequently be stopped. PBMR is the only company that is active in new nuclear projects in South Africa, except Koeberg, which was commissioned about thirty years ago.

Coerentemente con i contenuti relativi alle fasi della vita di un prodotto, le più diffuse definizioni della qualità fanno riferimento sia alle caratteristiche di quest’ultimo, sia alle attività industriali e umane sviluppate per produrlo e utilizzarlo. Chi progetta, inoltre, può rendere più o meno difficile la vita di chi deve successivamente realizzare od utilizzare l’oggetto a seconda delle scelte che fa. La domanda che ci si pone è “come fare a tener conto, in fase di progetto, di tutte le esigenze collegate al ciclo di vita del prodotto?” Una risposta a questo interrogativo viene dalle metodologie di “progettazione orientata” (Design for…) sviluppate negli ultimi decenni. Queste metodologie contengono regole di progettazione che altro non sono che i requisiti espressi dal cliente-produzione, dal cliente-assistenza tecnica, dal cliente approvvigionamenti e dal cliente-utente finale. Di particolare interesse risultano le applicazioni e le metodologie sviluppate al fine di migliorare la qualità nella progettazione. Ci si riferisce, in particolare a: • Quality Function Deployment (Q.F.D.) • Metodi di Taguchi (o Robust design) • Design Of Experiment (D.O.E.) • Failures Mode and Effect Analysis (F.M.E.A.). Il livello massimo di qualità del prodotto è determinato nelle prime due fasi del suo ciclo di vita, quando si identificano le caratteristiche che deve possedere e le si progettano. Nelle rimanenti fasi tutti gli sforzi possono unicamente essere rivolti al mantenimento del livello di qualità intrinseca, non certo a migliorarlo. In linea del tutto teorica il prodotto dovrebbe passare da una fase alla successiva senza ritornare a fasi precedenti. In realtà, ad ogni fase scaturiscono richieste di modifiche, poiché il prodotto non si adatta completamente alle esigenze della funzione che lo prende in carico (cliente interno). Ciò normalmente avviene perché durante la sua progettazione non si è tenuto sufficientemente conto di queste esigenze. In altre parole il progettista normalmente non tiene conto delle esigenze del cliente interno ed esterno. A questi problemi si aggiungono quelli relativi ai costi delle modifiche apportati al progetto nelle varie fasi del ciclo di vita del prodotto. In definitiva, una volta costituito il gruppo di lavoro interfunzionale in azienda, operante secondo le regole descritte nel presente lavoro, la successiva fase è quella di iniziare, naturalmente, a sviluppare il nuovo progetto secondo le regole e gli schemi precedentemente stabiliti. Proprio in virtù di quanto studiato e messo a punto nel presente lavoro, si è riusciti ad individuare anche una metodologia quanto più generica possibile per eseguire con il minor numero di errori e, soprattutto con il minor numero di tentativi, senza procedere a tentoni, una rapida applicazione degli strumenti a disposizione del progettista nelle diverse fasi della progettazione, attraverso l’applicazione dei succitati strumenti, che costituiscono la nuova metodologia di miglioramento di qualità nella progettazione, denominata TQP (Total Quality Project). La metodologia proposta dal TQP ha consentito di individuare con precisione per le diverse tipologie di intervento quale strumento far intervenire e in quale specifica fase del processo. Dall’applicazione della metodologia proposta numerosi sono i vantaggi emersi. Non poche sono state le difficoltà di implementazione, ma i benefici conseguiti con un approccio integrato del tipo TQP con la supervisione dello strumento QFD sono di gran lunga superiori ai sacrifici affrontati. Resumo: A partir da segunda metade dos anos 90, a implementação dos sistemas integrados de gestão empresarial (Enterprise Resource Planning - ERP) aparece como um dos principais focos de investimento relacionados à utilização de tecnologia de informação nas empresas, que visavam obter vantagens competitivas por meio de redução de custo e diferenciação de produtos com a utilização destes sistemas. A implementação dos sistemas ERP revelou-se mais do que um projeto de tecnologia, envolvendo mudanças estruturais e comportamentais, tornando-se um processo complexo e de alto risco para as organizações. Na literatura especializada sobre ERP, encontram-se muitos exemplos das dificuldades deste tipo de projeto e de implementações que não atingiram os objetivos esperados, frustrando as expectativas dos contratantes. O presente trabalho descreve, primeiramente, o desenvolvimento de um método para gestão da qualidade nas implementações de sistemas ERP, baseado nos chamados fatores críticos de sucesso. Em seguida, é feito um teste do modelo proposto em um conjunto de projetos já finalizados, sendo posteriormente analisado um caso real de aplicação do método proposto, detalhando os passos e os resultados obtidos. Ao final, são apresentadas as principais conclusões do trabalho e algumas evidências de como o método ajuda a melhorar a gestão da qualidade nas implementações de sistemas ERP
Abstract: From the second half of teh 90', the Enterprise Resource Planning (ERP) systems implementation appears like one of the main investment focus related to the use of information technology in the companies, which aimed to acquire competitive advantages through cost reduction and differentiation of products with the use of these systems. ERP implementation showed to be much more than a technology project, involving structural and mannering changes, becoming a complex and high risk process for the organizations. In the literature specialized on ERP, there are many examples of the difficulties of this type of project and about implementationsthat had not reached the expected objectives, frustratingthe expectations of the contractors. The present work describes, first of all, the development of a quality management method to ERP systems implementation, based on critical success factors. Then, this method is tested in a set of tinished projects. Afier this, a real case of application of the considered method is analyzed, detailing the steps and the results obtained. At the end, main conclusions and some evidences regarding to how the method helps to improve quality management during ERP implementations are presented.

