Includes bibliographical references. The origins of the Torrens System of land registration are not clear. Examines the claim of Dr. Ulrich Hübbe who asserted that he collaborated with Torrens to bring about the adoption of the land law of his hometown Hamburg in the form of the Real Property Act 1858 (SA). An historical examination (collecting and analysing all relevant historical sources), shows that it is likely that Hübbe was the actual draftsman, while a comparative legal analysis (contrasting Hamburg's land law at the beginning of the 19th century with the first bill of the Act) demonstrates that there is a strong similarity between Hamburg's land registration system and the original Torrens System; and, that the outstanding differences between the systems can be explained by the natural adaptation processes which are implied by the adoption of laws.

O presente trabalho teve como objetivo mostrar como o cenário socioeconômico brasileiro da segunda metade do séc. XIX clamava pela organização e modernização do sistema registral imobiliário, a fim de que a terra se inserisse definitivamente na esfera de circulação de capital, passando a ter valor de mercado e a substituir a propriedade escrava na garantia do financiamento agrícola. Focando-se especificamente na questão de terras e na tentativa de instituição do Registro Torrens, esta pesquisa teve ainda por objetivo demonstrar como as tentativas progressistas de reforma, surgidas no início da República graças a um vácuo político ocasionado pela fragilidade da aliança republicana, foram barradas pelo processo constituinte de 1891, liderado por forças políticas federalistas. Além disso, buscou-se aqui também demonstrar como o reaproveitamento e a distorção das normas da Lei de Terras pelos governos republicanos estaduais possibilitaram uma política de terras liberalizante, cujos beneficiários eram cuidadosamente selecionados, de acordo com seu status e com seu alinhamento com o poder regional.
The present work had the goal of showing in which manner the brazilian social-economic setting in the second half of the XIXth century clamored for the organization and modernization of the real-state registry system, in order to definitively insert land into the sphere of circulating assets, acquire market value, and replace slave property as guarantees jn agricultural financing. Focusing specifically in the matter of land an in the attempt to institute the Torrens Registry, this research also aimed to demonstrate how progressivist attempts of reform, born in the beginning of the Republic due to a political vacuum occasioned by the fragility of the Republican Alliance, were barred by the Constituent process of 1891, led by federalist political forces. Furthermore, it was here sought to demonstrate as well how the availing and distortion of Lei de Terras\' norms by republican state governments made possible a land liberalizing policy, whose beneficiaries were carefully selected, in accordance with their status and with their alignment with regional power.

Improvements in technology and the Internet have seen a rapid rise in the use of technology in various sectors such as medicine, the courts and banking. The conveyancing sector is also experiencing a similar revolution, with technology touted as able to improve the effectiveness of the land registration process. In some jurisdictions, such as New Zealand and Canada, the paper-based land registration system has been replaced with one in which creation, preparation, and lodgement of land title instruments are managed in a wholly electronic environment. In Australia, proposals for an electronic registration system are under way. The research question addressed by this thesis is what would be the impact on fraud of automating the registration process. This is pertinent because of the adverse impact of fraud on the underlying principles of the Torrens system, particularly security of title. This thesis first charts the importance of security of title, examining how security of title is achieved within the Torrens system and the effects that fraud has on this. Case examples are used to analyse perpetration of fraud under the paper registration system. Analysis of functional electronic registration systems in comparison with the paper-based registration system is then undertaken to reveal what changes might be made to conveyancing practices were an electronic registration system implemented. Whether, and if so, how, these changes might impact upon paper based frauds and whether they might open up new opportunities for fraud in an electronic registration system forms the next step in the analysis. The final step is to use these findings to propose measures that might be used to minimise fraud opportunities in an electronic registration system, so that as far as possible the Torrens system might be kept free from fraud, and the philosophical objectives of the system, as initially envisaged by Sir Robert Torrens, might be met.

Using Sri Lanka as a case study, this thesis proposes hybridisation of land registration systems comprising features that address the unique local needs and challenges as an alternative to full transplantation of Torrens title registration system to other jurisdictions. The central premise of the thesis is that a hybrid system is uniquely tailored and equipped to address local conditions. The findings of this analysis is utilised to articulate recommendations for Sri Lanka to be used as a set of practical guidelines. These recommendations can also be used as a guide by other countries and aid organisations when modernising land registration systems.

As Cartas de Datas de Terra são documentos fundamentais para o estudo da história da estrutura fundiária da cidade de São Paulo. Herança do período colonial persistente durante quase todo o século XIX, trata-se do meio de solicitação à Câmara de um lote de terreno no rossio - patrimônio municipal. A presente pesquisa tem por objetivo desvendar os mecanismos teóricos e práticos através dos quais esses lotes foram concedidos após a lei nº 601 de 1850, a Lei de Terras. Para tanto, analisamos quarenta anos de práticas camarárias na tentativa de quantificar e qualificar os requerentes, espacializar as áreas de maior incidência das concessões, buscando verificar um possível padrão na distribuição dos lotes. A pesquisa acompanha todo o processo de transformação da terra em ativo financeiro em substituição ao escravo, cobrindo o período de 1850 a 1890, balizas cronológicas correspondentes respectivamente à Lei de Terras e ao Registro Torrens. O Registro Torrens estabeleceu novos procedimentos para o cadastramento de terras, viabilizando dessa forma a criação de uma base hipotecária sólida. Com a consolidação do crédito, a terra tornou-se ativo financeiro. Três anos após a criação desse cadastro, as concessões de datas de terra foram extintas, sinalizando o final de um processo de domínio útil ou relativo da terra (concessão) ao domínio pleno (propriedade privada).
Cartas de Datas de Terras documents are essential for the study of the constitution of the land structure of São Paulo. This legacy of the colonial period persisted throughout most of the 19th century, and it is the formal request for a piece of land whithin the rossio - land granted from the Chamber. This research aims to unravel the theoretical and practical mechanisms through which these lots were granted after the creation of law no. 601 in 1850, the Lei de Terras (Law of the Lands). Therefore, we have analyzed forty years of practice relating to the grating of City Council Datas (pieces of land) in an attempt to quantify and qualify applicants, stake out areas of higher incidence of concessions, seeking after a possible standard of distributing of lots. The research followed the whole process of land transformation into financial asset to replace the slaves as investments, covering the period from 1850 to 1890, chronological beacons corresponding respectively to the Lei de Terras and the Torrens Registration. The Torrens\' Registry established new procedures for registration of land, thus making possible the creation of a strong base mortgage. With this consolidation of credit, the land becomes a financial asset. Almost simultaneously to the creation of this registry, the procedure of granting pieces of land was extinguished signaling the end of a period marked by the useful domain of the land and replaced with the concept of full domain or private property.

