Abstract:
This article is written by a non indigenous person who has spent a number of years working with Torres Strait Islanders and is currently working in Victoria on a project that has its origins in Maori child care practice. The author has found that his work as a white social worker has been markedly influenced by contact with both Torres Strait Islander and Maori culture, and considers that this effect has been both positive and beneficial. White social workers for a number of years have been guilty of implementing an assimilationist policy where Governments treat indigenous people as though they are the same as white Australians. While this can be considered an equal treatment model, this policy and practice has been detrimental to the unique contribution indigenous people can provide to social work knowledge and understanding of child care practices. This article intends to share some insight into both these cultures and to hopefully influence readers to be more open when considering their dealings with indigenous people. Particular attention will be given to Torres Strait Islanders as they are indigenous Australians, with additional reference made to the influence of the Maoris in New Zealand.

The Aboriginal and Torres Strait Islander Child Placement Principle has been the policy guiding the placement of indigenous children in most Australian child protection jurisdictions for around fifteen years. The Principle requires the involvement of Aboriginal and Torres Strait Islander community representatives in decision making concerning indigenous children, and ensuring that alternative care placements of Aboriginal and Torres Strait Islander children are with Aboriginal and Torres Strait Islander careproviders.Most Jurisdictions still have a significant number of Aboriginal and Torres Strait Islander children placed with non-indigenous careproviders, and community based Aboriginal and Islander child care agencies continue to express dissatisfaction about the nature and level of consultation which occurs when welfare departments are taking action to protect indigenous children.This paper, which was presented at the IFCO conference in Melbourne in July 1999, examines why there has been such limited improvement in Child Placement Principle outcomes. Work undertaken in Queensland to address the over representation of Aboriginal and Torres Strait Islander children in the child protection system will be outlined from both a departmental and community perspective. The paper argues that if strategies for addressing these issues are not located within a framework of self determination for Aboriginal and Torres Strait Islander people, then they will not work.

Abstract:
Aboriginal and Torres Strait Islander children are disproportionately represented in all parts of the child protection system in Australia. The recruitment of Aboriginal and Torres Strait Islander practitioners into child protection systems to work with Indigenous families at risk underpins the government strategy to reduce this over-representation. However, little is known about the experiences of Indigenous people who undertake child protection work or what their support and supervision needs may be. This research is centered on Indigenous Australian child protection practitioners as experts in their own experiences and as such includes large excerpts of their own narratives throughout. Practitioner narratives were collected via qualitative semi-structured in-depth interviews. Critical theory and decolonising frameworks underpinned the research design. The study found that Indigenous child protection practitioners have a unique place in the families, communities and profession. Many viewed their work in the child protection field as an extension of their Indigeneity. This coupled with the historical experience of state-sanctioned removal of Indigenous children during colonisation and contemporarily, informs the need for child protection workplaces to re-think the support and supervision afforded to Indigenous practitioners.

Abstract:
Much child welfare research does not differentiate between the needs of Indigenous and non-Indigenous clients and/or does not specifically address issues concerning Indigenous children, families and communities. As such, evidence is not informed by Indigenous perspectives and knowledge. The research reported upon in this paper was conducted jointly by a university-based researcher and Indigenous child protection agencies. It explored the support needs of Indigenous carers in the context of the increasingly detailed regulatory framework for out-of-home care. It suggests there should be more investment in ongoing support for carers and more personal contact between the statutory department and the carer/s after the placement is made. This would fulfill many purposes: support for carers with attendant benefits such as satisfaction and retention; better meeting the needs of the child; and the regulatory function of ongoing monitoring of placement quality for accountability purposes.