There have been many megaprojects done by project-based international joint ventures ( PBIJVs ) in Asia with Western expatriate project managers leading the way. However, the management style expected at a local level in Asia on construction projects is unique, and for many observers appeared to be unstructured, un-systemized and autocratic. Moreover, the varying strains of Chinese-based ethics and beliefs, including networking, trust, face and avoidance of confrontation heavily influenced management practices. This research investigated how a PBIJV should approach a complex construction megaproject in Asia and how experienced Western expatriate project managers actually managed and lead these projects to achieve overall project success. The aim of this research was to propose a framework for Western expatriate project managers to be used as a guide in the project management of PBIJVs in complex construction megaprojects in Asia, with East-West multi-cultural dispersed project teams, in a holistic way with a clear focus on good e-teaming communication and flexibility of project manager thought so that the multi-cultural teams can work more effectively and efficiently, better enabling project success. The thesis begins with an extensive review of published literature related to construction, Asia, culture, total quality management ( TQM ), IJVs, project management and megaprojects. A conceptual framework of work practices and styles required of Western expatriate project managers in the management of PBIJVs in construction on complex megaprojects in Asia, with East-West multi-cultural dispersed project teams, was established from this literature review. This conceptual framework was explored and developed based upon questionnaire responses and interviews with Western project managers with related and extensive work experience in Asia. This research followed a qualitative strategy for the research design and methodology, and adopted a multiple-case study approach. This research followed a combination of questionnaires and an exploratory semi-structured face to face interview approach with manual data analysis. The first stage of the research process involved screening interviews of the short-listed project managers, which comprised of questionnaires and semi-structured interviews with an interview guide. The second stage studied three selected cases and comprised of the second stage interviews, direct observations and documentation as the main methods of data collection. The third stage involved the validation of the intermediate framework developed from the multiple-case study conducted during the second stage via a questionnaire with nine people comprising of the project managers of the selected case study projects, screening process project managers and other selected construction industry experts all with extensive working experience in Korea. The findings of this research were presented in the form of a final framework to assist in improving project manager performance and skills on complex PBIJV construction megaprojects in Asia and it was concluded that such a framework would be of benefit to Western project managers as a guideline to manage construction megaprojects in Asia in a more effective and efficient way with the ultimate goal of achieving project success.

A participação do segmento de serviços na economia mundial tem crescido a cada ano, superando a marca de 50% em diversos países. As dificuldades das empresas em oferecer e manter a qualidade de seus serviços ao longo deste crescimento gera uma preocupação global em promover e desenvolver pesquisas relacionadas ao tema. Neste contexto, o trabalho apresentado nesta dissertação tem por objetivo criar um modelo de ciclo de vida de projetos de melhoria de processos voltado para o setor de retaguarda (back-office) dos serviços. O trabalho é conduzido em campo através de uma pesquisa-ação que envolve uma instituição financeira multinacional. As pesquisas e as investigações focam os temas de gestão da qualidade, melhoria de processos e gerenciamento de projetos. No quesito metodológico, revisam-se os métodos de pesquisa comumente aplicados à Engenharia de Produção com especial ênfase ao método da pesquisa-ação, adotado neste trabalho. Após as revisões o foco é direcionado para a pesquisa de campo, os aprendizados e o processo de criação do modelo de ciclo de vida de projetos, detalhando suas fases, escopo, ferramentas e modelos de suporte. Além disso, destaca-se como os projetos desenvolvidos em campo contribuíram no referido modelo. Conclui-se argumentando como a opção pela pesquisa-ação dinamizou o trabalho desenvolvido proporcionando um ótimo equilíbrio entre contribuição cientifica e aplicação prática dos conceitos revisados.
The importance of the services sector on the global economy is growing bigger every year, exceeding 50% in many countries. The difficulties to sustain this growth along with quality and process improvement are currently an academic and organizational concern. This research focused on this topic through the development of a process improvement project life cycle to the back-office sector. The investigations went from process improvement, total quality management and project management to operations management research techniques, especially actionresearch, applied in this master\'s thesis. The evolution of an initial process improvement model through the action research performed at a multinational financial institution is shown, leading to the final model. Moreover the model is explored to the level of scope, duration, templates and tools. At the end, the conclusions, successes and limitations are presented along with the highlights of the chosen research method benefits and suggestions of futures researches on the proposed model and on related topics.

Resumo: Introdução: O Centro de Material e Esterilização (CME) em unidades de saúde deve garantir a qualidade dos instrumentais médico-hospitalares para um atendimento seguro ao paciente. Para que o processo de esterilização seja realizado de forma adequada, é imprescindível que o artigo a ser esterilizado esteja livre da matéria orgânica e de certas substâncias inorgânicas. Se as atividades de recebimento, limpeza, enxágue e secagem dos instrumentais cirúrgicos, localizadas no Expurgo, forem realizadas de modo inadequado, elas podem comprometer a limpeza total dos instrumentais. Estas falhas podem ter várias origens e determinam fatores importantes a serem identificados para qualificar o processo de trabalho. Objetivo: A fim de avaliar pontos críticos nos processos e identificar pontos de melhoria nas atividades realizadas no setor de expurgo foi aplicada a técnica Healthcare Failure Mode and Effect Analysis (HFMEA) nos procedimentos ali realizados. Métodos: O HFMEA é uma ferramenta que permite avaliar de modo sistemático os pontos críticos nos processo classificando-os de acordo com a severidade dos efeitos potenciais de suas falhas e com a sua probabilidade de ocorrência, permitindo priorizar os riscos a serem controlados. Para a sua aplicação formou-se uma equipe, mapeou-se o processo, fez-se uma análise de risco e depois se avaliaram os modos de falha a eles relacionados. Resultados: Foram encontrados 89 modos de falhas envolvendo os procedimentos de limpeza e secagem dos instrumentais, e associados a esses modos de falha foram encontradas 262 causas potenciais. Desse total, 131 causas potenciais (50%) foram analisadas e selecionadas para propor medidas e ações de melhoria. Por fim, uma proposta de ações e medidas de risco envolvendo técnicas relacionadas aos procedimentos do expurgo, gestão, ambiente de trabalho, equipamento, insumos e equipe operacional foi elaborada, e se for usado, ajudará a equipe de gestores no gerenciamento de risco. Conclusão: A aplicação da ferramenta HFMEA permitiu diagnosticar os pontos críticos do processo e propor soluções de melhoria que foram condensadas numa proposta de ações e medidas que pode contribuir para que a equipe de gestores do CME incorpore rotinas mais seguras na realização de suas atividades
Abstract: Introduction: Material and Sterilization Centers in health care facilities should ensure the quality of medical instruments for safe patient care. For the sterilization process to be carried out properly, it is essential that the article to be sterilized is free from of organic matter and some inorganic substances. If the activities of receiving, cleaning, rinsing and drying of surgical instruments, located in the Cleaning sector, are incomplete or inadequate because of being performed quickly, they can compromise the cleanup. These failures may have diverse origins and they determine important factors to be identified for qualifying the work process. Objective: To assess critical points in processes and identify areas for improvement in the activities undertaken in the cleaning sector, Healthcare Failure Mode and Effect Analysis (HFMEA) technique was applied to the procedures performed in that sector. Methods: The HFMEA is tool that provides a systematic evaluation of the critical points in processes by classifying them according to the severity of the potential effects of their failures and to their probability of occurrence, allowing the prioritization of the risks to be controlled. For its implementation a multidisciplinary team was formed, the process was mapped, the risk analysis was executed and the failure modes related to the process were evaluated. Results: 89 failure modes involving the cleaning and drying of instrumentation were found, and 262 potential causes associated with these failure modes were identified. From this total, 131 potential causes (50%) were selected and analyzed to propose measures and actions for improvement. Finally, a proposal of actions and measures involving risk related to the purge procedures, management, work environment, equipment, supplies and technical operations team was prepared, and if used, will help the management team to manage risk. Conclusion: The application of the HFMEA tool provided a diagnosis of the critical points of the process and resulted in the proposition of improvement solutions that have been condensed into a proposal action and measures that can aid the team managers of CME in incorporating safer routines in the execution of the activities