Abstract:
Ecologically sustainable development has become a major feature of legal systems at the international, national and local levels throughout the world. In Australia, governments have responded to environmental crises by enacting legislation imposing obligations and restrictions over privately-owned land. Whilst these obligations and restrictions may well be necessary to achieve sustainability, the approach to management of information concerning these instruments is problematic. For example, management of information concerning obligations and restrictions in Queensland is fragmented, with some instruments registered or recorded on the land title register, some on external registers, and some information only available in the legislation itself. This approach is used in most Australian jurisdictions. This fragmented approach has led to two separate but interconnected problems. First, the Torrens system is no longer meeting its goal of providing a complete and accurate picture of title. Second, this uncoordinated approach to the management of land titles, and obligations and restrictions on land use, has created a barrier to sustainable management of natural resources. This is because compliance with environmental laws is impaired in the absence of easily accessible and accurate information. These problems demonstrate a clear need for reform in this area. To determine how information concerning these obligations and restrictions may be most effectively managed, this thesis will apply a comparative methodology and consider three case studies, which each utilise different models for management of this information. These jurisdictions will be assessed according to a set of guidelines for comparison to identify which features of their systems provide for effective management of information concerning obligations and restrictions on title and use. Based on this comparison, this thesis will devise a series of recommendations for an effective system for the management of information concerning obligations and restrictions on land title and use, taking into account any potential legal issues and barriers to implementation. This series of recommendations for reform will be supplemented by suggested draft legislative provisions.

Abstract:
The phenomenon of the debris torrent is explored by examining the mechanisms of initiation, particularly those of rainfall and deforestation. The types of precipitation likely to contribute to instability are identified and data collection is reviewed. Debris torrents have characteristics unlike that of ordinary stream flow, and are capable of transporting massive quantities and sizes of material. Models to explain this transport capability are compared and contrasted. A theoretical analysis of the flow regime is carried out which is argued to be consistent with the observed turbulent nature of a debris torrent. This analysis is extended to the calculation of superelevation in bends and shows that current attempts to estimate velocities from super-elevation data may be very conservative. Further application of the turbulent stress analysis is used to estimate the angle of spread of the debris torrent in the deposition zone, and this analysis may be useful in zoning the downstream area to safeguard construction.

Abstract:

The goal of my project has been to programme a Bit-torrent application using Erlang language. A Bit-Torrent application permits the user to download files from the system and share files at the same time. The reason Erlang was chosen is because this programming language has suitable features for concurrency and distributed system.

The most important aspect I have considered in my project has been to manage a proper behaviour of the system, more than the simply fact of transferring stuff. This way, the program will be able to response to changes immediately. The changes could be: a user uploads a new file to share with other peers, a file is removed, new chunks of a file appear… and others like that.

My Bit-Torrent system contains five modules: Bittorrent, Tracker, Statistic, Server and User module, and all of them will be explained going into details in this document.

Joaquín Torres García es un artista uruguayo que formado en Cataluña, recorrió a lo largo de su vida los principales focos del nuevo arte que anunciaban las vanguardias históricas de principios del siglo XX, formando parte definitoria de ellas. Figura indispensable para entender el actual arte latinoamericano, desarrolló su trabajo desde el compromiso que pocos artistas asumen de formar al espectador, y a través de diferentes disciplinas como la pintura, la escultura, el ensayo, y la docencia, conformó un legado plástico y teórico de indudable valor. Especial atención merece su aportación en el campo plástico, y que centramos en este proyecto en sus pinturas murales, donde nos muestra la imagen de un artista comprometido con sus principios, formado en el clasicismo más puro, pero permeable a las nuevas tendencias, de las que fue al final de su vida, precursor. Los murales de Torres García, son pues el tema principal de esta Tesis doctoral. El estudio se ha planteado desde la necesaria catalogación de las obras de este género que llevó a cabo a lo largo de su carrera, así como la recreación del contexto en el que fueron llevadas a cabo, con el propósito de establecer las condiciones evolutivas plásticas y de pensamiento que llevaron a Torres García a realizar obras tan sumamente diferentes. Su catalogación ha supuesto, ante la notoria falta de documentación publicada, el desplazamiento a los dos lugares en donde restan las únicas intervenciones murales en pie, Cataluña, en las ciudades de Terrassa y de Barcelona, y Montevideo, en Uruguay. Desde el análisis del contexto histórico y los lugares originales de realización de las obras, hemos reconstruido la razón de ser, el proceso y las repercusiones de cada una de ellas, presentando por primera vez en su totalidad una catalogación que abarca todos las fases históricas y geográficas que hasta el momento se habían estudiado por separado y que nos permite contrastar las premisas de diferente índole desde las que fueron realizadas, arrojando una nueva luz sobre la obra de este autor.

