Este estudo apresenta análises e evidências sobre o uso e o impacto das Tecnologias de Informação e Comunicação (TIC) no contexto das administrações locais. O trabalho tem como base as informações geradas por uma pesquisa de campo desenvolvida com administrações locais brasileiras nos anos de 2008 e 2009. Os dados e informações são provenientes da avaliação da gestão de municípios segundo várias dimensões (estratégia, cidadão e sociedade, processos, pessoas, sistemas de informações), complementados por informações coletadas em fontes adicionais e bases de dados estatísticos municipais existentes. Assim, o estudo esboça a arena em que as administrações locais gerenciam seus ambientes e soluções de TIC, apontando relevante contribuição para as iniciativas de gestão, bem como o impacto (efetividade) gerado na perspectiva abrangente de desempenho municipal. A investigação baseia-se nas teorias e experiências sobre as TIC, sobre a qualidade gestão e o desempenho de governos locais, levantando e analisando dados detalhados de cinco municípios para verificar a associação entre os resultados (outcomes) das prefeituras e os esforços de modernização de seus recursos tecnológicos e de sua gestão. Os resultados indicam que as estratégias de TIC implantadas e suas relações com o modelo de gestão possuem associações positivas com o desempenho municipal. Além disso, como contribuição, a pesquisa propõe um modelo analítico de avaliação de TIC e um da gestão, ambos adequados a qualquer tipo de administração local e propõe ainda um construto multidimensional com a finalidade de integrar as TIC à gestão. Os modelos de avaliação (TIC e gestão) e o construto multidimensional poderão ajudar o processo de definição, mensuração, avaliação dos modelos de gestão organizacionais.

Full textTi-35Nb-7Zr is a Ti-ß alloy developed by the Biomaterials Group of the Lorena School of Engineering of the University of São Paulo, which demonstrated, in previous studies, favorable mechanical properties to be used as biomaterial, such as resistance (~800 Mpa), corrosion resistance and low modulus of elasticity (33 GPa). Since the dental implant brings better results regarding masticatory function, phonation, comfort and aesthetics, improving the quality of life of the people, the present study describes the evaluation of the biofunctionality of the Ti-35Nb-7Zr ally dental implants compared to the Titaniumfix implants of Ti-Cp. The biofunctionality was evaluated by means of in vitro and in vivo tests. The in vitro evaluation was perfomed with undifferentiated mesenchymal cells removed from the bone marrow of rat femurs, which were cultured in osteogenic culture medium and subsequently perfomed cytotoxicity tests, total protein quantification and evaluation of alkaline phosphatase activity. The in vivo evaluation included the implantation of Ti-Cp Titaniumfix and Ti-35Nb-7Zr alloy implants in rabbit tibiae for histological, histomorphometric evaluation by calculating the Bone Area Fractional Occupied (BAFO) and bone apposition, and torque removal in order to evaluate the osseointegration. Considering the results obtained in this research, related to in vitro tests, it is possible to conclude that the alloy has a higher hydrophilicity than Ti-Cp; Show cellular spreading similar to Ti-Cp, which corroborates the result of cell viability classifying it as non-cytotoxic. In the tests of total protein quantification and alkaline phosphatase activity the alloy presents results similar to Ti-Cp, favoring the occurrence of differentiation and proliferation of osteoblastic cells. In this way, it can be concluded that the alloy has good compatiblity in vitro. The results obtained in the in vivo evaluations, through the BAFO, confirm the similarity between the alloy and Ti-Cp, since they had the percentage value similar to neoformed bone. Fluorescence analysis, after administration of the tetracycline and alisarin markers, show that bone apposition was also similar between the alloy and Ti-Cp in the periods studied. Regarding the interaction force evaluated by the removal torque, it is possible to affirm that the alloy show osseointegration comparable to commercial Ti-Cp implants. These results demonstrated that Ti-35Nb-7Zr alloy implants had similar biocompatibility and biofunctionality to Ti-Cp implants. In addition to having a low modulus of elasticity, the alloy presented an osseointegration very similar to Ti-Cp, bringing together characteristics that demonstrate its potential to be used as an intraosseous biomaterial.

In this thesis, we design a new 6-Bit flash analog to digital converter. It uses the Threshold Invert Quantization (TIQ) technology to replace traditional OPAMP comparator architecture to design a new TIQ comparator architecture, and it limits the current of the TIQ comparator when it is under transition. It could effectively reduce the overall circuit power consumption. The function and performance of the circuit was simulated by HSPICE utilizing TSMC 0.35 μm CMOS HSPICE model, and the power supply voltage is 3.3V. The 6-Bit TIQ flash analog to digital converter simulation results are as follows: DNL is +0.13 LSB to -0.07 LSB, INL is +0.15 LSB to -0.07 LSB. And the results show that when the sampling frequency is at 400 MHz, and the input frequency varies from 1 MHz to 100 MHz, the power consumption varies from 24 mW to 37 mW, while the power consumption of traditional TIQ flash-ADC are 41 mW to 644 mW. When input is a 1MHz sine wave signal, SNDR is 35.21dB and ENOB is 5.55 Bit. TIQ comparator Flash-ADC has many advantages: simple comparator circuit architecture, relatively fast, the circuit does not require resistor string, TIQ comparator does not require a clock signal or the coupling capacitor, suitable for standard CMOS technology and SOC integration