Since colonisation, Aborigines and Torres Strait Islanders have been compartmentalised by white society in many facets in their lives. This paper focuses on education, detailing problems faced by Aborigines and Torres Strait Islanders. Participation of Aborigines and Torres Strait Islanders in formal education (including post-compulsory) has been very low compared to other Australians, thus upward social mobility has not dramatically changed. In both health and welfare, Aborigines and Torres Strait Islanders are still highly disadvantaged in society (Keen, 1988). The current federal government proclaims itself the champion of social justice and equity, yet these issues remain at the forefront of indigenous problems. Major questions have to be asked about how Aborigines and Torres Strait Islanders consider the relevance of schooling, the way they learn, how they are taughtandby whom. Moreover, what is an appropriate mix of cultural preservation and education and training to ‘fit in’ with a capitalistic society? Is this the same for all indigenous groups in Australia, considering the diverse range of urban and rural groups?

Abstract:
This paper explores how the colonial hegemony of racism in Australia could be disrupted in schools by introducing mandatory reporting of racism by teachers in Australia, and addresses the benefits and risks of mandatory reporting of racism. Using Aboriginal and Torres Strait Islanders as a case study, the ongoing prevalence of racism in schools is established. I then draw on the literature associated with teachers’ mandatory reporting of child abuse and neglect to construct racism as a form of emotional abuse of children. The complexity of racism as evidenced from the literature limits the mandatory reporting to interactional racism by teachers as an antiracist practice. The justification for mandatory reporting covers the emotional stress caused by racism to students and can also be extended to support Aboriginal and Torres Strait Islander staff in schools. The evidence of learning success where antiracism strategies have been introduced in schools, the opportunity to normalise bystander antiracism by teachers, and the alignment of this reporting initiative with the professional standards of teachers together support a case for mandatory reporting of racism in schools. The arguments against mandatory reporting of racism draw on the generative practices of teachers integrating antiracist discourses in schools.

Despite commitment by the Australian Government to improve the economic independence of Indigenous people Aboriginals and Torres Strait Islanders they are the most socio economic disadvantaged group relative to other Australians. This commitment manifests in the four main strands of; 1) welfare, 2) installation of the Community Development Employment Projects (CDEP) scheme, 3) legislation enabling Traditional Land Owners and miners to negotiate agreements for training and employment of Indigenous people, and 4) programmes to encourage Indigenous entrepreneurship. This paper reports an Australian Indigenous entrepreneurial business (furniture making) initiated by the Gumatj clan of the Yolngu people in East Arnhem Land in the Northern Territory (NT) of Australia. These Indigenous people are employed in timber milling and transporting the milled timber to Gunyangara on the Gove Peninsula where it is dried and used to make furniture. Overcoming the literature documented barriers to Australian Indigenous entrepreneurship compelled the Gumatj to develop a business model with potential to foster pathways for other Indigenous small business endeavours.

Background The mother-child relationship is extremely important, and for mothers experiencing incarceration, this relationship has unique challenges. There is limited evidence currently available to identify the type and content of parenting education that would best suit women who are incarcerated. Objective This study aims to design and evaluate a parent education program for women experiencing incarceration in South Australia. The program must meet the specific needs of incarcerated women and considers the cultural needs of Aboriginal and or Torres Strait Islanders and migrant women. Hereafter Aboriginal and/or Torres Strait Islander peoples will be referred to as Aboriginal; the authors acknowledge the diversity within Aboriginal cultures. Methods This study will utilize a mixed methods approach, including six phases framed by a community-based theoretical model. This methodology provides a collaborative approach between the researcher and the community to empower the women experiencing incarceration, allowing their parenting education needs to be addressed. Results A scoping review was undertaken to inform this study protocol. This paper describes and discusses the protocol for this mixed methods study. Recruiting commenced in December 2019, results will be published in 2020, and the project will be completed by August 2022. This project has been supported by a Research Training Scholarship from the Australian Government. Conclusions The scoping review highlighted a lack of rigorous evidence to determine the most appropriate parenting education program to suit women experiencing incarceration specifically, and there was little consideration for the cultural needs of women. It also became clear that when quantitative and qualitative data are utilized, the women’s voices can assist in the determination of what works, what will not work, and what can be improved. The data collected and analyzed during this study, as well as the current evidence, will assist in the development of a specific parenting education program to meet the needs of women experiencing incarceration in South Australia and will be implemented and evaluated as part of the study. From its inception as a unique discipline, the broad field of psychology has made substantial advances and has contributed to innovative practices in the care of individuals presenting with mental distress within Western Euro-American societies and cultures. The aim of this brief article is to provide a constructive critical analysis of the key limitations, knowledge shortfalls, ineffective assessment approaches and treatment modalities of “mainstream” psychology in addressing the psychological needs of children affiliating with the Aboriginal and Torres Strait Islander culture in Australian out-of-home care. This article selectively draws from an in-depth analysis of the research literature and argues that in its current state, psychology without consideration of Indigenous culture has failed to satisfactorily improve psychological services and outcomes for these children and their families; in other words, psychology without culture is almost dead. This brief article raises various questions for future psychological research within this field and proposes feasible alternatives to these complex issues, supported by successful examples from the child abuse and neglect domain within the child welfare systems in Australia. It concludes with key recommendations for future appropriate inclusive psychological research, with the ultimate goal of strengthening culturally endorsed “healing” practices, service delivery and policies.