O sistema defensivo Linhas de Torres foi erguido entre 1809 e 1811 para defender Lisboa das Invasões Francesas. A construção dos 152 fortes foi feita em segredo, de um modo rápido e discreto. Passados cerca de 200 anos os fortes atravessam 6 municípios, 2 regiões de Turismo, 2 Comissões Coordenadoras de Desenvolvimento Regional e várias entidades governamentais como o Ministério da Defesa Nacional. Contudo, a população bem como o país pouco beneficia com a existência deste potencial recurso turístico único na região. A investigação realizada pretende conhecer a organização existente, quais os atores na região, como se relacionam para promover e explorar este recurso turístico existente. Esta dissertação tem como objetivo procurar contribuir para apresentar uma solução válida, que melhore a articulação entre as diversas entidades presentes no território. The increasing demand for electricity required by individual and industrial consumers brings back the issues related to the exhaustion of the exiting fossil energy sources and leads to the evident needs for investments in research topics that focus on improving, developing available renew able energy sources or even creating some novel energy renewable alternatives.One of the alternatives to deal with this problem is the utilization of the wind power. The transformation of the wind forces into electrical energy is made by wind turbines supporter by steel towers.The present dissertation investigates and analysed a typical wind tower created to support a Repower MM92 wind turbine aiming to better understand its structural response. Initially a suggestion for a w ind tower structural design based on the Eurocode 3 recommendations is presented and discussed. The developed numerical model was conceived based on finite element simulation performed with the aid of the Ansys Program. The numerical model is capable of accurately reproduce the wind tower structural response when subjected to the load action imposed by the wind forces acting on the wind blades. The developed numerical model was created using shell finite elements and considers geometrical and material non-linearities.The present investigation also contemplated a dynam ical analysis aiming to evaluated the natural frequencies and associated vibration modes (modal analysis) as well as a transient harmonic analysis to evaluate the wind tower dynamic response along the time domain. The dynamical results indicated that its significan t influence on the wind tower structural response. This conclusion indicates that if only a static design is made he wind tower safety could not be warranted and couldlead to possible wind related accidents. The developed non-linear analysis enable to determine that on of the wind tower ultimate limit states is associated to the lo cal buckling of the wind tower wall, under compressive forces, and its effects must be c onsidered on the tower structural design.
O aumento do consumo de energia para atender às necessidades da população e das indústrias, trás a tona uma problemática lógica que se refere ao esgotamento das atuais fontes de energia, o que evidencia a necessidade de se investir em pesquisas que busquem aprimorar fontes de energia renovável e estudos que apontem para novas formas de capitação de energia.Uma das alternativas de contornar este problema tem sido a utilização da energia oriunda da ação do vento. A transformação da força do vento em energia elétrica é realizada através de torres de aço com turbina eólica. A presente dissertação, visando acrescentar informações no meio técnico-científico sobre o comportamento estrutural de torres de aço p ara suporte de turbinas eólicas, analisou uma torre modelo MM92 da Repower. Inicialmente, foi apresentada uma sugestão para o dimensionamento de uma torre eólica baseada nos preceitos do Eurocode para análise numérica desenvolvida neste trabalho, foi elaborado um modelo de elementos finitos baseado na plataforma A nsys capaz de reproduzir com fidelidade o comportamento da torre eólica submetida ao carregamento produzido pelo vento nas pás da hélice. O modelo numérico estudado é constituído por elementos finitos de casca e considera os efeitos d as não-linearidades do material e geométrica.Também foi desenvolvido neste trabalho uma análise dinâmica com o objetivo de se avaliar as freqüências naturais, os modos de vibração (análise de autovalores e autovetores) bem como uma análise harmônica e trans iente para verificar a resposta dinâmica da torre no domínio do tempo.O resultado obtido no estudo da parcela dinâmica mostra que a resposta da estrutura pode ser determinante no seu comportament o. Nesse caso, a utilização de uma análise estrutural estática pode resultar no mau dimensionamento da torre e, conseqüentemente, em possíveis acidentes. A análise não-linear efetuada permitiu verificar o fenômeno de flambagem local na parede da torre sujeita a compressão, que deve ser levado em consideração durante a execução do projeto da torre eólica.

La falta de luz y ventilación naturales provocada por las inmensas sombras de los nuevos edificios elevados del Downtown dio lugar a la ley de zonificación de 1916. La normativa reguló alturas, retrocesos aéreos de las torres y la división en tres zonas, residencial, comercial e industrial. El edificio escalonado (torta de boda) fue el resultado directo de la aplicación de esta nueva regulación. La construcción vertical del Downtown resultaba inevitable, pues no se disponía de superficie a nivel del suelo. Su saturación provocó la búsqueda de nuevas áreas en donde se pudieran construir edificios en altura. Geológicamente, el Midtown era el lugar más apropiado. Las primeras contribuciones vinieron de parte del Rockefeller Center (1933), que se emplazó en el corazón de la zona y que no solo fue el principal fomentador de las torres venideras, sino que también inauguró la incorporación de espacios públicos. Ha sido, además, un consistente caso de estudio por la cantidad de edificios de remate de manzana que posee y que se cree que han actuado como catalizadores de los casos analizados. La fructífera experiencia urbana del Rockefeller Center; la alta necesidad de crecimiento vertical; las nuevas tecnologías; la consolidación de las grandes corporaciones y su ansia por tocar el cielo como sinónimo de estatus y poder; el ascenso de la arquitectura moderna a nivel mundial, impulsado por Mies van der Rohe y Le Corbusier y, principalmente, la predisposición de la city a propuestas innovadoras que dibujaran nuevas vistas, han sido los principales impulsores de algunas de las aportaciones más importantes a la modernidad arquitectónica corporativa. Los hitos iniciales, en este sentido, fueron la Lever House (1952) y el Seagram Building (1958), construidos a partir de la ley de 1916, pero que no ocuparon todo el solar e incorporaron espacios públicos. Ambos edificios incidieron en la nueva ley de zonificación de 1961, que permitió que una torre se elevara más a cambio de esta clase de espacio. Al observar atentamente la zona se han detectado otras dos torres modernas que, junto con las dos anteriores, se convirtieron rápidamente en arquetipos. Arquetipos porque otras nueve torres con configuraciones análogas también fueron detectadas y demostraron, a su vez, la universalidad, validez y vigencia de los originales, así como la capacidad de adaptación de cada uno. Los trece casos estudiados se ubican, por tanto, entre una avenida y dos calles transversales, dndo origen así a las ‘Torres de remate de manzana’, situación que ha servido de vector de todo el estudio. El análisis de las torres dentro de cada uno de estos cuatro arquetipos –Torre sobre base (Lever House y Hilton Hotel), Torre frente a la base (Seagram, Union Carbide y The Equitable), Torre con base lateral (Time and Life, Exxon, McGraw Hill, Celanese y 345 Park Avenue) y Torre (CBS, Burlingon House y 1166 Avenue of the Americas)– trató de entender qué es lo que tienen de ciudad y al mismo tiempo qué le han brindado a ella, siempre intentando corroborar que el remate de manzana –61 metros de ancho para todos los casos– es capaz de ofrecer distintos valores a la urbe. Desde el emplazamiento y accesos, pasando por el núcleo de tránsito vertical, por la planta típica, por el cerramiento o por el remate de la torre, se han examinado situaciones variadas que han oscilado entre una escala más bien modesta y una monumentalidad tal vez excesiva, entre un abundante y surtido espacio público y zonas ínfimas y más discretas, entre el énfasis dado a los casos precursores y la naturalidad de las demás situaciones. Desde luego, la diversidad manifestada dentro de cada arquetipo y las innumerables relaciones encontradas entre los edificios ha constituido el principal interés de este estudio. Es posible que algunos casos hayan sobresalido por su capacidad de solvencia, estética y calidad, pero el propósito no ha sido dar mayor énfasis a ninguno.
The lack of light and natural ventilation caused by the immense shadow of new tall buildings in Downtown led to the 1916 zoning law. The rules regulated heights, towers aerial setbacks and division into three zones, residential, commercial and industrial. The stepped building (wedding cake) was the direct result of the implementation of this new regulation. The vertical construction of Downtown was unavoidable, since there was no surface at ground level. Its saturation led the search for new areas where tall buildings could be built. Geologically, the Midtown was the most appropriate place. The Eirst contributions came from the Rockefeller Center (1933), which was located in the heart of the area and not only was the main promoter of the towers to come, but also opened the incorporation of public spaces. It was also a consistent case study because of the large number of buildings it owns sited at the extreme point of the block and is believed to have acted as catalysts for the cases analyzed. The successful urban experience of Rockefeller Center; the high need for vertical growth; new technologies; consolidation of large corporations and their eagerness to touch the sky as synonymous of status and power; the rise of modern architecture in the world, driven by Mies van der Rohe and Le Corbusier and, mainly, the willingness of the city to innovative proposals to draw new views, have been the main drivers of some of the most important contributions to modern corporate architecture. The initial milestones, in this regard, were the Lever House (1952) and the Seagram Building (1958), constructed from the 1916 law, but that did not occupy the entire site and incorporated public spaces. Both buildings influenced the new zoning law of 1961, which allowed a tower to rise more in exchange for this kind of space. By looking closely at the area have detected two others modern towers that, along with the previous two, quickly became archetypes. Archetypes because other nine towers with similar conEigurations were also detected and showed, in turn, universality, validity and enforceability of the originals, and the adaptability of each. The thirteen case studies are located, therefore, between an avenue and two side streets, thus giving rise to the 'Towers sited at the extreme points of the blocks', situation which has served of vector of the entire study. The analysis of the towers in each of these four archetypes –Tower on base (Lever House and Hilton Hotel), Tower in front of the base (Seagram, Union Carbide and The Equitable), Tower with side base (Time and Life, Exxon, McGraw Hill, Celanese and 345 Park Avenue) and Tower (CBS, Burlingon House and 1166 Avenue of the Americas)– tried to understand what they have of the city and at the same time what they have given to it, always trying to corroborate that the extreme point of the block ‐61 meters wide in all cases– is able to offer different values to the city. From the location and access, through the transit hub vertical, typical plant, by the enclosure or the top of the tower, have examined different situations which have ranged from a rather modest scale and a monumentality perhaps excessive, between a rich and assorted public space and tiny and discrete areas, including the emphasis on the precursors cases and the naturality of other situations. Of course, diversity manifested within each archetype and countless relationships found between buildings has been the main interest of this study. Its possible that some cases have excelled for their ability to solvency, aesthetics and quality, but the purpose has not been to give greater emphasis to none.