These WCMT involve a set of innovative techniques and principles, which are applied by foremost manufacturing companies. These techniques however, are not sacred and one always needs to refer back to the objectives of World Class Manufacturing, namely to (a) Eliminate waste, (b) Improve quality, (c) Shorten lead times, (d) Reduce costs, and (e) Improve morale and seek other improvements. The importance lies in attaining the objectives in the context of the necessary manufacturing tasks. Companies applying these techniques demonstrate significant productivity gains, production synergies, reduced rework and more reliable on-time delivery. In the highly competitive global market, these offer a competitive advantage for such companies. A critical and essential element of a company's strategic vision is a clearly defined and healthy competitive advantage. It is imperative that a company's vision is clearly aligned to its business objectives and goals. The WCMT is a tool that aligns the business vision and strategic objectives to realize its competitive advantage. By aligning the vision to its competitive advantage, it is crucial that the company challenge its existing production processes and the way in which it operates. Existing production processes need to be continuously reviewed and adjusted where necessary to sustain the competitive advantage. This paper is a practical example of how a non-production organisation can apply these WCMT to sustain its competitive advantage. The WCMT such as Theory of Constraints (TOC), Just in Time (JIT) and Total Quality Management (TQM) are discussed and applied in the inbound call centre of a medical aid administration company. In a relatively short time span, some remarkable sustainable productivity improvements were achieved. This would imply that these WCMT could be applied in traditional non-production environments.
AFRIKAANSE OPSOMMING: Hierdie navorsings werkstuk ondersoek Wêreld Klas Vervaardigings Tegnieke (WCMT) en die moontlike toepassing daarvan in 'n nie-vervaardigings omgewing, soos 'n inbeldienssentrum in die finansiële dienste sektor. Hierdie WCMT omsluit 'n groep innoverende tegnieke wat huidiglik aangewend en toegepas word in die meeste vervaardigings ondernemings. The purpose of this study is to revise the Department of Water Affairs and Forestry's (DWAF's) current Integrated Environmental Management (IEM) procedure and to develop an Environmental Management Framework (EMF), so as to ensure that the environment is considered in a structured, formal manner at each decision-making stage of the projects development business process. The proposed EMF provides process diagrams that align the IBM principles, the environmental assessment and management tools, and the engineering business process with the project life cycle approach for DWAF's water sector functional areas. Key decision-making points are introduced to the business process to ensure that all the specific requirements have been met before continuing to the next engineering stage of the business life cycle. Auditing nodes were identified within the life cycle approach and complement the decision-making points and strengthen the evaluation of environmental compliance and performance. These process diagrams is designed to prompt development planners and implementers to consider the environment at all stages of the business life cycle and practice sound environmental management. The EMF is based on international best practice and follows the Deming model philosophy as well as principles and elements of an environmental management system. The EMF must be an integral part in the way the department conduct its business and not seen as an ad hoc function and the duties of the environmental officer. To conclude, the EMF is the building block and interim management plan for an appropriate environmental management system in the future and the first step towards business excellence for the Department of Water Affairs and Forestry.

AB Svenska Spel är ett statligt ägt monopolföretag som levererar spel och lotter till det svenska samhället. I detta examensarbete har AB Svenska Spel och dess avdelning ombudsekonomi verkat som fallföretag. Avdelningen, vilken är placerad vid huvudkontoret i Visby, valdes ut då ekonomichefen deklarerade att deras arbetssätt upplevdes ineffektivt av medarbetarna.

Examensarbetet inleddes med en förstudie där olika förbättringsområden inom avdelningen identifierades, där ett beslut sedan fattads att två av dessa områden som skulle vara i fokus i examensarbetet. De delar i avdelningen som skulle granskas var kreditbevakning samt arbetsflödet och de interna överlämningarna. Gemensamt för de identifierade förbättringsområdena var att dessa kunde ses som symtom på att avdelningen inte arbetade systematiskt med kvalitetsutveckling eller med en tydlig verksamhetsstyrning. Detta innebar i praktiken att avdelningens övergripande ramverk, riktlinjer och målstyrning helt saknades.

Vad avdelningens funktion och syfte var, hur medarbetarna bidrog till resterande organisation eller hur de bidrog externt till det svenska samhället kunde inte redogöras för. Inte heller någon dokumenterad information om detta återfanns och var inte uttalad. Medarbetarna kunde vidare inte redogöra för hur avdelningens interna arbetsmoment och arbetsuppgifter tillsammans bidrog till en enhetlig avdelning som gemensamt arbetade mot samma riktning. Följaktligen arbetades ett övergripande ramverk fram för avdelningen genom att insamlat material har kombinerats med existerande teorier om verksamhetsstyrning, till exempel offensiv kvalitetsutveckling och processkartläggning.

För att skapa en helhet har avdelningens uppdrag och huvudprocess identifierats och sedan brutits ned i nya riktlinjer och arbetsdokument som rör kreditbedömningarna och på så sätt har arbetet konkritiserats och effektiviserats. Resultatet är att en röd tråd skapats mellan AB Svenska Spels övergripande vision och målbild och avdelningen ombudsekonomi genom att en anpassad affärsidé och vision skapats vilken är en förlängning på ett formulerat uppdrag. För att ytterligare konkritisera hur avdelningen kan styras samt hur mätning och nyckeltal kan användas har ett balanserat styrkort skapats. Vidare har resultatet med examensarbetet bidragit till att systematiska angreppssätt presenteras för att främja analys och ständiga förbättringar. Genom att anpassa hörnstensmodellen till avdelningen har nya värdegrunder skapats som ska verka som en stabil grund för långsiktigt hållbart arbete.

Då examensarbetet inte inkluderar att resultatet som presenteras i denna rapport implementeras på avdelningen eller kan påvisa en reell effekthämtning har en åtgärdsplan och förslag till fortsatt arbete tagits fram och överlämnats till avdelningschefen. Detta ska möjliggöra att det systematiska arbetssättet fortskrider, förbättras ytterligare och det förändrade tankesättet bibehålls.


AB Svenska Spel is a state-owned company that delivers games and lottery to the Swedish society. In this essay, Svenska Spel and its unit ombudsekonomi acted as a case company. The unit, which is located at the Headquarters in Visby, was selected when the Chief Financial Officer declared that the employees felt that their workflow was ineffective and in need of change. Ombudsekonomi is part of the Finance Department and works with the company's establishment process for new customers, accounts receivable and management of the company's collection of debts.