Abstract:
The child protection system in Australia includes out-of-home care (OoHC) for children and young people at risk of harm and neglect. In Australia, Aboriginal and Torres Strait Islander children and young people are 9 times more likely to be placed in care than non-Aboriginal young people (Australian Institute of Health and Welfare, 2015). Australia’s history of colonization and subsequent policies have caused trauma to individuals, families, and communities and resulted in poor physical and mental health and mistrust of services. This review was undertaken to identify programs and policies currently in place that aim to improve the mental health and well-being of this vulnerable population. It provides an analysis of both the strengths of the current system as well as what has been inadequately addressed based on literature in the area.By incorporating an Aboriginal perspective, this review focuses on social, emotional, and spiritual well-being (SESWB) and the aspects of a child’s life and community that promote this. A realist review of the academic and grey literature was conducted in 2014. It included an extensive search of government and non-government (NGO) publications. The review identified nine programs or policies that are designed to improve the SESWB of Aboriginal young people in OoHC in local and international settings. These are the Aboriginal and Torres Strait Islander Child Placement Principle, cultural support plans, Aboriginal Community Controlled Organisations (ACCOs), family group decision-making, therapeutic care, and Panyappi Mentoring Program. Given that culturally competent service provision is important to SESWB, the review concludes that an increase in monitoring and evaluation is necessary to determine the effectiveness of programs and ensure their implementation and sustainability when warranted. Policy and research work is needed to adapt and devise programs promoting the SESWB of Aboriginal young people (at both the individual and system levels), determine their effectiveness, and ensure they are sustained when warranted.

Abstract:
This thesis explores how policy is enacted – in this case, the Australian Government’s labour market program for remote unemployed people, initially known as the Remote Jobs and Communities Program (RJCP) and then the Community Development Programme (CDP). It outlines the development and delivery of the program from 2011, when the then Labor Government identified the need for a specific remote employment program, placing the employment participation of remote Indigenous people (who made up over 80% of the remote unemployed) at centre stage. It examines the changes that occurred to the program following the 2013 election of a Coalition Government, including the introduction of ‘continuous’ Work for the Dole. The focus of the thesis is on how patterns of practice have emerged in these programs, in particular: how providers have responded; how frontline workers navigate their roles; and how ‘Work for the Dole’ actually operates. What emerges is a gulf between bureaucratic and political ambitions for these programs and the ways in which participants and frontline workers view and enact them. This is more than a problem of poor implementation or the subversions of street-level bureaucrats and clients. There is evidence of a more fundamental failure of technologies of settler-state government as they are applied to remote Indigenous peoples. On the remote, intercultural frontiers of the labour market, the limits of centralised attempts at ‘reform’ become clear. Practices intended to tutor Indigenous people in the ways of the labour market are emptied of meaning. The Indigenous people who are the targets of governing efforts fail to conform with desired behaviours of ‘self-governing’ citizens, even in the face of escalating penalties. As a result, government ambitions to transform the behaviours and subjectivities of Indigenous people are reduced to bureaucratic rituals, represented in numbers and graphs on computer screens in Canberra.