A salvação cristã representa o desejo inequívoco de Deus para todo ser humano e para toda teia complexa que faz parte e comporta sua realidade existencial, não ficando nada de fora, de maneira que quanto mais se realiza a pessoa humana, tanto mais ela se salva. Contudo, essa compreensão salvífica foi, ao longo dos tempos, perdendo essa compreensão o que provocou um encolhimento e mesmo um recolhimento subjetivo que marcou presença num estado de ser religioso que se tornou ressentido do mundo e da vida. Ressentimento esse que refluiu corrosivamente para o interior da espiritualidade cristã e que também esboroou a percepção da verdadeira imagem de Deus por parte daqueles que não transitam pela trilha da fé, criando fantasmas e equívocos que só fizeram separar aqueles que deviam trilhar juntos o caminho do dom, da comunhão e da liberdade de ser, a saber, Deus e a pessoa humana. Cônscios de que nesse quadro a maneira pela qual se exprimia essa relação com Deus (em especial quando essa expressão aparece deslocada em relação às novas bases da sensibilidade cultural moderna) foi, em sua medida, um dos motivos da contradição na ideia de salvação que trataremos, nessa dissertação, apoiados em parte da obra de Andrés Torres Queiruga, de reinterpretar o tema da salvação em profundo diálogo com as categorias do nosso tempo e em profunda sintonia com aquele que é o núcleo inconfundível para toda fé cristã: Deus é amor. Disso dependerá nossa coerência teológica no que tange atualizar a mensagem e a realidade que se desprende do tema da salvação enquanto realidade já presente e coerente com a realidade antropológica da pessoa humana, até aquele momento em que esta é elevada à profundidade de sua realização/salvação plena.
Christian salvation is the unequivocal desire of God for every human being and the whole complex web that forms a part and involves its existential reality, not getting anything out, so that the more one realizes the human person, the more it saves. However, this understanding of salvation was, over time, losing that understanding what caused a shrinking and even a subjective gathering that was present in a state of being religious that became resentful of the world and life. This resentment that corrosively flowed into the Christian spirituality and also crumbled the perception of the true image of God by those who do not travel the path of faith, creating ghosts and mistakes that only separate those who should walk together the path of the gift , communion and the freedom of being, namely, God and human person. Aware that in this picture the way is expressed this relationship with God (especially when that expression appears offset from the new foundations of modern cultural sensitivity) was, in his measure, the reason for the contradiction in the idea of salvation which we will expose in this dissertation, supported in part of the work of Andres Torres Queiruga to reinterpret the theme of salvation in serious dialogue with the categories of our time and in profound harmony with that which is the distinctive core for all the Christian belief: God is love. It depends on our theological coherence in with respect to update the message and the reality that is detached from the theme of salvation as a reality already present and consistent with the anthropological reality of human beings, until such time as it is raised to the depth of his achievement / full salvation .