This essay began with a pre-study which intended to identify areas of improvement within the department, which then would form the basis for this essay. The pre-study pointed out several  primarily, development of the unit's credit surveillance, head process and workflow, as well as internal handovers.

Common for all identified areas was that the unit didn ́t plan their work systematically or with total quality management, which is to be seen as a symptom of the lack of overall framework, policies and well-defined goals. The employees couldn ́t describe the function and purpose of the unit, or how they contributed to Svenska Spels organization or to the Swedish society. Neither could they express how the unit's internal actions and tasks together contributed to the common cause or how to work together to reach it, and we couldn't find any (for the unit) defined goals, vivion or overall assignment.

Therefore, a general framework was put together combining theories of total quality management and processes, mapping with the official strategies, vision and goals that were found in the Svenska Spel annual report. To enable this, information was collected, modified and reformulated to fit the unit's work situation. A mission, vision and strategy was made and new processes were established. This, together with new guidelines and documents for work practices, should make it possible for all the emplyees to work against the same goal in an effective and rationalized way that creates more value for the unit.

The result of this essay is the creation of a main thread from Svenska Spels overall existing framework down to the unit's work, as well as a new defined goal. To illustrate how this work can be implemented in different perspectives, a balance scorecard has been created including suggestions for measurement and key performance indicators. Furthermore, the result of this essay contributes to the unit's systematic approach to promote the analysis and continuous improvement based on fundamental proposed values.

However, this project does not include implementation of the results and is therefore not going to ensure the outcomes. An action and application plan for further work will be handed over to the unit's Team Leader. This ensure that the systematic work approach progress, is further improved and that the proposed mind set is maintained.

Abstract:
This thesis sets out to account for the relative failure of Total Quality Management (TQM) experiments installed in the NHS between 1990 and 1994. In the study, only two NHS pilot sites in a large sample of hospitals and community services were found to have made significant progress on implementing TQM. Whilst most of these TQM sites made more progress on structured quality improvement than a group of non-TQM NHS quasi-controls, all were outperformed by two commercial TQM companies in the sample. The analysis is based on 850 semi-structured interviews carried out with a wide range of staff as well as documentary analysis, non-participant observation, and feedback workshops at selected sites. In accounting for the results, the thesis tests eight propositions about the application of rationalistic private sector models of change to a complex public sector organisation like the NHS. The analysis demonstrates the limitations of such approaches when they are not adapted to take account of the technical, systemic and behavioural differences between the two sectors. It can also be said that funding for the NHS experiments, whilst substantial, was an order of magnitude lower than that in the commercial companies. Similarly, support both centrally and locally in the NHS was not sufficient to provide for rigorous pre-planning and monitoring of progress. Numerous other changes being made at the same time were mostly incompatible with TQM principles and hindered progress on coherent change. Leadership commitment to, and understanding of, TQM was much weaker in the NHS than in the commercial companies. The requirement to move towards collective, userdefined, measures of quality met with opposition from staff groups who were used to their own individualistic and professional conceptions of quality. This led to NHS TQM sites being unable to demonstrate the organisation-wide changes that are said to be hallmarks of TQM.

The general objective of the present investigation consisted of knowing what was/is realized in the daily one of the Uberaba City schools about the Pedagogical-Politician Project and its interference in the teachers formation, in the democratic management, the active participation of the community school in the taking of decisions and, finally, in the conquest of the quality improvement of education and, therefore, in the adoption of a curriculum that favors more inclusive a school. The research on the PPP relations justifies itself for still not have been explored in locus and the problematic one chosen, in a context of more than one decade of experience. Our initial hypothesis was the PPP is a document that guides the routes and redirects the pedagogical practice pertaining to school, being able to accumulate the education quality. For the research accomplishment we guide us by the critical-dialectic perspective, a Paulo Freire perspective. Initially we made a bibliographical research, followed of a documentary research and, after that, we realized interviews with 52 educators of the Education Secretariat of Uberaba-MG, by means questions guided for a half-structuralized script. We evidence that it had a small advance in the democratic process of the municipal Uberaba schools; however, the participation is still shy and very incipient. The community insufficiently intervenes with the school life; it remains immobilized, without democratic conscience and inert by means of the politician indifference related to the education quality, a legal and legitimate right. The construction and the PPP experience had also insufficiently intervened with the teachers formation, education quality improvement and, therefore, with the curriculum redirecting and the reach of a more inclusive school. However, we continue believing the PPP can be capable to accumulate the education quality when assumed as proper project. As hopeful perspective we point the awareness and mobilization of the community, with respect to the collective and active participation with the public institutions and agencies to ask its rights and to act/to construct, together with the educators, a more human, emancipator, democratic school
O objetivo geral da presente investigação consistiu em conhecer o que foi/é realizado no cotidiano das escolas do Município de Uberaba-MG, com relação ao Projeto Político -Pedagógico e sua interferência na formação dos professores, na gestão democrática, na participação ativa da comunidade escolar na tomada de decisões e, por último, na conquista de a melhoria da qualidade de ensino e, portanto, na adoção de um Currículo que favoreça uma escola mais inclusiva. A pesquisa sobre as relações do PPP se justifica por não ter sido ainda explorada no lócus e na problemática escolhidos, num contexto de mais de uma década de experiência. Nossa hipótese inicial foi de que o PPP é um documento que orienta os rumos e redimensiona a prática pedagógica escolar, com poder para adensar a qualidade da educação. Para a realização da pesquisa nos orientamos pela perspectiva crítico-dialética, numa perspectiva freireana. Inicialmente fizemos uma pesquisa bibliográfica, seguida da pesquisa documental e, em seguida, realizamos entrevistas com 52 educadores da Secretaria de Educação de Uberaba-MG, mediante questões orientadas por um roteiro, semi-estruturado. Constatamos que houve pequeno avanço no processo democrático das escolas municipais de Uberaba, entretanto, a participação é ainda muito tímida e incipiente. A comunidade pouco interfere na vida da escola, pois permanece imobilizada, sem consciência democrática e inerte mediante o descaso político quanto à qualidade da educação, que é um direito legal e legítimo. A construção e a experiência do PPP pouco interferiram também na formação dos professores, na melhoria da qualidade de ensino e, portanto, no redimensionamento do Currículo e no alcance de uma escola mais inclusiva. Contudo, continuamos acreditando que o PPP, quando assumido como projeto próprio, pode ser capaz de adensar a qualidade de educação. Como perspectivas esperançosas apontamos a conscientização e mobilização da comunidade, para a participação coletiva e ativa junto às instituições e órgãos públicos, para cobrar os seus direitos e agir/construir, solidariamente com os educadores, uma escola mais democrática, humana e emancipadora