Pretende-se analisar a evolução na regulamentação de dimensionamento estrutural destes sistemas recorrendo a análises comparativas. Estas análises incidirão, em particular, na caracterização dos efeitos da acção do vento, acção condicionante para a análise e dimensionamento destas estruturas em Portugal.
Towers are one of the most important physical support for installation of radio equipment used for the emission of electromagnetic waves, which allow various services, such as radio, television and mobile communications. This thesis intends to review the analysis and design of towers used for radio communications, as well as presenting the main pathologies that commonly are observed in these types of structures in Portugal. It is intended to analyze the evolution of structural design standards for these systems using comparative analysis. These analyses will focus in particular on the characterization of the effects of wind action, main action for the analysis and design of these structures in Portugal.

Nosso trabalho parte de um dado: Alberto Torres (1865-1917), jurista, político e escritor, atuante, conhecido e respeitado em sua época, torna-se, nos anos que se seguiram à sua morte, alvo de um processo de mitificação e veneração entre um grupo de intelectuais, cientistas e políticos. Tal constatação foi colhida de uma série de depoimentos de estudiosos, contemporâneos e discípulos (de vida poucos e pós-morte numerosos). Diversos autores têm chamado atenção para esse fato. Para Marson (1979, p.9), a importância de Alberto Torres na história das ideologias no Brasil pode ser medida pela escola de seus discípulos e recuperadores, principalmente na década de 30, bem como pela situação privilegiada que ocupa na linhagem do chamado pensamento nacionalista, que floresceu nos anos 50. Torres torna-se paulatinamente tema de uma geração, sendo louvado, citado, referenciado e reverenciado por intelectuais e cientistas das mais variadas correntes ideológicas. Surgem assim, vários Alberto Torres, dependendo daquele que o cita: há o ecologista; o precursor do anti-rascismo; um dos mestres do integralismo; o democrata; o pensador da nação; o gênio incompreendido; o sociólogo; o autoritário; o símbolo da nação. É interessante observar que algumas dessas leituras terão longa permanência. Por que isso aconteceu? Essa é a pergunta que rege nossa dissertação, e a qual procuramos responder.

Abstract:
This thesis investigates torrent erosion in Lake District mountain catchments, Northern England. A nested research approach was used. Detailed investigations were undertaken at two case study sites (Iron Crag, Raise Beck) together with a survey of torrents across the Skiddaw and Helvellyn massifs. At Iron Crag an annual sediment budget was constructed by monitoring hillslope, channel and fan processes. Particle size characteristics of sediments, and the history of fan development were investigated. Results show channel and bank sediments are the main source of material supplied to the fan. Large rainfall events cause significant change in the channel, banks and fan. The impact of different meteorological conditions on sediment characteristics is complex, however a seasonal cycle of sediment production (winter) and exhaustion (autumn) exists. Historically, initial fan aggradation predates 36 BC, but a rapid phase of deposition began between 1200-1400 AD. Investigations at Raise Beck focussed on a flood that occurred in January 1995 and caused channel avulsion and shallow landsliding. This was reconstructed using a range of geomorphological and sedimentological evidence. Palaeohydrological methods give a discharge between 27- 74 in s-1. whereas as rainfall-runoff values range between 4-6 m3 s-1. The magnitude of the 1995 flood was smaller than two 19th Century events, but would still exceed the capacity of contemporary engineered channels. The regional survey considered the characteristics and importance of torrents,mountain streams, and debris flows; and provided a context for work at the case study sites. The case study sites are distinct members of the regional populations. Raise Beck being the largest (133 ha) and highest (858 m O. D. ); Iron Crag amongst the smallest (2.4 ha) and lowest (600 m O. D. ). Overall, torrents and hillslope debris flows are minor components of the landscape (aerially 2.1 % Helvellyn massif, 0.4 % Skiddaw massif). Sites are preferentially located in regard to altitude and slope. Debris flows are related to geological type. Large torrent floods are relatively rare and can be broadly related to regional flood episodes. Contemporary debris flow activity is of low magnitude and frequency.

Abstract:
Tree frogs adhere to surfaces using their toe pads. These pads secrete a fluid which enables them to adhere using a temporary adhesive mechanism known as wet adhesion. In keeping with the principles that govern this type of mechanism, the toe pads should be capable of adhering sufficiently and detaching effortlessly. However, the vast majority of research in this area has centred on static experiments, thus giving no real indication of the dynamic activity of the animal. Therefore, one aspect of this PhD project was to investigate the biomechanics of tree frog locomotion, focussing particularly on the kinematics and forces involved during toe pad detachment. Tree frog toe pads do indeed possess a rapid, efficient detachment mechanism, the toe pads simply peeling off of the surface from the rear, requiring very little force. The impact of this at higher scales was reflected in the force profiles of individual limbs, and in the global kinematics of the frog during locomotion. In addition to this, the wet adhesive mechanism itself was investigated by assessing the performance of tree frogs in a range of challenging conditions, including on overhangs and flooded surfaces. The latter condition compromises a key component of the wet adhesive mechanism; however, torrent frogs perpetually clamber across wet rocks in the vicinity of waterfalls, and yet are able to maintain their attachment. Therefore, the second aspect of this project was to compare the adhesive capabilities of tree- and torrent frogs, and propose explanations for the differences in their performance. Whilst comparable on dry, smooth surfaces, the adhesion of torrent frogs on rough, flooded substrates was far superior to that of tree frogs. Several explanations for this are offered, including the utilisation of a greater proportion of their ventral contact area, and a toe pad morphology that is optimised for such conditions. The results of this PhD project may provide a functional and morphological ‘blueprint’ for the development of toe pad mimics that can adhere in wet conditions.

Neste trabalho estuda-se o comportamento dinâmico de torres de aerogeradores utilizando-se a teoria de Euler-Bernoulli com acoplamento torre-aerogerador. O corpo da torre é considerado uma estrutura metálica uniforme, como uma viga engastada, de secção circular cujo momento de inércia é constante. O aerogerador, composto pelas pás da turbina, rotor e nascele, é considerado como uma massa conectada à extremidade da torre e sujeita a carregamentos dinâmicos. A análise não-linear é feita levando-se em conta o acoplamento da torre eólica e do aerogerador. Deduziu-se uma equação não-linear para modelar o comportamento da torre eólica baseada no método variacional de Hamilton onde se aplicaram carregamentos periódicos na extremidade da torre eólica. É mostrada a variação dos modos normais de vibração com a massa associada ao aerogerador. A equação diferencial parcial não-linear obtida foi transformada em um sistema de equações de segunda ordem no tempo através do método de discretização de Galerkin. As equações obtidas na solução do sistema dinâmico torre-aerogerador são utilizadas para estudar a resposta dinâmica do sistema quando submetido à cargas periódicas. Baseando-se nestas respostas mostra-se o papel da variação de cada parâmetro da equação na resposta não linear e linear da torre eólica. ______________________________________________________________________________ ABSTRACT
In this paper we study the dynamic behaviour of wind turbine towers using the Euler- Bernoulli theory of coupled tower-turbine. The body of the tower is considered a uniform metallic structure, such as an embedded beam of circular cross section whose moment of inertia is constant. The wind turbine, comprising the turbine blades, rotor and nascele, is regarded as a mass attached to the end of the tower and subject to dynamic loading. The nonlinear analysis is performed taking into account the coupling of wind tower and turbine. It was deduced a nonlinear equation to model the behaviour of the wind tower based on Hamilton's variational method where periodic loads are applied at the end of the wind tower. It is shown the variation of the normal modes of vibration associated with the mass of the turbine. The partial differential nonlinear equation obtained was transformed into a system of second order in time equations by the Galerkin discretization method. The equations obtained in the solution of the dynamic system, wind turbine tower are used to study the dynamic response of the system when subjected to periodic loads. Based on these responses one shows the role of variation of each parameter of the equation in the nonlinear and linear response of wind tower.

Ce travail presente la modelisation du phenomene de charriage en torrents d'un point de vue theorique, experimental et numerique. Un modele diphasique de saint-venant decrivant le transport solide par charriage est presente. Aux equations de l'hydraulique a surface libre, on couple un systeme d'equations similaire regissant la phase granulaire, developpe en variables vitesse-concentration granulaire, a partir des principes de conservation et des transferts de masse et d'energie entre le lit et le fluide. La formation des structures morphologiques de type bancs alternes est considere ici comme un phenomene d'instabilite induit par l'interaction lit-ecoulement. Une analyse de stabilite lineaire s'appuyant sur un modele de transport solide pseudo-instationnaire (couplant l'hydraulique a une equation d'evolution du lit) est alors comparee a des experiences sur modeles reduits et permet de determiner les criteres physiques caracterisant le phenomene de meandrement. Deux modeles numeriques de transport solide 1d et 2d sont developpes en differences finies. Le modele 1d est valide sur divers cas experimentaux : ruptures de pente, retrecissements et elargissements de canaux. Le modele 2d contient notamment une formulation originale des equations de l'hydraulique a surface libre en regime permanent, basee sur l'existence d'une fonction de courant qui verifie par definition l'equation de conservation de la masse. Une methode numerique reposant sur cette formulation est proposee et fournit des resultats tres satisfaisants. Son couplage avec l'equation de transport solide 2d conduit numeriquement a une destabilisation du lit et a la formation de bancs alternes dans un cas simplifie.

Abstract:
During 1996 and 1997 an Australian parliamentary committee conducted an inquiry into greater autonomy for Torres Strait Islanders, but by 2000 the future of the issue seemed unclear. This thesis explores what the notion of autonomy has meant for Torres Strait and for Torres Strait Islanders in the past, and what it might mean in the future. The thesis uses material from the period before European contact to just after the end of the parliamentary inquiry. ¶ Several analytical tools were utilised to explore the concept of autonomy. Major among these to propose and then analyse the relationship between autonomy’s economic and political components. The thesis also introduces the paired concepts of negative and positive autonomy to provide a counterpoint to ideas of welfare colonialism. Cross cutting these economic and political elements is a consideration of both regional and corporate forms of autonomy. The thesis argues that it is necessary to consider the factors which people can use to legitimise a case for autonomy and these are identified and discussed. ¶ Although previous research and historical material are utilised, unique parts of the thesis include an analysis of: the formal submissions and hearings associated with the parliamentary inquiry; the Torres Strait’s location between Australia and Papua New Guinea; and the Strait’s small-island make-up. In this latter regard, comparisons are made with models and examples of autonomy found in small island states and territories in the Pacific. ¶ The findings include that we must consider two groups of Torres Strait Islanders, those in Torres Strait and those on mainland Australia. Whereas those in the Strait have been able to legitimise a case for a form of autonomy those on the mainland have not. Islanders in the Strait have achieved a degree of regional autonomy; those on the mainland are unable to make a case to be part of this regional autonomy, or to achieve a form of corporate autonomy. The status of Islanders in the Strait is influenced by several factors including the Strait’s location on the border with Papua New Guinea, the associated Treaty with that country, and the nature and the accessibility of the in-shore fishery. A major finding however is that although Islanders have achieved a degree of regional political autonomy, which may be progressed yet further, they have been unable to embrace non-Indigenous people within this. Their present aspiration for regional political autonomy therefore is limited to one that would apply only to Indigenous-specific affairs. This stands in some conflict with their aspiration for regional economic autonomy which would include their control over the entire regional fishery which they presently share with non-Islanders. ¶ Though Islanders have achieved some degree of political autonomy, they depend on substantial government financial transfers to the region. Despite this they have also achieved some economic autonomy, particularly through being involved in the region’s fishery. Juxtaposing negative and positive autonomy with political and economic autonomy shows that a dependence on government economic transfers does not preclude gains in political autonomy. This can be contrasted with the notion of welfare colonialism.

This research identifies and analyzes the factors that conditioned social, cultural, economic and spatial organization transformations occurred from the 1910 to the 1950 decades in Torres, Porto Alegre elite members’ main beach resort. This analysis focuses on the different symbolic resources established by the social groups within the beach space. A description of the scenario elevation is made by considering the traveler’s view along the centuries – since the invention of the Torres beach starts from its natural beauties and geographic location and parallels to the transformation of the coast in a beach that follows the European model, which considers the beach firstly as a therapeutic space and then as a leisure and social distinction place provided by the free times. This master's thesis deals with analysis and implementation of methods for BitTorrent monitoring focusing on the Mainline DHT protocol. The aim of the thesis was to create a system, that will be looking for BitTorrent peers that participe in the illegal file distribution. Another task of the system was to collect and analyze data for counting size of the BitTorrent network. That was achieved by taking over of existing method. The system was designed and implemented as a module for monitoring of cybernetic crime. It also defines an interface for storing and sharing data, that provides data evaluation, easy data manipulation and serves for possible future extensions.