In today's worldwide competitive environment, contracting companies are competing in terms of product quality, delivery, reliability and customer satisfaction. In current literature, models of performance measures for contracting companies and construction projects have limitations and shortcomings. They depend mainly on financial measures. These are no longer sufficient to ensure survival and continued profitability in time of change. New measures of performance at the different levels of contracting companies are, therefore, needed. The relatively new performance measurement technique of benchmarking has been widely applied as a powerful performance management concept. However, current published literature does not provide satisfactory proof of its successful implementation in contracting companies. This research addresses these two major weaknesses. Firstly, a methodology using Nominal Group Technique and Delphi Technique was explained and applied to obtain consensus performance measures for construction projects. New performance measures appropriate to construction projects, together with each element's relative importance, were developed. The consensus covers project managers, senior managers and top management. Secondly, quality measures appropriate to construction projects, together with each measure's relative importance, were developed. Thirdly, new performance measures appropriate to contracting organizations were developed. The development of these measures and the determination of their relative importance depend upon: the strategic direction of the organization which reflects the current business and market conditions; the type of construction work; the organization structure; and the development of the management staff within the organization. Fourthly, the implementation of the new performance measures using benchmarking as a management tool for performance measurement and improvement was carried out in one of the largest contracting organizations in the Middle East, the Arab Contractors, Osman A. Osman & Co. The implementation was carried out over a period of five years. Sixteen company branches implemented the measurement system. Each branch was considered as an independent contracting company. The results showed that the use of the new performance measures and the implementation of benchmarking in the company were very effective and led to successful and improved performance.

Cette recherche a pour objet l’étude de la problématique de la mise en œuvre d’une démarche qualité dans le contexte des établissements d’enseignement supérieur en Tunisie. Elle porte plus particulièrement sur la mise en œuvre dans une école d’ingénieurs. Cette école est l’une des premières à expérimenter cette démarche, qui s’inscrit dans une politique générale coordonnée par le Ministère de l’Education Nationale et de la Recherche. La qualité est le fer de lance de la stratégie de développement de l’éducation nationale contribuant au développement économique et social du pays d’une part, à la compétitivité de l’enseignement supérieur tunisien plus spécifiquement d’autre part.La mise en œuvre prescrite par le plan ministériel s’inscrit dans le cadre des concepts et des méthodes du « Total Quality Management ». Après avoir présenté le cadre théorique et méthodologique de notre recherche, nous analysons dans une première partie le donné contextuel, en regard d’une approche normative, qui fait école au plan mondial, de la définition et de la mise en œuvre d’une démarche qualité. Nous montrons que ce cadre du « Total Quality Management » permet de réaliser l’implantation de la qualité sur le plan téléologique, qui se concrétise généralement l’obtention d’une certification. Notre recherche montre corrélativement que la mise en œuvre de la qualité dans l’enseignement supérieur en Tunisie emprunte au modèle occidental de gestion de la qualité, généralisé de part le monde. Ce modèle organise la qualité des procédés et des produits. Il permet de prescrire les adaptations à réaliser sur le plan du management et du fonctionnement de l’organisation. Nous observons cependant que dans le contexte tunisien, il faut associer une démarche axiologique, qui justifie le positionnement de notre recherche. Selon ces deux axes, nous proposons une démarche de « Qualité Intégrale ». Mais, cela n’est envisageable qu’en se positionnant dans un cadre théorique et méthodologique approprié, compatible avec le cadre de prescription. This research broaches the implementation of quality management in Tunisian colleges, particularly in the field of engineering. The case study is a college which experimented with this approach, sponsored by the Ministry of Higher Education. Quality is the spearhead of the Tunisian administration so as to contribute to the socio-economic development of the country and to the competitiveness of Tunisian higher education. . The implementation was embedded in the TQM framework and methodology that are outlined in the first part of the dissertation, as an international norm and standard. It enables a teleological implementation of quality management, resulting in getting the accreditation by importing a western and global approach to quality. This method structures the quality of products and processes and drives the operation management. However, we assume that there is a need for an axiologic axis to supplement the teleological axis in Tunisia so as to propose an integrated approach to quality management, which requires designing a compatible theoretical and methodological framework. Our research shows that the socio-economic approach to integrated quality management is required to enable such compatibility. The intervention methodology doesn’t consist in defining quality only through the objectives, but through the conditions and possibilities of change, and through transforming the very underpinnings and infrastructure of the organizations so as to better reach the objectives

Aujourd'hui, la plupart des entreprises occidentales se sont dotees d'un systeme de management par projets, caracterisant l'evolution d'une economie de masse a une economie de variete et de reactivite. Il s'ensuit chez les constructeurs une delegation de plus en plus importante aux equipementiers, des responsabilites liees a la conception des composants. Cette tendance nous a conduits aux 3 hypotheses suivantes : (1) l'equipementier doit acquerir la competence design local dans les annees a venir, (2) il doit donc se positionner rapidement en se preparant a participer au processus design a un stade conceptuel, (3) cela doit avoir lieu dans le souci de structurer l'activite design en coherence avec celle des constructeurs. Le positionnement adequat s'appuie sur une formalisation des elements informationnels et communicationnels mis en jeu dans le processus de design automobile. Pour repondre a cette problematique, nous avons modelise le processus de style global qui s'insere dans le processus de conception automobile. Notre modele s'appuie sur une approche cognitive de l'activite des stylistes. Il constitue une formalisation des composantes procedurale (demarche projet) et substantive qui renvoie a l'objet percu par le consommateur, et plus precisemment a la notion de signe. Nous analysons l'articulation entre ces deux dimensions. Nous proposons ensuite des voies prescriptives en termes d'outils, permettant a l'equipementier de s'informer des nouvelles tendances en termes organisationnels (cadre d'une co-conception multi-organisations), informationnels (systemes d'information et nouvelles technologies de l'information, travail collectif assiste par ordinateur), et proceduraux (numerisation du processus design, outils de style assiste par ordinateur).