Diversas formas de geraÃÃo de energia vÃm sendo desenvolvidas com o intuito de oferecer alternativas ecologicamente corretas. Na regiÃo Nordeste do Brasil e principalmente no Estado do CearÃ, a energia eÃlica vem se destacando devido ao grande potencial dos ventos da regiÃo. Para aumentar a potÃncia gerada, torres cada vez mais altas tÃm sido usadas em busca de ventos mais fortes. Vale ressaltar que o custo das torres, geralmente fabricados em aÃo, representa parcela importante (20 a 30%) do custo total do sistema de geraÃÃo eÃlico. Este trabalho apresenta duas formulaÃÃes para a otimizaÃÃo do projeto de torres tubulares para geradores eÃlicos de aÃo. A primeira considera uma torre de aÃo cilÃndrica prismÃtica, onde foi modelada segundo a teoria de viga clÃssica de Euler-Bernoulli. A segunda formulaÃÃo considera uma torre, composta de segmentos de troncos de cone, onde foram utilizados para anÃlise por elementos finitos clÃssicos de pÃrtico plano. As variÃveis de projeto que definem as estruturas sÃo os diÃmetros representativos dos segmentos e as suas espessuras. Na torre cilÃndrica este diÃmetro à Ãnico. O custo mÃnimo à procurado minimizando-se o peso da torre. As restriÃÃes dizem respeito ao comportamento estrutural (rigidez, resistÃncia e estabilidade de acordo com recomendaÃÃes de normas) e ao processo de fabricaÃÃo e transporte. O processo de fabricaÃÃo confere aos diÃmetros representativos de cada segmento uma natureza contÃnua, e em conseqÃÃncia da disponibilidade comercial, as espessuras das chapas possuem natureza discreta. As restriÃÃes relativas à verificaÃÃo da seguranÃa segundo as normas apresentam pontos com descontinuidades nas funÃÃes e nas suas derivadas. Estes dois aspectos, que dificultam a soluÃÃo do problema pelos mÃtodos clÃssicos de ProgramaÃÃo MatemÃtica, tÃm sido adequadamente tratados por algoritmos baseados na simulaÃÃo do processo de evoluÃÃo de Darwin e em princÃpios da genÃtica, os chamados Algoritmos GenÃticos (AGâs). Different forms of energy generation have been developed with the intention of offering environmentally friendly alternatives. In the Northeast region of Brazil and especially in the state of CearÃ, wind energy has been increasing due to the large potential of wind in the region. To increase the power, increasingly high towers have been used to capture stronger winds. It is noteworthy that the cost of towers, generally made of steel, represents significant portion (20-30%) of the total wind power generation system costs. This work presents two approaches for optimizing the design of tubular towers for wind steel generators. The first considers a prismatic cylindrical steel tower, which is modeled by means of the classical Euler-Bernoulliâs beam theory. The second formulation considers a tower composed of segments of the trunks of cone. The analysis was run by finite element analysis. The design variables that define the structures are the diameters of representative segments and their thicknesses. In the prismatic cylindrical tower, this diameter is unique. The minimum cost is searched by minimizing the weight of the tower. Constraints related to the structural behavior (stiffness, strength and stability in accordance with recommendations of standards) and the manufacturing process and transportation are considered. The manufacturing process gives the diameters of each segment representing a continuous nature, and as a result of commercial availability, the thicknesses of the plates have a discrete nature. The constraints to ensure the safety of the structure followed the standards recommendations. They presented discontinuities in their functions and their derivatives. The discrete nature and the discontinuities hinder the solution of the problem by classical methods of mathematical programming. So, they had been adequately addressed by algorithms based on simulation of the process of Darwinian evolution and principles of genetics, called Genetic Algorithms (GA). Thus, some applications of the formulation are made and solutions are obtained using GAâs. The results are compared with solutions from literature, and the optimum solutions obtained are verified by shell finite elements models using the software ABAQUS.

O trabalho dedica-se ao estudo das torres eólicas protendidas de concreto, com a finalidade de promover a discussão sobre os critérios de dimensionamento, tema de grande relevância na atualidade. Para tal, foi considerada uma torre eólica de 100 m de altura provida de turbina de 5 MW, cujas ações foram obtidas da literatura. O carregamento de vento ao longo da torre foi tratado como estático equivalente de acordo com disposições normativas, através de uma forma simplificada para a adoção de uma velocidade de projeto equivalente à incidente no rotor. Com base na literatura, apenas as condições mais críticas foram adotadas no dimensionamento. As combinações entre os carregamentos e os coeficientes parciais de segurança foram delineados a partir do método dos estados limites, o qual se encontra amplamente difundido em normas de projeto. Os esforços e deslocamentos na torre foram obtidos pelo método dos elementos finitos com discretização em elementos finitos unidimensionais, considerando as não linearidades física e geométrica por intermédio do acoplamento de um programa comercial de elementos finitos com algoritmo desenvolvido em linguagem MATLAB, que tanto define as diversas geometrias de cada elemento ao longo da torre (seção variável), como obtém para cada um: a armadura ativa longitudinal a partir de perdas de protensão recalculadas, o diagrama momento-curvatura-força normal, e a armadura passiva longitudinal escalonada, que é otimizada durante o processo do dimensionamento. Quanto à resistência ao esforço cortante das seções anulares, foi proposto um modelo que apresentou boa concordância com os resultados experimentais obtidos na literatura. Além dos concretos convencionais, é discutido o estado-da-arte do concreto de ultra-alto desempenho reforçado com fibras, CUADRF, tratando sobre seu desenvolvimento histórico, composição, diferentes tipos, propriedades mecânicas, aplicações, recomendações para projeto e as simplificações adotadas quanto ao seu uso nas torres eólicas. Ao final foram realizadas análises paramétricas relativas à geometria e à classe de concreto para dois tipos de torres: em tronco de cone e de variação parabólica. Uma das principais conclusões do trabalho é que a otimização da área de aço passivo ocorre de forma sistemática para as torres de frequência natural mais baixa, tornando indispensável o uso de um modelo não linear para o correto dimensionamento. Além disso, as torres obtidas foram comparadas através do custo material total, constatando-se que as torres mais econômicas possuíam variação parabólica. Isso permitiu aferir um valor inicial para o qual o uso do CUADRF em torres eólicas passaria a ser competitivo.
The work is dedicated to the study of prestressed wind towers of concrete, in order to promote discussion on the design criteria, highly relevant topic today. For this purpose, it was considered a wind tower 100 m high provided with 5 MW turbine, whose actions were obtained from the literature. The wind loading along the tower was treated as static equivalent in accordance with design codes, through a simplified way for the adoption of a design speed equivalent to that incident on the rotor. Based on the literature, only the most critical conditions were adopted in the design. The combinations between loads and partial safety factors were outlined by the limit states method, which is widespread in design standards. The forces and displacements in the tower were obtained by the finite element method with discretization in frame elements, through material and geometric nonlinearities. This was done through coupling of a commercial finite element program with algorithm developed in MATLAB language, which defines both the various geometries of each element along the tower (variable section), and obtains for each: prestressing reinforcement from recalculated prestressing losses, the moment-curvature-normal diagram, and the stepped longitudinal passive reinforcement that is optimized during the design process. For the shear strength of the annular sections, a model that showed good agreement with the experimental results obtained in the literature was proposed. In addition to conventional concrete, the state-of-the art of ultra-high performance fiber reinforced concrete, UHPFRC, is discussed, dealing on its historical development, composition, different types, mechanical properties, applications, recommendations for design and simplifications adopted on its use in wind towers. At the end were performed parametric analyzes of the geometry and the concrete class for two types of towers: frustoconical and with parabolic variation. One of the main conclusions is that the optimization of passive steel area occurs systematically to the lower natural frequency towers, making it essential to use a nonlinear model for proper design. Moreover, the towers obtained were compared with the total material cost, having noticed that most economical towers had parabolic variation for the constraints here imposed. This allowed the assessment of an initial value for which the use of UHPFRC in wind turbine towers would be competitive.