Le passage d'une économie de masse à une économie de variété et de réactivité impose aujourd'hui aux entreprises une recherche continuelle de la maitrise des coûts, des délais, et de la qualité. Il en résulte une évolution des moyens et méthodes de conception et de production, et des concepts organisationnels fondés sur transversalité et le management de projets. Ce contexte engendre une évolution de la structure et du rôle des coûts dans les processus de décision, ainsi que de la fonction contrôle de gestion dans l'entreprise. Les modèles comptables traditionnels ne permettant pas de répondre aux besoins actuels d'estimation économique, des méthodes complémentaires telles que l'estimation des couts basée sur les activités (ou Activity Based Costing, ABC) et la gestion par les activités (ou Activity Based Management, ABM) sont aujourd'hui exploitées. Cependant, le manque de modèles pour l'estimation des coûts des la phase de conception, permettant d'exploiter le concept d'activité à différents niveaux hiérarchiques et fonctionnels, constitue un obstacle à l'exploitation optimale de ces méthodes. Notre contribution vise donc à améliorer la mise en œuvre des méthodes ABC et ABM par la proposition d'une méthodologie de modélisation de l'entreprise pour l'estimation et l'évaluation des performances. Cette méthodologie repose principalement sur deux points: un modèle conceptuel permettant l'estimation des performances physico-économiques du processus de conception-fabrication, et un environnement informatique pour la mise en œuvre et l'exploitation du modèle. This study is an analysis of a project called Programa São Paulo é uma Escola developed by Secretaria Municipal de Educação de São Paulo (SME) , and also had as objective to verify the interests and political trends in its creation, using and maintenance as well as its applicability to school units. The initial argument which generated the compilation and interpretation of this data is that the purpose of the project is concerning more about social maintenance, avoiding violence in the city and also about the international and national political demands than about educative necessities and the improvement of the quality of education in Município de São Paulo. The studies about cultural and social reproduction made by Bourdieu were the base for understanding the social context related to the creation of the project and its influence in the school. The data about social inclusion and exclusion in São Paulo city was based on IBGE, Sistema EOL (Educação On-Line), SME and others documents made by SME and Secretaria Municipal de Planejamento. It had also been done the analysis of official texts referring to the development of the project mentioned, the conditions of its using as well as its legal terms. Ending the compilation of data, it had been analyzed activities related to the project in a school located in the East Area of São Paulo city. The understanding of that process was achieved by reading some important authors such as: Patto (1996; 2000) and Sampaio (1998) who approached subjects about the quality of education, social and educational inclusion/exclusion, and also about school success and failures. The results of this analysis showed that the project, Programa São Paulo é uma Escola , studied should not be used for any singular reason, just because it has its base on the SME political concepts which produces results according to the expectation, conception and necessity of each school unit
Esta dissertação constitui-se da análise do Programa São Paulo é uma Escola, desenvolvido pela Secretaria Municipal de Educação de São Paulo (SME), e teve como objetivo investigar os interesses e tendências políticas inerentes a sua criação, implantação e manutenção bem como sua aplicabilidade nas unidades escolares. A hipótese inicial que orientou a coleta e a interpretação dos dados é a de que a intenção do programa está relacionada mais à manutenção da ordem social, à contenção da violência na cidade e às exigências políticas nacionais e internacionais do que com as necessidades educativas e à melhoria da qualidade da educação no município de São Paulo. O referencial teórico utilizado como base para o entendimento do contexto social relacionado à criação do programa e sua influência na escola foi elaborado a partir dos estudos de Bourdieu sobre reprodução cultural e social. Para os dados sobre inclusão e exclusão social na cidade de São Paulo, utilizou-se dos dados do IBGE, do Sistema EOL (Educação On-Line) da própria SME, bem como outros documentos da Secretaria Municipal de Educação e da Secretaria Municipal de Planejamento. Foi realizada a análise dos textos oficiais referentes à formulação do programa estudado e às condições de implementação dessa proposta governamental, bem como sua legislação. Após essa coleta de dados analisou-se as atividades relativas ao programa em uma escola da Zona Leste da cidade de São Paulo. Tal levantamento foi complementado com a reflexão feita a partir de alguns autores, como Patto (1996; 2000) e Sampaio (1998), acerca das temáticas da qualidade da educação, da inclusão/exclusão social e educacional e do sucesso e fracasso escolar. A análise apontou que não há um único motivo para a criação do Programa São Paulo é uma Escola, pois os interesses e as influências políticas e sociais que determinaram sua implantação podem ser identificados na conjuntura política da própria SME, nas tendências internacionais e do ambiente escolar em que está inserido, produzindo resultados segundo a expectativa, concepção e necessidade de cada unidade escolar

A crescente demanda da construção civil nacional nos últimos anos leva-nos a pensar em técnicas de construção mais avançadas, com utilização de pré-fabricação, com maior nível de industrialização, redução do volume de desperdícios e prazos de entrega, mas sem abrir mão da qualidade e durabilidade dos materiais. O presente estudo teve como objetivo identificar e analisar os sistemas de gestão da qualidade, SSO e ambiental, de empresas de pré-fabricados. Para tanto, foi utilizado o método de pesquisa qualitativa e estudo de caso como técnica principal. Participaram deste trabalho oito empresas que estão localizadas na cidade de Curitiba e região metropolitana, Paraná. Para a coleta de dados, foi elaborado um questionário, observações diretas e entrevistas com alguns gestores. A partir das informações obtidas, desenvolveu-se um manual de processos e o mesmo foi aplicado como estudo de caso em uma das empresas que participou da pesquisa. O estudo mostrou que os processos e as atividades de gestão da maioria das empresas deste setor apresentam dificuldades e necessidade de melhorias. Com o estudo de caso foi possível aplicar o manual elaborado e pretende-se que os resultados obtidos sirvam de experiência para o desenvolvimento de técnicas semelhantes em empresas do mesmo ramo e setor.
The growing demand of national construction in recent years leads us to think in more advanced construction techniques, using prefabrication, with higher level of industrialization, reducing the volume of waste and delivery, but without sacrificing quality and durability of this materials. O study aims to identify and analyze the systems of quality management, safety and health at work, and environmental prefabricated companies. Thus, the qualitative research method and case study was used as the main technique. Participated in this study, eight companies are located in the city of Curitiba and metropolitan region, Paraná. To collect data, a questionnaire, direct observation and interviews with some managers was developed. From the information obtained, we developed a manual process and it has been implemented as a case study in one of the companies that participated in the survey. The study showed that the processes and activities of management of most companies in this sector have difficulties and need for improvement. With the case study it was possible to apply the manual prepared and it is intended that the results serve as experience for the development of similar techniques in companies in the same industry and sector.

This dissertation will aim to indicate a methodology on how to manage fast tracked projects efficiently and effectively. Initially, some conventional project management methods will be investigated. By using practical knowledge obtained from working on fast track projects and data collected, alternative approaches to conventional project management techniques will be investigated and identified. An attempt will be made to derive an accurate as possible methodology and technique for managing fast track projects. Projects and project management are utilised not only in the engineering industry, but are used extensively in Banking, Advertising and numerous other areas of the economy. In most instances, the primary goal of a project is to create a system or process that will generate revenue for a company or person. This is especially true for engineering related projects, where an Engineering, Procurement, Construction Management (EPCM) company does the project for and on behalf of a separate entity or client, generating revenue for both the client and the EPCM Company. With this in mind, the economical truth “higher risk generates higher income” must be acknowledged. Project management is the tool used to manage these risks so as to ensure the highest possible income and profit margin, without taking unacceptably high risks. The project management methodology implemented must define the level of acceptable risk and must be able to identify advances in available technology, building methods, etc. so as to ensure as high as possible risk hence ensuring the highest possible revenue. In recent years these advances were so great that it initiated a complete methodology shift in the project management process, hence the term fast track projects. As a closing note one should never assume that fast track project management is an escape code for being reckless in approaching projects. If the methods are applied correctly, it can and will lead to a successful project. What should be understood from the onset is that there is a definite limit on how quickly a project can be done. This limit must be acknowledged by all seeing that going beyond this limit is reckless and will result in a disastrous project. This term is also known as a project’s terminal velocity.

South African public sector clients use a variety of Total Quality Management (TQM) practice in infrastructure project delivery. However, there is a dearth of information on the impact of TQM on these projects. The three main drivers of public projects delivery are time, cost and quality. In many instances, the quality of the work is lacking and this in return hamper service delivery and consequently cost and time overruns are experienced. Furthermore, The public sector in the South African construction industry is the main employer of consultants, contractors and professionals in the construction fraternity, could lead from the front by bring the culture of quality in the construction industry. The study is investigating the level of TQM adoption in the public sector and is motivated by the limited academic research that has been done locally in TQM with respect to construction industry, especially from the client’s perspective. Internationally there have been extensive studies that were conducted on the subject. In general, there are ten elements of TQM, if practiced, there is an opportunity for positive results which can be attained both in short and long term basis. A questionnaire was used to collect the qualitative data, from public sector engineers and technicians, Consulting engineers and Contractor, which is then analysed using a range of statistical techniques, tables and graphs. In general, TQM concepts are used in the South African public sector infrastructure projects. There public sector should work towards quality management certifications, which will translate into standardised quality process. TQM can only be achieved if there are already process in place. The theory of project advancement (TOPA) is a series of integrated decision-making theories developed by our research team after persistent hard working for many years. The theory includes perfect decision analysis procedures and implementation mechanism for strategic planning from the top to implementation at the bottom. As management philosophies evolve and quality awareness increases, the general public request government agencies provide comprehensive high-quality services. The administrative management procedures and the non-profit characteristic differentiate government agencies from general privately-owned enterprises and organizations. Therefore, when implementing total quality management, government agencies should be cautious about their unique characteristics and constraints. This research uses the administrative function of a military hospital as an example in the case study of total quality management to illustrate how to apply the theory of project advancement to practical problem solving.

The project of Total Community Construction(TCC) in Taiwan began in December, 1993. The Council for Cultural Affairs(CCA) reported the ideas of TCC to Legislative Yuan, and afterwards the unused spaces were available for exhibiting local characters, community meetings and activities. The CCA proposed the project of Local Culture Museum(LCM) in 2002, which was a continuous policy and played an important role in TCC project. The project of LCM generates from the theories and concepts of neo-museology, eco-museum and community museum. It was proposed by Chen Yu-chiou, the ex-chairwoman of the CCA authority in 2002. The project was welcomed among those who worked or paid close attention to museum or community development, but after a few years it was criticized by media and congressman because some museums were deserted or disused. As a public servant, I have worked for a long time in the field of LCM. Therefore, I would like to use this thesie as a review of my work related to the project of LCM since 2002. Through the review and research, the author found that the quality of LCM is related to the management of the authority. TQM(Total Quality Management) is a popular tool for enterprises to contral the service quality. Therefore, this research applies TQM theory to analyze the process and its problems of local cultural museums management in Hsin Chu County. Finally, the author gives some suggestions for those who work for cultural administration and central and local governments for a long term development.

The National Department of Education of the Republic of South Africa introduced integrated quality management system (IQMS) in order to improve quality of reaming and teaching. This research focused on the effects of performance measurement in IQMS on educators' performance, its contribution to developmental purpose and pay progression and its effects on the improvement of education. Stratified random sampling was used to select a sample from educators and school management team (SMT) from Mafikeng Area Project Office, North West Province. Data were collected by means of questionnaire. The study identified that both educators and SMT members were of the opinion that performance measures used in IQMS positively influenced the performance of educators, it is effective for developmental purpose and pay progression and finally it contributed to the improvement of education in schools.

The dissertation aims to obtain an integrated and comprehensive perspective on measurement issues that play a strategic role in organisations that aim at continuous quality improvement through TQM. The multidimensional definition of quality is proposed to view quality holistically. The definition is dynamic, thus dimensions are subject to evolution. Measurement of the quality dimensions is investigated. The relationship between quality and cost, productivity and profitability respectively is examined. The product quality dimensions are redefined for processes. Measurement is a strategic component ofTQM. Integration of financial measures with supplier-; customer-; performance- and internal process measurement is essential for synergism. Measurement of quality management is an additional strategic quality dimension. Applicable research was integrated. Quantitative structures used successfully in industry to achieve quality improvement is important, thus the quality management maturity grid, cleanroom software engineering, software factories, quality function deployment, benchmarking and the ISO 9000 standards are briefly described. Software Metrics Programs are considered to be an application of a holistic measurement approach to quality. Two practical approaches are identified. A framework for initiating implementation is proposed. Two strategic software measurement issues are reliability and cost estimation. Software reliability measurement and modelling are introduced. A strategic approach to software cost estimation is suggested. The critical role of data collection is emphasized. Different approaches to implement software cost estimation in organisations are proposed. A total installed cost template as the ultimate goal is envisaged. An overview of selected software cost estimation models is provided. Potential research areas are identified. The linearity/nonlinearity nature of the software production function is analysed. The synergy between software cost estimation models and project management techniques is investigated. The quantification aspects of uncertainty in activity durations, pertaining to project scheduling, are discussed. Statistical distributions for activity durations are reviewed and compared. A structural view of criteria determining activity duration distribution selection is provided. Estimation issues are reviewed. The integration of knowledge from dispersed fields leads to new dimensions of interaction. Research and practical experience regarding software metrics and software metrics programs can be successfully applied to address the measurement of strategic indicators in other industries.