The aim of my study is to comprehend why there is a significant gap in the economic development of Torres Strait. It questions why it is that Torres Strait Islanders as a whole remain largely economically unproductive in their present situation in contrast to the political beliefs of Islanders and their struggles for self-determination. It questions why Island leaders continue to accept policies of external control even though the guidelines for self development maintain the situation, rather than transforming it. Thus this thesis examines contemporary and traditional history of the Torres Strait in order to analyse and evaluate the development of the political structures of the Islands and how colonialism has influenced the politics of Torres Strait Islanders. I shift through the recorded layers of myths and legends for my interpretation and analyse the ethnographic accounts about Torres Strait from past archival reports, academic literature and the oral accounts from interviews. From the local media, I have examined the recent views of both the contented and discontented Islanders and other people reported in the local Torres News. From these records, I bring into perspective the historical processes of a capitalist economic system which has so deeply penetrated Islander culture.Commencing in the 1860s, at the onset of the Torres Strait beche-de-mer and pearl shell industry, the system has so failed Torres Strait Islanders' social development that it moved Islander leaders in the 1980s to push for cessation from Australia and, in the mid 1900s to seek "autonomy and self government" to remain within the Australian political system. In this thesis, I use this evidence to bring into perspective the concept of development with awareness to the colonial history of Torres Strait in comparison with oral history interpreted as the culture of my people. The theme my thesis implicates the contestation between Torres Strait Islanders and governments who impose administrative policies through the Islander system of political representation (regarding Islander culture and resources).

El objetivo del presente trabajo de título, es proponer un diseño de Torres de Neutralización con el objeto de controlar fugas que pudiesen originarse en las instalaciones de desinfección, evitando desastres químicos en torno al punto de fuga. Junto con el diseño de la torre, se caracterizó la unidad de neutralización en general. El sistema propuesto, está destinado a tratar el gas, de manera de poder liberarlo inocuo a la atmósfera, evitando que la fuga cause daño a las personas, a los equipos, al medio ambiente tanto dentro de la planta de como al entorno de ésta. La metodología utilizada, consideró la recopilación de información acerca de los efectos nocivos producidos por el Cl2 sobre las personas y el ambiente en general. Del estudio de la normativa nacional y extranjera, se obtuvo las características generales de una instalación de cloración, y se establecieron los límites permisibles de emisión de Cl2 al ambiente. Se estudió, además, el proceso de neutralización, describiendo su desarrollo y determinando el tipo de instalación utilizado en el proceso. Se fijaron los parámetros de diseño de las Torres de Absorción y se caracterizó una unidad de neutralización. En base a lo anterior se analizó la eficiencia del sistema para tres escenarios característicos, mediante la aplicación de un proceso del fenómeno, se determinó finalmente, el escenario que presentaba mejores resultados. Finalmente, del estudio se obtuvo el diseño definitivo de una unidad de neutralización de cloro utilizando torres de absorción a contracorriente, con recirculación, en una instalación de desinfección que almacena cloro líquido en estanques de 1 tonelada.

This thesis examines the destruction of the Torrens River as a natural river ecology and its recreation as an artificial one. The fragile watercourse was transformed in the nineteenth century into an artificial lake on a European scale. The period of study ranges from the Kaurna people’s life, which adapted around the river they called Karrawirraparri, to the damming of the river in 1881.

Taiwan land registration system is a land registration system established after inheriting the spirit of the German rights registration system and the connotation of the Australian Toulouse land registration system. This not only fills the damage caused by land registration in the German rights registration system, but also strengthens the mandatory nature of the Torrens land registration system. Among them, the most important mechanism introduced is the damage compensation for the land registration system in Torrens, Australia. When there are other problems caused by land registration errors, omissions, etc., causing damage to the right holder, if the damage can be attributed to the registrant or the registration authority, the state will first compensate for the damage. If it is attributable to the registrar, the State has recourse to the registrar. However, no matter whether it is a light or heavy punishment, there is no small pressure on the registered personnel, because the registration of the official duties is in accordance with the legal procedures, but it is responsible for the burden of compensation, which leads to the flow of land registration personnel. In contrast, in the Australian Torrens system, in order to take into account the interests of the people and the protection of registered personnel, the Torrens Guarantee Fund has been specially set up to specifically compensate for all registration damages, reducing the pressure on the registration personnel to make the land registration process smoother and faster. It will not let the people claim nowhere in the process of being damaged by the registration process. The purpose of this study is to explore the origin and connotation of damage compensation for the Torens land registration system in Australia, and to understand the damage compensation for land registration and the protection of various land rights in the Torrens system, and then to explore the land registration damage in Taiwan.