Abstract:
During the past ten years, the foreign direct investment in India has increased with 1828 percent which has led to more projects being initiated in India to improve the livestock industry. The World Bank is the foremost entity in such investments and an issue arises when translating western theories for project management in new cultures. Because of this, development projects tend to stagnate and become inefficient since project goals and templates cannot be applied. Previous studies conducted in Africa have created successful methods called SLMTA to make projects and processes more efficient. SLMTA is a framework to improve the capability and accreditation in laboratory environment. Total Quality Management is one of the methods used in this framework. This study examines how Total Quality Management and process mapping can improve the capability of a laboratory in Guwahati, Assam, India. The underlying theories of this study derives from project management and total quality management where role definition, project triangle, project process, process management and the pareto principle are used. The study is supported by methods from total quality management such as process mapping, affinity diagram, relationship diagram, and process decision program chart. The findings from the study indicate that the development project of the laboratory in central Guwahati is shaped as a project process where project management and process development are implemented in parallel which impairs the efficiency. The study also shows cultural knowledge is a key aspect to create efficient projects and processes in development countries. Finally, the study finds that culturally adapted quality management tools, process mapping and project management are vital for improved efficiency in laboratory environment.
De senaste tio åren har internationella direktinvesteringar i Indien ökat med 1 828 procent och detta har lett till att flera olika projekt initierats i Indien för att förbättra livsmedelsindustrin. Världsbanken är ledande i dessa investeringar och en problematik uppstår när deras västerländska teoretiska ramverk för projektplanering skall översättas i nya kulturer. På grund av detta tenderar utvecklingsprojekt att stagnera och bli ineffektiva eftersom projektmål och mallar inte kan appliceras i den kultur de verkar i. Framgångsrika metoder för att effektivisera projekt och processer har tagits fram i tidigare forskning utförda i Afrika vid namn SLMTA. SLMTA är ett ramverk för att effektivisera kapabilitetens och ansvarstagandet i utvecklandet av laboratorium. En del av de metoder som används är offensiv kvalitetsutveckling. Denna studie undersöker därför hur offensiv kvalitetsutveckling och processkartläggning kan effektivisera kapabiliteten i ett laboratorium i Guwahati, Assam, Indien. Teorin som understödjer studien är tagna från projektledning och offensiv kvalitetsutveckling där roll definitioner, projekttriangeln, process projekt, processledning och pareto principen används. Studien stödjs upp genom metoder från offensiv kvalitetsutveckling som processkartläggning, släktskaps-, relations- och processbesluts diagram. Studien finner att utvecklingsprojektet av laboratoriet i centrala Guwahati är utformat som ett projektprocess där projektledning och processutveckling sker parallellt vilket försvårar effektiviteten. Studien visar även att kulturellförståelse är en avgörande aspekt för att kunna skapa effektiva projekt och processer i ett utvecklingsland. Slutligen finner studien att offensiv kvalitetsutveckling och implementeringen av kulturellt anpassade kvalitetsverktyg, processkartläggning och projektledning är avgörande för att öka effektiviteten.

Abstract:
Ongoing quality concerns in low Income housing have allegedly not been addressed adequately, as has been expressed in numerous speeches and at the Provincial Housing Summit of 2005. This study is an investigation into quality concerns in house construction in governmentsubsidised low-income housing projects in the Pietermaritzburg area. It is informed by total quality management literature. It is motivated by aspects including: (1) government's accountability for public funds; (2) serving as base research for improved resource allocation; (3) and for quality improvement and sustainability strategies; (4) creating an opportunity for introspection by other members in the supply chain; and (5) a responsibility of all stakeholders to realise the ultimate goal of customer satisfaction. Research Design The following research objectives were set: (I) To identify house construction quality concerns in government-subsidised lowincome housing projects in the Pietermaritzburg area. (2) ... To identify the causes of house construction quality problems in the low income housing delivery environment within the Pietermaritzburg area, from the perspective of the developers, municipality and Department of Housing : KwaZulu-Natal. In the context of this research, "developer" is defined as the entity used by the Department or the municipality as an agent for implementing projects. (3) .. To identify how house construction quality issues are currently being addressed. The research was approached in two phases. Phase I was designed to identify whether quality concerns existed in the low income housing projects in the Pietermaritzburg area; and to identify the nature and the extent thereof. Phase 2 was designed to explore the perceived causes of quality concerns, and to identify the systems used by the municipality, its developing agent and the Department of Housing, to ensure sustained quality management. Findings Defects : The findings recorded in Chapter 5 illustrate that there are quality concerns in Pietermaritzburg in relation to government-subsidised low-income housing which were caused mainly by poor workmanship, especially the topping of slabs (i.e., the process in which a final layer of cement is applied to smoothen the floor surface, also refelTed to as "screeding"). The Pareto analysis'indicates that there is a mixture of defect types and causes that need to be addressed, and in order of priority_ These are : (I) screeding; (2) water connection; (3) fitting frames; (4) site clearance; (5) constructions of walls; (6) plumbing, specifically toilet fittings; (7) glazing; (8) corking/filling of gaps; (9) plaster material; (l0) door quality; (11) plaster work; and (12) the quality of frames. Existing systems, norms and standards: Role players are at different stages of advancement with regard to quality and supply chain management. The institutions appear to have an internal focus to quality management that is not customer focussed and lacks information and involvement of all stakeholders. There is no formalised policy on quality management. Such a policy is needed to guide quality improvement and monitoring systems (Gryna, 200 I: 185). The institutions do not appear to have a quality management strategy, or to have a fully integrated quality perspective. Quality assurance and audit process are also lacking. Neither the municipality nor the Department appears to use statistical process control systems to measure and analyse all processes. It appears that the proper infrastructure is not in place to implement a quality management system. Information systems are poor and this is a barrier to effective quality improvement implementation programmes, and to effective project management. There is no common understanding of roles, responsibilities and inspection criteria and processes and internal and external role players are excluded from quality management processes. The management environment and organisational culture within the municipality and the department do not appear to be conducive to encourage a learning organisation approach. Materials quality is not monitored, although it is noted that materials are not perceived to be the cause, and from the sample it is clear that materials have not contributed much to defects. Recommendations: These have been summarised as follows: I. The adoption of a quality management policy that incorporates all stakeholders; 2. The inclusion of quality management in strategic plans with a phased implementation programme; 3. Partnership development and joint planning with all role players; 4. Use of larger contracts, over a longer period of time through a programmatic systems approach; 5. Identification ofbenchmarking partners; 6. The adoption of an audit and assurance mechanism, based on ISO 9000; 7. Development of a learning organisation and change management culture, led from the top; 8. The inclusion of quality performance targets in managers' performance reviews; 9. Clearly defined inspections procedures and documents (including roles and responsibilities), and availability of these on site; 10. Information management systems upgrading; 11. Revision to National Building Regulations in the context of low-income housing; 12. Improved municipal strategies on water connection; 13. On site training regarding topping of slabs, fitting windows and door frames and block work; and 14. Training of all managers and staff on all aspects of quality management theory, tools and techniques, and specifically in relation to low-income housing.
